Abstract:
This Is Our School! provides a compelling ethnographic account of the ways various local educational justice movements wrestle with neoliberal education reform in one national hot spot for educational experimentation: Denver, Colorado. From the walkouts protesting the closure of neighborhood schools in low-income Black communities, to the resistance of White middle-class gentrifiers to school choice, to the carefully constructed campaigns of Latinx and immigrant-based community nonprofits, this book investigates the successes and setbacks of these various movements as they attempt to change the direction of one local city school system. Community movements matter to the outcomes of neoliberal school reform: they help to shape the mechanics of school choice in a city, they help to determine which charter schools will be opened and which will be replicated, and they push districts to reinvest in particular neighborhood schools. At the same time, this book demonstrates how these singular movement victories are ultimately constrained by their inability to join forces into more formidable and diverse movement coalitions for urban livability. The profound racial and class divides between educational justice movement groups vying for power in the same city ultimately limit the capacity for communities to take control of urban school reform, even when reforms like school choice and school closures remain so unpopular with so many communities. Ultimately, This Is Our School! reveals how grassroots organizing can steer elite education reforms toward local visions for more just schools and livable cities, and how and why it falls short.

Abstract:
In 2012, Chicago’s school year began with the city’s first teachers’ strike in a quarter century and ended with the largest mass closure of public schools in recent U.S. history. On one side, a union leader and veteran Black woman educator drew upon organizing strategies from Black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers’ unions and the Democratic Party. This book recovers the hidden history underlying this battle. It tells the story of Black education reformers’ community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers’ challenges to a newly assertive teachers’ union. This book reveals how these strategies collided with the corporate reorganization of the public sphere during the late twentieth century, laying bare ruptures and enduring tensions between the politics of Black achievement, urban inequality, and U.S. democracy.

Abstract:
Chapter 4 addresses the wave of compulsory attendance legislation, passed in the 1880s, that transformed the relationship between schools and the state. Laws requiring school attendance introduced new dilemmas for school administrators and parochial school authorities. If states required children to attend school, how would public officials define adequate schooling? Ultimately, public officials relied on private schools to achieve public ends, believing that their continued growth was key to limiting public expenditures and attracting Catholic votes. Local officials refused to enforce compulsory attendance laws that would close down Catholic schools and place undue burdens on already overcrowded public school classrooms. When politicians did venture to enact or enforce policies hostile to parochial schools, Catholics mobilized their political power against local and state incumbents, successfully defending private education. As a result of these close ties between public officials and Catholic schools, private schools continued to grow in the early twentieth century.
