Abstract:
This thesis aims to demonstrate that economic security is also a significant pillar of safeguarding national security. Aside from military security measures, adopting peaceful economic engagement and economic measures can be an alternative security policy choice through which a state may achieve its national security agenda. To facilitate an understanding of economic security, this thesis submits a working definition of economic security, which has been delineated as 'the protection of a core value from all forms of potential or actualised threat by using economic measures and policies'. The core value refers to national interests and security Objectives. With this framework, the current thesis takes Taiwan as a case study to assess Taiwan's effort of implementing economic security strategy to accomplish its national security agenda within the context of the complex and hostile cross-Strait relations yet growing economic integration. This research intends to answer three categories of questions. Firstly, how large is the cost to Taiwan of pursuing economic security vis-a-vis China, and what is Taiwan's capability to afford such cost? Secondly, what factors would contribute to or undermine Taiwan's efforts in practising economic security, and to what extent? Thirdly, do cross-Strait economic ties strengthen or weaken Taiwan's economic security with respect to its economic performance, and to what extent? From three perspectives, this study analyses the above questions. Firstly, it analyses how Taiwan has employed economic power to construct its national security within the international system. Secondly, it examines how Taiwan has utilised economic measures to resist China's political and economic influence. Thirdly, from an economic perspective, it examines whether Taiwan's economic security objectives, in the context of its capability of sustaining economic prosperity, have been enhanced when it has engaged in economic exchange with China.

Abstract:
Recent problematic military interventions, as part of the Global War on Terror, have led to widespread criticism that British policy-makers have failed to learn lessons from history. At the same time as the accusations of not learning, the British government has repeatedly claimed that lessons have been learned, particularly from the disastrous war in Iraq. This thesis investigates these contradicting claims by analysing learning from the past in the Foreign and Commonwealth Office, Ministry of Defence and the Intelligence Community across four case studies of British military intervention in the Middle East; 1958 in Jordan, 1961 in Kuwait, the 1990-1991 Gulf War and 2003-2009 Iraq War. It provides a fresh analysis of these highly significant events, using previously undisclosed documents, offers an assessment of learning processes and concludes by recommending practical suggestions for the improvement of learning from history in the future.

Abstract:
This thesis explores the obstacles in establishing a consistent and effective response framework for humanitarian catastrophe and the importance of maintaining a sustained dialogue to this end. It does so by recognizing the underlying conflict between two positions: the norm of non-intervention of states into the affairs of others, and the protection of individuals caught in the middle of violent conflict. The importance of working towards a resolution of this conflict is illustrated through the case study of Darfur, where a divided international community led an insufficient response to the crisis that can ultimately be judged as a failure. Lastly, a recent attempt at reconciling the non-intervention/protection conflict is examined through the report of the Responsibility to Protect, which takes important steps in the direction of consensus, but ultimately suffers from inflated expectations regarding its scope or purpose.

Abstract:
This study grounded within the discipline of conflict resolution in the field of international conflict is an empirical investigation and comprehensive analysis of the politics of security decision- making in an African petro-state called Nigeria. It explores how the Nigerian political elite perceive national security threat and the impact of this perception on the construction of security strategies in the oil producing Niger Delta region of the country. The study challenges the traditional thinking mode of national security and explores the transformative potential of the human security concept. In doing so, the study arrives at a central thesis that the specific interpretation of national security threat within the Nigerian political elite has escalated the level of insecurity in the state, especially in the Niger Delta region which is the research case study. The issues are addressed in eight chapters with the central themes of elite and security illustrated with theoretical as well as empirical accounts of the making of political elite and the roots of threat perception in Nigeria. By injecting a theoretical framework that comprises both discursive and non-discursive approaches through the two variants of securitisation theory - Copenhagen and Paris Schools, the study strips bare the security perception of the Nigerian political elite. Through qualitative and quantitative research methods, the study explored three different groups’ perceptions as its unit of analysis; and the specific nuances and commonalities within them analysed. The central hypothesis is that state institutions are not just a consequence of early historical conditions, but because agency and structure do evolve over time, the contingent processes and events such as natural resource discovery, nationalisation and the timing of key historical events create a set of governance resources, political economy incentives and elite culture that frames the behaviour of state actors and policy-makers. Nonetheless, these critical junctures may open windows of opportunity to push for a far-reaching changes in frameworks for decision-making and re-shape the mode of governance. The originality of the work is twofold. First, is its utility of an analytical framework that comprises both discursive and non-discursive practices as proposed by the Copenhagen and Paris Schools of securitisation theory to unravel elite perception of security. Second, is its application of a deconstructivist approach through qualitative data coding to analyse the evolving security dynamics in the Niger Delta of Nigeria. The study concludes that the lack of a process to allow the views of those who prioritise state security over citizens security, and those who view security the other way round to communicate and find a common ground is a major problem that needs to be overcome.

Abstract:
In its approach to the Palestinian-Jordanians’ issue, this dissertation employs a security-based theory and technique, which deal with the issue as a securitization case-study. It employs a modified version of the securitization theory offered by the Copenhagen School to evaluate the classical Jordanian national security strategy toward Palestinian-Jordanians. It addresses, reviews, weighs and evaluates the four strategies and tools of the Jordanian securitization model toward Palestinian-Jordanians: exclusionism, tribalism, cooptation and ideologization, which present the independent variables of this study. This evaluation process is based on a multi-standard strategy, which discusses the goals, the evidence, the outputs and the structure of the Jordanian securitization model since Black September 1970. In terms of methodology, the dissertation adopted a multi-method strategy, which used field research, participant observation and elite interviewing as primary methods for data acquisition. In its security-based re-reading of the modern Jordanian history and its evaluation of the Jordanian national security strategy, the dissertation concludes that the Jordanian securitization model has led to a number of dangerous adverse reactions and hazards, which threaten Jordanian national security. The awakening of the extreme versions of nationalism, the rise of social/tribal violence and the emergence of the radical Islamist Salafi-Jihadi movement are examples of the hazardous outputs of the classical Jordanian national security strategy. Although the classical strategy has succeeded in maintaining the physical survival of the state/regime in Jordan since 1921, it has failed to cure the structural crises of statehood and nationhood, which the Jordanian state suffers from. Also, the classical strategy has failed to decisively answer the strategic questions of "what is Jordan?" and "who are Jordanians?". This strategic failure of the classical Jordanian national security strategy toward Palestinian-Jordanians rings alarm bells about the strategic and urgent need for an alternative national security strategy based on egalitarianism, modernism, populism and democratization.

