Abstract:
At present, China’s higher education system is undergoing continuous reform. In the development of related higher vocational education, the cost of running a school is also rising, and the complexity of management is also increasing. In relevant higher vocational colleges, the management of secondary colleges The model is gradually being applied. However, judging from the current application of the secondary college management model in the management of higher vocational colleges, the concepts of some higher vocational colleges need to be updated, the related systems are not perfect, and the initiative in resource allocation is not sufficient. In this regard, it is necessary to do a good job of emancipating the mind, promote the continuous improvement of related work systems, promote more scientific and efficient secondary management, and improve the overall management and development level. This article analyzes the basic connotation and content of secondary college management, analyzes the current development status of secondary college management mode in higher vocational colleges, and explores effective countermeasures for the management of secondary colleges in higher vocational colleges.

Abstract:
Dr. Jill Biden, Vice President Joe Bidens wife, has been teaching in community colleges for the past 18 years. Dr. Biden believes that community colleges are uniquely American institutions where anyone who walks through the door is one step closer to realizing the American dream. This is an inspiring sentiment. However, of all the first time college students who enrolled in community college in 2003-2004, fewer than 36% earned a post-secondary credential within six years. In light of the low completion rate, one has to question whether community colleges are fulfilling their promise. In this article we will look at the recent demographics of community colleges, compare the role of community colleges to that of proprietary colleges in post secondary education and discuss promising research initiatives aimed at improving the community college system.

Purpose – The purpose of this column is to examine the environment by which secondary students can avail themselves of college library resources when they are enrolled in a dual enrollment program. Design/methodology/approach – This column presents the literature review and commentary on this topic that has been addressed by professionals, researchers and practitioners. Findings – Colleges present the dual enrollment opportunity to secondary school students as an educational “entitlement”. An additional benefit is providing access to supplementary instruction and research materials through college library services, thus highlighting the college’s library resources as critical to the teaching and learning process. Originality/value – The value in addressing this issue is to acquaint the reader with several examples of the manner by which the college library can benefit secondary school students enrolled in college courses.

Abstract:
Valdosta State University and the Valdosta City Schools (Valdosta, GA) partnered in 2008 to form the Valdosta Early College Academy (VECA). VECA epitomizes the early college concept of (a) admitting underperforming students with multiple risk factors for dropping out of school (e.g., low socioeconomic status, minority, and first-generation high school or college) and (b) providing college level dual enrollment courses. VECA is very different than nearly every other early college school in the nation. Most (85%) of the 200 early colleges currently operating in the United States begin with students in the 9th grade. Nearly all of the remaining early colleges begin with 7th grade; only a few are 6–12-grade schools. VECA targets two primary priorities, (a) innovations that complement the implementation of higher standards and high-quality assessments and (b) innovations that support college access and success. The primary purpose of this paper is to chronicle the genesis and development of VECA. This program is very successful, replete with research opportunities, and represents a model early college program. We plan to continue to grow VECA to ultimately include grades six through twelve and to research that growth and development.

This paper provides evidence that graduates of elite public institutions in India have an earnings advantage in the labor market even though attending these colleges has no discernible effect on academic outcomes. Admission to the elite public colleges is based on the scores obtained in the Senior Secondary School Examinations. I exploit this feature in a regression discontinuity design. Using administrative data on admission and college test scores and an in-depth survey, I find that the salaries of elite public college graduates are higher at the admission cutoff although the exit test scores are no different. Abstract:
This study examined various aspects of quality in secondary education of Punjab. Population of the study was constituted all principals, teachers and students of degree colleges, intermediate colleges and higher secondary schools. A randomized sample of forty degree colleges was selected comprizing forty intermediate colleges and forty higher secondary schools (gender-wise equal). Participants’ responses were collected via questionnaire. After the data tabulation, it was examined and explained in the light of research objectives. Statistical tests like mean, standard deviation, standard error of mean and estimated population mean were employed. The study revealed that from the findings of the study A.V Aids were not appropriately used, teachers’ pay scales were not satisfactory and secondary level curriculum did not meet the academic needs. Therefore, the researchers consider provision of modern audio-visual aids to the institutions to be important, besides the teachers training and motivation to utlize these audiovisual aids for enhancement of instructional process. Moreover, it is suggested that adequate budgetry allocation for education and improving the pay scales of the teachers will enhance the quality of education.

