II monachesimo in Siria pure inizió all'inizio del IV secolo, e si espresse nella forma di vita anacoreta. Afrate ii Siro, Sant'Efrem e San Giovanni Crisostomo furono i propagatori della vita anacoreta in Siria. I monaci che vivevano in questo paese erano caratterizzati da una vita molto dura e da inusuali pratiche ascetiche. Secondo lo storico Sozomeno, il primo monaco eremita fu Aones. San Gerolamo sostiene peró che il primo eremita fu sant'Ilarione. Famoso stilita fu Simeone il maggiore. Elemento caratteristico del monachesimo siro era il fatto che gli anacoreti in una certa fase della propria vita entravano in monastero, e viceversa. In Siria esistevano anche monasteri femminili. In questo paese c'erano inoltre donne che conducevano vita eremitica. Le piu famose fra loro furono Marana, Syra e Domnina. Occorre sottolineare come San Girolamo visse da eremita in Siria. Durante un breve periodo della sua vita fu ad Antiochia Paola romana. In questa citta visse la famosa asceta diaconessa Sabiniana, zia di san Giovanni Crisostomo.

Abstract In this article, we will compare Marseille and Milan, as well as the social (and digital) practices of young people living in two neighbourhoods: LaFab in the third district—one of the poorest areas of the French city—and San Siro—one of the largest social housing areas of the Italian one. These young people were born in France and Italy, but their parents are mostly of African origins. This comparative analysis is carried out at three interdependent levels: the youth policies, the ethnographic study of young people practices, and the imaginaries they (re)create. In conclusion, we will show how social exclusion intersects with spatial marginalisation and how, in the two cities, groups of young people (through music production, ngo projects, or illicit drug-trafficking networks) have developed glocally-oriented strategies to create self-determination and creativity spaces as an alternative to such structural obstacles.

Abstract:
The northern Italian region of Lombardy has been severely affected by the COVID-19 pandemic since its arrival in Europe. However, there are only a few published studies of the possible influence of social and cultural factors on its prevalence in the general population. This cross-sectional study of the San Siro social-housing neighbourhood of Milan, which was carried about between 23 December 2020 and 19 February 2021, found that the prevalence of anti-SARS-CoV-2 nucleocapsid antibodies in the population as a whole was 12.4% (253/2044 inhabitants), but there was a more than two-fold difference between non-Italians and Italians (23.3% vs. 9.1%). Multivariable analyses showed that being more than 50 years old, living in crowded accommodation, being a non-Italian, and having a low educational level were associated with higher odds of a positive SARS-CoV-2 test, whereas a higher level of education, retirement, and being a former or current cigarette smoker were inversely associated with SARS-CoV-2 infection. Our findings are in line with previous observations indicating that a lower socio-economic status may be a risk factor for COVID-19 and show that non-Italians are disproportionately affected by SARS-CoV-2 infection. This suggests that public health policies should focus more on disadvantaged populations.

Abstract:
Al-Sirr al-Maktūm is one of the most compelling theoretical and practical accounts of astral magic written in the post-classical period of Islamic thought. Of central concern to its reader is to understand why the great philosopher-theologian, Fakhr al-Dīn al-Rāzī (d.606/1210) should have written it. The occult practices described therein are attributed to the Sabians, a historical group who lived in Harrān in Upper Mesopotamia. Representing the last vestiges of Ancient Mesopotamian paganism during the early Islamic period, their religion involved the veneration of the seven planets, which they believed were ensouled celestial beings and the proximate causes of all sublunary change. By means of such astrolatry they were able, remotely, to change reality in ways which defied the customary pattern of causation in this world. The main focus of al-Rāzī‘s treatment of their practice is a long ritual during which the aspirant successively brings under his will each of the seven planets. On completion of the ritual, the aspirant would have transcended the limitations of his human existence and his soul would have attained complete perfection. This thesis will argue that for al-Rāzī, the Sabians constituted a heresiological category, representative of a soteriological system which dispensed with the need for the Islamic institution of prophethood. It relied instead on the individual‘s ability, by means of spiritual discipline and intellectual rigour, to attain noetic connection with the celestial souls. In so doing, the Sabian adept not only gains occult knowledge and power, but more importantly he realizes the ultimate aim of perfecting his soul. Al-Rāzī constructs this soteriology as a synthesis of cosmological and psychological doctrines gleaned from Avicenna, and Abū‘l-Barakāt al-Baghdādī. In this way, al-Rāzī hoped to state as succinctly as possible the intellectual challenges to which any systematic theological defence of the Islamic faith must answer if it is to triumph over rival systems of thought.

