Abstract:
Purpose. The work is devoted to the substantiation of pedagogical conditions that contribute to the improvement of training of civil security specialists in the process of professional development. Methodology. The following types of methodology were used in order to solve the following problems: theoretical - analysis of pedagogical and educational literature on the problem of research, comparison, systematization and generalization of existing ways and methods of improving training of civil security specialists in the process of professional development, empirical - methods of collecting and processing empirical material (pedagogical observation and survey); systematization and generalization of the experience of organizing professional development of specialists at the Institute of Public Administration and Research in Civil Defense. Findings. Based on the structural and logical analysis of the literature, the methodological essence of the concept of “pedagogical conditions” related to the improvement of training of specialists in civil security in the process of professional development in educational establishments. Effective pedagogical conditions are substantiated, which at the present stage of professional activity of specialists in civil security will ensure the development of their professional competencies in the system of postgraduate education. The description of each pedagogical condition is given and its semantic components which influence advanced training of experts on questions of civil safety positively (pedagogical modeling of improvement of experts’ preparation on questions of civil safety in the course of advanced training on a competence basis; expansion and enrichment of practical experience of experts on complex decision of educational tasks for responding to emergencies, close to real life; creating of an informational educational environment for the development of professional competencies of specialists in civil security in institutions, educational establishments; development of professional self-improvement of specialists in civil security). Originality. For the first time, a comprehensive study was conducted in order to substantiate the pedagogical conditions for improving the training of specialists in civil security in the process of professional development. Practical value. Globalization transformations, technological innovations in society and the economic crisis create a need for specialists who will be able to perform the tasks that correspond to the priority areas of the state to ensure the safe life and activities of people at a high level. In achieving a high level of professional competence, an important role is given to postgraduate education, which creates favorable conditions for optimizing the process of professional development of civil security professionals. Conclusions. The pedagogical conditions mentioned in the work are a favorable basis for improving professional development and achieving a high level of professional competencies of specialists in civil security.

The article discusses the definition of bachelors’ professional competencies in information security. Research on information security training of personnel ensuring the protection of information, compliance with international and professional standards and analysis of professional community requests for job candidates allowed defining professional competencies and their components. For comparative analysis, the authors used professional competences developed by universities for bachelor training programmes, presented on the official websites of the organisations.

Abstract:
Abstract The article deals with the peculiarities of security activities in Ukraine and the USA and, consequently, aims to comparatively analyze professional training of future security and safety specialists in these countries. The author has presented comparative description of future security and safety specialists’ training in Ukraine and the USA. It must be noted that research findings of Ukrainian comparativists on the peculiarities of security specialists’ professional training in the leading European countries are of great significance for the problem under study. Indeed, nowadays quality services can only be provided by those security companies, whose staff are equipped with modern technologies and have undergone relevant professional training. In Ukraine, however, professional training of security specialists should be improved in novel and comprehensive ways. The author has singled out some problematic aspects in professional activities of security specialists. The author concludes that taking into account modern requirements, future security specialists should master the foundations of economic knowledge, have a high level of culture, speak foreign languages, show initiative, be responsible, strive for self-development and self-study, introduce important innovations, acquire the skills of working with modern information and communication technologies that will enhance the quality of security activities. The prospects for further studies involve conducting comparative analysis on professional training of future security and safety specialists in the leading European countries.

The article is devoted to the theoretical analysis of problem concerning research of methodological approaches applicable to civil security professionals advanced training, which determines their professional prospects in ensuring the safety of population.Research purpose – theoretical analysis of the problem concerning application of methodological approaches to civil security specialists’ advanced training.Research methods: to achieve the above goal and solve certain problems in the process of scientific research, we apply a set of methods fitting the nature of the examined phenomenon, namely: analysis, synthesis, generalization, classification of theoretical provisions.Results and conclusions. The paper generalizes the considerations available in modern pedagogical discourse in order to take them into account while choosing methodological approaches for advanced training of civil defense specialists in line with requirements of the methodology as a theory of scientific cognition. The theory that the professional qualities of a civil security specialist are formed, in particular, in the process of advanced training, and improved during professional activities is confirmed. It is established that the peculiarities of civil security specialists advanced training in educational institutions determine the objective need to choose several methodological approaches. Modern pedagogical science offers different approaches to the classification of methods, however, the methodological basis of civil security professionals’ advanced training, according to the author, is constituted by andragogical, acmeological, systemic, student-centered, and contextual approaches. The methodological approaches proposed for civil security professionals’ advanced training are crucial for the scientific substantiation of effective training. Methodological approaches reflect a certain concept of the object, a certain procedure for building a research cycle, a research strategy for the development of professional competencies of civil security professionals. The analyzed methodological approaches are focused on the personality of the specialist, whose activity is aimed at protection of the population and territories against dangers of natural and man-made origin; on the development of his/her professional competencies, which increase motivation in professional activities, form the desire for self-improvement.The generalization of the considerations available in the pedagogical discourse allowed us to conclude that the theoretical and methodological basis for developing the optimal ways of forming and further improving civil security professionals’ competencies in the course of an advanced training in educational institutions shall be implemented by a combination of methodological approaches as a methodologic basis for their implementation within the educational process.Key words: methodological approach, educational institutions, specialists’ advanced training, civil security. Статтю присвячено теоретичному аналізу проблеми пошуку методологічних підходів до підвищення кваліфікації фахівців із питань цивільної безпеки, що визначає їх професійні перспективи із забезпечення безпечної життєдіяльності людей.Мета дослідження – теоретичний аналіз проблеми застосування методологічних підходів до підви-щення кваліфікації фахівців із питань цивільної безпеки.Методи дослідження. Для досягнення поставленої мети й розв’язання визначених завдань у процесі наукового пошуку нами використовується набір методів, адекватних природі досліджуваного явища: аналізу, синтезу, узагальнення, систематизації теоретичних положень.Результати та висновки. Здійснено узагальнення наявних у сучасному педагогічному дискурсі мір-кувань для врахування під час вибору методологічних підходів до підвищення кваліфікації фахівців із питань цивільного захисту. Підтверджується теза про те, що професійні якості фахівця з питань цивільної безпеки формуються, зокрема, в процесі підвищення кваліфікації, а вдосконалюються під час професійної діяльності. Визначено, що особливості підвищення кваліфікації фахівців із питань цивільної безпеки в закладах та установах освіти зумовлюють об’єктивну потребу вибору декількох методичних підходів. У сучасній педагогічній науці є різні підходи до класифікації методів, проте методологічну основу процесу підвищення кваліфікації фахівців із питань цивільної безпеки, на думку автора, становлять андрагогічний, акмеологічний, системний, особистісно-діяльнісний, контекстний підходи, які дають змогу обґрунтувати їх професійні перспективи із забезпечення безпечної життєдіяльності людей. Запропоновані методологічні підходи до підвищення кваліфікації фахівців із питань цивільної безпеки є вирішальними для нау-кового обґрунтування ефективної професійної підготовки. Методологічні підходи відображають певне поняття про об’єкт, певну процедуру побудови дослідницького циклу, дослідницьку стратегію розвитку професійних компетентностей фахівців із питань цивільної безпеки. Досліджувані методологічні підходи орієнтовані на особистість фахівця, діяльність якого пов’язана з розв’язанням завдань щодо захисту населення і територій від небезпек природного та техногенного характеру; на розвиток його професійних якостей, які підвищують мотивацію в професійній діяльності, формують прагнення до самовдосконалення.Узагальнення наявних у педагогічному дискурсі міркувань дало змогу дійти висновку, що забезпечення теоретико-методологічного підґрунтя вироблення поглядів на оптимальні шляхи формування та розвитку професійної компетентності фахівців із питань цивільної безпеки під час підвищення кваліфікації в закладах та установах освіти здійснюється через поєднання методологічних підходів як методологічної основи їх реалізації в освітньому процесі.Ключові слова: методологічний підхід, заклади та установи освіти, підвищення кваліфікації фахівців, цивільна безпека.