Abstract:
This two-way, fixed effects analysis examines the relationship between local appropriations and community college state governance structures while examining governance’s moderating impact on state-level factors. We find that any type of state-level organization for community colleges does not impact local appropriations, and that in states with no formal coordinating authority, local appropriations are likely to be higher. Further, the absence of a state-level board, even one that includes four-year, primary, or secondary education, moderates the relationship between unemployment and appropriations. This relationship suggests that in states without a state-level board for community colleges, local governments invest in and leverage their community colleges in times of economic decline.

Abstract:
U.S. Hispanics are the fastest growing minority population pursuing post-secondary education, yet their bachelor degree attainment lags behind other ethnic–racial groups. Previous work supports the theory that having a high locus of control (LOC) can enable persistence in challenging post-secondary settings. We examine LOC as a potential mitigate against low college enrollment, and hypothesize that Hispanic students’ capability to enroll in post-secondary institutions (e.g., community college, 4-year colleges), in the face of personal, academic, and financial challenges, is likely predicated on their belief that they control their academic futures. We modelled college enrollment using a path-model using a generalized structural equation modeling (GSEM) approach. Our findings indicate that LOC decreases the likelihood of Hispanic students’ post-secondary enrollment. This work advances the current state of knowledge on how we understand Hispanic students’ transition to college, and informs the development of potential interventions supporting the academic success of this growing and significant community.

Abstract:
Community colleges in Canada are characterized by diversity with respect to their relations with the government, the scope and range of their programs, and the ways in which they respond to societal needs. Nevertheless, the colleges all share a commitment to providing access to a wide range of individuals who need educational opportunities beyond secondary school. This study examines the goals of community colleges in Canada as perceived by two key groups - chief executive officers, and government personnel in each province who are responsible for college development. The prime purpose was to determine the degree to which these individuals agree on the rating and ranking of their goals and the variations which exist among the provincial systems. The results indicate that provincial college systems have continued to emphasize the goals which characterized their early development and reflect the differences in priorities which occur by province. While the two groups showed a high level of agreement in each region, a range of priorities existed within each group. In general, the study provided a restatement of the diversity of ways in which Canada's colleges are attempting to contribute to the economic, sociocultural, and educational development of the nation.

Abstract:
Purpose In the present era, government colleges in Punjab are facing cutthroat competition on three fronts, i.e. financial constraints and insufficiency of government grants, falling number of students and the shortage of teaching staff in the colleges because of stiff competition and other reasons. Thus, the purpose of this study is to evaluate the resource use efficiency of government colleges in Punjab. Design/methodology/approach The study covered 15 general degree government colleges from various districts of Punjab. Secondary data for the study were collected from financial budgets, income and expenditure statements and self study reports of the colleges. The data envelopment analysis was conducted using the CCR model and BCC model. Findings The technical efficiency results suggest that colleges analyzed in this study are operating at a moderate level of efficiency relative to each other. Most of the colleges were found to be inefficient during the study period. Only one college was found consistently efficient during all the years of the study. Moreover, input and output slacks exist in many of the colleges. Research limitations/implications To achieve the efficiency level, the colleges need to improve their utilization of resources and the enrollment rate at a given level of resources. To increase the efficiency of the colleges, the Government of India needs to reform their budgeting system. Originality/value Punjab is a well-known state of India and public higher education sector plays important role in the education system. This research provides a new insight to the efficiency of the government colleges.

