Abstract:
The review was prepared on the basis of the materials of the expert section ‘Scientometry 2.0: Digital Restart’, which took place as part of the Gaidar Forum 2020. It is devoted to a discussion of the role of applied scientometrics in assessing the effectiveness of scientists, as well as the prospects and possibilities of digitalization of science. The ‘tyranny of indicators’ and the crisis of confidence among the academic community in any formal assessment of their activities is one of the most important trends in the field of scientific administration in recent years. The object of public criticism is applied scientometrics as a tool for this assessment. During the discussion, experts made a number of significant comments regarding the widespread use of applied scientometrics. First, scientometric awareness needs to be formed. Scientometrics can be useful for both researchers and organizations. Scientometric literacy needs to be educated. It is such an approach for the future that can be an important step towards overcoming the systemic crisis in assessing scientific activity. Secondly, the scientometric assessment should be supported by expert assessment. If the first formalizes the assessment process and makes the management system more transparent, the second fills it with meaningful meaning. Thirdly, the digital transformation in the management of scientific activity at the moment is not able to remove the contradiction that has arisen. Moreover, as follows from the expert’s speech, neither the scientific community, nor the scientific management system itself, is yet ready for digital transformation.

An article in a scientific journal is the key element of modern scholarly communication system, in which scientific journals act as conductors of national science and researchers to the international level. Integration of Russian scientific journals into the global knowledge system and improving their competitiveness are necessary conditions for improving the competitiveness of Russian science itself.Today, we see a low quality of Russian scientific periodicals with an excessive number of journals. The highly competitive environment and the total use of bibliometric approaches in the research and assessment of science born unfair race for indicators, developing imitation science.The study aims to analyze, determine and propose solutions of topical issues of Russian scientific journals. The article is a case study of the oldest monthly scientific and production journal “Occupational Safety in Industry”. The transformation of the work of the editorial board is considered within the 2016–2019 period. We analyze the history of formation, development and the common problems of restructuring the activities of the editorial boards that have occurred in recent years.It is shown that the formalization of scientometric indicators and their impact on funding cause a sharp increase in the number of authors with multiple affiliations. In general, the use of bibliometrics in Russia has generated a number of systemic risks that threaten the development of national science.The study formulates the tasks and nearest prospects for the development of scientific journals as the basis for a changing scholarly communication system. It is necessary to develop the qualitative scientometrics with new scientometric indices and qualitative author-evaluating indicators (with more precise scientometrics, new tools will appear, including those for identifying dishonest scientists).To improve the evaluation system of Russian scientific journals, we propose: improving the generally accepted scientometric methods taking into account Russian specifics and introducing a system for assessing and monitoring the quality of Russian scientific journals, combining the use of bibliometric information and independent expert evaluation. The creation of high-quality scientometrics is possible with the use of artificial intelligence systems.The proposed steps will build a self-regulatory ecosystem on the Russian space of scholarly communication with well-functioning high-quality expertise, which will determine the future of scientific journals.

It is shown that the calculation of scientometric indicators of the scientist and also the scientific journal continues to be an actual problem nowadays. It is revealed that the leading scientometric databases have the capabilities of automated metadata collection from the scientific journal website by the use of specialized electronic document management systems, in particular Open Journal Systems. It is established that Open Journal Systems successfully exports metadata about an article from scientific journals to scientometric databases Scopus, Web of Science and Google Scholar. However, there is no standard method of export from Open Journal Systems to such scientometric databases as the Russian Science Citation Index and Index Copernicus, which determined the need for research. The aim of the study is to develop the plug-in to the Open Journal Systems for the export of data from this system to scientometric database Russian Science Citation Index. As a result of the study, an infological model for exporting metadata from Open Journal Systems to the Russian Science Citation Index was proposed. The SirenExpo plug-in was developed to export data from Open Journal Systems to the Russian Science Citation Index by the use of the Articulusrelease preparation system.