BackgroundPrimary care is an important area in which to confront situations of food and nutrition insecurity. To undertake action in this area, well-prepared professionals are necessary. Courses of health training are not yet, however, equipped to offer the necessary preparation.AimTo analyse the topics taught in nutrition graduation courses related to the abilities and competencies demanded by professional work in this area.MethodsThe curricula of the nutrition courses offered in the municipality of São Paulo, Brazil were analysed. Nutritionists and teachers were interviewed. The triangulation of the data obtained was undertaken by means of a qualitative approach taking the theory of social representations as the frame of reference.ResultsThe concepts necessary to act within the context of food and nutrition security are related to a humanistic approach, the unity of theory and practice, the nutritionist’s role as educator, teamwork and reflection on public health.

Abstract:
The article is devoted to the organization of the educational process using a specialized laboratory stand of security and fire systems. The main purpose of the paper is to form professional competencies of students in the field of security and safety systems. The paper describes in detail the structure and components of the laboratory stand, emphasizing the importance of its key elements - the control panel "Astra-812 Pro" and a variety of detectors. This allows students to practically apply theoretical knowledge, studying the functioning and interaction of various components of the security and fire system. The article also presents schemes of connection of detectors to the expander, allowing students to more deeply understand the technical side of the process. The steps of the bench training are disclosed to support step-by-step, sequential learning. The study emphasizes the effectiveness of the proposed learning system, which involves direct student interaction with hands-on equipment. The findings confirm the significance of using such training stands in modern higher professional education, emphasizing their contribution to the formation of the necessary professional competencies in future specialists in the field of safety and security. Scientific novelty of the work consists in the development and application of a specialized training stand for teaching students to work with security and fire systems. This allows students to get direct experience of interaction with the equipment, deepen their understanding of the technical aspects of the systems operation and improve their practical skills. The work also contributes to research on educational approaches in the field of safety and security by proposing an effective teaching methodology through the use of a laboratory bench. This provides a platform for further research and development in this area that can broaden and deepen the educational opportunities in the field.

The purpose of this work is аnalysing, emphasizing a range of psychological and pedagogical principles of professional training for students majoring in program subject area 263 – "Civil Security", substantiating their implementation through the specifics of the content, forms, methods and means of organizing the educational process in the university. To study the problem of pedagogical, didactic, psychological, social support for providing the principles of professional training for students majoring in Speciality 263 – "Civil Security" such groups of principles have been identified as general didactic ones and principles of student professional training (combination professional and fundamental training; professional direction of comprehensive and basic engineering disciplines; systematic and consistent presentation of professional curriculum content; optimal ratio of individual, personal and professional development; humanization and humanitarization of professional training). The grounds are provided to the problems of shaping the curriculum content of professional training, selecting forms and methods of working with students in the light of implementing principles of professional training: elements of binary education, students’ elective courses, involvement of specialists from the relevant companies of the region, practical training at core enterprises. The studied psychological and pedagogical principles of professional training for students majoring in 263 – "Civil Security" are universal for professional training in a modern domestic university. The proposed methodology for selecting the content, forms, methods and means of organizing the educational process, which is provided by a combination of general didactic principles and principles of vocational training, can serve as a universal model for professional training of students in the university.

Abstract:
The purpose of this study was to analyze the relationships between four variables (predictive constructs of top management, awareness and training, security culture, and task interdependence) and an information program's security effectiveness. The difference between this study and previous research is the exclusion of information technology (IT) security professionals with Certified Information Systems Security Professional (CISSP) certifications. In contrast, participants in previous research were IT professionals with CISSP certifications. The research question asked to what extent is there a statistically significant correlation between each of the four predictive constructs and security effectiveness. This study made the same correlational determination between the independent variables and the dependent variable construct using a study population of 155 Information Systems Audit and Control Association (ISACA) members. This study used structural equation modeling (SEM) techniques to analyze relationships. The same previously used instruments were reused to reassess these particular participants. The results of SEM revealed that there was a significant relationship between security culture and security effectiveness. Similarly, significant relationships were found between top management, awareness and training, security culture, and security effectiveness, which repeated similar findings from previous research. A post hoc test was conducted using path analysis to reaffirm the direct causal relationship between security culture and security effectiveness that was also previously researched with similar results. The results demonstrated that security culture is a significant influence regardless of the participants' perception of a security professional with or without CISSP certification. The implications of this can greatly affect reorganizational structure changes focused on developing security culture as an investment and a much-targeted construct focused on by future researchers. This could result in humandepartments or functional managers realigning staff positions to concentrate on spreading security culture among fellow employees who affect cybersecurity either directly or indirectly in the workplace.

