Abstract:
The scientific community members tend to acknowledge that scientific achievements in educational sciences are much slower compared to other areas. However, it is encouraging that in 2014 responding to the challenges relevant to the system of education, the young researchers of Lithuanian University of Educational Sciences searched for and substantiated solutions to a number of problems employing their original scientific research. In the Committee of Joint Doctoral Studies (Lithuanian University of Educational Sciences, Kaunas University of Technology, Šiauliai University and Lithuanian Sports University) Kęstutis Trakšelys defended his doctoral thesis on the theme: “Education accessibility within the context of the transformation of Lithuanian society (1990–2010)”. The Committee of the Defence Council consisted of the representatives-researchers from the Joint Doctoral Committee and Prof. Dr. Habil. Alicja Šerlong, Director of the Institute of Pedagogy of Wroclaw University (Poland). All the members of the Doctoral Defence Council unanimously emphasized that the emerging processes of transformations in the global world impose specific tasks on the system of education and oblige the school to organize the process of (self-) education in such a way, which satisfies needs of learners, modern society and the epoch. Therefore, the author of the thesis analyzed an urgent research problem identifying links between social transformations and changes in the system of education from the perspective of accessibility, while solving the problem of accessibility of education in the context of social transformations during the period, which was particularly challenging to the system of education in Lithuania (1990–2010). All the members of the Dissertation Defence Council and opponents considered the doctoral thesis “The development of creative writing skills of primary school pupils using interactive whiteboard” by Agnė Saylik as one of the first works in Lithuania, which focuses on development of primary learners’ creative writing skills employing information and communication technologies. The members of the Committee highly evaluated the creativity of the author, i.e., her ability to create original ideas, make insights, manage the collected information, to employ a variety of methods, to cope with a big sample of respondents, to process the data in a reliable way, etc. The members of the Dissertation Defence Council and opponents of the doctoral thesis “Expression and development of the learning to learn competence of the adults improving their qualification” written by Vilija Lukošūnienė unanimously recognized the relevance and particular innovative character of the thesis, which is said to be timely and answering the urgent challenges of today: ability to approach the competence of learning to learn through the prism of multidimensionality, autonomous learning is analyzed, internal and external factors are singled out, which result in the competence of learning to learn, the hypothetic model for development of the adults’ competence of learning to learn was designed. Analyzing the theme “Developing entrepreneurial capacities of pupils in 9th–12th forms applying coaching in technology lessons” and being a professional teacher-practitioner, Oksana Kietavičienė perceived technological education as a continuous process and understood the necessity to integrate teacher’s and learner’s creation as well as their creative ideas and to apply them in practical pedagogical activities. The thesis was evaluated as a timely, relevant and significant scientific study, which enriches educational powers of all the social sciences and educational science in particular, targeting at nurturance of an initiator and a responsible personality, who is capable of creation, rather than on development of an executor. Kristina Viršulienė used the time of her doctoral studies for scientifi research on pedagogical communication and her efforts were finalized by the written doctoral thesis “Student-teachers’ instructional communication skills and their development”. The Chairperson of the Dissertation Defence Council pointed out that the relevance of the theme is obvious as education is a focused development of individual’s powers on the basis of the created interaction. Pedagogical communication is a basic component of the latter and an essential area of teacher’s professional activity. Empirical testing of efficiency of the programme of educational project is one of the main advantages of this doctoral thesis and this is a new contribution to the treasure trove of the educational science. In his defended doctoral thesis “Pedagogical substantiation of social educator’s educational environment enriched with information and communication technologies”, Rokas Gulbinas theoretically and empirically substantiated the educational environment of a special needs teacher enriched with information and communication technologies (ICT) as a prerequisite for fulfilment of special needs teacher’s functions at new quality level. This is a particularly significant empiric study, which contributed to designing of the hypothetic model of special needs teacher’s activity in the educational environment enriched with ICT, which is relevant not only as the construct of development of methodology of quantitative research but also as a model for improvement of special needs teacher’s activity under changing technological conditions. Giedrė Misiūnienė wrote the doctoral thesis “Modelling of socio-educational activities of multifunctional center in rural (territorial) community”, which aimed to substantiate the hypothetic model of socio-educational activity of multifunctional center in rural territorial community. The Dissertation Defence Council highly evaluated the capability and commitment of the young researcher to addressing severe problems of our time, whereof scientific research, substantiation, forecasting as well as strengthening of positive socio-educational activities in rural communities and their dissemination may not only help an individual and the society but also eliminate illiteracy, exclusion and decline in value-based principles. The initiative of the author of the thesis and her academic supervisor to implement one of the fundamental goals of Dr. M. Lukšienė, i.e, to expand the network of rural and basic schools (10 forms), their activity and, thus, to enhance the national identity, culture and the image of the state, is of particular value. This objective is also outlined in the National Education Strategy for 2013–2022; therefore, the scientific interest of the young researcher to model the emerging multifunctional centers is particularly timely and significant. This is the first unique research of such kind in the country. All the doctoral theses discussed above were defended in Lithuanian University of Educational Sciences in 2014 and their authors were conferred the degree of doctor of Social Sciences (Educational Science (07S)).

