Abstract:
Purpose. The work is devoted to the substantiation of pedagogical conditions that contribute to the improvement of training of civil security specialists in the process of professional development. Methodology. The following types of methodology were used in order to solve the following problems: theoretical - analysis of pedagogical and educational literature on the problem of research, comparison, systematization and generalization of existing ways and methods of improving training of civil security specialists in the process of professional development, empirical - methods of collecting and processing empirical material (pedagogical observation and survey); systematization and generalization of the experience of organizing professional development of specialists at the Institute of Public Administration and Research in Civil Defense. Findings. Based on the structural and logical analysis of the literature, the methodological essence of the concept of “pedagogical conditions” related to the improvement of training of specialists in civil security in the process of professional development in educational establishments. Effective pedagogical conditions are substantiated, which at the present stage of professional activity of specialists in civil security will ensure the development of their professional competencies in the system of postgraduate education. The description of each pedagogical condition is given and its semantic components which influence advanced training of experts on questions of civil safety positively (pedagogical modeling of improvement of experts’ preparation on questions of civil safety in the course of advanced training on a competence basis; expansion and enrichment of practical experience of experts on complex decision of educational tasks for responding to emergencies, close to real life; creating of an informational educational environment for the development of professional competencies of specialists in civil security in institutions, educational establishments; development of professional self-improvement of specialists in civil security). Originality. For the first time, a comprehensive study was conducted in order to substantiate the pedagogical conditions for improving the training of specialists in civil security in the process of professional development. Practical value. Globalization transformations, technological innovations in society and the economic crisis create a need for specialists who will be able to perform the tasks that correspond to the priority areas of the state to ensure the safe life and activities of people at a high level. In achieving a high level of professional competence, an important role is given to postgraduate education, which creates favorable conditions for optimizing the process of professional development of civil security professionals. Conclusions. The pedagogical conditions mentioned in the work are a favorable basis for improving professional development and achieving a high level of professional competencies of specialists in civil security.

The article discusses the definition of bachelors’ professional competencies in information security. Research on information security training of personnel ensuring the protection of information, compliance with international and professional standards and analysis of professional community requests for job candidates allowed defining professional competencies and their components. For comparative analysis, the authors used professional competences developed by universities for bachelor training programmes, presented on the official websites of the organisations.

Abstract:
Abstract The article deals with the peculiarities of security activities in Ukraine and the USA and, consequently, aims to comparatively analyze professional training of future security and safety specialists in these countries. The author has presented comparative description of future security and safety specialists’ training in Ukraine and the USA. It must be noted that research findings of Ukrainian comparativists on the peculiarities of security specialists’ professional training in the leading European countries are of great significance for the problem under study. Indeed, nowadays quality services can only be provided by those security companies, whose staff are equipped with modern technologies and have undergone relevant professional training. In Ukraine, however, professional training of security specialists should be improved in novel and comprehensive ways. The author has singled out some problematic aspects in professional activities of security specialists. The author concludes that taking into account modern requirements, future security specialists should master the foundations of economic knowledge, have a high level of culture, speak foreign languages, show initiative, be responsible, strive for self-development and self-study, introduce important innovations, acquire the skills of working with modern information and communication technologies that will enhance the quality of security activities. The prospects for further studies involve conducting comparative analysis on professional training of future security and safety specialists in the leading European countries.

