Abstract:
This study seeks to describe the public communication practices of the authorities in the Dutch Golden Age. It is a study of 'state communication': the manner in which the authorities sought to inform their citizens, publicise their laws, and engage publicly in quarrels with their political opponents. These communication strategies underpinned the political stability of the seventeenth-century Dutch Republic. Concerned about their decorous appearance, the regents who ruled the country always understated the extent to which they relied on the consent of their citizens. The regents shared a republican ideal which dismissed the agency of popular consent; but this was an ideal, like so many ideals in the Dutch Republic, which existed in art and literature, but was not practised in daily life. The practicalities of governance demanded that the regents of the Dutch Republic adopt a sophisticated system of communication. The authorities employed town criers and bailiffs to speed through town and country to repeat proclamations; they instructed ministers to proclaim official prayer days at church; and they ensured that everywhere, on walls, doors, pillars and public boards, one could find the texts of ordinances, notices and announcements issued by the authorities. In the seventeenth-century Dutch Republic, politics was not the prerogative of the few. That this was due to the determined efforts of the authorities has never been appreciated. Far from withholding political information, the regents were finely attuned to the benefit of involving their citizens in the affairs of state. The Dutch public was exposed to a wealth of political literature, much of it published by the state. The widespread availability of government publications also exposed the law to prying, critical eyes; and it paved the way to make the state, and the bewildering wealth of legislation it communicated, more accountable.

Abstract:
Consacrée à l’organisation de l’artillerie des ducs de Bourgogne, cette thèse met en perspective la modernisation du matériel et la professionnalisation du personnel de l’arme au cours de la seconde moitié du XVe siècle. Les transformations fondamentales auxquelles l’artillerie est alors sujette, définissant largement son utilisation pour les trois siècles à venir, semblent tributaires de décisions politiques autant sinon plus que d’évolutions techniques que le pouvoir princier devait stimuler.

En une première partie sont analysés les modes de décision, de financement et de contrôle d’une arme en plein essor. L’implication personnelle des ducs, Charles le Hardi/Téméraire en tête, est patente. Mais, le développement d’une administration particulière s’impose. La spécialisation de ce personnel est révélée par l’analyse prosopographique. L’artillerie acquiert alors une certaine autonomie au niveau de la gestion des stocks matériels et des ressources financières et humaines.

La seconde partie est consacrée au matériel. Les politiques d’acquisition des armes à feu, des munitions et du matériel auxiliaire (affûts, manteaux, outillage divers) témoignent d’une prise en main progressive de la production :on assiste à l’émergence, encore timide certes, d’une première « industrie d’État ». Quittant le château ducal, le parc d’artillerie des princes bourguignons rejoint des lieux plus adaptés à son stockage, à son entretien, voire à sa fabrication :c’est la naissance de l’arsenal moderne – un des premiers à l’échelle de l’Europe occidentale. Il est alors possible, pour les gestionnaires comme pour l’historien, d’évaluer la puissance de frappe des ducs. Celle-ci est tributaire de deux facteurs :le nombre de bouches à feu, d’une part, la standardisation des calibres, influençant les cadences de tir, de l’autre. Tant au niveau quantitatif que qualitatif, l’état-major bourguignon mène de réels efforts qui doivent permettre à l’artillerie ducale d’éluder les inconvénients politiques et militaires d’un emprunt aux communes et aux seigneurs.

Le troisième volet de l’étude concerne les hommes animant les structures de l’artillerie. Il s’agit d’un ensemble d’artisans-soldats ayant un rôle dans la conception, la fabrication et la manipulation de l’arme. Les modalités de leur recrutement révèlent la volonté du pouvoir princier de s’attacher les meilleurs spécialistes. Un corps ordinaire aux effectifs encore minces, certes, est alors constitué, complété en temps de guerre par un appel aux métiers urbains et par la réquisition d’une abondante main-d’œuvre sur le pays.

Au final, si le gouvernement de Philippe le Bon en révèle les prémices, l’émergence de nouvelles conceptions relatives à la gestion d’une arme en pleine croissance doit attendre le règne de Charles le Hardi. L’efficacité de l’artillerie ducale, devenant un véritable instrument au service du pouvoir central, devait s’en trouver accrue. Pourtant, suite aux défaites de ce duc, un recul des conceptions de l’arme est perceptible. Sans pour autant abandonner entièrement la poursuite des visées de son prédécesseur, Maximilien doit composer avec des moyens financiers et humains inférieurs. Le pouvoir central devint alors à nouveau plus dépendant des pouvoirs communaux et seigneuriaux avec lesquels il fallait négocier, dans le domaine de l’artillerie comme en tant d’autres…

Abstract:

By the end of the nineteenth century, the momentum for the idea of a more practical education better suited to life in a modern, technological world brought the first educational reform movements in the nation. Concurrent reform efforts at the state and national levels influenced both the historical development of Earth science education and the status of the Earth sciences in New York State’s secondary schools. Three themes received increasing attention: 1) the nature and college acceptance of the subjects in the secondary courses of study, 2) the time allocation for the subjects, and 3) the emergence and expectation of the incorporation of laboratory and fieldwork. These themes were also prevalent in discussions within the national committees that were meeting at the time.

The historical richness of educational reform efforts during the late 1800s and the early 1900s establishes an important foundation upon which the Earth sciences are grounded. To understand the influences that shaped the Earth science syllabus into its present form, and to establish a framework upon which recommendations for future curricular development can be made, an analysis of the origin and evolution of secondary Earth science is warranted. The research presented in this thesis explores the historical framework of the individual core Earth science topics (physical geography, geology, astronomy, and meteorology), beginning in 1865 with the introduction of the intermediate level physical geography Regents examination and ending in 1910 with the loss of astronomy and geology as accepted high school graduation courses. The chronological structure of this study is intended to establish a set of specific historical events that contributed to the present curricular structure of New York State’s Earth science course.

Abstract:
In the 1880s there was a race on among Europeans in Africa, spanning virtually the entire continent from Tunisia in the North to the Orange River in the South. Some European nicknames for this race are familiar: the Course au Clocher in France; the Scramble in England. What is less known is that this was a race, not necessarily to conquer or take land by force - most of that came later, in the 1890s -- but to claim paper deeds that nominally sold to whites the titles to govern various territories.

Abstract:
This study focuses on the significant investment in oceanography that typified Cold War Britain. Thanks to the analysis of untapped archival records, it documents the remarkable growth of marine research in the UK, and its underlying ambitions, from the end of Second World War naval exercises to the deployment of nuclear submarines in the Atomic Age. In particular, it looks at the significance of sea studies in the context of British naval operations, the surveillance of enemy vessels at sea, and the gathering of intelligence on the capabilities of enemy forces. In so doing, it depicts the trajectory of what was at the time dubbed "military oceanography" from its ascendancy in the post-war years to the creation of an national organization (the National Institute of Oceanography, NIO), devoted to pursue novel research, to its re-configuration during the 1970s marking an important transition from military to civilian (environmentally-driven) studies. The thesis discusses the complexities of the Cold War British State. It reveals the connections between leading scientists, government administrators, and military officers, and their interplay in the establishment and development of oceanographic studies. The thesis contends that at the core of the political-scientific interface there are policy networks and that we can gain a better understanding of this interaction by looking at some of the key figures, or "nodes" in these networks. It thus uses the career of the NIO director, the marine scientist George Deacon, as a source to gain entrance into the historical path of British oceanography, and argues that by looking at Deacon as a mediator (or "go-between") one can gain a better understanding of the dynamics and historical evolution of the policy networks he participated in.

