Abstract:
The article is devoted to the study of critical reviews of the novel by L.N. Tolstoy “Anna Karenina&8j1;, published by the Moscow journal “Russkyi Vestnik” (“Russian Bulletin”). The article examines the articles of V.G. Avseenko and M.N. Katkov, united by a single task to fit “Anna Karenina&8j1; into the framework of the general policy of the publication and rank it as the genre of a high-society novel. In accordance with this, subjectivity and bias in the interpretation of the work are revealed. In particular, it is noted how the author’s intention is simplified, reduced to Anna’s love drama, the topicality of the problem is persistently denied, and Tolstoy is opposed to modern fiction writers as an author who did not succumb to the process of democratization of literature and remained faithful to the previous stage of its development. At the same time, valuable observations of Avseenko, his interesting judgments regarding the artistic world of the novel are noted. The reviews of the “Russkiy Vestnik” fit into the context of the development of journalism in the 1870s and in the 19th century with its clear differentiation according to social and political convictions and tendentious approach to the phenomena of literary literature.

Abstract:
The article provides a comparative analysis of two Moscow literary and political magazines of the second half of the 1850s: “Russkaya Beseda”, the publication of which was initiated in 1856 by members of the Moscow Slavophile circle A.I. Koshelev, Yu.F. Samarin, Aksakovs, I.V. and P.V. Kireevsky and others, and the “Russky Vestnik”, which arose in the same year as an organ of a pro-Western liberal university professors. It was revealed that in a very favorable socio-political situation (liberalization of the government course, the rapid development of public thought, the weakening of censorship), both publications were able to successfully implement their programs and gain recognition from an educated audience. However, while “Russky Vestnik” quickly became one of the leaders in Russian periodicals, the publication of “Russkaya Beseda” was discontinued by 1860 due to the small number of subscribers. We consider the factors that led to the success of the publication of Westerners and became the cause of the failures of the Slavophile magazine: frequency, efficiency, informational and thematic diversity, especially the relationship with censorship bodies, etc.

Abstract:
The article discusses how Russian periodicals responded to the Ukrainophilic views that were widely supported by Russian society during the early 1860s. The writers from the bilingual magazine “Osnova” (‘Basis’), particularly N.I. Kostomarov and P.A. Kulish, actively contributed to the achievements of the first generation of Ukrainophiles. The latter elaborated and presented their program aimed to preserve the Little Russia culture. The results of the analysis of the periodical sources show that the printed media of the period under study had polarized views on the national identity of Little Russia and divided into two factions: the democratic and protective ones. The democratic approach was led by the magazines “Sovremennik” (‘The Contemporary’) and “Otechestvennye Zapiski” (‘Annals of the Fatherland’) that considered the new provincial movement as the beginning of Narodism. The key supporters of the protective approach were the newspaper “Den’” (‘The Day’) and the magazine “Russkii Vestnik” (‘The Russian Bulletin’) that criticized the Ukrainian legacy adherents for separating the Russian nationalities. The stages of the evolution of the Russian periodicals’ attitude to Ukrainophiles were singled out. The main factors that influenced it were revealed. The consequences of the short-term prevalence of the Ukrainian “selfhood” ideology among publicists of the Russian Empire and its influence on the subsequent development of the Ukrainophilia movement were summarized.

Abstract:
The article deals with a textual incident that occurred in the history of the publication of the chapter “Hell. Ivan Fedorovich’s nightmare” from the novel The Brothers Karamazov. When sending the manuscript of the chapter to “Russkiy Vestnik” (“Russian Bulletin”) for publication, in the cover letter to N. A. Lyubimov Dostoevsky expressed concern that the journal’s editorial staff might find the words “hysterical shrieks of the cherubim,” pronounced by the devil, obscene. The writer insisted on the absolute artistic justification of such an expression coming from the lips of his infernal character, begging Lyubimov to leave this version in print. However, he foresaw censorship difficulties and offered a backup version to replace the line (“if you can’t”): “joyous cries of the cherubim,” adding with regret that it will sound stylistically dissonant. As a result, the journal published the compromise version devised by N. A. Lyubimov, namely “joyful shrieks of the cherubim.” Although Dostoevsky’s letter clearly expressed his attitude to the “backup” versions, in a separate edition, which was published immediately after the magazine, he reproduced the devil’s remark exactly as it was printed in the “Russkiy Vestnik”. In the academic Complete Works of Dostoevsky, the printed version was “canonized” as an expression of the last author’s will of the writer. The article challenges this textual decision and justifies the need to revert to the version contained in the typeset manuscript, as it is reconstructed from Dostoevsky’s letter to Lyubimov: “hysterical shrieks of the cherubim”.