Peace operations and security co-operations are expensive. Even though there are a variety of factors that influences peace agents when they consider approving a new, expanding an existing, or closing down a peace operation or security co-operation, one of these factors is the cost factor. If we were to isolate the cost factor it would follow that a reduction in the cost of peace operations and security co-operations, are likely to contribute to peace agents being more willing to approve new, expand existing or to give existing missions more time to consolidate before closing them down. There are a variety of ways how the cost of peace operations or security co-operations can be lowered. This thesis suggests an alliance with the private sector in the form of corporate sponsorships. In short, that peace operations and security co-operations be commodified and commercialised. This would entail introducing corporate sponsorship of some of the commodities that are used in peace operations and security co-operations, followed by the corporate sponsor using their involvement in the peace operation or security co-operation to their commercial advantage. The commodification and commercialisation of peace operations and security co-operations should result in the relevant operations and co-operations benefiting in a cost-effective as well as practical effectiveness sense, whereas the private sponsor should benefit in either or both a financial (profit) or an image-making sense. The psychological theory supporting such an argument is that of social identity theory. This theory explains how positive connotations made with peacemaking in warlike conditions will motivate industries to use this opportunity to show that their products can succeed in such demanding circumstances. Accordingly, social identity theory provides us with evidence as to how the commercialisation and commodification of peace operations and security co-operations can succeed. We also support our argument by providing a case study, Operation Rachel, which serves as a successful example of an operation that was (partially) commodified and commercialised. Operation Rachel, which can be seen as either or both a peace operation and security co-operation, shows that in the case of security co-operations, these operations should be presented as peace operations during the commodification and commercialisation processes.

ENGLISH ABSTRACT: This thesis explores the feasibility of the concept Developmental Peace Missions (DPMs). It seeks to answer the question whether DPMs is an ambitious construct or a feasible ideal and whether DPMs could be effectively applied during peace missions. The study takes the form of a descriptive analysis of the theoretical underpinnings of the concept of DPMs, and includes the analysis of various relevant case studies in terms of the application of the concept of DPMs. The study further explores the evolution that has taken place in terms of United Nations peace missions, in that most modern peace missions include both peacekeeping and peacebuilding initiatives. The study also illustrates the modern approach to peace missions, based on an integrated systems-thinking approach by means of which the activities of all relevant role-players are integrated and fused towards a common end state: that of sustained security and development. In order to analyse the concept of DPMs, the theoretical underpinnings of the concept human security, the security-development nexus and peacebuilding were researched in depth. These concepts were then coupled to the concept of DPMs in terms of their utility during current complex peace missions, both internationally and on the African continent. The concept of DPMs was studied in the context of contemporary peacekeeping in terms of three case studies, namely the peace missions in Kosovo, Sierra Leone and the DRC. The DPMs concept was applied to these case studies and analysed in terms of the extent to which the peace interventions in these countries were conducted in accordance with the philosophical and theoretical underpinnings of DPMs. The study concludes that DPMs, in terms of its theoretical basis, is indeed a feasible ideal for peace missions, as it is based on and in line with the approved current UN- and AU-integrated planning processes. However, in terms of its practical utility in Africa, it currently remains an ambitious construct, given the limited capacity and resources of the AU and regional organisations. Therefore, DPMs should not be viewed as a short-term solution to, or panacea for, all intra-state wars. The study proposes that the UN, the AU, as well as relevant regional organisations will have to adjust and make changes in terms of their institutions, structures, funding and the provision of resources in order to operationalise the concept of DPMs successfully. This is especially true as far as the AU is concerned, as the AU currently experiences severe limitations in both material and human resources. However, the fact that both the UN and the AU have adopted the Integrated Mission Planning Process concept as planning tool for their respective missions is an indication that progress is being made towards the achievement of establishing a more holistic and integrated approach to finding sustainable solutions to global conflict. Ultimately, the success of DPMs will be determined by the will and commitment of all the relevant role-players involved in finding a lasting solution to intra-state conflicts. The concept itself cannot provide sustainable peace and development.
AFRIKAANSE OPSOMMING: Dié tesis verken die lewensvatbaarheid van die begrip Ontwikkelingsvredesendings. Daar sal gepoog word om ‘n antwoord te kry op die vraag of Ontwikkelingsvredesendings ‘n ambisieuse konstruk of ‘n haalbare ideal is. Verder sal gepoog word om te bepaal of dit effektief tydens vredesoperasies toegepas kan word. Die studie neem die vorm aan van ‘n beskrywende analise van die teoretiese grondbeginsels van die begrip Ontwikkelingsvredesendings en sluit die analise van verskeie relevante gevallestudies ten opsigte van die begrip in. Die studie ondersoek die evolusie wat plaasgevind het ten opsigte van vredesendings wat deur die Verenigde Nasies (VN) onderneem word, naamlik dat die meeste moderne vredesendings, vredesbewarings, sowel as vredesbou (nasiebou) inisiatiewe insluit. Die studie illustreer ook die moderne benadering wat ten opsigte van vredesendings toegepas word, naamlik dat die aktiwiteite van al die betrokke rolspelers geïntegreer word en op ‘n gedeelde einddoel gefokus word. Die teoretiese grondstelllings van die begrippe veiligheid en ontwikkeling, die veiligheid-ensekuriteit- neksus, sowel as die begrip van vredesbou (nasiebou) is in diepte ondersoek ten einde die begrip Ontwikkelingsvredesendings te analiseer. Hierdie begrippe is daarna in verband gebring met die begrip Ontwikkelingsvredesendings soos wat dit tans tydens moderne komplekse vredesendings toegepas word – beide internasionaal sowel as op die Afrika kontinent. Die begrip Ontwikkelingsvredesendings is bestudeer teen die agtergrond van eietydse vredesbewaring ten opsigte van drie gevallestudies, naamlik die intervensies in Kosovo, Sierra Leone en die Demokratiese Republiek van die Kongo. Hierdie drie gevallestudies is gekies aangesien dit die eerste sendings was waartydens die VN die nuwe geïntegreerde benadering tot vredesendings, soos in die Brahimi-verslag aanbeveel, toegepas is. Die studie het bevind dat Ontwikkelingsvredesendings, wat betref die teoretiese grondstellings inderdaad uitvoerbaar is, aangesien dit gebaseer is op en in ooreenstemming is met die huidige aanvaarde beplanninsprosesse van die VN en die AU. Maar, wat betref die praktiese bruikbaarheid van die begrip in Afrika, bly dit tans ‘n ambisieuse konstruk, gegewe die beperkte vermoë en hulpbronne van die AU en streeksorganisasies. Die begrip Ontwikkelingsvredesendings moet dus nie as ‘n korttermynoplossing vir alle interne oorloë beskou word nie. Die studie het bevind dat die VN, die AU, sowel as die betrokke streeksorganisasies, ingrypende veranderings sal moet ondergaan ten einde die begrip Ontwikkelingsvredesendings suksesvol te kan toepas, veral ten opsigte van strukture, befondsing en die voorsiening van hulpbronne. Dit is veral waar in die geval van die AU, aangesien die AU tans geweldige uitdagings in die gesig staar wat betref menslike sowel as materiële hulpbronne. Ten spyte van laasgenoemde uitdagings dui die aanvaarding van die Geïntegreerde Sendingbeplanningsproses as besluitnemings-meganisme deur beide die VN en die AU op die vordering wat gemaak word ten opsigte van die daarstelling van ‘n meer holistiese en geïntegreerde benadering vir volhoubare oplossings vir konflik. Die sukses van Ontwikkelingsvredesendings sal uiteindelik bepaal word deur die wil en toewyding van alle betrokkenes by die soeke na langdurige vrede – die begrip op sigself kan nie volhoubare vrede en ontwikkeling bewerkstellig nie.