The aim of this dissertation is to study the influence exerted by the different political cultures in the Iberian Peninsula and in the Low Countries on these peace talks and how they contributed to delaying the solution finally achieved in Münster. The events on the battlefield accompanying the said negotiations, the negotiations themselves and their outcome are known thanks to a number of scholarly works devoted to the long struggle between the Spanish Monarchy and its 'rebel subjects' in the Low Countries and, from 1640, in the Iberian Peninsula. The second phase of the Eighty Years’ War - once hostilities were resumed after the Twelve Years’ Truce in 1621 - and the peace talks have attracted the interest mainly of Dutch historians, although they have received considerably less attention than the revolt. Spanish scholars have, while not neglecting the issue completely, generally included it in more general surveys of the reign of Philip IV whose access to the throne in 1621 roughly coincides with the starting point of this study. British historiography has contributed to research on the Dutch Republic and the Spanish Monarchy during the first half of the seventeenth century but studies jointly referring to both remain scarce, with the outstanding exception of Jonathan Israel’s works. In most accounts the peace appears as the inevitable outcome of the combination of Spanish decline and growing Dutch power and almost predetermined by the respective structural weaknesses and dynamism of each contender, and therefore of relative scholarly interest. In all cases, the political decisions, the military actions and the socio-economic background have received privileged attention from historians - the cultural and literary production in two polities living through their Golden Ages are only too often left to scholars of art and literature. Thanks to the efforts by Dutch historians, starting shortly after the peace settlement, how the negotiations actually proceeded is known. But these works have devoted little if any attention to the intellectual debates surrounding the negotiations. In the cases where scholars have referred to them, most generally they have assumed them to be pure pretexts, attempts at playing to the gallery that were mere window dresing, disguises of other, real (economic) interests. Although contemporary accounts offer a different view, frowning on those who were accused of using transcendental goals to disguise the pursuit of more worldly aims, many modern scholars have chosen to neglect the former altogether in their quest for a materialistic analysis of society.

Abstract:
This dissertation consists of a case study of Swedish psychology during a specific period of time. It focuses psychology as a scientific discpline, as a professionalised occupation and as a cognitive resource for policy-making. From a general science studies perspective, it aims to provide a sociological and historical analysis of the development of psychological research, psychological practice and psychology's relation to social policy-making in key areas of the welfare state in general. The case study utilises discourse analysis, analysis of archival and documentary material, interviews and bibliometric analyses. It is argued that psychologists have changed their image from being primarily academics to being clinical practitioners whose expertise has moved from differential diagnostics to psychotherapy. Professional discourse has evolved similarly to that shown to be the case in other countries, drawing extensively on rhetorics of economics, humanitarianism and facilitation and control. A critical assessment of discourse analysis and constructionism is provided, arguing for a restricted application of constructionism in science studies. Further, professional action and organisation is analysed. It is argued that the professional project pursued by psychologists is characterised by power struggles within the profession, and is an outcome of adaptation to institutional demands stemming from the labour-market. It results in a pattern of professionalisation which deviates from what is hypothesised by much professionalisation theory. Psychology's role as a cognitive resource for social policy-making is analysed in relation to claims to decisive influence made by psychologists. It is argued that psychology has played a negligible role in key areas of policy-making. The case illustrates the politicisation of science rather than the scientization of policy-making. Finally, psychology's development as a a discipline is analysed. It is argued that the changes in the system of research and higher education illustrates the increasing influence of non-cognitive factors on disciplinary development. It has provided academic psychology with potential for growth but at the same time weakened its disciplinary core. Academic psychology has been more theoretically and methodologically diverse than is usually claimed, but a rivalling knowledge ideal to the traditional academic one has been introduced by sectorial research policy.

Abstract:
Through a longitudinal study of one teacher's science teaching practice set in the context of her base school, this thesis records the effects of the structural and policy changes that have occurred in Victorian education over the past 6-7 years - the 'Kennett era'. Initially, the purpose of the study was to investigate the teacher's practice with the view to improving it. For this, an action research approach was adopted. Across the year 1998, the teacher undertook an innovative science program with two grades, documenting the approach and outcomes. Several other teachers were involved in the project and their personal observations and comments were to form part of the data. This research project was set in the context of a single primary school and case study methodology was used to document the broader situational and daily influences which affected the teacher's practice. It was apparent soon after starting the action research that there were factors which did not allow for the development of the project along the intended lines. By the end of the project, the teacher felt that the action research had been distorted - specifically there had been no opportunity for critical reflection. The collaborative nature of the project did not seem to work. The teacher started to wonder just what had gone wrong. It was only after a break from the school environment that the teacher-researcher had the opportunity to really reflect on what had been happening in her teaching practice. This reflection took into account the huge amount of data generated from the context of the school but essentially reflected on the massive number of changes that were occurring in all schools. Several issues began to emerge which directly affected teaching practice and determined whether teachers had the opportunity to be self-reflective. These issues were identified as changes in curriculum and the teaching role, increased workload, changed power relations and changed security/morale on the professional context. This thesis investigates the structural and policy changes occurring in Victorian education by reference to documentation and the lived experiences of teachers. It studies how the emerging issues affect the practices of teachers, particularly the teacher-researcher. The case study has now evolved to take in the broader context of the policy and structural changes whilst the action research has expanded to look at the ability of a teacher to be self-reflective: a meta-action research perspective. In concluding, the teacher-researcher reflects on the significance of the research in light of the recent change in state government and the increased government importance placed on science education in the primary context.

Abstract:

In this dissertation, I analyzing the invagination of slavery and madness as constitutive of the political, medical, economic, legal and literary institutions of the United States. In my introduction, I discuss my previous project concerning all black mental institutions that emerged in the American South after Reconstruction. My first chapter, "Haunting Asylums: Madness, Slavery and the Archive," addresses my difficulties with the fragmented records of the racially segregated mental asylums and how figurations of the ghost or the inhuman failed to provide me with a salvific moment. In Chapter 2, "Compounds of Madness and Race: Governing Species, Disease and Sexuality in the Early Republic," I map the epistemic ground of race, mind and nation in the Revolutionary-era United States. My third chapter, "Worse than Useless, Too Much Sense: Enslaved Insanity in Plantations, Courtrooms and Asylums" is the culmination of previous two, where I trace the admission and treatment records of a sixteen-year-old slave interned in a mental asylum to the discourses and institutions surrounding the internal slave trade. I conclude by discussing two deaths separated by two centuries but connected by the violent conjunction of antiblackness and madness.

