There is presented the analytical review of the large-scale cultural event - II Cultural Forum of the Regions of Russia (Moscow - Yakutsk, September 25, 2015). In article the main directions of the state cultural policy are considered. The characteristic is given to the main activities of bodies of prosecutor’s office for law enforcement in the course of realization of the state cultural policy. It is shown that activities of bodies of prosecutor’s office of the Russian Federation for law enforcement in the sphere of culture are the most important instrument for ensuring of preservation of cultural property and cultural development of Russia now in interests of the real and future generations of the people of the Russian Federation that is caused by possibility of use by bodies of prosecutor’s office of powers inherent in them and legal means. The conclusion about possibility of inclusion of activities for law enforcement in realization of the state cultural policy in the Russian Federation to number of the priority directions in activity of prosecutor’s office of the Russian Federation is drawn.

Abstract:
The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

Abstract:
The Republic of Korea (ROK) has not traditionally regarded the Russian Federation as an important partner in the Korean security crisis. Nevertheless, the ROK–Russia relationship has grown by leaps and bounds. Furthermore, the Moon Jae-in administration’s “New Northern Policy,” which focuses especially on economic collaboration with Russia, exhibits a great deal of compatibility with the “turn to the East” in the Russian Federation’s recent foreign and domestic policies. For Seoul, the “New Northern Policy” is not simply a means of generating economic benefits for the ROK but is also part of Seoul’s plans for promoting peace on the Korean Peninsula. Indeed, the Kremlin shares with South Korea not only the goal of increased economic interconnectivity but also a lasting peace on the Korean Peninsula. Nevertheless, two main barriers exist undermining aims outlined in the New Northern Policy. The continuation of the crisis over North Korea’s weapons of mass destruction (WMD) capabilities, particularly the perpetuation of the various layers of sanctions against Pyongyang, frustrate the economic integration as espoused in the New Northern Policy. Furthermore, economic conditions within Russia, namely, a lack of economic development within the Russian Far East, frustrate South Korean hopes for greater trade connectivity with Russia. Substantial changes to both the Northeast Asian sub-regional order as well as in the Russian Federation’s domestic economic situation, therefore, are necessary before the prospects envisioned in Seoul’s New Northern Policy can be realized.

Abstract:
In the modern world, culture is an integral part of the state policy. The authors note the importance of cultural policy as a tool for countries to improve their relations, overcome crisis situations and build further development paths, in spite of political differences. The article deals with the cultural interaction between Germany and Russia during the 21st century. The chosen period is explained by the coming to power of Vladimir Putin in the Russian Federation and the beginning of significant changes in the state's foreign and domestic policies. During the examination of this topic, the research methods of classification, systemic approach, and historical analysis were used. With the help of historical analysis, the history of cooperation between the two states, starting from the 9th century, was considered. Common and different features in the historical past of Russia and Germany were also established. The systemic approach made it possible to define cultural policy as an integral element of the country's foreign policy. The classification method involves the division of cultural policy into several areas in which the Russian Federation and the FRG interact. The work on this article was carried out using laws in the field of international cultural cooperation, a large amount of information from official news portals (RIA Novosti, TASS, RBC), official websites of the Embassy of Russia in Berlin and the Embassy of the Federal Republic of Germany in Moscow. The vectors of interaction between the two states are described in detail: scientific and technological cooperation; academic mobility; exchange programs for students, scientists, exchange of methodological literature; cross-years; forum campaign; preservation of historical memory in the territory of both states; support programmes for compatriots living in Russia and Germany; activities to promote and remain both Russian and German languages, etc. Within each direction, the forms and ways, in which countries work together, are described. This research allowed drawing conclusions about culture's significance in the formation of a positive/negative image of the state, as well as to highlight an important pattern: with the help of cultural policy, states can both improve relations and provoke conflict. Thus, the authors analyzed various forms and mechanisms of the cultural interaction between the Russian Federation and the Federal Republic of Germany. There is a rich historical experience and economic basis for fruitful cooperation between the two countries and their nations. That is why two states have been able to maintain a dialogue at different levels, resolve conflict situations and restore contacts for many centuries. Therefore, both Russia and the FRG can continue to work in this direction in order to strengthen relations and bring them to a new level with the help of cultural policy.

