This thesis develops an object-oriented simulation model of the Computer Aided Telephone Inquiry (CATI) system currenily employed by the Defense Health Resources Study Center, which allows recipients of mailed survey questionnaires to respond to the mailed questionnaires via telephone. The simulation models system performance and the response arrival process as a transitory queuing system. The primary focus of this study is to develop a predictive decision aid for effective and efficient employment of the CATI system, while minimizing response attrition due to system overload. Sensitivity analysis is conducted to determine arrival rates which overload the system, mean service time effect on system capacity, and effects of various retry decision processes (i.e., the arrival process for respondents who fail to access the system because of system overload). Additionally, possible network optimizations designed to aid in the development of appropriate mailing strategies are discussed. As a predictive tool, the model appears to be quite accurate. Network optimization solutions for mailing strategies may achieve a significantly lower caller attrition rates than strategies which call for evenly distributed batch survey mailings.

This report outlines the results of a two quarter Total Ship Systems Engineering (TSSE) Capstone design project undertaken by the students at the Naval Postgraduate School. The project was under the direction of Professors C.N. Calvano and R.Harney.
Currently, no system exists that provides a sea-based distributed aviation platform capability. The emergence of Unmanned Air Vehicles (UAVs) / Unmanned Combat Air Vehicles (UCAVs), the continued U.S. Navy focus on the littorals, the desire for force distribution, the need for operational cost reductions, and the advent of Network Centric Warfare (NCW) all continue to support the requirement to re-evaluate how littoral operations will be conducted in the future. Given this background, a bottom-up design of a ship supporting a primarily UAV/UCAV air wing in a low to medium threat environment is of significant interest. SEA ARCHER meets this interest. This report outlines a design that meets the future needs for distributed aviation with a high-speed, highly automated platform. Large gains in reduced manning through automated systems for both operation and damage control helpmeet the demanding needs for the future of the Navy at reduced operational costs. The report will outline both the Mission Needs Statement (MNS) and Operational Requirements Document (ORD) for the ship that was developed. The analysis of alternatives that was conducted to determine relative size requirements for the ship in presented in the next section. The concept design that resulted as a result of the Total Ship Systems Engineeing process in then presented. Finally, a detailed look at the analysis and trade studies that were conducted in presented in order to show the more detailed analysis that was conducted in designing the ship.

The Pentagon is planning to gradually increase the Navy's SEAL force over the next several years to meet increasing global demands. The move was authorized by the Office of the Secretary of Defense (OSD) in a program decision memorandum (PDM) in December 2002. The PDM, which directed the growth of Special Operations Forces across the board, called on the Navy to bring the equivalent of two new SEAL Teams to the force between FY-06 and FY-08. Even though funding has been allotted to this task, there may not be enough manpower to fill these slots. Training issues coupled with retention issues have brought the growth process to a standstill. The purpose of this thesis is to identify which major variables and/or combinations of small variables need to be changed in order to increase NSW enlisted SEAL manning. The three major areas that will be looked at are recruitment, training, and retention. The focus will be to determine where NSW can do better at managing personnel in these areas. The end product will be a detailed analysis that will offer suggestions for program changes that can be implemented to increase NSW forces while raising the quality of operators at the same time.

