Abstract:
La réalisation de gestes de secours adaptés par le premier témoin diminue la mortalité et réduit les séquelles pour les survivants après accident et détresse vitale. L'Académie Nationale de Médecine Française a souhaité, dans un rapport adopté en juin 2010 une systématisation des obligations de formation de la population au secourisme, soulignant le retard de la France en la matière. L'Automobile Club Médical de France (ACMF) souhaite rebondir sur la dynamique induite par ce travail afin de concevoir un programme spécifique de premiers secours aux accidentés de la route. Il souhaite une généralisation rapide de son enseignement à tous les candidats aux permis de conduire. L'objectif d'avoir lors de chaque accident du trafic un premier témoin capable de maintenir la survie des victimes en attendant l'arrivée des secours professionnels est clair. Le contenu de cet enseignement et les modalités pédagogiques sont en cours de réflexion par un groupe réuni à l'initiative de l'ACMF. Cette proposition sera soumise à l'observatoire national du secourisme en charge de la validation des contenus. La séquence de formation ainsi retenue aura vocation à devenir le module de base pour la formation des usagers de la route, à l'image du module “Alerter-Masser-Défibriller” dans le domaine de l'urgence cardiaque. Nous présenterons donc les principales causes et les statistiques estimées de morts évitables par l'intervention des premiers témoins.Puis nous décrirons les gestes réalisables par tout citoyen formé: alerte rapide et adaptée, prévention des sur-accidents, libération des voies aériennes supérieures, arrêt des saignements visibles. Ce programme sera une formation courte, pratique et gestuelle.

Abstract:
45 Background: In 1974, Giulio D' Angio,MD, stated “Cure Is Not Enough” and the concept of Survivorship was ignited. Multidisciplinary survivorship clinics have since become a mainstay of many pediatric cancer programs; few such clinics exist in adult cancer programs, especially in community practice. We report on the development of a survivorship care plan and a community-based clinic designed to provide guideline-driven after care for cancer survivors. Methods: An overview of the vision and mission of the Bone Secours St. Francis Cancer Center Survivorship Program is provided. Descriptive analysis of the components and metrics of success are provided, in the context of accrediting organizations requirements for current and future goals for survivorship care. Results: BSSF, which is a non-academic, community-based cancer program, and receives over 1300 referrals annually from a referral population of 1.32 million in 10 counties. St. Francis , accredited by both the Commission on Cancer and National Accreditation Program for Breast Centers, has been providing cancer‐related services to the Upstate South Carolina region for a decade. The survivorship program at St. Francis is a STAR‐certified program and is a patient‐centered service provided in a comprehensive and coordinated multidisciplinary team approach, including integrated psychologic care. A custom survivorship care plan was developed and efforts, including successes and barriers, to implementation of plans for all cancer survivors in accordance with CoC and NAPBC goals are addressed. Conclusions: The BSSF Cancer Center Survivorship Program has developed a practical, yet comprehensive SCP, which is risk-adapted and guideline-driven in order to provide customized survivorship education and monitoring. The MDC provides comprehensive evaluations and recommendations in order to maximize health and well-being of patients navigating life after cancer diagnosis and treatment. Our efforts have demonstrated that survivorship clinics of this nature can be established and successful in a non-academic community setting.

Abstract:
Cet article examine la transformation de la mutualité canadienne-française à la fin du xixe siècle en analysant le cas de l’Union Saint-Joseph d’Ottawa. Elle fut l’une des rares sociétés de secours mutuel de première génération à adapter sa structure et son projet social pour se conformer au courant mutualiste émergent et, ainsi, se transformer en une société fraternelle. L’exemple nous montre que la lutte pour la survivance dans les milieux de migration facilitait cette transition du modèle mutualiste et justifiait la redéfinition des objectifs par une petite élite au nom d’un idéal national. Le besoin d’assurer des bases institutionnelles solides pour les Canadiens français de l’Ontario légitimait cette transformation de l’Union Saint-Joseph, qui devint une grande société fraternelle vouée à la défense des intérêts économiques des Canadiens français, grâce à l’établissement de succursales dans plus de six cents communautés canadiennes-françaises du Canada et des États-Unis.

