AbstractIntroductionSelect units in the military have improved combat medic training by integrating their functions into routine clinical care activities with measurable improvements in battlefield care. This level of integration is currently limited to special operations units. It is unknown if regular Army units and combat medics can emulate these successes. The goal of this project was to determine whether US Army combat medics can be integrated into routine emergency department (ED) clinical care, specifically medication administration.Project DesignThis was a quality assurance project that monitored training of combat medics to administer parenteral medications and to ensure patient safety. Combat medics were provided training that included direct supervision during medication administration. Once proficiency was demonstrated, combat medics would prepare the medications under direct supervision, followed by indirect supervision during administration. As part of the quality assurance and safety processes, combat medics were required to document all medication administrations, supervising provider, and unexpected adverse events. Additional quality assurance follow-up occurred via complete chart review by the project lead.DataDuring the project period, the combat medics administered the following medications: ketamine (n=13), morphine (n=8), ketorolac (n=7), fentanyl (n=5), ondansetron (n=4), and other (n=6). No adverse events or patient safety events were reported by the combat medics or discovered during the quality assurance process.ConclusionsIn this limited case series, combat medics safely administered parenteral medications under indirect provider supervision. Purpose – Prior researches have indicated that leadership had an important impact on employee creativity. However, the authors know little about the link between the dark side of leadership-abusive supervision, and employee creativity, as well as its underlying mechanisms. Combining psychological safety theory and social identification theory, the purpose of this paper is to examine the relationship between abusive supervision and employee creativity and the mediating role of psychological safety and organizational identification between abusive supervision and employee creativity. Design/methodology/approach – The authors conducted a multi-source and time-lagged data collection. At Time 1, team members evaluated abusive supervision and psychological safety, and at Time 2, team members evaluated organization identification, and team leaders evaluated members’ creativity. Abusive supervision, psychological safety were evaluated at first stage and organizational identification, creativity were evaluated at second stage, being conducted 2-4 weeks later after the first stage. Finally 423 participants completed two waves of data collection. Findings – The results suggested that, abusive supervision had negative effects on psychological safety and organizational identification, and psychological safety partially mediated the relationship between abusive supervision and organizational identification, and organizational identification fully mediated the relationship between psychological safety and creativity, and the negative effect of abusive supervision on employee creativity was mediated by psychological safety and then by organizational identification. Originality/value – This study identifies and examines the mechanism underlying the effect of abusive supervision, and suggests that psychological safety and organizational identification are two important mediators of the complex relationship between abusive supervision and employee creativity. Therefore, this study not only re-examines the inconsistent effect of abusive supervision on employee creativity, but also represents the first attempt at integrating the psychological safety perspective and social identification theory to study employee creativity and offers important implications for theory development.

Abstract:
The construction industry suffers from poor safety performance caused by the joint effect of insufficient safety investment by contractors and inefficient safety supervision by the government because of the information gap between the two sides. The present study aims to put forward a new pathway to improve safety investment supervision efficiency and analyze the decision-making interactions of stakeholders under this new pathway. For this purpose, this study establishes a safety investment information system to eliminate the information gap between the government and contractors for construction projects in China and further develops a dynamic safety investment supervision mechanism based on this. Evolutionary game theory is used to describe the decision-making interactions among stakeholders under the current static supervision mechanism and the dynamic supervision mechanism proposed in this research. Moreover, system dynamics is adopted to simulate the evolutionary game process and analyze the supervision effect and equilibrium state of different supervision mechanisms. The results reveal that the proposed safety investment information system could facilitate the transition of the supervision mode from static to dynamic; the evolutionarily stable strategy does not exist in the current static penalty scenario; and the dynamic supervision mechanism that correlates penalties with contractors’ unlawful behavior probability can restrain the fluctuation of the evolutionary game model effectively and the players’ strategy choices gradually stabilize in the equilibrium state. The results validate the effectiveness of the proposed dynamic supervision mechanism in improving supervision efficiency. This study not only contributes to the literature on safety supervision policy-making but also helps to improve supervision efficiency in practice.

