Abstract:
Saint Louis is hyper-segregated, meaning that at least 60 percent of the black-white population would have to relocate to end segregation. This article will use a derived critical juncture framework to analyze the history of segregation in Saint Louis. The complicated geography of Saint Louis is explained. Critical juncture theory and path dependence are explained. Using critical juncture theory, three periods in the history of Saint Louis segregation are analyzed: post-American Civil War, the zoning of Saint Louis City and County, and the suburbanization of whites and dislocation and reconcentration of blacks. These historical moments kept the Saint Louis Region on a path of residential segregation and racial animosity. A discussion is offered that takes into account the normalizing effect that dependent paths can have on attitudes, and a frank consideration of the possibility of desegregation is given.

Our objective was to compare movements and biological statistics of lake sturgeon (Acipenser fulvescens) populations from two fluvial lakes on the St. Lawrence River, Lac Saint-Louis and Lac Saint-Pierre, which are main commercial fishing sectors, and from Lac des Deux Montagnes on the Ottawa River. Sturgeon can move freely among these three lakes. Lac des Deux Montagnes sturgeon differ from the other groups by their higher degree of sedentariness, slower growth, and lower condition factor. Lac Saint-Louis and Lac Saint-Pierre sturgeon are also sedentary, but some movement between the two lakes was observed. Sturgeon tagged on the Rivière des Prairies and Rivière L'Assomption spawning grounds, located in the central part of the study area, and also on pre- and post-spawning concentration sites, were recaptured throughout the St. Lawrence River, from Lac Saint-Louis to Lac Saint-Pierre. Length, weight, and age composition of the commercial catch, growth, and total mortality varied between Lac Saint-Louis and Lac Saint-Pierre. Higher commercial exploitation rates in the latter could be responsible for some differences. The management implications of these results are discussed.

Medieval historians composing biographies of kings often have no recourse but to rely on hagiography when other sources about their subjects are lacking. Given this constraint, the most successful medieval biographies tend to concentrate on matters of rulership rather than personality. Yet, two recent books—Gaposchkin's The Making of Saint Louis and Le Goff's Saint Louis—reverse this trend, illuminating Louis IX of France as man and saint but not fully as king. A careful look at the scholarship, as well as the available primary sources, about Louis underscores the need for more study of his kingship and provides a test case for the benefits and limits of medieval biography.

RésuméCet article prend comme point de départ la question qui traverse le Saint Louis de Jacques Le Goff, « Saint Louis a-t-il existé? », et le statut accordé à la Vie de Saint Louis de Joinville, qui lui permet d’y répondre positivement. Ce texte apparaît en effet le plus souvent chez les historiens et les critiques littéraires comme une sorte de « Mémoires », soit un témoignage fidèle dépourvu de toute ambition hagiographique ou littéraire autre que celle de rapporter les gestes et les paroles du roi tels que son auteur les a vus ou entendues. Mais peut-on s’en tenir là? L’analyse du récit consacré au débarquement du roi à Damiette et la comparaison avec d’autres descriptions de cette même scène nous invite à mettre en doute l’exactitude des détails rapportés par Joinville. N’y aurait-il là, toutefois, qu’un peu d’exagération romanesque sans véritable conséquence? Cet épisode répond cependant à la revendication formulée dans le prologue de cette œuvre selon laquelle Louis IX aurait mérité d’être reconnu comme martyr et pas seulement comme saint. Mais plutôt que de mourir en Terre sainte lors de sa première croisade, Saint Louis serait remonté de l’enfer afin d’accéder, au sein du royaume de France, à une fonction royale pensée sur le modèle christique. Raison pour laquelle Joinville se serait opposé à la seconde croisade du roi. À quoi répond cette Vie de Saint Louis où le témoignage de Joinville est pris dans une perspective qui fait de ce dernier davantage qu’un simple mémorialiste, l’auteur de la vie exemplaire d’un roi-martyr mort et ressuscité afin de mener son peuple en cette nouvelle terre promise qu’est devenue la France.

Le roi « christique », ainsi qu’il le nomme dans l’ Itinéraire de Paris à Jérusalem , incarne le peuple chrétien issu du Moyen Age dans sa prodigieuse fécondité, sa grandeur et sa beauté. A côté de cette apologétique, intimement liée à la redécouverte de l’Histoire nationale, Saint-Louis incarne l’ancienne France et ses libertés traditionnelles, opposée à l’absolutisme royal des Bourbons, famille à laquelle Chateaubriand restera attaché, non sans constamment rappeler que les Bourbons sont des descendants de Saint-Louis. Enfin, pour Chateaubriand, Saint-Louis est non seulement l’homme de justice, de foi, le croisé, mais aussi celui qui sait réconcilier les peuples, les conduire sûrement, devancer les temps nouveaux sans rien précipiter ni se raidir dans la « manie du passé ». Il opère cet équilibre que Chateaubriand aurait souhaité voir se réaliser à l’époque de la Restauration où, dit-il, toutes les facultés de l’âme étaient ouvertes, après le grand bouleversement de la Révolution et de l’Empire.