La Maison d’enfants de Sèvres, fondée en 1941 en région parisienne sous la houlette de l’organisation pétainiste « le Secours national », s’est rapidement transformée, sous l’impulsion de sa fondatrice, l’institutrice humaniste et libertaire Yvonne Hagnauer, en un refuge pour une soixantaine d’enfants juifs victimes des persécutions nazies et promis à la déportation. Après la guerre, l’école a continué à fonctionner jusqu’en 1970, accueillant essentiellement des « cas sociaux ». Organisée sur le modèle autogéré d’une « République d’enfants » et caractérisée par une remarquable ouverture intellectuelle, elle a constitué un laboratoire d’expérimentation d’une pédagogie originale inspirée des principes du pédagogue belge Ovide Decroly, accordant une grande place à l’observation personnelle, à l’expression artistique, à la créativité et à l’autonomie de l’enfant. Cependant, les carences affectives et le caractère artificiel de cette vie en vase clos ont rendu à beaucoup de ses élèves le passage à la vie adulte difficile. Les entretiens réalisés avec trente anciens élèves ou enseignants de cette institution apportent un éclairage précis et inédit sur cette expérience, aussi bien sur le plan historique, pédagogique que psychologique.

Abstract:
Les questions relatives aux numéros d’urgence concernent en premier lieu nos concitoyens. Elles relèvent également d’enjeux de société au travers de l’impératif de maintien du fonctionnement du système dans son ensemble. Souvent réduites aux désaccords entre professionnels de l’urgence, il apparaît nécessaire de considérer les constats portés sur le territoire national et d’objectiver les impératifs opérationnels afin d’œuvrer à la mise en place d’un système lisible, simplifié et efficient. La singularité et la complexité des demandes de soins urgents, non programmés, relève d’une prise en charge spécifique. L’instauration d’un numéro commun santé, articulé et interopéré avec les services de secours et de sécurité, répond à un modèle organisationnel cible en lien avec la réalité du besoin en France, principalement constitué par la demande sanitaire. Ainsi, le service d’accès aux soins (SAS), désormais inscrit dans la loi, constitue un objectif central d’amélioration de la prise en charge des patients en situation d’urgence ou nécessitant des soins non programmés ambulatoires. Il répond à la volonté de convergence des professionnels de santé de la ville et de l’hôpital dans un objectif d’efficience grâce à l’adaptation de la réponse sanitaire au besoin de soins réels du patient. Accéder au SAS par le numéro commun santé contribue à la mise en œuvre globale d’un dispositif pertinent au regard des contraintes opérationnelles et médicoéconomiques actuelles.

Abstract:
Le Syndicat Mixte d'Aménagement de la Vallée de la Durance (SMAVD) s'attache depuis de nombreuses années à compléter les portés à connaissances règlementaires par des études hydrauliques spécifiques. Pour cela, le SMAVD construit et exploite des modèles numériques Telemac 2D, qui, fréquemment mis à jour, reflètent fidèlement les mécaniques complexes d'inondation du secteur. Pour répondre aux besoins de ses communes membres et après un audit des acteurs de la prévention des risques, il est apparu prioritaire au SMAVD de développer un outil permettant de se préparer aux inondations, de transformer les prévisions de débits en prévision de zones inondables potentielles (ZIP). Sur un premier tronçon de rivière équipé de très nombreux ouvrages anciens peu fiables, les hydrauliciens du SMAVD ont élaboré une méthodologie de modélisation du cours d'eau permettant de représenter les conséquences aléatoires liées à la tenue ou à la rupture des ouvrages. Une gamme étendue de débits de débits de crue a été modélisée. La représentation graphique des résultats a été mise au point dans le cadre d'une large concertation : en étroite collaboration avec les représentants de la commune pilote de Villelaure (84) puis avec l'ensemble des utilisateurs identifiés. L'Atlas Dynamique des Zones Inondables (AZI) de la Durance constitue le document pivot des plans communaux de sauvegarde, un outil de mesure des conséquences des potentielles ruptures d'ouvrages, le chainon manquant entre prévision de débit et prévision d'inondation mais également une aide précieuse lors des projections opérationnelles des services de secours. Première action mise en œuvre dans la Stratégie Locale de Gestion du Risque Inondation (SLGRI) de la Durance, le projet AZI se déploie en régie interne au sein du SMAVD. Il couvre plus de 100 km de rivière. Il contribue au projet national Viginonde en mettant à disposition du Service de Prévision des Crues les différentes couches SIG des Zones Inondables Potentielles. L'outil sera par ailleurs largement partagé, avec entre autres les gestionnaires routiers, les communes et EPCI, les SDIS...

