The paper considers some aspects of governmental control for relations between peoples and ethnic groups in multicultural Soviet and post-Soviet Russia in setting the stage of inter-ethnic communication culture in student youth community. The historical conditions of appearance of academic interest to easing inter-ethnic and inter-confessional tension among humanities scholars and researchers focused on problematics challenged by social sciences are described. Also, the paper sums years-long experience of public management of inter-ethnic relations in three multicultural territories of modern Russia (Republic of Sakha (Yakutia), Republic of Tatarstan, Republic of Chechnya); the author expresses her own views on effectiveness of state control measures aimed at building inter-ethnic relations culture in student community resided these regions of the Russian Federation.

How can one understand the phenomenon known as “ethnic violence?” Does subsuming events under the category “ethnic violence” assist our understanding or does it obscure it? Are there lessons that the form ethnic violence takes can teach us? These questions are important not only for anyone interested in the causes and prevention of ethnic violence but also for those who wish to understand group behavior more generally. I explore this question more fully through analysis of the case of the Russian Federation. Russia is a country where in recent times skinhead violence against ethnic minorities has become an important issue. According to Tarasov, Russia contains between 60,000 and 65,000 skinheads active in at least 85 different cities. These skinheads daily commit appalling acts of violence against members of ethnic minorities and human rights activists. Three instances of violence all from the year 2006 help to illustrate some of their activities.

Abstract:
Russia is a multinational state, the multi-ethnicity of which continues to be one of its main features even in the XXI century. In modern conditions, the problem of interethnic relations is of particular relevance. The multi-ethnicity of the Russian Federation is an objective circumstance, which we have no right not to take into account, especially since the federalism of our country is based on the national-territorial principle. Each state has its own historical past, on which its content and form, internal and external political relations depend. Russia has a rich and instructive history, which not only affects the present, but also largely determines its future. The gathering of East Slavic tribes around the Kyiv center, the collapse of the single Old Russian state during the period of feudal fragmentation, the creation of Muscovy as a single centralized state, the formation of the Russian Empire, the Soviet Union, the demise of the USSR, and the formation of a peculiar post-Soviet history – all these are specific stages of the Russian past. The article presents an overview of the implementation of national policy in the XX – early XXI century within the framework of the existence of the Russian Empire, the Soviet Union, and the Russian Federation. An appeal to the history of national relations in Russia and to the experience of Soviet national policy is very relevant in modern times. The national question naturally acted as one of the main problems in different historical epochs. In modern conditions, Russia is still a multi-ethnic state, uniting peoples of different language groups, cultures and confessions. The ethnic core of the country is the Russian people, constituting more than 80% of its population. At the same time, the territory of Russia remains the historical homeland of many peoples who have retained their ethnic identity and created the foundations of their statehood during the years of the Soviet period.

Having a large territory with ethnic diversity and nationalism makes the Russian Federation state must provide strategic policies, in order to regulate relations between the center and the regions. The existence of 83 Federal or State Subjects in the Russian Federation made President Vladimir Putin issued a policy in 2000 to establish 9 Federal Districts dividing federal subjects into federal districts headed by an official directly appointed by the president. This makes Russia a unique and interesting country in the analysis of constitutional law studies.

Abstract:
The paper addresses the issue of depopulation in Russia, especially the ethnic aspect of this process considering the regional approach. Two essential aspects of depopulation were discussed i.e., the quantitative aspect resulting from the rate of natural increase or decrease and migration, as well as the qualitative aspect exerting impact on changes in the number of ethnic groups, namely the shift in ethnic self-identification. The analysis was conducted for the period of 1989–2010 (the last census in the USSR and the last census conducted in the Russian Federation). Population change in Russia has acquired a specific meaning in regional terms, leading to significant quantitative and structural transformation. On the one hand, there is a depopulation of native Russian regions and ethnic structured regions dominated by the Russians (or more broadly by the Slavs), and on the other, demographic expansion of non- Slavic ethnic groups, especially of North Caucasus. Changing the mutual relations between ethnic groups may cause tension or escalation of ethnic conflicts.