Abstract:
The article describes the features of public (community) US colleges as a part of the US system. This reference provides some aspects of the community college in America. The mission of America’s community colleges is focused on three areas of commitment: access, responsiveness to community need, and equity. It is found that US community colleges are focused primarily on meeting the needs of the local community and cooperation with it, providing training for local organizations and businesses. They offer a wide range of educational programs for the training specialists who are prepared directly for work in the workplace and continuing education (academic (associate degree), labor and vocational (vocational and occupational education) programs; programs in adult education and continuing education, ensuring the implementation of the concept of “life-long learning” corporate training programs for the needs of a particular company or organization, etc.), as well as providing correction a previous level of education and, in some cases, providing a complete secondary education. Community colleges in the United States have a considerable popularity, which is growing every year. Community colleges serve the region where they are located, usually a city and district. College students often study in various forms of education (day, evening, distance form) and have the opportunity to work during the day. The commitment to access is exemplified by the open admissions policies of community colleges and the multiple ways colleges remove financial, physical, and academic barriers to entry. That access has resulted in entry into higher education by first generation, low-income, minorities, dropouts, working adults, and others who lacked the financial, academic, time, or location means to participate in traditional higher education systems. The author summarizes the experience of public (community) US colleges through the prism of the feasibility of its implementation in the domestic educational practice. A special interest of educational manager of Ukrainian colleges is paid on issues concerning governance, financing, access into higher education and cooperation with employers at community colleges. This article will be valued by everyone interested in the past, present, and future of the community college in America.

Abstract:
Past research suggests that some students are at risk of lower levels of academic performance when studying online compared to students who take coursework only in the classroom. Community college students appear to be among those that struggle in online settings. In this paper, we hypothesize that online course load may influence outcomes for such students, especially those at risk for lower levels of degree attainment. To examine this, we conducted a state-wide study using data from the 30 community colleges (n = 45,557) of the State University of New York, to understand online course-load effects on degree completion, transfer, and dropout. We conclude that when controlling for covariates known to impact degree completion, community college students who successfully complete online courses nearly double their chances (odds ratio = 1.72) of earning a degree or transferring to a 4 year college. However, racial minorities had reduced outcomes and additional research is warranted.Post-secondary completion is a significant predictor of a host of individual and societal benefits. Online education has increased access to post-secondary credentials for millions of people. (Allen Siemen, 2016). Community colleges enrol a higher proportion of online students than other institution types (NCES, 2017). However, concerns exist about outcomes for community college students who take online coursework, especially the effect of higher online course loads. The next section briefly summarizes relevant literature reflecting those concerns.

Abstract:
In 2002 a new Ontario college charter signaled a new era for higher education in Ontario. The charter was presumed to usher in a new way of doing higher education, one that provided greater freedom for Ontario colleges and presumably greater access for communities to higher education. Coupled with the Post-Secondary Choice and Excellence Act of 2000, which provided colleges the opportunity to offer degrees, the colleges appeared well set for the freedom they sought. With the decentralization of approval for curriculum comes an appearance of greater autonomy and authority at the local level; however, with steering mechanisms of funding, performance indicators, and discourses of the marketplace, globalization and performativity permeating curriculum processes, “freedom” remains strongly tempered. This paper uses Foucauldian and critical discourse analysis as a means of considering power and higher education in Ontario, and the limitations and opportunities for “freedom” within our existing discourses.