Abstract:
Space technologies and the tools of space warfare are proliferating across Earth. The use of spacepower in conflict necessitates strategic thinking. Strategic theory can guide and improve strategic thought about outer space. Drawing on strategic theory, this thesis develops a spacepower theory in the next step of a collective theory-making effort about warfare in the Space Age. This spacepower theory is based on seven distinct, complementary, and interacting propositions that aim to shift the debate of spacepower away from space weaponisation and the Revolution in Military Affairs (RMA), and towards a more holistic view of the vast possibilities granted by spacepower. This spacepower theory proposes that space warfare only has meaning in so far it works towards the command of space; that the command of space is about manipulating celestial lines of communication; that spacepower in Earth orbit is a place to conduct strategic manoeuvres to influence the wider war and grand strategic goals; and that the command of space can have direct meaning for battlefield success through its dispersing effects. The theory is based on three major strategic analogies from terrestrial strategic theory and experience. First, space warfare is a continuation of terrestrial politics. Second, space is like the sea in its most basic concepts. Third, Earth orbit is like a coastal region. The contributions of this work are a theory that assists the individual’s education on warfare in the Space Age that takes emphasis away from space-based weaponry and the RMA, and a treatise that demonstrates and encourages a pedagogical method of analysis in strategic studies. This has tentative implications for wider discussions of astropolitics in International Relations (IR) as well. IR will continue in its usefulness in the cosmos, while Terran IR today must account for the realities of the Space Age.

Abstract:
Since Russia´s annexation of the Crimean Peninsula, asymmetric warfare has been on the rise, and much effort has been focused on understanding and comparing this warfare to existing theories. This, however, has not been the case for the naval aspects of asymmetric warfare. Even though nations and insurgents alike use these methods it has received little focus and therefore many questions have been left unanswered.  How should naval asymmetric warfare be understood and countered? Does naval asymmetric warfare relate to existing naval theories or is it related to existing asymmetric land theories? This essay aims to answer some of these questions by using Vegos theory concerning sea control to examine asymmetric methods and their correlation to sea control in The Tanker War and the Sri Lankan civil war.  This essay concludes that asymmetric methods and it´s correlation to sea control are, to a great extent, described by Vegos theory. The methods used and level of sea control achieved conform to Vegos theory which, according to this essay, can be used to interpret asymmetric naval conflicts.

De svenska sjöoperativa helikoptersystemen såg sitt ljus för första gången på 1950-talet. Sedan denna pionjärålder har dessa system varit en del av den svenska marina krigföringen. Men vilken påverkan har de i realiteten haft på denna krigföring och hur har den svenska taktiken påverkats av helikoptersystemen?  Syftet med denna uppsats är att är utröna detta genom att belysa tre årtionden som har varit av stor vikt för det svenska marinflyget: 1960-talet, 1980-talet samt 2000-talet.

För att lättare påvisa vilken effekt dessa system har haft på den svenska marina krigföringen så utgår denna uppsats ur den teori som inom krigsvetenskapen kallas för kombinerad bekämpning. Denna teori behandlar de fenomen och fördelar som uppstår då flera vapensystem och/eller vapenslag kombineras för att uppnå en synergieffekt på slagfältet. Vinsten med denna synergieffekt är att befälhavaren lättare kan behålla initiativet och har fler valmöjligheter vid bekämpandet av en fiende. De egna sidans styrka skall i största möjliga mån ställas mot fiendens svagheter. 

 Uppsatsen visar på att under de specifika årtiondena har de sjöoperativa helikoptersystemen haft en stor betydelse för den svenska marina krigföringen och då framförallt inom området ubåtsjakt. Resultatet av studien visar vidare på att den påverkan som dessa system har haft på krigföringen varierar mellan de olika årtiondena med 1980-talet som de årtionde där påverkan har varit som störst. Tongivande för uppsatsen har varit den ubåtsjakt som bedrivits under de specifika årtiondena men den studie som genomförts i uppsatsen har även belyst andra områden som de sjöoperativa helikoptrarna har påverkat såsom transport, havsövervakning och ytmålspaning. Dock har påverkan här visat sig vara mindre än inom området ubåtsjakt.


The purpose of this study is to examine to what extent the Royal Swedish Navy Fleet Air Arm (RSNFAA), and more specifically the helicopters assigned to this weapons branch, has effected Swedish naval warfare tactics during three separate decades: namely the 1960´s 1980´s and 2000´s.  

The study takes its starting point in the theories that war science referrers to as combined arms.

The characteristics of the combined arms theory are to combine different weapon systems and weapon branches to conquer the enemy by attacking his weak spots. By combining weapon systems the commander in question will minimize his own weaknesses on the battlefield and therefore gain the upper hand on the enemy. 

