The article contains substantiated criteria for the quality of an advertising video using the Saaty hierarchy analysis method. Thanks to the proposed recommendations, the enterprise can prioritize the video content development process and focus more on the significant criteria that affect the final result. The equivalence of the influence on the quality of the video of such criteria as the level of personnel qualifications, the quality of the script, the price and speed of creation, technical equipment has been proved. Other criteria are less important, but have their own contribution.

Abstract:
In this study, analytical hierarchy process was used to select an optimal method for the preparation of dual loaded flavono polymeric nanoparticles. Analytical hierarchy process involves structuring multiple choice criteria into a hierarchy, assessing the relative importance of criteria, comparing alternatives for each criterion and determining an overall ranking of the alternatives. Hierarchy model was developed with the goal in the first level, 10 criteria in the second level and methods for the preparation of polymeric nanoparticles in the third level. To assess the relative importance of criteria, all criteria were compared with each other using Saaty’s scale. To compare the methods, all the methods for the preparation of polymeric nanoparticles were compared with each other for each criterion using Saaty’s scale, which leads to the formation of pair-wise comparison matrixes and consistency ratio was calculated for the each pair-wise comparison matrix. The study result showed that the consistency ratio of each pair-wise comparison matrix were well within acceptable limits. Of 10 criteria, reproducible results received the maximum overall priority weight followed by desirable size. Of 10 methods, nanoprecipitation method received the maximum overall priority weight followed by supercritical fluid technology. Analytical hierarchy process has identified reproducible results as criteria preference and nanoprecipitation as an optimal method for the preparation of dual loaded flavono polymeric nanoparticles. The article is devoted to identifying the features of application the Analytic Hierarchy Process (AHP) when choosing the modernization strategies to thermal power plant (TPP) subsystems and convert TPP into an energy technological complex (ETC). Criteria for evaluating the effectiveness of alternative energy projects are presented. It is shown that the use of optimization methods makes it possible to reduce the influence of the subjectivity of the decision maker (DM) at the upper levels of the hierarchy. The method of parallel hierarchies is proposed, which allows in one model to take into account the influence of non-subordinate tasks and problems of energy production.

Abstract:
Problems known in the literature are considered for evaluating ratings of alternatives based on pairwise comparisons. To solve the problems, three methods are used, including the traditional method of of analysis of hierarchies by T. Saaty and the method of weighted geometric means, as well as the new method of minimax log-Chebyshev approximation, for which the solution is obtained using the apparatus and methods of tropical (idempotent) mathematics. Comparison of the solutions obtained shows that the use of different methods does not always lead to the same or close results. If the results of different methods differ significantly the choice of one of them for making a decision does not seem entirely justified. On the contrary, the coincidence or similarity of these results can be considered as some additional argument in favor of choosing one of them as a solution close to the optimum.

Abstract Pairwise comparison matrices are of key importance in multi-attribute decision analysis. A matrix is incomplete if some of the elements are missing. The eigenvector method, to derive the weights of criteria, can be generalized for the incomplete case by using the least inconsistent completion of the matrix. If inconsistency is indexed by CR, defined by Saaty, it leads to the minimization of the Perron eigenvalue. This problem can be transformed to a convex optimization problem. The paper presents a method based on the Newton iteration, univariate and multivariate. Numerical examples are also given.

A fuzzy comprehensive evaluation model of printing quality was established by using the method of fuzzy evaluation and analytical hierarchy process(AHP).The main parameters which influence printing quality were analyzed. The factor set to constitute fuzzy comprehensive evaluation was confirmed. The structure of analytical hierarchy was established by analyzing different plans, which influences printing quality evaluation. Comparison judgment matrixes were constructed by pairwise comparison of each factor using Saaty 1-9 scales. The weights of every factor were determined by calculating the feature vectors of comparison judgment matrixes and the consistency test. Finally the printing quality hierarchy was evaluated by using fuzzy comprehensive evaluation and according to maximum membership principle. The result indicated that the model objectively determined the weights of parameters which influence printing quality, subjectively evaluated the printing quality hierarchy, and realized the unification of subjective evaluation and objective evaluation.

The aim of the article is to determine and verify the key assessment indicators for the insurance market by applying the decomposition multi-attribute methods and regression analysis. The assessed specific indicators are qualitative indicators (insurance penetration, claim ratio) and quantitative indicators (gross premium, insurance benefit, number of insurance contracts, number of settled insurance claims, number of employees, number of commercial insurance companies, concentration of the insurance market, and more). The decomposition multi-criteria AHP method (analytic hierarchy process) and ANP method (analytic network process) based on the Saaty pair comparison approach are described, including the computation procedure. The described methods are then applied to determine the preferences of the indicators for the insurance market. Subsequently, a particular regression model is created. Our findings reveal the resulting preferences of individual indicators of the insurance market evaluation and key assessment indicators.

