Abstract:
Community policing has gradually drawn attention in many countries since the 1990s. This new policing strategy can prevent crime, while also increasing citizen participation and justifying democratic policing. Beginning in the mid-1990s, Taiwan police agencies have adopted community policing. The practice includes the planning of police beats, community fora on safety issues, and service-orientated policing. Since one of the core tenets of community policing is citizen participation and engagement, why do some police agencies differ within the same jurisdiction? To answer this question, this paper builds a simple framework showing how a variety of external and internal factors can affect citizen engagement in community policing. The qualitative data was collected in diverse urban and rural police stations. This study provides a better understanding of how to promote citizen engagement in community policing.

Abstract:
In Ecuador, the participatory political design of the political party forming the government from 2007 to 2017, along with the constitution of 2018, created opportunities for citizen participation. Participatory budgeting (PB) is the most commonly used citizen participation mechanism. The direct participation of citizens is reflected in improving the governance by democratizing decision processes. The contribution of PB to the local management and governance of seven rural communities of the Ecuadorian Amazon was analyzed using a case study. Based on (1) the level of compliance with municipal planning through management indicators and, the amounts allocated to PB, (2) along with the level of citizen satisfaction, complementary perspectives (acquired through a survey) on the implementation of PB are provided. These sources of evidence allowed us to critically assess the effects of PB in the improvement of local management and governance. We found low levels of municipal planning compliance, i.e., a 20% (2017) and 43% (2018), high levels of citizen dissatisfaction (around 91%) and also a “disagreement” with the PB implementation process. Finally, it is observed that the implementation of the participatory budget in rural communities presents deficiencies that limit the obtaining of representative benefits and that imply an improvement in the governance and quality of life of the citizenry. This is mainly caused by the low interest of citizens to participate in the phases of execution and monitoring of projects, due to a low culture and participatory education.

The recent research on citizen participation in the provision of public services represented by coproduction has become a hot topic in public management. Coproduction studies propose that citizens can directly or indirectly participate in the process of public services to help improve the quality and legitimacy of public services. Very little, however, has been written in the existing coproduction literature on the outcome of public services provision. Based on the “One-Hundred Villages” Survey in 2020, this article analyzes and evaluates the impact of coproduction on the perceived outcome of public service in rural China. A series of statistical analysis results show that both co-planning and co-delivery have significant and positive impacts on how one views the outcome of rural public service provision. This research provides new evidence in rural China that citizen participation plays a crucial role in the state-led “New Socialist Countryside” campaign.

Abstract In the early 1940s, the agricultural New Deal was broader and more democratic than those aspects of it that survived World War II. Carl C. Taylor, who led the sociological research unit in the USDA’s Bureau of Agricultural Economics, and other rural sociologists shared a two-handed commitment to democracy. They merged social science with local knowledge and integrated federal action with citizen participation. These activist principles were best exemplified in a Third New Deal program called county land-use planning, within which sociologists played two roles. First, they "delineated" the boundaries of rural neighborhoods and communities so that the best representation of citizens on the local planning committees was obtained. With local citizen-researchers, Taylor’s sociologists delineated eleven thousand rural neighborhoods and nearly two thousand communities in thirty-two states. Second, they evaluated the planning program in a few select counties. The richest assessment was Arthur F. Raper’s study of Greene County, Georgia, "Tenants of the Almighty." He found that, despite racism, the program made tremendous physical, economic, and psychological gains among the county’s poor blacks and whites. However, a conservative Congress aborted the federal democratic-planning program in 1942; soon thereafter these anti-New Dealers banished critical social science from the USDA. The likes of which have not been seen since, at least not in the United States.

The main issues that have been addressed in the Costa Rican government’s policy for low-volume rural roads are discussed. As in most developing countries, providing good roads to support the growing demand for agricultural and tourism activities has been a great challenge, especially in times of important budget limitations. The Costa Rican experience is shared in the hope that it can prove useful in other countries, because its impact has not been limited to just providing better roads; it is also helping to motivate widespread citizen participation and to improve technical and organizational capabilities of the local governments. Because the majority of the rural roads are managed by local governments, whose administrative and technical capacity has been limited in the past, the central government, through the Ministry of Public Works and Transportation, has developed a comprehensive policy based on simple technology transfer programs and regulations for these organizations, while at the same time inducing a method of investment planning that requires organized citizen participation. The program, called Participative Road Conservation, has become the center of the government’s policy. Some of the highlights of the program are presented. The strategy of the program has been to give straightforward guidelines in organizational issues of road maintenance at the local government level (including the local road committees), basic technical standards to be followed, and planning methodologies. One of the fundamental principles of the program is the sharing of responsibilities for adequate road maintenance, including financial contributions, among the communities, the local government, and the central government. This policy for sustainable rural roads is making a change in the road maintenance culture of the country. It has required educational programs concerning the importance of roads, the correct way to build and maintain them, adequate control of the work, and so forth. Once the community is involved in planning and rehabilitating a road, it is more likely that the road will not be allowed to deteriorate again. Even children are involved in a program of school patrols. The financial reforms that have been made in Costa Rica to attend to the needs of the national and municipal road systems are also addressed.

