Abstract:
Data investigations and research on the history of firefighting were conducted considering a recent fire museum construction plan. To devise a plan to develop a volunteer fire brigade (the basis of firefighting) in a situation in which most of the real data have been lost or discarded and only some firefighting vehicles and suppression equipment remain, a site visit and relic survey were conducted at the Sulsan Volunteer Fire brigade site in Impi-myeon in Gunsan-si, Jeollabuk-do. It was found that fire wells, manual pumps used since the Japanese colonial period, volunteer fire brigade buildings, and a fire watchtower installed in the 1960s remain. Based on the results and considering the historical and cultural values of the Sulsan Volunteer Fire brigade in Impi-myeon at that time, this study emphasized the importance of fire history and culture, the need to designate and preserve such sites as registered cultural properties, and the new role of the volunteer fire brigade.

Abstract:
This study sought to analyze the relationship between the operation of volunteer fire brigades and the efficiency of fire-fighting administrations. To this end, the efficiency of the fire-fighting administrations of 16 metropolitan and provincial governments in South Korea were measured using data envelopment analysis (DEA) from 2011 to 2018. In addition, the relationship between the operation efficiency of the volunteer fire brigade and the fire administration was analyzed using a Tobit regression model. DEA found that the technical efficiency based on constant returns to scale was 82.78 ± 18.12%, the technical efficiency based on variable returns to scale was 89.31 ± 12.46%, and the efficiency of the scale was 91.72 ± 10.56%. Tobit regression analysis found the ratio of volunteer fire brigade personnel, the budget ratio of the volunteer fire brigade, and the enforcement of the Act on the Establishment and Operation of Volunteer Fire Brigades to have significant positive effects on the pure technical efficiency of local governments. In addition, when the ratio of volunteer fire brigade personnel or ratio of budget had a positive effect on the efficiency of fire administration, the enforcement of the volunteer fire brigade statute exerted a positive adjustment effect. This study thus shows that volunteer fire brigades have a positive impact on the efficiency of the fire-fighting administrations of metropolitan and provincial governments.

Looking at the environment of recent disasters, wide-area disasters that are difficult to respond to by one fire station frequently occur. In disaster management, it is urgent to establish an orderly command system and convert firefighters to national positions for disaster management by the government trusted by the people. Discussions on redefining the role of volunteer fire brigade are active at a time when public opinion is prevailing that a unified command system capable of responding quickly and accurately to disasters should be established by strengthening the firefighting organization, which is the responsibility of the head of a metropolitan government, as a national organization. it is progressing Considering these disaster environments and national firefighting policies, it is necessary to seek ways to strengthen the capacity of volunteer firefighters according to the transition of firefighters to national positions. Therefore, the purpose of this study is to analyze the operational problems of the volunteer fire brigade, which is limited to auxiliary roles other than fire suppression, and to investigate and consider advanced activities at home and abroad, to establish a practical way to redefine the role as a safety keeper contributing to the improvement of community resilience. I am working on an alternative. In order to redefine the role of the volunteer fire brigade, based on the results of overseas cases and statistical analysis, this study's policy suggestions for organizational operation, financial operation, activity matters, and education and training are as follows. Abstract:
Background. Firefighter profession is characterized by a high level of risk due to the threat, mainly related to rescue and fire extinguishing, workouts, training and other actions. They result from the firefighters’s duties and affect the health and life of the firefighters on duty. The aim of the study was to assess the specificity of injuries in the State (SFB) and Volunteer Fire Brigade (VFB), assessment of the cumulation of health-related behaviors based on the Modified Inventory of Behaviors by Juszczynski, and the effect of the cumulated behaviors on the injury rate, both in the State and Volunteer Fire Brigades. Material and methods. The sample included the occupationally active firefighters from the Volunteer Fire Brigade in the Opole and Lower Silesia voivodeships. The applied approach involved the application of an anonymous questionnaire filled out by volunteers participating in the study. The questionnaire included basic data on their service (State or Volunteer Fire Brigade), age, gender and the presence or absence of contusions, and a possible form of treatment to be applied. Moreover, the Modified Inventory of Health-Related Behaviors by Juszczynski was applied. The questionnaire contained 18 statements describing health-related behaviors. Results. The comparison of the results corresponding to physical activity among the firefighters from the State and Volunteer Fire Brigade indicates that all the firefighters from the State Fire Brigade were physically active. In the case of the Volunteer Fire Brigade (VFB) there were 20 firefighters including 6 firefighters who did not practice any form of physical activity. In State Fire Brigade (SFB) there were 29 firefighters who had sustained contusion and 5 healthy ones. In both groups, the subjects most often sustained contusions while performing other types of physical activity than rescue and fire fighting actions. The majority of firefighters (16 in SFB and 11 in VFB) sustained joint sprain. Despite the numerous fire extinguishing interventions, the cases of burns poisoning are rare. The results also suggest that the surveyed firefighters neglect the recommended dietary habits and rest. Conclusions. 1. The results indicate no statistically significant differences between SFB and VFB membership and the circumstances of injuries sustained. 2. The membership in SFG and VFB has an effect on undertaking physical activities, however, it has no effect on injuries/contusions. 3. Neither SFB nor VFB firefighters believe that correct eating habits and rational rest are important.

