Abstract:
The research examine about Mobile Brigade Corps’ contribution in overcoming the West Java’s DI/TII affairs. The background of this research is because as a police troops, Mobile Brigade Corps contribute in overcoming one of the domestic security intruption problems that happened in Indonesia in the 1950’s decade, namely West Java’s DI/TII. However, that contribution from Mobile Brigade Corps is unpopular. Then, the main question in this research is how is the contribution of the Mobile Brigade Corps in overcoming the West Java’s DI/TII affairs. The method used in this research was a historical research method, with four research steps, namely heuristics, criticsm, interpretation, and historiography. The research technique used for collected the data was literature and documentation study. Based on this research’s result, West Java was in emergency state (SOB)/danger situation in the 1950’s deacade, it was because at that time, the security condition in West Java was worsed due to the domestic security intruption problem, caused by West Java’s DI/TII. Mobile Brigade Corps involved in overcoming the West Java’s DI/TII affairs because at that time, Djawatan Kepolisian Negara was involved in the task of overcoming that West Java’s DI/TII for seconded to Tentara Teritorium III/Siliwangi, Mobile Brigade Corps used because it’s the paramilitary troops from Djawatan Kepolisian Negara. The efforts from Mobile Brigade Corps were formed the Ranger Troops and mobilized Mobile Brigade Coprs’ troops, including the Ranger Troops in domestic security operation to overcoming the West Java’s DI/TII affairs.

Abstract:
Since January 2017 the Lithuanian-Polish-Ukrainian brigade (LITPOLUKRBRIG) is fully operational to influence and shape not only regional security but also international peace out of Europe. Its development potential can contribute to support Ukraine in its current military reform as well as in an accession process to NATO. It can positively impact military competencies, capabilities, and capacities of all founding nations and contribute to a stronger regional identity based on common values, interests, experiences and threats perceptions either. Now is the time for the founding nations to decide whether to keep a status quo of the brigade or to further build its “trademark” upon its strengths and competencies. If they choose the second option, the Brigade has to become more visible and active in the security sphere which leads to the necessity to demonstrate its effectiveness and utility in practice. The purpose of this article is to answer the questions: where is the development potential of the Lithuanian-Polish-Ukrainian Brigade and how it can be used in the context of strengthening both tripartite cooperation and security in the region. In the introduction, the author collides different perspectives on the future of LITPOLUKRBRIG. In the first part, he argues that the brigade can help Ukraine to join the Euro-Atlantic family. In the second part, he justifies that the brigade can have a positive impact on military capabilities development and the interoperability of the armed forces of all founding states. In the third part, he justifies that the brigade has the potential to shape regional security. In the fourth part, he argues that LITPOLUKRBRIG can contribute to building a stronger regional identity and tripartite cooperation based on common values, interests, experiences and common threat’s perception.

Abstract:
This research analyzes the technical training needs required by the Mobile Brigade Pioneer Battalion of Polda Metro Jaya in securing the National Capital City. Securing the National Capital is a complex challenge and requires high readiness and competence from the police, especially the Pioneer Battalion. In this research, the author uses a qualitative approach with the Training Need Analysis (TNA) analysis method, which involves questionnaires and a literature study. The results of the analysis show that the Pioneer Battalion is widely applied in various security tasks, which include handling high-intensity crime threats and managing natural disasters. The involvement of the Vanguard Battalion generally plays a role in supporting regional police when the intensity of the threat reaches a high escalation. Training uses a training manual published by the Foster Police Department. The research results show that there is still potential to improve training. In this analysis, the author emphasizes training based on actual needs for securing the National Capital, enhancing services to the community, and preparing to face future threats. In conclusion, this research identifies the importance of technical training in securing the National Capital by the Mobile Brigade Pioneer Battalion of Polda Metro Jaya. Based on the analysis, it is recommended to provide training that is not only related to the tasks and duties of the Pioneer Battalion in the context of securing the capital. Because the involvement of the pioneer battalion was extensive and not only related to security. The development and improvement of technical training that is relevant to the actual needs for security of the National Capital will strengthen the readiness and competence of Pioneer Battalion members in carrying out complex security tasks involving various other security aspects.