Abstract:
The expansion of eucalypt plantations constitutes a growing source of landscape transformation in the northwest of the Iberian Peninsula. In this context, forest planning has failed to design forestry policies that consider the demands of the population as a whole. Among other consequences, in 2018 a group of activists founded a volunteer programme aiming at collective action against the expansion of degraded forests. By 2022, over 100 actions had been performed, mostly involving eradications of eucalypt sprouts, and 1000 activists took part in such programmes. Through participatory action research, this work explores the nature and functioning of this programme and discusses in particular the socialisation of landscape management. The results reveal a slight prevalence of an urban public participating in rural areas, so that activism against eucalyptus expansion conforms a centripetal force in the creation of new networks of actors that transcend the rural–urban dichotomy. It is concluded that the studied case can be taken as a model for public institutions aiming to reinforce citizen participation in forest landscape plans.

This article aims to assess the implementation process of consulting citizen participation and conflicts involved in housing delivery against the environment of the South Africanhousing need and housing policy. In this way the study wants to clarify the relationship between housing policy and housing practice. The article is based on the legislations and policies designed to foster and promote public participation in South Africa. These include legislation at both the national and local government levels and a survey of planning departments measuring the types of public participation strategies used by local governments. The article’s findings indicate that South African Municipalities need adopt a broader range of public participation techniques related to: voluntarism and public engagement, neighbourhood and strategic planning, and e-government. In contrast, the article’s findings indicate that South African Municipalities are more likely to crumple if they do not promote public participation through mechanisms such as annual community meetings and referendums on public issues. The conclusion of the article offers recommendations for expanding the scope of public participation and developing strategies that maximize citizen input in community development activities in both the Provincial and local spheres of government. The survey was conducted to identify the scope of public participation techniques used by local governments and the Department of Housing in Tyutyu housing project located in the Buffalo city metropolitan municipality. It is an initiative which was started in the year 2000 with the aim of alleviating housing shortage in the area. Formerly, the area was made up of mud houses that were constructed by the former Ciskei government. Later on, shacks were added in the area. Originally, <br />these structures were meant to form agricultural rural village settlements. One limitation of this methodology is that it does not gauge the effectiveness of the participation techniques used by local governments and the department of housing or the intensity of public engagement. However, the results from this study provide future researchers with a mechanism for focusing future analysis. The findings can assist in identifying new directions for enhancing public participation in South Africa and globally.

Community participation in health service decision making is entrenched in health policy, with a strong directive to develop sustainable, effective, locally responsive services. However, it is recognised that community participation is challenging to achieve. The aim of the present study was to explore how a rural health service in Victoria enacts community participation at the local level. Using case study methodology, the findings indicate that enactment of community participation is desired by the health service, but a lack of understanding of the concept and how to enact associated policy are barriers that are exacerbated by a lack of resources and community capacity. The findings reveal a disconnect between community participation policy and practice. What is known about the topic? The need to involve communities in health service planning, implementation and evaluation is a feature of health policy across major Western countries. However, researchers have identified a dearth of research on how community participation is enacted at the local service level. What does this paper add? The study that is presented herein addresses a gap in knowledge of community participation policy enactment within a rural health service. Insights are provided into the challenges faced by rural health services, with a disconnect between policy ideal and the reality of implementation. What are the implications for practitioners? Health service staff need clear direction from chief executive officers about the purpose of community participation policy and the expectations for individual roles. Community advisory committees need clarity about the community member role and the processes for making decisions. Services and their boards would benefit from targeted government funding to resource community participation activity.