Abstract:
Astronomy is an important science in understanding a human environment. However, it is thought by most politicians, economists, and members of the public that astronomy is a pure science having no contribution to daily human activities except a few matters relating to time. The Japanese government is studying a reorganisation of our school system to have 5 school days per week, instead of 6 days per week, and this July its committee made a recommendation to reduce school hours for science and set up new courses for practical computers and environmental science. I currently made a proposal. It is very difficult for most of the school pupils, who will have non-scientific jobs, to understand science courses currently taught in school, because each science is taught independently from the other sciences. Therefore, their knowledge of sciences obtained during their school period does not greatly help their understanding of global environmental problems.

Understanding of processes of change in the global environment comes from analysis of evidence that spans the boundaries between nations and between disciplines. Scientists are obliged to work across those boundaries in a variety of ways if they are to arrive at reasonably accurate judgements as to what is known or not known about the alterations that are taking place in the air, water, soil, and biota, of the Earth. One of the devices which they have used since 1969 is the Scientific Committee on Problems of the Environment (SCOPE).

Abstract:
The economic activities of humans are becoming more and more intensive, resulting in the contamination of the biosphere with chemicals of various origins. As a result, the quality of the environment, which is necessary to ensure the normal survival of various organisms, is deteriorating significantly. There is therefore a need to address these issues in a proactive manner. In order to reduce negative impacts on nature, continuous monitoring of the biosphere is necessary, which requires specialized information and measurement systems. It also requires taking the necessary measures to ensure that the environment is properly managed in the future. In 1971, the Scientific Committee on Environmental Problems of the International Scientific Coalition (ISC) first identified the need for environmental monitoring on a global scale. Monitoring refers to a system of monitoring the state of the environment that includes three main activities: monitoring the environment, identifying potential changes, and minimizing and regulating changes.

Abstract:
IntroductionPolice officers are frequently exposed to potentially traumatic events at work that increases risk of developing mental health problems, in particular post-traumatic stress disorder (PTSD). Individual and organisational factors may influence the detrimental effects of cumulative exposure to traumatic events. Occupational stress and lack of organisational support are associated with increased risk of PTSD among police officers. The Are You All right? (AYA) project is a prospective cohort study investigating the cumulative effect of traumatic events at work on mental health problems and absenteeism among police officers. The study also investigates whether potential risk and protective factors modify the association of traumatic events at work with mental health problems and absenteeism.Method and analysisThe AYA-study includes the entire Danish police force. Prospective survey data are collected over a 3-year period beginning in the spring of 2021. Electronic surveys are sent out at baseline with 1-year, 2-year and 3-year follow-up. Further, short surveys are sent out every third month, covering exposure to traumatic events and current mental health status. The survey data are paired with workplace register data on sickness absence. Register data on sickness absence cover the period from 2020 to 2025.Ethics and disseminationThis study was presented for evaluation at the National Ethics Committee in Denmark (reference number: 20202000-216), but according to Danish legislation, survey studies do not require approval by official Danish scientific or ethical committees. Participation in the project is based on informed consent, and data are handled in accordance with the Danish data legislation (journal number: 20/41457). Results are published in scientific journals and disseminated at international conferences.