The article is devoted to the theoretical analysis of problem concerning research of methodological approaches applicable to civil security professionals advanced training, which determines their professional prospects in ensuring the safety of population.Research purpose – theoretical analysis of the problem concerning application of methodological approaches to civil security specialists’ advanced training.Research methods: to achieve the above goal and solve certain problems in the process of scientific research, we apply a set of methods fitting the nature of the examined phenomenon, namely: analysis, synthesis, generalization, classification of theoretical provisions.Results and conclusions. The paper generalizes the considerations available in modern pedagogical discourse in order to take them into account while choosing methodological approaches for advanced training of civil defense specialists in line with requirements of the methodology as a theory of scientific cognition. The theory that the professional qualities of a civil security specialist are formed, in particular, in the process of advanced training, and improved during professional activities is confirmed. It is established that the peculiarities of civil security specialists advanced training in educational institutions determine the objective need to choose several methodological approaches. Modern pedagogical science offers different approaches to the classification of methods, however, the methodological basis of civil security professionals’ advanced training, according to the author, is constituted by andragogical, acmeological, systemic, student-centered, and contextual approaches. The methodological approaches proposed for civil security professionals’ advanced training are crucial for the scientific substantiation of effective training. Methodological approaches reflect a certain concept of the object, a certain procedure for building a research cycle, a research strategy for the development of professional competencies of civil security professionals. The analyzed methodological approaches are focused on the personality of the specialist, whose activity is aimed at protection of the population and territories against dangers of natural and man-made origin; on the development of his/her professional competencies, which increase motivation in professional activities, form the desire for self-improvement.The generalization of the considerations available in the pedagogical discourse allowed us to conclude that the theoretical and methodological basis for developing the optimal ways of forming and further improving civil security professionals’ competencies in the course of an advanced training in educational institutions shall be implemented by a combination of methodological approaches as a methodologic basis for their implementation within the educational process.Key words: methodological approach, educational institutions, specialists’ advanced training, civil security. Статтю присвячено теоретичному аналізу проблеми пошуку методологічних підходів до підвищення кваліфікації фахівців із питань цивільної безпеки, що визначає їх професійні перспективи із забезпечення безпечної життєдіяльності людей.Мета дослідження – теоретичний аналіз проблеми застосування методологічних підходів до підви-щення кваліфікації фахівців із питань цивільної безпеки.Методи дослідження. Для досягнення поставленої мети й розв’язання визначених завдань у процесі наукового пошуку нами використовується набір методів, адекватних природі досліджуваного явища: аналізу, синтезу, узагальнення, систематизації теоретичних положень.Результати та висновки. Здійснено узагальнення наявних у сучасному педагогічному дискурсі мір-кувань для врахування під час вибору методологічних підходів до підвищення кваліфікації фахівців із питань цивільного захисту. Підтверджується теза про те, що професійні якості фахівця з питань цивільної безпеки формуються, зокрема, в процесі підвищення кваліфікації, а вдосконалюються під час професійної діяльності. Визначено, що особливості підвищення кваліфікації фахівців із питань цивільної безпеки в закладах та установах освіти зумовлюють об’єктивну потребу вибору декількох методичних підходів. У сучасній педагогічній науці є різні підходи до класифікації методів, проте методологічну основу процесу підвищення кваліфікації фахівців із питань цивільної безпеки, на думку автора, становлять андрагогічний, акмеологічний, системний, особистісно-діяльнісний, контекстний підходи, які дають змогу обґрунтувати їх професійні перспективи із забезпечення безпечної життєдіяльності людей. Запропоновані методологічні підходи до підвищення кваліфікації фахівців із питань цивільної безпеки є вирішальними для нау-кового обґрунтування ефективної професійної підготовки. Методологічні підходи відображають певне поняття про об’єкт, певну процедуру побудови дослідницького циклу, дослідницьку стратегію розвитку професійних компетентностей фахівців із питань цивільної безпеки. Досліджувані методологічні підходи орієнтовані на особистість фахівця, діяльність якого пов’язана з розв’язанням завдань щодо захисту населення і територій від небезпек природного та техногенного характеру; на розвиток його професійних якостей, які підвищують мотивацію в професійній діяльності, формують прагнення до самовдосконалення.Узагальнення наявних у педагогічному дискурсі міркувань дало змогу дійти висновку, що забезпечення теоретико-методологічного підґрунтя вироблення поглядів на оптимальні шляхи формування та розвитку професійної компетентності фахівців із питань цивільної безпеки під час підвищення кваліфікації в закладах та установах освіти здійснюється через поєднання методологічних підходів як методологічної основи їх реалізації в освітньому процесі.Ключові слова: методологічний підхід, заклади та установи освіти, підвищення кваліфікації фахівців, цивільна безпека.

BackgroundPrimary care is an important area in which to confront situations of food and nutrition insecurity. To undertake action in this area, well-prepared professionals are necessary. Courses of health training are not yet, however, equipped to offer the necessary preparation.AimTo analyse the topics taught in nutrition graduation courses related to the abilities and competencies demanded by professional work in this area.MethodsThe curricula of the nutrition courses offered in the municipality of São Paulo, Brazil were analysed. Nutritionists and teachers were interviewed. The triangulation of the data obtained was undertaken by means of a qualitative approach taking the theory of social representations as the frame of reference.ResultsThe concepts necessary to act within the context of food and nutrition security are related to a humanistic approach, the unity of theory and practice, the nutritionist’s role as educator, teamwork and reflection on public health.