Abstract:
Context The King-Devick (KD) test has received considerable attention in the literature as an emerging concussion assessment. However, important test psychometric properties remain to be addressed in large-scale independent studies. Objective To assess (1) test-retest reliability between trials, (2) test-retest reliability between years 1 and 2, and (3) reliability of the 2 administration modes. Design Cross-sectional study. Setting Collegiate athletic training facilities. Patients or Other Participants A total of 3248 intercollegiate student-athletes participated in year 1 (male = 55.3%, age = 20.2 ± 2.3 years, height = 1.78 ± 0.11 m, weight = 80.7 ± 21.0 kg) and 833 participated in both years. Main Outcome Measure(s) Time, in seconds, to complete the KD error free. The KD test reliability was assessed between trials and between annual tests over 2 years and stratified by test modality (spiral-bound cards [n = 566] and tablet [n = 264]). Results The KD test was reliable between trials (trial 1 = 43.2 ± 8.3 seconds, trial 2 = 40.8 ± 7.8 seconds; intraclass correlation coefficient [ICC] (2,1) = 0.888, P < .001), between years (year 1 = 40.8 ± 7.4 seconds, year 2 = 38.7 ± 7.7 seconds; ICC [2,1] = 0.827, P < .001), and for both spiral-bound cards (ICC [2,1] = 0.834, P < .001) and tablets (ICC [2,1] = 0.827, P < .001). The mean change between trials for a single test was −2.4 ± 3.8 seconds. Although most athletes improved from year 1 to year 2, 27.1% (226 of 883) of participants demonstrated worse (slower) KD times (3.2 ± 3.9 seconds) in year 2. Conclusions The KD test was reliable between trials and years and when stratified by modality. A small improvement of 2 seconds was identified with annual retesting, likely due to a practice effect; however, 27% of athletes displayed slowed performance from year 1 to year 2. These results suggest that the KD assessment was a reliable test with modest learning effects over time and that the assessment modality did not adversely affect baseline reliability.

« Lorsque nos jeunes gens, lorsque nos jeunes filles entreront dans la vie, nous ne les abuserons pas de grands mots et d’espérances illusoires ; nous leur apprendrons à ouvrir les yeux tout grands sur la réalité . » : discours éminemment maréchaliste qui relève d’une instrumentalisation de la jeunesse en ces temps troublés que fut l’Occupation ; instrumentalisme avéré de la politique assistancielle menée par le Secours National/Entr’Aide d’Hiver du Maréchal en faveur de la protection de l’enfance. Mais est-ce seulement cela ? …/…L’ouverture de Maisons d’enfants est incontestablement un des volets du traitement d’une situation souvent dramatique, obéissant principalement à une injonction des plus pragmatique. En effet, les enfants (essentiellement ceux des villes) sont lourdement précarisés, souvent sous-alimentés en très mauvaise santé physique et psychologique. Ainsi, ces Maisons vont prioritairement participer à la reconstruction sanitaire d’une partie de la population la plus fragilisée du pays. Elles seront même désignées comme centres de suralimentation.…/…Dire qu’accueillir, soigner et encadrer des enfants d’une façon bienveillante et éclairée, dans le contexte que nous connaissons, peut être perçu comme un véritable non-sens. Et l’idée même d’envisager que des objectifs de protection ou de reconstruction éducative aient pu exister sous l’Occupation a toutes les raisons de nous questionner quand on sait ce que dont le gouvernement de Vichy a été capable : traque des « indésirables », persécutions diverses, attentisme ou, au contraire, collaboration active, etc. Pourtant, les Maisons d’enfants, dans certaines conditions et au nom d’une volonté affichée ou clandestine de ses acteurs, ont tenté ou même réussi à renverser l’équation de la répression sous toutes ses formes. Quant à innover, pédagogiquement parlant, sous Vichy, cela paraît tout autant invraisemblable. De plus, penser également que l’enfant puisse être un sujet de préoccupation réel de l’Etat vichyste semble, en effet, inacceptable. Pourtant, certains adultes, décideurs ou non, objets ou non de persécutions, n’ont pas ménagé leurs efforts pour briser une logique d’un déterminisme désolant. Ne pas l’accepter serait tout simplement nier le rôle et le travail de certains acteurs de cette histoire. Aussi imparfaites que puissent être nos investigations, nous pouvons dire que les Maisons ont pu être, autant que possible, une réponse aux saccages de la guerre sur les enfants, une façon de leur dissimuler la détresse des adultes, de ralentir ainsi le phénomène de leur maturation excessive et rapide en raison de toutes les privations matérielles et affectives dont ils furent les victimes. Les Maisons, pour les enfants, furent une inéluctable cohabitation avec l’angoisse d’un lendemain qui ne chantait pas. Pourtant, certaines, envers et contre tout, ont rempli des missions que l’on peut qualifier de salvatrices.Ce travail de recherches rend compte d’un camaïeu comportemental de tous ceux qui, en dépit de difficultés quasi insurmontables, ont FAIT, souvent en sourdine, l’Histoire. …sans oublier les enfants !