Aim. The presented study aims to analyze the problems of identifying risks in infrastructure projects with state participation through the example of the Moscow – St. Petersburg high-speed railway construction project.Tasks. The authors find ways to identify potential risks at an early stage of the project, which should serve as a basis for building a risk management system that corresponds to common international and domestic practices.Methods. This study uses general scientific methods of cognition to examine the problems of identifying risks of infrastructure projects with state participation in various aspects. Results. As a result of the study, it is proposed to view the state as a single commissioner of infrastructure projects, regardless of whether they belong to various independent initiators, and to organize a centralized risk management committee in accordance with best international practices. This would provide a unified approach for the implementation of infrastructure projects and create a natural environment for the rapid exchange of information and experience, thus ensuring more effective management of subsequent projects.Conclusions. The authors focus on the simultaneous diversity and repeatability of risks arising during project implementation and conclude that it is necessary to establish centralized assessment of most risks with proper organization of management processes.

Abstract:
IntroductionHealthcare professionals are particularly at risk of developing numerous physical and psychological health problems. The experiences of emotional burden associated with providing healthcare, notably care-related regret, have been associated with these health problems, but only using cross-sectional data so far. Evidence of a causal impact of regret has not been assessed. The Impact of CAre-related Regret Upon Sleep (ICARUS) study is the first prospective and international cohort study established to examine how newly practising healthcare professionals adapt to their challenging job by assessing the impact of care-related regret on sleep and job quitting.Method and analysisThe ICARUS cohort study will include newly practising healthcare professionals working in acute care hospitals and clinics recruited between May 2017 and November 2019. Data collection, which will begin as soon as the participant starts working with patients, will consist of a 1-year weekly assessment using a secure web survey. Follow-up data will be collected at 6, 12, 18 and 24 months after the end of the first year. We will collect detailed information on the experience of care-related regret (ie, highest regret intensity, accumulation of regrets and coping strategies related to regrets), sleep problems and job quitting. Moreover, quality of life, health status and burnout will be assessed during the follow-up. Several confounders factors, including sociodemographic characteristics, personality, night shifts and work environment characteristics, will be assessed.Ethics and disseminationThe study was approved by the Ethics Committee of Geneva Canton, Switzerland (CCER2016-02041), the Ethics Committee of London South Bank University (HSCSEP/17/06) and the University Research Ethics Committee of Bedfordshire (UREC106). Other study centres deemed local ethical approval unnecessary since the main ethics committee (Geneva) had already accepted the project. Results will be published in relevant scientific journals and be disseminated in international conferences. Fully anonymised data and questionnaires will be freely accessible to everyone (scientists and general public).

Dwyer, Angela Margaret. "Uncertainty, precaution, and listing in Australia : a key to the anteroom." Thesis, 2009. http://hdl.handle.net/1885/109336.

Full text
Abstract:
The Precautionary Principle (or 'the Principle') has been controversial and subject to debate over terminology, definition, and means of implementation and, even when articulated in legislation, it is frequently not used in the discretionary decision-making process. This thesis proposes that the Principle has a role to play in the conservation of threatened species and ecological communities in Australia. In Australia, the protection of threatened species and ecological communities has not been immune from the general reluctance to embrace the Precautionary Principle, although it is an area that lends itself to its use. The potential for serious or irreversible harm is high if incorrect decisions are made about the characterisation or status of species or ecological communities, or processes that may impact on them. Often the available scientific evidence is uncertain, inadequate, or inexact. The decisions are made against a background of potential conflict as there can be numerous stakeholders affected by the outcomes. The decisions are further complicated by being science-based, and the nexus between science and policy is confusing. Under the current national 'listing' system there is no effective provision made for species or communities where there is genuine concern that they are threatened, but the science is uncertain. Uncertainty will generally defeat a listing nomination: there is no ante-room for nominations of concern, no place for species or ecological communities to be watched over pending clarification of the uncertainty. This thesis examines the Australian approach to the Precautionary Principle. The key elements of the Principle and triggers for the application of the Principle are identified, and key issues in relation to the role of science, the choice of science, and 'scientific uncertainty' are clarified. The thesis concludes that the Principle should be a significant tool in the environmental decision-making framework. The thesis then examines the application of precaution in the listing of species, ecological communities, and key threatening processes under the Environment Protection and Biodiversity Conservation Act 1999 (Cth). Precaution is available to both the key decision-makers, the Minister and the Threatened Species Scientific Committee, under the legislation but both have failed to apply the Principle in listing. The thesis draws upon the approaches of the International Union for Conservation of Nature , the Endangered Species Act of 1973 in the United States of America and domestic examples to inform the discussion, and concludes that, under appropriate circumstances, the Precautionary Principle could play a key role in the listing of species, ecological communities and key threatening processes. It is asserted that a lack of will rather than 'way' hinders its appropriate use. A checklist and guidelines are proposed for the application of the Principle and, in the absence of legislative reform, the thesis highlights the potential of the existing legislation for a balanced precautionary approach to listing. The door to the anteroom would thus be opened.

