Abstract:
The present study explores the specificity and implementation of person profiling methods applied in personal management. Conducting serious negotiations and signing contracts, selecting personnel and carrying out internal investigations – all these processes force today's managers to use law enforcement methods. The method of person profiling is becoming an indispensable tool in economy, in processes of transactions and managing personnel, selecting personnel and determining their motivation.The main aim of the paper is to clarify and scientifically substantiate the necessity for the introduction of profiling as a method in personal management, secondly to determine the content of the person profiling method as a component of personnel management. In order to increase a degree of reliability of the results obtained by the applied profiling methods, the author performed an analysis and evaluation of documents, scientific, personnel management and psychological literature. Based on the analysis, conclusions on the need to implement the profiling method and the possibilities of staff evaluation will be summarized.The study was conducted in the State Border Guard using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. The author brought the forward conclusion that profiling methodology allows to receive information that shows not only the organization management problems in the personnel management system, but also allows to make immediate, appropriate and adequate solutions to the management style adjustment, which will undoubtedly lead to the increased efficiency of staff and the whole organization.

Abstract:
The paper is devoted to the development of an integrated structural system model to ensure the training of highly qualified personnel for air transport. The main strategic directions of development and successful activity of National Aviation University at the present stage are determined. It is proved that the formation of the strategy involves obtaining a complete picture of the future state of the aviation industry and ways to solve existing problems. It is scientifically substantiated that the solution of this issue is possible through a detailed analysis of the components of the integrated system and the application of modern management methods. Research work at the university is the main component of the educational process. Scientific and pedagogical workers, post-graduate students, doctoral students and a significant part of higher education students take part in conducting scientific research in these areas. Scientists of the university carry out complex research work in the most relevant areas of science and technology. The university has 17 specialized councils for the defense of doctoral and candidate dissertations in 29 specialties The economic performance of any higher education institution directly depends on competitiveness and financial condition. In 2020 NAU took the sixth place in the ranking of the most popular institutions of higher education in Ukraine in the total number of applications. According to the number of entrants enrolled in the budget, it ranks fifth in Ukraine and third in the capital For the professional development of the aviation industry, due to modern economic and social conditions, it is necessary to increase the demand for technical specialties. Training specialists for professional activities in the context of European integration requires the search for extraordinary ways to organize the educational process. Already today we have a big problem of lack of future engineers for aviation.

Abstract:
The article considers the problem of preservation and upgrading of historical and pedagogical legacy of teachers of the earliest professional training schools and courses for penitentiary personnel in Russia. The author considers the quality characteristics (the staffing level and competence of teachers, the participation of practitioners and scientists, etc.) of personalities of teachers of the earliest educational institutions (schools and courses) involved in professional training of penitentiary personnel. The author notes that the personalities of particular teachers are well-known in the scientific world, some are known only among domain experts (particularly those specialized in jurisprudence), some were known only to their contemporaries, while about others there’s no available scientifically important information at all. The author raises the question about the necessity to admit the role of personalities in professional training of penitentiary personnel in Russia. This research is one of the first attempts to introduce the personalities of the earliest professional training schools and courses for penitentiary personnel to the scientific world. The research is based on the archive materials. The scientific novelty of the research consists in the systematization of tendencies of recruiting teachers of the earliest professional training schools and courses for penitentiary personnel: firstly, the absence of permanent teachers even in schools opened upon the adoption of the Law of 1913; secondly, highly positioned civil servants and qualified practitioners were involved in teaching; thirdly, starting with temporary readings, highly competent and well-known specialists had been involved in the educational process, many of them current or would-be leading scientists and acknowledged scholars. The admission of the role of personalities makes it possible to conduct historical research using biographical methods and personalistics.