Dans un contexte géopolitique bouleversé, le temps semblait venu d'affirmer le droit pour les populations en détresse de recevoir une aide humanitaire internationale d'urgence lorsqu'elles ne peuvent être secourues par leurs propres pouvoirs publics. Un des enjeux majeurs qui se posait alors à l'Organisation des Nations unies était de savoir comment concilier la nécessité de mesures efficaces sur le plan international avec le principe de la souveraineté des états. At the end of the cold war, it could be hoped that a new world order would arise and that it would pave the way for more stable relationship between states and for a decrease in the number of conflicts. In a context of geopolitical upheaval, it seemed that time had come to assert the right of endangered populations to international emergency humanitarian action when they could not be rescued by their own governments. One of the most crucial issues for the united-nations organization was to find a way of reconciling the need for efficient measures at international level with the principle of sovereignty of states. En premier lieu, l'action humanitaire a contribue à une relecture du dogme de la souveraineté. L'humanitaire a véritablement innove dans le domaine de l'aménagement territorial de la souveraineté. Ce réaménagement ne vaut cependant que dans le cadre des hostilités (zones de sécurité) ensuite, l'aide a altère la portée du principe de non-intervention : le consentement doit s'analyser comme une compétence liée dans les cas de catastrophes naturelles et anthropiques. Enfin, les opérations militaro-humanitaires ont permis le recours aux armes, théoriquement prohibe au titre de l'article 2 § 4 de la charte de San Francisco (OMP et interventions étatiques sur habilitation onusienne). Surtout, l'action humanitaire a amorce de nouvelles règles de conduite des relations internationales. Tout d'abord, l'aide humanitaire a facilite la résorption des conflits et renforce l'obligation de faire respecter le droit humanitaire (réfugiés, déplacés et minorités). Ensuite, l'humanitaire a œuvré en faveur de la survie des populations (exceptions humanitaires aux sanctions de la communauté internationale, prévention du génocide) enfin, si la notion de "droit d'ingérence humanitaire" ne s'appuie sur aucun fondement légal, en revanche les notions d'aide, d'assistance, d'intervention humanitaires répondent à des normes précises dont la violation pourrait être sanctionnée (génocide, crimes de guerre contre l'humanité).

Immediately after independence, thousands of Muslim auxiliaries in the French army were interned in camps; many were subsequently imprisoned. This study looks at the main initiatives taken by the ICRC to ensure that the rules of humanitarian law were applied to the people involved during the seven and a half year of guerrilla warfare and after Algeria’s independence. Abstract:
The Cerros de Amotape National Park (CANP) is a vast Natural Protected Area (NPA) in northwestern Peru, which contains a great diversity of plants and animals, many of which are endangered and are unique in our country. Currently, this park is being reduced due to logging and cattle ranching. Most of the studies in the area have identified the inhabitants of the buffer zone of the CANP as responsible for its degradation, without investigating exhaustively their points of view and knowledge, which is considered essential for understanding social and environmental problems. This is the reason why I decided to investigate the deterioration ofthis park from the people´s perspective (adults and children) of the villages «Los Encuentros de Pilares» (LEP) and «El Chaylo» (ECH), both settled in the buffer zone of the park. My focusin this paper is only on the children’s perception of these villages about the CANP. The main objective is to explain the behavior linked to the park by the population of both villages, and the specific objectives are to characterize their perceptions and knowledge regarding the CANP. Researches on the perception of the populations of the NPA, and specifically the children, are very rare in our country. Thus, this study aims to provide a small contribution to the knowledge of the subject. On the methodological side, I adopted the approach and instruments of the geography of perception, and used a qualitative methodology, which demonstrated to be very effective in understanding the problematic. Also, the use of mental maps proved to be a quite valuable resource that allowed children to reveal their perceptions in a fun and dynamic way. Among the results, I found that the children’s perceptions from the two villages are contrasting. Whereas the children from ECH possess a strong ownership and identification with the CANP, they have not been instructed about their problems; in LEP instead, the children do make a difference between their village and the park, and they have a strong awareness oftheir problems and the importance of their protection.
El Parque Nacional Cerros de Amotape (PNCA) es un Área Natural Protegida (ANP) inmensa en la costa norte del Perú, que contiene una gran diversidad de especies vegetales y animales, muchas de las cuales están en peligro de extinción y son únicas en todo el Perú. Actualmente, este Parque se está reduciendo cada vez más debido a la tala y a la ganadería extensiva. La mayoría de estudios realizados sobre el área han identificado a los pobladores de la Zona de Amortiguamiento (ZA) del PNCA como unos de los principales responsables de su degradación, sin conocer a profundidad sus opiniones y conocimientos, lo cual se considera esencial. Esta es larazón por la cual se decidió investigar el proceso de deterioro del PNCA desde la óptica de los pobladores (adultos y niños) de los caseríos «Los Encuentros de Pilares» (LEP) y «El Chaylo» (ECH), asentados dentro de la ZA del parque. En este artículo nos centraremos únicamente en la percepción de los niños de estos caseríos. El objetivo principal es explicar el comportamiento ligado al PNCA por parte de la población de ambos caseríos, para lo cual se plantearon como objetivos específicos caracterizar sus percepciones y conocimientos respecto al PNCA.Las investigaciones de corte geográfico respecto a la percepción de las poblaciones de las ANP, y específicamente la de los niños, son muy escasas en nuestro país. Es así que este estudio pretende aportar una pequeña contribución al conocimiento del tema. En cuanto al aspecto metodológico, se adoptó el enfoque y los instrumentos de la geografía de la percepción, empleando una metodología cualitativa, que demostró ser muy efectiva para entender esta problemática. Así, el empleo de los mapas mentales resultó un recurso bastante valioso que permitió que los niños revelasen sus percepciones sobre el PNCA de una maneraamena y dinámica. Entre los resultados, encontramos que existe una situación contrastante respecto a las percepciones de los niños de ambos caseríos, pues mientras que en ECH existe una apropiación e identificación fuerte con el PNCA, estos no han sido sensibilizados sobre su problemática; en LEP en cambio, los niños sí marcan una diferencia entre su caserío y el Parque, y presentan una fuerte sensibilización sobre su problemática y la importancia de su protección.