This theory gives a good theoretical view when analyzing which impact the Sea based operations- helicopters (SBO) have had during the specific decades that are being examined due to its ability to be applied on both land and naval forces.

Literature on the combined arms theory as well as historical documents over these three decades constitutes the main sources which have been used to carry out the study.

The result of the study shows that the implementing SBO-helicopters in the Swedish naval warfare tactics have had a major effect and more specifically in the AntiSubmarine Warfare (ASuW) area.

Syftet med denna studie är att undersöka huruvida den tyska ubåtskrigföringen under andra världskriget använde sig av sjökrigsmetoder som beskrevs av Sir Julian Corbett i början av 1900-talet. För att testa Corbetts teorier studeras slaget om Atlanten 1939 – 1945 som ett empiriskt fall. Frågeställningen i denna rapport är: Vilka likheter och/eller skillnader finns mellan Sir Julian Corbetts sjökrigsmetoder och det tyska ubåtsvapens agerande under slaget om Atlanten? Metoden som används för denna undersökning är en komparativ metod där slaget om Atlanten studeras som ett fall. Resultatet visar att det finns en del likheter men också skillnader mellan tyskarnas ubåtskrigföring och Corbetts teorier. Corbett menar att syftet med all sjökrigföring är att alltid direkt eller indirekt säkra ett sjöherravälde eller att hindra motståndaren från att säkra den. Det tyska ubåtsvapnet försökte aldrig att etablera ett sjöherravälde utan valde att bestrida och neka britterna ett sådant. Detta gjorde de genom Corbetts metoder fleet in being, nålsticksoperationer och sjöfartskrig. Resultatet visar på en skillnad i metod gällande sjöfartskrig då Corbett menar att den effektivaste metoden är att anfalla fiendens hamninlopp och terminaler medan det tyska ubåtsvapnet bedrev sjöfartskrig ute på öppet hav med goda resultat.
The purpose of this study is to examine whether the German submarine warfare during the World War II used the principles of maritime strategy described by Sir Julian Corbett during the early 1900s. The Battle of the Atlantic will be used as an empirical case to test Corbett’s theories. The issue addressed in this report: What similarities and/or differences exist between Sir Julian Corbett’s maritime strategy and the German submarine actions during the Battle of the Atlantic? The method used for this study is a comparative method and the Battle of the Atlantic is studied as a case. The result shows that there are some similarities but also differences between the German submarine warfare and Corbett's theories. Corbett believes that the purpose of all naval warfare is to always directly or indirectly secure a sea command or to prevent the opponent from securing it. The German submarine force never tried to establish a sea command but chose to deny the British Navy and establishment of one. They did this by Corbett methods fleet in being, minor counter attacks and attack of trade. The results show a difference in the approach regarding maritime war. Corbett believes that the most effective approach is to attack the enemy's harbour and terminals while the German submarine force conducted maritime war on the high seas with good results.