Problem setting. Today our country joins the European Research Area, in particular, taking into account the experience and successful practices of the European Union in open science, cooperation in digital projects, ensuring access of Ukrainian scientists to international databases, electronic journals, scientific and educational networks and scientometric systems and platforms. Some analysis issues of the state and prospects of the national system of open science development, the application of information technologies and open science resources for scientometric and bibliometric analysis of modern trends in scientific communication, don`t lose their relevance, were and remain in the center of attention of foreign and national scientists, specialists, practitioners, such as: S. Glibko, Y. Pasmor, A. Strizhkova. The target of this article is to define tasks and directions concerning scientometric and bibliometric definition of modern problems of scientific activity on the basis of the analysis. Article`s main body. In the context of Ukraine’s solution of tasks and implementation of long-term plans for integration of achievements and obtainings of scientists into the European information space, EU development strategy until 2020 is aimed at «Innovation Union» and at building open innovation. It seems convincing that the concept of open access has become the basis for the emergence of a number of projects, which were realised in the paradigm of open science through the joint use and dissemination of research results, ideas, innovations for global progress, development and presence of Ukraine in the world scientific community. Conclusions and prospects for the development. 44.8 % of respondents said that scientometrics is very important. 89.6 % support scientometrics as a new but necessary way to measure scientific achievements. Therefore, in the current trends of global technologies of open science, natural transformations of society, the evolution of forms and research methodologies are obvious. In the paradigm of open innovations, which are also based on scientometric, bibliometric indicators and resources of open science, the following issues are relevant: 1) providing grant support for the best projects of Ukrainian scientists within the competition of the National Research Foundation; 2) implementation of measures for Ukraine accession to the grant program «Horizon Europe»; 3) continuation of work on the creation of the National Scientific Information System «URIS»; 4) stimulation of activities in the field of technology transfer to provide more transparency and accessibility to national science; 5) implementation of a pilot project of the creation a network of startup-school-incubator-accelerator on the basis of higher education institutions and research institutions.

Abstract:
This study extended the author's previous research in the field of scientometrics of media researchers on the topic “Mass information. Journalism. Mass media” in Russian electronic library and Russian Science Citation Index. The methodology was a census of the personalities of the first hundred authors ranked by the level of the h-index in 2020 compared to 2017, and in some aspects — from 2016. The study analyzed the changes in the h-index over the years under study, changes in the authors' geography by federal districts and cities of the Russian Federation, their academic position, the distribution of doctors and candidates of sciences in scientific majors in accordance with the awarded degree, as well as the distribution of rating personalities by actual scientific interests and taught courses in their affiliated scientific and educational organizations. The study revealed the importance of scientometric indicators for authors and scientific and educational organizations to determine their place in the academic community, the relevance of topics and authors’ research in the general academic landscape, and material incentives. At the same time, it was noted that the system of scientometric indicators is changing: perhaps the h-index the number of published works and the number of citations in the RSCI will remain as an object of research by historians of science to determine the common place of Russian (and Soviet) scientists in the science development, and in addition or to replace them there will be new indicators. One of them is the "percentile" recently introduced into the list of scientometric indicators. Studies of the values of scientometric indicators will remain relevant in the future.

The papaer presents a review of some publications on the history of the development, formation, functions and capabilities of scientometrics, as well as the state of Russian science and its role on the international arena. The thoughts regarding the role of scientometrics in modern scientific research are stated. To date, scientometrics provides a number of possibilities. First of all, it is a system for monitoring publication activity of scientists around the world. Obviously, the main goal is structuring scientific publications with the following improvement of scientific activity. Howewer, are modern scientometric indicators objective in relation not only to the number, but also to the quality of scientific publications? Is the notorious Hirsch index an ideal parameter for evaluating the performance of researchers? Are there any prospects for scientometrics in the modern scientific world, or is a worthy alternative to currently used methods for assessing scientific activity required? These and many other questions are raised by the authors in this article.

Мета дисертаційного дослідження – підвищення ефективності процесу ідентифікації знань у наукометричних системах за рахунок побудови моделей і методів інтелектуального аналізу слабоформалізованих даних. Основні результати: уперше розроблено логіко-лінгвістичну модель визначення семантично зв'язних фрагментів слабоформалізованої реферативної інформації, яка заснована на використанні алгебро-предикатних операцій, що дозволяє ефективно ідентифікувати знання у реферативній інформації. Удосконалено метод формалізації смислових відношень сутностей, який базується на використанні міри смислової близькості та відрізняється застосуванням інтелектуального аналізу при виявленні класів еквівалентності та толерантності, що дозволяє визначити неявно виражені відношення близькості й відношення таксономії. Отримав по-дальший розвиток метод компараторної ідентифікації, який використано для класифікації смислових фрагментів рефератів у наукометричних системах що дозволяє виділити єдині інформаційні простори наукової взаємодії авторів за рахунок моделювання функцій інтелекту з розуміння та класифікації смислу. Удосконалено інформаційну технологію ідентифікації знань у наукометричних системах, яка дозволяє за рахунок визначення імпліцитних зв'язків між рефератами наукометричних систем динамічно виявляти спільні фронти наукових досліджень. Результати дослідження знайшли практичне застосування у системах обробки анотацій та рефератів. Використання розроблених у роботі моделей і методів дозволило підвищити ефективність процесу ідентифікації знань у слабоформалізованій реферативній інформації за рахунок підвищення значень коефіцієнтів повноти й точності видачі близької за смислом інформації.