This chapter considers The Baby Doll Project (2003) by Traveller dramatist, performer, and activist within the intersections of Traveller, disability, and gender issues, Rosaleen McDonagh. The play is an autobiographical depiction of the institutionalisation of children with disabilities and Traveller children, and the chapter concludes that the under-examination of the disproportionate degree to which Traveller children were institutionalised in post-independence Ireland fuels McDonagh’s writing and activism. It suggests that McDonagh’s 2016 play, Mainstream, constitutes a forceful return to the theme of her 2003 drama, albeit one informed by the recent revelation of a mass burial of infant remains on the grounds of theSt. Mary’s/Bon Secours Mother and Baby Home at Tuam, County Galway. McDonagh’s intersectional drama aims to participate in what she has termed a “Traveller canon” that would challenge centuries of “insular,” “white”, Settled” misrepresentation and effacement of the Travelling community, queerness, and disability within the national narrative.

Abstract:
This study technically analyses the maximum number of combinations for common passwords up to 12 characters long. A maximum storage size necessary for the creation of a data base that holds all possible passwords up to 12 characters is also presented along with a comparison against the publicized cost of storage from popular cloud storage providers and the national budget for intelligence and defense activities of a nation. Authors prove that it is technically possible that any password could be computed within seconds with nothing more than currently commercially available components. The study concludes that it is possible that nation states or even combined nation states working in collaboration could or already have bought private citizens' and businesses' passwords revealing that it may already be an age where the password may not be a legitimate defense for privacy anymore.

Observed the mastery of practical skills, as competencies for compiling OSСE (Objective structured clinical examination), by 6th year students and interns of various specialties in Odessa national medical university (Ukraine). Practical skills were performed on realistic simulation mannequins. The difference in outcomes was based on different learning conditions during the period of changing quarantine restrictions due to the COVID-19 pandemic in The Whole World. The results of observations were evaluated by the following parameters: time spent performing practical skills (in seconds) and the score (in marks) obtained by checklist. The final results testified a crucial part of the offline mode in mastering practical skills as competencies for compiling an Objective structured clinical examination, and the possibility of organizing theoretical learning processes in the online-form with obtaining certain positive results.

In the 2012 Olympics, the Jamaican national team set the world record in the men’s 4 × 100 meter relay race with a time of 36.84 seconds. In the individual 400-meter event held four days earlier, Grenadian sprinter Kirani James clocked in at 43.94 seconds to win the gold medal. Each race covered the same distance and was run on the same track, yet the two winning times were separated by more than seven seconds. The reasons for the faster time are obvious. As part of a team, sprinters are already in full stride when handed the baton and can run at top speed for shorter distances without having to conserve energy. Tasks are accomplished more efficiently when more than one person can share the work. Still, success depends on smooth transitions. The best relay teams place as much emphasis on passing the baton as they do straight-line sprinting. Eventually, they develop a rhythm and seamless exchanges become second nature. A similar dynamic had once existed between the fathers in our group and their wives when it came to raising their children. When they shared and coordinated responsibilities, parenting was a more efficient and successful team effort. Over the course of their marriages, these couples took on complementary roles in parenting their children and managing their homes. In one of the early meetings of the support group, Bruce described how he and his wife, Lisa, had developed a well-established division of labor throughout their fourteen years of marriage. Then it all went to hell. Lisa had already endured radiation therapy, chemotherapy, numerous hospitalizations, and the surgical removal of part of her colon that left her in pain and constantly fatigued. She had to lie in bed much of the day and rarely had the strength or energy to enjoy time with her children. She was desperate to feel better, and she and Bruce made an appointment for a second opinion. The consulting oncologist reviewed Lisa’s medical history, the most recent scans, and her long list of medications.