Abstract:

This thesis addresses the role of geopolitical interests in the voting record of the UNSC (UNSC) in authorizing action, specifically humanitarian intervention, in the cases of genocide in Rwanda and Sudan. The classic theories of international relations, realism and liberalism, are applied to determine which theory has higher explanatory power in determining the level of involvement and humanitarian intervention by the UNSC in these specific cases. Realist assumptions would expect that the possible economic or strategic interests of states within the Council would influence the level of involvement or humanitarian intervention authorized. In contrast, liberalist notions would expect that the level of conflict severity or duration would determine the level of involvement or humanitarian intervention authorized. This thesis finds that the economic and strategic interests of the members of the UNSC can serve as a better indicator in determining the level of intervention authorized in these cases. Thus, realist theory holds higher explanatory power of the UNSC reactions to the cases of Rwanda and Sudan.

Abstract:
This thesis answers the question “Why does security cooperation occur between Western states?”. The basic answer is: “Because most state actors do not want their states to integrate”. In other words, cooperation occurs as a coping mechanism, as an imperfect substitute for integration. But the thesis does not only investigate the reasons for cooperation, what Aristotle called the final cause. The thesis also examines the material, formal and efficient causes of cooperation. Such an unorthodox causal explanation of cooperation is based on a Critical Realist philosophy of social science. The application of this philosophy to the empirical study of International Relation is rare, making this thesis original. Beyond the philosophy of social science, the thesis' research design, many of the cases, and much of the data are also rarely used. The research design is an embedded multiple-case study. The states studied are the United States of America, France and Luxembourg. Within each state, the embedded subcases are three types of state security organisations: the armed forces, law enforcement and intelligence agencies. Rarely have these three types of security organisations been compared. Similarly, Luxembourg is seldom studied. Comparing different types of states and different types of state security organisations has not only allowed the main research question to be answered. It has also allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorised. The empirical evidence studied includes participant observation (at the North Atlantic Treaty Organisation) and documents (e.g. state policy documents, annual reports by organisations, reports by parliaments and non-governmental organisations, autobiographies, books by investigative journalists, articles by newspapers and magazines). The thesis is also based on a score of elite interviews (e.g. with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officers, military commanders, etc.), and the careful study of both declassified and classified archival records.

Abstract:

The Village Market is a nonprofit Healthy Corner Store that has been open since May of 2011 in the mixed-use, mixed-income New Columbia housing development in Portland, Oregon’s Portsmouth neighborhood. The venture began as a “community-led” effort in partnership with Janus Youth Programs and Home Forward. The project was conceived after a private enterprise in the small grocery space designed into the development failed, leaving the neighborhood without easy access to healthy foods. This dissertation is a case study of the development process, the operation of the market, and the degree to which it addresses food justice and health equity concerns, among others, of residents. It is a case study of the Healthy Corner Store movement that uses food regime theory and political economy perspectives to critically examine the translation of Healthy Corner Store movement theory into practice, highlighting the perspectives of New Columbia residents on the endeavor. It explores the transition of the store from a community-led project to a management-led social enterprise, and the impacts of that approach on local autonomy, food justice, health equity as well as its successes and shortcomings. The store’s situation in a mixed-income community meant that it had a particularly diverse set of expectations to navigate, and the changes to the store over time reflect Village Market’s growing understanding of the implications of that situation but also a limited capacity to accommodate residents’ differing tastes and the price sensitivity that many of them exhibit in their shopping habits.

Abstract:
This thesis examines the influence of state identity narratives on regional cooperation frameworks in Central Asia. It applies the perspectives of ontological security theory to the self-articulation of state identities of Kyrgyzstan and Turkmenistan to decipher socialization mechanisms in each of the cases. Consequently, it traces the routinization of the state narratives of Kyrgyzstan and Turkmenistan toward the region and regional organizations. Ontological security theory argues that, in addition to physical security, states seek ideational security, security of identity and security of being. Using a grounded theory approach to study the formation of the state narratives of Kyrgyzstan and of Turkmenistan and utilizing official and media sources and interviews conducted during fieldwork, the thesis analyzes the process of routinization of state identity narratives, showcasing the narrators, the narratives and the processes of self-articulation. The key process that is traced is the routinization of the state narratives, i.e. the sequence of repeated actions (inter-textualized through speech acts and textual references) that transform the self-articulated stories of the states into the realm of the habitual. This process of routinization is then analyzed within the regional context, examining how these routinized narratives influence inter-state cooperation in Central Asia. As such, the thesis contributes to two main bodies of literature: the growing literature on the ideational aspects of regional cooperation in Central Asia; and existing research on the role of state identification practices in the foreign policies of Central Asian states.

Abstract:
A broad and continuously growing range of situations have been determined by the United Nations Security Council as threatening or breaching international peace and security, thereby favouring the use of sanctions. The Security Council, while occasionally authorizing the use of military force has changed its strategy to employ non-military measures in order to enforce compliance with its decisions. The rationale often cited for imposing sanctions is the hope to resolve a conflict without mass suffering and other negative consequences associated with war. This study puts this assumption into context by using Zimbabwe and Iran as case studies to examine whether the use of sanctions is a plausible way to achieve international peace and security or if it is actually problematic to resolving the issues that lead to sanctions. It concludes that our present world system requires an overhaul, where violent mechanisms will be substituted with selfless diplomacy and the moral imagination of peace.

