Abstract:
The website is one of the digital information media used by schools to display their profiles so that they can be known by the public. Some SMP Negeri in Kota Samarinda do not yet have a website as a media or school information center. This could be due to difficulties in creating and on the website of each school. From these problems, in this study researchers innovated to create a Content Management System (CMS) for school websites, especially at SMP Negeri 29 Samarinda. Laravel PHP framework is used with the system development method is the Waterfall method.

Abstract:
In stressing the need to embrace the use of technology in American Schools, Doyle states that educators “can't afford not to use technology” [1]; he goes on to say that the effective use of technology “will transform not just what a school accomplishes, but how it does so.” Despite being the focus of a great deal of attention, such visions are slow to materialize. So how can a school go about achieving an emphasis on technology? One strategy is for the school principals to lead by example. The use of microcomputers for student information management provides such an opportunity. After reviewing the process for selecting the most appropriate software, this article presents the experiences of the first ten Edmonton Public high schools to implement microcomputer based student information management.

Abstract:
The research was designed to identify and analyze the need for School MIS at secondary and higher secondary school levels in Punjab. Three separate questionnaires were developed for school principals, teachers and parents. The population of the study was the principals, teachers and parent members of the school councils of public schools. Punjab has 36 districts and the study was delimited to 12 districts selected randomly. A 10% sample from each of twelve districts was taken. Findings of the study indicated that there is no type of school-based MIS available in public schools and there is a dire need of school-based MIS to easily record and retrieve information. It was concluded that school efficiency cannot be improved significantly without introducing school-based MIS in public schools of Punjab

Information management especially related to teaching and learning materials is an important application in school in order to bring education system more effective and systematic. Modern education requires fundamental changes in current education system platform for ensuring teaching method becomes more efficient. The challenges of current school information management are non-integrated system, difficulty in configuration and deployment as well as complexity of storage provision. These issues reduce the motivation among teachers to participate in sharing teaching and learning materials in school information management system. This article proposes a gamification model canvas framework for school information management under cloud computing environment. The aim is to provide a method for encouraging the teachers to share their teaching materials. Motivation element provided in model canvas method such as dynamics, behavior, component and aesthetic are used in the proposed framework. With the proposed framework, a cloud based prototype will be developed and can be used by schools.

Abstract:
Information is regarded as a fundamental resource to an organization and as such its management is apparently one of the most strategic operational instruments for organizational efficacy. Management information system plays an indispensable role in the smooth running of secondary schools. This paper examined the management information system in Nigerian secondary schools. The concept of a management information system was examined from different perspectives. Also, the features, components and development of management information systems in Nigeria were examined. The national policy on ICT integration in the Nigerian school system, the roles of MIS, challenges and strategies for effective integration of information systems in the Nigerian school system were elucidated consecutively. The study concluded that the school system requires an efficient management information system to take the secondary school a step further and boosts students’ academic success. It was recommended among others that secondary school administrators must maximally integrate educational management information system towards making an appropriate decision, seminars, conferences and workshops on educational management information system should be periodically organized for relevant stakeholders in secondary education and intensive efforts should be made by stakeholders (e.g. government, NGO, philanthropists) in secondary education towards genuine integration of ICT policies in the school.

I examine how information technology (IT) skills and use, communication network structures, and the distribution and flow of information in organizations impact individual information worker productivity. The work is divided into three essays based on the task level practices of information workers at a midsize executive recruiting firm: Essay 1: "Information, Technology and Information Worker Productivity: Task Level Evidence." I develop and econometrically test a multistage model of production and interaction activities at the firm, and analyze correlations among network structure, characteristics of information flow and real economic output. I find that (a) IT use is positively correlated with non-linear drivers of productivity; (b) the structure and size of workers' communication networks are highly correlated with performance; (c) an inverted-U shaped relationship exists between multitasking and productivity such that, beyond an optimum, more multitasking is associated with declining project completion rates and revenue generation; and (d) asynchronous information seeking such as email and database use promotes multitasking while synchronous information seeking over the phone shows a negative correlation. These data demonstrate a strong correspondence among technology use, social networks, and productivity for project-based information workers.
(cont.) Essay 2: "Network Structure and Information Advantage: Structural Determinants of Access to Novel Information and their Performance Implications." I examine relationships between social network structure, information structure, and individual performance. I build and validate a Vector Space Model of information diversity, develop hypotheses linking two key aspects of network structure - size and diversity - to the distribution of novel information among actors, and test the theory using data on email communication patterns, message content and performance. Results indicate that access to diverse, novel information is related to network structure in non-linear ways, and that network diversity contributes to performance even when controlling for the positive performance effects of access to novel information, suggesting additional benefits to network diversity beyond those conferred through information advantage.
(cont.) Essay 3: "Organizational Information Dynamics: Drivers of Information Diffusion in Organizations." I examine drivers of the diffusion of different types of information through organizations by observing several thousand diffusion processes of two types of information -'event news' and 'discussion topics' - from their original first use to their varied recipients over time. I then test the effects of network structure and functional and demographic characteristics of dyadic relationships on the likelihood of receiving each type of information and receiving it sooner. Discussion topics exhibit more shallow diffusion characterized by 'back-and-forth' conversation and are more likely to diffuse vertically up and down the organizational hierarchy, across relationships with a prior working history, and across stronger ties; while news, characterized by a spike in communication and rapid, pervasive diffusion through the organization, is more likely to diffuse laterally as well as vertically, and without regard to the strength or function of relationships. The findings highlight the importance of simultaneous considerations of structure and content in information diffusion studies.