Introduction. Extinguishing fires in remote areas of rural areas of the Republic of Sakha (Yakutia) is carried out not only by the State Fire Service, but also by volunteer fire brigades. The most important problem in extinguishing fires is the lack of fire stations in all rural settlements, which negatively affects the timely extinguishing of the fire. The problem that firefighters face when extinguishing is also considered. This is a shortage of water in the winter period of the year. Goals and objectives. The purpose of this article is to systematize the work of volunteer fire brigades (DPD), to give a clear idea of the significance of this formation. To achieve this goal, it is necessary to solve the following tasks: firstly, to describe the work and tasks of the organization of a volunteer fire brigade, and secondly, to assess the availability of knowledge, skills, and weapons with which the DPD can effectively affect the extinguishing of a fire. Methods. Volunteer fire brigades in the Far North with a shortage of water can use a method of mechanical impact on flames. Mechanical impact is understood as procedures aimed at limiting the spread and extinguishing a fire. Results and its discussion. To date, the formation of volunteer fire brigades in the regions of the Far North is developing, they focus on preventive measures to protect against fires, on rapid response and elimination of fire. Conclusions. A volunteer fire brigade (DPD) for settlements where there is no fire station is a rescue from fires and fires. The DPD can either independently participate in extinguishing a fire, or help the state fire service in extinguishing it. The DPD performs the same functions and tasks as the state fire service. The DPD has the means to cope with small fires. To extinguish large fires, DPD requires funding, which can be provided by entrepreneurs of the village, local residents, as well as the municipality of the district. Purpose This paper presents a large sample study of fire service volunteer motivations in Finland. The purpose of this paper is twofold: first, to explore the differences between initial motivations to begin volunteering vs motivations to continue volunteering; and second, to examine the differences in motivations as a function of demographic variables and geographic region of the fire brigade (rural vs urban). Design/methodology/approach An online survey was completed by 747 fire service volunteers throughout Finland. Findings The initial motivations for joining the brigade differed from those that motivated volunteers to continue in their roles. Significant differences between male and female volunteers’ initial motivations, as well as differences in motivations to continue volunteering as a function of age and region, were found. Research limitations/implications The findings support integrating a psychological, functional perspective with contextual and situational factors when considering volunteer motivations. Originality/value This study suggests a comprehensive understanding of fire service volunteer motivations and informs improved recruitment and retention practices.

Research on the development of volunteer firefighter systems has highlighted limitations of the South Korean system. These are categorized by a lack of community disaster safety service activities, disaster response cooperation networks, and support to revitalize volunteer firefighters. The US has 676,900 (65%) volunteer firefighters, and their qualifications are similar to full-time firefighters. The National Volunteer Fire Council is self-reliant, and plays practical roles for volunteer firefighters. Various grant programs for volunteer fire brigades are active. Based on the US case, implications for developing Korea’s system include recruiting young talent for sustainability, improving practical education and training systems, strengthening support for volunteer firefighters’ activities, and developing centralized standardization and support programs.

Issues related to the training and involvement of members of the voluntary fire brigade on duty in the divisions of the State fire service are considered, using the example of the Nizhnevartovsk region of the Khanty-Mansiysk autonomous okrug – Yugra. Räddningstjänsters behov av frivilliga värn för att bekämpa skogsbränder undersöktes och en enkät skickades ut till skogsägare i Småland för att undersöka deras vilja och förmåga att bidra till skogsbrandvärn. Räddningstjänsterna ansåg att de hade ett behov av värn vid sidan av sin ordinarie personal och beskrev förutom ett antal kriterier för att värnet skulle fungera bra också ett antal kompetenser samt maskiner som kunde komma till användning vid bekämpning av skogsbränder. Resultaten visar att 42 % av skogsägarna var villiga att ingå i lokala skogsbrandvärn samt 89 % kunde se en styrka i att skogsägare gick samman för att stötta varandra och avlasta räddningstjänsten vid skogsbränder eller andra större händelser i närområdet. 91% utav skogsägarna hade någon av de fordon, maskiner eller redskap som räddningstjänsterna såg som användbara. Vidare så uppgav 70 % utav dessa att de skulle vara villiga att använda de här fordonen, maskinerna eller redskapen vid insatser med skogsbrandvärnen.