Abstract:
The article is devoted to the organization of the educational process using a specialized laboratory stand of security and fire systems. The main purpose of the paper is to form professional competencies of students in the field of security and safety systems. The paper describes in detail the structure and components of the laboratory stand, emphasizing the importance of its key elements - the control panel "Astra-812 Pro" and a variety of detectors. This allows students to practically apply theoretical knowledge, studying the functioning and interaction of various components of the security and fire system. The article also presents schemes of connection of detectors to the expander, allowing students to more deeply understand the technical side of the process. The steps of the bench training are disclosed to support step-by-step, sequential learning. The study emphasizes the effectiveness of the proposed learning system, which involves direct student interaction with hands-on equipment. The findings confirm the significance of using such training stands in modern higher professional education, emphasizing their contribution to the formation of the necessary professional competencies in future specialists in the field of safety and security. Scientific novelty of the work consists in the development and application of a specialized training stand for teaching students to work with security and fire systems. This allows students to get direct experience of interaction with the equipment, deepen their understanding of the technical aspects of the systems operation and improve their practical skills. The work also contributes to research on educational approaches in the field of safety and security by proposing an effective teaching methodology through the use of a laboratory bench. This provides a platform for further research and development in this area that can broaden and deepen the educational opportunities in the field.

The purpose of this work is аnalysing, emphasizing a range of psychological and pedagogical principles of professional training for students majoring in program subject area 263 – "Civil Security", substantiating their implementation through the specifics of the content, forms, methods and means of organizing the educational process in the university. To study the problem of pedagogical, didactic, psychological, social support for providing the principles of professional training for students majoring in Speciality 263 – "Civil Security" such groups of principles have been identified as general didactic ones and principles of student professional training (combination professional and fundamental training; professional direction of comprehensive and basic engineering disciplines; systematic and consistent presentation of professional curriculum content; optimal ratio of individual, personal and professional development; humanization and humanitarization of professional training). The grounds are provided to the problems of shaping the curriculum content of professional training, selecting forms and methods of working with students in the light of implementing principles of professional training: elements of binary education, students’ elective courses, involvement of specialists from the relevant companies of the region, practical training at core enterprises. The studied psychological and pedagogical principles of professional training for students majoring in 263 – "Civil Security" are universal for professional training in a modern domestic university. The proposed methodology for selecting the content, forms, methods and means of organizing the educational process, which is provided by a combination of general didactic principles and principles of vocational training, can serve as a universal model for professional training of students in the university.

Abstract:
The purpose of this study was to analyze the relationships between four variables (predictive constructs of top management, awareness and training, security culture, and task interdependence) and an information program's security effectiveness. The difference between this study and previous research is the exclusion of information technology (IT) security professionals with Certified Information Systems Security Professional (CISSP) certifications. In contrast, participants in previous research were IT professionals with CISSP certifications. The research question asked to what extent is there a statistically significant correlation between each of the four predictive constructs and security effectiveness. This study made the same correlational determination between the independent variables and the dependent variable construct using a study population of 155 Information Systems Audit and Control Association (ISACA) members. This study used structural equation modeling (SEM) techniques to analyze relationships. The same previously used instruments were reused to reassess these particular participants. The results of SEM revealed that there was a significant relationship between security culture and security effectiveness. Similarly, significant relationships were found between top management, awareness and training, security culture, and security effectiveness, which repeated similar findings from previous research. A post hoc test was conducted using path analysis to reaffirm the direct causal relationship between security culture and security effectiveness that was also previously researched with similar results. The results demonstrated that security culture is a significant influence regardless of the participants' perception of a security professional with or without CISSP certification. The implications of this can greatly affect reorganizational structure changes focused on developing security culture as an investment and a much-targeted construct focused on by future researchers. This could result in humandepartments or functional managers realigning staff positions to concentrate on spreading security culture among fellow employees who affect cybersecurity either directly or indirectly in the workplace.