La presente ricerca si propone di analizzare i materiali in pietra ollare rinvenuti durante le campagne di scavo archeologico, condotte nel 2018 e nel 2019, presso il sito di San Mauro, a Jesolo, in provincia di Venezia. L’analisi è stata condotta seguendo i tradizionali metodi classificatori, prestando particolare attenzione ai contesti stratigrafici da cui provenivano i singoli frammenti, al fine di poter arrivare ad una interpretazione più accurata della funzione e della cronologia degli stessi. Inoltre, il presente lavoro si è presentato come un’occasione per sperimentare uno strumento innovativo di studio: lo scanner 3D.

La presente tesi illustra e discute due attività legate all'ambito dei siti web, ovvero la localizzazione e l'ottimizzazione per i motori di ricerca (o SEO, dall'inglese "Search Engine Optimization"). Quest'ultima è un'attività mirata a permettere che i siti stessi ottengano un posizionamento migliore nella pagina dei risultati dei motori di ricerca e siano dunque più visibili agli utenti. Poiché la SEO prevede vari interventi sui siti web, alcuni dei quali implicano la manipolazione di codice HTML, essa viene spesso considerata come un'attività strettamente informatica. L'obiettivo della presente tesi, dunque, è quello di illustrare come i traduttori possano sfruttare le proprie competenze linguistiche per dedicarsi non soltanto alla localizzazione di siti web, ma anche alla loro ottimizzazione per i motori di ricerca. Per dimostrare l'applicabilità di tali tecniche è stato utilizzato come esempio pratico il sito web de "Il Palio di San Donato", un sito gestito dal Comune di Cividale del Friuli e finalizzato alla descrizione dell'omonima rievocazione storica cittadina. La tesi si compone di quattro capitoli. Nel primo capitolo vengono introdotti i principi teorici alla base della localizzazione di siti web, della SEO, della scrittura per il web e della traduzione per il settore turistico. Nel secondo capitolo, invece, viene descritto il sito del Palio di San Donato, esaminandone in particolare la struttura e i contenuti. Il terzo capitolo è dedicato alla descrizione del progetto di localizzazione a cui è stato sottoposto il sito in esame. Infine, il quarto capitolo contiene un breve commento relativo alle problematiche linguistiche, culturali e tecnologiche riscontrate durante il processo traduttivo e un elenco di strategie di SEO applicate a cinque pagine del sito web in esame, selezionate sulla base della possibilità di illustrare il maggior numero possibile di interventi di SEO attuabili dai traduttori.

Il mio elaborato vuole partire dallo studio delle pievi medievali in Italia ed in particolare nella zona del basso veronese, per concentrarsi sulla storia e la descrizione della pieve di san Pietro di Tillida che si trova a Bevilacqua(VR). Oltre a descriverne l'architettura ed analizzare i suoi restauri, propongo un progetto di promozione e valorizzazione della chiesetta, al fine di renderla più visibile e conosciuta ai residenti, alle persone di passaggio ed ai potenziali turisti. Il mio progetto, realizzabile concretamente, consta di segnaletica verticale e pannelli informativi per segnalare la pieve e l'organizzazione di serate culturali e programmi ludico-formativi per le scolaresche che visiteranno Bevilacqua e le sue attrazioni culturali.