Abstract:
The article analyzes the content of Nikolay Karamzin’s “Vestnik Evropy.” Two sections — “Politics” and “Literature and Miscellanea” — contained a variety of material that Karamzin drew from foreign periodicals from different countries. Translations, which he did for 20 years, and a good knowledge of journals and newspapers in Europe, helped him create an example of a socio-political and literary periodical. The article examines the content of political articles devoted to the events of European life during the difficult socio-political situation of the early 19th century. Turning to various primary sources and serious foreign analysts, Karamzin deliberately set a polemical discourse in the journal, in which he himself took part as a commentator. The article traces evolution of Karamzin’s attitude towards Napoleon and notes that admiration for the deeds of the commander and statesman is replaced by disappointment and skepticism after the proclamation of his “eternal consulate.” Throughout 1803, the “Vestnik Evropy” published many materials on the successes of education and charity in Russia. The author of the article notes that Karamzin managed to lay the foundations for future “thick” Russian journals of the 19th century.

Abstract:
One of the most widespread publications of a university is «Vestnik» (Bulletin), which reflects not only scientific and professional interests of the university in a certain subject field, but scientific and professional interests of the scientific community within its territory and abroad. The journal testifies to the branch science development in general, contributes to formation of socio-economic and scientific environment of a certain region, and the country as a whole. The article deals with the journal «Bulletin of Kemerovo State University of Culture and Arts» («Vestnik of KemGUKI») as an information resource of the branch university. The author studies main charac­teristics of the publication in the Russian Science Citation Index; concludes that the journal quality indicators (its index and place the Science Index rating, two-year and five-year impact factor) are con­stantly growing, that indicates promoting the publication in the professional community information environment. The paper highlights the bibliometric analysis results for 5 years (2013–2017) investigating publications (segments of document flow, micro-flows) grouped by features of content, species and author's structure. The journal reflects a wide range of humanitarian knowledge. The authors of «Vestnik KemGUKI» are highly qualified teachers, their scientific and educational activities develop the branch science and pro­fessional education and form the University positive image. «Vestnik» is a platform to present and test dissertators’ re-searches. The document flow analysis on the authors’ affiliations allowed identifying teams that work in line with the interests of KemGUCA. Among them are not only universities of culture and other humanitarian educational institutions, but organizations not related to educational activities. Studying the authors’ regional affiliation, the paper reflects the geographical landscape wideness. The authors are not only from Kemerovo, as well as from a large number of regional centers, cities and republics. Thanks to scientists and teachers of the neighboring countries (Ukraine, Belarus, Kazakhstan, Kyrgyzstan) the range of authors is constantly expanding. The study reveals coincidence of scholar interests with the scientific educational community of foreign countries (Poland, Bulgaria, Germany, China, India). It shows that «Vestnik» is recognized in the professional environment of the humanitarian community as a resource promoting education, science and culture in Kuzbass, Siberia, Russia, and the near and far abroad.

Abstract:
The journal of Ksenofont A. Govorsky “Vestnik Yugo-Zapadnoy I Zapadnoy Rossii” (“South-West and West Russia Herald”) is known in the history of pubic thought as odious and reactionary. However, this stereotypical image needs some revision: the anti-Polish discourse on the pages of the magazine was not so much nationalistic as anti-aristocratic in nature. Considering the “Poles” primarily as carriers of the aristocratic principles, the editorial board of the magazine claimed to protect the broad masses of the people. Throughout its short history, the magazine consistently opposed both revolutionary and aristocratic propaganda. However, the regional limitations of the problems covered in the magazine did not give it the opportunity to reflect on the essential closeness of the revolutionary and reactionary principles. Yu.F. Samarin and I.S. Aksakov – whose conservative-democratic views, on the whole, were close to “Western Russianism”, promoted by the authors of “Vestnik Yugo-Zapadnoy I Zapadnoy Rossii”, managed to reach that goal.