The objective of the thesis is to increase the effectiveness of knowledge identi-fication in scientometric systems by designing the models and methods of intelligent analysis of weakly formalized data. The main results are as follows. The current state of the knowledge identification problem in scientometric systems has been analysed. Existing methods for the intelligent analysis of weakly formalized data have been systematized. Thus the basic requirements for designing the information technology of knowledge identification have been formulated. Using the finite predicate algebra in the information and logical models of knowledge identification in Ukrainian and English abstract data of scientometric systems has been proved. The logical-linguistic model of semantically connected fragments identification in weakly formalized abstract information has been developed. The model is based on the use of algebraic-predicate operations that allows effectively extracting knowledge from abstract information. The method for the formalization of semantic relations between entities has been improved. The method is based on the use of the semantic similarity measure and intelligent analysis for the identification of equivalence and tolerance classes that allows defining implicit relations of similarity and relations of taxonomy. The method for comparator identification has got the further development. This method is used to classify abstract fragments in scientometric systems that allows determining common information spaces of scientific interaction by modelling intel-ligence functions of understanding and classification of sense. The information technology of knowledge identification in scientometric systems has been improved. The technology allows identifying common research fronts by defining dynamically implicit connections between abstracts of scientometric systems. The research results have been implemented in the systems of summaries and abstracts processing. Using the developed information technology improves the effectiveness of knowledge identification in weakly formalized data by increasing the average values of the precision and recall measures of semantic similarity of text information. The practical results can be used in information retrieval, expert, and information-analytical general-purpose systems for the formation of electronic catalogues of semantically connected texts in scientometric, library, and abstract systems.