To date, the training system for future IT professionals on information security and integrated information security systems is quite conservative and has some inertia that must be taken into account when reforming the higher education system, including the cybersecurity training system (information security), in line with the goals and objectives of Ukraine's European integration in higher education in the context of the Bologna Process and the transition to new lists of training areas for professionals in information technology. Given that the training of future information security professionals is relatively new (since it was launched in Ukraine only in 1997 in accordance with the law of Ukraine No. 537-V) and the most dynamic in its activity, the relevance of the development of information security training system is even more relevant. That is why, in this article, we considered how the training of future information security specialists is carried out in institutions of higher education of leading countries in the world. In particular, we have considered countries such as the United States of America, the German Federal Republic, the United Kingdom of Great Britain and Northern Ireland, the French Republic, the Republic of Austria and the Republic of Poland. Basically, in this article we have identified the directions in which future information security specialists are trained in the leading countries of the world, reviewed and analyzed educational programs for the training of information security specialists and disciplines related to professional disciplines. In addition, we identified the main differences in training in a particular country and made a comparative analysis between the training of future information security professionals in Ukraine and the leading countries of the world.

Abstract:
Abstract Objectives This study investigated information security behaviors of professionals working in the public health sector to guide policymakers toward focusing their investments in infrastructure and training on the most vulnerable segments. We sought to answer the following questions: (1) Are certain professional demographics more vulnerable to cybersecurity threats? (2) Do professionals in different institution types (i.e., hospitals vs. primary care clinics) exhibit different cybersecurity behaviors? (3) Can Internet usage behaviors by professionals be indicative of their cybersecurity awareness and the risk they introduce? Methods A cross-sectional, anonymous, paper-based survey was distributed among professionals working in public health care organizations in Kuwait. Data were collected about each professional's role, experience, work environment, cybersecurity practices, and understanding to calculate a cybersecurity score which indicates their level of compliance to good cybersecurity practices. We also asked about respondents' internet usage and used K-means cluster analysis to segment respondents into three groups based on their internet activities at work. Ordinary least squares regression assessed the association between the collected independent variables in question on the overall cybersecurity behavior. Results A total of 453/700 (64%) were responded to the survey. The results indicated that professionals with more work experience demonstrated higher compliance with good cybersecurity practices. Interestingly, nurses demonstrate higher cybersecurity aptitude relative to physicians. Professionals that were less inclined to use the internet for personal use during their work demonstrated higher cybersecurity aptitude. Conclusion Our findings provide some guidance regarding how to target health care professional training to mitigate cybersecurity risks. There is a need for ensuring that physicians receive adequate cybersecurity training, despite the opportunity costs and other issues competing for their attention. Additionally, classifying professionals based on their internet browsing patterns may identify individuals vulnerable to cybersecurity incidents better than more discrete indicators such as age or gender.

Abstract:
The problem of the formation of professional competencies of specialists in economic secu-rity is caused not only by new technologies, but also by the transformation of existing spheres of professional activity. Russian universities provide training economists in the field of Economic Security in the lack of a corresponding professional standards set offi-cially approved by the Ministry of Labor of the Russian Federation. Thus it updates the search for evidence-based practices that allow formation of majors' professional competen-cies based on corresponding job functions, occupational profile and adequately responding to the labor market demand. To solve it, a theoretical justification is given and an algorithm for the formation of professional competencies. The aim of the study - is to justify the link between theory and practice for implementing a competency-based approach to training economic security professionals by developing an algorithm formation of professional competencies in unity with the sequence of determin-ing indicators of their achievement based on the consistency of the provisions with the re-quirements of the labor market. The methodology and methods of the study are based on the application of the following general scientific and special research technique: gathering of empirical data, comparison, abstraction, specification, analogy. Research results provides a short summary of recommendations for ensuring the effective-ness of the indicators of professional competencies formation during university tenure based on the experiential learning and theory opportunities for students in the field of eco-nomic security to apply the needed knowledge and skills set they gain. A model has been developed for the formation of professional competencies of an economic security specialist, which provides universities with tools to determine the necessary knowledge, skills and abilities in the field of professional activity, which can be diagnosed using appropriate indicators.

When looking for qualified specialists in the field of IT and information security employers give preferences to candidates with professional certificates from reliable and worldwide recognized organisations. Attracting certified professionals allows the company to make the most efficient use of its staff and thereby increase its competitiveness. For qualified specialist, the certificate is a guarantee of his competence and the basis of confidence in a successful professional career. Today, the market of IT and information security professional certification offers both certification programs from well-known software or hardware manufacturers, as well as vendor-neutral certifications, developed by expert organizations in this field and not related to the products of individual manufacturers. Vendor-neutral certification programs provide a comprehensive approach to information security and ensure that certified specialists acquire understanding of technical and managerial aspects of information protection, as well as possess a wide range of diverse knowledge and practical skills. The article researches the most popular and demanded on the market certification courses in information security from (ISC)2, ISACA, EC-Council and CompTIA. The authors found that reviewed certifications have the following common features: short training period of the certification programs, usually 5-7 days; joining both basic and specialized components within the courses; the use of well-known and mostly open hardware and software during training; combining various forms and methods of training: face-to-face and distance learning with an instructor, self-study, online tests and special learning platforms; conducting a comprehensive exam with the issuance of a certificate; three-year validity period of the certificate which must be confirmed through participation in scientific and practical activities in the specialty. The study of international certification for information security specialists in Ukraine showed that there are several companies-authorized providers of certification services: ISSP Training Center, Fast Lane Group, Kyiv Chapter of ISACA, PwC Ukraine, which certify information security professionals through vendor-neutral courses, as well as certification programs of software and hardware developers.

Quality shows ability and reliability in carrying out tasks, especially in the security sector work unit. Quality indicators are a must, because in carrying out the task of maintaining security there is a risk of loss of life or the integrity of the country. This study aims to see the effect of professional training and education on improving the quality of competence of Indonesian soldiers. To show that there is influence, a quantitative research method is used on the basis of data disclosure. A total of 80 marines from the headquarters of the Indonesian National Armed Forces who became research correspondents. Data analysis using statistical regression test. Research data was collected through a purposive method by distributing questionnaires. The results of the study show that there is a strong allegation that the quality of competence increases significantly if soldiers receive professional and educational training programs. This means that the quality of soldier competence needs to be strengthened both in terms of technical ability and knowledge, so that soldiers have a comprehensive level of combat intelligence, encompassing technical intelligence, intellectual intelligence and mental maturity.

