Abstract:
The article contains substantiated criteria for the quality of an advertising video using the Saaty hierarchy analysis method. Thanks to the proposed recommendations, the enterprise can prioritize the video content development process and focus more on the significant criteria that affect the final result. The equivalence of the influence on the quality of the video of such criteria as the level of personnel qualifications, the quality of the script, the price and speed of creation, technical equipment has been proved. Other criteria are less important, but have their own contribution.

Abstract:
In this study, analytical hierarchy process was used to select an optimal method for the preparation of dual loaded flavono polymeric nanoparticles. Analytical hierarchy process involves structuring multiple choice criteria into a hierarchy, assessing the relative importance of criteria, comparing alternatives for each criterion and determining an overall ranking of the alternatives. Hierarchy model was developed with the goal in the first level, 10 criteria in the second level and methods for the preparation of polymeric nanoparticles in the third level. To assess the relative importance of criteria, all criteria were compared with each other using Saaty’s scale. To compare the methods, all the methods for the preparation of polymeric nanoparticles were compared with each other for each criterion using Saaty’s scale, which leads to the formation of pair-wise comparison matrixes and consistency ratio was calculated for the each pair-wise comparison matrix. The study result showed that the consistency ratio of each pair-wise comparison matrix were well within acceptable limits. Of 10 criteria, reproducible results received the maximum overall priority weight followed by desirable size. Of 10 methods, nanoprecipitation method received the maximum overall priority weight followed by supercritical fluid technology. Analytical hierarchy process has identified reproducible results as criteria preference and nanoprecipitation as an optimal method for the preparation of dual loaded flavono polymeric nanoparticles. Abstract:
The article is devoted to identifying the features of application the Analytic Hierarchy Process (AHP) when choosing the modernization strategies to thermal power plant (TPP) subsystems and convert TPP into an energy technological complex (ETC). Criteria for evaluating the effectiveness of alternative energy projects are presented. It is shown that the use of optimization methods makes it possible to reduce the influence of the subjectivity of the decision maker (DM) at the upper levels of the hierarchy. The method of parallel hierarchies is proposed, which allows in one model to take into account the influence of non-subordinate tasks and problems of energy production.

Problems known in the literature are considered for evaluating ratings of alternatives based on pairwise comparisons. To solve the problems, three methods are used, including the traditional method of of analysis of hierarchies by T. Saaty and the method of weighted geometric means, as well as the new method of minimax log-Chebyshev approximation, for which the solution is obtained using the apparatus and methods of tropical (idempotent) mathematics. Comparison of the solutions obtained shows that the use of different methods does not always lead to the same or close results. If the results of different methods differ significantly the choice of one of them for making a decision does not seem entirely justified. On the contrary, the coincidence or similarity of these results can be considered as some additional argument in favor of choosing one of them as a solution close to the optimum.

Abstract Pairwise comparison matrices are of key importance in multi-attribute decision analysis. A matrix is incomplete if some of the elements are missing. The eigenvector method, to derive the weights of criteria, can be generalized for the incomplete case by using the least inconsistent completion of the matrix. If inconsistency is indexed by CR, defined by Saaty, it leads to the minimization of the Perron eigenvalue. This problem can be transformed to a convex optimization problem. The paper presents a method based on the Newton iteration, univariate and multivariate. Numerical examples are also given.

A fuzzy comprehensive evaluation model of printing quality was established by using the method of fuzzy evaluation and analytical hierarchy process(AHP).The main parameters which influence printing quality were analyzed. The factor set to constitute fuzzy comprehensive evaluation was confirmed. The structure of analytical hierarchy was established by analyzing different plans, which influences printing quality evaluation. Comparison judgment matrixes were constructed by pairwise comparison of each factor using Saaty 1-9 scales. The weights of every factor were determined by calculating the feature vectors of comparison judgment matrixes and the consistency test. Finally the printing quality hierarchy was evaluated by using fuzzy comprehensive evaluation and according to maximum membership principle. The result indicated that the model objectively determined the weights of parameters which influence printing quality, subjectively evaluated the printing quality hierarchy, and realized the unification of subjective evaluation and objective evaluation.

