Abstract:
Health is created within the urban settings of people’s everyday lives. In this paper we define Urban Public Health and compile existing evidence regarding the spatial component of health and disease in urban environments. Although there is already a substantial body of single evidence on the links between urban environments and human health, focus is mostly on individual health behaviors. We look at Urban Public Health through a structural lens that addresses health conditions beyond individual health behaviors and identify not only health risks but also health resources associated with urban structures. Based on existing conceptual frameworks, we structured evidence in the following categories: (i) build and natural environment, (ii) social environment, (iii) governance and urban development. We focused our search to review articles and reviews of reviews for each of the keywords via database PubMed, Cochrane, and Google Scholar in order to cover the range of issues in urban environments. Our results show that linking findings from different disciplines and developing spatial thinking can overcome existing single evidence and make other correlations visible. Further research should use interdisciplinary approaches and focus on health resources and the transformation of urban structures rather than merely on health risks and behavior.

Abstract:
The article discusses various aspects of the theoretical foundations and genesis of the canon of ethics of the Polish public services. A well-functioning public administration is the foundation of the modern state. Working in the public services entails a great deal of responsibility as administration employees must meet certain special requirements. Society expects that the administration, serving its citizenry, act with the common good in mind, which requires that the officials possess a degree of ethical awareness. Officials responsible for decision-making must adhere to applicable laws, in addition to taking into consideration the public interest and the rights of citizens, which frequently leads to conflicts of interest, in particular on the interface of the administration, economy and politics. The purpose of this paper is to present the role of ethics in the functioning of public administration organs in a modern democratic state adhering to the rule of law. Ethical issues are closely related to the legal and institutional aspects of public administration – and should be analysed as such. The article discusses various theoretical and general aspects of the relations between law, morality and ethics, the role of ethics infrastructure in public administration and the institutional and legal instruments used to prevent pathological behaviours.

This contribution deals with the evolution of public finance in two selected European countries. France and Germany were selected as countries to compare their evolution of public finance. The reason why the two countries were chosen is their general proximity to each other in many respects. From a professional point of view, i.e. from the point of view of the discipline of public finance, however, these are countries with different concepts of public finance disciplines. The contribution presents the historical background, context and consequences of this evolution. The relevant public finance evolution is divided into several historical stages in each country. The contribution focuses on each stage separately and points out solutions and effect of each stage. The main aim of the contribution is to confirm or disprove the hypothesis that the evolution of the public finance discipline was different in each of the selected countries. The scientific methods used in the article are analysis and synthesis, description and comparative methods.

This statistical file is concerned with the issue of public debts in Arab countries. It assumes that public debt is a key source to fund the budget deficit in most Arab countries, and the rising public debt, particularly external debt, is increasingly becoming a concern for several countries in the region due to the pressure debt servicing might impose on these countries, which basically suffer an uncomfortable primary balance, in addition to the impact of crises in the region. Table 1 provides indicators on domestic public debts with ratios of debts to GDP, while Table 2 gives figures of external public debts with debt ratios to GDP. Table 3 provides estimates of total public debts with their ratios to GDP, while Tables 4 and 5 show figures of external public debt service, ratios of debt servicing to exports of goods and services and external public debt service ratios to Arab governments’ revenues respectively.

The article describes the features of digital transformation for public administration and civil service. Public administration should become the basis of changed public relations; ensure the solution of the most significant issues affecting citizens through the use of data in a single information (digital) space. Coordinated work and ensuring horizontal and vertical cooperation between public authorities and local self-governments are an integral part of this process. Digital transformation is understood as the process of creating a single national digital space. The provision of public services and the execution of powers take place through the interaction of digital twins of government bodies and government civil servants. At the same time, other business entities, non-profit organizations, residents of the country, and their associations will be able to connect to this information space. The implementation of this concept will contribute to improving the efficiency and quality of public administration.

Abstract The aim of the study is to draw attention to the fact that the value of public spaces has an interdisciplinary character, and should be viewed as such. The multifaceted function of public spaces requires a thorough recognition of their role and functioning in a city, especially from the estate management point of view. The fact that well-designed and managed public spaces have a great effect on social, cultural, market and communicative behavior, makes them an axis of urban development. The extent to which public spaces affect neighboring property markets, especially when it comes to the commercial segment, is also very important. The way in which a public space is utilized, is an incentive to search for optimal directions as to how a given property should function. The research results presented in the present paper concern three case studies of big Polish cities - Poznań, Gdańsk and Wrocław. The research incorporated sociological survey tools (questionnaire), indepth interviews and observations.