This paper shows that the information environment is an important determinant of private information acquisition and changes in information asymmetry around earnings announcements. I create a sample of earnings announcements from 39 countries and investigate whether firm and country-level variation in the information environment affects private information acquisition. To do this, I examine the level of information asymmetry before and during earnings announcements. A stronger firm-level information environment is (1) negatively related to changes in pre-event information asymmetry and (2) positively related to changes in event period information asymmetry. Similarly, a stronger country-level information environment is associated with the firm-level information environment having a stronger effect on information asymmetry before the announcement and a weaker effect during the announcement.

Information technology has been a dominating tool in many industries. Computer sales in home segment accounts for 33% 1 Although Personal Computers are becoming more and more popular, home information management is relatively limited. According to the U.S. Bureau of Census, there were 22.8% of household have personal computer in 1993. By the linear interpolation of 1984, 1989, and 1993 data, PC penetration in US household should be 37% or higher by year 2002 However, the 1998 survey conducted by NIT A of Department of Commerce revealed that the household PC penetration has reached 36.6% in 1997. Bill Gates predicted that PC penetration at household will reach 60% in year 2001. The high penetration rate of PCs in the household did not reflect the success of Enterprise Resource Planning (ERP) type of integrated solution for the home IT applications. According to Forrester Research, "The basic windows metaphor is over 25 years old, and Microsoft is failing to advance the user interface. Vendors like Apple, MetaCreations, or America Online have the opportunity to graft distinct and consumer-focused interfaces on top of Windows" [Forrester Research, 1999]. As the PC platform reaching its maturity as stable processors and operating systems, there is a slow down in PC related technology innovation. In home informatics, we believe that there are three important issues related to the diffusion of family information management: 1. Home PC network. 2. Home automation. 3. Family oriented user interface This study will investigate what hindrance the development of home informatics, particularly in family information management. The focus has been placed on the user interface applications. A new concept for PC user interface, Homesoft, is proposed with a prototype demonstration. With this new interface, PC manufacturers and Internet portal service providers can utilize this concept to develop a more user-friendly system for American families. Homesoft will provide an integrated solution for domestic applications just like the Enterprise Resource Planning (ERP) system for enterprises. This proposed concept will include technical specifications for hardware (Electronic pen and tablet), Software (event planning, communication, time management, and information support systems), and their interfaces (simple and family-oriented). In addition to the technical concept, the market research and financial plan with feasibility analysis are the essences for this research study. The business plan for Homesoft is created as an exercise for taking a software concept into a business development project.

Web 2.0, the ultimate platform for tacit based knowledge work has finally arrived. User driven, collaborative platform based tools including wikis, web mash-ups, discussion boards, linkage based search engines, and tagging have the potential to vastly change how information is managed and how knowledge work is captured. This thesis investigates how the new paradigms and tools of Web 2.0 can be applied to the Pharmaceutical Industry and assist with information management at The Novartis Institute for BioMedical Research (NIBR). Applying Web 2.0 tools to NIBR's chemical compounds, targets, assays, people, and projects in a well thought out framework has the potential to yield tremendous productivity improvements in the drug discovery process. Effectively harnessing the collective intelligence of thousands of scientists within Novartis's worldwide research network will enable a paradigm shift. A large, extremely knowledgeable user community can more effectively annotate metadata, hyperlink to important content, establish tags, and collectively author content. Such activities will not only improve the search ability of information but also allow important scientific connections to emerge linking biology to chemistry and furthering Novartis's understanding of disease.

Over the past ten years, Russia has been building a system of effective state financial management. Particularly, it is implemented by reforming the Federal Executive bodies that are currently transforming the digital economy. The realities of the present time dictate the need to improve the methodology, forms, and technology of the process of financial management. Moreover, development of the concept of “financial management” is necessary. Note that this concept is not determined in the normative legal acts of the Russian Federation at the legislative level. This leads to multiple discussions and the formation of different points of view on its definition. In this article, the authors analyze the concept of “financial management” in the Russian and foreign literature and provide their own definition of this term.