Abstract:
This article gives insight in a running dissertation at the University in Potsdam. Point of discussion is the spatial and temporal distribution of emergencies of German fire brigades that have not sufficiently been scientifically examined. The challenge is seen in Big Data: enormous amounts of data that exist now (or can be collected in the future) and whose variables are linked to one another. These analyses and visualizations can form a basis for strategic, operational and tactical planning, as well as prevention measures. The user-centered (geo-) visualization of fire brigade data accessible to the general public is a scientific contribution to the research topic 'geovisual analytics and geographical profiling'. It may supplement antiquated methods such as the so-called pinmaps as well as the areas of engagement that are freehand constructions in GIS. Considering police work, there are already numerous scientific projects, publications, and software solutions designed to meet the specific requirements of Crime Analysis and Crime Mapping. By adapting and extending these methods and techniques, civil security research can be tailored to the needs of fire departments. In this paper, a selection of appropriate visualization methods will be presented and discussed.

National security is the basic need of every citizen besides welfare. Oneof the ways to achieve national security is to increase the deterrence power of the community in dealing with every problem in their environment. Therefore, 15th/Kujang II Infantry Brigade strives to embody those purposes with social communication strategy through spilled market activity. Social communication development is one of several methods of Territorial Management of the Indonesian Armed Forces in the form of communication activity that is carried out effectively and sustainably. This social communication strategy is applied as a medium for socialization, as a medium for equalization of vision, mission and interpretation of media for coordination, integration, synchronization and simplication as well as a means to improve, maintain and strengthen the unity of the Indonesia Armed Forces and society in order to achieve main tasks of Indonesia Armed Forces. Yet in implementing territorial management through that social communication development, this endeavor is still not in accordance with the expected goals. Therefore, in order this spilled market activity does not seem like a common market in general, this study was conducted to analyze the social communication strategy of the 15 th /Kujang II Infrantry Brigade also the constraints in its progress through spilled market activity to embody national security in Cimahi City.In order to achieve that purpose, this research is conducted with qualitative method, depth-interview technique, passive observation and document review. This research found that social communication strategy that was conducted by 15 th /Kujang II Infantry Brigade is by educating society about social problems that occur in the society and their role in problem solving in the community. 15 th /Kujang II Infrantry Brigade also conducting territorial guidanve to the whole community that the community also plays a role in realizing national security through awareness, as it is their role as an early detection and early prevention in a society, as a form of deterrence for threats. As the role of United Nations peacekeeping operations has evolved in recent decades so too has the legal interpretation of the way in which international humanitarian law (ihl) is viewed as applying to its peacekeepers. While it has been understood that the un could become a party to armed conflict, the organization has never publicly acknowledged this until the establishment of the Intervention Brigade of the of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (monusco) pursuant to Security Council resolution 2098 of March 2013. This article addresses the legal consequences of the Intervention Brigade as a party to armed conflict and the insights it provides into the legal status of un peacekeeper under ihl. In particular, it will argue that the established legal framework for un peacekeeping operations as having the protected status of civilians under ihl has proved ill-suited for the Intervention Brigade and its experience has highlighted the inconsistencies and gaps in the rules that have been developed.