Abstract:
The article presents the generalized results of many years of work to identify international trends in the staffing of the educational process. The analysis of state educational policy conducted by the authors allows to draw conclusions about the strengthening of managerial impact on the improvement of the qualification of the academic community. The study of the peculiarities of using HR management technologies in educational organizations of the Ministry of Internal Affairs of Russia revealed the prospects for their implementation in solving general and particular tasks of staffing this category of universities. The article reflects the priorities in the recruitment of professorships of universities of the Ministry of Internal Affairs of Russia over the past two to three decades. It is scientifically substantiated that educational organizations subordinate to the Ministry of Internal Affairs of Russia, in particular, implementing educational programs of higher education, in the staffing of the educational process encounter problems both common for the Russian university community and specific, generated by departmental features of the reproduction of scientific and pedagogical personnel, their generalized list is given. The factors that negatively affect the staffing of the educational process in the universities of the Ministry of Internal Affairs of Russia are investigated. Recommendations on the implementation of modern personnel management technologies in the educational environment are given, potential risks associated with the use of such innovations are analyzed.

Abstract:
The current situation of green economy digitalization actualizes the problem of developing innovative principles of professional training in universities. The key conditions for the training of highly qualified personnel in accordance with the needs of society and employers as participants of educational relations are of particular importance due to the qualimetric assessment of educational achievements of students (QAA), which has been actualized since 2000 by conceptual research within the framework of the Programme for International Student Assessment (PISA). The material for the study was modern approaches, algorithms and models of QAA in higher education institutions. The main methods of research were theoretical analysis of published scientific literature on the problem of digital assessment of the level of professional competence of university graduates in the field of green economy-sustainable development, primarily, their professional environmental and economic competence (PEEC) based on a ranking analysis of expert information on the impact of different factors. At the same time, the problems which are the result of multifactor dependencies typical for pedagogy are put into the structured category and the apparatus of mathematical modelling and selection of optimal solutions is scientifically grounded to solve them. The most significant pedagogical factors were selected according to their influence on the level of PEEC formation as a result of using the method of expert group evaluation and ranking the selected opinions of experts, the consistency of which was previously revealed by calculating the Kendall's concordance coefficient. The principles of the systematic approach applied in the pedagogical research, using the conceptual provisions of quantitative measurements, numerical modelling and mathematical statistics based on factor planning allowed us to present the results of the experiment to identify the final dependence of the level of PEEC formation as a regression model as the initial step in the developed platform (underlying concept) of qualimetric assessment of the dominant factors of PEEC formation. The initial principles of such a concept are formulated, providing opportunities for studying and analyzing the influence of various pedagogical factors and organizational and pedagogical conditions, choosing the ways of generating educational trajectories.

The content of the article considers the issue of training teachers and heads of educational organizations in the specialties 011 «Educational, pedagogical». Problems of teaching students in these specialties involve obtaining the necessary knowledge and opportunities for professional development.The article draws attention to the study of the concept of consulting services in Ukraine in the field of education. The analysis of research on the concept of «consulting» as an activity, in terms of different approaches, revealed that it plays an important role in the development of educational organizations. Since consulting is based on the scientific organization of labor, systematic analysis, scientifically sound methods of decision making. The focus is on understanding the importance of management consulting, which helps identify which places in the organization are most vulnerable, adjusts the activities of the organization as a whole and in turn, is divided into strategic, marketing and personnel. It is proved that the study of the discipline «Pedagogical Consulting» in the training of the second (master) level should enrich students with knowledge about the possibilities and effectiveness of consulting counseling, psychological and pedagogical audit, skills of consultants-trainers who coordinate activities in small organizations and groups, master the skills to develop programs for innovative development of the team and conduct various types of diagnostics, etc. It is determined that in the process of teaching the discipline the main attention should be paid to the acquisition of professional competencies by students; intensification of educational and cognitive activities of students, which involves the use of both active and interactive learning technologies; the use of certain methods of activating the learning process. A necessary element of successful mastering of the discipline material is independent work of students, and the system of assessment of formed competencies in students, which considers the types of classes stimulates daily systematic work of masters and increases motivation of masters to master management educational programs based on evaluation of their work

