In article the main directions of the state cultural policy are considered. The characteristic is given to the main activities of bodies of prosecutor’s office for law enforcement in the course of realization of the state cultural policy. It is shown that activities of bodies of prosecutor’s office of the Russian Federation for law enforcement in the sphere of culture are the most important instrument for ensuring of preservation of cultural property and cultural development of Russia now in interests of the real and future generations of the people of the Russian Federation that is caused by possibility of use by bodies of prosecutor’s office of powers inherent in them and legal means. The conclusion about possibility of inclusion of activities for law enforcement in realization of the state cultural policy in the Russian Federation to number of the priority directions in activity of prosecutor’s office of the Russian Federation is drawn.

Abstract:
The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

Abstract:
The Republic of Korea (ROK) has not traditionally regarded the Russian Federation as an important partner in the Korean security crisis. Nevertheless, the ROK–Russia relationship has grown by leaps and bounds. Furthermore, the Moon Jae-in administration’s “New Northern Policy,” which focuses especially on economic collaboration with Russia, exhibits a great deal of compatibility with the “turn to the East” in the Russian Federation’s recent foreign and domestic policies. For Seoul, the “New Northern Policy” is not simply a means of generating economic benefits for the ROK but is also part of Seoul’s plans for promoting peace on the Korean Peninsula. Indeed, the Kremlin shares with South Korea not only the goal of increased economic interconnectivity but also a lasting peace on the Korean Peninsula. Nevertheless, two main barriers exist undermining aims outlined in the New Northern Policy. The continuation of the crisis over North Korea’s weapons of mass destruction (WMD) capabilities, particularly the perpetuation of the various layers of sanctions against Pyongyang, frustrate the economic integration as espoused in the New Northern Policy. Furthermore, economic conditions within Russia, namely, a lack of economic development within the Russian Far East, frustrate South Korean hopes for greater trade connectivity with Russia. Substantial changes to both the Northeast Asian sub-regional order as well as in the Russian Federation’s domestic economic situation, therefore, are necessary before the prospects envisioned in Seoul’s New Northern Policy can be realized.

Abstract:
In the modern world, culture is an integral part of the state policy. The authors note the importance of cultural policy as a tool for countries to improve their relations, overcome crisis situations and build further development paths, in spite of political differences. The article deals with the cultural interaction between Germany and Russia during the 21st century. The chosen period is explained by the coming to power of Vladimir Putin in the Russian Federation and the beginning of significant changes in the state's foreign and domestic policies. During the examination of this topic, the research methods of classification, systemic approach, and historical analysis were used. With the help of historical analysis, the history of cooperation between the two states, starting from the 9th century, was considered. Common and different features in the historical past of Russia and Germany were also established. The systemic approach made it possible to define cultural policy as an integral element of the country's foreign policy. The classification method involves the division of cultural policy into several areas in which the Russian Federation and the FRG interact. The work on this article was carried out using laws in the field of international cultural cooperation, a large amount of information from official news portals (RIA Novosti, TASS, RBC), official websites of the Embassy of Russia in Berlin and the Embassy of the Federal Republic of Germany in Moscow. The vectors of interaction between the two states are described in detail: scientific and technological cooperation; academic mobility; exchange programs for students, scientists, exchange of methodological literature; cross-years; forum campaign; preservation of historical memory in the territory of both states; support programmes for compatriots living in Russia and Germany; activities to promote and remain both Russian and German languages, etc. Within each direction, the forms and ways, in which countries work together, are described. This research allowed drawing conclusions about culture's significance in the formation of a positive/negative image of the state, as well as to highlight an important pattern: with the help of cultural policy, states can both improve relations and provoke conflict. Thus, the authors analyzed various forms and mechanisms of the cultural interaction between the Russian Federation and the Federal Republic of Germany. There is a rich historical experience and economic basis for fruitful cooperation between the two countries and their nations. That is why two states have been able to maintain a dialogue at different levels, resolve conflict situations and restore contacts for many centuries. Therefore, both Russia and the FRG can continue to work in this direction in order to strengthen relations and bring them to a new level with the help of cultural policy.

Problem of migration and mechanisms of foreign citizens adaptation and integration associated with it, are in focus of public and scientific thought. Need for further institutionalization and innovative modernization of Russian migration policy is widely discussed in the framework of modern debates. Over the past few years, adaptation and integration of foreign citizens in Russian Federation has drawn public attention, as a result of rapid increase in number of foreign citizens and stateless persons permanently or temporarily residing in Russian Federation. The Concept of State Migration Policy of the Russian Federation for the Period until 2025, focuses on national security and reduction of the sociocultural, economic and political risks associated with influx of migrants. To this end, there is a quest for migration policy instruments adequate to the situation in labor market. Article analyzes already tested educational and cultural tools, defines role of resource support for participation of ethnic communities, national and cultural autonomy, educational and religious organizations, cultural and sports institutions, working on social and cultural adaptation and integration of foreign citizens.

Since the mid-1990s, and even more Vladimir Putin’s accession to the presidency, reaffirmation and recognition of Russia’s status as a great power has been erected as an existential political imperative. The restoration of Russia's global influence is one of the parts of this high-powered policy implemented by the authorities. It manifests itself repeatedly through hard power initiatives outside national borders in Georgia, Ukraine or Syria. But the “color revolutions” in the post-Soviet space, primarily the Orange Revolution of 2004, prompt the Russian government to rethink its foreign policy in order to project a better image of Russia abroad. This late awareness is reflected in the adoption of a clean soft power strategy and its main key instruments are created during the second term of Vladimir Putin (2004- 2008). The notion of soft power will be institutionalized in the Foreign Policy Concept of the Russian Federation on February 12, 2013. This article is therefore intended as a contribution to the analysis of the issues surrounding the cultural variable in foreign policy. of the Russian Federation. It is therefore more precisely his ambition to decipher the motives underlying the mobilization of resources for the purpose of cultural outreach by Russia. A country with many contrasts and, moreover, in a world cultural field traditionally controlled by strong Western powers, Russia has opted for soft power, with the triple vision of making its way, to feed its current rise and to pose as a “responsible” and “conciliatory” power. For the twelfth largest economic power in the world, it is also a question of reducing the mistrust and criticism that its presence already arouses on the international scene. The choice made on the cultural variable is therefore not insignificant; because, it is a strategy, through which Russia would like to build, if not regain its greatness of yesteryear.