Rock mass clasification systems that have been developed such as RSR “Rock Structur Rating” (Wickham et al., 1972), RMR “Rock Mass Rating” (Bienieawski, 1973, 1975, 1979, 1989), NGI Q-system (Barton et al., 1974) and the results of the development of the new "Rock Mass Clasification on Rock Slope Stability Assessment" (Ya-Ching Liu, Chao-Shi Chen, 2007) is a combination of the Analytical Hierarchy Process (AHP, Saaty, 1980) and Fuzzy systems. Delphi Method (FDM, Kaufmann and Gupta, 1988) this system consists of 3 grouping factors to assume slope stability consisting of geological, geometrical and environmental factors and the method developed by Ya-Ching Liu, Chao-Shi Chen, 2007 will be used in research this. The observation location used to use this method is spread over 7 mining blocks, namely block 67 - 73 which produces 2 classification characteristics of rock mass which are stable and tend to be unstable.Abstrak. The successful performance of construction enterprises as well as their competitiveness are largely determined by the construction technology and management methods used. In this respect two levels referring to a building or structure itself and to a construction enterprise as a whole should be distinguished. The technology of a building or structure embraces its construction system generally characterizing building materials, design solutions and load‐bearing structures and enclosures used in the construction of this particular building. The problem of selecting a general technological criterion for the whole construction enterprise arises. A construction enterprise fulfilling its annual program can simultaneously construct buildings and structures based on various construction systems, i.e. it can use various technologies. Searching for an integrated criterion to describe an enterprise as a whole three main issues including the variation of the applied technologies and their volumes and technological effectiveness should be taken into consideration. In the paper the problem of determining technological effectiveness of construction systems is considered. A method of pairwise comparison developed by T. Saaty was used to address this problem. The calculations were made for all thirteen technologies currently used in Lithuanian construction industry. Based on the suggested approach the weight of technological effectiveness was determined for each of them in the parts of one.

This manuscript is focused on describing and analyzing certain logistics processes and activities in a chosen light manufacture, warehouse and distribution enterprise, and subsequently a proposal for implementing a suitable logistics information system for corporate management providing interconnection among all the logistics activities of such an enterprise. The first two chapters outline the basic concepts related to the issue of logistics processes, electronic information systems as well as a brief description of the analyzed enterprise. The following chapters consist of the most important parts of this research study. An advanced logistics information system is specified and thereafter implemented on the basis of a predefined set of criteria and by implementing certain opted methods included into the Operations Research, particularly the multi-criteria decision making problems. Specifically, the Scoring Method is utilized, and subsequently the results obtained are compared using the Saaty quantitative pairwise comparison method.

The Analytic Hierarchy Process (AHP) proposed by T. L. Saaty has been widely used in decision making. Inner dependence method AHP is used for cases in which criteria are not independent enough. Using the original AHP or inner dependence AHP may cause results to lose reliability because the comparison matrix is not necessarily sufficiently consistent. In such cases, fuzzy representation for weighting criteria using results from sensitivity analysis is useful. We present weights of normal AHP criteria via fuzzy sets, then calculate modified fuzzy weights of inner dependence methods. We also get overall weights of alternatives based on certain assumptions. Results show the fuzziness of inner dependence AHP if the comparison matrix is not sufficiently consistent and individual criterion do not have enough independence.

Two rating scale techniques employing an absolute magnitude estimation method, were compared to a relative judgement method for assessing subjective workload. One of the absolute estimation techniques used was an unidimensional overall workload scale and the other was the multidimensional NASA-Task Load Index technique. Thomas Saaty's Analytic Hierarchy Process was the unidimensional relative judgement method used. These techniques were used to assess the subjective workload of various of single- and dual-tracking conditions. The validity of the techniques was defined as their ability to detect the same phenomena observed in the tracking performance. Reliability was assessed by calculating test-retest correlations. Within the context of the experiment, the Saaty Analytic Hierarchy Process was found to be superior in validity and reliability. These findings suggest that the relative judgement method would be an effective addition to the currently available subjective workload assessment techniques.