The main purpose of the study is to discuss the participation motivation, job satisfaction, and family pressure of volunteer firefighter in Nantou County. Questionnaire investigation of 200 volunteers fire brigade who work in Nantou County, there were 181 effective data. The analyze data with statistic method included with project analysis, reliability and validly analyses, T test, one-way analysis of variance and Regression Analysis. This paper concludes with a discussion of research consideration as followed: I.The average age of participants is about 44 years old, most of them are married, the major education level is (vocational) high school, most of them are engaged in commerce and industry, most of them have 6-15 years of service, and most of them are religious. II.The participation motivation of fire work has bad effects on family pressure of volunteer firefighter who work in Nantou County, the participation motivation of fire work has good effects on job satisfaction who work in Nantou County, the job satisfaction of fire work has bad effects on family pressure of volunteer firefighter who work in Nantou County. According to the research conclusion we made some advice for volunteer firefighter and the researcher.

The Phoenix volunteer fire brigade in Nantou County who’s age over 55 years old have better organizational commitment than who’s age under the 34 years old ; There’s is no difference who’s age located in 35-44 years old and 45-54years old. 3. There is variation length of service difference in organizational commitment. The Phoenix volunteer fire brigade in Nantou County who had over 15 years length of service have better organizational commitment than who had under 4 years old. There is no difference the volunteer who had 5-9years or 10-14years length of service. 4.The working pressure has the negative effects on the Phoenix volunteer fire brigade in Nantou County who’s participated emotion and organizational commitment; The participated emotion has the positive effects on organizational commitment.

Knowledge of the population to ensure its own security and in areas of population protection and fire protection are the basis of a secure society. For this reason, the implementation of preventive educational activities is one of the tasks of entities active in the field of population protection and fire protection. The diploma thesis focuses on the preventive educational activity realized within individual volunteer fire brigades. Population education and prevention themselves are not, by reason of the great demands on the knowledge and abilities of members, areas that volunteer firefighters would actively pursue. The aim of the thesis is to make preventive educational activities more attractive and to facilitate their implementation, for example by organizing a entertaining educational event for the public. That could be a demonstration of the VFB itself or demonstration of other rescue teams for the public which would contribute to increasing the knowledge of the population in the areas of safety. The fulfillment of the goal of the thesis was accomplished by own realization of a fun learning day and incorporating knowledge from the organizational process, including the planning, preparation and implementation period into the methodological manual, which become a guide for members of voluntary fire brigades, how to organize a preventive educational event. This methodical guide is the main output of the work. The actual realization of the event was preceded by investigation of the legal regulations and other available documents and materials, including an analysis of the historical development of education in the field of population protection. These were then compared with my own knowledge and acquired experience within the event organization, evaluation and advices from those who are engaged in preventive educational activities.

Abstract:
The diploma thesis deals with a possibility to classify SDH unit of Zalužany village into the JPO II category. The whole thesis can be divided into several parts. The first part is a theoretical one, which introduces the terms linked to this issue. In this part, I have described the Emergency service in the Czech Republic, its basic and side bodies as well as its functioning in other countries, especially in Slovakia. The thesis aims to focus on Fire department of the Czech Republic, its organisation and functioning in case of emergency. A very important part of the chapter aims to analyse the Volunteer Fire department unit of the village as the Civil Emergency preparedness unit. I have explained their organization and functioning and classified them into Fire department. In a separate sub-chapter, I have analysed all possibilities to finance the local units of Volunteer Fire department. I have focused especially on the amendment of insurance industry which secures financing of the fire-fighters intervening in traffic accidents. Referring to a statistical almanac, I have presented the outline of the JPO unit employment and focused on Central Bohemia, Příbram and Zalužany village. I have also presented the village Zalužany, its historical development and the most valuable historical part- the castle of Zalužany. I have mentioned all important data concerning the village. In the same part, I am going to carry out a geographical analysis of the village and its surrounding and analyse al well its infrastructure. I have also made a list of the most important pieces of information from the local Fire rules. While working on the thesis which is based on collecting and sorting data, I have mainly used a factographic-analytical method. It was also crucial to discuss the issue with professionals, especially with teachers of South-Bohemian University who have given me a lot of advice and interesting comments. I have collected the data in a qualitative way, got through individual valid laws, regulations, decrees, literary sources and information on web pages, mainly those of Fire department, the Ministry of the Interior and village Zalužany. The second part of the thesis is the most important one. In fact, there are all results I have found out. In a separate chapter, I have presented the methods of the research. It was aimed to find out a complete state of JSDH of the village with a possibility to classify the department into the Fire department category. For this part of the thesis, it was necessary to interview the members of JSDH department and discuss on the issue with the workers, the mayor of the village of Zalužany, the regional Fire department in Příbram and with teachers of the South-Bohemian University in České Budějovice who were glad to give me useful advice and comments. In a separate chapter of the thesis, I have aimed to analyse the JSDH of the village. I have analysed and evaluated the membership, the technical equipment and other devices. I have estimated whether the department disposes of a sufficient number of members, whether the members are qualified enough in order to get classified the unit into JPO II category. To get a complete information about the state of JSDH of the village Zalužany, I have elaborated a SWOT analysis. The analysis focuses on positive and negative aspects of the internal setting of the unit as well as possible danger and circumstances which reveal external settings of the unit. The analysis some defects and ends up by coming up with some proposed measures which can lead to the improvement. In other parts of the chapter, I have counted a real distance of the spot arrival in the first grade of the intervention for the JSDH unit of the village Zalužany and the distance which would meet the criteria to get into the JPO II category.