Abstract:
The article outlines cursory viewpoint on Transnistria as the focus of the Russian Federation policy. Russia pursues political interests in Transnistria connected with its geostrategic ambitions on the post-Soviet state. It is revealed that Moscow has a great impact on the life of Transnistria and cooperates with Tiraspol in political, military, social, cultural, and economic spheres. It is discussed that Russian military presence in this de facto state helps not only to control Transnistria but also Moldova concerning its geopolitical choice. In the article Russia’s activity concerning conflict resolution in Transnistria is shown. A special attention is paid to the Kozak Plan aiming at unification of Transnistria and Moldova, according to which too-extensive rights to Transnistria had to be given. Although this plan was not implemented, in fact now its idea is promoted gradually through convergence of Moldova and Transnistria. In the article it is stressed that russification of the region influences on the mood of the population concerning the future status of the region. Social and economic relations between Russia and Transnistria are researched. It is revealed that all three presidents of this de facto state had close ties with the Russian government and coordinated their politics with it. It is discussed that officially Russia supports territorial integrity of Moldova but at the same time it gives comprehensive support of Transnistria. Although it is not declared in the documents, now the Russian Federation favours status quo in Transnistria.

The article deals with the problem of cultural adaptation of migrants as a condition that contributes to reducing the spread of extremism ideas, including settles on the Internet. The issues of cultural adaptation of migrants in the Russian Federation are regularly brought to the attention of society and various state structures. However, the lack of a comprehensive understanding of the integration policy and the issues of the approach to the adaptation of migrants significantly hampers the implementation of a comprehensive integration policy not only in Russia, but also in the entire world community. Issues of interethnic relations always will be relevant for such a multinational and multi-confessional country as Russian Federation, the measures proposed in the article are aimed at harmonizing interethnic and inter-confessional relations by forming attitudes to interethnic harmony and tolerant communication. The article reflects the concept of cultural adaptation and identifies the problems of integration of migrants in the international community on the example of the host country, as well as the measures taken by the Russian side to implement the migration policy. The article systematizes and analyzes approaches to the measures aimed at countering the spread of ideas of extremism through the cultural adaptation of persons permanently or temporarily residing in the territory of the Russian Federation.

The subject of the study is the norms of the national law of the Russian Federation on the protection and preservation of languages, as well as the norms and principles of international law in this area. The object of the research of this article is the relations in the field of legal regulation of the protection and preservation of the languages of indigenous peoples and local communities. Based on comparative legal, formal legal and systematic research methods, the article presents an analysis of the legal foundations of language policy in Russia, as well as the provisions of international legal acts in the field of the protection of the languages of indigenous peoples and local communities, namely: the Declaration of Principles of International Cultural Cooperation of 1966, the UN Declaration on the Principles of International Law of 1970., The European Convention on Human Rights of 1950, the European Charter of Regional or National Minority Languages of 1992, as well as PACE resolutions and recommendations. The novelty of this study lies in the fact that the authors conducted a comprehensive analysis of the modern legal foundations of language policy in Russia. In the article, the authors consider in detail the concepts of "national minorities" and "cultural values" in accordance with the national legislation of the Russian Federation and international legal acts. The authors come to the conclusion that the Russian historical experience and modern practice of preserving the languages of national minorities, as well as the legal mechanism for the protection of languages provided for by the Constitution of the Russian Federation and other normative legal acts, in many ways surpasses the mechanism provided for by the European Charter. Thus, the exclusion of Russia from the Council of Europe will not negatively affect their protection and preservation within our state.

Abstract:
The subject of this research is the policy of the Russian Federation in the Arctic. The object is Russia’s chairmanship of the Arctic Council in 2021–2023. The author meticulously analyzes the positions of the state, taking into account national interests and peculiarities of the current international situation in the region. The article examines the domestic legislative acts adopted for regulation of the Arctic Region, as well as international documents aimed at sustainable development of the North. The conditions of collective security dictate moderate and clearly defined policy in the Arctic, which is the central arena for political action with the leading role of the Russian Federation until 2023. The conclusion is drawn that the Arctic Region is currently the most relevant vector of the policy of northern states. Chairmanship of the Russian Federation imposes enormous responsibility on the country, as despite the overall state of security in the region, there remains a range of unresolved issues. The attempts of institutionalization of the Arctic Council may become an implicit threat for the Russian Federation; this is why the systematization of domestic legislation and foreign policy actions on maintaining the health of ecosystem, cultural heritage, and environmental policy have become the priority vectors in the first year of Russia’s chairmanship. The overall responsibility of the leading actor the Arctic does not exclude the existence of classic threats to the security of state’s sovereignty, which requires accurate planning in subsequent years of the chairmanship.

In the context of the formation of the new value-oriented model of State Cultural policy in Russia, the need to change its real practice of cultural policy is actualized. The key to realizing the orientation potential of the state cultural policy is self-identification in ideology as a structure of the cultural sphere. The ideology of the modern cultural policy, according to the authors, should be the concept of conservative realism, based on the interpretation of the conservative approach proposed by the President of the Russian Federation V. V. Putin as a reliance on a time-tested tradition, the preservation and multiplication of the population, realism in assessing oneself and others, the exact alignment of a system of priorities, the correlation of the necessary and possible, calculating formulation of the goal, a principled rejection of extremism as a way of acting.

Abstract:
The article analyzes the perspectives of Russia’s soft power in the Balkans. The Russian Federation has longstanding historical, political, cultural and economic ties to the Balkan region. Therefore, being free of a one-sided ideological approach that hampered the usage of soft power by the USSR during the Cold War era, Russia stands at the crossroads as to how best to use it’s great potential for peaceful diplomacy and influence in the Western Balkans. The article will provide an analysis of the achievements of the Russian Federation in regards to extending it’s influence in the Western Balkans, but also the downsides of it’s foreign policy. The analysis will encompass several Western Balkan states and their ties to Russia in terms of soft power: Serbia, Montenegro and Bosnia and Herzegovina. The article raises the question: whether Russia can withstand the struggle for influence over the Balkans with it’s greatest rivals in the region - the United States and the EU? The author concludes that it depends largely on the various approaches and methods used by Russian diplomacy and the level of funding of various projects that can be used to extend Russia’s cultural influence in the Balkan peninsula.