Abstract:
La produzione italiana di aceti è stata recentemente interessata da una revisione normativa che ha identificato, a fianco della produzione industriale, i cosiddetti aceti “da fermentazione statica e lunga maturazione”, conosciuti anche come “artigianali”. Il riconoscimento di questa categoria rispecchia le radicali differenze in cuidal punto di vista del processi coinvolti la produzione di aceti si divide in due segmenti ben distinti. La produzione di aceto artigianale pur presentando forti limiti di produzione, mostra ampi margini di innovazione, soprattutto nell’ottica di una forte segmentazione di mercato che vede il consumatore finale entrare sempre di più nella co-creazione del valore potendo diventare esso stesso produttore se dotato della procedure e dei mezzi idonei. In questo progetto di dottorato industriale, nato dalle esigenze dell’Azienda San Giacomo, partendo da un’analisi dei prodotti/processi consolidati dall’Azienda, sono stati sviluppate le tematiche di seguito riportate: - È stato sviluppato un kit ed una procedura di lavoro per la produzione di aceto da parte di utenti non specializzati. Per l’ottenimento del kit, costituito da dispositivi per la produzione, monitoraggio e colture starter di batteri acetici, sono stati effettuati esperimenti per testare materie prime in differenti condizioni di fermentazione. I risultati hanno dimostrato la fattibilità di processi a partire da materie prime a composizione variabile. - Successivamente è stato considerato il siero di latte, principale scarto dell’industria casearia, per la produzione di aceto/bevande con carattere salutistico e di ecosostenibilità. Il siero di latte è stato testato in combinazione con kombucha tea e kefir per ottenere bevande non alcoliche e a bassa acidità. L’approccio impiegato rappresenta una strategia altamente promettente per l’ottenimento di bevande fermentate non alcoliche. Partendo dalla considerazione che l’aceto e le bevande di riso sono ampiamente consumati nei paesi asiatici grazie alla loro connotazione salutistica,e che il settore della ristorazione è particolarmente ricettivo rispetto ad aceti diversi da quelli ottenuti dal vino, con basso tenore di acidità, in questo lavoro si è individuato lo sciroppo di riso come materia prima fermentescibile per la produzione di nuovi aceti/condimenti. Dalle colture starter, isolate in azienda, sviluppate su scala di laboratorio e testate in scala prototipale, sono stati ottenuti aceti a diversa composizione che possono essere ottimizzati come prodotti finiti o ingredienti per la produzione di condimenti. - È stato effettuato uno studio sulla cellulosa batterica per poichè in alcuni prodotti artigianali emergenti, la presenza di cellulosa batterica è considerata un attributo positivo. Inoltre la cellulosa batterica richiama un forte interesse da parte dell’industria biotecnologica per le ampie possibilità di applicazione in campo alimentare e medico. Sulla base di tali premesse, è stata valutata la capacità di produzione di cellulosa da parte di un batterio acetico, sottoposto a coltivazione in presenza di diverse fonti di carbonio ed è stato condotto il sequenziamento del genoma. I risultati hanno mostrato che il ceppo è altamente versatile nella produzione di cellulosa e risulta un buon candidato per usi industriali. I risultati presentati in questo lavoro di tesi provano che la produzione artigianale di aceto “artigianale” presenta alti margini di innovazione. Tali innovazioni sono principalmente legate alle fasi di fermentazione che condotte con colture miste o colture selezionate permettono da un lato di adottare procedure differenti dall’altro di diversificare i prodotti.
The Italian production of vinegars has recently been involved in a regulatory revision that has identified, alongside the industrial production, the so-called "static fermentation and long-maturation" vinegars, also known as "artisanal vinegars". The recognition of this latter category reflects the radical differences in which the production of vinegars is divided. On the one hand the industrial production, which interfaces mainly with production yield issues; on the other hand the artisanal production which, carried out in low-tech contexts, is characterized by longer time for obtaining products, respect to the industrial production.
However, the production of artisanal vinegars, despite having strong production limits, shows wide margins of innovation and the market is becoming more and more multi-segmented and specialized where the consumer are constantly participating in the value chain becoming co-creator of value (service and products).
In this industrial doctorate project, born from the needs of the San Giacomo Company, starting from an analysis of the products / processes consolidated by the Company, the following topics were developed:
- a kit and a working procedure for the production of vinegar by not specialized users. To obtain the kit, consisting of devices for the production, monitoring and starter cultures of acetic acid bacteria, experiments were carried out testing raw materials in different fermentation conditions. The results demonstrated the feasibility of processes starting from raw materials having a variable composition.
- Subsequently, cheese whey, the main waste of the dairy industry, was considered for the production of vinegar / beverages with health and environmental sustainability attributes. Cheese whey was tested in combination with kombucha tea and kefir to obtain non-alcoholic and low-acid drinks. The approach used in this study represents a highly promising strategy for obtaining non-alcoholic fermented beverages.
 Starting from the consideration that vinegar and rice beverages are widely consumed in Asian countries, thanks to their healthy connotations, in this work rice syrup was identified as fermentable raw material for the production of new vinegars / condiments. From starter cultures developed at laboratory scale and tested at a prototype scale, vinegars of different composition were obtained, which can be optimized as finished products or ingredients for the production of condiments.
- A study was carried out on bacterial cellulose due to its contradictory role in vinegar production. It represents an undesired product of acetic acid fermentation conducted with mixed cultures, since it leads a decrease in acetic acid and not appreciated sensory characteristics of vinegar. However, in some emerging products, the presence of bacterial cellulose is considered a positive attribute. Furthermore, the bacterial cellulose is considered an interesting biopolymer by the biotechnology industry due to the wide application possibilities in the food and medical fields. On the bases of these observation, the ability to produce cellulose by an acetic acid bacterium strain was tested, buy cultivation in the presence of different carbon sources and the genome sequencing was conducted. The results showed that the strain is highly versatile in the production of cellulose and is a good candidate for industrial uses.
The results presented in this thesis work prove that the artisanal production of vinegar has high margins of innovation. These innovations are mainly linked to the fermentation phases which, using mixed or selected bacterial cultures, allow both to adopt different procedures and diversify the products, enlarging the market offer.