Abstract:
One of the most dynamic events of our time is the large extent of population movements within and across national boundaries. The causes of this movement of people include economic hardship due to various natural calamities such as earthquakes, droughts, famine and floods, as well as economic hardship due to lack of income. Political instabilities represent a central factor that is forcing the population movements at both national and international level. In most of the cases, reality is beeing perceived as follows: if international security is enhanced, so is national security. However, the phenomenon of migration is perceived as being a greater challenge in the field of security towards failure states, rather than it might affect any welfare postindustrial states. Nowadays we are facing a more globalized security environment, fact that is actually providing other states with the possibility to create a better security for their own nations. In order to gain this security immunity, the states should be able to enforce and protect the migration policies within international security. The relationship between migration and security became increasingly complex in the new millennium. As it follows, the focus of this theme is the correlation between migration´s consequences, both positive and negative, towards national security of host states. Furthermore, the topic of this paper is extending over ´what terrorism implies´. In order to reach a clear understanding, it has been analyzed the phenomenon of globalization and its forthcoming implications within both terrorism and migration. As a result of this transformation, terrorism has the power now to threat much more countries in the global area. Nevertheless, the purpose of this thesis is to examine which factors have an impact on international security, within a continental similarity. The central focus reflects over the Euro-Mediterranean area and to certain extends over the United States. The considered factors are: migration, loss/gain of governmental control, the political reaction after the attack of 9/11, spread of democracy (e.g. globalization), and creating citizenship.

ENGLISH ABSTRACT: This study concerned the piratical attacks occurring along the East and West coasts of Africa. Although maritime piracy along the coasts of Africa is not a new phenomenon, recent upsurges in piratical attacks have attracted a great deal of attention. Despite Nigeria being long considered as the hotspot for piratical activity in Africa, the greatest upsurge of piratical activity has been seen in the areas surrounding Somalia, including the Gulf of Aden and the Indian Ocean. The primary objective of this study is to identify the main causes of maritime piracy in Somalia and Nigeria. Also the correlation between state capacity (failed or weak) and the motivations for piracy (greed or grievance) is investigated. The secondary objectives of this study are to investigate the direct manifestations of piracy, as well as the current counter piracy initiatives. This is done in order to evaluate the successes and failures of current counter-piracy approaches in order to create more viable and successful counter measures. It is found that historical factors, as well as political, economic, social and environmental factors contribute greatly to the rise of maritime piracy in both Somalia and Nigeria. Furthermore, it has been found that there are numerous direct causes of piracy in these two countries. These differences and similarities have been investigated using a comparative analysis framework.
AFRIKAANSE OPSOMMING: Hierdie studie het betrekking tot die seerowery wat langs die Oos-en Weskus van Afrika plaasvind. Alhoewel seerowery langs die kus van Afrika nie 'n nuwe verskynsel is nie, het die onlangse oplewing van seerower-aanvalle baie aandag geniet in verskeie oorde. Ten spyte daarvan dat Nigerië lank beskou was as die probleem-area vir seerower aktiwiteit in Afrika, word die grootste toename van seerowery in die gebiede rondom Somalië, insluitend die Golf van Aden en die Indiese Oseaan ervaar. Die primêre doel van hierdie studie is om die oorsake van seerowery in Somalië en Nigerië te identifiseer. Die verband tussen staat-kapasiteit (mislukte of swak) en die motiverings vir seerowery (gierigheid of griewe) word ondersoek. Die sekondêre doelwitte van hierdie studie is om die direkte manifestasies van seerowery te ondersoek, sowel as die huidige teen-seerower inisiatiewe. Dit word gedoen om die suksesse en mislukkings van die huidige teen-seerower benaderings te evalueer ten einde meer lewensvatbare en suksesvolle teenmaatreels te skep. Dit is gevind dat historiese faktore, sowel as die politieke-, ekonomiese-, sosiale- en omgewings- faktore baie bydra tot die ontstaan en opbloei van seerowery in Somalië en Nigerië. Dit is gevind dat daar talle direkte oorsake van seerowery in hierdie twee lande is. Hierdie verskille en ooreenkomste is ondersoek met behulp van vergelykende analises.

This thesis examines the production and function of knowledge concerning security and Israeli security. A critical, post-positivist approach to analysing the constitution and practices connected to security knowledge is justified. From a broadly Foucaultian point of view, the thesis looks at the 'regime of truth' within which ideas of Israeli security concerning Palestinians are formulated. The connections between the Security Studies discipline, academic studies focusing on Israel's security, and the formulation of Israel's policy positions towards the Palestinians are examined. Overall, it is shown how the practices of a 'social scientific' Security Studies discipline engaged in producing 'useful' knowledge for state practitioners reinforces and legitimates official Israeli security discourse and practice based around a conception of a singular state-based identity seeking security, primarily through military-diplomatic means, against a recalcitrant and hostile enemy 'Other' in the Palestinians. This basic framework of security knowledge is traced through official Israeli security discourse and practice (the security dispositif) from 1988 to 2009, offering an in-depth analysis of the development and evolution of official security processes concerning the Palestinians. Adopting an explicitly critical ethos for reflexive research, the thesis disrupts and challenges official Israeli security dynamics, finding them to be repeatedly exacerbating conflictual relations. Through the deployment of the regime of truth, the repeated instantiation of the official Israeli security dispositif is shown to re-incite and re-confirm existing parameters of knowledge and knowledge production. The thesis therefore also provides a detailed and critical examination of the notion of a repetitive 'cycle of violence' at the heart of Israeli-Palestinian relations.

