Abstract:
Generally speaking, the traditional approach of security mainly regards states as a sole referent object of security and refutes any attempt to broaden the concept of security. This understanding is known as a realist approach. This approach, however, has been recently challenged by the Copenhagen School, the Welsh School, and the human security approach. The Copenhagen School assumes that there is now a duality of security: state security and societal security. However, both the Welsh School and the human security school look at individuals as a sole referent object of security. This article critically reviews the traditional approaches of security, the Copenhagen School, the Welsh School, and the human security approach. This article finally argues that the Copenhagen School could successfully broaden the concept of security, and therefore, it is more convincing when compared to other schools.

Where was the FBI in the months leading up to the violent siege on the U.S. Capitol in 2021? Among the many questions surrounding that historic day, this one reveals the extent to which double standards in law enforcement threaten our nation’s security. For weeks, Donald Trump’s far right-wing supporters had been publicly calling for and planning a protest in Washington, D.C. on January 6, the day Congress was to certify the 2021 presidential election results. Had they been following credible threats to domestic security, officials would have attempted to stop the Proud Boys and QAnon from breaching the Capitol perimeter. Yet when the day came, the mob of pro-Trump extremists seemed to catch law enforcement by surprise. They seized the Capitol, ransacked congress members’ offices, and openly posted photos of their destruction and their weapons online. In the preceding two decades, the U.S. government has poured money into a behemoth national security apparatus. The FBI’s annual budget ballooned from $3 billion in 1999 to nearly $10 billion today. Much of this 300% increase went to countering terrorism with a mandate to surveil, investigate, and prosecute “homegrown terrorists.” In no uncertain terms, the directive was for the FBI to target Muslim communities.

Nigeria, like most developing States is still grappling with the task of nation – building, responsive democratic order and a just and secured polity. The task over the years has remained arduous and seemingly illusive. Presently, the menance of Boko Haram, the marauding herdsmen militancy, the new face of militancy in the Niger Delta, the spate of kidnappings, armed robberies, and ethno-regional intolerance, the vociferous separatist agitations in the South-East and South-South and the deteriorating living conditions have continued to create survival, stability and security challenges and threaten the very existence of Nigeria as a federation. Against this backdrop, this paper therefore attempts to identify some of the emerging trends of security challenges in Nigeria with a view to diagnosing their causes and examining their implications on the corporate existence of Nigeria. Abstract:
The article deals with problems of economic and financial security ensuring both in companies and state. The Corruption Perceptions Index has been analyzed as one of the most important indicators in this sphere. The following research methods have been used: generalizing theoretical knowledge, comparison method, method of analysis and synthesis, statistical analysis, factual analysis. The authors give their own definitions to such concepts as “security”, “financial security of the enterprise”, “economic security of the enterprise”. There have been also systemized the threats to the economic security of the enterprise, as well as means of its strengthening. The rating of Ukraine according to the Corruption Perceptions Index has been identified. Also, the perspectives of future research have been defined.

Бюджетна безпека держави обумовлюється низкою детермінантів, які визначають зміст, структуру та рівень її забезпечення. Визначено, що визначальними фактами забезпечення державного бюджету є фактори, загрози як екзогенного, так і ендогенного походження, а також причинно-наслідкові зв’язки, які прямо чи опосередковано визначають його рівень та складність процесів його забезпечення.Запропоновано перелік основних детермінант, що впливають на забезпечення бюджетної безпеки держави з урахуванням процесів глобалізації, конструктивного / руйнівного впливу факторів та загроз. Зазначається, що систематичним елементом забезпечення державного бюджету є державний бюджет, який є багатогранним поняттям. Бюджет як інструмент державної політики відіграє ключову роль у забезпеченні соціально-економічного розвитку держави, реалізації її національних інтересів, а саме на обсяг та структуру дохідної та видаткової частини бюджету впливають на функціонування всіх галузей економіка.Обґрунтовується необхідність забезпечення бюджетної безпеки як складової соціально-економічного розвитку та передумовою здійснення ефективної державної фінансово-економічної політики як основи досягнення національних економічних інтересів держави.Систематизовано основні детермінанти впливу на бюджетну безпеку держави з урахуванням глобалізаційних процесів та багатокритерії існуючих факторів та загроз як екзогенного, так і ендогенного походження.

Abstract:
Human Security is one of the novel concepts in international relations developed by the United Nations Development Projects (UNDP). The concept of human security revolves around protecting people from illiteracy, diseases, non-development, and food security. It describes how the state is developing and investing in human development and human capabilities. It is significant to note that international relations literature critically focuses on national security and the importance of state security. Most pundits of international relations do not give importance to human security and assert that the state should protect and invest in its national security instead of human security. However, some countries are utterly focused on national security and spend a significant amount on that, like Pakistan, which spends around 1.37 trillion Pakistani rupees (USD 8.78 billion) for 2021. According to the Asian Development Bank 24% of the population is living below the poverty line. This study is qualitative research that mainly employs case study methodology. Therefore, this paper analyzes whether illiteracy and poverty are a threat to the country's national security. How can national security be improved by investing in human security? This research analysis discovers that human security is equally essential for any state that profoundly focuses on national security and sovereignty by investing more in defense acquisition and military needs. In addition, the study concludes that lack of investment in human security is triggering extreme poverty, illiteracy, and religious radicalization, causing a direct threat to Pakistan's national security.