Training security leaders and addressing contemporary security challenges are among the important issues facing modern security institutions. To develop effective policies and methods for training security leaders, the scope and context of training programs in security institutions should be evaluated. During the evaluation, several questions should be answered, including: (1) what are the steps of the security leadership development process and what is the best training method to convey those steps; (2) what are the obstacles that stand in the way of security leadership development programs being more productive and effective, and what can be done to overcome these obstacles; and (3) what are the potential negative consequences of weak security leadership training programs. Effective approaches for training security leaders revolve around two axes: what is delivered in the security leadership training system, and how the security leadership training is delivered. To understand and evaluate these two axes, it is necessary to specify the inputs in the training system, to achieve the target of the training, and to measure the impact in three successive processes—identify, achieve, and develop. Previous studies on evaluating leadership training methods have focused on the need to use an evidence-based methodology to transform the basis of student decision-making—from imitation, intuition, and unsystematic experience to solid scientific research based on evidence from tried and approved practices. Studies have also identified the constraints-led approach (CLA) as an effective training method that enables students to interact with player-, environment-, and goalbased constraints, rather than following a linear and highly prescriptive learning path. The evidence-based interactive training methodology is an approach that applies the principles of both an evidence-based methodology and CLA. VOLUME 1 - ISSUE NO.2 (2022) 9 Further, according to international indicators, the analysis of training policies in law enforcement, security, and police agencies has proven that an effective training approach requires defining targeted training outputs—including defining professional standards and required skills—while measuring skill gaps and implementing targeted training activities. An effective training approach also requires building capacities to achieve training objectives; developing knowledge bases for professional standards; creating a code for leadership skills; adopting effective measures to determine leadership competencies and characteristics; designing effective training content that meets contemporary security challenges; defining training paths for each specialized professional group (in addition to the general leadership training path); and ensuring trainers are qualified. Proper governance of training outputs includes adopting training policies and procedures; selecting partners for the implementation of training operations; identifying training programs and activities according to the leadership level, the framework of security competencies, and professional specialization; and developing a system for feedback, evaluation, and continuous improvement. To ensure the continuity and effectiveness of training approaches for security leaders, training programs should therefore demonstrate the principles of sustainability, competitiveness, evaluation, and partnership. Through its many projects—including by publishing the International Journal of Police Science—the International Police Science Association hopes to support effective training approaches and other aspects of effective policing by supporting and sharing international scientific efforts in police science

The training of a specialist at a university is predetermined by the quality of the educational process, which is caused by the development trends of the entire education system in accordance with globalization and integration into the world educational space. Professional success largely depends on the success of training, which forms the readiness of students to achieve professional success. Success is represented by an integrative assessment of the totality of student characteristics (result) and external psychological and pedagogical characteristics (learning process), which affect the process and result of the formation of professionally significant competencies. Significant external conditions are the quality of the educational process and the professionalism of the teacher; internal conditions personal characteristics of students. A group of students future information security specialists was taken as a sample for a study conducted at Samara National Research University. Employers are showing a demand for specialists focused on achieving professional success in the face of increasing information threats, illegal actions, and computer crime. The study confirmed the need for students to develop not only professional competencies, but also a set of properties for the successful solution of professional problems. The structure of readiness of an information security specialist for successful professional activity was determined by the researchers taking into account the specifics (multidisciplinarity) and features (a set of meaningful characteristics for achieving success) of professional activity. Readiness criteria are as follows: professional and social orientation, ethical consciousness, acmeological orientation. The results of a comprehensive study conducted at the Samara National Research University confirm the dependence of the quality of the educational process on the readiness of teachers to organize the conditions for successful student learning.

It has been established that one of the necessary steps in the direction of ensuring national security and citizens’ protection of rights and freedoms is strengthening the institutional, defense and security capabilities of bodies belonging to the security and defense sector. In this regard, it has been argued that a necessary prerequisite for national security is to ensure quality training of specialists for the security and defense sector, which will be able to respond in a timely manner to various crises. The current state of such personnel training has been characterized. The range of problematic issues on the agenda of the security and defense sector in the direction of improving the efficiency of its operation and improving education has been identified. It has been established that due to the fact that training for security and defense sector bodies is carried out in higher education institutions with specific training conditions subordinated to the relevant central executive bodies, a situation of double subordination arises: these higher education institutions are simultaneously subordinated to the Ministry of Education and Science of Ukraine, as well as they must comply with the requirements of the National Agency for Quality Assurance in Higher Education. The attention has been focused on the discussion that arises in connection with such subordination. In this regard, it has been argued the need to develop a Concept of personnel training for the security and defense sector of Ukraine and outlined the range of issues that should be reflected in it. Emphasis has been placed on the need to update the approaches to personnel preparation for the security and defense sector through the introduction of an integrated education system for security and defense staff, within which the principles of specialization and individualization of the personnel training aimed at improving the professional level of specialists should be observed and the introduction of a qualitatively new culture of personnel safety based on the principles and standards of the European Union and NATO. It has been emphasized that special attention during training for the security and defense sector staff should be paid to the study of possible scenarios of internal and external threats to national security. It has been argued that to ensure quality personnel training for the security and defense sector, it is important to form a quality system of recruitment and staffing of security and defense forces with professional staff, updating approaches to the selection procedure (both professional and psychological, moral) of candidates for service in the security and defense sector; improving the quality of training of scientific personnel who have special knowledge, skills, abilities and methods necessary to solve problems related to the functioning of the security and defense sector; strengthening practical training, in particular conducting trainings focused on providing practical skills and abilities to resolve conflicts without the use of special tools and weapons; improving the quality and intensity of joint training of defense forces to conduct strategic actions.