Nas últimas décadas, o Brasil tornou-se um país que, apesar de suas deficiências, conseguiu avançar e fazer uso de seus recursos para expandir e aumentar sua presença na esfera internacional. Dada sua dimensão geográfica, população e peso da sua economia, esse país desempenha um papel fundamental, especialmente na região sul-americana. Desde que foi considerado parte do grupo BRICS de países emergentes, vários quadros teóricos já surgiram para explicar esse fenômeno. Foram longos anos de definição de programas e estratégias voltadas para a transformação do país de modo que, atualmente, é possível dizer que conseguiu-se capturar e reter o interesse da comunidade internacional. O delineamento de suas políticas públicas de ciência, tecnologia e inovação tem influenciado, sobretudo, a promoção da pesquisa científica, o desenvolvimento tecnológico e os processos de democratização do acesso e internacionalização da educação superior brasileira. Nesse contexto, a presente tese de doutorado apresenta-se como um estudo cientométrico cujo objetivo é analisar o impacto de três dessas políticas públicas (Programa de Apoio aos Planos de Reestruturação e Expansão das Universidades Federais, Programa Ciência sem Fronteiras e Lei de Inovação Tecnológica de 2004) na atividade de pesquisa do sistema universitário brasileiro, entre os anos 2003-2015. Por se tratar de um sistema heterogêneo, diversificado e segmentado, detalha-se no caso das 63 universidades federais. Para desenvolver o estudo, as políticas mencionadas foram analisadas para identificar seus objetivos e definir seus pontos comuns. Em seguida, elaborou-se um quadro analítico que permitiu delimitar três dimensões da atividade científica: CRESCIMENTO, QUALIDADE e INTERNACIONALIZAÇÃO. Para operacionalização, construiu-se uma matriz de indicadores de entradas (inputs) e saídas (outputs). Utilizando fontes de informação oficiais e bases de dados bibliográficas, em cada uma das dimensões abordadas, as variáveis mais relevantes foram identificadas por meio de testes estatísticos descritivos e multivariados. Embora a principal contribuição desta tese seja o desenvolvimento conceitual e metodológico, os resultados permitem observar que o crescimento e a intensidade da atividade das universidades federais, no período estudado, tem sido exponencial (em termos de número de alunos , bolsas de pesquisa, corpo docente, novas instituições criadas), bem como sua produção científica e tecnológica (publicações e patentes). Quanto à qualidade, observou-se que está crescendo, especialmente em quanto à formação de recursos humanos, mas não tanto na produção cientifica. Por outro lado, o notável impulso à internacionalização também teve resultados positivos em diferentes aspectos, como na colaboração científica com centros estrangeiros. Esses resultados mostram que o Brasil, e especialmente as universidades federais, fizeram um esforço importante para melhorar e atualizar o sistema universitário que está começando a dar frutos. Em conclusão, ressalta-se que a expansão do sistema universitário brasileiro e sua entrada na comunidade internacional já ocorreram, mas ainda faltam dar alguns passos no sentido de melhorar a qualidade.
En las últimas décadas Brasil se ha convertido en un país que a pesar de sus carencias supo salir adelante y hacer uso de sus recursos para expandirse y acrecentar su presencia en la esfera internacional. Por su dimensión geográfica, población y el peso de su economía, juega un papel fundamental especialmente en la región de América del Sur. Desde que se considera parte del grupo de países BRICS al ser una potencia emergente, ya se han ofrecido diversos marcos teóricos que buscan explicar este fenómeno. Han sido largos años de definición de programas y estrategias orientadas a transformar el país, para que hoy en día sea posible decir que ha logrado captar y retener el interés de la comunidad internacional. El delineamiento de sus políticas públicas para la ciencia, tecnología e innovación han influido sobre todo en la promoción de la investigación científica, en el desarrollo tecnológico y en los procesos de democratización de acceso y de internacionalización de la educación superior brasileña. En este contexto, la presente tesis doctoral se presenta como un estudio cienciométrico cuyo objetivo es analizar el impacto de tres de estas políticas públicas (Programa de Apoyo a los Planes de Reestructuración y Expansión de las universidades Federales, Programa Ciencia sin Fronteras y la Ley de la Innovación Tecnológica de 2004) en la actividad investigadora del sistema universitario brasileño, entre los años 2003-2015. Por ser un sistema heterogéneo, diversificado y segmentado, se profundiza en el caso de las 63 universidades federales. Para desarrollar el estudio se han analizado las políticas mencionadas para identificar sus objetivos y definir sus puntos comunes. Seguidamente se ha elaborado un marco analítico que permitió delimitar tres dimensiones: CRECIMIENTO, CALIDAD e INTERNACIONALIZACIÓN de la actividad científica, para cuya operacionalización se ha construido una matriz de indicadores de inputs y de outputs. Utilizando fuentes de información oficiales y bases de datos bibliográficas, en cada una de las dimensiones abordadas se han identificado las variables más relevantes utilizando test estadísticos descriptivos y multivariantes. Si bien el mayor aporte de la presente tesis es el desarrollo conceptual y metodológico, los resultados obtenidos permiten observar que el crecimiento y la intensidad de la actividad de las universidades federales, durante el período estudiado, ha sido exponencial (en términos de número de alumnos, becas de investigación, profesorado, instituciones creadas), al igual que su producción científica y tecnológica (publicaciones y patentes). En cuanto a la calidad, esta es creciente especialmente en la formación de recursos humanos pero no tanto en su producción. Por su parte, el notable impulso a la internacionalización, también ha tenido resultados positivos en diferentes aspectos como la colaboración científica junto a centros extranjeros. Estos resultados evidencian que Brasil, y especialmente las universidades federales, han hecho un esfuerzo importante en pos de la mejora y actualización del sistema universitario que está empezando a dar sus frutos. Como conclusiones se puede apreciar que la expansión del sistema universitario brasileño y su entrada en la comunidad internacional ya se han producido, pero queda aún por dar un paso más hacia la mejora de la calidad.