Relevance of the research topic. The globalization threats of modernity determine the extreme urgency of the problem of ensuring the national security of any state. A new large-scale challenge for national security of Ukraine was the military aggression of the Russian Federation against Ukraine, a large-scale war that began on February 24, 2022. Under conditions of military aggression, the role and significance of the further development of security are enhanced. Formulation of the problem. Given the relevance and need to deepen the theoretical foundations of security, especially in the context of current warfare, as well as the conceptual definition of mechanisms (tools) for ensuring security in various areas, scientific intelligence of individual components, in particular, economic and financial security, their multi-stage and multi-level nature as economic security studies are required. Analysis of recent research and publications. Such scientists as O. I. Baranovskyi [1], T. H. Vasyltsiv [5], О. А. Grishnova [12], D. V. Nikytenko [8], S. V. Onyshchenko [9], Yu. M. Kharazishvili [12], S. M. Shkarlet [11] and others devoted their works to the study of the problems of economic and financial security. The results of our own scientific research on the problem of economic and financial security are given in [2-4]. Highlighting unexplored parts of the general problem. Despite the existing scientific developments in solving these issues, the relevance and the need for their early study and solution, the issues of multi-stage and multi-level security of Ukraine, in particular, economic and financial security, appropriate and full-fledged scientific studies have not been received and considered mostly fragmentary, which actualizes the topic of research and is (should be) the further development of economic security. Statement of the problem, and the purpose of the study. The subject of the paper is the theoretical, methodical, and methodological aspects of Ukraine's multi-stage and multi-level security, particularly economic and financial security. The purpose of the paper is to reveal the essence and substantiate the theoretical foundations of the multi-stage and multi-level security of the state on the example of the economic and financial security of the state. Method and methodology of research. In the process of conducting scientific research, both general scientific and special methods of scientific knowledge were used. In particular, scientific research methods were used: dialectical — to substantiate the content of theoretical provisions; abstract-logical — to determine the essence of the security of the state and its main economic and financial components; hypothetical-deductive — to build the main working hypotheses about the multi-stage security of the state; system-structural analysis and synthesis — to identify the multi-level composition of economic and financial security. Scope of the results. It is expedient to use the obtained scientific conclusions and results in scientific activities and further study of the actual problems of economic security, in the educational and scientific process of higher education institutions in the preparation of specialists in the specialty 8.18010014 "Management of financial and economic security", in the field of economic and financial security. Conclusions. The role and place of economic and financial security in the system of national security in globalization threats, in particular, in the conditions of military aggression, are determined and disclosed. The author's definition of the science of economic security as an interdisciplinary science about the essence, regularities, and ways of effective protection of national interests from real and potential, exogenous and endogenous threats is given. The multi-stage and multi-level security of the state is determined by the example of the economic and financial components of the security of Ukraine.

Abstract:
This article examines how the exchanges of archival and artistic practices in Central European and, more precisely, in Hungarian theatre and performance can create performative sites calling attention to the continuities and recurring reflexes of pre- and post-1989 realities. The genre of re-performance allows performance artists to comment on their own experience with the communist regimes, as well as to enact the continuing political and aesthetic potentials of past performances. In 1986, a recently founded performance group, the Collective of Natural Disasters, premiered its piece Living Space in Budapest, considered to be an iconic production in the history of Hungarian dance theatre, and earning international success. The solo performer (Yvette Bozsik) was set in a small glass box, suggesting the claustrophobic atmosphere of the 1980s in the country. In 2012, the group re-interpreted the 1986 production with considerable critical changes under the title (In)Finity. The new solo performer (Rita Góbi) was locked in a similar glass box. However, the group refashioned the main question about freedom by offering a mediatized landscape on stage where the recurring experience of claustrophobia was seen through technical innovations forming new regimes and forms of surveillance. Kornélia Deres is a Humboldt Research Fellow in the Institute of Media Culture and Theatre at the University of Cologne. Between 2015 and 2018 she was an assistant professor at Károli University (Budapest), and since 2017 has been a lecturer at ELTE University in Budapest. She is co-editor of five books and the author of Hammer for Images (2016), as well as two volumes of poetry.