The current situation determines new requirements for the training of accountants, in particular as regards their knowledge of the effects of internal and external threats to the economic security. The accountant’s activities have undergone structural change in the current business conditions. The accountant’s competencies on monitoring of the internal and external environment of a company lay the basis for providing reliable information about internal business processes and external environment to manage risks and prevent threats to the economic security of a company. The accountant may be entrusted with the functions of forming an accounting and analytical data set to facilitate control procedures and ensure the implementation of measures to achieve the economic security of a company. A review of the current content of professional education programs for Bachelor and Master training in the specialty “Accounting and Taxation” reveals that that neither scopes nor content of these programs are capable to ensure the competence of these professionals in issues of economic security at company level. It is proposed that professional education programs for Master training in the specialty “Accounting and Taxation” should include the discipline “Accounting and economic security of the company”, which content is expected to complement and integrate the acquired knowledge, and to build the competencies, skills and abilities for carrying out analytical research based on reporting and primary data, required to ensure the economic security of a company, forecast its performance and develop future business strategies. The relevance of this approach is determined by the dynamics of technological advances. An innovative approach is a methodological platform for research and students’ project work, their communication with professional scientific community on the stage of the national strategy on cyber security implementation. The results of the comparative analysis of educational programs for cyber security bachelor's degree in the U.S and Ukraine have been presented. At the stage of the national strategy on cyber security implementation there has been made an emphasis on a specific task – to provide a balance between the objectives and results of education for the inner harmony of study process. We have indicated a number of key tasks, as follows: standardization, implementation of dual and mixed types of training, the promotion of new technologies in the educational process; provision of the motivation of students. The conducted research of American experience concerning professional training of cyber security bachelors will enable to determine the possibilities of its progressive ideas implementation into higher education of Ukraine (in particular, the improvement of industry standards for cyber security bachelor’s degree; providing the information support of Internet resources; development and improvement of the content of curriculum and educational programs for training bachelors of cyber security; improvement of educational and methodical implementation; advanced study of foreign experience. The subject of the study is the development of methodological recommendations for taking into account the peculiarities of escapes by suspects and accused of committing crimes during professional training in the basics of the security and escort service of police officers. The object of the study is professional training in the basics of the security and escort service of police officers. The article discusses the peculiarities of the escape of suspects and accused of committing a crime during the implementation of security and escort measures. The author gives examples of ways to carry out escapes and analyzes the reasons for their commission. Attention is focused on the need to take into account the peculiarities and use of this experience in the training of employees of security and convoy police units during the implementation of professional training programs for employees of internal affairs bodies. The relevance of the study is determined by the importance of preventing illegal actions in the modern world and, accordingly, the importance of improving the effectiveness of training of security and convoy police officers. To this end, the author has developed methodological recommendations for taking into account the peculiarities of the escapes of suspects and accused of committing crimes during professional training in the basics of the security and escort service of police officers. С каждым годом уровень преступности в системе исполнения наказаний повышается, что обуславливает необходимость в высокопрофессиональных специалистах. В связи с этим актуальна проблема профессиональной подготовки сотрудников отделов безопасности исправительных учреждений. В статье рассматривается система повышения профессионального уровня сотрудников отделов безопасности исправительных учреждений, выделяется высшее профессиональное образование (бакалавриат и специалитет), дополнительное образование (профессиональная переподготовка и повышение квалификации). Автором выделяется ряд организационно-правовых проблем, возникающих в ходе обучения и снижающих ее результативность: отсутствие средне-специального образования во ФСИН России; недостаточное практическое обучение; трудоустройство существенной части выпускников не по полученному в вузе направлению подготовки (специализации); краткий срок обучения по программам первоначального обучения и др. Предложены пути решения рассмотренных проблем. Совершенствование организационно-правовых основ и содержания профессиональной подготовки сотрудников отделов безопасности является важным аспектом повышения эффективности работы исправительных учреждений. От уровня их профессионализма зависит оптимальное реагирование на возникающие угрозы и риски, а также качество обеспечения безопасности и законности в уголовно-исполнительной системе. Every year, the crime rate in the penitentiary system is increasing, which necessitates the need for highly professional specialists. In this regard, the problem of professional training of security departments employees of correctional institutions is urgent. The article examines the system of professional development of security departments employees, identifies higher professional education (bachelor's degree and specialty), additional education (professional retraining and advanced training). The author identifies a number of organizational and legal problems that arise during training and reduce its effectiveness: the lack of secondary special education in the Federal Penitentiary Service of Russia; insufficient practical training; employment of a significant part of graduates not in the direction of training (specialization) received at the university; a short period of study under initial education programs, etc. The ways of solving the considered problems are proposed. Improving the organizational and legal foundations and the content of professional training for employees of security departments is an important aspect of improving the efficiency of government agencies. At present, a vector of higher education reform is clearly defined, aimed at developing conceptually new approaches to the organization of educational space for the training highly skilled, competitive specialists in various fields of professional activity, including the penitentiary profile. Penitentiary sphere is characterized by quasi-professionalism, which causes the penitentiaries to have a multifaceted spectrum of knowledge, skills and abilities. Particular attention is paid to the practice of providing various types of security to the penitentiary institutions (physical, administrative, dynamic), since this directly affects the level of society's security. Therefore, the author of the article paid much attention to the teaching methods of tactical training disciplines in the Academy of the State Penitentiary Service, which is based on the use of gaming (business learning game, role playing, training) and non-gaming (analysis of specific situations, group discussions, discussion platforms, brainstorming, methods of cooperative studying) teaching methods that are conducted in the form of special trainings. It is the form of conducting practical classes that promotes the formation of certain professional competencies of future officers in the field of penitentiary institutions security. The article proposes to improve the forms of conducting practical classes by using technologies of augmented reality. Mass retraining of teachers becomes the most important task in providing information security specialists for the digital economy. The methodological basis of the study is the provisions of education sociology reflecting the problems of matching the human resources needs for the digital economy, import substitution and national security with the quantity and quality of specialist training in higher educational institutions of vocational education.The aim of the research is to identify employers' demands for information security specialists' competences for formation of professional educational programs and demands of teachers engaged in information training for actual knowledge, abilities, skills, which availability will ensure innovativeness in training of young specialists. The main hypothesis was that there is a mismatch between the demands of the external environment of higher education, above all, employers and the capabilities of the educational system, there is an urgent need to increase the capacity of teachers involved in training professionals in the field of information security. The reasons for this mismatch are (1) the dynamic development of technology, the emergence and increase of cyber threats and cyber incidents, (2) the presence of objective problems in the development of educational institutions staff capacity - the low proportion of young personnel, inadequate interaction between educational institutions and industrial and research centers, inadequate scientific and educational mobility of teaching staff for skills development.The needs of employers and teachers have been identified on the basis of empirical research (autumn, 2021) conducted by the authors. 103 teachers and 109 employees of enterprises which carry out functions on maintenance of information security of organizations and enterprises (mainly SFD) participated in sociological research.Results: requirements of employers and teachers on information security actual knowledge, abilities, actual programs of professional development and professional retraining were revealed. The practical significance of the results is that the study can reveal the problems of design and development of educational programs on information security and formulate recommendations for the design.