Sustainable development implies establishing principles, objectives and strategies within organizations that impact the organizational culture in innovation. However, a method needs to be defined in order to know the critical factors that allow the strengthening of the organizational culture in innovation with emphasis on Industry 4.0 and sustainable development in a highly changing environment for a specific organization. In this sense, the paper identifies the set of factors that are documented through reviews and analysis of the literature, subsequently proposes a Multi-Criteria Decision Making (MCDM) methodology using hesitant fuzzy linguistic term sets (HFLTS) and combinative distance-based assessment (CODAS), where factors are evaluated to obtain a score and hierarchy value. Weight values were calculated using the ambiguity reduction method, which incorporates the knowledge acquired by researchers in organizational culture of innovation and expert judgment under the Saaty scale used in analytic hierarchy process (AHP). Finally, a model of organizational culture in innovation is proposed that can be used by organizations to focus strategies on the factors of greater hierarchy and thereby optimize their resources considering the sustainable development and the Industry 4.0 approach.

The purpose of this study was to examine the financial investments factors in promoting mass sport in Korea and to determine their relative importance and investment priorities. This information would be a guideline for sports administrators' decision making in establishing investment policy. The Delphi technique (Dalkey, 1976) using 30 experts in mass sport administration and the Analytic Hierarchy Process method (Saaty, 1983) were used in this study. Six investment factors with 21 subfactors were derived. The top investment priority was given to the Sports Facilities factor, followed by the factors of Publicity, Leaders, Administrative Support, Voluntary Sports Clubs, and Programs. Investment priorities of subfactors in each factor were also discussed.

Abstract:
This research aims to formulate a poverty alleviation strategy in Indonesia by empowering Islamic Microfinance Institutions (IMFI) based on political-economic studies. The Indonesian political-economic system is stipulated in Article 33 of the 1945 Constitution and its Explanatory Paragraph, making the people the center of attention for national economic development. The research uses the Analytic Network Process (ANP) method developed by Saaty. The ANP construction uses a model consisting of 3 main clusters, namely Problems, Solutions, and Strategies. The qualitative-quantitative assessment data is determined based on the Saaty Scale obtained through an in-depth interview of 9 expert respondents and practitioners in Islamic economics and finance. The results show that poverty alleviation strategies need to be carried out through cultural and structural approaches. The cultural approach includes revitalizing the concept of the people's economy as stated in the 1945 Constitution, campaigning for using the domestic product, socialization to increase literacy about waqf and zakat, improving the practices of bureaucratic ethics, and strengthening the values of togetherness and anti-monopoly. The strategy at structural approach is carried out by implementing policies to enhance the role of cooperatives in the national economy; increasing the education budget for the poor and needy; increased coordination between authorities; bureaucratic reform; and honest and fair law enforcement against corruption. Abstract The paper presents the issue of production processes improvement in foundries in the area of finishing treatment of iron casts manufactured on automated foundry lines with vertical or horizontal mould division. Due to numerous factors which influence the efficiency of the processes, multi-criterion assessment tools were proposed in order to select the optimal solution for the assumed criteria. After determining the criteria weight using the Saaty method, a simulation experiment was designed and carried out which presents possible scenarios of casts finishing treatment operations. Basing on experiment reports from a computer model, particular solutions were evaluated using the Yager's method. The evaluation of the experiment results was performed by experts who assessed different options according to each of the criteria adopted. After the establishment of the total standardized ratings by averaging the scores given by individual experts, the final decision was generated. Using the presented method, the best solution was chosen from among the analyzed scenarios.

We investigate pairwise comparisons matrices with elements from a real interval which is a traditional multiplicative approach used in Analytic hierarchy process (AHP). Here, we deal with two essential elements of AHP: measuring consistency of PC matrix and the method of eliciting the priority vector by which the final ranking of alternatives is derived. Classical approaches introduced by T. Saaty in AHP are compared with later approaches based on the AHP criticism published in the literature. Advantages and disadvantages of both approaches are highlighted and discussed.

The article formulates the problem of development and coordination of management decisions of distribution of net profit of the enterprise for owners. The analysis of scientific views, mechanisms, methods and provisions to address this problem. As a result of the analysis it was found out that none of the considered articles solved this problem even to a minimum extent. Therefore, the proposed method is relevant not only for the owners of enterprises, but also for economic science. The technique is based on the analytic hierarchy process (AHP) T. Saaty. This method allows to formulate management decisions of distribution of net profit in the form of hierarchies and to carry out the pair assessment of these decisions in special matrices taking into account weight categories of experts/owners in the form of shares, in authorized capital. The study found that such an indicator as the ratio of consistency (OS) of matrices and hierarchies does not solve the problem sufficiently. Therefore, it is proposed to add or in some cases even replace the indicator with the Pierson-Kolmogorov-Smirnov consistency criteria. Thus, in the technique there is a possibility of triple coordination of decisions in the form of matrix estimates in MAI. To improve the level of consistency of these criteria, the modification of The full numerical scale of T. Saati from 17-point to 9-point and 7-point was made. The method also presents the indicator of the level of the resulting consistency of decisions (URSR) measured by the verbal-numerical scale Of E. Harrington in combination with such characteristics as consensus, compromise, conflict of medium and high severity. Any number of experts/owners and their authorized representatives can be involved in the implementation of the methodology without restrictions. The technique is characterized by a high degree of versatility and flexibility. Therefore, it can be used in enterprises with any organizational and legal form of management. The article presents the results of testing methods on the example of the industrial enterprise "Magma".