L’esercito italiano e la conquista della Catalogna (1808-1811) Uno studio di Military Effectiveness nell’Europa napoleonica Settori scientifico-disciplinari SPS/03 – M-STO/02 La ricerca ha lo scopo di ricostruire e valutare l’effettività militare dell’esercito italiano al servizio di Napoleone I. In primo luogo attraverso un’analisi statistica e strategica della costruzione, e del successivo impiego, dell’istituzione militare del Regno d’Italia durante gli anni della sua esistenza (1805-14); successivamente, è stato scelto un caso di studi particolarmente significativo, come la campagna di Catalogna (1808-11, nel contesto della guerra di Indipendenza spagnola), per poter valutare il contributo operazionale e tattico dei corpi inviati dal governo di Milano e la loro integrazione con l’apparato militare complessivo del Primo Impero. La tesi ha voluto rispondere alla mancanza di studi sul comportamento in guerra dell’esercito italiano e, allo stesso tempo, introdurre nella storiografia militare italiana la metodologia di studi, d’origine anglosassone e ormai di tradizione trentennale, di Military Effectiveness. La ricerca si è primariamente basata, oltre che sulla copiosa memorialistica a stampa italiana e francese, sulla documentazione d’archivio della Secrétairerie d’état impériale (Archives Nationales di Pierrefitte-sur-Seine, Parigi), del Ministère de la Guerre francese (Service historique de la Défence, di Vincennes, Parigi) e del Ministero della Guerra del Regno d’Italia (Archivio di Stato di Milano). Dal punto di vista dei risultati è stato possibile verificare come l’esercito italiano abbia rappresentato, per Bonaparte, uno strumento duttile e di facile impiego, pur in un contesto di sostanziale marginalità numerica complessiva di fronte alle altre (e cospicue) forze messe in campo da parte dell’Impero e dei suoi altri Stati satellite e alleati. Per quanto riguarda la campagna di conquista della Catalogna è stato invece possibile appurare il fondamentale contributo dato dal contingente italiano, sotto i punti di vista operazionale e tattico, per la buona riuscita dell’invasione; questo primariamente grazie alle elevate caratteristiche generali mostrate dallo stesso, ma anche per peculiarità disciplinari e organizzative che resero i corpi italiani adatti a operazioni particolarmente aggressive.
The Italian Army and the Conquest of Catalonia (1808-1811) A Study of Military Effectiveness in Napoleonic Europe Academic Fields and Disciplines SPS/03 – M-STO/02 The research has the purpose of reconstruct and evaluate the military effectiveness of the Italian Army existed under the reign of Napoleon I. Firstly through a statistic and strategic analysis of the development, and the following deployment, of the military institution of the Kingdom of Italy in the years of its existence (1805-14). Afterwards, a particularly significant case study was chosen, as the campaign of Catalonia (1808-11, in the context of the Peninsular War), in order to assess the operational and tactical contribution of the regiments sent by the Government of Milan and their integration in the overall military apparatus of the First Empire. The thesis wanted to respond to the lack of studies on the Italian army’s behavior in war and, at the same time, to introduce the methodology of the Military Effectiveness Studies (of British and American origin and, by now, enriched by a thirty-year old tradition) in the Italian historiography. The research is primarily based, besides the numerous memoirs of the Italian and French veterans, on the archive documentation of the Secrétairerie d’état impériale (Archives Nationales of Pierrefitte-sur-Seine, Paris), of the French Ministère de la Guerre (Service historique de la Défence, of Vincennes, Paris) and of the Italian Ministero della Guerra (Archivio di Stato di Milano). About the results, it has been verified how the Italian army has become a flexible and suitable instrument for Bonaparte, albeit in a context of substantial overall numerical marginality in comparison to the heterogeneous forces available to the Empire and its others satellites and allied states. Regarding the campaign of Catalonia, instead, it was possible to ascertain the fundamental contribution of the Italian regiments, in an operational and tactical perspective, for the success of the invasion. This was primarily due to the excellent general characteristics shown by the expeditionary force, but also to disciplinary and organizational peculiarities that have made the Italian corps suitable for particularly aggressive operations.

Abstract:
The principle of war, surprise, has long been criticized for being imprecise and in need of interpretation. Some believe it is because of this ambiguity that the principle has survived in military doctrine. The purpose of the study is thereby to empirically test the principle of surprise to investigate its validity in modern naval warfare. Due to the lack of precision in doctrine, the surprise has been interpreted into an analytical instrument based on the compiled thoughts written by theoreticians; Sun Zi, Carl Von Clausewitz, Raoul Castex and Milan Vego. The analytical instrument aims to identify whether criteria for surprise are represented or not in a context of successful surprise. This was achieved through a two-case study based on a qualitative text analysis of the methods used by the Sea Tigers of Sri Lanka and the attack on ARA General Belgrano during the Falklands War. The study shows that all the criteria were met in some way in both cases and that the military principal surprise is valid as a principle of war in modern naval warfare. Further research is recommended to investigate more cases and not to limit the research to a tactical level.