ObjectivesPatients do better in research-intense environments. The importance of research is reflected in the accreditation requirements of Australian clinical specialist colleges. The nature of college-mandated research training has not been systematically explored. We examined the intended research curricula of Australian trainee doctors described by specialist colleges, their constructive alignment and the nature of scholarly project requirements.DesignWe undertook content analysis of publicly available documents to characterise college research training curricula.SettingWe reviewed all publicly accessible information from the websites of Australian specialist colleges and their subspecialty divisions. We retrieved curricula, handbooks and assessment-related documents.ParticipantsFifty-eight Australian specialist colleges and their subspecialty divisions.Primary and secondary outcome measuresTwo reviewers extracted and coded research-related activities as learning outcomes, activities or assessments, by research stage (using, participating in or leading research) and competency based on Bloom’s taxonomy (remembering, understanding, applying, analysing, evaluating, creating). We coded learning and assessment activities by type (eg, formal research training, publication) and whether it was linked to a scholarly project. Requirements related to project supervisors’ research experience were noted.ResultsFifty-five of 58 Australian college subspecialty divisions had a scholarly project requirement. Only 11 required formal research training; two required an experienced research supervisor. Colleges emphasised a role for trainees in leading research in their learning outcomes and assessments, but not learning activities. Less emphasis was placed on using research, and almost no emphasis on participation. Most learning activities and assessments mapped to the ‘creating’ domain of Bloom’s taxonomy, whereas most learning outcomes mapped to the ‘evaluating’ domain. Overall, most research learning and assessment activities were related to leading a scholarly project.ConclusionsAustralian specialist college research curricula appear to emphasise a role for trainees in leading research and producing research deliverables, but do not mandate formal research training and supervision by experienced researchers.

Abstract:
Since the release of the Coleman Report in 1966, studies (such as Sirin, 2005; Radford, Berkner, Wheeless, and Shepherd, 2010) have continued to find an association between socioeconomic status and educational attainment. Wyner, Bridgeland, and Diiulio (2007) observe that a progressively lower proportion of low-income, high achieving students remain successful as they advance from elementary school through college. The present study considers college enrollments from a college preparatory charter secondary school serving low-income students. The study finds that alumni enrolled in four-year colleges at a higher rate than did lottery-assigned comparison students. These four-year college enrollment findings held for Hispanic, African American, and Asian American students. At the same time, the overall college enrollment rates, meaning enrollment in two- and four-year colleges in contrast to no college enrollment, were quite similar for the Preuss School and comparison students. These results were achieved, this study suggests, through numerous academic and social supports that increase college eligibility rates and institute four-year college and financial aid applications as part of coursework. The four-year college enrollment findings offer the promise that schools can be arranged to increase academic opportunities for low-income students.

Abstract:
This study was conducted as an attempt to see the influence of educational leadership on employees for motivating them in quality enhancement mission. The assumption behind it was the need of creative and innovative leadership for motivated and efficient team spirit in quality education. The research questions were centralized in the leadership perceptions and their strategic efforts for imparting quality education. The philosophical and theoretical support of transformational leadership theory and continuous improvement approach strengthened the research. The researcher adopted interpretive research paradigm with in- depth interview and field observation as primary sources and various printed documents as the secondary sources. The basic data were generated from twelve participants of three different community colleges. The perceived data were presented and interpreted under various themes via perceptions and efforts in quality enhancement, leadership influence on employees, human resource development and mobilization for institutional strength and shifting threats into opportunities. The findings hint varied and insufficient attempts of leaders for addressing growing needs of these colleges. The concluding remarks further encourage college leaders in general and community college leaders in particular to plan and implement farsighted strategies to cope with the ever widening challenges in academia.

Abstract:
This study assessed how science, technology, engineering and mathematics (STEM) education is integrated in Science Teacher Education curriculum in Zimbabwe. An exploratory mixed methods research design, within the post-positivist paradigm, was used to guide the collection and analysis of data. Data were sourced from 18 Science teacher educators and 108 final year Science student teachers pooled from two secondary school Teachers’ Colleges through a semi-structured questionnaire, follow-up interviews, focus groups and documents. From the findings, it was evident that although a lot was done to promote STEM literacy in the two colleges, integration of STEM education and practices into the science education curriculum was coincidental rather than planned. Participation in Science exhibitions at local and national level that was common and increased enrolment of teacher candidates in STEM subjects was viewed as major ways to promote the initiative in the Teachers’ Colleges. However, support that targeted a teacher education STEM curriculum and integration/liaison with Engineering and industry was largely found lacking, suggesting the need for practices such as field-trips, work visits and partnerships that foster closer collaboration between colleges, schools, professional scientists and industry.