Problem of migration and mechanisms of foreign citizens adaptation and integration associated with it, are in focus of public and scientific thought. Need for further institutionalization and innovative modernization of Russian migration policy is widely discussed in the framework of modern debates. Over the past few years, adaptation and integration of foreign citizens in Russian Federation has drawn public attention, as a result of rapid increase in number of foreign citizens and stateless persons permanently or temporarily residing in Russian Federation. The Concept of State Migration Policy of the Russian Federation for the Period until 2025, focuses on national security and reduction of the sociocultural, economic and political risks associated with influx of migrants. To this end, there is a quest for migration policy instruments adequate to the situation in labor market. Article analyzes already tested educational and cultural tools, defines role of resource support for participation of ethnic communities, national and cultural autonomy, educational and religious organizations, cultural and sports institutions, working on social and cultural adaptation and integration of foreign citizens.

Since the mid-1990s, and even more Vladimir Putin’s accession to the presidency, reaffirmation and recognition of Russia’s status as a great power has been erected as an existential political imperative. The restoration of Russia's global influence is one of the parts of this high-powered policy implemented by the authorities. It manifests itself repeatedly through hard power initiatives outside national borders in Georgia, Ukraine or Syria. But the “color revolutions” in the post-Soviet space, primarily the Orange Revolution of 2004, prompt the Russian government to rethink its foreign policy in order to project a better image of Russia abroad. This late awareness is reflected in the adoption of a clean soft power strategy and its main key instruments are created during the second term of Vladimir Putin (2004- 2008). The notion of soft power will be institutionalized in the Foreign Policy Concept of the Russian Federation on February 12, 2013. This article is therefore intended as a contribution to the analysis of the issues surrounding the cultural variable in foreign policy. of the Russian Federation. It is therefore more precisely his ambition to decipher the motives underlying the mobilization of resources for the purpose of cultural outreach by Russia. A country with many contrasts and, moreover, in a world cultural field traditionally controlled by strong Western powers, Russia has opted for soft power, with the triple vision of making its way, to feed its current rise and to pose as a “responsible” and “conciliatory” power. For the twelfth largest economic power in the world, it is also a question of reducing the mistrust and criticism that its presence already arouses on the international scene. The choice made on the cultural variable is therefore not insignificant; because, it is a strategy, through which Russia would like to build, if not regain its greatness of yesteryear.

Abstract:
The article outlines cursory viewpoint on Transnistria as the focus of the Russian Federation policy. Russia pursues political interests in Transnistria connected with its geostrategic ambitions on the post-Soviet state. It is revealed that Moscow has a great impact on the life of Transnistria and cooperates with Tiraspol in political, military, social, cultural, and economic spheres. It is discussed that Russian military presence in this de facto state helps not only to control Transnistria but also Moldova concerning its geopolitical choice. In the article Russia’s activity concerning conflict resolution in Transnistria is shown. A special attention is paid to the Kozak Plan aiming at unification of Transnistria and Moldova, according to which too-extensive rights to Transnistria had to be given. Although this plan was not implemented, in fact now its idea is promoted gradually through convergence of Moldova and Transnistria. In the article it is stressed that russification of the region influences on the mood of the population concerning the future status of the region. Social and economic relations between Russia and Transnistria are researched. It is revealed that all three presidents of this de facto state had close ties with the Russian government and coordinated their politics with it. It is discussed that officially Russia supports territorial integrity of Moldova but at the same time it gives comprehensive support of Transnistria. Although it is not declared in the documents, now the Russian Federation favours status quo in Transnistria.

Abstract:
The article deals with the problem of cultural adaptation of migrants as a condition that contributes to reducing the spread of extremism ideas, including settles on the Internet. The issues of cultural adaptation of migrants in the Russian Federation are regularly brought to the attention of society and various state structures. However, the lack of a comprehensive understanding of the integration policy and the issues of the approach to the adaptation of migrants significantly hampers the implementation of a comprehensive integration policy not only in Russia, but also in the entire world community. Issues of interethnic relations always will be relevant for such a multinational and multi-confessional country as Russian Federation, the measures proposed in the article are aimed at harmonizing interethnic and inter-confessional relations by forming attitudes to interethnic harmony and tolerant communication. The article reflects the concept of cultural adaptation and identifies the problems of integration of migrants in the international community on the example of the host country, as well as the measures taken by the Russian side to implement the migration policy. The article systematizes and analyzes approaches to the measures aimed at countering the spread of ideas of extremism through the cultural adaptation of persons permanently or temporarily residing in the territory of the Russian Federation.