Abstract:
The article focuses on how Russian conservative journals in 1890-1894 discussed the Rusin question in Galicia, Bukovina, and Transcarpathia in connection with some noticeable political changes in Austria-Hungary, Russia, and Germany. Drawing on the research of public opinion in the Russian Empire, the author analyses the study of the Rusin question in the last third of the 19th century and argues that little is known about the reflection of the Rusin question in the Russian public consciousness in the 1890s. He analyses the stance of Fedor Berg's Russky Vestnik on the Rusin question based on the example of Sergei Tatishchev's articles. Tatishchev considered the liberation of Galicia from Austrian domination in theory. The main attention is paid to the evolution of the Russkoe obozrenie- this new type of a conservative journal under Prince Dmitry Tsertelev was skeptical about helping foreign Slavs and avoided extensive comments about Rusins. In the new editorial board headed by Alexander Alexandrov, the key role belonged to the pan-Slavist Sergei Sharapov, whose sympathies for the Poles and Hungarians did not prevent him from raising the question of the Rusin liberation. The new editorial policy in 1893-1894 allowed publishing important materials on the history and current political and ecclesiastical situation in Galicia, Bukovina, and Transcarpathia. The journalists discussed the resettlement of Rusins in the Russian Empire and the activities of Ivan Naumovich and Adolf Dobryansky. The author concludes that Russian conservative journals did not pay enough attention to the Rusin question and its strategic importance.

Abstract:
The development of financial technologies in Russia is an essential driver for the digitalization of socio-economic processes. The objective of this study is to identify trends in the formation and development of financial technologies (fintech) in Russian practice. Based on the analysis of international research in the field of fintech, a number of hypotheses have been formulated that serve as the basis for determining the patterns of development of fintech in Russia. The duality of the relationship between the level of development of the economy and the fintech sector is determined: the level of development of the economy is able to both restrain and stimulate the development of financial innovations. In order to test the hypotheses, a correlation and regression analysis was carried out, which made it possible to determine the influence of various indicators on the development of financial innovations in Russia. The national federal statistics of the Russian Federation, reports of the Central Bank of Russia, statistical data provided by the Russian Association of Venture Funding, the GfK (Growth from Knowledge) database, and data from the Moscow Exchange were used as the data sources. The Patent Lens database was used as a source of data on the development of fintech in the Russian Federation. Results of the study have demonstrated the following trends in the development of financial technologies in Russian conditions: (1) an increase in the gross domestic product of Russia contributes to the development of fintech, which is indicated by the development of financial technologies depends on the state of the economy; (2) negative dynamics of direct investment affects the development of financial technologies in Russia, which shows the connection between the development of financial technologies and institutional voids in the investment sphere; (3) the spread of the use of mobile devices in Russia contributes to the development of fintech (4) the development of the Moscow Exchange, which is one of the main indicators of the state of the capital market, has a positive impact on the development of financial technologies in Russia. The theoretical significance of the results obtained is in identifying trends in the development of financial technologies in Russian practice. The practical significance is the possibility of using the results obtained in developing a strategy for the development of the financial sector and the financial system in the domestic economy.