The Analytical Hierarchy Process is a very common method used in Multi-Criteria Decision Making (MCDM) to analyze participative assessments. However, due to the qualitative nature of this methodology, a high percentage of inconsistencies need to be addressed when analyzing user preferences. This work analyzes the efficiency of the Goal Programming model in order to reduce inconsistencies with pairwise comparisons when working with inexpert participants and time limitations. A case study has been carried out that assesses online courses in higher education with the Analytical Hierarchy Process in order to understand the usefulness and feasibility of the method. Evaluation of four e-learning tools (collaboration tools, content tools, tutorial sessions and evaluation tools) used in an online business degree were collected from 72 students through a ‘Saaty-type’ survey, and the model was applied to improve the consistency of these results. This model has been able to minimize the inconsistencies of individual preferences while avoiding the loss of primary information.

Saaty in the 1970s; decision-making trial and evaluation laboratory (DEMATEL) to construct interrelations between criteria/factors and VIKOR method, a commonly used multiple-criteria decision analysis technique for determining a compromise solution and improving the quality of decision making.FindingsThe example provided has demonstrated that the proposed approach is an effective and useful tool to assess the risk of adverse events in the hospital sector. The results could help the hospital identify its high performance level and take appropriate measures in advance to prevent adverse events. The authors can conclude that the promising results obtained in applying the AHP–DEMATEL–VIKOR method suggest that the hybrid method can be used to create decision aids that it simplifies the shared decision-making process.Originality/valueThis paper presents a novel approach based on the integration of AHP, DEMATEL and VIKOR methods. The article deals with the formulation of the problem of assessing conflictological competence by means of mathematical modeling. An analysis of existing definitions of this concept is provided. Conflictological competence as the most important feature of a manager’s professionalism is a complex concept that assumes the presence of theoretical knowledge about the possible ways to work with a conflict, a certain set of skills for their practical application and the necessary personal and professional qualities for effective conflict management in the interests of the organization. Conflictological competence of a leader can be defined as an integral assessment of the degree of achievement of goals at the stages of conflict management: the readiness of the leader to prevent conflict, conflict resolution and overcoming its negative consequences. The content model of the conflict is considered as the basis of modeling. To translate this model into mathematical language, the analitic hierarch process (AHP) by Thomas L. Saaty, which has its own software Super Decisions, is used. As a result of the use of AHP, the relative degree of interaction of elements in the hierarchy, the priorities of alternatives and the optimal solution are determined. In the article on the example of conflict in an organization, AHP is used to assess the conflictological competence of the leader. The proposed analytical toolkit can be effectively utilized by experts, managers and decision makers to assess conflictological competence.

On the other hand, evaluating ERP software alternatives under a set of criteria leads us to a multiple-criteria decision making (MCDM) problem, and needs to use proper MCDM methods. In the current literature, a number of the MCDM methods have been proposed to solve these kinds of problems, both of which are the analytic network process (ANP) of Saaty, and grey relational analysis (GRA) which has been widely used in solving MCDM selection problems in various fields. Moreover, in this article, the authors used the fuzzy extension of the ANP method to reflect the uncertainty and ambiguity of decision maker(s) into problem in order to reach more reliable solution. As the fuzzy ANP method was used to calculate the priority weights of the evaluation criteria, the GRA method with fuzzy interval-values was employed to rank a set of the possible ERP software alternatives. The proposed approach was also validated in a case study to show its applicability to potential readers and practitioners.

The task of planning work while the implementation of the project, where you can separate several stages, is discussed in the article. Dependent stages are allowed, the fulfillment of which is possible only after the successful completion of a particular stage or group of stages. The approach for receiving the maximum mean income under planning for the period under review is offered, positive or negative income is associated with the fulfillment or non-fulfillment of certain stages of the project. The basis of approach and Markov chain theory are the method of dynamic programming. All the variables of the given problem are described, the necessary formulas and equations for numerical calculations based on the recursive Bellman relation are given. The processing of expert estimates (obtaining the transition probabilities of Markov chains) is proposed to be made using the methods of Saaty. The decision result is the selection of admissible managements. Managements (management decisions) allow to adapt with various scenarios which may occur on the implementation stages of projects.