Abstract:
AbstractThis article explores the meaning of national cultural autonomy both in the Soviet period and in the Russian Federation at the time of, and following, the adoption of the 1996 Federal Law on National Cultural Autonomy. The author examines the cartography of national cultural autonomies, that is the ethnic minority associations, set up since 1996 to understand the motivations by ethnic minority communities for establishing an autonomy, often in addition to pre-existing ethnic minority organizations and cultural institutions. For ethnic minority community leaders the autonomy model appeared attractive – the access to state powers and perceived provision of financial resources. The state saw an obvious benefit in autonomy as a means in regulating its relations with a plethora of ethnic organisations which had formed in the final days of the Soviet regime. Although the law marked a historic departure in the history of ethnic minorities by being the first law to name ‘certain ethnic groups’ as the beneficiaries of the promotion of their rights it has not been without its problems. This author suggests the inherent hierarchical structure prescribed within the law whereby only one federal autonomy could exist increased intra-ethnic rivalry rather than unifying ethnic organisations. It also inadvertently brought the Russian question to the fore, that is the place of ethnic Russians in a post-communist Russia who attempted to avail themselves of cultural autonomy. Despite the shortcomings of cultural autonomy both in theory and practice it has performed an essential role in opening up the debate on the national question in the Russian Federation.

Abstract:
This article raises the issue of how the Russian Federation could benefit from the instrumental use of ethnic heterogeneity to pursue its geopolitical interests. The paper focuses on the recent case of a Polish-Ukrainian historical memory dispute which affected relations between Warsaw and Kyiv. The research focus is on how vulnerable Poland and Ukraine are to Russian active measures which potentially target not only national minorities but also groups of people who are only temporarily present in these states, such as economic migrants and tourists. An analysis is conducted of Russia’s geopolitical objectives and its strategy toward Polish-Ukrainian relations in the broader context of the rivalry between Russia and the West. The analysis is conducted within the framework of the neorealist theory of international relations. The case study of specific events discloses how Russia could exacerbate tensions between nations and the role of ethnic heterogeneity in this regard. Against this backdrop, the author shows how Russia may challenge other states of the Euro-Atlantic community with similar active measures.

Abstract:
Introduction. The authors analyze the peculiarities of the formation, evolution and prospects of Russian ethnofederalism, based on the achievements of Russian and Western researchers. Methods and materials. Along with classical approaches to the nature of ethnofederalism, the authors proceed from the concept that relations between the elites of the center and the regions in the Russian Federation are based on the so-called “incomplete contract”, which is characterized by the absence of guarantees for its implementation. Analysis. This political practice comes as a source of the elites desire to change the distribution of power and resources in their favor while the Constitution remains unchanged, the “pendulum” nature of relations along the “federal center – regions” line. In modern Russia federalism does not have a value dimension, both for the elites of the center and the elites of most regions, and it remains a purely instrumental concept. The authors build their analysis of interethnic relations and the prospects of ethnic federalism in Russia, proceeding not from any ideal model, but starting from the existing ethnic political reality with its already existing imperfect institutions of ethnic federalism. At the same time, a differentiated approach is used to assess the correlation between federalism and ethnicity. Results. The authors come to the conclusion that, despite the numerous shortcomings of the ethnic model of federalism (organizational complexity, special requirements for political elites, asymmetry with its inherent “injustice”, etc.), there is no real alternative to it in Russia.

Many scholars stress that teaching about the shared past plays a major role in the formation of national, ethnic, religious, and regional identities, in addition to influencing intergroup perceptions and relations. Through the analysis of historic narratives in history textbooks this paper shows how the governments of the Russian Federation and Ukraine uses state controlled history education to define their national identity and to present themselves in relations to each other. For example, history education in Ukraine portrays Russia as oppressive and aggressive enemy and emphasizes the idea of own victimhood as a core of national identity. History education in the Russian Federation condemns Ukrainian nationalism and proclaims commonality and unity of history and culture with Russian dominance over “younger brother, Ukraine”. An exploration of the mechanisms that state-controlled history education employs to define social identities in secondary school textbooks can provide an early warning of potential problems being created between the two states.