This dissertation examines patterns of Islamist political mobilization in Egypt and Indonesia. It focuses on the development of major political organizations formed in both countries whose primary goal is the establishment of Islamic state. By focusing on these organizations, this dissertation seeks to explain an analytical puzzle: why Egyptian and Indonesian Islamist movements develop along divergent patterns of mobilization?While the traditional focus of the literature is on Islam's cultural tenets and the structure of Muslim society, I argue that the most fundamental factors that have driven the variation in Islamist mobilization were the historical formation of particular types of organizations along with how the outcomes of this period developed over time. Different institutional settings in Egypt and Indonesia prior to the formation of modern political organizations intent on the creation of an Islamic state transformed similar Islamic ideology into different patterns of organizational constructs and programs for mobilization. This formative moment is of paramount importance because it had long-term political consequences. Based on this institutional framework, this dissertation identifies a typology of Islamist historical formation centered on the distinction between the "purist" Islamist movement in Egypt and "pragmatic-reform" oriented Islamist organizations in Indonesia.This dissertation also examines the relationship between institutional settings and Islamist politics over time. I analyze the history and institutional designs of the state as conditions that both constrained and yet enabled the interests and goals of leaders in Islamist movements. Periodization— defined broadly as the historical sequences of state formation — serves as an analytical framework with which to capture critical moments and actions of the competing groups, especially between Islamist actors and the state elite in response to a particular set of changes, over a defined period of time. By tracing these various paths of Islamist political responses and initiatives through the subsequent changes of state-Islamist relations, this dissertation seeks to offer a more nuanced, historically grounded, but analytically persuasive explanation of the alternative routes toward an Islamic state, in terms of organizational formation, political mobilization and transformation.Using an historical institutional theoretical framework to interrogate my findings, it is hoped that this dissertation will contribute to a larger debate in political science on Islam and politics, state building, and the historical process of conflict-resolution between the state regimes and Islamist political forces.
Ce mémoire est consacré d'examiner des modèles de la mobilisation politique islamiste en Égypte et en Indonésie. Elle se concentre sur le développement des organisations politiques importantes formées dans les deux pays dont le but primaire est l'établissement de l'état islamique. En se concentrant sur ces organisations, cette thèse cherche à expliquer une énigme analytique : pourquoi les mouvements islamistes égyptiens et indonésiens se développent-ils selon les modèles divergents de la mobilisation? Tandis que l'objectif traditionnel de la littérature est sur les principes culturels et la structure de la société musulmane, je soutiens que les facteurs les plus fondamentaux qui ont conduit la variation de la mobilisation islamiste étaient la formation historique des types particuliers d'organisations avec la façon dont les résultats de cette période se sont développés avec le temps. Les différents cadres institutionnels en Égypte et en Indonésie avant la formation des organisations politiques modernes attentifs sur la création d'un état islamique ont transformé l'idéologie islamique semblable en différents modèles des constructions et des programmes d'organisation pour la mobilisation. Ce moment formateur est d'importance primordiale parce qu'il a eu des conséquences politiques à long terme. Basé sur ce cadre institutionnel, ce mémoire identifie une typologie de la formation historique islamiste portée sur la distinction entre le mouvement islamiste « puriste » en Égypte et « reforme- pragmatique » les organisations islamistes orientés en Indonésie.Ce mémoire examine également le rapport entre les cadres institutionnels et la politique islamiste avec le temps. J'analyse l'histoire et les conceptions institutionnelles de l'état comme conditions que tous les deux ont contraint mais ont permis les intérêts et les buts des chefs dans les mouvements islamistes. Périodisation- définie largement comme ordres historiques de formation d'état - servir comme un outil analytique avec lequel on peut capturer des moments et des actions critiques des groupes de concurrence, particulièrement entre les acteurs islamistes et l'élite d'état en réponse à les changements particulières, sur une période définie. En traçant ces divers chemins des réponses politiques islamistes et des initiatives par les changements suivants des relations d'état Islamiste, ce mémoire cherche à offrir une explication plus diversifiée, historiquement plus au sol, mais analytiquement persuasive des itinéraires alternatifs vers un état islamique, en termes de formation d'organisation, mobilisation politique et transformation. Utilisant un cadre institutionnel historique pour interroger mes conclusions, on 'espère que ce mémoire contribuera à un plus grand débat en sciences politiques sur l'Islam et la politique, l'établissement d'état, et le processus historique de l'être en conflit- résolution entre les régimes d'état et les forces politiques islamistes.

Abstract:
The Papuan Official Collection is a unique colonial collection assembled between 1907 and 1938 by government officers of the Australian administration of the Territory of Papua. It represents the first instance in the world where a colonial government made ethnographic collecting a requisite duty of its field officers. This unusual turn of events came at the insistence of Papua's first and longest serving Lieutenant-Governor, J.H.P. Murray, who administered the colony for over three decades. The story of how Murray came to establish an official government collection, and its subsequent formation, interpretation, and display over several decades, provides a case study par excellence for examining the complex relationship between colonialism, collecting and anthropology, which emerged over the course of the twentieth century. This study explores the genesis and history of the Papuan Official Collection, and situates it within the wider rubric of Australian colonialism. It establishes Murray as one of the earliest colonial governors in the world to implement, and publically advocate for, anthropology as a tool for colonial administration. It charts the rise of colonial discourses that linked loss of culture to physical demise in Pacific populations, and documents its influence on Australian colonial policy. Its findings suggest that the protection, preservation and management of Indigenous cultural heritage should not be considered a sideline of Australian colonial policy in Papua, but rather one of its most defining features. Over the course of its lifespan the Papuan Official Collection has been displayed in four different museums providing an opportunity to examine how a fixed body of objects (the collection) moved across time and space, to be re-interpreted into different conceptual frameworks: as curios and antiquities; ethnographic artefacts; scientific specimens; artworks; and, finally, as historic objects. My institutional history of the POC cautions against the assumption that colonial collections were always used as uncontested propaganda, which metropolitan museums were content to display on behalf of the imperial mission. While the Murray administration in Papua was able to provide goods and information to the various museums which housed the Collection, each institution had its own competing agendas and the relationship was not always a smooth one.

This thesis discusses the development of penicillin during World War II, made possible by a complex relationship between private industry, academic researchers, and government research facilities and funding. It also examines the media response to the emergence of penicillin, the wide-spread war-time preoccupation with venereal disease, and the discovery of the potency of penicillin in treating such illnesses. It argues that the societal importance of penicillin was leveraged by policy makers in the post-war period to expand government funding for medical research and the role of the US Public Health Service. This was part of an overall trend of post-war expansion in government.