Abstract:
The 8th International Symposium "Monitoring of Mediterranean Coastal Areas. Problems and Measurements Techniques" was organized by CNR-IBE in collaboration with FCS Foundation, and Natural History Museum of the Mediterranean and under the patronage of University of Florence, Accademia dei Geogofili, Tuscany Region and Livorno Province. It is the occasion in which scholars can illustrate and exchange their activities and innovative proposals, with common aims to promote actions to preserve coastal marine environment. Considering Symposium interdisciplinary nature, the Scientific Committee, underlining this holistic view of Nature, decided to celebrate Alexander von Humboldt; a nature scholar that proposed the organic and inorganic nature’s aspects as a single system. It represents a sign of continuity considering that in-presence Symposium could not be carried out due to the COVID-19 pandemic restrictions. Subjects are related to coastal topics: morphology; flora and fauna; energy production; management and integrated protection; geography and landscape, cultural heritage and environmental assets, legal and economic aspects.

AbstractWith the rapid development of the city and economy, a series of environmental problems have emerged in Macao, such as the lack of freshwater resources, disastrous urban flooding caused by typhoons and heavy rains, intensification of the urban heat island effect, increased carbon dioxide emissions and pressure on recreational space. Hengqin is committed to promote Macao economy’s sustainable development, facilitate urban integration of Hengqin–Macao and improve locals’ welfare. In the urbanisation process, Hengqin is based on long-term scientific development, ensuring the coordination of development and ecological protection and striving to achieve the goal of ‘ecological island’. As Macao is densely populated, there are scarce ecological resources with desperate needs of various ecosystem services. It is of great necessity to study the complementary interface between ecosystem services of Macao and Hengqin.

Abstract:
AbstractThere is a broad willingness to act on global plastic pollution as well as a plethora of available technological, governance, and societal solutions. However, this solution space has not been organized in a larger conceptual framework yet. In this essay, I propose such a framework, place the available solutions in it, and use it to explore the value-laden issues that motivate the diverse problem formulations and the preferences for certain solutions by certain actors. To set the scene, I argue that plastic pollution shares the key features of wicked problems, namely, scientific, political, and societal complexity and uncertainty as well as a diversity in the views of actors. To explore the latter, plastic pollution can be framed as a waste, resource, economic, societal, or systemic problem. Doing so results in different and sometimes conflicting sets of preferred solutions, including improving waste management; recycling and reuse; implementing levies, taxes, and bans as well as ethical consumerism; raising awareness; and a transition to a circular economy. Deciding which of these solutions is desirable is, again, not a purely rational choice. Accordingly, the social deliberations on these solution sets can be organized across four scales of change. At the geographic and time scales, we need to clarify where and when we want to solve the plastic problem. On the scale of responsibility, we need to clarify who is accountable, has the means to make change, and carries the costs. At the magnitude scale, we need to discuss which level of change we desire on a spectrum of status quo to revolution. All these issues are inherently linked to value judgments and worldviews that must, therefore, be part of an open and inclusive debate to facilitate solving the wicked problem of plastic pollution.