This diploma thesis is concerned with providing a construction proposal of a linear axis X for multifunctional machining center. Resumo: o estudo do comportamento dos ácidos graxos, presentes em óleos e gorduras de origem vegetal é importante, pois eles se apresentam sob a forma sólida à temperatura ambiente por apresentarem uma longa cadeia carbônica. Assim, para a modelagem de suas propriedades termo físicas, o conhecimento da estrutura cristalina dos sistemas binários compostos de ácidos graxos toma-se essencial. O potencial da difratometria de raios-X na análise de materiais policristalinos aumenta quando é associado ao método de Rietveld para o refinamento de estruturas cristalinas, pois fornece simultaneamente os parâmetros estruturais da amostra, a análise quantitativa das fases, a determinação da orientação preferencial, o tamanho de cristalitos e a microdeformação das amostras analisadas, entre outras análises possíveis. Nesse trabalho investigou-se a formação de soluções na fase sólida dos sistemas binários formados a partir dos ácidos graxos: Mirístico(x) + Palmítico(l-x) (sistema D e Láurico(x) + Mirístico(l-x) (sistema 2), usando a difração de raios-X associada ao método de Rietveld. Amostras dos dois sistemas foram preparadas em várias concentrações com fração molar na faixa de O < x < 1 em intervalos de x = 0,1. A análise dos difratogramas de raios X para o sistema 1 mostra o efeito da adição do ácido mirístic_ no palmítico, com a ocorrência das duas fases simultaneamente entre 0,3 < x < 0,7. Fora desse intervalo, apenas as fases puras dos ácidos foram observadas. No sistema 2 observou-se a formação de uma nova fase cristalina entre 0,4 < x < 0,6, que não pode ser identificada como fase láurico ou mirístico. A melhor simulação para o Rietveld da amostra x = 0,4 foi obtida para as proporções 80% da nova fase e 20% da fase mirístico, enquanto que para a amostra x = 0,5, apenas a contribuição da nova fase foi considerada. O modelo para a nova fase cristalina no refinamento leva em consideração o arranjo de uma cadeia de C com 13 átomos para essa fase, seguindo o mesmo arranjo dos átomos de C nas células unitárias dos ácidos nos dois sistemas, e um bom ajuste (Rwp = 10,5%) foi obtido por Rietveld. Uma forte interação entre os grupos carboxila conduzindo a um possível ordenamento da estrutura explicaria a nova fase obtida do refinamento. Os resultados para x > 0,8 indicam a fase do ácido láurico como única contribuição
Abstract: The X-ray diffraction potential in the analysis of polyerystalline materiaIs enhances when it is associated with the Rietveld method for refinement of crystalline structures, since one can obtain simultaneously: the sample structural parameters, the quantitative phase analysis, the preferred orientation determination, crystallite size and sample micro strain, among other possible information. ln this work, the formation of solutions in the solid phase of the binary fat acid systems: Miristic(x) + Palmitic(1-x) (system 1) e Laurie(x) + Miristic(1-x) (system 2) by using the X-ray diffraction associated with the Rietveld method is investigated. Samples of the two systems were prepared with several concentrations in the range of O < x <1 with increments of O.1. The system 1 X-ray diffractogram analysis exhibits the effect of the addition of the Miristic acid in the Palmitic, with the occurrence of two simultaneous phases for 0.3 < x < 0.7. Out of this range, only the pure fat acid phases were observed. ln system 2, it was observed the formation of a novel crystalline phase for 0.4< x < 0.6, which could not be identified as none of the two acid phases of the system. The best Rietveld simulation for x = 0.4 sample was obtained for 80% of the new phase and 20% of the Miristic phase, whereas for x = 0.5 sample, only the new phase contribution was obtained. A possible model for the new phase obtained through the refinement takes into consideration the packing of a Carbon chain with 13 atoms in the unit cell, following the same disposition of the C atoms in the unit cell of the fat acids of both systems. A very good Rietveld fit (Rwp= 10,5%) was obtained for this new phase. A possible structure ordering due to a strong interaction among the carboxylic groups should explain the new phase obtained from the Rietveld refinement. The results for x > 0.8 show only the contribution of the Laurie acid phase

The simulation of the process of stabilization of financial intermediaries activity based on the Saati method was conducted. The main purpose of this study is to develop a structural and logical model for stabilizing the activities of financial intermediaries in Ukraine.