Good health and human wellbeing is one of the sustainable development goals. To achieve this goal, many efforts are required to control infectious diseases including malaria which remains a major public health concern in Rwanda. Surveillance of mosquitoes is critical to control the disease, but surveillance rarely includes the participation of citizens. A citizen science approach (CSA) has been applied for mosquito surveillance in developed countries, but it is unknown whether it is feasible in rural African contexts. In this paper, the technical and social components of such a program are described. Participatory design workshops were conducted in Ruhuha, Rwanda. Community members can decide on the technical tools for collecting and reporting mosquito species, mosquito nuisance, and confirmed malaria cases. Community members set up a social structure to gather observations by nominating representatives to collect the reports and send them to the researchers. These results demonstrate that co-designing a citizen science program (CSP) with citizens allows for decision on what to use in reporting observations. The decisions that the citizens took demonstrated that they have context-specific knowledge and skills, and showed that implementing a CSP in a rural area is feasible.

The pace at which cities grow and its impact on heritage management has meant that those heritage assets not linked to the traditionally monumental have been directly doomed to oblivion. The purpose of this article is to present a research methodology backed up by multidisciplinarity and stakeholders’ diversity that allows us to highlight the values and singular aspects of this rural heritage. To achieve this, a methodology was devised that is divided into three phases: mapping of human, cultural, and natural resources based on studies undertaken by the Public Sector Administration, experts, and the citizens themselves. The second phase involved the establishment of what to protect amongst all the stakeholders involved. Finally, the third stage entails integration of the information within an urban development framework. In order to work on the development of a diagnosis from three highly different approaches, Geographic Information Systems was used as information management tools, as a means of contrasting it and performing a comprehensive analysis of the same. The development of such a holistic approach provided a patrimonial map of essential resources in the municipality to be taken into account to shape sustainable development strategies inherent to a rural environment of low density. The lack of this comprehensive approach when managing rural heritage in which citizens take on centre stage in decision-making processes unearths two fundamental issues: firstly, the ascertainment of the existence of cultural heritage hitherto abandoned, alongside the need to endow urban governance powers to the public administration, as it falls to them to spearhead this shift in public management.

Cities depend on several watersheds’ ecosystems as the main source of ecosystem services for urban populations; however, this connection is not visible to decision-makers and citizens. The current governance structures do not contemplate the integrated management of the urban-rural territory by watershed; they establish few spaces for citizen participation, and limit the transparency of information. We use qualitative methods to analyze the work of the Civil Society Organization (CSO) in seven urbanized watersheds in Mexico, located under different socio-environmental conditions, to incorporate the watershed cities’ management processes through new spaces of collaborative governance. Through environmental education campaigns, the CSOs raised awareness of the importance of watershed ecosystems to provide water for cities, explored the willingness to pay for their conservation, and the perception of the work of municipal water utilities. By promoting alliances between social sectors, the private sector, communities, and different levels of government, the CSOs built new institutions to increase the collaborative decisions and facilitate public participation, such as Watershed Committees, Citizen Observatories for Water and Consultative Councils. The incorporation of cities and citizens in the conservation of environmental services of the watershed was promoted through payment for environmental services programs. These processes of building new forms of governance are not linear. They depend on the convening and organizational capacity of the CSOs, the political will of the municipalities and states, as well as the socioeconomic conditions of citizens. In general, our results suggest that CSOs allow the formation of alliances that strengthen collaborations among stakeholders at different scales, increase government transparency and accountability, and provide a bridge of trust between upstream and downstream users in the watersheds.

The European Landscape Convention (ELC) emphasises that the public should be extensively involved in the processes of landscape protection, planning and management. In spite of the emerging interest in the relationship between animals and landscapes in the study of animal geography, little is known about the influence of the landscape-animal component on public aspirations and the values attributed to landscape. We conducted a survey in the form of an image-based questionnaire in order to evaluate the influence of certain animal species, in this case livestock, on landscape preferences. The results show that all grazing animals have a positive impact on landscape preferences, although some species seem more popular than others. The preference for scenes with animals decreases, however, when compared with scenes with other landscape features (vegetation, traditional buildings or water). Significant differences in preferences for scenes with animals were observed according to certain sociodemographic variables such as gender, familiarity with the landscape and direct involvement in livestock farming. Of the groups surveyed, livestock farmers showed the strongest preferences for the scenes with animals. The findings of this study can be applied within the citizen participation policies encouraged by the ELC, as well as in the protection, management and planning of rural landscapes in which livestock is an appreciable feature.