The paper deals with the comparative assessment of competence level of transport system experts. The high level of competence of the experts is the premise to ensure the quality of the expertise of the systems insufficiently formalized from a mathematical point of view and characterized with a high degree of uncertainty. Six factors for assessing the competence of transport system experts were summarized. The values of the priority vector of the competence factors were established with the application of the Saaty algorithm and scale in nine points by the method of comparisons in pairs. The value of the concordance ratio of the experts' opinion for the prioritization matrix was calculated. The comparative competence coefficient of the experts in transport systems was calculated and the hierarchy of experts was established according to the value of the nominal coefficient.

In the practical part, the authors use Saaty's method, also known as the Analytic Hierarchy Process. Saaty is considered to be the most important researcher dealing with the issue of multiple-criteria decision-making. The set multiple-criteria decision-making problem was to choose one business partner out of eight under consideration. The decision-making criteria included selected financial indicators and non-financial criteria. The aim of the contribution is to use the Analytic Hierarchy Process to assess potential business partners and to select an optimal candidate.

The hierarchy model for grindability evaluation of ceramics was set up. All influence factors of ceramic grindability can be considered together by application of analytic hierarchy process (AHP) approach. Material property parameters and grinding parameters were selected as evaluating factors to have a comprehensive estimation of ceramic grindability. Saaty 1-9 scales were applied to make comparison matrix by pairwise comparison of factors. Then weights of factors were calculated. The grindabilities of ceramics were evaluated by comparison of comprehensive values of grindability. SiC, Al2O3, Si3N4 and ZrO2 were evaluated with AHP approach as an example. Five influence factors, including hardness, fracture toughness, elastic modulus, grinding force and material removal rates, were selected for evaluation. Grindabilities of four ceramics, ranking form easy to difficult, are SiC, Al2O3, ZrO2 and Si3N4. The research shows that AHP approach is a reasonable and effective evaluation method for grindability of ceramics.

This paper describes a methodology for handling the propagation of uncertainty in the analytic hierarchy process (AHP). In real applications, the pairwise comparisons are usually subject to judgmental errors and are inconsistent and conflicting with each other. Therefore, the weight point estimates provided by the eigenvector method are necessarily approximate. This uncertainty associated with subjective judgmental errors may affect the rank order of decision alternatives. A new stochastic approach is presented to capture the uncertain behavior of the global AHP weights. This approach could help decision makers gain insight into how the imprecision in judgment ratios may affect their choice toward the best solution and how the best alternative(s) may be identified with certain confidence. The proposed approach is applied to the example problem introduced by Saaty for the best high school selection to illustrate the concepts introduced in this paper and to prove its usefulness and practicality.

This necessitates taking into account the performers’ personal and psychological qualities in a complex, considering professional competencies. The main criterion for IT project management efficiency is the labour intensity of solving project problems. The COCOMO II method allows having the most complete consideration of various aspects of the performers’ team work while calculating labour intensity. The article proposes a scheme and describes the main stages of the experiment, which makes it possible to evaluate the effectiveness of using an integrated systematic approach to solving the problem of improving the efficiency of managing the organizational processes of IT projects. Hierarchical ideas about the actual performance in state supervision bodies in modern conditions have been developed. Findings. Layerings of some issues in implementing supervisory activities in protecting educational facilities, residential and industrial buildings have been developed. Separately layering the issue of planning small segments of working time for a state fire supervision inspecting officer is considered. Research application field. The results of the study can be used in working out effective technical solutions in state fire supervision of EMERCOM of Russia management. The constructed models can be used to optimize the inspector's workload and to support managerial decision-making by Chief State Inspecting Officer for Fire Supervision. The models allow considering a large number of criteria and alternatives, and determining their weights taking into account various situations. Conclusions. The possibilities of using special computer programs based on the analytical hierarchy method, considered in the article, will reduce experts' interviewing time. This optimizes workload when planning the working time of state fire supervision inspecting officers, which will increase the time for implementing preventive and other measures and improve their quality.

This article deals with the design and implementation of a prototype of an efficient Low-Cost, Low-Power, Low Complexity–hereinafter (L-CPC) an image recognition system for person detection. The developed and presented methods for processing, analyzing and recognition are designed exactly for inbuilt devices (e.g., motion sensor, identification of property and other specific applications), which will comply with the requirements of intelligent building technologies. The paper describes detection methods using a static background, where, during the search for people, the background image field being compared does not change, and a dynamic background, where the background image field is continually adjusted or complemented by objects merging into the background. The results are compared with the output of the Horn-Schunck algorithm applied using the principle of optical flow. The possible objects detected are subsequently stored and evaluated in the actual algorithm described. The detection results, using the change detection methods, are then evaluated using the Saaty method in order to determine the most successful configuration of the entire detection system. Each of the configurations used was also tested on a video sequence divided into a total of 12 story sections, in which the normal activities of people inside the intelligent building were simulated.