Abstract:
The work deals with the safety of technological systems and can be divided into two main thematic units. The attention in the first theoretic unit is paid to aspects that affect the safety of technological systems during their technical life. It describes, together with elementary norms and acts solving the products safety, the most important principles for creating and analysing the safety. It clarifies the origin of company’s risk management, part of its quality management, mentions the faults in which products can be found and also describes the failures which have the biggest effect on these faults and of course on the safety too. Attention is further paid to the reliability analysis, as the tool that helps to create the products safety in the pre-manufacturing phase and also to technical diagnostic, as the tool to keep the safety in after-manufacturing phase. The second practical unit arithmetically analyses the safety of two high-voltage transformers. For that it was used the database of real operation numerical values that were gained during diagnostic investigations on these transformers. In addition it describes mentioned diagnostics methods and gives the new procedure for analyse of transformers’ safety by criteria matrix and weighted sum approach. The main contribution of the work can be considered the checkout and the evaluation of this procedure for use in elaboration of high-voltage transformers diagnostic values for analyzing their safety.

The topic of this master thesis is to compare benefits from the building society account with the mortgage loan. The whole comparison will be done according to the new legislative. The aim of this study is to find whether it is more profitable to invest into your property with the mortgage or the building society account. For this collation eight different companies are approached. Four of them are building societies and four are banks. The experts from those companies were given three examples with different height of LTV from different applicants with different purposes. Those experts also assessed which indicators applicants should consider. According to these recommendations clients have ordered indicators by their assumed importance. Finally offers were evaluated by TOPSIS method and ordered by its advantageousness.

In discussing groundwater problems, it is important to evaluate groundwater flow precisely. Such evaluation can be accomplished by executing the situ-experiment, but due to the financial limitation of the study, the situ-data available in this research can be limited. However, geostatistics method, requiring few situ-data to generate a statistic result, can overcome the problem of lacking such data in this study.  In addition to 130 borehole data obtained in Taipei Basin and 5 conductivity data, this research applied Sequential Gaussian Simulation Method (SGS) to construct the conductivity random spacing field in Taipei Basin. The continuity of the random spacing field is related to the river mud sediment direction. MODFLOW was utilized on the random spacing field, to construct the groundwater model in Taipei Basin and to simulate the groundwater flow behavior. Subsequently, Hill Method and Harding Method were exploited to estimate the groundwater safety yield and safety water level.  The result of the study indicates that the areas in Taipei Basin suitable for pumping groundwater are Beitou District, Shilin District, Sindian City and Wugu countryside, while those unsuitable are Zhongshan District, Songshan District, Neihu District. At the aspects of groundwater safety yield and discharging volume, Sindian City has a larger amount of discharging volume, which can provide more safety yield than other areas in the basin. Within the four years from 1999 to 2002, the annual average safety yield in Taipei Basin is about 88.50 million tons per year.

Abstract:
The Analytic Hierarchy Process (AHP) is a Multi-Criteria method in which a number of decision factors (typically criteria and alternatives) are compared pairwise by one or more experts, using the Saaty scale, with the goal of sorting the alternatives (Saaty, 1977; 1980). For group AHP the Delphi method can be used in parallel with the AHP (Di Zio and Maretti, 2014), and this allows the search for a consensus on each pairwise judgement. A big issue of the AHP regards the inconsistency of the pairwise comparison matrices and here we propose a new method to reduce the inconsistency. As a solution we exploit the Nudge theory (Thaler and Sunstein, 2008) and from the second round of the Delphi survey, we calculate and circulate a Nudge to “gentle push” the experts towards more consistent evaluations. Furthermore, we propose the representation of the AHP matrices through graphs. In a direct graph two nodes are linked with two direct and weighted edges (or one edge with the direction based on the weights), where the weights indicate the evaluation given by an expert or, for a group, the geometric mean of the judgements. This type of visualization facilitates the reading of the results and could also be used as real-time feedback in the Delphi process, by displaying on the edges also a measure of variability. An application is proposed, on the evaluation of four future scenarios on the regulation of genetic modification experiments, assessed by a panel of 27 experts according to different criteria (plausibility, consistency and simplicity). The application demonstrated that it is possible to: a) reduce the inconsistency; b) collect useful textual material which enrich the AHP itself; c) use the inconsistency index as a stopping criterion for the Delphi rounds; d) display the pairwise comparison matrices with graphs.