Per il mio elaborato finale ho scelto di proporre la traduzione della sezione Historia, del sito web dell'Atlético di Madrid, squadra spagnola che da sempre ha un posto importante nel mio cuore e con la quale mi sento molto identificato. La scelta di un argomento come il calcio per il mio elaborato finale nasce quindi anche dalla volontà di far notare quanto questo sport sia capaci di unire le persone, visto che, una volta in campo, non contano le nazionalità e lo status sociale: tutti siamo un’unica squadra. Nel primo capitolo di questa tesina di laurea mi concentrerò sulla descrizione dei siti internet, genere da me scelto, indagando sulle strategie di comunicazione sul web. Successivamente proporrò la mia traduzione della sessione Historia della pagina dell’Atlético de Madrid ed il commento alla stessa per poi concludere con le mie riflessioni finali sul lavoro svolto e sulle sfide che ho dovuto affrontare

AbstractBuilding on four years of ethnographic fieldwork carried out in the office of the Mapping San Siro action-research group (Department of Architecture and Urban Studies, Polytechnic University of Milan) in one of the main social housing neighbourhoods of Milan, in this contribution I will investigate the role and meaning of the Urban Living Labs (ULL) from an ‘internal’ perspective. An ongoing process of building relationships and caring for a space has allowed me to develop a reflection on multifaceted dimensions of daily life in the neighbourhood. Moreover, through anthropological literature, I will critically analyse the frustrations often experienced by researchers involved in fieldwork and planning. These frustrations highlight issues that go beyond the neighbourhood, showing the territorial dimension of the space. I will then highlight some ethical implications as clues that offer a more grounded understanding of daily life, rather than solving those implications with ready-made answers.

Indeed, the promotion of a collaborative approach turns out to be decisive if one wishes to include a multiplicity of social actors in these processes, an indispensable aspect today of promoting effective physical and social transformations of the urban environment. However, which specific adjustments must a ULL make in order to be configured as a truly inclusive tool within marginalized urban areas, such as public-housing neighbourhoods, where access to decision-making processes is structurally limited? Departing from a European perspective, reinterpreted through the specific Milanese context of the San Siro district, the paper reflects on the approach of ULLs in marginalized areas: material and immaterial work platforms where different languages, knowledge, values, and visions meet through an active—even conflictual—encounter which is crucial for the promotion of local regeneration processes.