Abstract:
The goal of this research is to determine how the regulatory burden represented by an entire class of laws impacts firm choice decisions. To achieve this end, a comprehensive list of 135 labor regulations that existed in at least one state between 1899 and 1924 was collected. Temporal and regional trends in the passage of labor legislation are described. Significant regional variability is found, with different parts of the nation favoring different classes of labor legislation. Evidence for the presence of regional homogeneity is found. Outlier states that do not fit the overall regional pattern are identified and discussed. Four summary variables are developed using principal components analysis. These variables represent first wave labor laws, second wave labor laws, mining laws, and anti-union laws. First wave laws were common laws passed in most states by 1909. First wave laws were general in nature and probably not binding on employers. Most states enacted second wave laws after 1909. The pattern of passage of these laws was more uniform than that of first wave laws, with most states adopting the more progressive second wave laws by 1924. Anti-union laws also experienced relatively little growth, but were most common in the Southeast. Three of the four summary variables were incorporated into a four-input translog cost function model of state manufacturing establishments over the 1899 to 1919 period. In addition, a variable representing state appropriations for labor programs and enforcement was included in the translog model. Increases in labor legislation resulted in an increase in demand for materials and salaried labor, and a decrease in demand for wage labor. Increases in the number of first wave laws led to an increase in salaried labor demand, possibly due to bureaucratic requirements associated with regulatory compliance. First wave laws had no impact on wage labor, confirming the findings of many that these early laws codified existing practice. In contrast, second wave laws significantly reduced wage labor demand, suggesting that these laws were binding.

This thesis is the first detailed study of the way in which science and technology were portrayed in propaganda and popular culture during the Khrushchëv period, a time when the Soviet leadership invested significant resources, both at home and abroad, in order to capitalise on its scientific achievements. It draws upon a wide range of previously unseen materials from the archives of the RSFSR Ministry of Education, the Soviet Academy of Sciences, the State Committee on Radio and Television and the Central Committee of the CPSU. It provides the first archive-based analysis of the lecturing organisation 'Znanie', which was crucial to the dissemination of Soviet propaganda in the post-war period. The thesis also makes use of a variety of published sources, such as popular science publications and journals, as well as a number of Soviet films from the Khrushchëv period. The thesis examines the manner in which scientific information was disseminated to the Soviet public and the ways in which public scientific opinion was able to participate in, and influence, this process. It is shown that a general lack of institutionalised control enabled members of the scientific intelligentsia to exercise a degree of control over the content of scientific propaganda, often in a very idiosyncratic fashion. The way in which the rhetorical and ideological presentation of science changed during the Khrushchëv period (often identified as 'the Thaw') is analysed, and it is shown that while Soviet popular science did become increasingly open to foreign influence it became preoccupied with new threats, such as generational and personal conflict. The thesis also uses the available sources to consider popular responses to scientific propaganda and, in particular, whether attempts to use scientific-atheistic propaganda to create a 'materialist' worldview amongst Soviet citizens met with any success. The thesis provides detailed case studies of the use of science in Khrushchëv's atheistic campaigns, of propaganda surrounding early Soviet achievements in the space race and of the portrayal of the Lysenko controversy in the popular media.

The Department of the Military Science at Utah State University was created in 1898 and is the oldest department at USU. Until the mid-1950s it was mandatory that all male students be enrolled in Military training at the school and, if they so decided, would finish up the last two years of military training to become officers in the United States Military. This program is known as ROTC. Fully implemented at USU in 1916 the ROTC program continued to grow and would help fund the growth of campus during the 1920’s and 30’s. Following World War II the program became the largest ROTC unit in the nation and was nicknamed “West Point of the West”. The school produced more officers than any other college besides the Military Academy at West Point. The documentary film that I made follows the history of Utah State University from its founding in 1888 to the modern day research University of today. Using interviews of past and current ROTC cadets as well as the experts on the history of USU and ROTC, the film weaves the history of the expansion of the USU campus and the role that the Army ROTC unit had in the school’s development. Much of my research was done in special collections at the USU library where many of the photos for the film were found. Some of my research took me to the National Archives and the Library of Congress which proved to be invaluable when finding early military photos and documents. A total budget cost of USD$10,000 was spent on camera gear, travel expenses, drone footage, and digital storage solutions. The film was fully funded, written, shot, edited, and finished by myself and took 1 ½ years to make from start to finish. The end result is a 53-minute documentary delivered on a Blu Ray disk, the film is also accessible to the public via online streaming.

This thesis is a history of the beginnings of nuclear research and education in India, between 1938 and 1959, through the trajectories of particle accelerator building activities at three institutions: the Department of Physics, Indian Institute of Science, Bangalore, the Palit Laboratory of Physics, University Science College, Calcutta, later (Saha) Institute of Nuclear Physics, and the Tata Institute of Fundamental Research, Bombay. The two main arguments in this thesis are: First, the beginnings of nuclear research in India were rooted in the "modernist imperative" of the research field. However, post-war organisation of nuclear research came to be inextricably imbricated in processes of state-formation in independent India in a manner such that failure to actively engage with the bureaucratic state implied death of a laboratory project or constraints upon legitimately possible research. Second, state-formation, like the pursuit of nuclear research in India for the period of my study, became about India's participation and claim upon the universal. State-formation was equally a modernist imperative. Powerful sections of the nationalist bourgeoisie in India understood "Science" and the "State" as universals in World History, and India, they were convinced, had to confirm its place in history as an equal among equals. These two arguments combined explain how nuclear research came to be established, transformed, and extended through the gradual assembly of material infrastructure to realistically enable the new country take a capable decision on the nuclear question.

The most stunning example of two historical figures working both together and against one another to fashion a shared goal is the demonstration of power and compromise displayed by Count Camillo Benso di Cavour and Giuseppe Garibaldi during the Sicilian Revolution of 1860 and additional events during the greater Italian Risorgimento. This thesis is an attempt to uncover the bargaining strategies utilized by Cavour and Garibaldi throughout their political interactions as well as reach important conclusions concerning the use of interpersonal relationships to aid, not hinder, the outcome of a common political aim. This case study focuses on the years from 1852 to 1870, but specifically looks at 1859 to 1861, largely considering the theoretical framework of political game theory as outlined by Thomas Schelling. After forming two distinct hypotheses regarding both the competitive and cooperative nature of the two men's relationship, this thesis finds a greater cooperative characteristic to their historic interactions, although both hypotheses contribute to a relationship that formed the state of Italy

The history of the British Army in the French Revolutionary and Napoleonic Wars is generally associated with stories of British military victory and the campaigns of the Duke of Wellington. An intrinsic aspect of the historiography is the argument that, following British defeat in the Low Countries in 1795, the Army was transformed by the military reforms of His Royal Highness, Frederick Duke of York. This thesis provides a critical appraisal of the reform process with reference to the organisation, structure, ethos and learning capabilities of the British Army and evaluates the impact of the reforms upon British military performance in the Low Countries, in the period 1793 to 1814, via a series of narrative reconstructions. This thesis directly challenges the transformation argument and provides a re-evaluation of British military competency in the French Revolutionary and Napoleonic Wars.