Abstract:
Purpose – The purpose of this paper is to examine Graduate Certificates in colleges in Ontario, Canada, and their distinctive ability to generate intrinsic student engagement in specialized skills development, and a culture of progression and scholarship. Design/methodology/approach – This is a review of selected literature on student engagement. While extrinsic motivation, such as employment, has most often been discussed this paper purposefully considers intrinsic motivation and factors that build deeper engagement in students. This paper compares and contrasts the literature, and its link with the features of the Ontario College Graduate Certificate in Canada. More specifically, it examines the background and development of the credential in the context of the movement towards competency-based education. Findings – This paper postulates that colleges can uniquely provide applied and intrinsically engaging programming through credentials like the Graduate Certificate. The Graduate Certificate helps heighten graduate skills engagement, a culture of progression and scholarship, and ultimately competitiveness in today’s workplace. Practical implications – The findings of this paper have implications for colleges to distinguish themselves amongst post-secondary institutions as providers of specialized skills development in higher education, especially as competency-based education grows in importance. It also puts in to question how this type of engaging design can be further built in to post-secondary graduate curriculum. Originality/value – This paper illuminates innovative practice at the post-graduate level, as an example of a skills-based scholarly activity. It helps position colleges as providers of effective, competency and outcomes-based higher education. This paper can add value to practitioners looking to build similar programming, by combining this Graduate Certificate design with evidence-based factors that build student engagement, particularly intrinsic motivation.

Abstract:
Extant research focuses on the “educational attainment gap,” documenting the lack of parity among Latino youth and other high school graduates in college matriculation. This study reversed that question, and asked instead, what factors, and specifically what parental or family-related factors, contribute to Latino/a youth enrolling in four-year post-secondary institutions where future earnings tend to be higher than two-year colleges. Data from the Texas Higher Education Opportunity Project (THEOP, 2004) were analyzed to identify parental contributors to successful matriculation into post-secondary education. Findings indicate that parents attending college was one of the most important indicators of Latino/a enrollment in either a two- or four-year college or university. Also significant, and potentially critical in social welfare policy, was rewarding students for grades. Parents helping with and checking homework were not helpful in youths’ progression to postsecondary education.

Abstract:
Education plays an important role in the lives of individuals. Education helps the individuals in developing skills, capabilities, attitudes and behavior (Saleem & Shah, 2015). In developing countries like Pakistan access towards education is not satisfactory. In Pakistan, at the higher education, arts subjects generally and science subjects particularly are not with in the access of rural people. Because there are very few colleges in rural areas, and these colleges have shortage of subject specialist faculty. The available faculty is only for teaching compulsory courses and limited option of humanities group courses. As a result, the rural communities are deprived from their basic right of getting education and unable to utilize their potential in their areas of interest. Connected classroom is one of the technological innovation that can be used to overcome the shortage of teaching faculty issue in rural areas. Connected classrooms are created by using new technology tools to build online networks and develop personal learning resources through collaboration with personal learning networks and professional learning communities (Siemens, 2005). t was observed that in remote and rural areas of Pakistan, the opportunities of higher education are limited. After completing the secondary school certificate, students have limited option to choose subjects of their interest. As a result, either they select the subjects in which they are not interested or move towards cities to get better education opportunities. But it is a sad fact that majority of students cannot afford to travel towards colleges in big cities, and have to left their journey of education. Therefore, this study introduced connected classroom technology for rural and remote communities at college level to improve student's enrollment in rural area colleges instead of moving towards urban colleges. More importantly, it will help to overcome the problem of shortage of subject teachers at the rural colleges as well. Keywords: Connected classroom; teaching faculty; rural college; rural student