From strain preparation to the mapping of sequencing reads, we detail all the steps for the making and analysis of SATAY libraries in any S. cerevisiae lab, requiring only ordinary equipment and access to a Next-Gen sequencing platform.

Di dalam pengembangan teknologi RPS tersebut terdapat hambatan yang dilakukan oleh kelompok negara-negara anggota Missile Technology Control Regime (MTCR) karena RPS sudah termasuk teknologi Roket yang memiliki jarak jangkau lebih dari 300 km. Sampai saat ini, Indonesia belum menjadi anggota MTCR tetapi berkeinginan untuk menjadi anggota dari rezim tersebut. Makalah ini mengkaji manfaat dan konsekuensi keanggotaan Indonesia dalam MTCR. Metoda yang digunakan dalam kajian ini adalah deskriptif kualitaif. Analisis dilakukan dengan pendekatan dari pengalaman negara-negara sebelum dan sesudah menjadi anggota MTCR. Dari kajian diperoleh hasil bahwa terdapat manfaat yang akan diperoleh Indonesia apabila masuk menjadi anggota MTCR diantaranya yaitu kepercayaan internasional terhadap Indonesia, peluang kerja sama, dan kemudahan di dalam transfer teknologi Roket. Sedangkan konsekuensinya diantaranya adalah Indonesia harus bersedia seluruh fasilitas berkaitan dengan pengembangan teknologi misil yang dimiliki diperiksa oleh Tim dari MTCR, melengkapi perundang-undangan nasional untuk mendukung implementasi MTCR, dan pengembangan kemampuan sumber daya manusia.

MTCR adalah sebuah asosiasi non-traktat informal yang ditetapkan negara G-7 tahun 1987. MTCR bertujuan membatasi dan mengawasi alih teknologi yang dapat berperan dalam teknologi misil, WMD, dan teknologi guna ganda. Saat ini beranggotakan 34 negara, dan India bukan anggota MTCR, bahkan pada awalnya India menentang MTCR. Walaupun bukan negara anggota, India berhasil mengatasi hambatan alih teknologi dari MTCR, dan saat ini telah mempunyai kemampuan dalam teknologi wahana peluncur dan misil. Pada Juni 2015 India secara resmi mengajukan menjadi anggota MTCR. Kajian ini bertujuan menganalisis mengapa India dalam posisinya sekarang mengajukan menjadi anggota MTCR. Metoda yang digunakan ialah deskriptif yang menggambarkan MTCR, dinamika India dalam mencapai kemampuan teknologi antariksa. Dengan menggunakan konsep kepentingan nasional untuk keamanan, analisis menghasilkan bahwa alasan India mengajukan menjadi anggota MTCR ialah (i) MTCR menjadi platform penting untuk akses ke teknologi wahana peluncur dan misil, sehingga dapat memperkuat kemampuannya untuk kepentingan keamanan, (ii) turut serta dalam pengawasan penyebaran teknologi guna ganda yang apabila jatuh ke negara nakal dapat berimplikasi terhadap keamanan India, (iii) akan memperoleh kepercayaan dalam kerja sama dengan negara anggota dan non anggota MTCR untuk kepentingan keamanan negaranya, (iv) faktor dukungan AS dengan tujuan akhirnya meningkatkan dan memperbesar kekuatan keamanan India, (v) Faktor Tiongkok yang apabila menjadi anggota MTCR akan memberikan akses lebih besar untuk berpartisipasi dalam teknologi tinggi, dan perdagangan teknologi sensitif ke negara sekutu Tiongkok sehingga dapat mengancam keamanan India.