Informatization of food safety supervision overviews in China and some other countries were studied. With the combination of food safety supervision characteristics in Guizhou and quality system requirements for national food inspection laboratory, information management system for food safety in Guizhou was proposed. A knowledge database for categorizing determination factors of food hazard was established. This system was implemented in the food safety supervision of circulation links in Guizhou for 3 years (2009-2011). It solved problems such as quality control for massive sampling inspections and data analysis. Besides improving work efficiency, it provided scientific basis for decision making of food safety supervision to government as well as data support for food safety forecasting and warning system.

With the use of the traditional safety supervision system of special equipment, the job burnout of supervision participants and other supervision problems emerge endlessly, which leads to the supervision for the prevention of safety accidents being greatly weakened. In recent years, the significance of introducing new technology to improve the original supervision system for safety accident prevention has been constantly growing. In this paper, based on the current situation of China’s special equipment safety supervision, we summarize several specific requirements for improving the supervision system, namely efficient accident responsibility tracing, more transparent, more efficient data sharing, and integrating more functions. On this basis, we have designed a new system architecture, by introducing the permissioned blockchain technology, which can meet all the improvement requirements and adapt to the technical features of safety supervision work. The extensibility design of the system architecture can meet the new requirements in future work. The design idea of the system architecture can not only be used in the field of special equipment, but can also be used for reference by other fields with safety supervision requirements.

This study constructs the network diffusion model of food safety scare behavior under the effect of information transparency and examines the network topology and evolution characteristics of food safety scare behavior in a numerical simulation. The main conclusions of this study are as follows. (1) Under the effect of information transparency, the network degree distribution of food safety scare behavior diffusion demonstrates the decreasing characteristics of diminishing margins. (2) Food safety scare behavior diffusion increases with the information dissemination rate and consumer concern about food safety incidents and shows the characteristics of monotone increasing. And with the increasing of the government food safety supervision information transparency and media food safety supervision information transparency, the whole is declining characteristic of diminishing marginal. In addition, the extinction of food safety scare behavior cannot be achieved gradually given a single regulation of government food safety supervision information transparency and media food safety supervision information transparency. (3) The interaction effects between improving government food safety supervision information transparency or media food safety supervision information transparency and declining consumer concerns about food safety incidents or information transmission rate can engender the suppression of food safety scare behavior diffusion.

Safety supervision aims to safeguard the overall interests of the corporation, and ensure its safety production together with sustainable development. It is the key to reducing accident rates, and safeguarding employees’ safety and corporate property. The establishment of safety supervision system requires specify strategies. However, it is difficult to determine such strategies in an objective manner under complex environments. Therefore, first, this paper combined an external factor evaluation matrix (EFEM) and an internal factor evaluation matrix (IFEM) to analyze the internal and external safety environments faced by X Group Corporation (XGC). Second, the strength-weakness-opportunity-threat (SWOT) approach was employed to qualitatively analyze and explore the alternative safety supervision strategies. Following this, the most attractive strategies were selected from alternatives by using the quantitative strategic planning matrix (QSPM), namely construction of the safety culture system, clarification of modes and organizational structure of safety supervision, and improvement of the safety performance evaluation system. These strategies were subsequently applied in the construction and improvement of the XGC’s safety supervision system. This study can provide reliable theoretical and methodological support for the establishment of corporations’ safety supervision systems.

An evaluation index system is developed to assess food safety supervision in the sales links of dairy products. Evaluation research is conducted using the fuzzy-ANP comprehensive evaluation model to assess the product safety supervision of dairy products in the sales link based on 307,705 survey data acquired from 1,501 online and offline dairy businesses in China. Evaluation results show that (1) the overall situation of dairy product safety supervision in the sales link is encumbered by the fact that the online situation of dairy product safety supervision in the sales link is general. It does not achieve a relatively good level; (2) the investment in food safety supervision of dairy products in the sales link is insufficient for the online e-commerce platforms. Especially, the processes of reviewing and approving relevant business sales qualification must be improved; (3) online business types do not directly determine the situation of dairy product safety supervision in the sales link, but the operating environment, sales staff quality, and warehousing management are common regulatory weaknesses; and (4) for offline provinces, the level of economic development can affect the situation of dairy product safety supervision in the sales link. Aside from emphasizing sales qualifications, economically backward provinces should improve the supervision of the operating environment, sales equipment, sanitary status of workers, and other aspects.