Background: To assess the conduct of delivery of public health services at the municipal level in Denmark by applying services enlisted in the Essential Public Health Operation framework (EPHO) of WHO. Methods: We conducted individual qualitative interviews with key informants working with public health using a self-assessment survey tool in order to obtain an in-depth understanding of the interrelation or multidisciplinary work in Kolding Municipality. The developed self-assessment survey tool entailed questions about essential public health activities performed in a municipality. Results: The Municipality organizes and contributes to core service delivery EPHOs, namely health protection, health promotion, and disease prevention. It collaborates with the general practitioners and the Region of Southern Denmark, responsible for hospital care, to fulfill the selected EPHOs. Conclusions: To obtain a comprehensive picture of the organizations that deliver public health services within a municipality, it is necessary to conduct interviews with representatives from those organizations as well. Additionally, the results from this study can be used to improve the survey tool further and hereafter conduct a nationwide survey in Denmark, as well as other European countries.

Abstract:
The contamination of recreational waters poses public health risk to users as a result of potential spread of infectious diseases. Hence there is need for continuous monitoring of swimming pools and other recreational waters to mitigate the spread of infections. This study was initiated to investigate the presence of pathogen bacteria of significant public health implications in public swimming pool waters. Water samples were collected from selected public swimming pools in Benin City and transported to the laboratory for microbial analysis. One ml of water sample was spread on the following specific media M endo agar, Chromocult agar and Mannitol Salt agar for the isolation of Total Coliforms Escherichia coli and Staphylococcus aureus respectively. Among the 12 swimming pool surveyed and examined, Staphylococcus aureus was detected in 42% (5/12) of samples while E. coli was detected in 67% (8/12) of samples. Coliform was found in 75% (9/12) of the samples. Analysis of respondent questionnaire reveals that 67% (8/12) of swimming pool managers disinfect the swimming pool water weekly while about 17% (2/12) disinfect the swimming pool daily. In general, a range of 2 20 bathers use each pool per day. Also site 6 has the highest number of bathers with bathers ranging from 15 20 bathers per day. The detection of Staphlococcus aureus in the present study suggests poor pool compliance to disinfection standards and poor bathers hygiene. Also, the detection of E.coli and total coliform also indicates fecal contamination or contamination from environmental sources. There is need for incessant monitoring of recreational facilities in order to mitigate the risk of spread of infections in recreational water.

This statistical file is concerned with Arab government budgets as it assumes that the sharp drop in oil prices coupled with ongoing regional conflicts have caused significant deficits in the budgets of most Arab countries, especially Arab oil-exporting countries, where governments had to implement a wide range of fiscal reforms aiming at rationalizing public spending and enhancing public revenues. On the other hand, lower oil prices have eased pressures on public finance in Arab oil-importing countries, especially in light of the rising cost of energy subsidies. Yet, many of these countries had also to proceed with structural reforms to reduce fuel subsidies and control the budget. Tables 1 and 2 provide statements on government revenues and grants, including estimates of government revenues as a percentage of gross domestic product (GDP), while Tables 3–5 show hydrocarbon and tax revenues, including estimates of these revenues as a percentage of total public revenues. Tables 6 and 7 provide statements on government expenditures, including estimates of government expenditures as a percentage of GDP, while Tables 8 and 9 deal with the structure of expenditures, showing estimates of current and capital expenditures along with figures on the functional classification of current expenditures. Overall surplus/deficit figures for Arab government budgets along with projections of the general government fiscal balance are shown in Table 10.

Background: Building the public health workforce in India along with strengthening the public health systems across the Nation are essential components necessary to achieve the sustainable development goals for India. In the Indian context, there is limited information available for undergraduate public health education. The central aim of this brief study is to elucidate the undergraduate public health education landscape at selected institutions in India.Methods: A mixed methods approach was used in this brief study. First, cross-sectional, scoping review was used. Then, to describe student perceptions and attitude towards undergraduate public health curriculum, primary data were collected by using a questionnaire. A self-administered questionnaire was developed after extensive literature search. Descriptive statistics were used to summarize questionnaire results. Chi-square tests were used to help identify factors that may influence student perceptions and attitudes.Results: Through scoping rapid review and internet search, eight institutions were identified that are offering undergraduate public health courses in India. Most institutes in India have 3 years duration for the undergraduate public health degree courses. Most of students (89%) believed that the undergraduate public health course increased their knowledge in the field of public health. We found an association between student perceptions about community benefits from trained undergraduate public health workforce.Conclusions: The undergraduate public health education initiatives should be promoted and envisioned as a new strategy for public health capacity-building in public health in India.