Abstract:
The environmental management system should be considered as part of the overall management system. This involves looking at the organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining environmental policy. Basic principles and requirements of the environmental management system are aimed at identifying, researching, controlling and reviewing the factors influencing the environment, which allow businesses and public organizations to formulate policies and objectives aimed at protection of the environment. By introducing an environmental management system, organizations simultaneously declare, declare their commitment and guarantee to society as a whole that they are genuinely committed to solving environmental problems. European environmental policy is based on the principle of precautionary measures, preventive action and the elimination of pollution at source, as well as on the principle of "polluter pays". The European Union has the power to take action on all matters of environmental policy such as air and water pollution, waste management and climate change. Although some powers are limited as a result of the principle of subsidiarity and the requirement for unanimous agreement in the Council on fiscal issues, issues related to urban and spatial planning, land use, quantitative management of water resources, choice of energy sources and the structure of energy supply. The purpose of this article is to present specific features of environmental management policy and its impact on regional development in developing countries.

Abstract:
According to UNSCEAR (United Nations Scientific Committee on the Effects of Atomic Radiations), no less than 10% of lung cancer diseases registered annually are caused by radon radiation. Born in the belly of the earth, the same gas, a class I cancirogen, increases the risk of non-cancerous diseases of the upper respiratory tract and cardiovascular diseases. The radon problem occupies an important place in the radioecological programs of the USA, Japan, Western Europe and Russia. However, the natural radiation varies in the background from location to location. In many countries, survey work is being carried out, including an assessment of the intensity of the radon hazards of sites allocated for construction. In Russia, the Radiation Safety Standards are stipulating that the concentration of radon in the air of residential premises should not exceed 200 Bq/m3; in Sweden, the maximum radon concentration is taken as 100 Bq/m3, in Finland and Canada - 400 Bq/m3, and in Germany and Great Britain - 200 Bq/m3. It is necessary to carefully choose the constructive site, with the minimum concentration of radon in the soil. Our purpose is to carry out a cartographic analysis of radon intake from soil in the territory of Kazan. An important component is the creation of unique maps based on the measurement of radon escalation. The practical significance of the work lies in the application of the results for making management decisions, in engineering and environmental surveys, for conducting hygienic assessments, or simply being used by citizens for informational purposes.

Abstract:
The U.S. Department of Energy (US DOE) Office of Environmental Management, Technology Innovation and Development is supporting a multi-National Laboratory effort to develop the Advanced Simulation Capability for Environmental Management (ASCEM). ASCEM is an emerging state-of-the-art scientific approach and software infrastructure for understanding and predicting contaminant fate and transport in natural and engineered systems. These modular and open-source high performance computing tools and user interfaces will facilitate integrated approaches that enable standardized assessments of performance and risk for EM cleanup and closure decisions. The ASCEM team recognized that engaging end-users in the ASCEM development process would lead to enhanced development and implementation of the ASCEM toolsets in the user community. End-user involvement in ASCEM covers a broad spectrum of perspectives, including: performance assessment (PA) and risk assessment practitioners, research scientists, decision-makers, oversight personnel, and regulators engaged in the US DOE cleanup mission. End-users are primarily engaged in ASCEM via the ASCEM User Steering Committee (USC) and the ‘user needs interface’ task. Future plans also include user involvement in demonstrations of the ASCEM tools. This paper will describe the details of how end users have been engaged in the ASCEM program and will demonstrate how this involvement has strengthened both the tool development and community confidence. ASCEM tools requested by end-users specifically target modeling challenges associated with US DOE cleanup activities. The demonstration activities involve application of ASCEM tools and capabilities to representative problems at DOE sites. Selected results from the ASCEM Phase 1 demonstrations are discussed to illustrate how capabilities requested by end-users were implemented in prototype versions of the ASCEM tool.

Leis and Walsh. L51575 Mechanics-Based Analysis of SCC in a Carbonate-Bicarbonate Environment. Chantilly, Virginia: Pipeline Research Council International, Inc. (PRCI), August 1988. http://dx.doi.org/10.55274/r0010306.