Abstract:
The article contains a comparative analysis of doctrinal documents in the field of state national policy at the federal and regional-republican levels for consistency of provisions on the Russian nation and all-Russian civil identity. The paper considers in detail the interpretation of the relevant provisions in the Strategy of the State National Policy of the Russian Federation for the period up to 2025. The author draws on the publications of Russian ethnopolitologists, which study the practice of politicizing the titular ethnic identity in a number of republics of the Russian Federation with the prospect of identifying ethnic and regional identities. Reference to the corpus of concepts (strategies) of national policy in the republics – subjects of the Russian Federation allowed us to identify the accepted provisions on the all-Russian civil identity contained in the federal Strategy, and the republican-ethnic accents in its interpretation, and the provisions that have not yet been picked up. In particular, the analysis of doctrinal documents of the republics showed that one of the most important provisions of the Federal Strategy on Preservation of Russian Cultural Dominance (a Single Cultural-Civilizational Code), common to all the peoples of Russia, as the basis of all-Russian civil identity has not received a response in concepts (strategies) of the Russian republics.

Based on the principle of continuity of the Russian statehood, the recognition of a person, his rights and freedoms as the highest value, and the focus on modern democratic achievements, the Russian Federation supports compatriots living abroad in the exercise of their rights, ensuring the protection of their interests and preserving the all-Russian cultural identity. For this purpose, an independent direction of state policy was identified, and an appropriate legal framework was formed. According to the Strategy of the State National Policy of the Russian Federation for the period up to 2025, the support of compatriots living abroad, the promotion of their relations with the Russian Federation and voluntary resettlement in the Russian Federation is one of the priorities of the state national policy of the Russian Federation. The importance of the issue of support for compatriots for the state is evidenced by the consolidation of the provision on support for compatriots at the constitutional level by the 2020 amendment (Part 3 of Article 69 of the Constitution of the Russian Federation): Clear constitutional guidelines were established for the further development of State policy in this direction. The article deals with the dynamics of legal regulation in the field of support of compatriots and legal problems in this area, the existing conceptual framework, foreign experience in regulating issues of support of compatriots.

Cultural exchanges are an essential component of humanitarian interaction between countries and societies, in particular, between political partners and neighboring states whose citizens regularly communicate with each other. This paper discusses cooperation in the area of cultural exchanges between the Russian Federation and one of its Central Asian neighbors the former Soviet republic of Turkmenistan. To date, cultural exchanges and humanitarian cooperation have received very little attention in Central Asian studies, despite the attention paid to Russian-Turkmen economic cooperation and policy aspects. This paper is aimed at illuminating the modes, factors, dynamics, and defining features of the Russia-Turkmenistan cooperation in the area of cultural exchanges over the recent decade. The notions “cultural exchanges”, “humanitarian cooperation”, and “cooperation in the area of cultural exchanges” are explored in Russian-Turkmen diplomatic documents and the legislation of the Commonwealth of Independent States. The author has studied such sources as diplomatic documents, interviews, newsletters of state institutions and non-governmental organizations, and news archives of Russian and Turkmen media.

The present study is devoted to the analysis of the Russian-Austrian cultural relations in the beginning of the 21st century. In the article an attempt to identify and assess current trends and forms of cultural dialogue between Russia and Austria, the factors which influence bilateral cooperation, as well as to assess the prospects of cultural relations has been made on the basis of extensive source materials and research literature. Modern cultural relations between the two countries reflect the general trends and peculiarities of modern bilateral interaction, are characterized by diversity and depth. Bilateral cultural exchange involves not only capitals, major cities, but also the regions. Cultural cooperation between the Russian Federation and the Republic of Austria today is based on a solid legal framework, which is replenished with new documents on both the current programs of cultural exchange and strategic issues. A relevant trend of the modern cultural cooperation is institutionalization. This feature is reflected in the modern dialogue between Russia and Austria. Cultural centers, public and state organizations are successful actors of bilateral cooperation, they bring together a wide audience of participants and contribute to the development of cultural contacts on an ongoing basis. Particular attention in the article is paid to a new format of bilateral cultural cooperation between Russia and Austria — the cross-years of cultures, which have become traditional large-scale events of bilateral exchange. This format contributes to the regionalization of interaction and has an impact on economic, political dialogue and investment policy. The conclusions of the study allow identifying the potential of bilateral cooperation between the Russian Federation and the Republic of Austria and forecasting the possible prospects of the cultural dialogue. The chronological framework of this article is the beginning of the 21st to 2020.

The research topics are determined both by the general trend of activation of integration processes in the CIS, and by strengthening bilateral cooperation Russia and Uzbekistan. The interstate dialogue between the two countries has not always been formed in a positive friendly way. However, today, while maintaining many political and economic difficulties (migration policy, trade relations, etc.) There have been obvious moves towards not just normalization of relations, but with draw al take them to a new qualitative level. Taking into account the priority nature of the development of the post-Soviet space, both states express a firm position on overcoming the difficulties of the modern period, solving state tasks and, in general, strengthening the strategic Russian-Uzbek dialogue. At the same time, it is stated that it is necessary to expand the interstate dialogue at the expense of new areas, such as military-technical, trade-economic, humanitarian and cultural industries. Social and cultural adaptation of foreign citizens, their integration into Russian society today is one of the most important goals of the state national policy of the Russian Federation. A separate task is facing Russian universities to gradually adapt Mongolian students to the socio-cultural characteristics of life and higher education in Russia. On the basis of many years of observations and practices, the socio-cultural features of the adaptation of Mongolian students studying in different universities in Novosibirsk are described. The article presents the results of the analysis of documents and data of a sociological survey of students. It is concluded that, despite the positive results of the adaptation of Mongolian students, there are also certain barriers, for the removal of which there are various resources, both from universities and public organizations of the city. Broadcasting the experience of successful socio-cultural adaptation is designed to enhance the positive image abroad of domestic education and Russia as a whole.

Population growth in the world is uneven: while in some countries the population has been growing for a long time (China, India), in Russia and in many EU and BRIC countries, the birth rate has been declining in recent years; and if this does not affect the population, then only by increasing life expectancy and migration. Abrupt changes – both growth and decline – in the population are a threat to the national security of the state. The purpose of this work is to evaluate the effectiveness of political management (strategies and tools) aimed at solving demographic problems and increasing the birth rate in the Russian Federation, as well as to identify the stages of the formation of demographic policy in the Russian Federation in 1992–2019. Methods and materials. Based on the qualitative analysis of normative documents, the frame analysis of speeches of political leaders the main factors that influenced the coverage of demographic problems are revealed (the authors used official electronic versions of the following publications: “Sobranie Zakonodatelstva Rossiyskoy Federatsii” (Collection of Legislation of the Russian Federation) and “Byulleten normativnykh aktov federalnykh organov ispolnitelnoy vlasti” (Bulletin of Normative Acts of Federal Executive Authorities). Analysis. The proposed research strategy allowed identifying demographic threats to national security articulated by political actors and presented in official documents, statements of officials, as well as to compare the political decisions taken in the Russian Federation with the decisions taken in some European countries. Strategic documents that ensure national security of the Russian Federation by including the demographic agenda in political discourse are considered as a tool of political management. Results. The article assesses the effectiveness of political management in solving demographic problems and increasing the birth rate in the Russian Federation, identifies the stages of the formation of demographic policy in the Russian Federation in 1992–2019, as well as the features of the articulation of demographic problems in the political discourse of Russia, and describes demographic threats. The analysis of the regulatory framework as a tool for political management, demographic threats prevention, as well as the basis of the state strategy for increasing the birth rate in the Russian Federation allowed identifying policy decisions that can be used to develop new measures within the framework of programs to increase the birth rate in the Russian Federation.