Abstract:
The topic of this thesis is evaluation of management of local voluntary fire brigade units of category JPO II and JPO III in the district of Jindřichův Hradec and suggestions to its amendment. The contents of the thesis is permanent organizational, technical and professional competence which is the essential prerequisite for their setting to rescue and liquidation jobs at emergency events and in critical situations. The goal of the thesis was to judge the management further to the professional training by description of the way of achieving professional competence and realizing professional preparation of local fire brigade members, and to try to find out possible imperfection or unbalanced state between requirements and factual situations. The technique of questionnaires and auricular discussions were used to explore if professional training is carried out regularly and with proper coverage and quality set for the category of fire brigade units of JPO II and JPO III. Through the achieved results of the research the level of management of local voluntary fire brigade units of the category JPO II and JPO III in the district of Jindřichův Hradec has been ascertained. The results of the questionnaire research have shown that the organizational, technical and professional competence is below standard. This allegation can illustrated by the combination of replies in the questionnaires. The research sample was formed by 16 local units of voluntary firemen with 229 active members. In order to improve the situation some procedures have been suggested to eliminate the imperfection. Primarily it is necessary to focus to thorough following the laws, regulations and rulings which are concered with the given points at issue, including checking of their fulfilment. If it is impossible to achieve improvement of duality of organizational, technical and professional competence then it is advisable to talk about the way how to change the relevant legislation followed by optimization of the required prerequisite for ensuring the units preparedness. The members of the local voluntary fire brigade units are required to achieve too high level of knowledge and preparation in comparision with the time assigned to management at present. The set of organizational, technical and professional training as a whole is not complied by any local voluntary fire brigade unit belonging to category II and III of fire protection unit.

His regiment, part of the Union Sixth Corps, had witnessed the climactic third day of fighting at Gettysburg from a reserve position on Cemetery Ridge. Rhodes, noting that his brigade had come under artillery fire during the two-hour barrage that preceded the Confederate army’s final infantry assault, described in his diary what he had observed: We could not see the enemy, and we could only cover ourselves the best we could behind the rocks and trees.

With a commitment to protect and guarantee the safety of the residents of Joinville, 127 years ago a group of people created an institution focused on serving the population in a fast and efficient way. This was how the Volunteer Fire Brigade of Joinville was born, the first such institution in Brazil and the second national fire company. Having seen that it is an association composed of several institutions, as well as several volunteers, a way of managing them is necessary. This paper presents the steps of developing an application to assist the ABVESC firefighters with regard to their institutional organization, bringing greater accessibility and agility to their tasks and planning.

First responders engage in highly stressful situations at the emergency site that may induce stress, fear, panic and a collapse of clear thinking. Staying cognitively under control under these circumstances is a necessary condition to avoid useless risk-taking and particularly to provide accurate situation reports to remote units to be able to organize appropriate support in time. This work applied a flexible virtual reality (VR) training environment with the purpose to investigate the performance of reporting under rather realistically simulated mission conditions. In a pilot study, representative emergency forces of the Austrian volunteer fire brigade and paramedics of the Johanniter organization were subjected to a test program that tested a formalized reporting schema (LEDVV), inducing equivalent strain in both, real environment and VR-based training scenarios. Wearable psychophysiological measuring technology was applied to estimate the cognitive-emotional stress level under both training conditions. The results indicate that both situation reports achieve a rather high level of cognitive-emotional stress and should be thoroughly trained. Furthermore, the results motivate the use of VR environments for the training of stress-resilient decision-making behavior of emergency forces.