Zuerst werden interdisziplinäre Argumente in Bezug zu Mehrautorenschaft aus den Sozialwissenschaften, Naturwissenschaften, Informatik und Geisteswissenschaften präsentiert. Die Literaturübersicht enthält Statistiken zu Informationsnutzung, Beschreibung von Strategien des Wissensmanagements, Erforschung von Verhaltensmustern und Trends in der Kommunikationstechnologie, sowie Diskussionen einiger historischer, politischer und inhaltlicher Aspekte, welche die Anwendung des Internet als kollaboratives Werkzeug im akademischen Kontext beeinflussen können. Die Arbeit beschäftigt sich auch mit einigen Kontroversen zur Konzeption von Wissenschaft und wissenschaftlicher Praktiken, welche indirekt mit der Problematik von wissenschaftlicher Kommunikation und Zusammenarbeit, sowie Wissensproduktion in Zusammenhang stehen, insofern sie die Produktion Texten mit mehreren Autoren betreffen. Ein besonderer Schwerpunkt der Arbeit befasst sich mir dem zur Zeit vorherrschenden System zur Evaluation akademischer Publikationen (Bibliometrie oder Scientometrie; QUALIS und SCIELO Systeme). Das vorhandene System für die Evaluation von Autoren ist in der Regel unfair /voreingenommen. Das liegt daran, das Statistiken leicht manipuliert werden können um einer bürokratischen und unternehmerischen Agenda zu folgen oder individuelle Interessen darzustellen, anstatt die wirklichen Verdienste eines Autors widerzuspiegeln. Die Untersuchung wurde anhand von semi-strukturierten Interviews durchgeführt, in Kombination mit einer quantitativen Erhebung, welche drei miteinander verbundene Aspekte (technologische, institutionelle und kulturelle), die bei der in Mehrautorenschaft eine Rolle spielen, innerhalb des Graduiertenprogramms in 'Forest Engineering' an der Universidade Federal do Paraná (Brasilien) hervorheben sollte.
In order to verify core issues for co-authorship in a specific audience, the current work focus on technological literacy, human interaction, and institutional policy. It first presents an interdisciplinary collection of arguments from social sciences, natural sciences, computer sciences, and humanities about scientific collaboration, especially regarding co-authorship activities. This literature review includes statistics on information usage, description of knowledge management strategies, exploration of behavioral patterns, communication technology trends, and discussions of some historical, political and contextual elements that may be influencing the application of the Internet as a collaborative tool within academic contexts. It also draws back few controversies about the concept of science and its practices, which are indirectly related to the problematic of scholarly communication, scientific collaboration, and knowledge production. The investigation targets these activities in what they concern the production of co-authored texts. A special focus of this work targets the current mainstream system of academic publishing ranking and evaluation (Bibliometrics or Scientometrics; QUALIS and SCIELO systems). The existing measurement system for the ranking of authors is generally an unfair/biased system, as statistics can easily be manipulated by a bureaucratic and corporate agenda, or by individual interests, rather than representing the real merit of an author. The inquiry applies a semi-structured in-depth interview combined with a quantitative survey intending to reveal three interrelated aspects (Technological, Institutional, and Cultural) involved in co-authorship activities within the Graduate Program in Forest Engineering at the Federal University of Paraná/Brazil.

Institutions and their aggregates are not the right units of analysis for developing a science policy with cognitive goals in view. Institutions, however, can be compared in terms of their performance with reference to their previous stages. Kingâ s (2004) â The scientific impact of nationsâ has provided the data for this comparison. Evaluation of the data from this perspective along the time axis leads to completely different and hitherto overlooked conclusions: a new dynamic can be revealed which points to a group of emerging nations. These nations do not increase their contributions marginally, but their national science systems grow endogenously. In addition to publications, their citation rates keep pace with the exponential growth patterns, albeit with a delay. The center of gravity of the world system of science may be changing accordingly.

abstract: Systems biology studies complex biological systems. It is an interdisciplinary field, with biologists working with non-biologists such as computer scientists, engineers, chemists, and mathematicians to address research problems applying systems’ perspectives. How these different researchers and their disciplines differently contributed to the advancement of this field over time is a question worth examining. Did systems biology become a systems-oriented science or a biology-oriented science from 1992 to 2013? This project utilized computational tools to analyze large data sets and interpreted the results from historical and philosophical perspectives. Tools deployed were derived from scientometrics, corpus linguistics, text-based analysis, network analysis, and GIS analysis to analyze more than 9000 articles (metadata and text) on systems biology. The application of these tools to a HPS project represents a novel approach. The dissertation shows that systems biology has transitioned from a more mathematical, computational, and engineering-oriented discipline focusing on modeling to a more biology-oriented discipline that uses modeling as a means to address real biological problems. Also, the results show that bioengineering and medical research has increased within systems biology. This is reflected in the increase of the centrality of biology-related concepts such as cancer, over time. The dissertation also compares the development of systems biology in China with some other parts of the world, and reveals regional differences, such as a unique trajectory of systems biology in China related to a focus on traditional Chinese medicine. This dissertation adds to the historiography of modern biology where few studies have focused on systems biology compared with the history of molecular biology and evolutionary biology.