Abstract:
This article discusses the role of the East Nusa Tenggara Regional Police Mobile Brigade in Preventing Terrorism in the Border Area. The background of this research is the implementation of the functions and authority of the East Nusa Tenggara Police Mobile Brigade in preventing terrorism in the Indonesian border region with Timor-Leste and what are the obstacles of the NTT Regional Police Mobile Brigade in conducting terrorism prevention in the border region of the State of Indonesia and the State of Timor Leste. This research is an empirical study. Data collection used in this study was a library research, interviews and analyzed qualitatively. Based on the results of the study, the number of personnel at the moment the National Police who are on duty at the Brimob Sub Den 2 Atambua Atambua NTT Regional Police are 114 personnel, which is considered quite in accordance with the ratio of cross-border post guard. that patrols were mostly carried out in the form of routine satker patrols (70%). The rest is done together with the Timor Leste government and government agencies involved in border management (10%). Other tasks are in the form of adjustments, in accordance with field conditions that occur at that time. Regarding the threat of terrorism, all respondents (100%) thought that the threat of terrorism ever occurred at the Border, namely the threat in the form of terror, 40% the threat of recruiting terrorism networks was only 30% and the threat of bombing occurred 30%. The obstacles faced by the NTT Regional Police Mobile Brigade in securing border areas are inadequate Accessibility to Border, Inadequate Facilities and Infrastructure, Minimal number of security personnel, Border Area Conflict, Inter-ethnic, ethnic and religious conflict, Lack of Community education about Nationality.Keywords: Mobile Brigade; Terrorism; Border; AbstrakPenelitian ini Peran Brigade Mobile Kepolisian Daerah Nusa Tenggara Timur Dalam Mencegah Terorisme Di Wilayah Perbatasan. Berdasarkan hasil penelitian, jumlah personal Saat ini anggota Polri yang bertugas di Sat Brimob Sub Den 2 Pelopor Atambua Polda NTT berjumlah 114 personal, hal tersbut dirasa cukup sesuai dengan rasio penjagaan pos lintas perbatasan negara. Bahwa patroli banyak dilakukan dalam bentuk patroli rutin satker (70%). Selebihnya dilakukan bersama pemerintah Timor Leste dan instansi pemerintah yang terkait pengelola perbatasan (10%). Tugas lain sifatnya berbentuk penyesuaian, sesuai dengan kondisi lapangan yang terjadi saat itu. Terkait ancaman terorisme, semua responden (100 %) berpendapat bahwa ancaman terorisme pernah terjadi di Perbatasan yaitu ancaman berbentuk terror 40 % ancaman perekrutan jaringan terorisme hanya 30 % dan ancaman bom terjadi 30 %. The criminal act of terrorism is a serious crime that endangers the state ideology, state security, state sovereignty, human values ​​and various aspects of social life so that its eradication needs to be carried out in a specific, planned, directed, integrated and sustainable manner. The Datasemen Gegana Brimob unit is a certain police unit that has the agility to carry out political actions in creating order and security in society, especially in terms of countering the threat of terrorism. This study aims to conduct an analysis of the role of the Riau Islands Police Mobile Brigade Unit Datasemen in combating terrorism crimes with a research study at the Satbrimob Polda Riau Islands Province-Batam. This study analyzes the dimensions of legal regulation and the constraints and solutions. This study uses a descriptive method by using a normative approach (legal research) to obtain secondary data and an empirical approach (juridical-sociological) to obtain primary data through field research (field research). Based on the results of the study, it can be concluded that the role of the Riau Islands Police Mobile Brigade Unit Datasemen in overcoming terrorism crimes has not been maximized. The Datasemen of Brimob Polda Kepri have constraints of limited funds and lack of personnel in carrying out countermeasures for criminal acts of terrorism.

The value of the indicator depends on the success of the security organization of the base camp during hostilities. The probability of success of the security organization of the base camp during hostilities will be determined by the initial qualitative ratio of the forces and means of the parties and the coefficient of the degree of fortification equipment of the base camp.

Abstract:
Purpose – The purpose of this article is to analyze how the installation of these offices is in the eight municipalities with units of the 12th Military Fire Brigade (12º BBM).Design/methodology/approach – This study had an exploratory character. Data collection took place through structured interviews with a total of eight interviews carried out with the Secretaries of Administration of the prefectures, one for each municipality with units of the 12th Military Fire Brigade (12º BBM).Findings – It was observed that, despite the positive impact generated in local public security, only the municipality of Panambi has the GGIM in operation, however, it only conducts meetings of the Plenary, with partial installation, reducing the positive impact on public safety local. It became clear that municipalities ignore its importance for the promotion of local public safety by creating GGIMs only on paper.Research limitations/implications – Do not realize interviews with those responsible for the creation of the offices is a limiting factor of the research, as well as the short time of operation of the GGIM’s to carry out a comparative analysis of crime rates.Originality/value – It highlights the importance and potential of the Municipal Integrated Management Offices for the transformation of the local scenario, while providing a channel for dialogue between the actors involved and for the establishment of joint and planned solutions to the problems faced within the scope of Public Security.

Abstract:
This two part thesis investigates the lack of definition of the wording “all necessary means” and how it ultimately impacts a decision making gap between the Security Council and the troop contributing countries regarding the use of force in UN peace operations. The assumptions are based on Reus-Smit’s constructivist theory, emphasizing that both politics and international law needs to be studied with a holistic approach in order to understand how the two realms shape each other. The assumption of this thesis is that “all necessary means” is not providing enough guidance to constrain the TCCs to behave as sovereign, equal actors in an anarchical structure. The second part of the thesis is a within-case-study of MONUC/MONUSCO, and the Security Council resolution 2098 that established the Force Intervention Brigade.