Burglary resistance expresses the time required to overcome the barriers to cause the damage in order to unlawfully enter a place for the purposes of stealing property or committing a felony (i.e., disruption of important assets, e.g., critical infrastructure). Damage to the object protection system means damage to the symmetry of the system—the balance between protection measures and security threats. Barriers are considered to be the walls of buildings or secure storage units (safe, safe, etc.), i.e., passive barriers that separate asset (protected value) from the security threat. The role of barriers in the security system is also to slow down the attack and create a time reserve for the intervention of a security service. There is no uniform approach to express the burglary resistance of such barriers using explosives; however, burglary by explosion are present. Explosives in the article are a tool that can be used by the offenders. The article uses mainly Delphi method and Saaty method. These methods have made it possible to identify and expertly evaluate scenarios for the use of explosives to break a barrier. Logical methods and interviews were also used. The result of the article is the identification and evaluation of the possibilities of using explosives to overcome barriers and expressing the blast burglary resistance of barriers. The universal assessment approach allows the inclusion of explosives to the burglary resistance protection system assessment schemes.

Abstract:
The main goal of this research was to establish a spatial model for identification of suitable land for cotton in Punjab, Pakistan through evaluation of multidisciplinary variables by applying geographic information system (GIS) and analytical hierarchy process (AHP) approach. In this model, rivers were used as constraint and seven factors were temperature, soil physical and chemical properties, soil pH, aridity classes, agro-ecological zones, and river command area. On the basis of these parameters suitability maps were generated. By pair-wise comparison matrix (PWCM) of AHP, weights were extracted by means of principal Eigen vector by Saaty’s method, with accepted consistency ratio of 0.09. Multi-criteria evaluation (MCE) employing weighted linear combination aggregates all suitability maps to generate final suitability map. It was found that more potential sites exist along with existing cotton practiced area. The result provided important information for farmers to establish linkage between policy decisions andregulatory actions and to improve agricultural land management.

Abstract:
Research background: Family businesses are undoubtedly important in both the Czech and international economy. They also play a crucial part in globalization. They have always been providing the largest job source in the private sector all over the world. However, over all these years, there has not been a unified definition of family business, which makes the government hard to distinguish between family and non – family business. Thus, this complicated the administrative and legal process. Finally, in 2019, the definition of the family business in the Czech Republic has been specified, which has facilitated many administrative and legal processes. Simultaneously, the management of Czech family businesses is currently facing the first “post-revolutionary” transition of generations. Many family businesses are deciding whether to maintain or to change the type of business entities. Purpose of the article: This article aims to determine the most advantageous legal form of business for micro family businesses. Methods: This article uses the Saaty pair comparison method and TOPSIS method. In addition to the methods of analysis, synthesis, and comparison, the selected methods of multiple criteria decision making are used in the article. Findings & Value added: The results of the decision analysis revealed that, based on the criteria considered (legal, accounting, tax and managerial), the most optimal legal form of the family business is self-employed. Apart from the results, the research adds value to this topic for the Czech business environment, in which future scholars can compare between the Czech Republic and the other countries.

Abstract:
The paper proposes a mathematical model for evaluating the attractiveness of alternatives by a qualitative criterion, which is based on the method of evaluating latent variables according to the Rasch model. This model is intended for assessing the attractiveness of alternatives in expert evaluation using the hierarchy analysis method based on a paired comparison of alternatives. The proposed method will make it possible to obtain objective estimates of alternatives on a linear scale, which do not depend on the composition of the alternatives being evaluated. Aim. The purpose of the study is to describe a new mathematical apparatus that allows one to obtain estimates of the attractiveness of alternatives and has a number of advantages over traditional methods of evaluation. The proposed model is based on the theory of latent variables, and more precisely, on the Rasch model for estimating latent variables. Materials and methods. The basis of the model for evaluating alternatives described in the paper is the method of paired comparisons. However, unlike the traditional mathematical apparatus of the hierarchy analysis method, the method for identifying the preference of one alternative over another for each of their pairs is based on a probabilistic approach, so preference estimates are less abstract and more objective. The paper gives a mathematical substantiation of the proposed model, compares the results of estimation by the proposed model with the results obtained by traditional methods. Computational experiments are also described that substantiate the adequacy of the obtained estimates. Results. A mathematical model has been developed, which is an alternative to the hierarchy analysis method (T. Saaty) for assessing the attractiveness of alternatives using the method of paired comparisons. Unlike the traditional evaluation method, the model allows you to obtain independent estimates of alternatives on a linear scale, and the criteria for comparing alternatives are probabilistic in nature, which allows for an objective assessment. Computational experiments have shown the adequacy and good stability of the obtained estimates to changes in the initial data. Conclusion. The proposed method for processing expert information obtained from paired comparisons of alternatives will make it possible to obtain the most objective assessments of them and can be used as a mathematical apparatus for decision support systems in many areas of scientific and practical activity.