Abstract In the context of electoral authoritarianism, political mobilization is likely to be a more reasonable explanation of cross-regional variations in voting for the party of power than the diversity of the regions’ policy preferences. In the Russian Federation, the political machines which coordinate various activities aimed at mobilizing people to vote for United Russia demonstrate different degrees of effectiveness. This article examines the structural factors that facilitate machine politics focusing on ethnic networks. Although strong ethnic networks are more likely to arise if the members of an ethnic group live close to each other, and at the same time separately from other ethnic groups, so far researchers have neglected to consider the localization of ethnic groups within the territory of an administrative unit as a factor. In order to fill the gap, we have created an original geo-referenced dataset of the localization of non-Russian ethnic groups within every region of the Russian Federation, and developed special GIS (geographic information systems) techniques and tools to measure them in relation to the Russian population. This has made it possible to include the localization of ethnic groups as a variable in the study of cross-regional differences in voting for United Russia. Our analysis finds that the effect of non-Russians’ share of the population on voting for UR increases significantly if non-Russian groups are at least partially geographically segregated from Russians within a region.

Abstract:
Ethnic relations are an important feature of contemporary Russia. This is especially true in the North Caucasus where ongoing insecurity combined with a depressed economy has led to growing Russian nationalism, xenophobia, and fears over immigration. In Stavropol’skii krai, the only ethnic Russian dominated territory in the North Caucasus Federal District, the situation is especially acute. In this thesis I investigate how the geopolitics of ethnic relations in Stavropol’skii krai, as part of the wider North Caucasus situation, impact on the everyday life of citizens in Stavropol’. I do this through employing an eclectic methodology, including both qualitative and quantitative techniques. Through four research papers, I explore how the built urban environment, through the politics of naming place (for example, street names and monuments), has become a space through which ethnic identity can be (re)produced and contested. I show how ethnic relations are (re)presented and performed in Stavropol’ through the Den’ kraya celebration, a performance that is based on a Soviet-era idealised framing of ethnic relations, and one which is open to challenge. I explore how in summer 2007 ethnic relations turned violent as ethnic Russian and non-ethnic Russian citizens rioted, and I attempt to explain the geopolitics surrounding this. Finally, I show how everyday ethnic relations have turned increasingly violent in Stavropol’ since 1991, drawing on reports from non-governmental organisations and independent researchers. I situate this research within the context of the changing ethnic geography of the krai since 1991. Together, this research represents a geopolitics of ethnic relations in Stavropol’skii krai.

Abstract:
Russia has always been a primary factor in the development of the Baltic States. It is impossible to analyse Baltic security without looking into the processes inside Russia and the prevailing trends vis-a-vis the Baltic States. However, the changes in the Baltic security landscape in the 21st century lack a comprehensive analysis. This thesis seeks to bridge the gap. Two key aims are being pursued in this thesis. The first is to present an analysis of Russia's European agenda under President Vladimir Putin and to examine the place of the Baltic States in this agenda. The second aim is to define Russia-related threats and challengers to the Baltic States, as well as prospects in Russo-Baltic relations. To attain these aims, inter-active approach to international relations, comprising three levels of analysis - the international system, the nation state (domestic level) and the individual (personality) level - has been applied. The neo-realist paradigm of international relations theory, comparative analysis and the Knudsen model, which addresses the peculiarities of relations between great powers and small states, are the methodological framework of the thesis. When analysing the development of Russo-Baltic relations in 1990-2006, this thesis focuses on the evolution of the Baltic States from factors to actors and their chance of shaping Russo-Baltic relations from within the enlarged EU and NATO. It also examines possibilities for more active engagement of Russia in the Baltic region. The thesis concludes with an analysis of perspectives for the Baltic States in countering Russia-related threats and building cooperativer elations with Russia. The author maintains that 'high politics' in Russo-Baltic relations has ended, yet, the tensions do remain in 'low politics'. Russia seeks to retain her political and economic influence in the Baltics by exploiting various tools, primarily economic levers and Baltic dependence upon Russian energy.