The role of soft power in U.S. foreign policy has become a common theme amongst government agencies. International training and professional exchanges are a part of soft power. Since the egregious attacks on 9/11, many have argued for an increase in this tool of statecraft. This thesis reviews the role of soft power in U.S. foreign policy and how that pertains to homeland security. Specifically, the study notes the importance of international military and law enforcement training and how these exchanges can enhance U.S. security and advance foreign policy. Moreover, the research reviews models of current Department of Defense international training efforts for consideration by the Department of Homeland Security. The many professional exchanges and international training efforts from agencies such as U.S. Customs and Border Protection, U.S. Coast Guard, and the International Law Enforcement Academies are also reviewed. A model for an international program to take place at the Global Borders College is presented. In conclusion, the paper will argue that through attraction and influence, the U.S. will be better suited for security in the future. Furthermore, the encouraging of international training and exchanges will assist in improving U.S. multilateral relationships in the twenty-first century.

A capacitaÃÃo dos profissionais à uma estratÃgia que pode ser utilizada para atualizaÃÃo de temas importantes, como a alimentaÃÃo infantil. O estudo teve como objetivos avaliar a efetividade do processo de capacitaÃÃo de enfermeiras para aplicaÃÃo do Ãlbum seriado; verificar a validade de aparÃncia e de conteÃdo do roteiro e dos instrumentos; caracterizar o perfil profissional das enfermeiras; e mensurar o conhecimento teÃrico das mesmas antes e apÃs a capacitaÃÃo. Tratou-se de um estudo piloto com delineamento quase experimental, do tipo antes e depois. Participaram da capacitaÃÃo, sete enfermeiras da EstratÃgia de SaÃde da FamÃlia (ESF) da zona rural de Maranguape. A capacitaÃÃo foi baseada no Ãlbum seriado e na pedagogia da Liberdade de Paulo Freire, a qualbusca o diÃlogo e a troca de conhecimentos. Para coleta de dados, elaboraram-se seis instrumentos, dos quais trÃs foram submetidos à validaÃÃo de conteÃdo e de aparÃncia por cinco juÃzes. O estudo foi aprovado pelo Comità de Ãtica da Universidade Federal do Cearà sob protocolo n 353/11. Em relaÃÃo à validaÃÃo do prÃ-teste e pÃs-teste, oito categorias (61,5%) foram consideradas como claras e compreensÃveis; sendo todas (N=13;100%) avaliadas como relevantes, apresentando Ãndice de Validade de ConteÃdo (IVC) total do prÃ-teste de 0,95 e do pÃs-teste de 0,94.Jà na validaÃÃo do roteiro de observaÃÃo, os juÃzes consideraram os nove itens elaborados como claros/compreensÃveis e relevantes, tendo apresentado IVC de 1.Em relaÃÃo Ãs enfermeiras participantes, todas (N=7; 100%) eram do sexo feminino e possuÃam, em mÃdia, seis anos de formaÃÃo; a maioria tinha especializaÃÃo (N=5; 71,4%) e atuava na ESF da zona rural hà quatro anos, em mÃdia; cinco (71,4%) jà tinham participado de cursos e realizavam atividades educativas. Todas (N=7; 100%) conheciam a definiÃÃo de âalimentos regionaisâ; quatro (57,1%) jà tinham ouvido falar em âseguranÃa alimentar e nutricionalâ; e apenas uma (14,3%) conhecia o manual âAlimentos regionais Brasileirosâ.Na avaliaÃÃo do conhecimento teÃrico, das treze categorias criadas, em nove delas, todas as enfermeiras acertaram tanto as questÃes prÃ-teste como as do pÃs-teste. Jà na atividade de simulaÃÃo durante as trÃs primeiras demonstraÃÃes, segundo as observadoras, nÃo houve o cumprimento dos itens propostos. Contudo, nas demais, todos os itens foram contemplados satisfatoriamente. Em relaÃÃo à avaliaÃÃo da capacitaÃÃo, as participantes consideraram que adquiriram novos conhecimentos, que a metodologia empregada favoreceu o aprendizado e ressaltaram ainda o interesse em utilizar o Ãlbum seriado. Quanto à avaliaÃÃo geral da capacitaÃÃo, quatro enfermeiras consideraram-na como Ãtima; e trÃs, como excelente. Conclui-se que o presente estudo possibilitou a elaboraÃÃo de um processo de capacitaÃÃo com uso de instrumentos vÃlidos, os quais viabilizaram o desenvolvimento de uma proposta estruturada, proporcionando, assim, uma prÃtica dialÃgica e reflexiva, a partir do Ãlbum seriado.
The training of professionals is a strategy that can be used to update important issues such as infant feeding. The study aimed to evaluate the effectiveness of the process of training for nurses applying flipchart; verify the validity of appearance and content of the script and instruments; characterize the profile of professional nurses, and measure the theoretical knowledge of the same before and after training. This was a pilot study with a quasi-experimental, before and after the type. Participated in the training, seven nurses of the Family Health Strategy (FHS) of rural Maranguape. The training was based on the flipchart and pedagogy of Paulo Freire seeking dialogue and knowledge exchange. For data collection, drawn up six instruments, three of which were submitted to the validation of content and appearance of five judges. The study was approved by the Ethics Committee of the University Federal of Cearà protocol number 353/11. Regarding the validation of the pre-test and post-test, eight categories (61.5%) were considered clear and understandable, and all (N = 13, 100%) evaluated as relevant, presenting Content Validity Index (CVI ) total of 0.95 pretest and post-test of 0.94. In the validation script for observation, the judges considered the nine items developed as clear / understandable and relevant, and presented one of IVC. Regarding nurses participating, all (N = 7, 100%) were female and had an average of six years of training, most had expertise (N = 5, 71.4%) and worked in the FHS zone rural four years ago, on average, five (71.4%) had participated in courses and educational activities performed. All (N = 7, 100%) knew the definition of "regional food", four (57.1%) had heard of "food and nutrition security" and only one (14.3%) knew the manual "Brazilian regional foods". In evaluating the theoretical knowledge of the thirteen categories created in nine of them, all the nurses agreed issues both pre-test as post-test. In the simulation activity during the first three statements, according to observers, there was no compliance with the proposed items. However, in the other, all items have been satisfactorily addressed. Regarding the assessment of the training, the participants felt they acquired new knowledge, the methodology favored learning and stressed still interest in using the flipchart. As for the overall evaluation of training, four nurses found it as excellent and three as excellent. We conclude that the present study enabled the development of a training process with use of valid instruments, which enabled the development of a structured proposal, providing thus a dialogic and reflective practice, from the flipchart.