Tunnel collapse in the karst tunnel occurs suddenly. Dynamic risk assessment for tunnel collapse is more accurate than static analysis, which is not enough at the stage. The study designs a new questionnaire to establish dynamic risk assessment for karst tunnels collapse, by a fuzzy analytic hierarchy process (F-AHP) method. The characteristics of the cave, dynamic monitoring, and prediction are fully considered in the assessment to strengthen the karst and dynamic characters: (1) the factors of dynamic risk assessment are selected based on advanced geological prediction, collapse investigation, and theoretical analysis as dynamic and static factors. Dynamic factors are classified as the rationality of advanced geological prediction method, reliability of data, the accuracy of data analysis, and timeliness and effectiveness of forecast information transmission. Karst cave characteristic factors are composed of cave scales, locations, and thickness of rock plate, based on collapse investigation and theoretical analysis to strengthen the character of karst. (2) A new questionnaire is designed in the consulting process to express the relative importance of factors by combining a Saaty scale method and a designed three-scale method. The judgment matrix by the new questionnaire can satisfy the consistency requirement, which is hard to satisfy in the traditional F-AHP method. (3) The dynamic risk assessment is carried out on different samples in the Lianhuashan tunnel. By comparing the dynamic assessment results with the occurrence of disasters, the rationality of the assessment is verified.

Abstract:
Well-designed marketing activities and the use of modern marketing tools can increase the competitiveness of banks on the market. Given this fact, the main purpose of the study is to develop theoretical and practical provisions for estimating the level of marketing activity of banking structures. This is based on the definition of the integral index and takes into account all the elements of the marketing-mix and their partial indicators. The urgency of solving this problem comes from the fact that it is precisely the estimation of the level of marketing activity of the banking structures that directs managers to make the appropriate adjustment of marketing activities and make use of modern marketing instruments that will increase the competitiveness of banks on the market (e.g. increase market share and expand the boundaries of the target segments, help to create a positive image of the bank and maintain its business reputation). The article proposes a calculation methodology for bank marketing activity, which has been tested through the definition of the level of marketing activity of the leading Ukrainian banks. The computation of the level of bank’s marketing activity is based on the calculation of the integral indicator by summarization the input statistics, that characterize the bank’s marketing activity, with help of two methods: the standardization method and the hierarchy analysis method (Saaty method). The results of the expert survey were used for determining the weight of partial indicators within the hierarchy analysis method. Based on the results, the analyzed banks are ranked according to the level of their marketing activity in the investigated period, and a system of particular measures for raising the level of their marketing activity has been established.

In order to create a comprehensive policy, waqf institutions should determine the view of waqif [someone who takes waqf] related to which sector should be the priority of Indonesian waqf development in the future. This research would determine the preference of waqif related to the Indonesian waqf development in the future. This research used Analytic Network Process (ANP) method which was developed by Thomas L. Saaty to identify priority rank of waqf development. Based on the analysis result, it could be seen that the most prioritize of Indonesian waqf development was on the education sector. Waqif tended to trust waqf institution which have been actively involved in the education sector. It showed that education sector was the most important sector in Indonesia. Beside education, the second important ranked sector was the health sector. Beside waqf development sector, analysis result found that priority of Indonesian development waqf was more to the cash waqf. It showed that the cash waqf was viewed to be more important to be developed in Indonesia because the waqf property was liquid (in cash money).

Abstract:
This paper highlights a sustainability and self-organization perspective of the innovation ecosystems. Such issues as under what conditions self-organization takes place and what mechanisms form an innovation ecosystem in a sustainable way are underexplored in the academic literature. To ensure self-development of actors in the ecosystem, a self-adjustment mechanism is needed that allows implementation of sustainability principles. This article proposes a practical tool for assessing an actor in an ecosystem using the method of analytic hierarchy process (AHP), developed by T. Saaty. It allows for operationalizing the processes of self-organization in the ecosystem without an external intervention and addresses the main implications for sustainable development of innovation industrial ecosystems. The authors illustrate their assumptions with an empirical case study of the industrial ecosystem “Technologies for Improving the Quality of Life” (Moscow, Russia). The propositions arising from this analysis provide information to help academics, policymakers, government, and individual enterprises with a more adequate understanding of the practical mechanisms and tools that help trigger self-organization and sustainable development of the innovation ecosystems.