Aquesta tesi explica la formació i el desenvolupament de la companyia de bombers de la ciutat de Lleida, un procés que comprèn des de la segona meitat del segle xix i fins al darrer quart del xx. Es tracta d’una investigació que, per tal d’aprofundir en la totalitat de l’objecte d’estudi, s’ha plantejat des de dues perspectives diferents que resulten, però, complementàries. En primer lloc, s’ha caracteritzat la vessant institucional on s’inclou l’anàlisi del finançament i la conjuntura política que ha sustentat el cos, els reglaments que l’han organitzat, el personal que l’ha format, els recursos materials que ha disposat i els serveis que ha prestat. En segon lloc, s’ha situat la companyia en l’entorn social de cada conjuntura històrica, presentant-la com una nova i necessària eina d’afermament de la seguretat pública que creixia en conjunció amb altres polítiques de caire cívic com l’higienisme i un nou urbanisme. Tot plegat, desenvolupat en el context de transformació urbana que va significar el pas des d’una ciutat d’Antic Règim a una nova urbs burgesa amb estructures pensades per a possibilitar l’expansió del capitalisme. Ben entrat el segle xx –sobretot a partir de la segona meitat de la centúria–, el servei d’extinció d’incendis evoluciona cap a noves funcions que complementen la protecció ciutadana tradicional i que el situen en l’àmbit del benestar social. La fonamentació heurística del treball se centra en el buidat de fonts procedents dels arxius locals, majoritàriament de l’arxiu de la Paeria de Lleida i en fonts d’hemeroteca relacionades amb cada fase cronològica del treball .
Esta tesis explica la formación y el desarrollo de la compañía de bomberos de la ciudad de Lleida, un proceso que comprende desde la segunda mitad del siglo xix hasta el último cuarto del xx. Se trata de una investigación que, con la intención de profundizar en la totalidad del objeto de estudio, se ha planteado desde dos perspectivas diferentes pero que resultan complementarias. En primer lugar, se ha caracterizado la vertiente institucional donde se incluye el análisis financiero y la coyuntura política que ha sustentado al cuerpo, los reglamentos que lo han organizado, el personal que lo ha formado, los recursos materiales de los que ha dispuesto y los servicios que ha prestado. En segundo lugar, se ha situado la compañía en el entorno social de cada coyuntura histórica, presentándola como una nueva y necesaria herramienta de afianzamiento de la seguridad pública que crecía en conjunción con otras políticas de cariz cívico como el higienismo y un nuevo urbanismo. Todo ello, desarrollado en el contexto de transformación urbana que significó el paso desde una ciudad de Antiguo Régimen a una nueva urbe burguesa con estructuras pensadas en hacer posible la expansión del capitalismo. Ya avanzado el siglo xx –sobretodo a partir de la segunda mitad de la centuria–, el servicio de extinción de incendios evoluciona hacia nuevas funciones que complementan la protección ciudadana tradicional y que lo sitúan en el ámbito del bienestar social. La fundamentación heurística del trabajo se basa en el vaciado de fuentes procedentes de archivos locales, mayoritariamente del archivo de la Paeria de Lleida y en fuentes de hemeroteca relacionadas con cada fase cronológica del trabajo.
This thesis tells us about the formation and development of Lleida’s fire brigade, a process which takes in from the nineteenth century second half till the twentieth century final years. It is a research that, in order to go deeply into the subject of study itself, has been proposed from two different, but supplementary, approaches. Firstly, it distinguishes the institutional viewpoint which includes the financial analysis and the political situation which has held up the brigade, the regulation applied to organize it, its crew, material resources that have been used, as well as the service offered. Secondly, the brigade has been part of the social background during each historical situation, being considered as a new and necessary tool to strengthen public security and which has grown along other public spirited policies such as hygienism and new urban development. All together, it developed in a context of town planning transformation which led an Old Regime town into a new middle class town, whose structures were thought to enable capitalism to spread. The contemporary threat of terrorism has changed the ways in which government and the public view the world. Unlike the existential threat from nation states in previous centuries, today, government and the public spend much of their effort looking for the inward threat. Brought about by high profile events such as 9/11, 7/7, and 3/11, and exacerbated by globalisation, hyper-connected social spheres, and the media, the threats from within are reinforced daily. In the UK, government has taken bold steps to foment public safety and public security but has also been criticised by some who argue that government actions have labelled Muslims as the ‘suspect other'. This thesis explores the counter-terrorism environment in London at the community/government interface, how the Metropolitan Police Service and London Fire Brigade deliver counter-terrorism policy, and how individuals and groups are reacting. It specifically explores the realities of the lived experience of those who make up London's ‘suspect community' and whether or not counter-terrorism policy can be linked to further marginalisation, radicalism, and extremism. By engaging with those that range from London's Metropolitan Police Service's Counterterrorism Command (SO15) to those that make up the radical fringe, an ethnographic portrait is developed. Through that ethnographic portrait the ‘ground truth' and complexities of the lived experience are made clear and add significant contrast to the aseptic policy environment.