Research objectives: To provide an analysis of the relations between the Jochids and the French monarch, Louis IX. Particular attention is dedicated to the channels used by the Tatars to obtain information about the political conditions in Western Europe. Research materials: Contemporary Western sources including the report of the Franciscan traveler, William of Rubruck, and German chronicles in which Berke’s embassy to the French king in 1260 has been recorded. Results and novelty of the study: The Tatar view of Medieval Europe is an insufficiently researched topic. In the decades that followed the Mongol invasion of Central Europe in 1241–1242, the accounts of Western travelers and chroniclers remain the sole material from which glimpses of the Jochid perspective of the Western world may be discerned. Nonetheless, fragmentary sources at our disposal reveal that the Jochids used Western travelers and envoys to learn more about the Christendom. In this way, the image of Louis IX as the leader of the Christian world was firmly entrenched among the Jochids by the early second half of the thirteenth century. It is attested by Berke’s mission sent to Paris in 1260, and also by testimony of William of Rubruck, recorded several years earlier. According to the Flemish Franciscan author, Batu’s son Sartak, who regarded Louis IX to be “the chief ruler among the Franks”, had heard about the French king from an earlier envoy from Constantinople, Baldwin of Hainaut. The report of Rubruck and other sources at our disposal indicate the importance of the rather neglected Jochid relations with the Latin empire of Constantinople as a channel through which the Tatars gathered valuable reports about the political conditions in the West.

Abstract:
Introduction: Diabetes is on the rise in sub-Saharan Africa, and particularly in Senegal where the latest prevalence estimates are around 3.4%. The region of Saint-Louis is a special case in terms of prevalence, since it far exceeds the national average, with more than 10% of the local population in 2011, or 30,000 to 40,000 cases. This epidemiological evolution of diabetes in the department of Saint-Louis is the direct consequence of many causes, including the lack of continuing medical education for paramedical staff. Material and methods: Our work proposes to return to the need for continuing medical education of paramedical staff in the department of Saint-Louis, through two surveys carried out with the diabetic people: a base line survey carried out before the training, and an end line survey after the diabetes training. The general objective is to assess the skills of health workers and their effectiveness in the management of diabetes and its complications, as well as the quality of diabetes management. Results: We found that the level of knowledge of nurses in charge of health posts and other paramedical staff is relatively heterogeneous. The average level obtained for right answers (66.76% during the base line survey and 82.4% during the end line survey) reflects the lack of continuing education concerning the diabetic disease in the department of Saint-Louis. Conclusion: The assessment of the knowledge of nursing staff in the department of Saint-Louis to which we proceeded is edifying. It is part of a logic of improving knowledge of diabetic disease and its complications. It shows that in the peripheral health structures, the need for continuing medical education is real.

Abstract:
This article explores the dynamics of languages in markets in Senegal. Using the examples of Sor and Ndar Toute markets in Saint-Louis, this study highlights the multiple factors influencing language use. In fact, being a place of trade, Saint-Louis’ central and district markets are frequented everyday by people coming from different places, not sharing the same beliefs and culturally different. This sociolinguistic situation has many consequences on language use. In this project, I try to investigate into language use in the market areas of Sor and Ndar Toute in Saint- Louis. It will be concerned about reflecting on the living experiences of traders and customers in these markets and show how this fact is determinant to languages that are most representative there, just to say how each language influence the other. This work finally highlights the crucial role played by sellers and buyers in the promotion of languages particularly the local ones.

En 1904, en medio de la feria de la exposición universal de Saint-Louis, los Juegos olimpicos no pudieron escapar a la ascención de ideologías racistas del principios del siglo XX y contibuyeron a la discusión del mérito atlético de diferentes razas. Los organisadores prepararon competiciones especiales que llamaron en esta ocasión «Jornadas antropológicas» reservadas a los que la América segregacionista del momento consideraba como primitivos. El impacto de los estudios sobre las razas, sobre la manera de pensar en el deporte no fue, al contrario de lo que se esforzaron hacer creer los diferentes presidentes del C.O.I en el curso de las siguientes decadas, un simple avatar del movimiento olimpico. Veremos la influencía de este espectáculo atletico interracial en los Estados Unidos pero tambien en el mundo, particularmente a través del papel de la prensa. Las jornadas antropológicas permitieron indudablemente elaborar una cierta percepción de la otricidad y limitaran la integración de los pueblos autóctonas en la maquina deportiva mundial.

Abstract:
Em 1904, o Centro do Professorado Paulista em parceria com o Senado Estadual e a escola Americana, selecionou e enviou uma comitiva para a Exposição Internacional de Educação que aconteceu na cidade de Saint Louis nos Estados Unidos da América. O objetivo do presente artigo é considerar o papel desempenhado por Horace Lane no aporte à formação da comitiva da instrução pública paulista para a Exposição de Saint Louis. Amparamos essa análise dialogando em torno dos agentes, suas práticas e suas apropriações no intuito de uma melhor compreensão do contexto escolar paulista no final do século XIX e início do século XX. As fontes utilizadas se constituem da seleção de documentos primários do protagonista, pesquisa histórica e revisão bibliográfica. A partir da discussão realizada conclui-se que embasados na ação de Horace Lane, as lideranças paulistas decidem enviar uma comitiva para Saint Louis a fim de observar os procedimentos metodológicos e adquirir material pedagógico em voga nos Estados Unidos e Europa para viabilizar a introdução dos mesmos na instrução pública paulista. Abstract:
The author tries to answer the question whether, according to St Louis Grignion de Montfort, Mary has power over demons and evil and can protect people from it. Saint Louis presents Mary as the Brave Helmswoman who resists evil and defends the Christian people. Through her living faith, her bond with the Church and the maternal mission of her Alma Mater, she also takes an active part in the work of amusement and supports those who take up arms against evil. The author notes that Mary’s role in fighting evil and helping humanity is active. Mary is constantly ready to help her children. Many Saints over the years confirm this truth, and a particular emphasis on the timeline is the figure of Saint Louis, in whose texts we can read his position confirming this thesis.