One of the conditions for the effectiveness of the foreign policy of any state, including its international legal policy, is its scientific character, conceptual validity, reliance on understanding both the objective laws of world development and an accurate assessment of the place and role of the respective state in this process. The creation of such a trend should be based on the synthesis of natural, social, economic, political and cultural factors that characterize the state of the country, an assessment of its participation in the international division of labor, joint projects and development programs, its role in ensuring sustainable development and globalization processes.MATERIALS AND METHODS. The article analyzes the doctrines and tendencies of the foreign policy of the Russian Federation, international treaties of Russia, statements by the leaders of states, as well as the political practice of interstate relations. During the research general scientific methods were used: system analysis, historical, formal legal, comparative, etc. In addition to the materials of the doctrine of international law, scientific categories and constructions of other social sciences (historiosophy, political science, sociology, theory and history of state and law) were used.RESEARCH RESULTS. The study made it possible to come to the conclusion that one of the main concepts of modern international politics is the provisions of the classical Eurasian doctrine. The geopolitical concept of Russia Eurasia is designed to ensure a balance between the western and eastern vectors of the country's foreign policy, predetermines its entire political history, determines the principles and standards of modern life. Of great importance for the foreign policy doctrine of Russia is the Eurasian postulate about the "local development" of our country, the peculiarities of its culture, the existence of a civilizational community. A civilizational approach to assessing the potential of Russia Eurasia should underlie the determination of the scale and nature of Russia's foreign policy. In terms of its historical scale, our country cannot be regarded as a "regional power" even despite its problems and difficulties of the current stage of development. The Eurasian doctrine, the main postulates of which are reflected in the foreign policy concept of the Russian Federation, makes it possible to find the right approaches to solving modern problems of world development, in particular, such challenges for our country as globalization, modernization, the ideology of nationalism, etc.DISCUSSION AND CONCLUSIONS. The discussion of the conceptual base of the foreign policy of theRussian Federation in the doctrine is fragmentary, often carried out in isolation from the search for the national idea of Russia. The difference in approaches to solving this problem significantly complicates the development of an official doctrine of the country's foreign policy and does not make possible to clearly define its national interests. It is obvious that the discussion of these problems should be carried out within the framework of a single cognitive process, the national idea should, on the one hand, become the basic category of the concept of Russia's foreign policy, and on the other, the final result of its creative development. The practical implementation of the Eurasian project by Russia will require making serious adjustments to the country's diplomacy, ensuring its multi-directional, western and eastern balance in the diplomatic, political, humanitarian, legal and other scopes of life.

Russian national policy, which is being developed and implemented, inevitably presents its official vision to the society, firstly, of the place and role of the Russian people both in history and at the present stage of the development of national statehood, and secondly, of the correlation of Russian self-consciousness and Russian national identity. Throughout the entire post-Soviet period, the severity of the "Russian question" in the above-mentioned interpretation remains, which determines the relevance of the subject of the research. Based on the study of the development, adjustment and updating of the official narrative of the state national policy of the Russian Federation — the Constitution of the country, doctrinal documents (concepts and strategies), statements of the highest leaders of the state this article shows how the understanding of the Russian cultural dominant as the basis of the Russian national identity and the idea of the state-forming role of the Russian people were developed and refined. Theoretical approaches developed by Russian and foreign researchers (E. Smith, M. V. Remizov, V. A. Tishkov et al.), allowed to substantiate the regularity of cultural and value homogenization of a complex multiethnic society based on the culture of the dominant ethnic group in the process of forming and strengthening modern national identity. Noting the incorrectness of reducing Russian national identity to its purely civil component, the authors argue that the concept of Russian cultural dominant (a single cultural code) in the lexicon of modern state national policy of Russia indicates the cultural component of Russian national identity. In the last decade, the idea of the state-forming role of the Russian people has been firmly established in the official discourse of Russian politics. This is reflected in the 2020 constitutional amendment on the Russian language, which, as the language of the state-forming people, is the state language of the Russian Federation throughout its territory.

The federal system of Russia, its political stability, sustainable nature of interfederal relations are the true facts, giving rise to necessity for the transition to a new model of federalism, which can prove to be more appropriate in terms of current economic and political environments prevailing in Russia.2. There is no doubt that the federal system of polity of the Russian Federation is justifed by legal, judicial, political and economic aspects, with no reasonable alternatives. The question is whether the existing principle of national and territorial structural organization of the Russian Federation is appropriate by now. There are persuasive arguments for the priority of the geographical and economic principle over the national and territorial division.3. The geographical and economic principle priority in the organization of modern Russia does not mean that specifc national and ethnic features of certain regions will be neglected.4. The geographical and economic principle priority in the organization of the Russian Federation will result in the consolidation of Russian entities and provide them with more extent of economic independence.Discussion and conclusion. It is obvious that from perspective of long-term development of Russia, the development of all Russian entities should be going at the same pace, which is not an easy task in the existing social, political and economic environments. The pace of development demonstrated by Moscow or Saint Petersburg Regions, or Tatarstan cannot be justly compared with those of Ingushetia or Dagestan. Indeed, the developed entities of the Russian Federation cannot endlessly donate to those lacking dynamics in their development. It is crystal clear that the modern day organization of the Russian Federation based on mere national and territorial grounds can hardly promote the equal development and integration of all Russian regions. Cultural and civilizational distinctions of certain entities should not lead to their isolation within one country and lagging behind national development.