Pertanyaan penelitian yang diajukan adalah bagaimana skema kerja sama yang tepat bagi kerja sama bilateral Indonesia-Tiongkok di bidang keantariksaan keantariksaan dan bagaimana seharusnya langkah Pemerintah Indonesia (dhi LAPAN) terhadap kerja sama bilateral keantariksaan dengan Pemerintah Tiongkok? Penelitian ini bertujuan menganalisis skema kerja sama bilateral Indonesia-Tiongkok di bidang keantariksaan yang tepat dengan menggunakan kerangka kerja yang dikembangkan oleh Broniatowski dkk (2008). Metode yang digunakan adalah metode deskriptif dengan menggunakan kerangka kerja evaluasi Broniatowski. Setelah dilakukan analisis, dihasilkan kesimpulan bahwa skema yang tepat adalah skema parallel mission dan Pemerintah Indonesia (LAPAN) segera melakukan langkah tindak lanjut yang diperlukan sesuai dengan ketentuan perundangan nasional.

Secara definisi perjanjian internasional ini terdiri dari 11 prinsip, namun dalam prakteknya telah berevolusi mulai dari hanya 4 jenis kebebasan yang disepakati sampai dengan 8 jenis kebebasan. Masing-masing negara dalam menyepakati perjanjian internasional selalu melandasi dengan kepentingan nasional khususnya melindungi kepentingan maskapai domestik agar mendominasi dalam lalu lintas udara di atas wilayahnya. Tulisan ini dengan metode yuridis dan historis menjelaskan evolusi pengaturan internasional tentang wilayah udara terbuka dan implementasinya di Indonesia. Hasil yang diperoleh adalah perjanjian internasional multilateral hanya mengatur 4 jenis kebebasan lalu lintas udara, sedangkan dalam prakteknya negara-negara membuat perjanjian bilateral yang sangat bervariasi dalam memberikan hak kebebasan lalu lintas udara yang sampai saat ini sudah mencapai 8 jenis kebebasan, dan selalu diupdate berdasarkan perjanjian bilateral yang disepakati, sedangkan Indonesia hanya menyetujui sampai kebebasan kelima.

Upaya penanganan space debris telah dilakukan dengan dibahasnya isu space debris di dalam forum-forum internasional seperti UNCOUPOS, ESA, dan ITU dan dibentuknya organisasi internasional khusus membahas space debris seperti IADC. Dari berbagai kerja sama dan penelitian yang dilakukan oleh forum-forum internasional, dihasilkan mekanisme-mekanisme internasional yang berguna sebagai pedoman untuk diaplikasikan negara-negara dan pihak yang melaksanakan kegiatan keantariksaan di dalam mekanisme nasionalnya baik itu berbentuk regulasi maupun standar pelaksanaan. Pengkajian ini ditujukan untuk menganalisis upaya penanganan space debris dari perspektif hubungan internasional. Metode yang digunakan dalam penelitian ini adalah metode deksriptif analitis yaitu dengan mendeskripsikan space debris serta dampaknya dan upaya penanganannya dalam bentuk mekanisme internasional dan menganalisis mekanisme internasional tersebut dengan salah satu teori hubungan internasional yaitu teori liberal. Dari analisis yang dilakukan dihasilkan kesimpulan bahwa mekanisme internasional dalam penanganan space debris merupakan suatu bentuk liberalisasi, dimana kerja sama merupakan wujud rasionalitas masyarakat internasional yang menyadari bahwa penanganan space debris merupakan kepentingan bersama. Penanganan sebuah isu tidak lagi memandang batas-batas negara dan institusi-institusi internasional lebih berperan dibanding negara-negara. Mekanisme internasional penanganan space debris yang diwujudkan dalam bentuk guidelines merupakan seperangkat pengaturan yang telah disepakati negara-negara dan stakeholder melalui kerjasama, sehingga pengaturan yang ada lebih bersifat universal dan lebih aplikatif bagi negara-negara dan aktor antariksa lainnya.