The diploma thesis is focused on defining the place of cultural diplomacy and concepts of soft power and nation branding in the foreign policy of the Russian Federation, as since the end of the Cold War importance of culture and cultural diplomacy in international relations has started to grow. It analyses the question whether cultural diplomacy as part of the foreign policy of the Russian Federation contributes to increase attractiveness and positive image abroad. To determine positives, negatives and exploit the potential, SWOT analysis was applied. In the case study the position of Slovakia in the cultural diplomacy of the Russian Federation with regard to problem areas of cooperation is defined. It also includes analysis of the activity, its results and major projects of the Russian Centre of Science and Culture in Bratislava.

Abstract:
Conventional wisdom views authoritarian legislatures as 'rubber stamps'. According to this model, non-democratic parliaments are entirely subservient to dominant executives, having no influence on the development of policy; as a result, all bills introduced into the legislature become laws without amendment. Although these bodies might perform other functions, they serve - according to this account - a purely ceremonial function in the policy-making process. There is evidence, however, inconsistent with this portrayal from a range of non-democracies, including evidence of executive bill failure and bill amendment. Existing attempts to explain these apparently deviant observations refer to some degree of legislative autonomy - bills fail and change as a result of legislator influence. According to these accounts, authoritarian elites use legislatures to co-opt members of the opposition and to gather information about citizen grievances. This dissertation, in contrast, argues that legislative activity in non-democracies can be driven by executive concerns. Whereas the 'rubber stamp' model infers from executive dominance an absence of legislative activity, the approach proposed by this dissertation suggests there are a variety of reasons why executive actors might want to amend or kill off their own bills in the legislature. In particular, these legislative policy developments can result from clashes between executive factions, which use legislative institutions to monitor, challenge, and amend each others' proposals. This dissertation proposes and assesses this new approach using fine-grained data on legislative processes and outputs from the contemporary Russian State Duma. The analysis draws on a variety of data sources, using both qualitative and quantitative methods. The findings suggest that legislative institutions can still 'matter' in non-democracies, even with an entirely subservient body of legislators.

Abstract This chapter describes how the Estonian state’s diaspora policy has moved away from being purely culture-centred towards a more business-focused initiative. The policy has undergone few changes during the last decade and still does not focus on social protection. The state does offer basic social protection and consular services by agreement with a few countries, such as the Russian Federation. The lack of Estonian state provided social protection to nationals abroad is counteracted, in some countries, by localized national organizations which the Estonian state may or may not fund. However, an important shift is taking place in the provision of Estonian language courses and cultural programmes to support returnees and their non-Estonian family members.

Abstract:
A number of state and public organizations take part in pursuing cultural policy and protection of rights of compatriots in the countries of the Caspian region. Russian-speaking communities abroad are regarded as components of " the Russian World" - a civilizational community that unites them around Russia as a historical and cultural centre. The preservation of the Russian language in the post-Soviet states is focused on the studying of the language by the titular peoples of sovereign states as the language of interstate communication with Russia and to ensure favourable conditions for labour migration to Russia. In the Caspian states the status of the Russian-speaking community is constantly declining and decreasing, as well as its cultural role in the life of the independent national states. In a long run, this reduces the base of the functioning of the Russian language in the Caspian countries. The Russian World state project is officially presented as a project on preserving the Russian language in the countries where Russian communities exist. At the same time the analysis of documents and information portals, related to the Russian World program, demonstrates that the policy of the Russian Federation focused on the repatriation of ethnic Russians and Russian-speaking people to Russia lines up with their migration activity.

With the collapse of the Soviet Union, Russian Federation, trying to develop economic and political relations with various countries, in order to maintain its influence in the newly independent states, is in charge of creating an organization called the Eurasian Economic Union. In this context, the Eurasian Economic Union, which started its activity in January 2015, is an attempt to economic integration among Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. The Turkish foreign policy has changed in multi-vector direction. Thus, the last events in Eurasia began to attract the attention of Turkey. In this paper, focusing on the perceptions of Eurasia by Russia and Turkey, examines the influence of the Eurasian Economic Union on relations between Turkey and Kyrgyzstan. In this context, Kyrgyzstan's membership in the Eurasian Economic Union, in a political sense, may negatively affect relations between two countries and reduce the presence of Turkey in Kyrgyzstan. Also, because of the expected increasing in customs duties and hence rise in prices for goods imported from Turkey, the decline in demand for Turkish goods is expected. Nevertheless, the possibility of signing free trade agreements between member states, including Kyrgyzstan and Turkey in the long term, will change the political, commercial and cultural relations between two countries in a positive way.