Abstract:
This study examines U.S. exports and imports to/from its major 15 trading partners and Russia. To analyze U.S. export and import flows the gravity model approach is used. Factors affecting U.S. bilateral trade flows with its 16 trading countries are evaluated using Generalized Method of Moments (GMM). Annual data from 2000 to 2009 are used for this study. Goods traded between the U.S. and its trading partners are disaggregated into three groups based on the Standard International Trade Classification (SITC). Results show that major factors affecting both U.S. export and import flows are distance and change in polity score. Also U.S. exports are influenced by U.S. trading partner Gross Domestic Product (GDP) for agricultural (AGR) and middle sector (MID) groups. U.S. foreign direct investment is a complement for U.S. exports of final (FIN) group and at the same time it serves as substitute for U.S. exports of AGR. On the other hand, U.S. imports of AGR and foreign direct investment (FDI) from 16 trading partners to the U.S. are substitutes. This study also reveals that the U.S. and Russia bilateral trade could be improved through economic growth in both countries, improving political cooperation and increasing inward and outward FDI.

Abstract:
This Master Thesis examines cooperation between Russia and the Czech Republic in the spheres of foreign trade and investment relations. The analyzed period is primarily over the last decade with the concentration on the current trends. The analysis is carried out through evaluation of present level of trade volumes and investment flows between countries, search of obstacles and incentives for mutual cooperation in these areas, countries' governmental and other sources of support, etc. The Thesis considers trade and investment perspectives for relation development and mutual cooperation between Russia and the Czech Republic as well. One of the study's purposes was to provide recommendations for improvement of the business environment in Russia and making its national economy attractive for foreign capital. The study shows that, even though the share of the Czech Republic in the total trade volume between the EU and other non-EU member states makes up about 1%, the trade volumes in relations between this country and Russia remain significant. The largest category of Czech exports to Russia are machines and means of transport; Russian exports to the Czech Republic are energetic commodities, raw materials and mineral oil. As a matter of fact Russia's economic growth in later years has largely been driven by its energy exports. The country's dependency on energy sector demands structural changes in the national economy, modernization is critical for its long-term economic growth. The analysis emphasizes that Russia should adopt experience of the Czech Republic, as a highly industrialized country, use Czech innovative technologies and equipment, enter into joint projects with the Czech Republic, and so on in order to ensure future growth in today's competitive world. This is necessary especially in the light of the fact that Russia close to gaining membership to WTO, which can potentially facilitate trade and investment flows between the country and the EU, including the Czech Republic.

This chapter looks at how the "treaty" operates as a source of law, both domestic, international, and/or community, in ways that are not traditionally articulated in the classic expositions of sources of law. It considers how, historically, Russia's state-building or community-building enterprises have been bound up in the use of treaties to forge a sense of unity across its vast territory and among its myriad ethnic groups. The Soviet Union itself was a treaty-based federation, or confederation. Furthermore, the treaty is among the key instruments on which the Russian Federation rests, and underlying the treaty relations are principles of statehood, legal personality, autonomy, independence, dependence, and others which some view as constitutional questions and others as matters of international law. Movements in the direction of Eurasian integration presently underway (or not) reflect similar considerations. The treaty is the key vehicle.

Abstract:
The complexity of inter-ethnic relations is caused by various factors, e.g. globalisation processes, the intensification of migration flows, peculiarities of social interactions, and the presence of conflicts in a multi-ethnic environment. In this regard, the aim of our study was to examine the relationship between inter-ethnic attitudes and personal security among respondents of different ethnic backgrounds in different regions of the Russian Federation. Respondents were asked to fill out a questionnaire based on the questionnaire for a comprehensive study of acculturation developed by John Berry, aimed at studying such psychological constructs as the assessment of tolerance/intolerance of ethnic attitudes of the respondent, the assessment of migrant-phobia, the scale of assessment of integral security (physical, cultural, economic), the assessment of orientation towards multicultural ideology, the determination of acculturation expectations/strategies of respondents. The authors have found a statistically significant relationship between such variables as ethnic tolerance, attitudes towards social equality and levels of migrant-phobia; between such variables as economic, physical and cultural security and migrant-phobia. It was found that respondents in the Amur region are mostly oriented towards expectations such as integration and exclusion, while respondents in the Sverdlovsk region are more oriented towards integration and assimilation. The authors believe the study to be important and valuable since the resulting data indicate the presence of different features of inter-ethnic relations in different regions of the Russian Federation, determining the nature of inter- ethnic relations and the level of tension in the region.