Différents facteurs indiquent les enjeux du projet institutionnel de professionnalisation et des dispositifs de formation. Le chercheur met en évidence, à partir d’une approche qualitative et multidimensionnelle, les intentions institutionnelles et l’écart existant entre le discours et la réalité. Sur le terrain, les agents de sécurité vivent mal leur entrée dans la profession et la réalisation de leur métier. Pour remplir les objectifs du contrat, ils construisent une norme informelle d’acceptation des risques, inductrice du processus d’apprentissage. L’action ainsi développée permet aux agents de sécurité d’apprendre au fil de l’activité. L’évolution rapide des attentes institutionnelles en matière de sécurité transforme les opérationnels et les interroge dans un nouveau rapport à l’action. Les réponses apportées exigent une approche globale de prévention et de gestion des risques sur les sites et les territoires (pour la plupart en présence du public). This academic research task focuses on the tension between the institutional discourse on the professionalization of private security in France and on the learning and practice process of the profession by security agents. Different factors point to the issue of the institutional project of the professionalization and of the training systems. The researcher brings to light, with a qualitative and multidimentional approach, the institutional intentions and the gap between the displayed speech and reality. In the field, the security agents feel uncomfortable at the beginning of their profession, when they understand what their profession truly is. To fulfill the objectives of the contract, they build an informal standard risk of acceptance, the key-driver of the training process. The action thus developed allows the security agents to learn in the course of their activity. The swift evolution of institutional expectancies in security matters transforms the operators and calls them in a new relation to action. The answers given require a global approach to risk prevention and management on sites and territories (mostly with the public attending). A new concept of coproduction of private and public security is born and the institutional discourse then changes in appearance, but the operational reality remains ill-adjusted