The monograph reflects the problems of Russian psycholinguistics from the moment of its inception in Russia to the present day and presents its main directions that are currently developing. In addition, theoretical developments and practical results obtained in the framework of different directions and research centers are described in a concise form. The task of the book is to reflect, as far as it is possible in one edition, firstly, the history of the formation of Russian psycholinguistics; secondly, its methodology and developed methods; thirdly, the results obtained in different research centers and directions in different regions of Russia; fourthly, to outline the main directions of the further development of Russian psycholinguistics. There is no doubt that in the theoretical, methodological and applied aspects, the main problems and the results of their development by Russian psycholinguistics have no analogues in world linguistics and psycholinguistics, or are represented by completely original concepts and methods. We have tried to show this uniqueness of the problematics and the methodological equipment of Russian psycholinguistics in this book. The main role in the formation of Russian psycholinguistics was played by the Moscow psycholinguistic school of A.A. Leontyev. It still defines the main directions of Russian psycholinguistics. Russian psycholinguistics (the theory of speech activity - TSA) is based on the achievements of Russian psychology: a cultural-historical approach to the analysis of mental phenomena L.S. Vygotsky and the system-activity approach of A.N. Leontyev. Moscow is the most "psycholinguistic region" of Russia - INL RAS, Moscow State University, Moscow State Linguistic University, RUDN, Moscow State Pedagogical University, Moscow State Pedagogical University, Sechenov University, Moscow State University and other Moscow universities. Saint Petersburg psycholinguists have significant achievements, especially in the study of neurolinguistic problems, ontolinguistics. The most important feature of Russian psycholinguistics is the widespread development of psycholinguistics in the regions, the emergence of recognized psycholinguistic research centers - St. Petersburg, Tver, Saratov, Perm, Ufa, Omsk, Novosibirsk, Voronezh, Yekaterinburg, Kursk, Chelyabinsk; psycholinguistics is represented in Cherepovets, Ivanovo, Volgograd, Vyatka, Kaluga, Krasnoyarsk, Irkutsk, Vladivostok, Abakan, Maikop, Barnaul, Ulan-Ude, Yakutsk, Syktyvkar, Armavir and other cities; in Belarus - Minsk, in Ukraine - Lvov, Chernivtsi, Kharkov, in the DPR - Donetsk, in Kazakhstan - Alma-Ata, Chimkent. Our researchers work in Bulgaria, Hungary, Vietnam, China, France, Switzerland. There are Russian psycholinguists in Canada, USA, Israel, Austria and a number of other countries. All scientists from these regions and countries have contributed to the development of Russian psycholinguistics, to the development of psycholinguistic theory and methods of psycholinguistic research. Their participation has not been forgotten. We tried to present the main Russian psycholinguists in the Appendix - in the sections "Scientometrics", "Monographs and Manuals" and "Dissertations", even if there is no information about them in the Electronic Library and RSCI. The principles of including scientists in the scientometric list are presented in the Appendix. Our analysis of the content of the resulting monograph on psycholinguistic research in Russia allows us to draw preliminary conclusions about some of the distinctive features of Russian psycholinguistics: 1. cultural-historical approach to the analysis of mental phenomena of L.S.Vygotsky and the system-activity approach of A.N. Leontiev as methodological basis of Russian psycholinguistics; 2. theoretical nature of psycholinguistic research as a characteristic feature of Russian psycholinguistics. Our psycholinguistics has always built a general theory of the generation and perception of speech, mental vocabulary, linked specific research with the problems of ontogenesis, the relationship between language and thinking; 3. psycholinguistic studies of speech communication as an important subject of psycholinguistics; 4. attention to the psycholinguistic analysis of the text and the development of methods for such analysis; 5. active research into the ontogenesis of linguistic ability; 6. investigation of linguistic consciousness as one of the important subjects of psycholinguistics; 7. understanding the need to create associative dictionaries of different types as the most important practical task of psycholinguistics; 8. widespread use of psycholinguistic methods for applied purposes, active development of applied psycholinguistics. The review of the main directions of development of Russian psycholinguistics, carried out in this monograph, clearly shows that the direction associated with the study of linguistic consciousness is currently being most intensively developed in modern Russian psycholinguistics. As the practice of many years of psycholinguistic research in our country shows, the subject of study of psycholinguists is precisely linguistic consciousness - this is a part of human consciousness that is responsible for generating, understanding speech and keeping language in consciousness. Associative experiments are the core of most psycholinguistic techniques and are important both theoretically and practically. The following main areas of practical application of the results of associative experiments can be outlined. 