Since the announcement of the Sustainable Development Goals (SDGs), the need for localization of SDGs has been emphasized. In this context, sustainable rural development is still a relatively undescribed area in the context of using the participatory budget as a tool to implement SDGs. Few countries have introduced legal regulations in practice, enabling the creation of participatory budgets (especially in rural areas), so a multifaceted analysis of a decade of Poland's experience may provide important guidelines for countries considering introducing such solutions, which we consider to be the main purpose of this study. This is the first study covering all communes where participatory budgets (Solecki Fund—FS) were created in Poland during the 2010–2018 period (up to 60% of all), covering both the analysis of the process of creating FSs, the directions of spending and the scale of spending (including regional differentiation), as well as legal regulations and the consequences of including central government support in this mechanism. On the basis of the research, it can be observed that, despite the small scale of FS spending, the number of municipalities using this form of citizen participation is increasing. At the same time, there is significant variation between regions, which indicates the flexibility of the FSs in adapting to the needs reported by residents. The analysed directions of expenditure indicate that the FSs are in line with the SDG objectives related to the improvement of residents' quality of life. It can be concluded that, despite the existing legal regulations, the introduction of the Solecki Fund undoubtedly depends on the political will of the local government's legislative authorities and the willingness of residents to participate in decisions on spending directions.

Peru and Chile have experienced an economic boom in recent decades that has transformed the urban form of their respective capital cities of Lima and Santiago. According to United Nations data, Lima and Santiago numbered just over one million inhabitants each in 1950. From 1950 to 2010 Lima’s population grew 740 percent and Santiago 351 percent, to 8.95 million inhabitants in Lima and 5.96 million in Santiago, part of a corresponding migration from rural to urban areas throughout Latin America. In this period, the urban form of each city was modified to accommodate growth. Urban development has been typified by densification of the core, agricultural land conversion, and a rise in informal settlements (barriadas or pueblos jóvenes in Lima and callampas in Santiago). In both Lima and Santiago, fragmented, polycentric growth has had transformative effects. The paper compares social, economic, and urban form indicators of urban sub-units in each city to understand the spatial and social connotations of growth and centrality in two South American cities. Given the largely unimpeded growth and resultant urban form, is decentralization a means for increasing access to amenities and citizen participation or is the lack of regional planning detrimental to vulnerable populations?

Resumen: Enclavado en el valle del Ebro, Rincón de Soto es uno municipio dinámico de La Rioja (España). Su término municipal es pequeño, 19 km2, aunque con unos suelos muy fértiles y con una larga tradición agrícola, que se ve amenazado por la construcción de una variante ferroviaria. Su sólida estructura económica fundamentada en el sector industrial y una agricultura intensiva muy competitiva pueden verse afectados negativamente. El gran desafío futuro que se le presenta a la localidad es afrontar la integración del ferrocarril desde la gobernanza participativa. El objetivo de este trabajo es aportar, desde la perspectiva geográfica, una mayor claridad (paisajística, medioambiental, socioeconómica, etnográfica), así como destacar la importancia de la participación ciudadana en la toma de decisiones. Metodológicamente, se ha utilizado un cuestionario realizado a la población rinconera de donde se extraen los resultados presentados en este trabajo científico. El desarrollo rural de Rincón será impulsado o frenado dependiendo de cómo se afronte este gran reto. Como en todo proceso de gobernanza territorial, la decisión más acertada será aquella que cuente con el respaldo ciudadano y, en este caso, los rinconeros se postulan por el trazado Sur de los dos proyectos de variante propuestos. Palabras clave: Desarrollo local, ordenación del territorio, gobernanza participativa. Abstract: Located in the Ebro valley, Rincón de Soto is a dynamic municipality in La Rioja (Spain). Its municipal area is small, of 19 km2, although with very fertile land and a long agricultural tradition, which is threatened by the construction of a new railway line. Its strong economic structure is based on a powerful industrial sector and a highly competitive intensive farming could be negatively affected. The great future challenge for the town will be to face the integration of the railway from a participatory governance point of view. The aim of this paper is to contribute, from a geographic perspective, greater clarity (landscape, environmental, socioeconomic, ethnographic), as well as to highlight the importance of citizen participation in decision-making. Methodologically, a questionnaire among the inhabitants of Rincón has been carried out. The results from these questionnaires are the ones presented in this scientific paper. The rural development of Rincón will be boosted or slowed down depending on how this challenge is tackled. As in any process of territorial governance, the best decision will be the one that has the support of the citizens and, in this case, people from Rincon are in favor of the southern route of the two proposed bypass projects. Abstract:
Background and objective: This study was conducted to establish a plan and promotion strategies for designating Worasan Garden in Jinju as a national garden.Methods: First, we examined the legal designation requirements and related regulations of national gardens through literature reviews, field investigations, and interviews regarding Suncheonman National Garden and Taehwagang National Garden, which were designated. We also conducted case studies on the organizational structure for national garden designation in terms of administration; spatial composition, major plant materials, and facilities in terms of garden planning; operating hours, management/operation organizations, and other garden characteristics in terms of operation.Results: The concept and designation requirements of national gardens are set by law. Worasan Garden is located in the gentle mountain area of Worasan, where forests damaged by forest fires in the past were restored by the voluntary effort of citizens, and is connected to four villages with the rural landscape. By converging the climate and vegetation of the southern region with the mountain topography, rural culture, and historical resources, Worasan Garden can be planned as a national garden with differentiation and identity. To effectively promote national garden designation, it is first necessary to hold garden expansion campaigns such as citizen publicity and garden education to obtain citizens' positive awareness, support, and participation. The garden hinterland must be designated as a green district to prevent sprawl. Cooperation with local residents, experts, and related organizations, as well as training in human resources, are also needed. Events such as a garden expo are required to improve the image. There must also be garden publicity and marketing as well as regional tourism. It is also necessary to establish garden-related ordinances and integrated plans.Conclusion: The Jinju government must first register Worasan Garden as a local garden. It is necessary to establish a creation plan and implementation strategies to meet the requirements for national garden designation from the point where preparations are made for a local garden. The garden must be planned and designed so that it has an identity as a national garden and is differentiated from others by combining the symbol of forest restoration in Worasan Mountain, the characteristics of the forest landscape in the southern region, and the image of urban countryside villages that represent the historical and cultural resources of Jinju. The implementation strategies require a bottom-up resident participation plan by obtaining positive awareness, support, and participation of citizens for national gardens, establishing laws and systems, and performing administrative or financial tasks.