Abstract:
In a post-Cold War, post-9/11 world, the advent of US global supremacy resulted in the installation, perpetuation, and dissemination of an Absolutist Security Agenda (hereinafter, ASA). The US ASA explicitly and aggressively articulates and equates US national security interests with the security of all states in the international system, and replaced the bipolar, Cold War framework that defined international affairs from 1945-1992. Since the collapse of the USSR and the 11 September 2001 terrorist attacks, the US has unilaterally defined, implemented, and managed systemic security policy. The US ASA is indicative of a systemic category of knowledge (security) anchored in variegated conceptual and material components, such as morality, philosophy, and political rubrics. The US ASA is based on a logic that involves the following security components: 1., hyper militarization, 2., intimidation, 3., coercion, 4., criminalization, 5., panoptic surveillance, 6., plenary security measures, and 7., unabashed US interference in the domestic affairs of select states. Such interference has produced destabilizing tensions and conflicts that have, in turn, produced resistance, revolutions, proliferation, cults of personality, and militarization. This is the case because the US ASA rests on the notion that the international system of states is an extension, instrument of US power, rather than a system and/or society of states comprised of functionally sovereign entities. To analyze the US ASA, this study utilizes: 1., official government statements, legal doctrines, treaties, and policies pertaining to US foreign policy; 2., militarization rationales, budgets, and expenditures; and 3., case studies of rogue states. The data used in this study are drawn from information that is publicly available (academic journals, think-tank publications, government publications, and information provided by international organizations). The data supports the contention that global security is effectuated via a discrete set of hegemonic/imperialistic US values and interests, finding empirical expression in legal acts (USA Patriot ACT 2001) and the concept of rogue states. Rogue states, therefore, provide test cases to clarify the breadth, depth, and consequentialness of the US ASA in world affairs vis-a-vis the relationship between US security and global security.

Abstract:
Security is widely recognized as an important property that is tightly interdependentwith safety in safety-critical systems. The goal of this thesis is to conduct case studies on the implications that security attacks may have on the safety of these systems.In these case studies, we formally model the design of a robot arm system, verify itssecurity against some potential attack scenarios, propose mitigation techniques andanalyze their effectiveness. In order to achieve a thorough knowledge about the current formal verification approaches and select a proper modeling language/tool, weconducted an extensive literature review. We performed this review following a wellknown approach proposed by Barbara Kitchenham. The procedure and outcomes ofthis review are detailed in this thesis. Based on the literature review, we chose TRebeca, (a timed extension of Rebeca), as the formal language to model the robot armsystem, attack scenarios and mitigation techniques. Rebeca is an actor-based modeling language with a Java-like syntax that is effectively used to model concurrent anddistributed systems. This language is supported by a full-featured IDE called Afra,which facilitates the development of (T)Rebeca models and verification of correctnessproperties (such as safety and security) on them. Among several functions providedby a robot arm system, we chose two important functions i.e., Stand Still Supervisionand Control Error Supervision, which we believe would be interesting for attackerstrying to get control over robot movements. In particular, attackers may maliciouslymanipulate the parameter values of these functions, which may lead to safety issues.In order to find suitable attack scenarios on these functions, we studied the mostimportant security protocols used in safety-critical industrial control systems. Weobserved that these systems are vulnerable to several attacks, and man-in-the-middleattack is among the most successful attacks on these systems. Based on this study,we devised two attack scenarios for each function and modeled them with TRebeca.To mitigate these attacks, we proposed a redundancy technique, whose effectivenesswas also assured by Afra.

Following the end of the Cold War and the ensuing changes to the international landscape, thinking about security has tended to become more discursive and interpretative in nature. What counts as security has increasingly derived from security discourses (that is, 'securitisation') and uncertainty about the multi-faceted future facing various countries and regions. Within this post-Cold War discourse, the Western Mediterranean has emerged as a region fraught with latent and manifest threats in the economic, political, societal and military sectors. Improved access to EU markets for Maghrebi exports; the security of energy supplies to the EU from Algeria and Libya; lack of democracy and the advance of political Islam; the flow of northward migration and worries about law and order in France, Italy and Spain; the growth in military expenditure and weapons proliferation in the Maghreb; all have been central to the securitisation agenda. However, this agenda has often lacked credibility especially when inter-linkages have purportedly been established between economic underdevelopment and political instability, between the advance of political Islam and the threat to energy supplies, or between immigration and the threat to national identity. Such inter-sectoral linkages distract from the credibility of those 'securitisation instances' which correspond to reality; the former linkages have often been exploited by extremist politicians in south-west European countries as well as by regimes in the Maghreb to advance their respective interests. Thus, securitisation may defeat its main purpose; it may generate responses out of keeping with the aims proclaimed at the outset, aims centred on the countering of real threats and the ensuring of greater stability.

Abstract:
This study explores the driving forces and motives behind contemporary Nordic security cooperation. It asks and investigates whether the security cooperation has a foundation based on a shared (peace) identity or is founded on rational and functionalistic calculations. Through applying a theoretical model based on the theory of Regional Security Complexes the study reveal how external and internal transformations affect the Nordic nations and forces them to respond. The study reveals how both these factors are important when explaining the responses of the Nordic states and the development of the Nordic security cooperation. While national strategies differ there is a need to look to the own region which has led the Nordic states to search for a security structure at home. The study concludes that all of the Nordic nations have had to respond to a changing external environment which has put pressure on their defense budgets which problematizes their national foreign policy and security strategies. A strong Nordic amity and tradition of cooperation has eased a stronger formal structure which increases cost-effectiveness and functionalism for the Nordic states security structures. This structure has replaced older identity based and influence searching structures. Conclusively, contemporary Nordic security cooperation can be said to increase the Nordic states‟ security while simultaneously letting them follow their national security strategies. Norden is thus regaining importance and Nordic security cooperation show that the region is both active and proactive in dealing with their regional issues.

This dissertation seeks to introduce the Copenhague School`s contribution to the area of international security studies. It does so by discussing the history of security studies, as well as the historical context in which the School was founded. It will also be necessary to analyse the main concepts and theoretical perpectives developed by the School. Thereafter, it shall present the criticism levelled at the School`s theoretical and conceptual perspectives. At last, it will become clear that the School`s contribution has surpassed the area of security studies since it has also contributed immensely to the area of international relations theory.

Abstract:
This study examined and analysed human trafficking as a security issue using South Africa and Mozambique as country case studies. Information gathered through documentary analysis methodology is relied upon to develop a conceptual framework of human trafficking and security. The link between trafficking and security is evaluated based on the conceptualisation of trafficking in the Palermo Protocol as well as the criteria for declaring social phenomena security threats, as articulated by the UN and several scholars. Through global and national overviews of human trafficking, its patterns, extent and enabling conditions are identified and analysed. In South Africa and Mozambique, human trafficking has domestic and international dimensions and is facilitated by several factors. However, factors facilitating domestic trafficking do not necessarily facilitate international trafficking in South Africa. The opposite is however, the case in the Mozambican context. An analysis of global, regional, and national counter trafficking measures, shows that the national security implications of human trafficking are not explicitly addressed. Trafficking involves national border violations; organised crime; corruption, and physical violence which have implications for security at all levels. Consequently, recommendations are made for the explicit securitisation of trafficking as well as the demonstration of sufficient political will to combat it. Regional and international co-operation is also considered necessary to combat trafficking, as well as prosecution of offenders and the introduction of poverty alleviating measures.