In the field of English for Specific Purposes (ESP), the majority of the efforts have been put into the area of English for Academic Purposes (EAP), a sub-field of ESP. There is however, another subfield of ESP, English for Occupational Purposes (EOP) that has received relatively much less attention from researchers. In the area of EOP the focus of most of the research has been on English for Business Purposes (EBP). Although the fields concerned with EOP research have a wide scope, little attention has been paid to English for law enforcement purposes. Therefore, the purpose of this study is to investigate the English educational needs of the Taiwanese Aviation Police Office. At present, English is used as the lingua franca by police officers when communicating with the foreign passengers at Taoyuan International Airport. This study is a needs analysis assessing the English needs of the aviation police officers working at the outgoing security examination checkpoints. Based on the results of the needs analysis, some pedagogical suggestions are offered at the end of this study. In this study, the data collection methods employed include of a questionnaire survey, in-depth interviews with the police chiefs and mid-rank officers and the informal talks with the front-line members. Based on the needs analysis model of Dudley-Evans & St John (1998), the study investigated the full scaled needs including the target situations, present situations, lacks, wants, learning situations, the learners’ information, the role of English and the means analysis. It should be especially noted that the means analysis highlighted the political and cultural factors that affect the future implementation of English courses offered by the Aviation Police Office. The results of this study show that (1) the front-line members’ English language lacks have created difficult communicative situations for them: poor listening comprehension ability, unable to correctly explain the security examination laws and name the dangerous goods prohibited in the aircraft; (2) the underlying factors concerning work stresses are related to the inadequate English ability of the officers. The lacks, wants and the situations derived from the needs analysis should be translated into course objectives. Therefore, in this study, rudimentary pedagogical suggestions were offered based on such course objectives.

The officers of City Brigade visit in person the foreigners who are reported getting involved in unlawful activities, or who have overstayed their visa. Therefore, the scope of City Brigade’s service is all-inclusive, from urban to suburban area, and even some desolate or unidentifiable areas. Once emergencies occurred, it’s difficult for City Brigade figuring out the accurate positions of on duty officers, vehicles, or guarded foreigners. Today, GPS's scope of application is extensive, including navigation, measurement, positioning so on so forth. No matter in military or civilian aspects, GPS is developable, and it’s accessible to the public for accuracy in positioning in purpose of safety during navigation. This research aims at improving the safety of on duty officers and meeting the needs of emergency rescuing with the help of GPS’s rapid and accurate features.