The GERC had begun moving earth to build a trolley line to carry tourists over the battlefield.

Il s’agit à la fois d’équipes civiles, militaires et mixtes civilo-militaires. Ces détachements dont la composition globale correspond à un cahier des charges bien défini sont médicalisés pour répondre à la double mission de soutien sanitaire des équipes de sauveteurs déployées sur les terrains sinistrés et de prise en charge initiale des survivants retrouvés sous les décombres. L’organisation sur le terrain impose ainsi en amont des choix stratégiques logistiques et une réflexion en matière de composition et de fonctionnement d’équipe médicale, de mise en place de procédures, de choix de matériel adapté à un travail en environnement confiné. Les médecins militaires des unités mises à disposition du ministère de l’Intérieur que sont les Unités d’intervention et d’instruction de la sécurité civile, la Brigade de sapeurs-pompiers de Paris et le Bataillon des marins-pompiers de Marseille trouvent dans cette mission une opportunité originale de mettre leurs compétences spécifiques à profit.

The present model might be useful to identify the student category based on their native nation towards their thinking for the technology in higher education. The identification of the nation affiliation might help to understand the satisfaction, usability, technology available and attitude of student for the ICT as well. The best predictive model may be deployed on real-time web module to support demographic prediction system towards ICT. Considering the binary classification problem, the student's nation wise affiliation class set to as a response variable and rest of features was considered as predictors. A student's nation wise affiliation class has two values such as Hungarian student and Indian student. In the Weka experimental environment, the primary dataset of 331 records with 38 attributes were analyzed using the Logistic Regression (LR), Support Vector Machine (SVM), Multilayer Perceptron (MP), K-nearest neighbor (KNN) and Random Forest (RF). The performances and prediction time of each classifier was compared with statistical t-test at the 0.05 confidence level. The authors performed two major experiments with training ratio and cross-validation method using these classifiers. The first experiment found no significant difference between the accuracies of the classifiers in the affiliation prediction. Also, the RF classifier outperformed others with the highest prediction accuracy of 87.56% in 0.07 seconds. The findings of the second experiment proved that the RF attained the highest prediction accuracy of 89.33% as compared to others in 0.08 seconds. This experiment also evidenced the prediction accuracies of the KNN, MP, and LR are found a significant difference as compared to the RF and SVM classifier. The statistical t-test also proved that the prediction times of the SVM, KNN, and LR found significant different than others in each experiment. Hence, the authors presented the RF model to identify the student's affiliation (Indian or Hungarian) towards technological use after made a comparison of various performance measures.

Abstract:
OrbiSat is a high school educational project that was part of the CANSAT SPAIN 2020 student competition organized by ESERO. This project has ranked first in the Catalonia Championship and second at the National Championship, winning the prize for the best technical development. OrbiSat has successfully fulfilled the objective of creating a mini satellite with the size of a soda can that was later launched by a rocket of the COSMIC Research UPC Students Association to analyze physical aspects of the air such as pressure, temperature, humidity, or the amount of UV solar radiation of a territory. Thanks to the CanSat presented by this team, during the launch we were able to know the presence of up to 15 chemical elements in the air. Elements ranging from hydrogen and oxygen can indicate water in the atmosphere or other greenhouse gases such as CO2 or methane. The launched rocket reached an approximate height of 532.7 ± 1.5 meters, with the sensors we were able to determine the apogee of the rocket and the subsequent release of the minisatellite and deployment of the parachute. We were also able to interrelate the altitude data with parameters such as humidity, UV radiation, presence of hydrogen, among others. The CanSat presented by the OrbiSat team had a unique design never seen before in other CanSat competitions, solving problems such as high weight and overheating. This design made by AutoCAD was an open concept where the air can refrigerate the CPU and also the 3D printed concept saved 125 grams over a third of the maximum allowed. In addition, all the data collected was broadcast in real-time and received by a ground station every 0.25 seconds. Before the launch, a simulation was completed estimating a 61 seconds flight, finally, the real flight was 59 seconds. The vast majority of the project was done during the COVID-19 pandemic, the consequence was new methodologies to carry on the project with a minimum time for the workshop and test phase that were supplied with simulations having a better performance than expected

Abstract:
Most oscillating wave energy converters without significant amounts of energy storage capacity generate significant electrical power fluctuations in the range of seconds. Because of these fluctuations, a wave farm may have a negative impact on the power quality of the local grid to which it is connected. Hence, the impact of these devices on both distribution and transmission networks needs to be well understood, before large scale wave farms can be allowed to connect to the grid. This paper details a case study on the impact of a wave farm on the distribution grid around the national wave test site of Ireland. The electrical power output of the oscillating water column (OWC) wave energy converters was derived from experimental time series produced in the context of the FP7 project “CORES”. The results presented in this paper consider voltage fluctuation levels and flicker levels for a typical time series. Simulations were performed using DIgSILENT simulation tool “PowerFactory”.