A tese questiona a marginalização da violência pela literatura dos Estudos de Segurança, o que promoveu o afastamento do campo da dimensão política. Os movimentos de alargamento e aprofundamento tornaram a discussão teórica de Segurança mais rica, mas, ao deixarem de problematizar a violência, levaram à ruptura da relação produtiva entre teoria e prática que norteava os estudos da disciplina desde a sua origem. Desta forma, temas complexos como as novas guerras explicitam a ausência do debate conceitual sobre violência na literatura de Segurança, ocasionando uma carência explicativa para o entendimento desse elemento. Esta tese evidencia que nas novas guerras a violência deixa de ser um meio para se tornar um fim em si mesmo. Ela mostra que os atores envolvidos no conflito armado optam por perpetuar a violência porque esta proporciona ganhos que não são possíveis em tempos de paz. Como alternativa para suprimir essa lacuna explicativa da Segurança, sugere-se que o diálogo da Escola de Copenhague com os Estudos para a Paz, especialmente do processo de securitização com a tipologia da violência, devolve o instrumento conceitual - o próprio conceito de violência - aos Estudos de Segurança e restabelece a relação produtiva entre teoria e prática. O caso do cerco a Sarajevo é trazido como ilustração para o problema e a dinâmica que esta tese explicita.
The dissertation focuses on the marginalization of violence by security studies. While the widening and deepening of security contributed positively to theoretical debates in the field, these moves led to a breakdown of the productive relationship between theory and practice that had characterized the discipline since its genesis. In this way, themes such as the new wars highlight the absence of a conceptual debate about violence in security studies, leading to a lack of explanatory capacity for understanding violence. The dissertation shows that violence becomes an end unto itself as the new wars offer incentives absent in everyday politics. The text suggests, with a view to filling this analytical lacuna within security studies, increased dialogue between the speech act approach espoused by the Copenhagen School and typologies of violence established by scholars within peace studies. Such a dialogue would bring back to security studies the important analytical focus on violence, thus reestablishing a productive relationship between theory and practice. As an illustrative example, the dissertation uses the siege of Sarajevo.

The author suggests that national security issues must dominate arms control initiatives and that the military command establishment should have an expanded role in shaping current arms control initiatives. The author considers two case studies to analyze this relationship. The first case study involves cruise missiles and reveals how issues such as politics, budgets, military missions, technology, stability and verification can impact on arms control negotiations and national security. O presente estudo tem como objetivo central investigar o processo de reconhecimento de oportunidades no exterior por pequenas e médias empresas brasileiras. Este estudo se caracteriza como uma pesquisa longitudinal, que busca entender o fenômeno investigado a partir da perspectiva de processos. As teorias existentes em Negócios Internacionais assumem implicitamente que a internacionalização das firmas é precedida pelo processo de formação de oportunidades, mas apresentam pouca explicação sobre este processo, independentemente de as oportunidades serem criadas ativamente, descobertas aleatoriamente ou por meio de pesquisas Na literatura de empreendedorismo, apesar do crescente interesse pelo estudo de oportunidades, não foi encontrado nenhum modelo que descrevesse o processo de formação de oportunidades como um processo efetivamente. No campo de Empreendedorismo Internacional (EI) pouca atenção parece ter sido dispensada ao processo de reconhecimento de oportunidades internacionais desde que este subtema emergiu na literatura. Uma vez que EI deve integrar tanto as perspectivas teóricas de Negócios Internacionais quanto de Empreendedorismo, a revisão de literatura se divide em duas partes. A primeira apresenta a discussão ontológica sobre a natureza e formação das oportunidades empreendedoras, bem como o posicionamento teórico adotado. Na segunda parte busca-se identificar os fatores e os mecanismos pelos quais estes influenciariam o reconhecimento de oportunidades internacionais. O presente trabalho adotou a perspectiva teórica de Effectuation, uma vez que esta teoria, originária do campo do empreendedorismo, adota a lente de processos sobre a ação empreendedora e privilegia a lógica de controle sobre a lógica de previsão para as decisões estratégicas da firma em contextos de incerteza. De fato a teoria de Effectuation é adequada como embasamento para as teorias de internacionalização dado que a decisão de se internacionalizar é usualmente modelada como um processo e não uma decisão estratégica deliberada e orientada por metas em determinado momento do tempo. A seguinte pergunta orientou o estudo: Como empresas de porte pequeno e médio reconhecem oportunidades no mercado internacional? Observa-se que a pergunta endereçada neste trabalho busca entender como o fenômeno, reconhecimento de oportunidades internacionais, emerge, se desenvolve, cresce ou termina ao longo do tempo. Dessa forma, a perspectiva de processo parece ser a mais adequada para responder a pergunta de pesquisa. Assim sendo, conduziram-se dois estudos de casos longitudinais em empresas em fase de reconhecimento de oportunidades internacionais. Como método de coleta de dados adotou-se a observação em tempo real na qual as duas empresas foram acompanhadas por aproximadamente dois anos. A abordagem longitudinal em tempo real permitiu acompanhar os processos internos das organizações por tempo suficiente para observar como os empreendedores enxergam problemas e oportunidades no mercado externo e como reagem a eles. Os resultados permitiram traçar a evolução do processo de reconhecimento de tais empresas, identificando etapas e eventos importantes. Também foram identificados os fatores e os mecanismos que contribuíram para o reconhecimento das oportunidades no mercado internacional, sendo confrontados com a literatura sobre o tema. Por fim, os resultados obtidos adicionam conhecimento tanto sobre a internacionalização de empresas quanto para o campo do Empreendedorismo Internacional.
The present study has as main objective to investigate the process of recognition of international opportunities by small and medium Brazilian firms. This study is characterized as a longitudinal research, which seeks to understand the phenomenon investigated from the perspective of processes. Existing theories in International Business implicitly assume that the internationalization of firms is preceded by the process of opportunity formation, but presents little explanation of this process, whether opportunities are actively created, discovered randomly or through research. In the entrepreneurship literature, despite the growing interest in the study of opportunities, no model was found that described the process of opportunity formation as a process effectively. In the field of International Entrepreneurship (IE) little attention seems to have been dispensed with the process of recognizing international opportunities since this theme emerged. Since IE sould integrate both the theoretical perspectives of International Business and Entrepreneurship, the literature review is organized into two parts. The first presents the ontological discussion about the nature and the formation of entrepreneurial opportunities, as well as the theoretical positioning adopted. The second part seeks to identify the factors and mechanisms by which these would influence the recognition of international opportunities. The present work adopted the theoretical perspective of Effectuation, since this theory, originating in the field of entrepreneurship, adopts the lens of processes on the entrepreneurial action and privileges the logic of control over the forecasting logic for the strategic decisions of the firm in contexts of uncertainty. In fact, Effectuation theory is adequate as a basis for internationalization theories given that the decision to internationalize is usually modeled as a process rather than a deliberate and goal-oriented strategic decision at a given point in time. The following question guided the study: How do small and medium sized companies recognize opportunities in the international market? The question addressed in this paper seeks to understand how the phenomenon, recognition of international opportunities, emerges, develops, grows or ends over time. In this way, the process perspective seems to be the most adequate to answer the research. Thus, two longitudinal case studies were conducted in companies that are recognizing international opportunities. As a method of data collection, real-time observation was used in which the two companies were monitored for approximately two years. The longitudinal real-time approach has allowed tracking the internal processes of organizations long enough to observe how entrepreneurs see problems and opportunities in the external market and how they react to them. The results allowed the observation of the evolution of the process of recognition of such companies, identifying important steps and events. The factors and mechanisms that contributed to the recognition of opportunities in the international market were also identified, being confronted with the literature on the subject. Finally, the results obtained add knowledge both to International Bussines and to the field of International Entrepreneurship.