Celem pracy jest zaprezentowanie roli samorządu powiatowego w systemie zarządzania kryzysowego w Polsce. Ponadto ustalenie, jaki jest wpływ organów samorządu powiatowego w tym systemie zarządzania kryzysowego w walce z występującymi zagrożeniami, oraz zobrazowanie współdziałania tegoż samorządu powiatowego z powiatowymi służbami inspekcjami i strażami, a także wyszczególnienie pozycji starosty powiatowego jako organu odpowiedzialnego za zarządzanie kryzysowe na terenie powiatu. Praca składa się z ośmiu rozdziałów, gdzie omówiono poszczególne zagadnienia dotyczące samorządu powiatowego jak i zarządzania kryzysowego w Polsce. Prezentowana dysertacja doktorska składa się z dwóch części: literaturowej i empirycznej. W części literaturowej przedstawiono kształtowanie się ustroju samorządu powiatowego w Polsce na przestrzeni wieków, a także ustrój oraz zadania samorządu powiatowego. Ukazano również istotę zarządzania kryzysowego w państwie, podział zagrożeń, oraz organizację i funkcjonowanie systemu zarządzania kryzysowego na poszczególnych szczeblach administracyjnych od szczebla krajowego, wojewódzkiego z wyszczególnieniem szczebla powiatowego. Scharakteryzowano planowanie kryzysowe w samorządzie powiatowym oraz dokonano uszczegółowienia udziału powiatowych służb, inspekcji i straży w systemie reagowania kryzysowego. W części empirycznej poddano analizie działania samorządu powiatowego i organów administracji rządowej powiatu starogardzkiego w związku z przejściem trąby powietrznej w lipcu 2012 roku oraz pożaru kompleksu młynów w maju 2013 roku. Opisano rozwój sytuacji kryzysowych i oceny procedur współdziałania powiatowych służb, inspekcji i straży. Dominującą strategią badawczą, na której oparto główne meritum stała się analiza dokumentacji ze zdarzeń, a także wywiad ekspercki z przedstawicielami organów odpowiedzialnych za zarządzanie kryzysowe w powiecie. Przedstawiono również propozycję modelu zarządzania kryzysowego na poziomie powiatu.
Aim of this thesis is to present the role of local government in the crisis management system in Poland. In addition, determining what is the influence of self-government bodies of the district in the crisis management system in the fight against common threats, imaging interaction of that local government district with the county departments of inspections and emergency services, as well as specify the legal status for the governor of the county as the body responsible for crisis management in the county. The study consists of eight chapters, where are discussed particular issues concerning local government and crisis management in Poland. Presented doctoral dissertation consists two parts: literary and empirical. The theoretical part presents the development of the system of county government in Poland over the centuries, as well as the structure and tasks of local government. It shows the essence of crisis management in the country, the distribution of risks, and the organization and functioning of the crisis management system at various national and local administrative levels, and detailing the county level. It characterizes contingency planning in county government and specifies the share of district services, inspections and services in the system of emergency response. In the empirical part there are analyzed the activities of local government bodies of Starogard County in connection with the whirlwind strike in July 2012, and the fire of mills complex in May 2013. It describes the development and evaluation of crisis management procedures and cooperation of district inspections and emergency services. The dominant research strategy, which the principal substance is based on, has become a documentation analysis of the events, as well as expert interview with the representatives of the authorities responsible for crisis management in the county. It also presents a proposal for a model of crisis management at the local level.

Bilateral Franco-German cooperation in security and defence is characterized by a paradox. On the one hand, France and Germany are closely connected institutionally, and consult across all key areas of foreign policy, security, and defence in highly regularized ways. On the other hand, the countries’ general orientations in security and defence, as well as their strategic postures and numerous policy preferences in these domains, often are disparate and, not infrequently, deeply divergent. This chapter outlines both the institutional underpinnings of the robust Franco-German bilateral connection and the enduring differences between France and Germany. It then explores how this ‘double logic’ of institutional cohesion versus preference divergence plays out across key areas in security and defence, including armament cooperation; nuclear forces; the Franco-German brigade and the Eurocorps; and military deployment. The chapter concludes by discussing where the Franco-German relationship may be heading, and the implications of these developments for European politics.

Between 1984 and 1990, lesbian and gay activists in the Bay Area and in Nicaragua built transnational ties that reshaped the gay and lesbian left. Two solidarity brigades composed largely of lesbians of color, Somos Hermanas and the Victoria Mercado Brigade, traveled from San Francisco to Nicaragua and made Nicaraguan solidarity a vehicle for multiracial, transnational, and women of color feminism. Meanwhile, the Nicaraguan lesbian and gay movement sought recognition in the Sandinista Revolution. They resisted repression by Sandinista security forces but kept that repression unknown in the United States to ensure ongoing support from solidarity activists. By managing solidarity efforts, Nicaraguan activists pursued their own goals and won Sandinista support for AIDS prevention and lesbian and gay activism.

Attending were the president, Vice President Lyndon B. Johnson, Secretary of State Dean Rusk, Secretary of Defense Robert S. McNamara, Attorney General Robert F. Kennedy, JCS Chairman General Lyman L. Lemnitzer, Assistant Secretary of Defense for International Security Affairs Paul H. Nitze, and Special Assistant for National Security Affairs McGeorge Bundy. CIA Director Dulles and Bissell’s deputy Tracy Barnes outlined a detailed operational plan, which called for the Brigade, now over eight hundred men strong, to stage a daylight amphibious and airborne assault on the Cuban coastal city of Trinidad. While the Brigade landed, its air wing would destroy Castro’s air force and other strategic targets throughout the island. As soon as the exiles secured a beachhead, they would proclaim a Cuban provisional government, which the United States could then recognize.