Shipping is a safety critical industry where operational errors may lead to maritime accidents involving property damage, loss of lives and environmental pollution. As part of the trend towards self-regulation, the International Maritime Organisation has adopted a worldwide International Safety Management Code which made ship managers responsible for workplace health and safety. This study, based on interviews in two Chinese shipping companies, examines how ship managers use ship visits to monitor shipboard safety management. Interviews with managers from company offices and crew members indicated that managerial ship visits mainly take the form of inspections that focus on low-trust surveillance and disciplinary action rather than genuine support, being based on the safe person rather than the more effective safe place approach. From the perspective of crew members, because the managers visited ships only occasionally, they were unlikely to have sound knowledge of the specific situations and work routines on their ships. Consequently, managers’ interventions for safety compliance were seen by crew members as failing to address real risk factors, and leading instead to increased workloads, psychological pressure and fatigue, the very antithesis of safety management. The reform of the control and supervison activities of the Russian Federation authorities is studied in the article on the example of the implementation of the federal state energy supervision. The provisions are compared related to the current federal laws on the state control (supervision), and those that will enter into force on July 1, 2021. The implementation of a risk-oriented approach in the activities of Rostechnadzor, and the changes during inspections and implementation of such a new control activity as an inspection visit are also considered in the article. These changes are associated with a decrease in the administrative burden on the activities of the organizations controlled by Rostechnadzor. This will be facilitated by greater transparency of the procedures for control activities, the implementation of a risk-oriented approach, simplification of the procedure for appealing an audit, and a reduction in the period for conducting an audit. With the implementation of a risk-oriented approach in 2018 in the Provision on the implementation of the federal state energy supervision and assignment of risk categories to the controlled organizations within the framework of the federal state energy supervision, the unscheduled inspections are carried out, and from 2021, the scheduled inspections will begin. Introduction of the checklists into the inspection procedure should affect the clarity of the inspection procedure itself and the interaction of control bodies and controlled organizations. Also, the issues of special administrative and legal bases for conducting control activities in terms of the implementation of state control in the field of electric power and heat supply, in the field of energy saving and compliance with the requirements of protected zones require further consideration. Changes are proposed to the checklists regarding the implementation of the federal state energy supervision and the allocation of specific sections in them.

The purpose of this research was to develop model of supervision based on experiential learning in the implementation of patient safety goals. Method: This research used explanatory survey. The samples were some of nurses who assigned to the ward of UNAIR hospital. The samples were selected by using stratified random sampling technique with total of 100 respondents. The variables in this research are supervision based on experiential learning and the implementation of patient safety goals. The data collection used questionnaires. The data were analyzed by using Partial Least Square (PLS). Result: The results of this study indicate that organizational characteristics and individual characteristics influence supervision based on experiential learning. Characteristics of the organization contruct by two indicators namely rewards and leadership systems. For individual characteristics, there are also two indicators that contribute on it, they are the ability and motivation. Supervision based on experiential learning affects the implementation of patient safety goals. Discussion: Supervision based on experiential learning uses four stages: concrete experience, reflective observation, abstract conceptualization and active experimentation. Supervision affects the implementation of patient safety goals by nurses in the hospital.

This paper aims to construct an index system of evaluating food safety status, composed of three sub-systems—quantity safety, quality safety, and development safety. The index system is designed to collect annual data from 2005 to 2017 and run a chronological evaluation on China’s food safety status based on an entropy method. The evaluation results indicate that though China’s food safety supervision effect has been stably sound, the highest score is 0.7392 (in 2017). In addition, the proportions of the above three sub-systems were changed towards a balanced trend, with quality safety rising from less than 7% to 36.19% as a significant part of the evaluation of the effect of food safety supervision. In terms of single indexes, agrochemical input intensity and the ontology of agro-production safety have made relatively great contributions, while the indexes that embody price safety lack stability, and the roles of indexes related to development safety in the effect of food safety supervision have been increasingly recognized and valued.