The aim of the thesis is to provide an understanding of the practical and conceptual significance of foreign, security and defence policies within the changing epistemology of the state, and the impact of the development of such policies upon the process of European integration. In order to achieve this analysis the thesis proceeds by examining the linkage made in traditional International Relations and Strategic Studies discourse between the state and security before considering alternative concepts whereby the state is becoming detached from its role as the primary provider of security in the international system. This is followed by an examination and assessment of the man theories of integration International Relations. An historical bridging chapter then highlights the relationship between foreign and security policy and the process of European integration. The two core empirical chapters focus upon the Common Foreign and Security Policy (CFSP) and the European Security and Defence Identity (ESDI) and are linked by a short chapter assessing the significant of the second Treaty on European Union, concluded at Amsterdam. The former traces factors leading to the inclusion of CFSP into the Treaty on European Union (TEU) at Maastricht followed by an outline of the institutional structures established and an assessment of CFSP in operation. The latter considers the factors promoting and preventing the EU’s acquisition of a defence capability. In particular attention is drawn to the significance of reform within the Atlantic Alliance, the future of the Western European Union (WEU) and the national positions of the British and French governments. The content of these chapters has required constant updating as circumstances change. A great deal of information for these chapters is, therefore, based two series of elite interviews, the first with British officials and Members of the European Parliament conducted during the summer of 1997; the second with personnel from EU, WEU and NATO institutions, conducted in March 1999. Finally a conclusion is reached as to the significance of such developments in assessing the nature of the European Union.

Abstract:
This thesis addresses a perceived limitation of Ole Wrever's securitisation theory resulting from the undertheorised nature of the effects of securitisation and desecuritisation. This thesis challenges this minimalism and proposes a coherent set of systematic tools by which the effects of either can be analysed. The key here is the idea that not all securitisations are the same, but rather that they differ in terms of who is benefited by a given securitisation or, in other words, securitisation for whom. Starting from the idea that it matters who benefits from a given securitisation, this thesis develops with agency-benefiting securitisation and with problem-benefiting securitisation two types of securitisation. In tandem with this, the thesis develops two types of desecuritisation namely, 'desecuritisation as politicisation' and 'desecuritisation as depoliticisation'. For the environmental sector of security this thesis further develops normative conceptualisations of positive and negative securitisation and desecuritisation, whereby positive and negative are derived from what in moral philosophy is known as a consequentialist ethic, whereby the moral rightness (or wrongness) of an action is evaluated in terms of its consequences. This thesis finds that in the environmental security sector positive and negative securitisation/desecuritisation correspond to the categories of problem- and agency- benefiting securitisation, and desecuritisation as politicisation/depoliticisation respectively. The theoretical framework is applied to the case of U.S. environmental security from 1993 - 2006. This application affimls the existence and the merits of types of securitisation and desecuritisation, it further affirms the logic and intrinsic worth of a consequentialist evaluation ofsecurity and it offers valuable insights into the theory and practice of environmental security.

Since the Great Famine of the mid-1990s, the the Democratic People’s Republic of Korea (DPRK) has experienced significant socioeconomic and political changes. Most importantly, the ways in which North Koreans produce, distribute, and consume food, which shed light on food security, has changed in a great deal. Scholars have sought to understand whether and how food security has improved and why the regime stayed in power despite predictions of its likely demise. The paper examines trends among indicators of food security—food availability and nutritional status in the DPRK—that show overall improvement, while acknowledging that the DPRK still suffers from food insecurity in absolute terms. This paper argues that three factors account for this improved food security: unexpected acceptance of international food assistance, marketization from below, and a series of government policies adjusting to marketization. Based on the analysis of the literature investigating the three factors and their effects, the paper claims that international food assistance was necessary for pulling the country out of the Famine, but food assistance alone did not explain improved food security in the longer term. The paper found that the combination of marketization and government policies was the primary contribution to improved food security. The paper deepens the understandings of policymakers on why the DPRK is not collapsing despite the ongoing food shortages. It also suggests a need for studies of food security to theorize the interaction between state policies and individual agency or coping behaviors.

Violence is a leading cause of death and disability worldwide. Drawing on the disciplines of Political Science and Public Health the purpose of this study is to understand the conditions that determine political traction for the issue of violence and facilitate the adoption of a strategy of prevention. Using multiple-case study methodology, it draws on data collected from 42 in-depth semi-structured interviews, eight weeks of direct observations and more than 200 pieces of documentary evidence to examine violence prevention policy development in the Western Cape Province of South Africa, Jamaica and the Republic of Lithuania. The Shiffman Public Health Policy Priority Framework is applied to identify the factors that influenced the advancement of violence prevention policy in each case and to draw cross-case comparisons. The employment of this public health specific framework in the field of violence prevention allows the study to reach conclusions as to the utility of this framework for broader public health policy analysis and to proffer some refinements. Further findings suggest that bringing together academics, advocates and policy- makers into networks, focused on a shared concept of violence, gains political traction for the issue of violence and a strategy of prevention. It is found that the conceptualisation of violence and perception of prevention are framed in a case specific historical context and that an examination of this context is necessary to understand the conditions that shape the status of violence prevention policy. The results suggest that the development of violence prevention policy in other countries would be expedited by the coalescing and informed engagement of the violence prevention policy community in the web of institutions, interests and ideas that underpin the public health policy process.