Abstract:
Ukrainian banking institutions conduct their activity under the influence of various risks, which create critical situations for them. In this context, banks should pay more attention to their own security. The article analyzes the theoretical approaches to the concept of “banking security”, examines the level of banking security as a component of the financial and economic security of the state, and determines the ways to improve it. Banking security was analyzed based on the data of the National Bank of Ukraine and other banks that are part of the banking system of the country.The current state of the banking system shows a decrease in the security since 2014 to the “danger zone”. This is facilitated by a great number of problem loans and foreign capital in the authorized capital of banks; the predominance of short-term lending over long-term one; continued unprofitableness and low liquidity of bank assets. Banking security was the guarantor of achieving financial security of the state. Therefore, the article outlines directions for improving the operation of banking institutions and the banking system as a whole, which will allow to improve banking security in the short term. This is, first of all, the legislative consolidation of the creditor rights protection, the expansion of the lending process, including in foreign currency, with the predomi-nance of long-term loans, the banks’ work in the direction of increasing their assets profitability, optimizing administrative costs, developing and using the latest informa¬tion technology to ensure the effective operation and information security of banks.

Abstract:
Food security is directly related to nutrition and public health. It concerns the availability of food needed by people, its accessibility to consumers, including financial aspects of accessibility, the food utilization in sufficient quantity and quality to ensure full life, and stability, i.e. the ability to resist the negative changes that occur in food supply chains. Food security is a causal path that begins with production and leads to consumption, going through stages of stabilization and stress management. Therefore, the aim of this paper is to consider the essence of food security and investigate its level by the analysis of world rankings. Consequently, the Global Food Security Index, which measures the level of food security in four areas – food affordability, food availability, food quality and safety, and natural resources and resiliencies considered in this paper. According to this ranking, the first three places are occupied by the countries of Western Europe – Finland, Ireland, and the Netherlands. Except European countries, top 15 countries also include Israel, Japan, the United States of America, Canada, and New Zealand. Ukraine ranks 54th out of 113 countries. Positive changes occur only in the group «quality and safety». The rest of the groups of food security indicators for Ukraine show negative trends. In particular, in the group «food availability» indicators of «food security and access policy commitments» and «political and social barriers to access» decreased by more than thirty percent comparing with the previous year. Additionally, Global Hunger Index is considered. This index is based on four indicators – undernourishment, child wasting, child stunting, and child mortality. Despite the tendency of index improvement by the regions of the world, its value is particularly dangerous for the countries of Africa South of the Sahara, and South Asia. For Ukraine, the value of this indicator is less than 5, since 2006. This fact classifies Ukraine as a low-risk area. Accordingly, the analysis shows that currently the second goal of the Sustainable Development Plan – «Zero Hunger», is unattainable by 2030.

Abstract:
Food security is directly related to nutrition and public health. It concerns the availability of food needed by people, its accessibility to consumers, including financial aspects of accessibility, the food utilization in sufficient quantity and quality to ensure full life, and stability, i.e. the ability to resist the negative changes that occur in food supply chains. Food security is a causal path that begins with production and leads to consumption, going through stages of stabilization and stress management. Therefore, the aim of this paper is to consider the essence of food security and investigate its level by the analysis of world rankings. Consequently, the Global Food Security Index, which measures the level of food security in four areas – food affordability, food availability, food quality and safety, and natural resources and resiliencies considered in this paper. According to this ranking, the first three places are occupied by the countries of Western Europe – Finland, Ireland, and the Netherlands. Except European countries, top 15 countries also include Israel, Japan, the United States of America, Canada, and New Zealand. Ukraine ranks 54th out of 113 countries. Positive changes occur only in the group «quality and safety». The rest of the groups of food security indicators for Ukraine show negative trends. In particular, in the group «food availability» indicators of «food security and access policy commitments» and «political and social barriers to access» decreased by more than thirty percent comparing with the previous year. Additionally, Global Hunger Index is considered. This index is based on four indicators – undernourishment, child wasting, child stunting, and child mortality. Despite the tendency of index improvement by the regions of the world, its value is particularly dangerous for the countries of Africa South of the Sahara, and South Asia. For Ukraine, the value of this indicator is less than 5, since 2006. This fact classifies Ukraine as a low-risk area. Accordingly, the analysis shows that currently the second goal of the Sustainable Development Plan – «Zero Hunger», is unattainable by 2030.

Abstract:
The analysis of the current state of CAD is carried out. The article describes the position of advanced CAD information security equipment. Since any CAD system is a non-standard information system, an individual approach to guarantee its security is required. Special attention is paid to the need for a rational combination of cryptographic and steganographic methods to protect project documentation from unauthorized access. Based on theoretical provisions and practical data, the issues of reliable and secure transmission of project documentation over fiber-optic communication lines are considered. It is concluded that when considering the state of information security of design automation systems used in enterprises with project documentation for classified products, as well as dual-use products, reliable security tools should be created, for which it is necessary to use all the tools implemented in field of information security, including steganographic, cryptographic and hardware methods of ensuring it.

Abstract:
Abstract The paper presents the impact of the reliable ICT systems on efficient and safe functioning of a state. Moreover risks which faced communication and information systems have been presented. Furthermore authors proposed their own solutions that may improve the level of security of transmitted information. Then they indicated ICT systems that can be used for providing continuous and flawless exchange of information, with particular emphasis on the need of protection of information from unauthorized access, modification or destruction. Also some suggestions have been proposed for the modernization of IT systems, which could improve the secure dataflow and ensure continuous exchange of information between the components responsible for the security of the state.