Abstract:
Introduction.Postgraduate education of the Russian higher school is traditionally considered as a strategic reserve, which provides the continuity of academic and teaching personnel and the efficiency of education of future experts. However, the total number of this key resource of the higher education system, which guarantees its stable functioning and further forward development, has been reduced in recent years. Postgraduate admission has decreased, in particular, pedagogical training programmes. What is most important, the PhD student quality has substantially dropped.Theaimof the present publication was to identify the level of research skills of PhD students of pedagogical specialisation and present the most productive ways for the formation of skills to carry out research activities.Methodology and research methods.The study was based on the ideas of systemic-activity approach, competency-based approach and major provisions of the theory of action. Scientific publications on research projects of PhD students and the concept of “new” post graduate school in the Russian education were analysed. Online survey and questionnaire survey of PhD students, their supervisors and members of dissertation boards were conducted. The assessment of results of research conducted by PhD students, synthesis and description of productive teaching practices and positive pedagogical experience gained at Tyumen State University (TSU) were applied.Results and scientific novelty.Based on the classical interpretation of nature and contents of human activity, a definition of research activity is formulated. It constitutes as the grounds for development of the contents and procedure for the list of research tasks for PhD students to master in order to successfully complete their PhD studies (as yet, the similar register has been compiled and scientifically based only for a bachelor degree). Insufficient competence of many PhD students to organise and conduct an independent scientific and pedagogical search is proved. Unstable components of their research competence are revealed: inability to use the most important elements of the methodology corpus and problems in writing scientific texts. Practically verified methods and means to develop the research competence of PhD students, doctoral candidates, applicants on academic degrees and their research supervisors are described: methodological seminars of the education department, a group analysis of scientific texts for publication, group visits and discussion of open lectures and seminars for teachers of the education department and PhD students, role mini-plays, public preliminary dissertation defense, participation in the events held by the department, etc.Practical significance.Knowledge of the gaps in research competence of PhD students will allow their supervisors to selectively improve the students’ skills, which are necessary for writing and defending the dissertation. Creative application and systematically scientific-pedagogical work will help achieve a significant improvement in building PhD student competence for scientific and teaching activities.

Abstract:
The aim of the work is to study the stages of formation of the Kyiv social and hygienic scientific school, the contribution of its founders to the development of medical and social scientific direction. Materials and methods. The source base consisted of published scientific papers and archive materials. The historical-bibliographic method has been used in this work. Results. The formation and development of the Kyiv social and hygienic school has deep historical roots, beginning with the scientific achievements of many generations of researchers, which were generalized and transformed into the discipline of "state medicine" and began to be taught at the department of state medicine at St. Vladimir's University in Kyiv, and later – at the department of hygiene, medical police, medical geography and statistics. Teaching of medical and social issues continued for a long time at multidisciplinary departments. Prominent hygienists contributed to the formation of the socio-hygienic scientific direction, including professors Subbotin V.A. and Orlov V.D., who highly appreciated the importance of statistics, epidemiology and organization of health work, contributed to their teaching within the training programs for future doctors. A decisive role in the formation of the Kyiv social and hygienic scientific School was played by Professor Korchak-Chepurkivsky O.V., who is considered to be its founder. The course on epidemiology and sanitary statistics developed by him in 1903 and the course "Fundamentals of Social Hygiene and Public Medicine" in 1906 laid a solid foundation for the progressive development of social and hygienic science in Ukraine, helped to establish its theoretical principles, substantiate its content, and improve methodology. Consistent advocacy by scientists of scientifically sound results of socio-hygienic research has often led to his persecution and harassment by the authorities. Insistence of Korchak-Chepurkivsky O.V. on the differentiation of the social and hygienic direction and the creation of a separate department, the mandatory teaching of social hygiene in higher medical education has been crucial for further establishment of departments of social medicine, training of scientific personnel and health professionals. Conclusion. The path of formation of the Kyiv social and hygienic scientific school, which was long, difficult and sometimes tragic, constitutes evidence of the progressive development of social hygiene in Ukraine, highlights the trajectory of the medical and social direction, the role of prominent personalities, especially Korchak-Chepurkivsky O.V. in the formation of conceptual principles and content of social hygiene, training of scientific and pedagogical staff, who continued the work that he started.