1. Education. Associative experiments are the basis for constructing Mind Maps, one of the most promising tools for systematizing knowledge, assessing the quality, volume and nature of declarative knowledge (and using special techniques and skills). Methods based on smart maps are already widely used in teaching foreign languages, fast and deep immersion in various subject areas. 2. Information search, search optimization. The results of associative experiments can significantly improve the quality of information retrieval, its efficiency, as well as adaptability for a specific person (social group). When promoting sites (promoting them in search results), an associative experiment allows you to increase and improve the quality of the audience reached. 3. Translation studies, translation automation. An associative experiment can significantly improve the quality of translation, take into account intercultural and other social characteristics of native speakers. 4. Computational linguistics and automatic word processing. The results of associative experiments make it possible to reveal the features of a person's linguistic consciousness and contribute to the development of automatic text processing systems in a wide range of applications of natural language interfaces of computer programs and robotic solutions. 5. Advertising. The use of data on associations for specific words, slogans and texts allows you to predict and improve advertising texts. 6. Social relationships. The analysis of texts using the data of associative experiments makes it possible to assess the tonality of messages (negative / positive moods, aggression and other characteristics) based on user comments on the Internet and social networks, in the press in various projections (by individuals, events, organizations, etc.) from various social angles, to diagnose the formation of extremist ideas. 7. Content control and protection of personal data. Associative experiments improve the quality of content detection and filtering by identifying associative fields in areas subject to age restrictions, personal information, tobacco and alcohol advertising, incitement to ethnic hatred, etc. 8. Gender and individual differences. The data of associative experiments can be used to compare the reactions (and, in general, other features of thinking) between men and women, different social and age groups, representatives of different regions. The directions for the further development of Russian psycholinguistics from the standpoint of the current state of psycholinguistic science in the country are seen by us, first of all:  in the development of research in various areas of linguistic consciousness, which will contribute to the development of an important concept of speech as a verbal model of non-linguistic consciousness, in which knowledge revealed by social practice and assigned by each member of society during its inculturation is consolidated for society and on its behalf;  in the expansion of the problematics, which is formed under the influence of the growing intercultural communication in the world community, which inevitably involves the speech behavior of natural and artificial bilinguals in the new object area of psycholinguistics;  in using the capabilities of national linguistic corpora in the interests of researchers studying the functioning of non-linguistic and linguistic consciousness in speech processes;  in expanding research on the semantic perception of multimodal texts, the scope of which has greatly expanded in connection with the spread of the Internet as a means of communication in the life of modern society;  in the inclusion of the problems of professional communication and professional activity in the object area of psycholinguistics in connection with the introduction of information technologies into public practice, entailing the emergence of new professions and new features of the professional ethos;  in the further development of the theory of the mental lexicon (identifying the role of different types of knowledge in its formation and functioning, the role of the word as a unit of the mental lexicon in the formation of the image of the world, as well as the role of the natural / internal metalanguage and its specificity in speech activity);  in the broad development of associative lexicography, which will meet the most diverse needs of society and cognitive sciences. The development of associative lexicography may lead to the emergence of such disciplines as associative typology, associative variantology, associative axiology;  in expanding the spheres of applied use of psycholinguistics in social sciences, sociology, semasiology, lexicography, in the study of the brain, linguodidactics, medicine, etc. This book is a kind of summarizing result of the development of Russian psycholinguistics today. Each section provides a bibliography of studies on the relevant issue. The Appendix contains the scientometrics of leading Russian psycholinguists, basic monographs, psycholinguistic textbooks and dissertations defended in psycholinguistics. The content of the publications presented here is convincing evidence of the relevance of psycholinguistic topics and the effectiveness of the development of psycholinguistic problems in Russia.