The purpose of the study is to study the potential of a culturological approach to the professional culture of information security in modern conditions. The subject of the study is the socio-cultural aspects of professional competencies in the context of the formation and development of the general civil culture of information security. The object of the study is the previous and ongoing evolution of the professional culture of information security in Russia. The materials used are scientific, research and scientific-practical publications on the research topic in the Russian journals of the list of the Higher Attestation Commission and in the international database Scopus (categories Q1 and Q2) for 2021-2023. The evolutionary and structural-functional methods are applied, the subject of the study is considered from the point of view of the cultural paradigm − the dynamic system model. The novelty of the research lies in the application of the conceptual apparatus and methods of cultural studies to study the professional culture of information security. Previously, the formation and development of an information security culture was considered within the framework of technical scientific disciplines, and then law, management, pedagogy, psychology and linguistics. The result of the study is the identification of socio-cultural factors as components inherent in the professional culture of information security at the present stage. These include traditional values, identity, resistance to manipulation of consciousness, as well as psychological and pedagogical competencies of training non-professionals in information security of employees of organizations and citizens, customers and users of services. The conclusion is made: the culturological approach is highly in demand in information security, which is due to its transformation into a general civil culture, which must include more and more significant socio-cultural aspects.

The article deals with the problematic issues of professional training of law enforcement officers who would be able to ensure reliable protection of objects and security of individuals. The analysis of security guards’ professional requirements and features of their official activity has been carried out. The method of training of security guards has been developed on the basis of systematization of knowledge, skills taking into account various modules, modular blocks in a single complex that gives the chance to the future security guard to master knowledge consistently and to provide the whole process algorithmization. On the basis of the created technique the model of security guards’ training is developed in general. The main training modules and their modular blocks are: acquisition of knowledge on the main areas of ensuring the overall organization of objects protection, which minimizes and eliminates the impact of other threats that may interfere with the normal functioning of the object; ability to provide a description of the object by external and internal characteristics; possession of a modern set of engineering and technical means of protection, including: fire-fighting modular unit, infrastructure unit, alarm system protection unit, access control and management systems, reliable modular unit, etc. The main stage of law enforcement personnel training is a formation of abilities to use protective modules in the conditions of external and internal interventions, threats etc. Actions of unauthorized entry on the object have been defined. A method of detecting factual intrusion (attempt) into the area of the protected object is provided. Examples of psychotic behavior of the offender are considered in the training process. The table shows the potential ability of the offender to act depending on the motivation level of emotional preparedness that correlates with his/her actions. The positive influence of the proposed innovations on the level of theoretical and practical training of future security guards has been revealed. The experiment confirmed the effectiveness of security guards training method based on the modular design system of object protection.

The last year has seen much activity in preparing the new Act on Private Security, which should be coming in force in early 2020. One of the main reasons for the legislator to pass the new law is to improve the implementation of physical and technical protection in practice, to improve the quality of regulation, and to improve the private protection sector in the context of current security threats. Also, the inevitability of inclusion of private protection in the homeland security system is an additional reason for further modernization, which implies the parallel increase in quality of private security services in the Republic of Croatia. One of the expected goals is to further increase the participation of private security in locations with increased security risk in a partnership between public and private security, which is a trend in EU countries. In this regard, a new category of security professional is proposed, which would be further educated by experienced professionals and, under the new Act on Private Security, entrusted with the most responsible and complex tasks of private security. However, in the current conditions in the Croatian private security sector, which currently lacks almost 25% of trained professionals, in which negative staff selection has been present for over 5 years, with enormous fluctuation of staff, and sector wide minimum wages, it is important to ask whether is the new security guard definition just a different name and form, or does it bring new content. This paper will present a part of the research into private security professionals' attitudes towards lifelong learning. The aim of this paper is to: determine the attitudes of guards and security guards on lifelong learning, ways in which guards and security guards participate in the training process, their motivational factors for acquiring new knowledge and barriers to training and ultimately assess the benefits of training.

AbstractThe article deals with the content of training Masters in National Security at the UK universities. The problem of the state’s national security in the context of the state’s general development and the realization of its national interests has been actualized. It is noted that maintaining the national interests of any state world provides an adequate response to the challenges and threats of today, namely the implementation of an effective national security policy. It is found that the UK’s national security strategy lists all the key threats that the government believes are threatening the state. Terrorism has been the top problem since the terrorist attacks in London in 2007. The proliferation of nuclear weapons and other types of weapons of mass destruction causes much anxiety, too. The UK strategy also includes threats such as transnational organized crime, global instability and conflictogenity (in the Middle East and Africa), global climate change, energy shortages, poverty, etc. The conducted research proves that the UK seeks to identify and eliminate such threats as transnational organized crime, global instability and conflictogenity, global climate change, energy shortages, poverty, etc. The UK National Security Strategy is based on such key values as human rights, the rule of law, a lawful and responsible government, justice, freedom, tolerance and equal opportunity for all. As a result, the UK universities aim to diversify professional training of specialists in national security incorporating into the field such areas as peace or war studies, conflict studies, terrorism, insurgency, etc. The content of professional training for national security specialists, namely masters, provided by King’s College London, the University of Leeds and Coventry University are characterized by the following features: adherence to the nation-wide principles of national security, the conceptual diversity of degree programmes (national security studies; peace and conflict studies; security, terrorism and insurgency), focus on humanities, profession-oriented compulsory modules, a wide range of optional courses, flexible combination of study and work and personal commitments, research challenges, taking into account the dilemmas and challenges of globalization and integration, promotion of human rights, etc. The relevant recommendations have been singled out to improve the content of professional training for such specialists at Ukrainian universities.