AbstractIn the current framework of welfare shrinking, it is highly necessary to transform citizens and local organizations from targets into co-producers of urban policies. Moreover, even though large-scale social housing estates are often characterized by social exclusion and high levels of socio-economic vulnerabilities, they at the same time represent ‘local tanks’ of competencies and social resources. In these regards, the ‘empowering planning’ approach—referring to the valourization of local competences and expertise within urban regeneration processes—has positive impacts, both in terms of socio-economic inclusion and the ‘expansion’ of active citizenship among local actors and in terms of designing more effective policies, enriched by local perspectives and know-how. Based on the analysis of a pilot action developed within the SoHoLab project in the San Siro neighbourhood that fostered the empowerment of a local grassroots network, the chapter examines processes of recognition and reinforcement and the promotion of local competencies, outlining their different phases and the characteristics of the groups involved. It will highlight the transition from a community of practice to a community of planning that is able to develop visions and actions aimed at a shared regeneration of a certain area.

AbstractUrban mobility in its broader meaning has become fundamental in neoliberal times, for it determines who gets what, how often, and at what cost. While motility is a component of mobility—together with connectivity and reversibility—defined by Kaufmann (2014) as a quality of the actor and/or of the dialectical relation between the self and the field of the possible, and accessibility concerns the structures necessary to take part in this possible, porosity is a quality of the territory and/or of the dialectical relation between space and society. The three of them inseparably carry the city dwellers’ possibilities of fulfilling their projects and wishes in the city territory. In order to start picturing how the society–space dialectic based on motility, accessibility, and porosity shapes daily social relations, especially where spatial justice is at stake, this study—part of the all-encompassing Action Research Project Mapping San Siro—surveyed 100 inhabitants of the Milanese neighbourhood. The resulting picture is a snapshot, a working scenario which helps bottom-up initiatives understand and focus on the most problematic, sometimes underlying aspects of marginality. While the quantitative results point to low-income inhabitants who work hard, use public transportation on an everyday basis, have few, if any, professional dreams, and feel reasonably welcome in a city they did not choose to live in, a number of qualitative results show that mobility (as a whole social phenomenon) problems can be deeper, not yet surfaced or voiced.

La Torre de San Andrés formó parte de una serie de fortificaciones del siglo XVIII para la defensa de la isla de Tenerife (Islas Canarias). Su ubicación estratégica junto a la rambla de San Andrés ha determinado su conservación, provocada por diversas avenidas tormentosas, desde 1706 que se levantara la primera, hasta 1770 en la que se levantaría la tercera y definitiva, y ha llegado hasta nuestros días semicolapsada por la gran avenida de 1895. Este bien cultural ha sido objeto en los últimos años de un debate público entre los vecinos de Santa Cruz de Tenerife, en general, y en particular entre los vecinos del barrio de San Andrés, sobre su uso, tipo de intervención y gestión de la torre. A pesar de las medidas de protección jurídicas aplicadas, actualmente la torre se encuentra en estado de colapso parcial en su sección norte, inscrita dentro de una rotonda de tráfico rodado y aislada del espacio público del núcleo de San Andrés. El enclave ha perdido su relación original con el mar y es evidente su falta de mantenimiento. En este trabajo se analizará el papel de la percepción y la participación social en la gestión de este inmueble y cómo puede determinar su uso y conservación.

El área metropolitana de San Salvador está compuesta por 14 municipios. La misma cuenta con una población de cerca de 1.800.000 habitantes que representan el 27% de la población total de El Salvador. El 54% de la población son mujeres. De éstas, un 72%, utilizan buses como su principal medio de transporte, según la Encuesta de Calidad de Vida 2018, El Salvador Cómo Vamos. El BRT ha sufrido una serie de inconvenientes tras la decisión judicial que eliminó el carril exclusivo. Antes de la pandemia ya no contaba con un carril exclusivo, sino que otros vehículos compartían el carril con los buses del SITRAMSS. Mientras en 2017 viajaban 40,000 pasajeros por día, antes de la pandemia por el COVID-19 habían disminuido a cerca de un tercio, y con la pandemia la reducción fue más drástica. El operador suspendió operaciones en el mes de abril de 2020 argumentado problemas financieros derivados de la pandemia. Por su parte, el Estado salvadoreño suspendió la operación general del transporte público en el período comprendido entre el 7 de mayo de 2021 y el 23 de agosto de 2021. A pesar de la reapertura del transporte público el 23 de agosto, el operador del SITRAMSS ha indicado que funcionar bajo las condiciones establecidas por el protocolo de bioseguridad no es viable financieramente, por lo que no ha restablecido el servicio. Por su lado, el Viceministerio de Transporte se encuentra siguiendo un proceso sancionatorio, para lograr el restablecimiento del mismo.