Показаны современные направления развития системы среднего профессионального образования (СПО) в России. Обозначены особенности СПО Томской области и стратегические цели его преобразования в контексте их взаимосвязи с приоритетами социально-экономического развития региона. Представлено экспертно-теоретическое обоснование целесообразности использования кластерного подхода для развития региональных систем СПО. Аргументированы необходимость и продуктивность управления изменениями в региональной системе СПО средствами кластерной политики. Предложено проектное видение нового дизайна инфраструктуры СПО Томской области в логике кластерной политики. Доказательно заданы базовые характеристики кластеров двух видов: образовательного и образовательно-отраслевого, приведены научно обоснованные гипотезы о закономерностях их эффективного функционирования. Обоснованы проектные предложения, отражающие организационно-педагогические механизмы интеграции практик СПО и непрерывной профессионализации действующих кадров реального сектора экономики в кластерном формате. Обозначены способы такой интеграции. Предложено экспертное авторское видение условий реализации образовательного потенциала взаимодействия субъектов, включенных в кластерно-отраслевые сообщества. Обобщен имеющийся практический опыт, отражающий проектирование изменений в управлении развитием СПО на основе кластерного подхода в Томской области. Спрогнозированы социально-экономические и образовательные перспективы кластерно-сетевого взаимодействия в региональной практике СПО для решения актуальных и перспективных задач его развития на региональном уровне. Материалы статьи основаны на результатах образовательного проектирования и подготовлены при использовании исследовательских методов теоретического анализа, опроса, экспертного метода. The article discusses modern trends in Russia’s secondary vocational education (SPE) system development. Features of SPE in the Tomsk Region and strategic objectives of its transformation as opposed to their relationship with the priorities of the region’s socioeconomic advancement are outlined. An expert-theoretical justification of the expediency in using the cluster approach for the SPE regional system development is presented. Necessity and productivity in the SPE regional system change management by means of cluster policy are argued. A project vision of Tomsk Region’s SPO new infrastructure design in the logic of cluster policy is proposed. Basic characteristics of the clusters’ two types are educational and educational-industrial; scientifically substantiated hypotheses on the regularities of their effective functioning are proved. Project proposals reflecting organizational and pedagogical mechanisms of SPE practice integration and continuous professionalization of the current economy’s real sector personnel in a cluster format are substantiated. Paths of such integration are outlined. The authors’ expert vision of conditions for implementing educational potential in the interaction between the subjects included in the cluster-branch communities is offered. The current practical experience reflecting the design of changes in the SPO development management on the basis of cluster approach in the Tomsk Region is generalized. Socio-economic and educational prospects of cluster-network interaction in the SPO regional practice for solving urgent and prospective problems of its development at the regional level are predicted. Materials of the article are based on the results of educational design and prepared using research methods of theoretical analysis, survey, and the expert method.

Abstract:
Object. In the article taking into account forming of European educational space orientated on rapprochement of the systems of training of pedagogical personnels in the countries of European union, actuality of the research-oriented studies as innovative is grounded. Methods. On the basis of comparativist analysis the different vectors of refraction of theoretical and practical experience are considered in relation to forming of scientifically-research culture of teachers, future teachers of musical art, in European countries (To Germany, Poland, Great Britain). Results. It was found that in the European pedagogical space there is a significant number of teacher training programs «teacher-scientist», «teacher-researcher», «teacher who reflexively self-governs», «teacher - reflexive practice». In these programs, the conditions for organizing the training of future teachers, the nature of educational interaction are transformed and subject to the requirements of research. The German pedagogical system is based on W. Humboldt’s concept of higher education and determines that the specialty «music teacher» is based on three «whales» - creativity, science and pedagogy. It is established that in Poland the master’s research is considered as a didactic category in art education and requires different ways of organizing scientific and pedagogical guidance; in the Great Britain, the education and development of a teacher-researcher, a thinking practitioner, is a personal marker of his competence and professionalism. Conclusions. Factors influencing the development of critical, interdisciplinary, analytical, methodological thinking of the future specialist and creating the necessary foundation for the formation of his research culture are identified. This is raising the level of scientific and methodological education, the fundamentalization of the educational space, its «learning», the intensification of research, reflection, innovative forms of learning.