It has been suggested that the presented scheme may be of great significance for organization of security specialists’ professional training in Ukrainian higher education institutions as it promotes searching for an individual paradigm in processing various data and adjusting to modern challenges of an information soceity. The process of expanding learning techniques through information technologies has been emphasized; four directions of US Education Reform have been outlined; the distinctive features of theory and methodology of using information technologies in the United States have been highlighted. The learning models in Israel have been described; the aim of future specialists’ training in Poland has been formulated. The methodological and practical components offuture security specialists’ training of have been analyzed. It has been indicated that nowadays Great Britain has the most detailed education standards in Europe. It has been pointed out that studying experience of other countries contributes to determining a strategy for using information technologies in education. It has been concluded that methodical and practical training of future security specialists for using information technologies should be related to practical skills. It has been found out that motivation play an important role in developing future security specialists’ practical skills. It has been proved that pedagogical professionalism promotes achievements of science and technology. Incorporation of North Atlantic Alliance standards into domestic legislation, that governs relations in the security and defense sector is one of the key requirements for Ukraine to obtain a NATO Membership Action Plan and further deepen Euro-Atlantic integration with a view to acquiring Alliance membership. An Important condition for these tasks is the implementation of NATO standards and procedures in the legislation governing military education. In the process of standardizing and achieving the state of compatibility of the security and defense sector of Ukraine with the relevant NATO forces, the specificity of the application of standards in improving the system of training specialists for the Security Service of Ukraine should be highlighted separately. According to this development course, military education today includes formal and informal (general training) components, and the improvement of professional competence (special training). Professional training of military specialist according to NATO standards is carried out at the appropriate levels of management: operational, tactical, strategic. It remains compulsory for officers to have received a higher education in the relevant educational programs. Taking into account the specific nature of the professional activities of the members of the special service, the tasks assigned to them and the functions performed for that purpose, namely, countering intelligence and subversive activities, combating terrorism, counter-intelligence and defending national statehood, Ensuring the security of the State in cyberspace, etc., the training system for the Security Service may be differentiated according to its functional direction and institutionalized in the military education system or outside it. At the same time, an important basis for the development of the educational component in the Security Service of Ukraine will remain the recruitment of teaching staff from among persons with practical experience. Despite the format of the model chosen, training for the security forces should be based on NATO standards, with a conceptually new piece of legislation.

Abstract:
The article presents the foreign experience of border guards’ professional training in the Republic of Estonia and the Slovak Republic. It has been established that the professional training of border guards in these countries is fully complied with the European model of training of law enforcement officers. A number of common and distinctive features of the professional training of border guards of these countries have been defined. In both countries, the first level of training is ensuring the basic and specialized secondary education in secondary vocational educational institutions. In Estonia, training lasts continuously for 1.6 years, in Slovakia basic training lasts for 10-12 months and specialized training lasts for 4 months. Upon completion of the educational program, applicants receive a Certificate of Complete Secondary Vocational Education (ISCED Level 4A – Complete Secondary Vocational Education) and Specialized Police Education (Level 4). The second and third levels of the training of future border guard officers are bachelor’s and master’s studies, respectively. The first level of higher professional education in Estonia (the so-called “higher professional education”) is provided to future border guards at the Police and Border Guard College, which is a part of the Academy of Security Sciences, the second level is at the Institute of Internal Security, which is also an organizational component of the Academy. There is no border guard specialization at the second level of higher education in the Republic of Estonia (ER). In Slovakia, higher education is provided at the Academy of the Police Corps in Bratislava. The term of study and the amount of study at the bachelor’s and master’s level in educational institutions of both countries are the same. Curricula consist of three blocks of educational disciplines: compulsory, compulsory professional or optional. After completing the training, the students take state exams and defend their qualification papers and receive, respectively, the 5th and 6th level of professional qualification, which is defined by the professional standard of the EU border guard service. Throughout the entire service, border guards of the above-mentioned countries are provided with the opportunity for professional development by attending trainings, retraining courses, and specialized courses organized on the basis of police training schools and colleges, or by studying at other departmental educational institutions. In order to occupy certain positions, it is necessary to take certain courses, including leadership, language, etc.

Today, it is relevant and necessary to use modern psychological trainings for the development of personal and professional qualities of law enforcement officers. Psychological trainings include various methods of work: role plays, discussions, group problem solving, situation modeling, methods of feedback and reflection. The main advantages of the training are: development of a holistic system of such skills and abilities as the organization of positive interpersonal interaction in the community; acquisition of new knowledge about the future profession, development of skills and abilities to perform various types of communicative activities in standard and non-standard professional situations; instilling the ability to think critically and creatively in solving professional problems; analysis and selection of actions in professional situations; formation of personal judgments, assessments of the future profession; as well as teamwork skills. Psychotraining influences the increase of motivation to perform educational tasks and educational process, interests in subjects; contribute to a higher quality of knowledge acquisition and the purchase of new practical skills; adaptation of cadets to the conditions of study in the new social environment; solving a problem of a personal nature. In order to increase the efficiency of the process of education and training of law enforcement officers, as well as to create professionally necessary personal qualities, we propose to use them in the training of psycho-training staff. Such trainings can be: training of development of communicative skills, training of formation of emotional and volitional qualities, training of information security, training of psychological counteraction to information influence, training of formation of moral and psychological qualities, and also psychotraining of development of cases in critical and emergency situations.