Full text
Abstract:
Stress-corrosion cracking (SCC) occurs occasionally in line-pipe steels. Reviews of this cracking indicate that the environment is carbonate-bicarbonate and that the cracking is primarily intergranular. Research sponsored by the PRCI Line Pipe Research Supervisory Committee (LPRSC) has over the years identified metallurgical and electrochemical parameters as playing a role in the process. This work has also argued the significance of strain rate and its relationship to the service loading, given that dissolution is indicated as the controlling mechanism. While much has been learned about the mechanism of cracking, very little has been learned about how to directly relate the nucleation and growth of cracks to the loading, the metallurgy, and the environmental parameters. The continual development of new line-pipe steels, the probable development of reliable in-line inspection (ILI) tools to detect SCC, and the occasional discovery of cracking colonies during field surveys have recently centered attention on methods to rank line-pipe resistance to SCC and characterize crack-growth rates. Ranking line-pipe resistance to SCC may be done in terms of a threshold stress for nucleation of SCC or the rate of crack growth at some crack depth beyond nucleation. Estimating remaining life of cracks located by an ILI tool or confirmed in a field survey involves only crack growth rate data or data that define a threshold stress for continued growth. Recent attention of the SCC subgroup of the LPRSC, therefore, has focussed on experimental protocols to assess susceptibility, determine thresholds, and establish growth rate behavior. The tapered-tension test (TTT) has been developed to determine stress thresholds for crack nucleation, whereas several different prenotched or precracked geometries have been or are now being used to assess crack growth. Attention has also focussed on modelling SCC thresholds and crack growth behavior so that data developed under laboratory conditions can be adapted to assess field cracking situations. Models are being explored for both threshold and crack-growth conditions. This report presents the development and validation for a model that is being adapted to line-pipe problems for the SCC subgroup. This model deals with the threshold for and the growth of SCC cracks up to about 0.020-inch deep.

Abstract:
Cruise SO268 is fully integrated into the second phase of the European collaborative JPI-Oceans project MiningImpact and is designed to assess the environmental impacts of deep-sea mining of polymetallic nodules in the Clarion-Clipperton Fracture Zone (CCZ). In particular, the cruise aimed at conducting an independent scientific monitoring of the first industrial test of a pre-protoype nodule collector by the Belgian company DEME-GSR. The work includes collecting the required baseline data in the designated trial and reference sites in the Belgian and German contract areas, a quantification of the spatial and temporal spread of the produced sediment plume during the trials as well as a first assessment of the generated environmental impacts. However, during SO268 Leg 1 DEME-GSR informed us that the collector trials would not take place as scheduled due to unresolvable technical problems. Thus, we adjusted our work plan accordingly by implementing our backup plan. This involved conducting a small-scale sediment plume experiment with a small chain dredge to quantify the spatial and temporal dispersal of the suspended sediment particles, their concentration in the plume as well as the spatial footprint and thickness of the deposited sediment blanket on the seabed.

Abstract:
The consumption of turmeric supplements is increasingly popular and is reported to provide numerous health benefits including antioxidant, analgesic, anti-inflammatory, antiseptic, anticarcinogenic, chemopreventive, chemotherapeutic, antiviral, antibacterial, antifungal and antiplatelet activities [1]. However, in recent months there has been a number of reports of hepatotoxicity linked to the consumption of these supplements. Such reports and scientific publications led to a review of the safety of turmeric and curcumin by the UK Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT). The statement issued by COT in November 2019 concluded “Given past reported contamination issues with turmeric supplements, the Committee concluded that there would be value in commissioning a chemical analysis of turmeric supplements and raw/powdered turmeric available on the UK market”. To address this conclusion the FSA requested Fera to: develop and validate in-house method(s) for measuring curcumin in turmeric containing supplements, ground/powdered turmeric and raw/fresh turmeric develop and validate in-house a method for measuring piperine in turmeric containing supplements purchase turmeric containing supplements (n=15), ground/powdered turmeric (n=10) and raw/fresh turmeric (n=5) from a mixture of local outlets and over the internet analyse all 30 samples for trace elements and curcumin analyse all supplement samples for piperine content.