Background: The implementation of menstrual hygiene management (MHM) for students in schools in the context of developing countries still faces many multifactorial obstacles. This scoping review aims to reveal various experiences of students related to the implementation of menstrual hygiene management in schools. Subjects and Method: This was a scoping review using the framework from Arksey and O’Malley. This review was conducted by searching for articles published from 2009 to 2019 from databases including PubMed, EBSCO, Science Direct, Willey and Google Scholar databases. The Inclusion criteria were articles in English, primary research and articles in peer review journals. The data were reported by PRISMA flow diagram. Results: There were 9 articles selected from 263 articles that went through the identification process. It was found that students’ experiences in implementing menstrual hygiene management in school to several important points, namely the lack of access to information about menstrual hygiene management in schools, poor implementation related to the lack of school sanitation infrastructure, social, economic, and cultural problems. Conclusion: Many challenges faced by students in fulfilling their menstrual health rights in schools have resulted in various bad experiences for school students in developing countries. The notion of quality at the level of school organizations, as well as the need to modernize and align with European trends in quality in education is still identified as organizational conservatism, coupled with the lack of information on current trends in school development, based on the notion of quality. The ways of evaluating the efficiency in the education system are presented from the perspective of evaluating the efficiency of the teaching activity. School effectiveness is a difficult concept to measure, because it is related to different criteria, defined depending on the specifics of each school, the results of students and the added value of the school. This paper aims to highlight the role and importance of quality in Romanian pre-university education.

Abstract:
We present results from a large-scale experimental evaluation of an ambitious attempt to improve management quality in Indian schools (implemented in 1,774 randomly-selected schools). The intervention featured several global “best practices” including comprehensive assessments, detailed school ratings, and customized school improvement plans. It did not, however, change accountability or incentives. We find that the assessments were near-universally completed, and that the ratings were informative, but the intervention had no impact on either school functioning or student outcomes. Yet, the program was perceived to be successful and scaled up to cover over 600,000 schools nationally. We find using a matched-pair design that the scaled-up program continued to be ineffective at improving student learning in the state we study. We also conduct detailed qualitative interviews with frontline officials and find that the main impact of the program on the ground was to increase required reporting and paperwork. Our results illustrate how ostensibly well-designed programs, that appear effective based on administrative measures of compliance, may be ineffective in practice.

This document analyzes the functioning of the Education Management and Information System (EMIS) of Jamaica, its strengths and challenges related to the key management processes and structural conditions. A survey methodology was used for the analysis of the six key management processes - (i) Physical infrastructure and equipment; (ii) Schools1; (iii) Human resources, budget and finance; (iv) Students and learning; (v) Digital content for teacher training and students learning; and (vi) Tools for strategic management - and the two structural conditions - (i) Technological infrastructure and (ii) Governance and institutional arrangements. There are several main findings. In terms of strengths, the analysis shows that the processes of human, financial and budgetary resources present the highest percentage of subprocesses in the Established level and that technological infrastructure pre-requisites are in place to sustain the improvement of the EMIS. However, EMIS sub-systems are dispersed and poorly integrated and are not covering all the needs of management processes related to the EMIS. The Ministry of Education and Youth and Information (MOEYI) also has an urgent need to develop a comprehensive and realistic strategic plan for the implementation of its EMIS and to ensure the initial and recurrent funding associated with it. Nor is there a change management plan at the MOEYI to support the evolution of the EMIS at all levels. Overall, the MOEYI is at a critical stage of its EMIS transition from a census based EMIS to a transactional information system able to track real-time information about each student, teaching and non-teaching workforce, school infrastructure and assets. This paper outlines a strengthening proposal.

Decentralization reforms have shifted responsibility for public service delivery to local government, yet little is known about how their management practices or behavior shape performance. We conducted a comprehensive management survey of mid-level education bureaucrats and their staff in every district in Tanzania, and employ flexible machine learning techniques to identify important management practices associated with learning outcomes. We find that management practices explain 10 percent of variation in a district's exam performance. The three management practices most predictive of performance are: i) the frequency of school visits; ii) school and teacher incentives administered by the district manager; and iii) performance review of staff. Although the model is not causal, these findings suggest the importance of robust systems to motivate district staff, schools, and teachers, that include frequent monitoring of schools. They also show the importance of surveying subordinates of managers, in order to produce richer information on management practices.

For more than two decades, the international development community has advocated that establishing school-based management committees to involve communities to monitor and hold teachers, principals, and district government officials accountable would improve state schooling in developing countries; yet the evidence to sustain this claim to date remains questionable. Considering the case of Pratham, the largest education NGO in India, which is widely recognised as having developed a successful model to improve learning outcomes among children in state schools and is known for doing it through active community engagement, this paper questions whether the current development thinking on best modes of engaging communities to improve learning outcomes in state schools needs fresh thinking. The paper questions the validity of the two central assumptions underpinning the school-based management model: that better-informed communities will become involved in education activities with some mobilisation and training; and that engaged communities will be able to hold to account front-line state officials, starting with teachers and principals and moving on to the district government officials. Pratham’s experience shows that dissemination of information about benefits of education does not automatically result in community engagement; instead, people are motivated to become involved on the basis of individual-based incentives. Equally, it shows that for a community to influence the actions of front-line staff, it is important to develop a co-operative and supportive relationship, instead of focusing on accountability. Pratham’s experience thus shows that there is much scope for fresh thinking within the international development community on how to engage communities in developing countries in improving learning outcomes in state schools.