The extant body of literature on demand chain management (DCM) is predominantly conceptual and unequivocal on how to implement it in a real business setting. Keeping the research gap into account, the study aims to identify and prioritize the DCM processes or variables in the context of Indian retailing. The data were collected using survey method using a structured questionnaire with Saaty (1980) scale. The method employed for analyzing the collected data was analytical hierarchy process or AHP. The results of the study have interesting implications for the industry vis-à-vis literature. Some quick measures revealed that the processes which are critical to implementation of DCM in retail context, in the order of importance, comprises supplier relationship management, customer relationship management assortment planning, top-management commitment and support, marketing orientation, information management, supply chain leagility, customer service management, category management, purchasing management, inventory management, and category tactics.

In the 1880s, Eastern Australian estuaries supported thriving oyster industries. They supplied lime for building early in Australia’s development, but as cities and towns grew, it was the briny salty taste for this delicacy that saw the growth of the sector. When the oyster beds at the east coast of Australia became depleted, fishermen looked to New Zealand, where the same Oyster species grew, to supply cultivation stock for the Australian market. It was presumed that transfers would have the same impact as those already being moved within the Australian ecological networks. That is: it would present no problem at all. What was overlooked in this intercolonial exchange was the presence of the mudworm in the New Zealand estuaries. Mudworm co-habitats with oysters without killing them, but impedes the healthy development of the oysters making them inedible. This chapter places the mudworm at the center of a new narrative in the ecological networks of oysters. Rather than articulating the mudworm as a damaging invasive species, it argues that the mudworm was an agent of change that caused the fishermen to adjust their methods of oyster cultivation.

Abstract This study proposes an evaluation method that integrates the existing ordinal, cardinal and matrix methods for decision making. Normalized values are recommended for the pairwise comparisons of evaluation items to determine the weighting factors. These values also assist in determining the weighting eigenvectors for alternatives of the potential products. Web diagrams are generated for all alternatives and their areas are compared to identify the most preferred one. The proposed method can reduce drawbacks of the Pahl and Beitz method and the Saaty method when the two most preferred alternatives have the same summed weighted values in the Pahl and Beitz method or the same composite weighting factors in the Saaty method.

Criteria against which assessment is carried out the operation of public transport generally refer to specific elements of the network of public transport, such as lines, vehicles, bus stops, etc. Criteria for evaluation and their types can be many and they can have diverse nature (Saaty 1995). The main aim of this study was to develop a method for evaluating tram stops based on passenger expectations and the needs of disabled persons. This consisted in developing the list of items to be evaluated and principles of assessment. The proposed method was verified in selected sites, and the results of the assessment are discussed in the paper. The surveyed sites were tram stops in the city of Olsztyn in north-eastern Poland. The main aim was achieved through detailed goals, including definition of the concept of municipal transport, description of infrastructure components that influence the quality, attractiveness and safety of the analyzed tram stops, presentation of evaluation indicators and the relevant criteria, and description of evaluation principles.

This is a student design project to present the procedures and the results of conceptual design for identification systems. The sub-function structure of the identification system is created after recognizing the requirement and establishing the specification. The physical effects, physical principles and solution principles are found based on the sub-functions, and the alternatives or combined solution principles are generated. The Saaty method with the modified normalized values is used to determine the relative importance or weighting factors of the standard evaluation items by paired comparisons. The eigenvalues and eigenvectors of the evaluation items and alternatives are determined. The web method is then used to determine the most preferred design of the alternatives and the best alternative is recommended. It is learned that to determine the sub-functions, the physical effects, physical principles, solution principles and combined solution principles, surveys of evaluation items, matrices of evaluation items and alternatives are very difficult, tedious and time consuming.