I take the New Policies period (1068-1085) to be a critical juncture in Chinese history during which, for the first time, the Chinese state initiated systematic intervention into the market. This period witnessed the failure of plans to shape the collective action of bureaucrats and coordinate market actors through a host of organizing mechanisms. I explain why the policy makers in this historical process failed to incorporate and organize the ideas and interests of social actors, political elites and relevant bureaucracies into the state’s authoritative action. I argue that this failure was an outcome of the interaction between the political philosophy of the drafters of the New Policies and their historical context. In particular, it was a result of the incapacity of the drafters’ worldview to correctly explain and resolve unexpected problems in the policy environment, including the influence of political philosophies that were in fundamental conflict with the ideas of Wang Anshi, as well as the reaction of political elites to the New Policies, the rationales and behavioral modes of bureaucrats in financial markets and state monopolies, and unpredictable changes in the marketplace that bedeviled bureaucrats.

During the Second World War science came to play a large role in the British government's plans for postwar reconstruction of industry. The planners sought to improve industry's labour productivity and capacity for RandD. They drew on the consensus which had developed among scientists, industrialists and politicians favouring a great increase in state aid to universities and industrial RandD and increased government direction of research. The postwar Labour government, impressed with scientists' contributions to the war effort and faced with grave economic difficulties, was eager to enlist science in raising industrial output. By 1951, however, it had implemented few new programmes in this area. More money was being spent on the pre-existing Department of Scientific and Industrial Research and industry's co-operative Research Associations; the universities had doubled their output; the National Research and Development Corporation had begun in 1949; some publicity campaigns had raised public awareness of productivity's significance; and the economy, in the postwar boom, was performing much better than prewar. But overall the Attlee government did much less to raise industry's scientific level than it had planned. Almost every new programme was inadequately funded and staffed, and the few which survived had no realistic chance of reaching into individual factories to achieve the scientific renaissance which was necessary to return Britain to the front rank, by international standards, of innovation and industrial performance. The thesis examines that portion of civil science policy which aimed to improve industrial RandD and productivity, from the planning stage during the Coalition through implementation by the Attlee government. After an introductory chapter, Chapter 2 covers the work of wartime ministerial and official reconstruction committees; party differences and business opposition meant that reforms favouring a greater government role in RandD and industry generally were shelved until postwar. Chapter 3 examines the Attlee government's efforts to improve industrial RandD, particularly the formation of the Advisory Council on Scientific Policy, a failed attempt to create a British MIT, and several schemes, mostly unavailing, to vitalise DSIR, the RAs and private RandD. Chapter 4 examines postwar productivity policy, particularly the work of the Board of Trade, the scientifically-orientated Committee on Industrial Productivity, various government publicity campaigns, and the Anglo-American Council on Productivity. Chapter 5 briefly sketches post-1951 developments and finds that there has been little basic change in the policies suggested for arresting British industry's technical decline relative to its competitors, despite recurrent disappointment with the results of those policies.

There are few museums in the western half of the United States that provide an opportunity to educate the public about the history of mental health care. Recently, a mental health museum and archive of artifacts, photographs, and documents was established on the grounds of Patton State Hospital in Highland, California. The purpose of this paper is to reflect on the establishment of this museum and archive and to provide an account of the 125 year history of Patton State Hospital. Understanding the history of Patton provides an opportunity to understand the history of mental health care in the United States from the late 19th century to the present. The establishment of this museum and archive became a joint initiative between Patton and California State University, San Bernardino’s History Department in January 2014. The museum and archive are meant to provide an educational venue that will increase awareness of the plight of the mentally ill, decrease stigmatization of those afflicted with mental illness, and further efforts to improve the care of patients through preservation and display of the artifacts, photographs, and documents related to Patton’s history. The goal of this paper is to assist future public historians with the design and establishment of a museum and/or archive, be it related to mental health history or to projects with other themes, and to provide information to other mental health facilities that wish to establish their own museums.

From its formation, the American federal government partnered with private organizations to accomplish state goals. With little formal organizational capacity, the American state relied on the resources and credibility of private organizations. This thesis investigates the success of public-private partnerships in American state-building. By looking at alternative enforcement mechanisms, this thesis adds to theories of state-building and private power. The American experience helps us conceive a more nuanced perspective on state formation that recognizes the state’s varying tools rather than focusing solely on the development of formal organizational capacity. The questions driving this thesis are: How can public-private partnerships expand state capacity? Are there systematic differences in the outcomes and purposes of partnerships based on the branch of government – whether legislative, presidential, bureaucratic, or judicial – that mediates the partnership? My case studies examine the use of partnerships in the early state’s interactions with American Indian tribes. The cases put these general questions into more focus by examining if these partnerships expanded state capacity to dictate the terms of engagement and the content of racial orders. When these partnerships expand capacity, I explore the ways in which this state goal is accomplished. However, I remain acutely aware of the potential for partnerships to both fail to build capacity or become merely means to service a private interest.

This dissertation explores the battle to democratize the national security state, 1970-1978. It examines the neo-progressive movement to institutionalize a new domestic policy regime, in an attempt to force government transparency, protect individual privacy from state intrusion, and create new judicial and legislative checks on domestic security operations. It proceeds chronologically, first outlining the state's overwhelming response to the domestic unrest of the 1960s. During this period, the Department of Justice developed new capacities to better predict urban unrest, growing a computerized databank that contained millions of dossiers on dissenting Americans and the Department of Defense greatly expanded existing capacities, applying cold war counterinsurgency and counterintelligence techniques developed abroad to the problems of protests and riots at home. The remainder of the dissertation examines how the state's secret response to unrest and disorder became public in the early 1970s. It traces the development of a loose coalition of reformers who challenged domestic security policy and coordinated legislative and litigative strategies to check executive power.

Abortion rights are often used as a litmus test for how well women’s interests are represented by the state. However, feminist accounts of British abortion legislation have been conflicting, either presenting the law as fundamentally anti-feminist, or noting that feminist actors have played an active role in its construction and defence. This thesis makes sense of this tension through coding and a chronological discourse analysis of Parliamentary debates on abortion legislation from the 1967 Abortion Act onwards, supplemented by analysis of interview data and commentary. The thesis finds that the gendered assumptions encoded in the Act have constrained the debate. Due to a desire to protect access to abortion, feminists have been forced to defend a law which constructs women as vulnerable and irrational. While feminists have used the discursive resources available to them in creative ways, they have also perpetuated problematic ideas about gender. Difficulties have also been present for anti-abortion politicians, who oppose an Act widely regarded as protecting the vulnerable. These actors have attempted to borrow elements of a liberal, ‘pro-woman’ discourse on abortion, appropriating feminist language. Nonetheless, alongside this rhetoric are elements of a conservative backlash politics which identifies feminism as the cause of women’s problems.