Observations of 246 children and the adults accompanying them were carried out in supermarkets. Of those arriving and leaving by automobile ( n = 194), 36% of adults used safety belts, and 51.1% of children used safety belts or restraining seats. While shopping, 79% of adults lost sight of the children in their care at least once, and 73.2% were 10 feet or more from their children at least once. 48% of children climbed or attempted to climb from carts; 27% stood in carts, and 23.6% handled hazardous products. 24% of adults purchased tobacco products. Poor adult supervision of children was related to adult's nonuse of safety belts and the child's and adult's ages. Climbing from the cart was related in a logistic regression to both poor adult supervision and child's age. Tobacco purchases were related to handling of hazards by children and standing in carts. Child's age and adult's safety belt use related to the restraint of children in vehicles.

Purpose This paper aims to focus on the perspectives of correctional officers supervising young offenders on community supervision in Singapore. Design/methodology/approach The study adopted a qualitative research framework, where attention was devoted to understanding the perspectives of eight reintegration officers, and what they perceived to have helped young offenders successfully discharged from community supervision. Findings The five essential factors that emerged are compliance to supervision conditions, education and/or employment, ability to cope and efforts to change, support and environment. Each factor is defensible and had been substantiated by past research that incorporates evidence-based practice in correctional rehabilitation for offenders. Research limitations/implications Due to constraints imposed on the research timeline, the five factors identified do not take into account societal-level barriers such as stigma, discrimination and inequalities, which are important factors that can be further explored in subsequent studies. Originality/value In Singapore, there is no research study on the Reintegration Officers' perspectives on what they deemed as critical for offenders to be discharged from community supervision. Understanding these key factors may help to shape future research in determining supervisees’ readiness for discharge from community supervision in Singapore. This knowledge gained could further inform and bolster the correctional rehabilitation services provided by SPS and be further developed into a tool that can be used to systematically assess the readiness of offenders to be discharged from community supervision.

Abstract Background Supervision is central to resident education and patient safety, yet there is little published evidence to describe a framework for clinical supervision. The aim of this study was to describe supervision strategies for on-call internal medicine residents. Methods Between January and November 2006, internal medicine residents and attending physicians at a single hospital were interviewed within 1 week of their final call on the general medicine rotation. Appreciative inquiry and critical incident technique were used to elicit perspectives on ideal and suboptimal supervision practices. A representative portion of transcripts were analyzed using an inductive approach to develop a coding scheme that was then applied to the entire set of transcripts. All discrepancies were resolved via discussion until consensus was achieved. Results Forty-four of 50 (88%) attending physicians and 46 of 50 (92%) eligible residents completed an interview. Qualitative analysis revealed a bidirectional model of suggested supervisory strategies, the “SUPERB/SAFETY” model; an interrater reliability of 0.70 was achieved. Suggestions for attending physicians providing supervision included setting expectations, recognizing uncertainty, planning communication, having easy availability, reassuring residents, balancing supervision, and having autonomy. Suggested resident strategies for seeking supervision from attending physicians included seeking input early, contacting for active clinical decisions or feeling uncertain, end of life issues, transitions in care, or help with systems issues. Common themes suggested by trainees and attending physicians included easy availability and preservation of resident decision-making autonomy. Discussion Residents and attending physicians have explicit expectations for optimal supervision. The SUPERB/SAFETY model of supervision may be an effective resource to enhance the clinical supervision of residents.

Much of the supervision incivility research has focused on the supervisor-subordinate dyad when examining the effects of supervision incivility on employee outcomes. Our study examines a trickle-down effect of supervision incivility across three hierarchical levels, i.e., from the department leader (middle manager), through group leader (supervisor), and to group members (employees), and how it affects group psychological safety. Drawing on a sample of 346 employees and 78 group leaders in 78 work groups, our research found a negative relationship between department leader incivility and group psychological safety, and that this negative relationship was mediated by group leader incivility and moderated by group leader attribution for performance-promotion or injury-initiation motives. We further discuss the theoretical and practical implications of these findings.