Environmental burdens are currently a significant determinant ofenvironmental quality. The occurrence of montane environmental burdens affects the environmental quality at the local, regional and supraregional levels, mostly to a negative extent. Environmental pollution, due to montane environmental burdens is accompanied by a reduction in environmental quality in all spheres of anthropogenic existence. It is for this reason that the presented article studies the occurrence of montane environmental burdens and their impact on environmental quality in individual regions of the Slovak Republic. In the analyses Analytic Hierarchy Process a multi-criteria decision-making method based on values of the weights in terms of the principles of the Saaty matrix – a quantification of synergistic interactions of indicators. The study concentrates on selected comparative years 2008, 2012, 2017 and 2021 and includes a matrix of their elimination. The results present a categorization of montane environmental loads in the Slovak Republic into categories of the environmental load (from very low to very high) on the environmental quality. In the summary matrix of a comprehensive assessment of montane environmental loads, negative indicators (55.65%) prevails over positive ones (44.35%) with a total scoring ratio of 0.80, i.e. III. category, the average impact on environmental quality.

Poverty, as a multispectral phenomenon caused by a serious material deprivation of the population, is currently becoming one of the most observed socio-economic phenomena, the extent and severity of the social consequences of which are constantly increasing. The paper focuses on the evaluation of selected indicators for measuring poverty in the districts of the region with the highest level of its risk from the perspective of relevant experts to the identifying of the extent, level, development and depth of poverty at two times horizons in 2015 and 2019. The methodology of the pilot case study is based on to implement a multi-criteria assessment of the poverty rate in a statistically unreported territorial unit (district) using 19 objective indicators in three directionally different domains: socio-demographic profile (7 indicators), economic performance (6) and infrastructure (6). Experts from various scientific fields (demogeography, regional development, spatial planning, tourism, environmental studies, economics, management and marketing) evaluated each indicator in the range of 0 - 10 points according to the relationship to poverty. This process is basically known in the literature as the Delphic method. To evaluate poverty, the method of quantitative pairwise comparison in the literature, referred to as the Saaty method, was used. The results of the case study indicate that in the districts in the Banská Bystrica Region, the at-risk-of-poverty rate is decreasing, and regional disparities are diminishing.

Sports performance is influenced by a many of factors that can be characterised as its rela-tively independent – although synergetic – components. The most frequently mentioned are the fitness, somatic, tactical, mental and technical factors of sports performance. The subject of interest in sport is the process of monitoring and evaluating the level of these individual factors, i.e. the diagnostics of sports performance. When diagnosing the level of performance prerequi-site for tennis, it is recommended to use those diagnostic methods that focus on tennis-specific performance prerequisites. Analyses of modern tennis show speed (reaction, action), strength (explosive), strength endurance and specific coordination abilities to be the most important motor prerequisites. Diagnostics of the motor prerequisites of an athlete are often performed in practice employing motor tests and test batteries. Methods of evaluating the results obtained are generally based on the probability approach, though an alternative is provided by a method based on the theory of fuzzy logic. The aim of the research was to use the theory of fuzzy logic in evaluating the level of performance prerequisites and compare evaluation results by using of a classical discrete approach and a fuzzy approach. The two approaches are evaluated and compared using the results of testing of a group of 15–16-year old tennis players (n = 203, age M ± SD = 15.97 ± 0.57 years, height M ± SD = 181.9 ± 6.8 cm, weight M ± SD = 71.6 ± 8.6 kg) who took part in regular testing conducted by the Czech Tennis Association in the years 2000–2018 using the TENDIAG1 test battery. STATISTICA12 software was used for the anal-ysis of data using a probability approach. FuzzME software was used for analysis using of a fuzzy approach. The testing of research data (the Kolmogorov-Smirnov test) demonstrated the normal distribution of the frequency of the results of individual tests in the test battery. The level of agreement of the results (the Pearson correlation coeficient) obtained by the two approach-es (the discrete and the fuzzy approaches) was high both from the effect size (ES, large) and statistical significance points of view (r = 0.89, p = 0.05). The evaluation of the effect size (ES) of the differences between the mean values of the results obtained by the two approaches us-ing the Cohen’s d did not demonstrate any substantively significant difference (d = 0.16). For a more detailed analysis, two subsets were selected from the original group of tennis players. They consisted of players with an overall evaluation (probability approach) of 4–5 points and 8–9 points, respectively. The level of agreement between the results in the subgroup with the evaluation 4–5 points was low from both the effect size (ES, small) and statistical significance points of view (r = 0.15, p = 0.05), while the agreement in the subgroup with the evaluation of 8–9 points was at a medium level in terms of the effect size (ES, medium) and statistically insignificant (r = 0.47, p = 0.05). The effect size (ES) assessment of the differences between mean values of the results obtained by the two approaches did not demonstrate any effect (d = 0.12) in the group with the overall score of 4–5 points, and a large effect (d = 0.89, large) in the group with an overall score of 8–9 points. Despite the similarity of the results obtained by the probability and fuzzy methods, it was shown that the fuzzy approach enables a finer dif-ferentiation of the level of fitness prerequisites in players on the evaluation boundaries. Since that the results for individual items in the TENDIAG1 test battery indicate the level of individual performance prerequisites, the use of different weighting criteria may be considered for future evaluation using the fuzzy approach. For this approach, the use of the point method, a paired comparison method or the Saaty method can be considered for the identification and calcula-tion of individual subtests weighting.