Increased internal and external training approaches are elements senior leaders need to know before creating a training plan for security professionals to protect sensitive information. The purpose of this qualitative case study was to explore training strategies telecommunication industry leaders use to ensure security professionals can protect sensitive information. The population consisted of 3 senior leaders in a large telecommunication company located in Dallas, Texas that has a large footprint of securing sensitive information. The conceptual framework on which this study was based was the security risk planning model. Semistructured interviews and document reviews helped to support the findings of this study. Using the thematic approach, 3 major themes emerged. The 3 themes included security training is required for all professionals, different approaches to training are beneficial, and using internal and external training's to complement each other. The findings revealed senior leaders used different variations of training programs to train security professionals on how to protect sensitive information. The senior leaders' highest priority was the ability to ensure all personnel accessing the network received the proper training. The findings may contribute to social change by enhancing area schools' technology programs with evolving cyber security technology, helping kids detect and eradicate threats before any loss of sensitive information occurs.

This research attempts to create a novel process, Social Engineering Vulnerability Evaluation, SiEVE, to use open source data and open source intelligence (OSINT) to perform efficient and effectiveness spear phishing attacks. It is designed for use by "œred teams" and students learning to conduct a penetration test of an organization, using the vector of their workforce. The SiEVE process includes the stages of identifying targets, profiling the targets, and creating spear phishing attacks for the targets. The contributions of this research include the following: (1) The SiEVE process itself was developed using an iterative process to identify and fix initial shortcomings; (2) Each stage of the final version of the SiEVE process was evaluated in an experiment that compared performance of students using SiEVE against performance of those not using SiEVE in order to test effectiveness of the SiEVE process in a learning environment; Specifically, the study showed that those using the SiEVE process (a) did not identify more targets, (b) did identify more information about targets, and (c) did lead to more effective spear phishing attacks. The findings, limitations, and future work are discussed in order to provide next steps in developing formalized processes for red teams and students learning penetration testing.

The goal is to illustrate the logical, juridical and ethical elements of this branch of the labour law, in order to build a rational system for both the analysis de iure condito and the debate de iure condendo.