The article analyzes the process of enforcing the peoples’ constitutional right to ethno-cultural identity, which is especially relevant in the conditions of multinationality and polyethnicity of the Russian Federation. The Constitution of our country guarantees the ethno-cultural development of the peoples of Russia. The choice of the study region is due to the fact that the Komi Republic is one of the most multi-ethnic national-territorial entities within the Russian Federation. The norms of the Constitution of the Russian Federation and the Constitution of the Komi Republic in the field of national life are successfully implemented in practice. The diverse national life of the Komi Republic, as a historically formed multi-ethnic community, found its direct reflection in 12 out of 103 articles of the Komi Republic Constitution that is currently in force. The constitutional norms analyzed in the study have been successfully working and implemented in the diverse national life of the Republic for a quarter of a century. The region has created a developed infrastructure in the field of interethnic and inter-confessional relations. At the expense of the republican budget, subsidies are allocated to support the activities of social movements and national-cultural autonomies. The state language policy is aimed at cultivating the traditional values of the Russian language, of the native languages of the peoples living in the Republic. Based on the Constitution of the Russian Federation, the model of state national policy is aimed at serving the peoples’ interests in a multinational region in its composition. Thus, the main importance of this model is that it enables the authentic culture of Komi people to develop; it is aimed at meeting ethno-cultural needs and the needs of other nationalities, as well as contributes to the formation of an All-Russian civil identity.

The article focuses on the assessment of the financial support of the cultural sector in the Russian Federation in the context of funding sources, as well as of the types of projects and programs. Despite the serious transfor-mations that have taken place in financing the cultural sector in recent years and include the approval and implementation of the national project, federal and regional programs, the cultural sector still largely needs additional funding. The volumes and structure of financing of the cultural sphere and sources of financing are analyzed. The procedure of financing the cultural sphere as an element of the state cultural policy has been studied. It has been inferred that the share of expenses for the maintenance of the studied sphere in GDP is very low; the share of buildings in unsatisfactory condition is significant; The share of federal budget spending on culture remains one of the lowest among all sectors of the economy. Conclusions are drawn that the system of state financing of the cultural sphere in the Russian Federation is not effective enough and needs to be improved. To date, the world has accumulated a significant experience in using various sources and tools to raise funds in the field of culture. It is noted that in the cultural sector of the Russian Federation budget financing still prevails, which does not adequately cover the needs of institutions and organizations. Abstract The article analyzes specifics of instrumental and perceptional dimensions of the soft power of Russia. The analysis of these dimensions is particularly relevant in terms of studying the likelihood of the fact that Russia may continue applying the soft power strategy of long-term external influence. The main tools of the instrumental foundation of Russia’s soft power have been analyzed. Russia’s position in the rankings of well-known international rating agencies have been compared. The comprehensive studies are considered to be promising, combining detailed analysis of the soft power tools in the domestic and foreign policy strategy of the Russian Federation and the way it is perceived by different target audiences. It is concluded that foreign countries and societies perception of the soft tools application (mostly perceived as propaganda) may affect Russia’s low position in international soft power and branding rankings.

This article reviews the modern hazards and challenges of national security for the Russian Federation and the need to reformat its main issues and determining factors. The authors examine the concept of cultural policy, the interdependence of politics and culture, where the political sphere is considered a product of cultural and social life, or in other words, where politics is a form of cultural existence. The authors describe the previous political science research concerning culture and the phenomenon of cultural policy where culture is considered the main mechanism of socializing an individual (Goloborodko, 2012). They also examine a cultural policy as an instrument reflecting the social and political systems’ relationships. The authors explore the concept of national security and ways to ensure that national interests are protected within the systems of both Russia and international affairs. It is noted that in recent years, the problems of culture and cultural policies, as factors of national security, have drawn crucial public and scientific attention, substantiating reasons for increased effort on the humanitarian issues of national security. The authors conclude that the culture accumulated in the political sphere could influence the regulation of social development and ensure a stable public and political existence.

Abstract:
The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

Abstract:
The article presents a comprehensive analysis of the process of state building in Pridnestrovie based on the identification of the Pridnestrovian people. The issues of acquiring the mechanism of legitimacy of the Pridnestrovian state are considered, as well as tools for ensuring the Pridnestrovian choice in the realities of the XX-XXI centuries are presented. The analysis widely uses the historical method and systematic approach, which form an understanding of the degree of Russia’s involvement in regional processes, as well as the place of the foreign policy choice of the people of Pridnestrovie in the structure of Russian interests and the opinion of the citizens of the Russian Federation about the Pridnestrovian settlement. The author highlights the historical milestones in the formation of the Pridnestrovian identification code, comes to the conclusion that there is a significant difference in the content of the Moldovan foreign policy from the Pridnestrovian on this basis. Based on the data presented at the republican referendums in Pridnestrovie, as well as on the basis of the results of sociological surveys conducted on the territory of Pridnestrovie and on the territory of the Russian Federation, the peculiarities of the choice of Pridnestrovie are revealed, the opinion of Russians regarding the fate of Pridnestrovie is reflected. In addition, the official position of Russia on the Pridnestrovie settlement is indicated, which at present cannot be called strictly formed. It is shown that, being at the fork in the next cycle of the space-time continuum, the basis of the Pridnestrovian choice was the historical heritage of the republic, as well as the position of the Russian Federation on the settlement of Moldovan-Pridnestrovian relations. The hypothesis about the continuously growing role of Russia in the fate of Pridnestrovie, as well as the significant importance of Pridnestrovie for Russia, filled with historical, geopolitical and cultural content, was confirmed. The conclusion is made about an increase in the demand for protection of the national interests of Russia in certain segments of Russian public opinion.

The article examines how post-soviet legal initiatives on prevention of intimate partner and domestic violence relate to the concepts of gender citizenship and “new private” which transformed gender order in the Russian Federation. To explore emerging concepts the article focuses on the discursive practices of the public debate on the draft law “On prevention of family-domestic violence,” which was released by the Federation Council for the online public discussion on 29 November 2019 and became the most debated draft law drawing 11,186 online entries as comments. Using grounded theory to identify main discursive clusters of the public debate, the article offers an analysis of how theories of cultural sovereignty and “new private” are articulated in contemporary Russian public space. This analysis, supplemented by the examination of other legal and policy documents on prevention of violence against women, gender policy and human rights of women, resulted in conclusions that in post-soviet Russia the concept of gender citizenship has been developing in the close relationship with the concept of cultural sovereignty, which provides the State with legitimate ways to exercise a selective approach to the guarantees of human rights and reject gender-sensitive legislation on the grounds of protecting the family as a traditional value at the expense of human rights of women.