Abstract:
With the increase of the world’s nuclear facilities decommissioning activities, people all over the world pay more and more attention to decommissioning strategy. In order to strengthen the exchange of experience related to decommissioning activities in the world, both in 2002 Germany Berlin and in 2006 Greece Athens, IAEA held the international conference on lessons learned from the decommissioning twice. Decommissioning was one of the most important conference topics each time. The meeting also reached a consensus that it is necessary to consider decommissioning as soon as possible. This paper analyzes and discusses nine kinds of factors influencing decommissioning strategy, including source survey, waste management, government policy, decommissioning step, decommissioning cost, decommissioning technology, public acceptance, soil acceptable level and optimization of radiation protection. These nine factors are chosen for a variety of factors on the comprehensive consideration of affecting degree. In other word, they are more important factors to represent the problem as thoroughly as possible. Analytic hierarchy process (AHP) is a systematic and hierarchical multi-objective decision analysis method. It is a basic approach to decision making which is proposed by T L. Saaty in 1970s, who is a professor of Pittsburgh University and the primary theoretician of AHP. In this paper, the goal is how to choose the appropriate decommissioning strategy using the method of AHP. The preferred decommissioning strategy should consider various factors, such as policy, economy, radiation protection, public acceptance, waste management and so on. Some factors are quantitative while others are qualitative. At present, there are three kinds of nuclear power plant (NPP) decommissioning strategy including immediate dismantling, deferred dismantling and entombment. The three kinds of decommissioning strategies all have their respective pros and cros. Analytic hierarchy model includes goal layer, criterion layer and program layer. In this paper, selection of decommissioning strategy is the goal layer. Nine chosen factors make up the criterion layer and three different decommissioning strategies constitute the program layer. The next step is comparative judgment which means the elements on the criterion layer are arranged into a matrix and the goal makes judgment about the relative importance of the elements with respect to the overall goal. The matrixes of pairwise comparisons of facts in criterion layer to program layer are also given in the paper. The fundamental scale of values to represent the intensities of judgments is the 1∼9 scale. For each pairwise comparison matrix, the maximum eigenvalue and corresponding eigenvector are calculated. Consistency index (CI), random Consistency Index (RI) and consistency ratio (CR) are used to check consistency. In case inspection result meets the conformance requirement, normalized feature vector is the weight vector. On the contrary, it is needed to reconstruct the pairwise comparison matrix. Only by all matrixes go through consistency checking can results meet the satisfied conformance requirements. Meanwhile, the weights of nine factors in pairwise comparison matrixes are also discussed in the paper. In summary, based on the principle of AHP, an analytic hierarchy model of NPP decommissioning strategy choice has been established. Paired comparison judgments in the AHP are applied to pairs of these factors. The AHP method uses pairwise comparison of factors and contrasts them using a relative scale in order to minimize the difference in the nature of the different factors to compare with each other and also improve accuracy. The calculation results show that deferred dismantling (Weight: 0.4663) is superior to immediate dismantling (Weight: 0.3768), and immediate dismantling is better than entombment (Weight: 0.1569). These factors are ranked according to the weight of calculation results. The top three factors are government policies (Weight: 0.3512), decommissioning cost (Weight: 0.2038) and waste management (Weight: 0.1611).