This thesis aims to consider the competing visions of Sasanian Iran advanced by Arthur Christensen in ‘L'Iran sous les Sassanides' (1944) and Parvaneh Pourshariati in ‘Decline and Fall of the Sasanian Empire' (2008), discuss the relevant evidence in relation to their arguments, and to suggest our own theory of how the Sasanian Empire operated. Christensen argued for the strength of the Sasanian monarchy and the subservience of the aristocracy to the kings, whilst Pourshariati's thesis stressed Sasanian royal weakness and the relative power of the aristocracy. These theses are incompatible, offering fundamentally different conceptions of the natures of the Sasanian monarchy and aristocracy, and how they interacted with each other. Firstly, this thesis critiques the models established by Christensen and Pourshariati, especially their failure to acknowledge evidence at variance with their thesis, and their lack of discussion concerning how the aristocracy perceived their relationship with the monarchy. We then turn to our own discussion of the evidence relating to the Sasanian monarchy and royal power, and the cultural outlook of the aristocracy, with reference to the above theories, so as to understand how strong the Sasanian monarchy was, the nature of royal power, and how the aristocracy perceived their relationship with the crown. We argue for a conception of Sasanian Iran somewhere between the theories of Christensen and Pourshariati. There is very little evidence that the Sasanian kings ruled through a state enjoying significant institutional power; indeed Sasanian power seems very limited in the periphery of the Empire. However, the inherent respect for the monarchy held by the aristocracy, and the ties of mutual dependence which existed between kings and aristocrats, allowed for Sasanian rule to in general be highly effective.

ENGLISH ABSTRACT: This thesis explores the issue of collapsed states with reference to William Reno's (2001) theory. Since the end of the Cold War we find in many places that the state itself has collapsed. According to this thesis state collapse refers to a situation where the structure, authority, laws and political order have fallen apart. The phenomenon of collapsed states is historic and worldwide, but nowhere are there more examples than in contemporary Africa. Sierra Leone is an example of a collapsed state in Africa. The state in Sierra Leone was after the commencement of the conflict in 1991 not capable of performing the duties which are required of a state when a state wants to be called a state. Governments in collapsed states lack the capacity to make binding, effective decisions. As a basic institution, the state loses its sovereignty as the most central institution in the society. Resource wars are nowadays a characteristic of collapsed states like Sierra Leone. Resources are used by key figures in the resource wars to enrich themselves. They also exploit the resources to finance their actions and propaganda. Diamonds was the resource which was exploited commercially by the 'government' and Foday Sankoh, a rebel/insurgent, as well as Charles Taylor, a warlord. The resource war was one of the reasons why the state in Sierra Leone collapsed further. It had lead to the total collapse of the state in Sierra Leone. With the commencement of the conflict in Sierra Leone, the issue of peacemaking came to the fore in Sierra Leone. The conflict in Sierra Leone was an intrastate conflict. The primary goal of the United Nations (UN) is to maintain international security and peace. Intrastate conflicts do not form part of the UN's traditional mandate regarding peacemaking. The UN thus had no basic framework of how to get involved in the intrastate conflict in Sierra Leone. The UN only became involved in 1999 in the form of UNAMSIL. Before the intervention of the UN, the 'government' of Sierra Leone turned to Private Military Companies (PMC's) in the form of Executive Outcomes and Sandline International. The problem with the intervention of PMC's in a conflict is that they are not sanctioned by international organisations like the UN. As a regional initiative, ECOWAS in the form of ECOMOG, also became involved in Sierra Leone. The intervention of both ECOMOG and PMC's in Sierra Leone failed to produce peace or the restoration of the state. Only the UN achieved peacemaking and the holding of an election. The conclusion of this thesis is that Sierra Leone fits in the theory of Reno (2001 ) re collapsed states. Sierra Leone is a typical example of a collapsed state and it also illustrates the validity of the concept. This however does not mean that Sierra Leone will be a collapsed state forever. There is the possibility that Sierra Leone can make a transition from a collapsed state to a stronger state to a more stable and functional state. It need, however, be noted that all conclusions in this thesis are of a preliminary nature. The conclusions will therefore be subject to further confirmation by later studies.
AFRIKAANSE OPSOMMING: Hierdie tesis verken die kwessie van vervalle state met verwysing na William Reno (2001) se teorie. Sedert veral die einde van die Koue Oorlog vind ons die tendens dat verskeie state verval het. In hierdie tesis verwys die konsep van 'n vervalle staat na 'n situasie waar die struktuur, gesag, politieke orde en wette uitmekaar geval het. Die verskynsel van vervalle state is histories en kom wêreldwyd voor. Kontemporêre Afrika verskaf egter die meeste voorbeelde van vervalle state. Sierra Leone is 'n voorbeeld van so 'n vervalle staat. Na die aanvang van die konflik in 1991 was die staat in Sierra Leone nie meer daartoe instaat om die funksies te verrig wat van 'n staat vereis word indien so 'n staat as 'n staat geag wil word nie. Die 'regering' in 'n vervalle staat beskik nie meer oor die kapasiteit om bindende, effektiewe besluite te neem nie. Die staat, as 'n basiese instelling, verloor sy soewereiniteit as die sentrale instelling in die samelewing. Abstract:
How does a cadastre, one of the modern state's most omnipresent and yet self-effacing instruments of power over territory and people, become national? How are the processes of nation-state formation and the rise of modern scientific expertise connected to the nationalization of a cadastre? This dissertation tackles both questions by studying the nationalization of the French cadastre between 1763 and 1807. This is one of the most influential national cadastres for it became the blueprint followed by many emerging nation-states in Europe and beyond. The literature has explained its nationalization as the outcome of straightforward state centralization. This dissertation, on the contrary, argues that the shift from local cadastres to a national cadastre was the result of a dual uniformization process: political (the spread of a discourse of administrative uniformity) and scientific (the emergence of professional land surveyors). To advance this argument, the dissertation uses historical methods and analyzes unstudied documentation from five archives. Contrary to the available literature, it finds that cadastral nationalization faced royal intendants' resistance (conventionally portrayed as hardcore state centralizers) and benefited from citizens' enthusiastic input (traditionally presented as opponents to projects of territorial nationalization). Furthermore, it finds that cadastral nationalization was implausible without the transformation of land surveying from a local manual art into a national scientific profession: the engineer-geographer. This modern expert produced standardized cadastral facts for the rising nation-state. Hence, the nationalization of the cadastre helped to reconcile the political ideal of revolutionary egalitarianism with the scientific practice of disciplinary impartiality. The approval of the national cadastre in 1807 marked the successful intersection of political and scientific uniformization. Due to the French cadastre' international influence, this dissertation makes three distinct and larger contributions. First, it brings to the forefront administrative uniformization as an understudied process of nation-state building. Second, it provides a new framework to understand how changes in bodily practices and instruments can enable the emergence of a modern scientific profession. And third it emphasizes that nation-state formation relies not only on the production of standardized individuals (citizens), but also the creation of a standardized "national nature," a lesser-studied phenomenon.