In this general article withsecurity dimension of Ukrainian-Russian relations around Crimea in the political activity of the People’s Movement of Ukraineis discussed. The key political statements of the PMU concerning the Crimea and Sevastopol military base of the Black Sea Fleet of the Russian Federation were investigated. An assessment of the position of political force on Russian policy in the Crimea is given. It was found out that in their activity, the members of the PMU paid constant attention to the lack of a clear state policy of the Ukrainian authorities regarding the Crimea and the military contingent located on the peninsula of the Russian Federation. In most cases, the PMU pointed out that the lack of well thought-out Ukrainian policy in the Crimea along with the activity of Russia itself is a catalyst for destabilizing events on the peninsula. Particular attention of the «Rukhvtsy» paid attention to the activity of various cultural and educational groups in the Crimea, which were completely loyal to Russia. In addition, the special emphasis in the article is made in the position of the PMU on the base of the Black Sea Fleet of the Russian Federation. It was found out that in the vision of political power, the presence of the Black Sea Fleet of Russia in the Crimea was destabilizing not only on the socio-political situation in the Crimea, but also throughout the territory of Ukraine. At the same time, «Rukhvtsy» indicated that the lack of well-thought Ukrainian policy in bilateral relations around Crimea could further develop into a full-scale conflict. The main proposals of the PMU concerning the possible regulation of tension in bilateral relations are outlined. It is concluded that in 1991–2008 the People’s Movement of Ukraine as a political force was clearly aware of the hidden threats to national security contained in the Ukrainian-Russian relations around Crimea. At the same time, in spite of numerous political statements and appeals to the top government of the state, the proposals voiced by the PMU did not take into account in any way that in the future they became a catalyst for the beginning of Russian open aggression against Ukraine.

CULTURAL WAR BETWEEN RUSSIA AND UKRAINE: A WAY TO WEAKEN RUSSIAN CULTURAL IMPERIALISM The imperial plans of the Russian Federation towards Ukraine at the end of February 2022 passed to the next stage and took the form of a full-scale war, which covers not only the military, political, economic, but also cultural spheres. The author of this article, starting from this assumption, presents an analysis of the war between Russia and Ukraine from the cultural and anthropological perspective. He refers to the so-called the phenomenon of the “small-Russian nature” of the Ukrainian nation, which, starting from the times of the Russian Empire, influenced the perception of Ukrainians as being secondary to Russians. This situation didn’t change even after Ukraine regained its independence in 1991. Only the events on the Maidan in Kiev, the annexation of Crimea and the invasion of Donbas caused a change in cultural vectors. Ukraine began to forge its own national cultural identity, completely breaking away from what was Russian. The full-scale war, unleashed at the end of February, significantly sharpened this rhetoric, additionally underpinned by the policy of cultural sanctions applied by the West. Therefore, the aim of this article is to present the Russian-Ukrainian cultural war, the consequence of which is the process of shaping an independent Ukrainian cultural awareness.

The article covers the policy of the Russian Federation in the field of international information security. The purpose of the study is to identify the key directions for strengthening international cooperation in the area of information security. The article examines the state of bilateral cooperation on international information security issues in particular on the example of the Agreement between the Russian Federation and the People’s Republic of China on cooperation in the field of international information security. The article analyzes Russian initiatives put forward in regional and multilateral organizations. Thus, special attention is paid to cooperation within BRICS, the SCO, the CSTO and ASEAN. Regional and interregional interaction in this area increases stability and security of the respective regions, taking into account the national interests of the parties involved. The article also studies the Russian projects promoted at the global level, namely, the UN General Assembly resolutions adopted by the initiative of the Russian Federation. Russia and its partners contributed to the adoption of a set of 13 international rules, principles and norms of responsible behavior of states in the information space. Convocation of an Open-Ended Working Group, whose mandate has been extended until 2025, has become an important contribution of Russia to institutionalization of the profile discussion mechanism within the UN. The author concludes that Russian projects and cooperation agreements reached can foster the development of political and legal framework of the international information security system. The focus on promoting the formation of such a system is confirmed by the updated Basic principles of the State Policy of the Russian Federation in the field of international information security. However, these initiatives are not exhaustive. Therefore, the formation of such a system requires the efforts of the entire world community.

The article aims at carrying out the following tasks: to analyze the meaning of the concept of all-Russian identity; to compare the concept of all-Russian identity and related concepts; to define the role of the all-Russian civil identity as an institution and as a value in the system of constitutional law; to formulate proposals for improving the legislation of the Russian Federation. The axiological approach has had considerable importance for assessing and analyzing the value system of all-Russian identity, the content of these values, as well as for considering the all-Russian identity as a constitutional legal value. The teleological approach has allowed taking into account the goal-setting of the Russian state in the process of constitutionalization of the all-Russian civil identity. The article analyzes the concept of the all-Russian civil identity and its connection with cultural and ethnic identity, the system of values that form the civil identity; determines the place of the civic identity in the system of constitutional law; correlates the civic identity with the concept of constitutional identity. The author suggests a possible way to differentiate the civic and cultural identities, options to supplement the system of values that form the civil identity. The author positively assesses the attempts of the Russian state to implement a state national policy on the basis of the concepts of the civil and cultural identities in the face of modern challenges. At the same time, the author identifies a number of issues. The system of values that constitute the all-Russian civil identity is not fully formalized. It is required to introduce mechanisms for the formation and preservation of the all-Russian civil identity and to correct the state policy in various areas, from the national state policy to the state policy in education, culture, and health care. Finally, the ethnic issue in the context of the all-Russian civil identity remains relevant.

Abstract:
The main purpose of the article is to consider the evolution of youth policy in Russia in the light of the constitutional reform of 2020 as the historical and political substantiation of the amendment made following the results of the popular vote to the first part of the article 72 (point «e») of the Constitution of the Russian Federation. The article notes that in modern society there is a whole system of challenges destroying the traditional forms of socialization of young people, who have found themselves in a very dangerous socio-cultural zone. These dangers look even more real without appropriate attention to young people on the part of the state and society. This context, according to the author, puts the state youth policy in a row of key functions of public administration. Citing historical examples of domestic managerial experience in relation to youth, the author comes to the conclusion that the constitutional amendment, which for the first time solidifies the existence of youth policy in the country's basic law, can give a new impetus not only to the further development of regulatory mechanisms for regulating youth policy, but also to become the constitutional basis for the practical side of its implementation. In this regard, the article pays special attention to the consideration of the new draft content No. 993419-7 «On youth policy in the Russian Federation».