La trata de personas no es un fenómeno moderno. Al conocer un poco de historia, podemos encontrarnos con un sinnúmero de casos de seres humanos (en especial, personas vulnerables) que han sido víctimas de hechos de explotación y tratados como mercancía para beneficio de otros, quienes ejercen relaciones de poder y subyugación, atentando contra los derechos humanos primordiales, como el derecho a una vida sin sometimientos y el disfrute de la libertad, así como reduciendo a las víctimas a situaciones de inferioridad, en las que pierden su autonomía y, por consiguiente, se ven en la obligación de realizar actividades degradantes en contra de su voluntad. En este sentido, se considera que la trata de personas no solo es un delito, sino una grave violación a los derechos humanos, lo que requiere la suma de esfuerzos y acciones de los distintos entes gubernamentales, instituciones, grupos poblacionales y sociedad en general, a fin de combatir este flagelo que causa daños inimaginables en la vida de las víctimas.

El éxodo masivo de venezolanos ha sido uno de los temas más importantes en los últimos años debido a sus implicaciones sociales, económicas, políticas y regulatorias. Se estima que el número de refugiados y migrantes venezolanos en el mundo superó los 6 millones de personas en febrero 2022. Muchos venezolanos han optado por emigrar para tener mejores condiciones de vida y también para contribuir a mejorar la situación económica de sus familias a través del envío de remesas. Desde 2016, el envío de remesas ha sido una fuente creciente de ingresos para una gran parte de hogares venezolanos. Se utilizan datos de la Encuesta Nacional de Condiciones de Vida para evaluar el aporte de las remesas al ingreso de las familias receptoras y su impacto distributivo, así como para reflejar el papel que desempeñan en la pobreza por ingreso. Los resultados del estudio sugieren que el 18% de los hogares son receptores de remesas, sin embargo, el promedio de remesas recibidas esconde una gran heterogeneidad. El flujo de remesas tiende a ser regresivo en el sentido que su peso como proporción del ingreso total es mayor en los hogares más ricos. Las remesas representan un importante complemento del ingreso familiar, con un rol creciente en el sostenimiento de su bienestar.

Para facilitar el proceso de adaptación al envejecimiento sin poner en riesgo otros objetivos de desarrollo económico, los sistemas de pensiones están paulatinamente incorporando mecanismos que cambian dependiendo del contexto demográfico o del equilibrio financiero. Debido a la complejidad política y social de los ajustes paramétricos, algunos países están implementando mecanismos autocorrectores de desequilibrios del sistema pensional. Estos tipos de mecanismos se han denominado, de manera genérica, factores de sostenibilidad o reglas de ajuste. En ocasiones, los factores de sostenibilidad no corrigen los desequilibrios, sino que buscan hacerlos visibles y corregirlos de una forma acompasada y distribuida en el tiempo a través del trabajo legislativo. La adopción temprana de un factor de sostenibilidad que refuerce, clarifique y asegure el equilibrio del sistema contribuye a mejorar la confianza en la sostenibilidad de las finanzas públicas, a dar transparencia a la necesidad de ajustes y a despejar incertidumbres de los ciudadanos. Esta nota recoge, brevemente, cuál ha sido la experiencia internacional en la adopción de mecanismos de monitoreo y reglas de ajuste de los sistemas de pensiones y la resume en una serie de hechos estilizados.