Through determined efforts, Mexicans in government and in communities created a national road network between 1925 and 1940, constructing approximately 10,000 kilometers of roads. This dissertation examines the processes of road-building and its effect on state formation and everyday life from national, regional, and local perspectives. Increasingly over time, national reconstruction and its road component included greater centralization of the nation's economy, polity, and culture in Mexico City. Looking at road construction in the states of Sonora and Veracruz shows how road building reflected and contributed to specific needs and rivalries within each region and between governors and the federal government. Roads viewed nationally belonged to federal government processes of centralization and demilitarization, and the larger spirit of economic and cultural nationalism. Mexicans built this network using Mexican financial resources and labor, and whenever possible, expertise. Mexicans often took enormous local and national pride in the country's roads as witnessed at opening celebrations. Moreover, lobbying for a road allowed communities and organizations to promote their region as a tourist destination, exclaiming with pride the cultural and national wonders for foreign and Mexican tourists to experience. Roads also brought unforeseen changes and consequences to many communities. Town leaders lost control of what ideas and consumer goods entered the village; in some cases, gender roles underwent transformations. Children's horizons of consciousness and aspirations for the future grew with the road, combined with educational expansion, which offered them new possibilities for the future such as professional careers and mobility. Local-level change and national state formation became linked by, and because of, programs such as road construction in post-Revolutionary Mexico.

Abstract:

This dissertation provides an analysis and evaluation of factors influencing states to enact inpatient health care transparency laws between 1971 and 2006 inclusive, using event history analysis. The primary research question investigates "What factors influence a state legislature to enact a health care transparency law?" To narrow the scope of study, I focus on factors influencing states to enact health care transparency laws to collect and publicly report inpatient data.

The Unified Model of State Policy Innovation, developed by F.S. Berry and W.D. Berry (1990, 1999), provides the framework for the study hypotheses and the analysis of inpatient health care transparency law enactments by states. The Unified Model of State Policy Innovation posits a unified explanation for state policy adoptions. The model unifies the internal determinants and regional diffusion approaches of analysis for state policy adoption.

This study tests eight hypotheses using event history analysis (EHA). EHA is an analytical technique that allows for the testing of a state government innovation theory that incorporates internal determinants and regional influences on state policy adoption. Although there are numerous methods to conduct event history analysis, this study uses the Cox proportional hazards model (also known as Cox regression). Cox regression is a popular method for studying time-to-event data for policy adoption and diffusion studies. This study's quantitative analysis provides support for legislative ideology and unified party control of state government acting as factors influencing inpatient health care transparency law enactments by states. Additionally, the health care crisis and neighbors variables were statistically significant, but in an opposite direction than predicted.

The findings of this research suggest that state adopters of an inpatient health care transparency law are more likely to enact an inpatient health care transparency law when the state government is increasing in liberalism and when unified political party control of the governor and the governorship of both houses of the state legislature is increasing.

To generate new insights into the enactment of inpatient health care transparency laws, I conduct a case study of a national health care data professional association using several techniques, including telephone interviews. The qualitative analysis provides support for professional associations and policy champions as diffusion agents for inpatient health care transparency law enactments by states.

This dissertation supports variables traditionally used in policy adoption research including legislative ideology and unified political party control in state government. However, it will be interesting to see whether internal determinants such as professional associations gain traction over the traditional regional diffusion influences such as states sharing borders as factors influencing state policy adoption. Meanwhile, as evidenced in this study, there continues to be support for a model incorporating both internal and regional influences to explain policy adoption by states. The theory of policy innovation and diffusion to predict the factors influencing the spread of policies and the use of Berry & Berry's (1990, 1999) Unified Model of State Policy Innovation prosper as their applicability to numerous public policy areas, including health care, are continually demonstrated. Similarly, event history analysis and specifically the Cox regression method continue to gain support as their value as analytical methods and appropriateness for use in public policy studies is repeatedly demonstrated.

The outlook for the future of the health care transparency movement looks promising. The health care transparency movement promotes improved access to information, patient empowerment, improved patient safety and quality of care, improved provider accountability, and lower health care costs. This movement is not a fad, but rather a permanent change being implemented in all health care settings across the United States. Improved health through reliable, accessible data and data-supported decisions is increasingly becoming the norm and less an idealistic scenario to be realized in the distant future.

This thesis draws on the 'critical case' of Sweden and focuses on the provision of pensions to assess the extent to which the post-war social democratic regime and adherent meanings and practices in daily life have been transformed in a neoliberal direction. The Swedish economy of the late 1990s, still distinctly social democratic, although retrenched and increasingly 'financialised', was not stable. The 1999 pension reform has further privatised financial risk and hence potentially advanced neoliberalism. By subjecting the ability to consume, in working-life as well as m retirement, to financial market performance, the rate of growth of inequity 1s accelerated. The systemic infrastructure and the knowledge-formation required for this pension system to function as intended as well as be accepted as legitimate seem however to be lacking. The system engineers, following neoliberal ideas, sought to fulfil the objective of institutionalising a mass investment culture in the everyday by promoting the notion of risk as potentially profitable if managed well. Yet, as argued in the thesis, due to their politico-ideological preferences, they underestimated the resilience of existing demographic and geographical cleavages formed by the traumas and desires provoked by economic restructuring and financialisation in the post-war period. By analysing subject-formation in the everyday, the thesis shows that for a finance-led accumulation regime to be stable in Sweden, these cleavages and inadequacies have to be regulated. The new pension system in Sweden thus points to the tendential microfoundational limits of the projects of neoliberalism and financialisation.

Andrew Michael Ramsay‟s Essay de Politique (1719) and the revised second edition, the Essay philosophique sur le gouvernement civil (1721) claimed to promulgate the political principles of the Archbishop Fénelon author of Télémaque (1699). The assumed relationship between Fénelon and Ramsay augmented by Ramsay‟s Vie de Fénelon (1723) meant that subsequent biographers of both men have believed the Essay to be a faithful depiction of the prelate‟s political ideas. However this work, aided by the Vie de Fénelon was used by Ramsay to promote the Jacobite cause of James Stuart (the 'Pretender'). The Essay was used by Ramsay to set out a theoretical system of government that would prevent an 'excess of liberty' in the people and thereby prevent the possibility of Revolution against a king. Ramsay's second edition augmented this idea with a more focused attack on the contract theorists and apologists for the 1689 Revolution. Ramsay deliberately manipulated the political legacy of Fénelon and focused on a corrupted view of Fénelon's early (children's) educational works in his promotion of Jacobitism. In doing so, he disregarded the important later reform plans for the French state under the potential reign of (an adult) Duke of Burgundy which were later influential in Regency France. Moreover, Ramsay manipulated the name and reputation of Fénelon to disguise the real influence of his Essay, Fénelon's nemesis Bossuet. The reliance of the Essay upon the seventeenth century absolutist theory of Bossuet at a time when eighteenth century Britain and Regency France had rejected absolutism in favour of reform led to its failure. The aim of the Thesis is therefore to examine the extent of Ramsay's Jacobitism, his impact on the political legacy of Fénelon in his attempt to create a work of Jacobite propaganda, and the true influences on the Essay de Politique.