Paper presents a comparison of instruments to oblige developers to free transfer land for public infrastructure in Canada, USA, Australia, Germany, and Poland in following dimensions: form, procedure, and an extent of obligations, documents defining obligations, public objects included in obligations, and utilization of exacted land. Compared instruments were evaluated according to their: simplicity, operability, and transparency as well as their role for creation of high quality urban tissue, equality of developers before the law, and complexity of urban transformations.

Abstract:
This study examined the current states and maintenance culture in some selected public buildings in Ibadan. Case study research approach was adopted using researchers' observation and structured interviews as a tool for data collection. Three public buildings (Adeoyo Maternity Hospital, Yemetu, Queen's School, Apata and Lekan Salami Stadium, Adamasingba), were purposively selected. Descriptive and content analysis was used, and the results were presented using pictures and tables. The major findings show that building structures at Adeoyo Maternity Hospital appears neat and physically sound. However, building structures at Lekan Salami Stadium and Queen's School were observed not to be in good working conditions due to insufficient funds and high cost of maintenance work among others. Routine cleaning exercise was identified as the only regular maintenance carried out on these facilities aside Adeoyo maternity hospital where servicing and repairs was done as need be. The study conclusively revealed that maintenance culture in public buildings is observed to be poor on a general note. The study thus recommends that government should respond quickly to maintenance request to keep the building in good working condition and extends its lifespan.

<p>The Statement of Cash Flows is a crucial part of financial reporting. Thus, cash flow ratios have drawn the attention of practitioners and academic researchers to use to evaluate the performance of a company. This study examines, over the three years (2010-2012) period, the liquidity position of selected companies from three prominent sectors (Consumer products, Industrial products and Trading/Services) of the Malaysian economy using cash flow statement ratios and traditional liquidity ratios suggested by various researchers. Traditional ratios were obtained from the Osiris database and cash flow ratios were calculated by using financial statements of selected companies. Traditional ratios examined were - current ratio, quick ratio, total asset to total liabilities ratio, and interest coverage ratio. Similarly, cash flow ratios examined were–operating cash flow ratio, critical needs cash coverage ratio, cash flow to total debt ratio, and cash interest coverage ratio. Correlation analysis was performed to investigate the strength of the relationship between traditional ratios and cash flow ratios. The empirical results of the correlation analysis show a statistically significant positive relationship between traditional ratios and cash flow ratios. Finally, pair t-tests results show that there is statistically significant difference between traditional ratios and cash flow ratios. The implication of the above empirical results suggests that traditional liquidity ratios should not be used solely for measuring liquidity since a company can have serious cash flow problems with positive liquidity ratios and increasing profits. Liquidity ratios developed using the statement of cash flows provide additional information or sometimes better insight on the financial strength or weakness of a company.</p>

Purpose The purpose of this paper is to explore the effects of total assets, stock performances, CEOs’ tenures, ages, and board sizes on total CEO compensations of 249 publicly listed US companies over a nine-year period from 2004-2012. Design/methodology/approach Pedroni’s panel cointegration, generalized method of moments, and dynamic ordinary least squares methodologies are applied. Findings All variables are non-stationary in log-levels. The findings show significant positive effects of total assets and stock performances on total CEO compensations. The effects of CEO’s tenure and age as well as board size on total CEO compensation deem negative. However, short-run net interactive feedback effects are generally positive with some exceptions. Research limitations/implications The above variables matter in rewarding the CEOs. They should be carefully weighed in for proper formulation of CEO compensation policy. Originality/value This paper applies relatively new econometric tools for a large panel data set. This work considers some new variables for determining CEO compensation in USA. The findings are relatively new with empirical originality.

AbstractPublic debt management represents an important part of public finance in each economy and in most countries is in administrative authority within the Ministry of Finance. The Public Debt Administration is the holder of public debt policy, presenting one of the most important branches of macroeconomic policy and has stabilization and developmental function. The Public Debt Management determines the schedule, scope and currency structure of the security issuance in the domestic and international financial markets and directly affects the level of indebtedness of the country and the level of foreign exchange risk. The main objective of public debt management is to ensure that the government’s financing needs and its payment obligations are met at the lowest possible cost over the medium to long run, consistent with a prudent degree of risk. Adequate public debt management is crucial in view of the severe macroeconomic consequences of non-enforcement of public debt and the potential expansion of instability to other sectors in an economy. All this indicates the need for an adequately setting up current and future public debt management strategy and the development of instruments to reduce borrowing costs and foreign exchange risk levels. The aim of this paper is to present public debt management in selected Central East Europe countries (Serbia, Hungary, Croatia, Albania and Slovenia) and to recommend further improvement of its public debt strategies.