Foi feita uma revisão da literatura sobre alianças estratégicas com foco em sua aplicação prática à realidade das empresas familiares. A metodologia adotada foi o estudo de casos. Foram analisados dois casos de empresas familiares brasileiras, sendo uma de pequeno e outra de grande porte, cujas experiências principais foram com alianças em marketing. As alianças foram bem-sucedidas em auxiliar o processo de internacionalização das empresas estudadas. Verificou-se que características das alianças tiveram papel relevante na internacionalização das empresas.
The study aimed at investigating how Brazilian family firms can internationalize by means of strategic alliances with multinational corporations. A literature review on strategic alliances was carried out focusing on the practical application to family firms. The study used the case method of investigation. Two cases of Brazilian family firms were analysed. One company was small-sized and the other large-sized, and their most relevant experiences were with marketing alliances. The alliances were successful in supporting the internationalization process of the firms studied. Certain characteristics of the alliances had a relevant role in the companies internationalization.

Given the growing acceptance of the significance of the use of military force for humanitarian purposes, the humanitarian crises in Maluku and Aceh might prima facie have justified humanitarian intervention similar to that in East Timor. By analysing the differences from the Indonesia’s domestic political point of view it is clear that the conscience-shocking situation caused by the violent conflicts was not the compelling factor for the international community to militarily intervene. The deployment of a multinational force in East Timor (INTERFET) was decided only after the UN and foreign major countries believed that such military intervention would not jeopardize the ongoing process of democratization in Indonesia. This suggested that Indonesia’s domestic circumstance was central to whether a similar measure in Maluku and Aceh would take place or not. Due to the reformasi (political reform) in Indonesia within which the independence of East Timor took place, two main changes within Indonesian politics, namely the growing sentiment of anti-international intervention and the continuing democratization process, helped to ensure that humanitarian intervention in the two other regions did not happen.These two conditions were fortified by the increasingly consolidated democratic politics which brought the communal conflict in Maluku to the Malino Peace Agreement. The emergence of a stronger and democratic government in Indonesia, furthermore, made cooperation with the international community possible in seeking a peaceful resolution to the armed conflict in Aceh. By involving the Crisis Management Initiative (CMI) the government of Indonesia and the Free Aceh Movement (GAM) agreed to the Helsinki peace agreement and accepted the role of the Aceh Monitoring Mission (AMM) to secure its implementation. Thus, a strong democratic government made an international military intervention for humanitarian purposes unnecessary.

Abstract   Today a lot of people in the world experience food insecurity. In this paper a qualitative content analysis method has been used in order to answer the following question:   How does the European Union work with food security? More specifically, this paper investigates if the EU´s focus is on strengthening people’s entitlements or on increasing the availability of food, e.g. through increasing the production of food.   This analysis was able to confirm that the 23 European Union projects (within the international cooperation and development context) which were analysed focus their attempts to achieve food security in a variety of different ways. Around half the projects include elements of improving both entitlements and food availability/production, whilst roughly half of the projects aim to improve only one of the above-mentioned elements. It was possible to identify Sen’s entitlement approach in the European Union projects; however, the paper reached the conclusion that although the entitlement approach to achieving food security is clearly very influential in the projects, it is not the only influence present.

This dissertation investigates the specific factors that drive state action in Canadian Arctic security policy, particularly in relation to securitization of the Arctic region and historical factors that influence decision-making. The purpose of this research is to develop stronger linkages between securitization processes and actual policymaking. When studying the Arctic as a defined geographical space, we see considerable differences between Arctic states when it comes to how cultural and historical attachment to the Arctic region may serve as a selling point for the ability of national governments to justify allocation of defense resources to their respective publics. Using the Canadian case, this research illustrates the strength of identity factors when compared to day-to-day bureaucratic politics and the influence of public opinion. This dissertation does not follow the ideas of one particular theoretical paradigm, but instead utilizes eclecticism to better illustrate the depth of the various factors that may contribute to policymaking. Additionally, the effects of policymaking and securitization processes are measured through public opinion. The ultimate findings of this research support a hypothesis of linear identity factors as a major influence on Canadian Arctic security policy, but also suggest that research on securitization theory needs to better connect rhetorical v securitization processes to actual policymaking. Through this, the research not only provides value in using this case as a test for the strengths and limits of securitization theory, but also emboldens understandings of security policy as being driven by a combination of domestic policy, foreign policy, endemic historical factors, and government strategic communication practices.

This study is concerned with the issue of international technology transfer, particularly to developing countries through licensing. Given the imperfect nature of technology market, multinational enterprises (MNEs) wield considerable amount of bargaining power in the negotiation of technology transfer arrangements with both related and unrelated parties. However, the intervention of host governements [sic] in the negotiation processes increases the complexity of the bargaining power issue. This aspect of transfer negotiation which is largely ignored in the literature, stems from "perceived need" to increase the benefits flowing from the operations of MHEs in the host country. Therefore the relationship between foreign investors and host countries is one of bilateral monopoly : the foreign investor has control over capital, technology, management and marketing skills needed to launch a product successfully; the host country has control over access before investment is made and over conditions for operating afterwards. Evidence from the literature show that bargaining power is a dynamic concept which incorporates a wide variety of variables. With developing countries, these variables are further complicated by the knowledge that neither the goals nor the relative bargaining strengths of the MNEs and host governments are static. They change over time. Therefore this study assesses the bargaining power determinants in a "controlled market" in which conditions are determined by the political and economic aspirations of the host government rather than by market forces of demand and supply. It also reviews the policy implications of the findings on the licensor; the licensee; and the host government. The results of this research revealed that in Nigeria, two principal factors were decisive in the determination of bargaining powers of both the multinational enterprises and the country, and these were (i) technology and its perceived importance by the host country, and (ii) the host government control policies.

Ideas about why US foreign policy actors have turned ever more frequently to private military contractors (PMCs) and private security contractors (PSCs) over the past decade and a half abound. Descriptive accounts of the rise of these corporations have become something of a cottage industry over the past decade or so. The various ideas advanced have yet to be placed under rigorous empirical scrutiny, however. This dissertation builds from the existing descriptive literature to advance a new theoretical framework to explain the rise of private contractors. It analyzes this framework as well as alternative ideas using both quantitative and qualitative analysis, marking the first time this important subject has been systematically examined with both social science methods.