Abstract:
In the article rare editions of magazine type are first probed for peasants which nursed in an environment the Ukrainian emigrants in the first post-war years on territory of the American area of occupation in Germany, and also in the USA. Separately paid regard to mision role of magazines in the association of the nebulized peasants round a desire to apply the obtained previous experience and knowledge on strange land, to present the world the Ukrainian peasantry as labour productive force and also round the idea of fight for independence, joining in with political activity of «old» parties and organizations which actively functioned in the environment of the Ukrainian emigrants. Outlined problem of magazines for peasants, and also sil’vetki of separate authors. In the repertoire of the Ukrainian emigrant press professional editions for peasants occupy an insignificant percent. But their appearance and functioning testify to the desire of certain part of wanderers – natives from villages, which got the special trade education, and also conscious group of peasants which tested tortures and humiliations as a result of violent collectivization, to unite the efforts for future effective economic labour in Ukraine, as emigration was at that time examined in their environment as the temporal phenomenon. De autre part, the creators of this periodicals did not hide the purpose of distribution of the purchased knowledges and experience in the countries of migration. Publishers at mediation of magazines formed soil for creation of political party, which would unite the unions of the Ukrainian peasants-emigrants (farmers), which got organized in camps for the moved persons. Soon, in 1948, party of liberal direction – Union of earths of cathedral Ukraine is was created in Ashaffenburzi (Germany) and on convention in New Wales (in 1950) renamed on Peasant party. Greater part of problem of magazines «the Ukrainian owner», «Ukrainian peasant», «Rural owner», was inferior preparation to realization of this emigrant project. A separate place belongs to the magazine «the Ukrainian manager», the release of which, without regard to influences of mel’nikivskogo wing OUN, managed from the first to the last number to dissociate oneself from a policy, save popular scientific status agrarian-economic direction. Even publications the main theme of number is violated in which, for example, criticism of a collective farm system the USSR or analysis of economic problems of socialism, scientific arguments is marked and by the unprejudice of author. Functioning in the environment of emigration of «rural» periodicals is dictated a desire to combine effort peasants for a maintenance and increase of professional level, to send them in the river-bed of fight for liberation from under the burden of persecutors of the Ukrainian village.

Abstract:
Pedagogical modeling of modern educational environments remains an urgent task of educational sciences. Research on the formation and development of digital competence of specialists, although they have common features, differ and acquire characteristic features depending on the field of application. This is due to the focus on mastering specific professional skills and increasing the professional level. We found out that, compared to the social and humanitarian sphere and medicine, the development of digital competence of specialists in the military and defense industry is little discussed in scientific sources. The development of digital competence of military personnel, in particular military management officers, is an urgent problem that requires an immediate solution. On the one hand, the armed aggression of the Russian Federation adds to the criticality of the situation, on the other hand, scientific and technical progress and, as a result, the appearance of new types of weapons and the complexity of digital tools in the environments of military specialists. Scientific approaches and conceptual principles regarding the formation of digital competence of the Armed Forces of Ukraine and NATO member countries are described. Problems, contradictions and trends in the development of digital education of military specialists in the system of professional development are singled out. The article clarifies the concept of “digital competence of military command officers” of the Armed Forces of Ukraine. The authors developed and substantiated a theoretical model of a computer-oriented methodical system for the development of digital competence of officers of the military administration of the Armed Forces of Ukraine in the system of professional development, which is presented in an informative scheme with a description of individual modules combined into conceptual, target, content-methodical, procedural, technological and effective blocks. The built model ensures systematicity and consistency of the educational process in the digital educational environment of higher military education institutions for the development of digital competencies of military management officers. The technological unit contains a variety of software for training and training. In particular, specialized computer programs and multimedia guides. In the content-methodical block, among other things, the following modules are presented: cloud services; information-didactic and educational-methodical learning tools, multimedia objects, VR/AR tools, AI elements that allow selection of existing ones or creation of new learning materials; Training Course; diagnostic tools, etc. The prospect is the verification of the developed model during distance training.