Abstract:
This thesis examines how artists working for the War Artists' Advisory Committee (WAAC) represented aerial warfare. In contrast to the scholarly attention lavished on wartime films and posters, official war art remains a much neglected aspect of the propaganda war. The few studies that do exist, most notably by Brian Foss, survey the collection as a whole and consider it from an art history perspective. By focusing on the single theme of aviation, a central and defining experience of the Second World War, I embed the WAAC within the economic, social, military and cultural histories of the period and locate it within a longer time frame. Through bringing these usually disparate fields of study into dialogue, I am able to use the art to enrich broader understandings of the period, in particular, the ways in which aerial warfare was represented, how this image evolved during the war and how these cultural products related to economic, military and social factors. This thesis highlights the different roles the WAAC was expected to fulfil. Housed within the Ministry of Information, the WAAC was expected to perform a propagandist function. The committee distanced itself from propaganda and insisted that its primary function was to record for posterity the experience of living through the war. I assess exactly what kind of record the WAAC bequeathed by looking thematically at the key aspects of aerial warfare: aircraft production; the Battle of Britain; the Blitz and the bombing of Germany. I argue that whilst there was broad correlation between war art and propaganda, these images registered aspects of experience that were incongruent with and therefore absent from wartime propaganda, such as the fear of aerial bombardment and the true nature of the bombing of Germany. Moreover, propagandist constructions were not entirely separate to lived experience, rather they both reflected experience and shaped the way that individuals understood and made sense of the world around them. Therefore, in producing images that accorded with propagandist portrayals, the WAAC artists were recording a fundamental part of the experience of living through the war.

Abstract:
The objective of this study is to assess the growing role of Special Forces in modern warfare, with specific reference to the United States of America. The main question that the study seeks to address is what are the implications of the growing role of Special Forces in modern warfare? The study also seeks to ascertain why exactly this growth is occurring and whether or not this will have a bearing on the future of not only the manner in which the US conducts conflict but also global conflict as a whole. In order to address these issues the study will look at conventional and unconventional warfare and forces; the roles and missions of Special Forces and the composition of US Special Forces; the role of US Special Forces in modern warfare prior to the September 11, 2001 terrorist attacks; and the role of the US Special Forces in the 2001 invasion of Afghanistan. An analysis of conventional and unconventional warfare as concepts, as well as the forces that constitute conventional and unconventional forces was first done in order to provide some perspective into what these concepts and forces are and more specifically, what differentiates them. Specific reference was made here to the United States’ approach to warfare from the days of the American Revolution up to and including the end of the Cold War. Emphasis is placed on the growing role of US Special Forces throughout the study and this is achieved through the use of four major case studies, namely the 1991 Gulf War; Somalia (1992-1993); the Balkans (1995-2001); and the 2001 ‘Special Forces war’ in Afghanistan. The case studies that dealt with the 1991 Gulf War, Somalia and the Balkans elucidated the growing role of both unconventional warfare and specifically US Special Forces and Special Mission Units since the end of the Cold War. The case study of the 2001 invasion of Afghanistan provided the culmination of the shift from conventional to unconventional warfare and the execution of the campaign as a ‘Special Forces war.’ The study demonstrates that since the end of the Cold War in the 1990’s, unconventional warfare has increasingly become more ubiquitous and can be said to be replacing, or at least equalling in stature, conventional warfare. This has the possibility of dramatically affecting how warfare is executed both currently and more importantly, in the future. The study went on to show that unconventional warfare is not akin to conventional warfare, especially with regard to the forces needed to respond to such conflicts and that Special Forces are the forces most applicable and most effective in dealing with unconventional warfare. The study confirms that Special Forces are the solution to the growing prominence of unconventional warfare and that countries, and specifically the United States can more effectively counter the threat of unconventional warfare and unconventional forces by shifting Special Forces from a supporting component to conventional forces to a supported component. This would require a massive shift in alignment both for the United States as well as other major states’ militaries but as the study has shown, this is pertinent given that unconventional warfare and forces will most likely remain the primary threat that states and militaries will now face

Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.