Every country implements a specific system of police education within its educational institutions, and thus helps the police officer candidates to acquire the necessary competences, skills and knowledge through the specific implementation of the educational plans and programs. During the educational process, it is crucial to establish high quality training that would enable gradual theoretical and professional transformation of police officers, that would be focused to meet the demands arising from the complex social and security conditions in which the police profession is pursued. The Idrizovo training center of the Ministry of internal affairs implements a contemporary police educational model that is in accordance with the national and international quality standards and which serves to prepare the future police officers to professionally perform their tasks and duties. Within this educational model, a specific program for physical training is developed, that aims to provide systematic development and improvement of the basic biomotor skills within the field of martial arts. For the purpose of this study, the physical training program was tested in order to gain insights into the acquired changes and transformations of the basic biomotor abilities of the police officer candidates. Based on the analysis results of the applied statistical procedures, it was established that during the one year police officer course, positive changes of the biomotor structure of the candidates have occurred, but still, in order to meet the educational and professional quality criteria, it is necessary that the majority of candidates gain more points in the tests for bio-motor skills. Organisations, institutions, and businesses continue to face unprecedented security challenges. The challenges include threats to cyber security, terror threats, and identity thefts among others. These threats are largely influenced by technological developments and globalisation. At the same time, globalization and the faster rate of technological transfers provide new opportunities for new security advancements. While most security studies have been designed to address known security threats, the future is uncertain; thus, security studies must be designed in a way that promotes curiosity, self-regulation, imagination, and resilience of the learners in their approach to addressing security challenges. This study aims to analyse the current and future challenges in the execution of security studies. Content analysis of private security courses, journals, peer-reviewed articles, and private company reports reveal the challenges and interventions. The increasing contribution of private security in public events, critical infrastructure, cash transportation, and executive transportation necessitate special training for the security personnel. However, the sector faces regulatory challenges with different players setting own standards. When compared to other recognised professions, such as psychology, which has global standards, security studies have yet to achieve professional status that is globally recognized. Learning is an ongoing process and training makes security personnel perform better. Training also boosts the morale of security personnel, raises the bar for the security profession, and increases the competitiveness of the sector. Thus, addressing the current and future challenges in teaching and learning security studies will strengthen the profession and uplift its status after 45 years of ambiguity as a subject matter. Abstract:
Police education and training as processes that are conducted in different ways in different countries are a challenge for the scientists and practitioners, primarily because of the possibility of their advancement in order to gain as much knowledge as possible about the police profession. The achievement of the goals of police education and training is done through the representation of the components: knowledge, skills and behavior that are acquired with different learning methods whose combination can lead to different degrees of success in the learning process. Some research has shown that practical work that involves the application and implementation of work-related procedures is one of the most successful learning methods, followed by retelling, which involves the transfer of acquired knowledge and skills by a worker with rich work experience to a younger worker who is in the process of acquiring new knowledge. Reading as a learning method has been shown to give a low success rate of only 10%. Continuous improvement of the process of acquiring new knowledge through analysis of learning methods and by determining their success in various areas of police education and training should be a modern tendency of all modern systems of police education and training that aim to bring to society professional police officers. Abstract:
The prevailing educational programs in security studies do not sufficiently take into account all aspects of the profile of personnel working in the security services, which is why there is a need to organize additional basic and specialized training for the specific security needs. The definition of educational needs in a specific area, including the area of security, requires the foundation of theoretical assumptions, empirical research, significant facts that arise with the acceptance of new, changed and expanded paradigms of security, as well as traditional activities in the area of security. Modern security services are daily faced with serious challenges in terms of endangering national security, which is why the need for professional education exclusively for the needs of the security services inevitably arises. In the international practice, several models of personnel education for the needs of the security services are evident. Within the security services of the Republic of North Macedonia, there are no special higher education institutions which produce personnel for their needs, which is not the case with the surrounding countries and the more developed democratic states of the international community. The paper will make a comparative analysis of the process of training personnel for the needs of the security services in the Republic of North Macedonia, the countries from the neighborhood, and the developed democratic states of the world. Abstract:
An educational system of high quality within the educational police centers is of great importance for the achievement of maximum efficiency in the police duty in the part of application of the coercive methods. Meeting this requirement implies establishment and implementation of modern approaches and methods for learning martial arts which are in line with the professional requirements and needs. From an educational point of view, each training should contain a variety of approaches and methods in order for the police officers to be ready to act further in the performance of their duties. At the overall level, a generally accepted model for education of police officers does not exist, so this paper develops and analyzes several basic approaches and methods that we consider useful and necessary for learning martial arts and how to apply them in reality. In the part of the analysis, special attention is paid to DRRM - Dynamic Resistance Response Model which teaches and guides police officers how to act in specific security situations in which they face aggressive behavior and resistance. According to the allegations, the general conclusion is that police training plays a key role in gaining the necessary level of knowledge and skills to properly, legally and efficiently perform professional tasks and to find logical solutions to reduce the danger in conflict situations. Abstract:
In contemporary conditions, law enforcement officers carry out their professional activity under increasingly complex stressful circumstances. A large number of people’s lives depend on their actions; this affects their own emotional state, complicates their professional work and contributes to psychological and behavioural problems. In the course of teaching potential employees, it is very important to make them feel motivated enough to properly implement their professional duties under extreme conditions of ensuring safety and security during large-scale public events. This study was participated by 520 persons who were sampled from an audience of the Moscow University of the Russian Ministry of Internal Affairs, were members of a consolidated detachment, and had been directly ensuring security during the Winter Olympic & Paralympic Games in Sochi in 2014. The study used the following psychological methods: observation, questionnaires, interviews, tests and training, which made it possible to study the characteristics of the psychological structures of personality, motivation and their changes under the influence of extreme factors of life conditions. The identified negative reactions were neutralised with the help of the training programme developed. Upon completion of the assignment and the analysis of the service of the combined detachment of the Moscow University of the Ministry of Internal Affairs of Russia, it was recognised that the trainees had fully met all the service and professional objectives. It has been found that during the course of special training, primarily psychological training, trainees are able to maintain an optimal level of motivation for the conditions of professional activity in extreme conditions if communication skills and personal qualities such as discipline, responsibility and purposefulness have formed.