Abstract:
Dynamic gravitational acceleration, known as a G-force, is an extreme factor for some professions. G-force negative impact realizes in central nervous system adequate functioning disturbance, resulting from oxygen starvation of tissues due to hemodynamic disorders. Known methods of G-force protection are aimed at increasing the maximum short-term G-force value, but not its total safe duration. In a number of studies, in order to increase the maximum value of the tolerated G-force, laboratory animals were lead in to a state of artificial hypobiosis. Mortality decrease was noted with an increase the maximum G-force value. Data about the manifestations of disorders of the central nervous system and the recovery time, as well as changes in the safe G-force duration has not been detected. The study purpose to assess the change in the safe G-force duration while artificial hypobiosis. Materials and methods. Syrian male hamsters weighing 95.5±0.5 g (M±m) were used. The animals were divided into groups — experimental and control. Intramuscular injections of a suspension of α-methyldopa were performed to induce artificial hypobiosis in animals of the experimental group. The control group received of 0.9% NaCl. Dynamic gravitational acceleration modeling was carried out using a centrifuge (r=0.62 m). The animals of both groups were conscious, with positive G-forces pointing downward (head-pelvis). Within 10 seconds (s), the centrifuge rotation speed was increased till the chosen G-force value, G: 30 (angular velocity (ω)=21.79 rad/s), 40 (ω=25.16 rad/s) or 70 (ω=33.28 rad/s). G-force exposure set time, s: 20, 50, 80, 110 or 140. After a complete stop for 10 seconds, the general condition of the animals, injuries, hemorrhages, breathing, heart contractions were assessed. The surviving animals were monitored, consciousness was assessed, coordination disorders were determined according to the following criteria: animal’s pose, productive movement, unsteady gait, circle movement, tilting; Also, the time of restoration of coordination was determined. The animals were observed during the following days to assess the daily survival rate. Necropsy was performed on all non-surviving animals. Results. Survival in the control group: 30 G: 80 s — 5/6, 40 G: 20 s — 6/6, 50 s — 6/6, 80 s — 3/6, 70 G: 20 s — 6/6, 50 s — 4/6, 80 s — 0/10. Survival in the experimental group: 70 G: 50 s — 6/6, 80 s — 10/10, 110 s — 10/10, 140 s — 2/6. After acceleration of 70 G 50 s in animals of the experimental group, coordination disorders were weakly expressed, the coordination recovery time was 1.8±0.3 s, in animals of the control group, violations were assessed as significant, the recovery time was 4.5±0.3 s, which is 2.5 times (p<0.01) more. Next day: tremor persisted in 3 animals of the control group 40 G 80 c. In the remaining animals of all groups, no coordination disorders were found. No external injuries were observed in any animal. No organ or skeletal damage was found during necropsy. Conclusions. An increase of 5.5 times in the time of safe stay of animals in a state of artificial hypobiosis under dynamic overloads has been proven. There was a 2.5‑fold decrease in the coordination recovery time in animals in a state of artificial hypobiosis.

Abstract:
The emphasis on traditional control in power systems has traditionally focused on the application of first order transfer functions to develop gains in distributed PI or PID control. The application of traditional PI or PID control in fuel cell turbine hybrid power systems for setpoint tracking or disturbance rejection during transient operation has proved to be challenging because the interaction and nonlinearities. In this work, a systematic approach to specifying ideal gains for PID control was established and then applied to hybrid systems using the cyber-physical emulation facility at the National Energy Technology Laboratory. Through testing on hardware, it was proved that the control variable response to actuator modulation was not first order. By developing second order transfer functions to specify gains, the response of the system was predicted as expected by simulation. Testing of a hot air bypass valve to control fuel cell cathode airflow setpoint tracking and disturbance rejection was effectively demonstrated with response behaviors as expected, rise times under 3.5 seconds, and overshoot predicted for the underdamped case.

Abstract:
Solar sailing is a new satellite propulsion technology using radiation pressure exerted by sunlight on a large mirrored surface. Since it does not need propellants, it is increasingly being considered by both the European Space Agency and the National Aeronautics and Space Administration for future science missions. An attitude control system is essential for a sail craft to maintain a desired orientation. IKAROS, launched in 2010, practically proved the possibility of using a solar sail as a propulsion system. However, it also showed the current sail orientation system could change the attitude very slowly, about 1 degree per day. In contrast to the existing single solar sail design, a new distributed four-sail configuration is proposed in this paper and the coordinated motion of the four sails is used to control the attitude pointing of a satellite. The feasibility and efficiency of this proposed design were assessed and concluded that it is possible to steer a CubeSat up to 1 degree in 60 seconds for either the roll or pitch axes.