Abstract:
Introduction. The purpose of this study is to describe significant historical events that have transformed the foundations of Chinese statehood, and to emphasize the peculiarities of their reflection in the Russian periodicals. The article presents the characteristics of the Qing Empire’s last decade of existence. This topic is relevant in the study of both world and national history, since the monarchical system in Russia during this period was also experiencing a profound crisis. Methods and materials. Based on the principle of historicism, the dialectical method of scientific knowledge was applied. The systematic and comparative methods made it possible to combine and compare various publications within one research project. Publications of Russian magazines and newspapers of various ideological orientations, aimed at mass and elite readers, are used as a historical source. Among them are magazines “Vestnik of Asia” and “News of the Ministry of Foreign Affairs” for a professionally trained reader, as well as literary and political (“Northern Notes”, “Russian Thought”, “Vestnik of Europe”) and historical and literary (“Vestnik of Foreign Literature”) publications of a moderately liberal orientation. Such popular science (with a literary and literary-political trend) magazines as “Russian wealth”, “The whole world”, “Vestnik Znaniya”, “The world” propagandized the achievements of European civilization, including the positive results of reforms held in China on the European model, among the broad strata of the Russian population. The largest amount of information about reforms in China and calls to carry out or, on the contrary, prevent such transformations in Russia, is contained in newspapers of various ideological orientations, such as “Russian Banner”, “St. Petersburg Vedomosti”, “Speech”, “Pravda” and “Neva Star”. Analysis. The articles containing information on the reasons and content of the reform activities of the Qing dynasty were analyzed. The role of Russian periodicals in the formation of ideas of various social groups about the political, socio-economic changes taking place in China is shown. Political and socio-economic problems that have analogies in the Russian Empire are emphasized. Results. The idealization of the Chinese culture of the past centuries is now a thing of the past. In the pages of newspapers and magazines, the image of China was quickly transformed. Despite the irregular and haphazard flow of information and the borrowing of subjective assessments of authors from foreign publications, representatives of various Russian ideological trends fought among themselves, using subjects from the life of modern China as examples. China’s movement from traditionalism to constitutionalism was of the greatest interest to the Russian progressive public. Three magazines of the 19th century are considered as models of historical and patriotic publications. S. N. Glinka’s «Russkiy Vestnik» was devoted to issues of national identity and pursued the goals of national education. N. I. Grech’s “Syn Otechestva” developed “permitted” military-patriotic themes for three years, and from 1815, it turned into a typical literary and artistic magazine. P. P. Svinin’s “Otechestvnnye zapiski” that came out after the Napoleonic wars sought to popularize various aspects of national life. During the analysis, the vulgar sociological assessments of Soviet literary criticism of three magazines are corrected and the modern understanding of patriotism, associated with the term “conservatism”, is characterized.

Entrepreneurship is now considered to be an urgent solution for handling large pools of young graduates around the world. These crucial situations where universities are creating an excess number of graduates as compared to jobs availability increase the pressure on graduates as well as policy makers and educators. Entrepreneurship in this case does not only handle the burden of the unemployed among the youth but also positively improves the economic development of the country’s economy. In becoming entrepreneurs, graduates do not only create jobs for themselves but for other as well and play a vital role in the development of the economy. This paper explains gender-based entrepreneurship intentions amongst students of Russia and China (3 universities in China, 3 in Russia). A questionnaire was developed to find the impact of different behavior factors on male and female students of Russia and China. In terms of methodology, the quantitative technique was used to collect the data. The entrepreneurial spirit is explained after analyzing the data from three universities in each country. The six universities numbering 468 student respondents were analyzed through Statistical Package for the Social Sciences. To find out the association amongst different variables, multiple regression and correlation technique were used. The results also show an association of gender with entrepreneurship in students in both countries. However, in case of Russia male respondents showed higher intention than female respondents. To maintain the same role of male and female members in the society, development suggestions for educators and policy makers are presented.

Abstract:
One of the most important issues of regional development and planning is to determine the factors influencing the decision-making on the placement of new companies. The purpose of the study is to study the influence of socio-economic and tax factors on business decisions regarding the territorial location of a company in Russia. Panel data for the period 2017–2021 are considered. in all regions of Russia. We have determined a set of tax factors (revenues to the consolidated budgets of regions, the federal budget, the local budget) and socio-economic factors (the number of priority development areas in the region, the number of closed companies, the average salary in the region, the presence of a million-plus city in the region , the number of able-bodied population in the region, the year the company was opened and the region where the company operates). These factors may have the greatest influence when deciding on the location of a business; they will to a greater extent characterize the situation as a whole in the country or federal district. The tools of correlation-regression analysis were applied. The developed models make it possible to assess the significance of each of the factors at the country level and at the level of federal districts, as well as to identify which areas of regional policy needs to be worked on to create attractive conditions for attracting new companies. The study confirmed two hypotheses. First, it is confirmed that the tax factor is a significant factor when deciding on the territorial location of a business in Russia. Based on the results obtained, it can be concluded that the tax factor in Russia as a whole is not of high importance, but in some federal districts it is a significant factor. Second, it is confirmed that tax and socio-economic factors have a different impact in different regions when deciding on the territorial location of a business in Russia. The results show that the most significant factors are the factors of socio-economic development of the region and the presence of large cities.