The 3L-Person 2022 workshop was held in Kryvyi Rih, Ukraine, on October 25, 2022. The workshop aimed to provide a platform for researchers and practitioners from different domains and regions, who are interested in exploring the opportunities and challenges of information and communication technologies (ICT) for lifelong learning and professional development. The workshop addressed various topics related to the design, development, evaluation, and application of ICT for education and training, such as personal learning environment design, advanced ICT for professional retraining and training in the workplace, blended and remote learning/teaching with emerging ICT, educational robots, databases and language technologies for open learning and research, ICT in education of a person with special needs, ICT in education safety and security, ICT-support of STEM education and professional career, and synthetic learning environment. The workshop featured 13 papers selected by a diverse and qualified program committee. The workshop also facilitated the discussion and networking among the participants,who shared their experiences and insights on the emerging trends and issues in this interdisciplinary field. This paper presents the theme, aims, topics of interest, program committee, accepted papers, and outcomes of the workshop.

Abstract:
This paper draws overarching conclusions based on a synthesis of previously published case studies that examined the impact of EU military training missions (EUTMs) in Somalia (EUTM Somalia, 2010–), Mali (EUTM Mali, 2013–), the Central African Republic (CAR) (EUTM RCA, 2016–). It concludes that EUTMs are relevant niche operations. Despite difficult circumstances beyond the control of the missions, EUTM training and advisory efforts have increased the effectiveness of partner armed forces. While these gains have been marginal in CAR and Somalia, they have been a bit more pronounced in Mali. Yet, broader security sector reform and defence sector reform efforts to improve the accountability and governance of defence and security sectors have become bogged down. The main challenge is that EUTMs are generally mandated to implement largely technical and tactical agendas in contexts where the ongoing armed conflict and the politics of the security sector are not conducive to building professional national security forces. As a consequence EUTMs find themselves caught up in interlinked and partially overlapping dilemmas. This study concludes with seven partly overlapping recommendations to EU member states and to EUTMs to address the main limitations that are restricting the impact of the missions.

This report aims to identify a selection of programmes and projects undertaken by countries under their respective National Action Plans. It focuses on discrete, large-scale initiatives that specifically target aspects of the WPS agenda and aim to influence change outside the implementing agencies, rather than changing agencies’ own policies and practices. Common themes that appear frequently across these programmes and projects include: supporting global pools of technical capacity on WPS and on peacebuilding generally; training military, police, and other personnel from partner countries, including building women’s professional capacities as well as training personnel in WPS-related good practices; supporting WPS networks and forums to share experience and expertise; extensive use of multilateral mechanisms for channelling funding and for sharing technical capacity; extensive support to and collaboration with civil society organisations; initiatives focusing on combating violent extremism and counter-terrorism; initiatives focusing on preventing sexual exploitation and abuse in peacekeeping and humanitarian contexts; a wide range of commitments to stopping gender-based violence; and support for sexual and reproductive health initiatives. All of the countries discussed in this report also undertake considerable efforts to change policies and practices within their own agencies. In addition, all of the countries discussed in this report undertake a range of initiatives focused on individual countries; smaller donors, in particular, often focus many of their own programmes on single countries while using multilateral mechanisms to engage at the regional and global scales. However, in accordance with the terms of reference for this report, these types of activities are not discussed below. In the time available for this report, it was possible to review six countries’ activities. These countries were selected for inclusion because they had sufficient documentation readily accessible in the form of action plans, implementation plans, and progress reports; they are donor countries with significant international activities that may be considered peers to the UK; and/or they have been cited in the literature as being leaders in promoting the WPS agenda.

As an emerging field, the Internet of Vehicles (IoV) has a myriad of security vulnerabilities that must be addressed to protect system integrity. To stay ahead of novel attacks, cybersecurity professionals are developing new software and systems using machine learning techniques. Neural network architectures improve such systems, including Intrusion Detection System (IDSs), by implementing anomaly detection, which differentiates benign data packets from malicious ones. For an IDS to best predict anomalies, the model is trained on data that is typically pre-processed through normalization and feature selection/reduction. These pre-processing techniques play an important role in training a neural network to optimize its performance. This research studies the impact of applying normalization techniques as a pre-processing step to learning, as used by the IDSs. The impacts of pre-processing techniques play an important role in training neural networks to optimize its performance. This report proposes a Deep Neural Network (DNN) model with two hidden layers for IDS architecture and compares two commonly used normalization pre-processing techniques. Our findings are evaluated using accuracy, Area Under Curve (AUC), Receiver Operator Characteristic (ROC), F-1 Score, and loss. The experimentations demonstrate that Z-Score outperforms no-normalization and the use of Min-Max normalization.