In September 1979 President Jimmy Carter publicly announced his decision to support the deployment of the MX missile and mobile basing scheme in Utah and Nevada. Despite local opposition and the close proximity of the proposed base to its headquarters, The Church of Jesus Christ of Latter-day Saints (Mormons) remained silent until 5 May 1981, when the First Presidency issued a statement opposing the MX plans. The purpose of this work is to narrate the history of the development of the Mormon position regarding the deployment of MX missile in the Great Basin and evaluate the response to the statement both locally and nationally. As described in this work the initial deliberations within the Mormon Church were held within the Special Affairs Committee (SAC), which gathered information on the issues concerning the MX. In the process the SAC met with scholars, politicians and religious figures furnished by the grass-roots opposition in Utah. As argued by this thesis it was the arguments presented by both national and local religious figures who convinced the SAC that the MX presented a clear moral concern which required further discussion. Eventually the matter was turned over to the First Presidency and later the Quorum of the Twelve Apostles for further consideration. Because a consensus could not be reached, in the place of clear Mormon opposition the First Presidency issued two general denunciations of the nuclear arms race. Eventually, there was full agreement and a statement was issued on 5 May 1981. As argued in this thesis, it was likely the efforts of Gordon B. Hinckley, a member of the Twelve and chairman of the SAC, who working behind the scene was able to unify the hierarchy, as opposed to Edwin B. Firmage, who has traditionally been credited with convincing the hierarchy to take a position. As illustrated by this thesis the statement evoked a number of responses from the local and national media and religious and political leaders. The response was generally positive; however, there were a number of critical columns and editorials issued by the national media. Moreover, the statement had considerable influence moving Utah's congressional delegation toward opposition. As argued by this thesis this was a moot point because recently elected President Ronald Reagan had latent reservations about the MX program and had been looking for an alternative basing mode prior to the statement's release. In conclusion this thesis argues that, although the statement had little impact on the history of the MX and the Mormon Church, the development of the First Presidency's MX position does provide a case study illustrating the bureaucratic processes within the Church for establishing official political policy in the late-twentieth century.

The question this thesis asks is: How have non-Indian conceptions of masculinity and femininity shaped federal Indian policy during the late nineteenth-century? The answer to this question lies, I will argue, in the process of liberal state formation itself; a process which necessarily involves the continued reproduction of gender hierarchies and systems of male power that privilege men and masculinity over women and femininity. This public/private dichotomy, and the system of gender relations it supports, restricts women's social role to within a highly circumscribed private sphere separate and distinct from the public sphere of economy and state occupied by men. Therefore, as a reflection of the overall process of liberal state formation, the process of incorporating Indian peoples into the American social, economic, and political mainstream undertaken during the assimilation and allotment eras, necessarily entailed the reproduction of Euroamerican gender hierarchies within Indian societies.

This study examines the role of narrative in racial integration politics in the Seattle Public Schools between 1954 and 1991. In 1978, the Seattle School District in coalition with civic actors implemented a mandatory student assignment desegregation policy, "The Seattle Plan," without a court order. A decade later, another similar coalition of actors came together to shift desegregation policy towards a "controlled choice" method of student movement. In 1991, with the support of the newly elected Democratic mayor, the foundation of desegregation was dismantled. In Seattle, the shifts in desegregation conflicts can be explained as the transposition of certain arrangements of ideas into policy and the concurrent shift in the arrangement produced by new alignments of actors able to find enough common ground to coalesce and make policy. This dissertation explores the complexity of ideas about racial equality and the oftentimes-surprising arrangements actors created. I analyze the way elected, elite, and non-elite actors at the local level talked about, interpreted, and re-interpreted questions of racial segregation, equality, and the role of the public schools and explore the amalgamations of ideas about race and schools that explain the unique development of policy in Seattle with a way to account for change relying on micro-political developments. I examine the discursive arrangements generated within these conflicts, the coalitions built around these ideas, and how the ideas were implemented as policy. I analyze a broad range of archival materials, newspaper accounts, and interviews with actors who were involved in these events.

Abstract (from thesis text) From Upper Volta to Burkina Faso, is the study of the politics of reaction and reform in a post-colonial nation-state of Burkina Faso. Since its independence from France on 5 August 1960 to 15 October 1987, Burkina Faso, the "land of the upright" people, has experience five changes in government. All of the coups that took place in this twenty-seven year period were reactionary and reforming. However, the most memorable reforms arrived after the coup of 4 August 1983 which gave rise to a youthful president in a thirty-three year old Captain Thomas Sankara. As the leaders before him, Sankara reacted against a post-colonial government that he and supporters saw as inadequate. Unlike the previous coups in the Upper Volta, this work argues that the 4 August 1983 coup brought class consciousness to the forefront. It aimed to establish its identity by changing the country's name from the colonial name of Upper Volta to Burkina Faso. The revolutionaries appeared to be g6enuine in meeting their words with action by working to create self-sufficient citizens, curb environmental depredation, combat corruption in government and provide women more opportunities. Though the Revolution in Burkina Faso (1983-1987) did not end the country's ambitions for a multi-party democracy, it did elevate the status of women, literacy, mortality and pride for the homeland.

This is a study of the creation and evolution of state forestry within colonial Kenya in social, economic, and political terms. Spanning Kenya’s entire colonial period, it offers a chronological account of how forestry came to Kenya and grew to the extent of controlling almost two million hectares of land in the country, approximately 20 per cent of the most fertile and most populated upland (above 1,500 metres) region of central Kenya . The position of forestry within a colonial state apparatus that paradoxically sought to both ‘protect’ Africans from modernisation while exploiting them to establish Kenya as a ‘white man’s country’ is underexplored in the country’s historiography. This thesis therefore clarifies this role through an examination of the relationship between the Forest Department and its African workers, Kenya’s white settlers, and the colonial government. In essence, how each of these was engaged in a pursuit for their own idealised ‘good forest’. Kenya was the site of a strong conservationist argument for the establishment of forestry that typecast the country’s indigenous population as rapidly destroying the forests. This argument was bolstered against critics of the financial extravagance of forestry by the need to maintain and develop the forests of Kenya for the express purpose of supporting the Uganda railway. It was this argument that led the colony’s Forest Department along a path through the contradictions of colonial rule. The European settlers of Kenya are shown as being more than just a mere thorn in the side of the Forest Department, as their political power represented a very real threat to the department’s hegemony over the forests. Moreover, Kenya’s Forest Department deeply mistrusted private enterprise and constantly sought to control and limit the unsustainable exploitation of the forests. The department was seriously underfunded and understaffed until the second colonial occupation of the 1950s, a situation that resulted in a general ad hoc approach to forest policy. The department espoused the rhetoric of sustainable exploitation, but had no way of knowing whether the felling it authorised was actually sustainable, which was reflected in the underdevelopment of the sawmilling industry in Kenya. The agroforestry system, shamba, (previously unexplored in Kenya’s colonial historiography) is shown as being at the heart of forestry in Kenya and extremely significant as perhaps the most successful deployment of agroforestry by the British in colonial Africa. Shamba provided numerous opportunities to farm and receive education to landless Kikuyu in the colony, but also displayed very strong paternalistic aspects of control, with consequential African protest, as the Forest Department sought to create for itself a loyal and permanent forest workforce. Shamba was the keystone of forestry development in the 1950s, and its expansion cemented the position of forestry in Kenya as a top-down, state-centric agent of economic and social development.