Abstract This chapter studies a typical case where Blue Helmets matched the perpetrators’ use of violence against civilians, the 2013 joint operations conducted by the Forces armées de la république démocratique du Congo (FARDC) and the UN’s Force Intervention Brigade (FIB) against the armed insurgent group Mouvement du 23 Mars (M23) in the eastern parts of the Democratic Republic of the Congo. Under an exceptionally strong mandate—where the UN Security council expected the Force Intervention Brigade to use of force to protect civilians—Blue Helmets and Congolese armed forces deterred, coerced, and destroyed the armed group’s ability to conduct operations, ceasing its threats and attacks against civilians. While the case underscores the need for tailored and timely operations to protect, other factors emerge to explain successful outcomes.

Chapter Two examines efforts by the FBI, CIA, local law enforcement, and U.S. politicians to portray travel to Cuba by American dissidents as a threat to U.S. national security. Alleging covert Cuban involvement in left-wing political bombings, espionage, street demonstrations, and growing interest in socialism among the American public, U.S. officials claimed that Cuba’s support for American radicals posed an internal security threat. Lurid media coverage focused on the Venceremos Brigade and Black Panther Party, which were accused of violating the U.S. travel ban to Cuba to receive training in guerrilla warfare from Fidel Castro’s government. The imagined perils of contact between Cuba’s revolutionaries and American radicals, however, lay in their ideological, not military, potentials. In 1976, the FBI summed up a decade of investigations, concluding that the communist nation had been the single greatest foreign influence on domestic radicalism during the 1960s.

The article discusses two of episodes in which I was directly involved. The first concerns the protection and safeguarding of Orthodox monasteries in the territory of Kosovar starting in 1999 during the NATO operation in Kosovo. In particular, the Visoki Decani Monastery is a large monastery of the Serbian Orthodox Church 12 kilometers south of the city of Peć where the Italian Army Brigade had its headquarters. The Monastery is the largest medieval church in the Balkans and contains the largest surviving Byzantine fresco. The second concerns the reconstruction and reopening of the Mostar Bridge in 2004 during the NATO operation in Bosnia Herzegovina. The bridge called Stari Most is a 16th-century Ottoman bridge in the city of Mostar that spans the Neretva River to join the two parts of the city divided by the river. It was destroyed during the Bosnian war on the morning of 9 November 1993. Under the control of the NATO peacekeeping units it was rebuilt and reopened on 2004.

The second task was assigned to the 247th Brigade, which would begin by securing a bridgehead on the other side of the canal. Then the 421st Brigade would deploy the crossing equipment and the bridging battalions would construct and maintain bridges over the canal. This task was the linchpin of the division’s entire mission—the success of Operation Stouthearted Men and the crossing battle depended on the 247th Brigade’s ability to capture, secure, and defend the bridgehead.

Army policy is to achieve 25 net zero energy installations by 2025 and to achieve net zero energy (NZE) status for all installations by 2058. Achieving NZE will only be possible if an optimum mix of demand reduction and renewable sources are put in place at a community (installation) or building cluster scale. The Army runs what are essentially small campuses, or clusters of buildings on its installations. The Department of Energy (DOE) is focused on the national grid scale or on individual buildings, while the commercial focus is on retrofits to individual buildings There is a lack of tools and case studies that address dynamics of energy systems at the community scale. The Army’s future building energy requirements are a mixture of ultra-low and high energy intensity facilities. Achieving net zero energy economically in these clusters of buildings will require a seamless blend of energy conservation in individual buildings, combined with building systems automation, utility management and control, and power delivery systems with the capability to integrate onsite power generation (including from renewable energy sources) and energy storage. When buildings are handled individually each building is optimized for energy efficiency to the economic energy efficiency optimum and then renewables are added until the building is net zero. This process works for buildings with a low energy intensity process for its mission, such as barracks and administrative buildings. When the mission of the building requires high energy intensity such as in a dining facility, data center, etc., this optimization process either will not end up with a net zero energy building, or large amounts of renewables will be added resulting in the overall technical solution that is not cost effective. But when buildings are clustered together, after each building is designed to its economic energy efficient option, the building cluster is also energy optimized taking advantages of the diversification between energy intensities, scheduling, and waste energy streams utilization. The optimized cluster will minimize the amount of renewables needed to make the building cluster net zero. This paper describes this process and demonstrates it using as an example a cluster of buildings a Brigade Combat Team Complex at Fort Bliss, TX.