The history of typological development of apartment houses of sectional type is considered as the most complex, constantly developing housing on the territory of Russia. Particular attention is paid to the search for economical sectional houses with small apartments for further mass construction and experimental design work for the sett lement and their introduction in the pilot demonstration and experimental construction of the 9th and 12th microdistricts of Moscow. The system of stage-by-stage development of mass housing in the territory of Russia is disclosed until the 1990s. and in subsequent periods. It is proposed to single out six main stages in the development of mass housing with the defi nition of characteristic features for each stage. The euphoria of the construction of residential apartments and houses which was observed in the 90’s. has passed and at the present time the seventh stage in the development of residential buildings is being formed but this stage requires its solution and comprehension.

Green construction is a new fundamental environmental direction in the design, construction, operation and dismantling of buildings. Currently, there are two international systems for assessing the eco-efficiency of construction: BREEAM (British system) and LEED (American system). BREEM is a scientific standard focused on a large number of environmental issues. LEED is a commercial standard for energy consumption. The above assessment systems have different levels of minimum requirements; buildings that meet these requirements receive respectively a BREEM certificate or a LEED certificate. The article discusses buildings certified according to different systems for assessing eco-efficiency, located both in the Russian Federation and in the world. The leading place in the number of “green” buildings in Russia belongs to the city of Sochi, thanks to the 2014 Olympics. Then, there are the capital cities of Moscow and St. Petersburg, on the territory of which are located not only shopping, entertainment and office “green” buildings, but also residential eco quarters. Sports arenas were built for the 2018 FIFA World Cup in host cities. In particular, the Samara 45-thousandth sports arena became the first Russian facility for the 2018 football championship, which won international recognition, having received a certificate according to the standard of the BREEM system.

Investment is one of the most important factors determining economic fluctuations in the short term and economic growth in the long term. For this reason, governments in many countries have long been engaged in developing policies aimed at increasing business investment activity, with investment tax incentives being one of the main tools used. Russia currently has many investment-oriented tax incentives, which creates a special need for a comprehensive assessment of their effectiveness. The aim of the study is to develop and test a methodology for assessing the effectiveness of investment tax incentives, with the help of which it is possible to determine whether the benefit brings a positive effect both for the beneficiary and for the state. The hypothesis of the study is that the evaluation of the effectiveness of investment tax incentives can be carried out based on financial and economic data about the company. In this study, we searched for examples of evaluating the effectiveness of investment tax incentives in the context of each company that is the beneficiary of the incentive in the works of foreign scientists and at the state level. It is concluded that in most countries with a high level of assessment of the effectiveness of tax expenditures, such methods are not used. As a result of the study, a methodology for assessing the effectiveness of investment tax incentives was proposed and tested, which involves an analysis of the application of incentives by operating organizations. The methodology focuses on indicators of financial and economic analysis; the assessment is carried out based on indicators determined at the level of the beneficiary and characterizing the effectiveness of the use of these benefits both for the state (fiscal efficiency) and for the taxpayer (economic efficiency). The value of the study is determined by the proposals to improve the analytical system “Effectiveness of Benefits”, already launched in 2022, which is unlike any other in the world. The results of the work are of interest to government agencies and non-profit organizations to diagnose the effect of the use of benefits.

A review of green standards and an ecological approach to design within the framework of the Russian construction industry has been made. A comparative analysis of Russian and foreign software was made using the example of Renga, ModelStudioCS and Revit in the context of solving problems of sustainable design. The initial experimental stage of adaptation of ecological construction in Russia was identified and the relationship between legal documents, regional conditions for the use of green solutions in construction and the capabilities of Russian software systems was given. A comparative analysis showed the low readiness of Russian computer-aided design programs to solve specific problems of analyzing the energy efficiency of buildings, lighting, acoustics and construction waste.