Today everything is changing very rapidly, requires the formation of modern professional competencies from specialists in all spheres of society, including such an important area as the penitentiary one, which in its turn is responsible for maintaining the appropriate level of public security. Education throughout life plays a key role in the process of formation and improving the professional competence of penitentiary personnel. It is lifelong learning, which includes the system of in-service training, that can meet the needs of professionals in acquiring the best professional skills for the next days. Filling the penitentiary personnel training system with new content is one of the main tasks of the Penitentiary System Reform Strategy for the period up to 2026, as well as the requirement that the professional training of national penitentiary specialists meet international standards of law enforcement and criminal and executive training. This influenced the vector choice of innovation of the professional development process of penitentiary personnel on the basis of the institution of higher education of the specialized direction – the Academy of the State Penitentiary Service. The aim of the study is to reveal the effectiveness of training technology in the process of improving the skills of penitentiary personnel through the prism of critical thinking and creativity in acquiring modern professional competencies by participants in the innovative educational process in the system of “teacher – student”. The methodology is based on modern provisions of pedagogical science – andragogy and law which reflects the relationship of methodological approaches to the study of the acquisition of modern professional skills by penitentiary personnel of the State Criminal and Executive Service of Ukraine (hereinafter SCES of Ukraine). Scientific novelty. The performed researches allowed to reveal the potential and role of training technology in the formation of the latest knowledge, skills and abilities necessary for solving various complex tasks in the professional activity of the SCES personnel of Ukraine in the conditions of advanced training. Conclusions. The results of the research confirmed the author’s opinion on the importance, role and impact of training technology on the level of professional development of the SCES personnel of Ukraine. Conducting training sessions in the form of actual training allows to take into account the principles of such scientific approaches as systematic and practice-oriented, motivate the teacher-trainer to conduct training sessions at a high methodological level, encourage students to take an active part in training sessions and further improve their professional knowledge, skills and abilities throughout life. The study substantiates the urgent need to train qualified specialists capable of responding to cyber incidents and countering cyber threats in a short time, conducting state audits and creating effective management systems for information security and cybersecurity. The aim of the work is to reveal the ways and features of the organization of the study of mathematical disciplines in order to effectively train higher education students majoring in 125 «Cybersecurity». The role of the mathematical component of cybersecurity and the organization of the educational process of mathematical disciplines for the purpose of effective professional training of future cybersecurity specialists is considered. It is concluded that most professionally-oriented disciplines that provide basic knowledge in all aspects of information security are based on fundamental mathematical training. The study argues that the applied problems solved by the students of the specialty 125 «Cybersecurity» must meet the methodological requirements for real practical content, which provides an illustration of the practical value and significance of the acquired mathematical knowledge in the cyber- and/or information security field. The solution to the problem of improving the quality of mathematical training of the students is considered through the use of intra-subject and interdisciplinary links, the introduction of applied orientation of mathematical disciplines and the principle of continuity. The paper presents examples of professionally oriented tasks that are offered to higher education students majoring in 125 «Cybersecurity» studying mathematical disciplines. Abstract:
GADA Pratama is a mandatory basic education & training for prospective members of the Security Unit (SATPAM) so that they can be more responsible and professional in carrying out the duties of security and public order in their work environment. The research purpose is to reveal and analyze the program planning of the basic security guard training. The method used is qualitative with a case study that explores the results achieved in a report that will be used in the basic security guard training program. The implication is that the company will have digital data that can be used as a reference in the next training process.

Precision farming provides one of the most important solutions for managing agricultural production to advance global food security. Extending professionals’ competencies to promote precision farming practices can increase the adoption rate, ultimately impacting food security. Many studies have addressed barriers to the adoption of precision farming technologies from the farmers’ perspective. However, few are available data on the perspectives of extension professionals. Agricultural extension professionals play an important role in innovative agricultural technology adoption. Thus, this study applied four constructs from the unified theory of acceptance and use of technology (UTAUT) model to investigate behavioral intentions to promote precision farming among extension professionals from two extension systems. In total, 102 (N = 102) agricultural extension professionals were surveyed. The results indicated that performance expectancy and social influence were individually significant predictors of extension professional behavioral intentions to promote precision farming technologies. There were no significant differences between the professionals of two extension systems. Gender, age, and years of service did not affect extension professionals’ intention to promote precision agriculture technologies. The data suggested the need for training programs to develop advanced competencies to promote agricultural innovation. This study contributes to the future professional development programs for extension professionals on communicating innovations to address food security and sustainability issues.

Abstract:
It has been proved that the introduction of a cyclic system of professional training of specialists in economic security of enterprises and organizations contributes to increasing the efficiency of their functioning, competitiveness, financial and economic stability in the conditions of market uncertainty. It has been established that the introduction of cyclic methods of the systematic development of professional competencies of specialists of economic security must be implemented based on the results of the preliminary assessment of the internal and external environment of the enterprise, the main threats and risks posed by them. The main stages of organizing and conducting cyclical professional training have been developed, the factors contributing to the adaptation of the training system to the specifics of the enterprise have been identified, the content, essence, procedure for conducting educational and methodological activities have been described. The main restrictions and priorities in the organization and conduct of educational and methodological activities aimed at ensuring the required level of economic security of production facilities have been ascertained. The list of current and prospective tasks that need to be solved during the implementation of training activities has been defined.

Abstract:
My interest in anthropology has evolved into a career as a practicing anthropologist. In that process I have found the topically focused professional network to be an extremely valuable thread linking professional development and disciplinary advancement. Such networks provide an identity in the crowd—a sense of place and of belonging. They are sources of peer review and, hence, scientific security; they are significant mechanisms through which our work is disseminated both inside and outside the discipline; and they are generative and forward looking, as new faces appear in network lineages. Perhaps most alluring are their informality and accessibility. Because of these qualities, I suggest that training programs emphasize more formally how professional networks can be developed and strengthened throughout one's career as a practicing anthropologist.

Contemporary security challenges necessarily impose the need for changes in conventional police action, which from "power with a stick" should change police in a partner of the community that will jointly deal with global security threats, especially after the events of September 11, 2001, have important changed the perception of what kind of security threats should be handled by police services around the world. Transnational organized crime and money laundering are only part of a series of complex criminogenic forms whose dealing without an exceptionally high level of professionalism and expertise will not achieve more than mediocre results in the pre-trial procedure, which is key to the further form of criminal legal effect of the crime. Professionalism and expertise as one of the basic competencies of the police officer, to deal not only with contemporary, but also with routine police activities, have their foundations in the police training where is the start of all preconditions that form professional police officer.

Abstract:
The article is devoted to the problem of practical skills building and development of students majoring in 125 "Cybersecurity". An analysis of the professional competencies of future cybersecurity professionals, in particular, related to technical protection of information. It is proved that the use of virtual laboratories in the educational process helps to increase the efficiency of the educational process and allows to form and improve the professional competencies of the future cybersecurity engineer. Education becomes practice-oriented. The possibilities of a virtual laboratory workshop based on the NI Multisim environment are considered in the study of disciplines "Theory of circles and signals in information and cyberspace", "Component base and elements of circuitry in information security systems", "Signals and processes in information security systems". The Multisim system is used as part of the training of future cybersecurity professionals at Borys Grinchenko Kyiv University and has proven its effectiveness in practice.