The use of modern methods of thematic analysis for the analytical processing of information is currently used in almost all areas of human activity, including scientometrics. Many scientometric and citation systems, including the world famous WoS, Scopus, Google Shcolar, develop thematic categories for searching and processing information. Most important tasks that can be solved using thematic classification methods are: assessment of the dynamics of the development of thematic areas in the organization, country and in world science; search for articles on a given topic; search and assessment of the authority of experts; search for journal for publication and other relevant tasks. The Lomonosov Moscow State University is currently developing and using the system ISTINA. In this project, algorithms have been created that solve some of the problems listed. Scientific research is underway to create new effective mathematical models and algorithms in this area.

Abstract:
The use of modern methods of thematic analysis for the analytical processing of large amounts of information is currently used in almost all spheres of human activity. Scientometrics is one such area. Research carried out in this area shows that the statistical characteristics of citation rates are highly dependent on the thematic area of papers at hand. In this regard, systems for calculating citation indicators and constructing assessments of the quality of scientific works, ranks of authors or organizations should take into account the thematic area of researchers in order to normalize scientometric indicators. Many scientometric systems and citation systems use subject headings for information retrieval and processing. The world famous citation systems, including WoS, Scopus, Google Shcolar, and others have such headings. Important practical tasks that can be solved using the methods of thematic classification are: assessment of the dynamics of the development of thematic areas in an organization, in a particular country and in world science as a whole; search for articles on a given topic; search and assessment of the authority of experts; search for journals for publication and other urgent tasks. The authors have created software implementations of algorithms for solving some of the listed problems, and research is being conducted to create new effective mathematical models and algorithms in this area.

Abstract:
Abstract: The brief analysis of the application of publication activity indicators of scientific and educational organizations in the field of occupational health based on the first stage of a multi-level study of scientometric data of the RSCI system. The ranking of these organizations by indicators of publication activity was carried out, and the shares of their contribution to the overall indicators of scientific and educational direction were determined. It was found that, despite the predominance of the number of authors and the number of publications, medical universities are significantly inferior to research organizations in terms of the average number of publications per author, i.e. in terms of the scientific performance of employees. The quantitative advantage in publications is due to the versatility of universities, which requires analyzing the topics of the publications themselves. This is the task of the next stages of the study.

Abstract:
The social significance and quality of scientific research largely depend on the usefulness of research results for the social and scientific community. The lack of funds and the desire to allocate funding to high-quality research projects make the assessment of the quality of research and the valorization of knowledge increasingly important. However, it is very difficult to apply criteria that can objectively assess scientific research, providing precise qualitative and quantitative data on which funding agencies could base their decisions. The product of scientific research is mainly information published in scientific journals. They are the basis for the dissemination of knowledge and the basic criteria for academic and scientific evaluation, fundraising for scientific research and career advancement. In addition to the evaluation of scientific publications, there is a wide range of other activities that reflect the scientific credibility of scientists, such as: number and quality of grants for scientific research projects, leadership in national or international academic societies, membership in editorial boards of reputable journals, doctoral dissertation mentorships and the like. Although these activities are important and give credibility to the scientist, the relevant scientometric systems cover only publications, neglecting other criteria of scientific importance in evaluation for purpose of academic advancement of a scientist, as well as competitions for grants for financial support of scientific research. The reason for this is the fact that these activities, regardless of their importance, are very heterogeneous, with specific characteristics, and require very diverse parameters for evaluation. Therefore, there are no universal evaluation criteria for these activities and their quality is generally assessed individually, depending on the purpose of the assessment. Regardless of the shortcomings, university ranking systems are important comparative parameters for assessing the quality of scientific and educational value of universities.

Abstract:
It is shown that the calculation of scientometric indicators of the scientist and also the scientific journal continues to be an actual problem nowadays. It is revealed that the leading scientometric databases have the capabilities of automated metadata collection from the scientific journal website by the use of specialized electronic document management systems, in particular Open Journal Systems. It is established that Open Journal Systems successfully exports metadata about an article from scientific journals to scientometric databases Scopus, Web of Science and Google Scholar. However, there is no standard method of export from Open Journal Systems to such scientometric databases as the Russian Science Citation Index and Index Copernicus, which determined the need for research. The aim of the study is to develop the plug-in to the Open Journal Systems for the export of data from this system to scientometric database Russian Science Citation Index. As a result of the study, an infological model for exporting metadata from Open Journal Systems to the Russian Science Citation Index was proposed. The SirenExpo plug-in was developed to export data from Open Journal Systems to the Russian Science Citation Index by the use of the Articulus release preparation system.

Abstract:
This article is devoted to the presentation of the semantic interoperability of research and scientific results through an ontological taxonomy. To achieve this, the principles of systematization and structuration of the scientific/research results in scientometrics databases have been analysed. We use the existing cognitive IT platform Polyhedron and extend it with an ontology-based information model as main contribution. As a proof-of-concept we have modelled two ontological graphs, “Development of a rational way for utilization of methane tank waste at LLC Vasylkivska poultry farm” and “Development a method for utilization of methane tank effluent”. Also, for a demonstration of the perspective of ontological systems for a systematization of research and scientific results, the “Hypothesis test system” ontological graph has created.