En el marco de la cooperación descentralizada en España, la cooperación al desarrollo llevada a cabo por varias instituciones públicas de la Comunidad Autónoma Vasca ha sido significativa, debido a los esfuerzos y al número de intervenciones y de recursos financieros invertidos desde la década de 1980. Sin embargo, no hay un gran número de análisis sobre la orientación y la eficacia de la cooperación vasca, acorde con la envergadura de los recursos y trabajo dedicados. En muchas ocasiones, para elaborar una política específica sobre la materia, se ha priorizado la rapidez en la actuación —orientada a solventar problemas de gran magnitud: pobreza, emergencias, violación de derechos humanos—, sobre el debate de la eficacia de las actuaciones referidas a los recursos y los actores de Euskadi, y las formas de evitar duplicidades en las intervenciones. Este trabajo se centra en el análisis del diseño y aplicación de las políticas de cooperación de las principales instituciones públicas de cooperación vasca: el Gobierno Vasco, las tres diputaciones forales (Guipúzcoa, Vizcaya y Álava) y los ayuntamientos de las tres capitales (San Sebastián, Bilbao y Vitoria). También se examinan las políticas de cooperación de otros municipios y alianzas de cooperación local, como el Euskal Fondoa, aunque, por razones de extensión, no se analizan con profundidad.

Con tal ajuste, Superhéroes del Desarrollo sigue evolucionando para que, más allá de un concurso, se consolide como una plataforma de conocimiento que sea fuente de aprendizaje para otros proyectos de desarrollo en América Latina y el Caribe.

Cuatro de las megaciudades del mundo se han consolidado en la región de América Latina (LatAm): Ciudad de México, Sao Paulo, Río de Janeiro y Buenos Aires, mientras que hay dos más en proceso: Lima y Bogotá. Estas grandes aglomeraciones urbanas no solo son motores económicos nacionales esenciales de gran importancia demográfica; pero se han extendido a las ciudades-región que encarnan los desafíos de desarrollo más agudos: degradación ambiental, ineficiencia de los recursos, exclusión social, desigualdad de ingresos, empobrecimiento, inseguridad, violencia, vulnerabilidad social y económica al cambio climático y los correspondientes problemas de habitabilidad. En resumen, las megaciudades de LatAm están lidiando con los impactos acumulativos y los bucles de retroalimentación de megaproblemas que han sido descuidados durante mucho tiempo. Este documento explora las estrategias o arreglos institucionales utilizados para enfrentar los problemas de desarrollo de estas ciudades y ciudades-región y las prácticas de gobernanza implícitas en diferentes enfoques utilizados para gestionar sectores clave. Una revisión de estudios y casos comparativos existentes, complementada con varias entrevistas con expertos locales, sugiere que los contextos nacionales políticos, administrativos y legales específicos definen en gran medida las opciones para abordar formalmente estos desafíos a una escala geográfica adecuada. Sin embargo, nuestro análisis destaca tres problemas para superar los obstáculos políticos e institucionales, que dificultan la planificación integrada, las políticas coordinadas y las inversiones a escala de megaciudad, y la implementación limitada de esquemas formales de gestión integrada, como áreas metropolitanas, para abordar los problemas dentro y fuera de las metrópolis de manera efectiva. La evaluación sugiere que ambas situaciones han promovido el surgimiento de arreglos alternativos, a veces informales, paralelos de gobernanza de redes entre una diversidad de partes interesadas.

Abstract:
La crisis del COVID-19 ha dejado al descubierto que los empleos informales no solo son peor remunerados y menos productivos que los formales, no generan ingresos fiscales y no tienen mecanismos de protección social, sino que, en medio de una pandemia, generan vulnerabilidades adicionales. Existen indicios de que la informalidad explica por qué América Latina concentra el 30% de los casos y muertes asociados al COVID-19 pese a representar solamente el 8% de la población mundial. La coyuntura actual es propicia para la búsqueda de un nuevo contrato social en América Latina y el Caribe que aborde de manera estructural la elevada informalidad de la región. La salida a la crisis debe convertirse en la ruta de entrada a un mercado laboral donde la formalidad y la protección social sean la norma y no la excepción. Este parece ser un momento propicio para replantearse de manera estructural algunas de las instituciones de aseguramiento social de los países de la región. En esta nota consideramos la formalización del mercado laboral, como primer paso en esa dirección.