Abstract:
This research proposes a methodology for evaluating and prioritizing green projects based on an integrated approach between system dynamics modeling and the analytical network process. The methodology is presented in three stages: First of all, we show the citizen factors and obtain the data from the zone through community participation. Then, in the second stage, the model of system dynamics is consolidated and calibrated, which allows the generation of relevant information for experts by simulating model variables. In the third stage, considering the dependency and feedback relationships of the system, the model is translated to a complex network of many opinions which makes the decision making through peer review easier. The application of the methodology is presented using a case study undertaken in the California county that belongs to the Magdalena region in Colombia. The results allow to conclude that the proposed methodology makes the evaluation process and the prioritization of the projects easier because it is possible to advise the experts with respect to the variables that maximize investments and based on this select environmental initiatives that maximize investments and the environmental, social, or economic initiatives that best respond to the needs of the community. Likewise, we can demonstrate that the methodology can be applied to any rural community adjusting parameters and calibration variables to reflect the new conditions, both for natural resources and for particular policies and actions in such a way that the most appropriate project can be selected.

This study aims to provide an overview of central governance in Albania, focusing on farmers' opinion and satisfaction with activity of Agriculture Rural Development Agency (ARDA) in Albania, which is financed by public and EU funds either for financing or credit guarantying the Albanian Farmers. Thus, what is the farmers’ perception for ARDA activity and what would the subsidized farmers like to change or improve on governmental agency service delivery? This is followed by the well-known assumption that citizens rely on personal experiences when they create their own views, which are closely related to their knowledge and understanding of central government performance as a starting point for good governance, and in some cases, they can make central authorities liable for issues that are not under their direct control. For this reason, the main purpose of this research is to evaluate main stakeholders’ perception such as: the employees and high-level officials of ARDA, as service providers, and farmers or entrepreneurs in five districts of Albania as: Tirana, Berat, Fier, Elbasan and Durrës (randomly selected), as beneficiaries of these services. In this context, it is also interesting to find a correlation between their perceptions on performance of public services delivered, in order to increase performance and real welfare. The measurement of the perception of satisfaction was finalized by combining quantitative and qualitative research techniques. The combination of these methods has been used to derive the necessary results and to understand the essential role of good governance in the performance of the public entities in Albania. The results of this study highlight the most prominent problems of ARDA as well as the perception that subsidized farmers, in the above-mentioned districts, have for their opportunities, role and influence on important issues such as transparency, accountability, rule of law and citizen participation. According to the farmers' perception, all the performance indicators of ARDA that have been analyzed in this study are not at the expected level. Therefore, it is concluded that ARDA needs further performance improvement, in order to provide a quality service. Consequently, the understanding of farmers’ perception on central governance, whether true or perceived, is an important part of improving effectiveness and efficiency, providing services and improving accountability of central administration.