Value engineering is a technique to provide the necessary functions of a component or product at the lowest cost while meeting the specifications of quality, performance, and reliability. Development in the housing construction sector must be carried out as efficiently as possible by considering various factors. One of the most affecting factors is the selection of concrete types. The research was conducted on one of the housing projects located in Bumi Serpong Damai to know the most important criteria and the best alternative in selecting concrete types for housing projects. The criteria used are price, time, quality, ease of implementation, availability of tools and materials, technology, and concrete bearing capacity. Simultaneously, the alternatives reviewed are conventional concrete, ready mix concrete, and precast concrete. Research data in the form of questionnaires with the Saaty scale is analyzed by value engineering method with the Expert Choice program's help. Based on the analysis results, the most important criteria in selecting concrete types for residential projects are the quality of concrete with an eigen vector value of 31.1% and the best alternative was precast concrete with an eigen vector value of 47.8%.ABSTRAK Value engineering adalah suatu teknik untuk memberikan fungsi yang diperlukan dari suatu komponen atau produk dengan biaya terendah sekaligus memenuhi spesifikasi kualitas, kinerja, dan keandalan. Pembangunan dibidang konstruksi perumahan dituntut untuk dilaksanakan seefisien mungkin dengan mempertimbangkan berbagai faktor yang ada. Salah satu faktor yang paling mempengaruhi yaitu pemilihan jenis beton. Penelitian dilakukan pada salah satu proyek perumahan yang terletak di Bumi Serpong Damai dengan tujuan mengetahui kriteria terpenting dan alternatif terbaik dalam pemilihan jenis beton untuk proyek perumahan. Kriteria yang digunakan adalah harga, waktu, kualitas, kemudahan pelaksanaan, ketersediaan alat dan material, teknologi, dan daya dukung beton, sedangkan alternatif yang ditinjau adalah beton konvensional, beton ready mix, dan beton pracetak / precast. Data penelitian berupa kuisioner dengan skala Saaty dianalisis dengan metode value engineering dengan bantuan program Expert Choice. Berdasarkan hasil analisis didapati kriteria terpenting dalam pemilihan jenis beton untuk proyek perumahan adalah kualitas beton dengan nilai eigen vector sebesar 31,1% dan alternatif terbaik berupa beton pracetak / precast dengan nilai eigen vector sebesar 47,8%.

Regional aircraft are playing a significant role in airline operations. This paper considers the problem of selecting an appropriate aircraft from the airline fleet for optimal regional air travel realization. Complexity balance between air travel demand (passengers, goods) and the proposed aircraft capacity presents the priority in airline operations. A principal feature of the methodology considered in this paper is a multi attribute analysis of technological and operational aircraft characteristics (turboprop and turbojet). A comparison of the presented regional aircraft parameters is based on the following criteria: technological (aerodynamic efficiency, structural efficiency, fuel flow at the optional FL, cruise endurance and requested trip fuel for the fixed cruise range), operational (max range with max payload, ground efficiency (aircraft maintainability based on external dimensions) and climb capability. With the aim of defining aircraft rank, the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method was applied. Therefore, the Saaty scale was used for developing the weight of different criteria. The conducted research included a sample of four representative regional aircraft: Do328, CRJ100er, Saab2000 and ERJ145. The results obtained would help in determining the airline fleet or selecting the optional solution from the existing fleet.

Abstract:
When handling roads, there should not be any roads that are neglected. Due to the limitation of funds, among the roads that have to be maintained, it is not necessarily possible to handle all of them with the same priority. It is necessary to prioritise road handling by considering the conditions and factors that influence its use. Roads that are used more often will be prioritised when it comes to maintenance. The data used in this study consisted of secondary and primary data. The secondary data was obtained from the Public Works Office of Solok City (Database of Solok City Roads, 2017) and Bappeda (RPJMD and RTRW). 8 segments of road were observed. Traffic volume surveys were conducted for 2 x 24 hours. Furthermore, questionnaires were distributed to support the secondary data, and 30 respondents answered. Six criteria were considered: Condition Factors (A), Traffic Volume Factors (B), Economic Factors (C), Policy Factors (D) Land Use Factors (E), and Side Building Factors and Road Complement (F). This study used the Analytic Hierarchy Process (AHP) method developed by Thomas L. Saaty. This method will simplify the complex multi-criteria problem into a priority scale hierarchy. The results of the AHP method analysis were included in a mathematical model as according to Brojonegoro (1991).The results showed that the priority for routine road maintenance was “Traffic Light Pandan - Tanjung Paku” road section (033), the priority for periodic road maintenance was “SMP 1 Simpang Damar” road section (047) and the priority for road improvement in general was “Simpang Sigege - Ampang Kualo” road section (051).a