Cette thèse se présente comme un essai de socio-histoire de la profession plurielle de marin dans le royaume de Majorque sur la longue durée, de la conquête de l’île par Jacques Ier d’Aragon en 1229 au soutien majorquin à la conquête du royaume de Naples par Alphonse V le Magnanime dans les années 1440. La substitution de la notion de « professionnel de mer » à celle floue de « gens de mer », employée dans l’historiographie, permet d’observer plus précisément ces hommes, en discernant pour chacun, de manière synchronique et diachronique grâce à la reconstitution de trajectoires individuelles, compétences et activités navales, fonctions à bord, et statut social à terre, dans un contexte médiéval où les statuts juridiques, des aristocrates aux esclaves, occupaient une place centrale dans l’identification des individus et la hiérarchisation de la société majorquine. Dans trois grandes parties successives, l’étude articulée et interdépendante des dimensions pratiques, institutionnelles et sociales de cette professionnalisation offre ainsi des réalités vécues multiples, individuellement et collectivement, tant en mer qu’à terre, qui dépassent le simple cadre normatif présenté dans les différentes coutumes de mer, les collectifs professionnels et les juridictions maritimes en vigueur dans le royaume de Majorque
This thesis is a socio-historical essay about the plural profession of mariner in the kingdom of Majorca over the long term, from the conquest of the island by James I of Aragon in 1229 to Majorcan support for the conquest of the kingdom of Naples by Alfonso V the Magnanimous in the 1440s. The substitution of the notion of "professional of the sea" for that of "seaman", used in historiography, allows for a more precise observation of these men, discerning for each of them, synchronously and diachronically thanks to the reconstitution of individual trajectories, naval skills and activities, functions on board, and social status on land, in a medieval context where legal status, from aristocrats to slaves, occupied a central place in the identification of individuals and in the hierarchisation of Majorcan society. In three main successive parts, the articulated and interdependent study of the practical, institutional and social dimensions of this professionalisation thus offers multiple lived realities, individually and collectively, both at sea and on land, which go beyond the simple normative framework presented in the different sea customs, professional collectives and maritime jurisdictions in force in the Kingdom of Majorca

Research emphasis focuses on using these agents for decomposing parathion and for killing the bacteria in the water. The effect of the prepared agent on the grass growth is also considered. For all tests, stock solution of 100 mg/l parathion and pond water containing 9920 CFU/ml bacterial count were prepared. l tests. The test results on decontaminating chemical warfare agent (parathion) indicated that the decontamination agent prepared with sea water has been less effective than that prepared with fresh water. Still a decontamination efficiency of above 60% could be achieved for a decontamination agent of 10,000 mg/l. The reason for the reduced effectiveness of the former was apparently due to that the variuos cationic ions present in the sea water partially combine the chloride of the agent, resulting in formation of complex salts. However, the decontamination efficiency can be considerably elevated by using a decontamination agent with much higher concentration beyond 10,000 mg/l, as generally practiced in the military applications. For killing the bacteria, 0.5 mg/l decontamination agents prepared with fresh or sea water had a decontamination efficiency of nearly 100%. The effect of decontamination agent on the grass growth was found to be significant only for the one prepared with sea water. However, this effect of decontamination agent on the grass growth was found to disappear naturally in about one month after its application. Observation from all the test results reveals that freshwater is still the better medium for preparing the decontamination agent using STB or Type 82. The counterparts prepared with sea water were observed to be slightly less effective in decontaminating parathion. However, the reduced effectiveness can be more than compensated by elevating the agent concentration. It is hence concluded that the decontamination agents prepared with sea water is highly feasible and practical in the field applications.