This report analyses the dramatic turn in the policy of the Russian Federation towards its minorities in 2015. In March 2014, the Kremlin created a new state agency, the Federal Agency for Affairs of Nationalities. This new Agency is headed by an FSB Colonel with combat experience in the North Caucasus, and no previous experience of work with minorities. There are three main manifestations of the new turn. First, there is an emphasis on protection of national security as the central aim of Russian nationalities policy, together with the strengthening of the state sovereignty and integrity of Russia. Second, there is the promotion of the Russian language, which is now seen to be in some ways under threat. And third, documents and speeches are replete with references to the ‘Rossiiskaya natsiya’ [‘Russian nation’], not to be confused with the ‘Russkiy narod’ [‘Russian people’]. This turn has been instituted against the background of a systematic ‘conservative turn’ by the Kremlin, with increasing obstacles placed in the way of all civil society organizations through the 2012 Foreign Agents Law, and the May 2015 Law on Undesirable Organizations. The ‘securitization’ of minorities policy in Russia and the appointment of FSB Colonel Barinov to lead the new direction of minorities policy in Russia will, as he has frankly stated, signify that preservation and promotion of cultural and in particular linguistic rights will be seen as threats to Russia’s continued existence.

On 2 July 2021, President V. V. Putin has approved a new National Security Strategy of the Russian Federation. The article undertakes a comparative analysis of the national security strategies of the Russian Federation 2015 and 2021, provides a content analysis of the conceptual apparatus of these strategic planning documents in terms of ensuring information, socio-cultural and value sovereignty. The author concluded that there is the strengthening of the trend towards reinforcement the state sovereignty of Russia based on maintaining traditional spiritual and moral values, preventing the negative consequences of westernization. There is a continuing departure of the Russian state from the Western-centric foreign policy and orientation towards internal forces and resources of strategic development. Finally, the author stated the consistent harmonization of the principles, attitudes, and content of the goal-setting documents of state strategic planning in terms of strengthening all dimensions of state sovereignty.

Introduction: the article deals with the constitutional formula officially denying the presence of state ideology in Russia. Purpose: to investigate the issue of the absence of state ideology in Russia de jure and de facto; to identify the typology of modern Russian society, state, and law, the reasons for the absence of their essential characteristics in the Constitution of the Russian Federation. Methodology: the research is based on the fundamental principles of scientific philosophy – the principle of objectivity, the principle of development (historicism), the principle of universal interconnection, the principle of determinism, the principle of inconsistency, as well as general scientific methods of analysis and synthesis, induction and deduction. Results: the Constitution of the Russian Federation was adopted in the context of a deep socio-economic and political crisis and a split of the Russian political elite into irreconcilable groups that offered different ways of getting the country out of the crisis and different historical prospects for Russia. The new liberal elite, having defeated its political opponents in political and armed conflict, organized drafting and adoption of the Constitution of the Russian Federation in a short time in order to give legitimacy to the reforms planned. The liberal elite avoided ideologically and politically loaded vocabulary in their public speeches not to scare off the population when adopting the Constitution and carrying out reforms which were to result in the radical change of the type of society, state, and law. The same approach was used when developing the Constitution. The basic law of the country was created and adopted after the Cold War, when Russia found itself on the periphery of the world history and turned into an object of global neoliberal capital policy. The above factors determined the character, the design, and the contents of the Constitution of the Russian Federation. Conclusions: the Constitution was adopted in specific socio-economic and political conditions. It helped to avoid a disastrous civil war and to carry out economic and social reforms corresponding to the interests of the new elite of Russia and their western curators. As a result of the reforms, Russia was introduced into the economic, political, and cultural space of the global neoliberal capitalism managed from Washington. The country has actually lost its sovereignty and subjectivity. Modern Russia, unlike the Russia of the 90s, has ceased to be exclusively an object of global neoliberal capital. As a great power, Russia is bound to have its own state ideology that would express its national interests, fundamental needs, meaningful values, and a geopolitical strategy that would determine its historical prospects.

Attracting compatriots living abroad is strategically vital in the context of continuing depopulation in Russia. However, a multilayered definition of the category of a compatriot creates blurred boundaries. As a result, it is somewhat problematic to assess the number of Russian compatriots living abroad objectively. The paper presents the results of a study of the socio-demographic structure of the Russian-speaking population in far-abroad countries. The statistical data of Rosstat, the UN, Eurostat, OECD, and national statistical services of foreign countries were analyzed to assess the number of Russian-speaking populations and determine the main emigration channels and geography of resettlement. Within the study, the authors have conducted an expert survey of the Ministry of Foreign Affairs of the Russian Federation, the Embassies of the Russian Federation, and representative offices of Rossotrudnichestvo in foreign countries. The survey results indicate the heterogeneous structure of Russian-speaking communities by reasons of emigration, socio-economic status, degree of integration into the host society, gender, and ethnic composition, and geography of resettlement. However, state policy analysis towards compatriots shows that it targets people who already demonstrate an interest in Russia, participate in Russian-speaking organizations, and get involved in cultural, religious, and sports events. There is a need for cooperation and interaction with Russian-speaking people. Moreover, given that young people adapt and get integrated more efficiently, it is essential to prevent the loss of cultural capital of Russian-speaking youth living abroad. It is necessary to develop and implement a more differentiated approach towards interaction with the Russian-speaking population.

Russian Federation, as well as a number of European states, has started with a kind of revision of the views on activity of non-traditional, foreign religious organizations, world wide known as sects. In Russian Federation there has been a ban on activity of a “Aum Shinrikyou” sect, and in the city of Moscow the activity of “The Witnesses of Jehova” has also been banned. In France, “The Order of the Temple of Sun” and so-called Church of Scientology have been banned lately, while in Italy there have been close monitoring and controlling of occult religious organization going on. In regard to these recent events it was discovered that some religious organizations (sects) contributed to destabilization of society, strengthening of criminality and drug addiction, to the change of cultural standards and national thinking as well as to political destabilization of society and state. In addition to it, attention has also been paid to the children and family abuse and disrespect of the Labor Law.