Abstract:
Although Large Language Models (LLMs) represent a revolution in the way we interact with computers, allowing the construction of complex questions and the ability to reason over a sequence of statements, their use is restricted due to the need for dedicated hardware for execution. In this study, we evaluate the performance of LLMs based on the 7 and 13 billion LLaMA models, subjected to a quantization process and run on home hardware. The models considered were Alpaca, Koala, and Vicuna. To evaluate the effectiveness of these models, we developed a database containing 1,006 questions from the ENEM (Brazilian National Secondary School Exam). Our analysis revealed that the best performing models achieved an accuracy of approximately 46% for the original texts of the Portuguese questions and 49% on their English translations. In addition, we evaluated the computational efficiency of the models by measuring the time required for execution. On average, the 7 and 13 billion LLMs took approximately 20 and 50 seconds, respectively, to process the queries on a machine equipped with an AMD Ryzen 5 3600x processor.

Abstract:
This work is focused on the diagnosis of behavior, from the point of view of control emissions and noise level, of a power Turbogas plant during the process of commissioning, to guarantee that its operation complies with national and international standards. The environmental diagnosis of the power plant was developed as part of the performance evaluation of the unit. The conditions of the unit evaluation include operation at base load and partial load, as well as time periods for load changes. The evaluated power plant consists of an aeroderivative gas turbine installed in a simple cycle, operating with a cooling system (chiller) installed in the urban zone of Mexico City. Therefore, it should comply with the legislation and regulations of the city concerning air pollution and allowed noise, besides the international standards established by the manufacturer. The study includes emissions measurements using a Continuous Emissions Monitoring System installed in-situ, previously calibrated and checked during and after the test which was found inside the permissible deviation of 3%. Measurements were recorded at intervals of 5 minutes during test periods of 110 minutes for each load and 45 minutes for load changes. On the other hand, noise pressure evaluation was carried out in near field as well as far field produced by the power plant during operation. Measurements were carried out by using precision instruments installed specifically for it. A temporary system for obtaining data was used to monitoring the environmental conditions every 30 seconds. It was possible to verify that the turbogenerator complies with all noise levels and contaminant emissions requirements and regulations according to the limits established by the manufacturer and national and international standards.

Abstract In the Oil and Gas Industry, price disparity between Premium Motor Spirit (PMS), Automotive Gas Oil (AGO), and Dual Purpose Kerosene (DPK), often leads to adulteration of these petroleum products by marketers for monetary gains. Adulteration is the illegal introduction of a foreign undesirable substance to a substrate which affects the quality of the substrate. Adulteration of petroleum products are difficult to detect at Point of Sale (POS) terminals. Current methods for adulteration detection are time-consuming, require specialized equipment and experienced technicians to operate them, and cannot be used at POS terminals. Gaseous Vapor Technique (GVE) is an innovative adulteration detection technique that can be employed at POS terminals and the PePVEAT device utilized in this study is the first portable electronic device that performs GVE on petroleum products. GVE testing was performed on pure 1 L samples of PMS, AGO, and DPK obtained from the Nigerian National Petroleum Corporation (NNPC) using PePVEAT. The results obtained from GVE analysis of AGO, PMS, and DPK showed that the three petroleum products exhibited unique and varying chemical characteristics during GVE. AGO gives off its peak emissions between 10-20 seconds from test onset, DPK gives off its peak emissions between 10-30 seconds from test onset, and PMS gives off its peak emissions between 50-70 seconds from test onset. AGO emits 17.52-46.58 ppm of methane, 5.35-11.93 ppm of LPG, 35.51-84.6 ppm of butane, and 10.38-69.86 ppm of toluene. PMS emits 92,063.67-152,168.18 ppm of methane, 301.035-573.61 ppm of LPG, 2210.89-3424.94 ppm of butane, and 1983.02-7187.29 ppm of toluene. DPK emits 27.13-62.14 ppm of methane, 20.2-74.1 ppm of LPG, 120.41-1635.85 ppm of butane, and 1159.75- 1633.09 ppm of toluene. These variations in timing and concentrations of emissions shows that GVE can be utilized to detect and distinguish between AGO, PMS and DPK. The results obtained from GVE analysis of AGO, PMS, and DPK showed that Since PMS, AGO and DPK, each have unique chemical emissions during GVE, as was demonstrated in this paper, it is possible that GVE can be utilized to detect the adulterations of PMS with AGO and the adulteration of AGO with DPK. Future work involves investigating the ability of GVE to detect AGO-adulterated PMS, DPK-adulterated AGO, DPK-adulterated PMS, AGO-adulterated DPK,and PMS-adulterated DPK. The degree and percentage of adulteration that can be detected using the GVE technique will also be examined.