The analysis of the estimated categories of the ecocertification systems under consideration is carried out. It is concluded that at present, to improve the environmental friendliness of the architectural and urban planning space, Russian designers need separate versions of national ecostandards for architects and city planners, without overloading with technical and organizational requirements for certification.

In recent decades, the global adoption of alternative fuel vehicles, which may contribute to carbon emission reduction due to the use of alternative energy sources has stirred particular interest. Despite a significant body of scientific literature in Russia about electric vehicle adoption, the approaches used in papers lack quantitative estimates of the Russian market's potential. This paper aims to fill this gap as it provides a long-term electric vehicle market forecast in Russia as well as assesses the environmental effects. The following hypotheses are tested: (1) the Bass model is applicable to predict the long-term electric vehicle diffusion process in Russia; (2) the transition to electric cars will have a significant impact on greenhouse gas emission reduction. The Bass model, a widely used tool for predicting the innovation diffusion process, serves as a methodological base for the research. The long-term forecast of the Russian electric car fleet includes several scenarios. The most realistic scenario suggests that the Russian electric vehicle market is estimated to grow, reaching 5.62 million units by 2060. Furthermore, the environmental effects associated with electric vehicle adoption were identified. Two scenarios for changes in the energy generation structure were taken into consideration. The expected carbon emission reduction is estimated to reach 14.08 million tons in CO2-eq. if an accelerated transition to low-carbon energy sources is implemented, the baseline scenario suggests 12.86 million tons in CO2-eq. carbon emission reduction. The estimates of the transport diffusion in Russia as well as of environmental effects associated with this process form the theoretical value of the study. The practical significance of the study suggests developing electric vehicle demand forecasts that might be utilized while implementing measures to achieve goals stated in the Strategy of Social and Economic Development with a Low Level of Greenhouse Gas Emissions until 2050 in the Russian Federation.

Abstract:
In the article the results of research works of a large-scale object of cultural heritage of the Earth mound of the Krasnoyarsk fortress with application of aerial photography from the unmanned aerial vehicle are presented. The Krasnoyarsk fortress is a unique monument of military fortifi cation architecture of Russia of the fi rst half of the XVIII century and one of the largest defensive lines in Russia, created for protection of the southeastern edge of the European Russia against att acks of nomads. The results of vertical and oblique aerial photography allow to reveal the general architectural and planning composition of the Earth mound of fortress as well as to see all the area of a complex and to defi ne the territorial unity with other fortifi cation constructions. The methods of use of unmanned aerial vehicles give materials about the object in study and allow to bind its spatial location to the coordinate system of the terrain, to create three-dimensional model of the area, to compare the received images with the available historical cards and plans, which will signifi cantly facilitate the task of registering the Fortress with the security authorities and withdrawing its territory from economic use.

Demand for public and private health care services is formed through consumer decision-making in two situations: to seek or not to seek medical help and which medical institution to attend. Theory suggests that choices in these situations occur sequentially and are explained by Andersen's behavioral model. This study tests these theoretical assumptions using three econometric approaches on the Russian National Health Telephone Survey 2022 data: (1) two separate probit regressions, (2) sample selection probit, and (3) nested logit. Nested logit confirmed the relevance of all demand-side characteristics (Andersen's model factors). Being male, older, and having health problems were associated with decreased probability of seeking health care and choosing private clinics. Being married, having a high level of education, being employed, having a medium or high monthly income, and living in larger cities were associated with increased probability of seeking health care and attending private clinics. Robustness check of the nested logit model accounted for the varying levels of availability of health care facilities in different cities. Despite the differences in the availability of public and private medical organizations, trends in consumer behavior remained the same. The author proposes to expand the practice of using nested logit models to analyze the behavior of consumers of medical services using data from Russia and other countries. Recommendations for increasing the efficiency of the Russian health care system and reducing inequality in its use by different consumer groups include transforming attitudes of Russians to their own health and promoting the accessibility of health care.