"In the article, the authors made an attempt, on the basis of the results of sociological research among students, to identify trends in the transformation of their value orientations in relation to foreign migrant workers and ethnic groups that make up the population permanently residing in Russia. Research Methods. Questionnaire survey of target groups using a specially designed questionnaire made it possible to obtain primary empirical data on the distribution of the main characteristics of the value attitudes of young people concerning foreign migrant workers and representatives of nationalities permanently residing in the territory of the Nizhny Novgorod region of the Russian Federation. At the time of this writing, within the framework of the project ""Dynamics of value orientations of youth"", six stages of research on the value orientations of students aged 16 to 24 were carried out. So, in 2006, on the territory of the Nizhny Novgorod region, 1915 students of secondary general education schools and secondary vocational educational institutions, as well as students of higher educational institutions, were interviewed, in 2011 - 3,000 people; in 2014 - 2,500 people; 2015 - 2750 people; 2016 - 2750 people, 2019 - 2750 people. The number of interviewed respondents testifies to the high representativeness of the research results obtained. When processing the primary database obtained during the field part of the study, special statistical methods of analysis were used: a) one-dimensional and two-dimensional percentage distributions, which made it possible to identify the prevalence of individual characteristics of value orientations, both in general, among young people, and in its individual groups, distributed by socio-demographic and ideological groups. b) factor analysis made it possible to identify the main set of factors and the level of significance of each of them, in the formation of a certain set of value attitudes of young people.c) cluster analysis made it possible to record the level of heterogeneity of the youth environment, the distribution of young people in individual groups, depending on the value system characteristic of each of these groups"

The ethnic nature of the constitution of the national republics of the Russian Federation suggests that, to some extent, they are characterized by the institutionalization of ethnicity, which manifests itself at the normative level, in particular, in the structure of government bodies, their representation in public space, in the distribution of political and administrative positions based on ethnicity (power-sharing). Institutionalization of ethnicity occurs not only at the republican level, but also in the authorities of the capital cities of the ethnic republics. In relation to the structure of government bodies and their representation, it is expressed here to a lesser extent, however, the position of the mayor of the capital city plays a significant role in the informal institutionalization of the distribution of political and administrative positions along ethnic lines.

Turkey and the Russian Federation (RF) have deep historical political and economic relations. The trade between the two countries have been growing since late 1980s when Turkey began to procure natural gas from Russia. The dissolution of USSR and the revival of Russian economy offered new opportunities for Turkish businessmen. During the last decade, Russia became one of the few major markets for Turkish construction and contractor companies whereas Turkey has been a favorable touristic destination for Russians. The agreements regarding Akkuyu nuclear power plant and natural gas pipelines have strengthened the ties between the two countries. In 2012, Russia became the 156th member of the WTO. Russia’s WTO accession, along with the country’s other economic cooperation and integration moves provide foreign companies interested in Russia with a better investment climate and business environment. Having competitive advantage in many goods and services categories needed by Russia, Turkish companies should benefit the new developments in RF and increase their business volumes in that country. This paper examines the current trade relations between RF and Turkey in detail considering the potential effects of RF’s WTO membership.

The article reveals the features of the state mechanism for regulating labor migration in the Jewish Autonomous Region. It is noted that labor migration is an integral part of the economic development of the region. The purpose of the study is the peculiarities of solving the problems of optimizing the mechanisms for regulating labor migration in the Jewish Autonomous Region (JAO). The practical significance of the study is underscored by the growing resource requirements of the Jewish Autonomous Region. The importance of attracting labor migrants from the widest list of countries, to increase the exchange of experience and improve interethnic relations, the organization of programs to increase the flow of willing workers and promising employers, is highlighted. The scientific novelty of the research is in the designation of the latest methods and state programs aimed at improving the efficiency of the labor migration management mechanism. Every year, the number of migrants illegally staying on the territory of Russia is growing, and the authorities of the Russian Federation are trying to improve the methods of control of foreign citizens entering the country, which makes it easier, but at the same time more effective, to exercise control over migrants and distribute it in. areas such as the patent system, employee-to-employer linkage and simplified taxation.