The paper raises an actual issue of the mechanisms for foreign students’ socio-cultural adaptation in modern conditions of education in the Russian Federation, as a measure to counter extremism. The authors analyze the results of their own sociological research conducted among foreign students of Volgograd State University. Based on the data obtained, the authors came to the conclusion that properly developed mechanisms of foreign students’ socio-cultural adaptation to new living conditions positively affects the quality and quantity of students’ knowledge, skills and abilities. Moreover, integration of foreign and Russian students is essential, but the emphasis in educational field should take into the account foreign students’ socio-cultural specifics. A student can show high rates of entry into the proposed socio-cultural environment, acceptance of attitudes, values, norms of the host country. In order to conduct a competent policy of intercultural interaction, it is necessary to create a clear program for the prevention of interethnic conflicts and extremism among students.

The article reveals the features of the state mechanism for regulating labor migration in the Jewish Autonomous Region. It is noted that labor migration is an integral part of the economic development of the region. The purpose of the study is the peculiarities of solving the problems of optimizing the mechanisms for regulating labor migration in the Jewish Autonomous Region (JAO). The practical significance of the study is underscored by the growing resource requirements of the Jewish Autonomous Region. The importance of attracting labor migrants from the widest list of countries, to increase the exchange of experience and improve interethnic relations, the organization of programs to increase the flow of willing workers and promising employers, is highlighted. The scientific novelty of the research is in the designation of the latest methods and state programs aimed at improving the efficiency of the labor migration management mechanism. Every year, the number of migrants illegally staying on the territory of Russia is growing, and the authorities of the Russian Federation are trying to improve the methods of control of foreign citizens entering the country, which makes it easier, but at the same time more effective, to exercise control over migrants and distribute it in. areas such as the patent system, employee-to-employer linkage and simplified taxation.

Abstract:
The UK government’s Integrated Review of security, defence, development and foreign policy, published in March 2021 alongside a supporting defence command paper, set a new course for UK national security and highlighted opportunities for an innovative approach to international engagement activity. The Integrated Review focused principally on the state threats posed by China’s increasing power and by competitors – including Russia – armed with nuclear, conventional and hybrid capabilities. It also stressed the continuing risks to global security and resilience due to conflict and instability in weakened and failed states. These threats have the potential to increase poverty and inequality, violent extremism, climate degradation and the forced displacement of people, while presenting authoritarian competitors with opportunities to enhance their geopolitical influence. There are moral, security and economic motives to foster durable peace in conflict-prone and weakened regions through a peacebuilding approach that promotes good governance, addresses the root causes of conflict and prevents violence, while denying opportunities to state competitors. The recent withdrawal from Afghanistan serves to emphasize the complexities and potential pitfalls associated with intervention operations in complex, unstable regions. Success in the future will require the full, sustained and coordinated integration of national, allied and regional levers of power underpinned by a sophisticated understanding of the operating environment. The UK armed forces, with their considerable resources and global network, will contribute to this effort through ‘persistent engagement’. This is a new approach to overseas operations below the threshold of conflict, designed as a pre-emptive complement to warfighting. To achieve this, the UK Ministry of Defence (MOD) must develop a capability that can operate effectively in weak, unstable and complex regions prone to violent conflict and crises, not least in the regions on the eastern and southern flanks of the Euro-Atlantic area. The first step must be the development of a cohort of military personnel with enhanced, tailored levels of knowledge, skills and experience. Engagement roles must be filled by operators with specialist knowledge, skills and experience forged beyond the mainstream discipline of combat and warfighting. Only then will individuals develop a genuinely sophisticated understanding of complex, politically driven and sensitive operating environments and be able to infuse the design and delivery of international activities with practical wisdom and insight. Engagement personnel need to be equipped with: An inherent understanding of the human and political dimensions of conflict, the underlying drivers such as inequality and scarcity, and the exacerbating factors such as climate change and migration; - A grounding in social sciences and conflict modelling in order to understand complex human terrain; - Regional expertise enabled by language skills, cultural intelligence and human networks; - Familiarity with a diverse range of partners, allies and local actors and their approaches; - Expertise in building partner capacity and applying defence capabilities to deliver stability and peace; - A grasp of emerging artificial intelligence technology as a tool to understand human terrain; - Reach and insight developed through ‘knowledge networks’ of external experts in academia, think-tanks and NGOs. Successful change will be dependent on strong and overt advocacy by the MOD’s senior leadership and a revised set of personnel policies and procedures for this cohort’s selection, education, training, career management, incentivization, sustainability and support.