Attempts to build a “Russian world” within the former Soviet republics of Central Asia by introducing an idea of a single linguistic, cultural and political space with the Russian Federation are studied in the article. The threats to the Central Asian countries’ information space are analyzed. The data on gradual changing of orientations of the Central Asian states’ citizens when choosing sources of information is provided. It is concluded that the technologies of the Russian Federation’s propaganda in Central Asia are aimed primarily at the formation of the president of Russia positive image among the widest possible groups of population. Attempts to push so-called “the Russian world”, which already jeopardize global peaceful balance, are grounded, in particular, on a widespread use of the Russian language within the territories of the former USSR that serves to propagate an idea of a single linguistic, cultural and political space. At the same time, a revival and development of national languages and cultures are intensively ongoing in all new independent states. It provokes a confrontation that often causes points of tension and conflicts. A large number of the Russian media, including federal state editions, TV channels. the Sputnik news agency etc. operates in Central Asian information space. Using own controlled media, the Kremlin seeks to convince the Central Asian states’ citizens that the Russia’s foreign policy is a right one, as well as to form a positive image of Russia and president Putin as a politician who is capable to ensure stability and security in the Central Asian region. The Russian Federation pays a special attention to Eastern Kazakhstan, where a large number of ethnic Russians is concentrated. Kazakhstan has much in common with Ukraine on its ethnic population composition, economic situation and geographical proximity to Russia. As in Ukraine, the ethnic Russians make up about 1/5 of the population in Kazakhstan, meanwhile the Russian language is widely used in all spheres. Russia calls its initiative a “humanitarian project”, but there is no doubt that the Kremlin is fighting for minds of younger generation, trying to impose own culture and values on young people. Recently, while alternative sources of information have been spreading, more and more Central Asian habitants opt for online information in their national languages, considering Russianspeaking news resources to be a propaganda.

Introduction. The relevance of the problem of forming and strengthening the Russian identity in various aspects is not in doubt today. In this regard it is important to study the various factors that affect this process. The purpose of this research is to analyze the influence of the Republic of Mordovia’s participation in the Finno-Ugric movement on the process of forming Russian identity. Research objectives: to characterize the involvement of the Republic of Moldova in the Finno-Ugric movement in the Russian and international directions; to show this participation in realization of state national policy in the Republic; to identify opportunities and risks the further participation of Mordovia in Finno-Ugric movement for the formation and strengthening of the Russian identity. Materials and Methods. The choice of research methodology is dictated by the strategic goals of the state national policy of modern Russia, aimed at creating civil unity under the condition of mandatory preservation and further development of the country’s ethnic and cultural diversity. The combination of civil and ethno-cultural components in the formation and consolidation of Russian identity implies an organic methodology of the nation-building process, which denies the unification of ethnic diversity. The research uses materials from the websites of the Advisory Committee of Finno-Ugric peoples and “The information center of Finno-Ugric peoples”, as well as scientific works of Russian scientists containing data on various aspects of the participation of the Republic of Mordovia in the Finno-Ugric movement. Historical, phenomenological, institutional approaches, and document analysis were used to solve the tasks set in the article. Results and Discussion. The results of the study showed that the Finno-Ugric movement, aimed primarily at solving ethno-cultural problems, actively participates in the process of preserving and developing the ethno-cultural specificity of the peoples of the Russian Federation, implementing the strategic line of state national policy at the present stage. The Republic of Mordovia has made a significant contribution to the organizational and ideological design of the Finno-Ugric movement. At the IV and V congresses of the Finno-Ugric peoples of Russia held in Mordovia, the strategy of the movement was defined – the strengthening of all-Russian civil unity as a condition for the successful development of the ethnic identity of the Finno-Ugric and other peoples of Russia within the framework of a single state. The viability of ideological and institutional approaches to the development and implementation of the state national policy of the Russian Federation in the Republic, aimed at preserving cultural diversity, has been recognized throughout the Finno-Ugric world. The documents of the world Congress of Finno-Ugric peoples indicate the role of the Finno-Ugric movement in understanding the ethno-cultural specifics as great opportunities for countries and regions in cultural and socio-economic development. However, the implementation of ethnic policy, including through participation in the Finno-Ugric movement, there are the problems (insufficient use of the potential of ethno-tourism, youth participation in the development of Finno-Ugric peoples, the dependent position of some public Finno-Ugric organizations, the prevalence of threats and weaknesses over strengths and development opportunities of ethno-national space of modern Russia). Conclusion. The participation of the Republic of Mordovia in the Finno-Ugric movement, included in the implementation of the state national policy, is a factor in the formation of Russian identity. Recognition throughout the Finno-Ugric world of Mordovia’s positive experience in implementing state national policy has made the Republic its “heart”. Positive experience and unresolved problems in the field of Ethnopolitics point to the opportunities and risks of further participation of the Republic of Moldova in the Finno-Ugric movement for the formation of Russian identity. Opportunities are associated with the use of diverse cooperation within the Finno-Ugric movement to increase the ethnic identity of the Mordovians, and threats are associated with politicization and dependence on anti-Russian forces that weaken the all-Russian civil unity. Strengthening opportunities and preventing threats is possible on the basis of an organic methodology of nation-building, which means strengthening all-Russian civil unity as a condition for the successful development of the ethnic identity of the Finno-Ugric and other peoples of Russia within a single state.

Abstract:
To ignore the ethno-cultural principle in defining the notion of ‘compatriot’ means recognition of too wide circle of people as such. Today the risk of turning the State program on fostering voluntary migration of compatriots from the repatriation project (the initial idea) into foreign labour recruiting is obvious. For instance, opportunities are limited for elderly and people with moderate means, who know Russian, belong to peoples of Russia and are ready to integrate into Russian society; representatives of title nations of some post-soviet states are recognized as compatriots though they do not possess the mentioned-above socio-cultural features; the same corruption costs typical of labour migration are formed; the quality of human capital provided at the expense of the State program does not comply with the Constitution of the Russian Federation and needs of Russian society development. To fill state policy with the adequate repatriation content it is necessary to revise its goals, bring them into line with the Constitution; to concretize the legal basis of the repatriation institution (return to the homeland) of compatriots, primary importance should be assigned to cultural-morale categories but not to economic ones. The key sociocultural features are mastering the Russian language, belonging to peoples of Russia and readiness to integrate into Russian society. Ideology of the State program should proceed from repatriation aims but not from recruiting ones. The author points out that it is necessary to reform the system of the State program implementation by providing it with the adequate way of selecting candidates in accordance with their socio-cultural features; opportunities to support elderly and those with moderate means for returning them to the historic homeland; elimination of commercial element in work with compatriots (both in countries of departure and on the territory of Russia); infrastructure for initial adaptation and further integration in Russian society. The article analyzes certain aspects of the State program and aims at identification of system problems of this repatriation project, as well as formulation of suggestions for their settlement and optimization of state policy in the field of migration.