Abstract:
In my postgraduate formation during the last years of the 80’s, we had close to thirty hospital beds in a pavilion called “sépticas” (1). In Colombia, where abortion was completely penalized, the pavilion was mostly filled with women with insecure, complicated abortions. The focus we received was technical: management of intensive care; performance of hysterectomies, colostomies, bowel resection, etc. In those times, some nurses were nuns and limited themselves to interrogating the patients to get them to “confess” what they had done to themselves in order to abort. It always disturbed me that the women who left alive, left without any advice or contraceptive method. Having asked a professor of mine, he responded with disdain: “This is a third level hospital, those things are done by nurses of the first level”. Seeing so much pain and death, I decided to talk to patients, and I began to understand their decision. I still remember so many deaths with sadness, but one case in particular pains me: it was a woman close to being fifty who arrived with a uterine perforation in a state of advanced sepsis. Despite the surgery and the intensive care, she passed away. I had talked to her, and she told me she was a widow, had two adult kids and had aborted because of “embarrassment towards them” because they were going to find out that she had an active sexual life. A few days after her passing, the pathology professor called me, surprised, to tell me that the uterus we had sent for pathological examination showed no pregnancy. She was a woman in a perimenopausal state with a pregnancy exam that gave a false positive due to the high levels of FSH/LH typical of her age. SHE WAS NOT PREGNANT!!! She didn’t have menstruation because she was premenopausal and a false positive led her to an unsafe abortion. Of course, the injuries caused in the attempted abortion caused the fatal conclusion, but the real underlying cause was the social taboo in respect to sexuality. I had to watch many adolescents and young women leave the hospital alive, but without a uterus, sometime without ovaries and with colostomies, to be looked down on by a society that blamed them for deciding to not be mothers. I had to see situation of women that arrived with their intestines protruding from their vaginas because of unsafe abortions. I saw women, who in their despair, self-inflicted injuries attempting to abort with elements such as stick, branches, onion wedges, alum bars and clothing hooks among others. Among so many deaths, it was hard not having at least one woman per day in the morgue due to an unsafe abortion. During those time, healthcare was not handled from the biopsychosocial, but only from the technical (2); nonetheless, in the academic evaluations that were performed, when asked about the definition of health, we had to recite the text from the International Organization of Health that included these three aspects. How contradictory! To give response to the health need of women and guarantee their right when I was already a professor, I began an obstetric contraceptive service in that third level hospital. There was resistance from the directors, but fortunately I was able to acquire international donations for the institution, which facilitated its acceptance. I decided to undertake a teaching career with the hope of being able to sensitize health professionals towards an integral focus of health and illness. When the International Conference of Population and Development (ICPD) was held in Cairo in 1994, I had already spent various years in teaching, and when I read their Action Program, I found a name for what I was working on: Sexual and Reproductive Rights. I began to incorporate the tools given by this document into my professional and teaching life. I was able to sensitize people at my countries Health Ministry, and we worked together moving it to an approach of human rights in areas of sexual and reproductive health (SRH). This new viewpoint, in addition to being integral, sought to give answers to old problems like maternal mortality, adolescent pregnancy, low contraceptive prevalence, unplanned or unwanted pregnancy or violence against women. With other sensitized people, we began with these SRH issues to permeate the Colombian Society of Obstetrics and Gynecology, some universities, and university hospitals. We are still fighting in a country that despite many difficulties has improved its indicators of SRH. With the experience of having labored in all sphere of these topics, we manage to create, with a handful of colleagues and friend at the Universidad El Bosque, a Master’s Program in Sexual and Reproductive Health, open to all professions, in which we broke several paradigms. A program was initiated in which the qualitative and quantitative investigation had the same weight, and some alumni of the program are now in positions of leadership in governmental and international institutions, replicating integral models. In the Latin American Federation of Obstetrics and Gynecology (FLASOG, English acronym) and in the International Federation of Obstetrics and Gynecology (FIGO), I was able to apply my experience for many years in the SRH committees of these association to benefit women and girls in the regional and global environments. When I think of who has inspired me in these fights, I should highlight the great feminist who have taught me and been with me in so many fights. I cannot mention them all, but I have admired the story of the life of Margaret Sanger with her persistence and visionary outlook. She fought throughout her whole life to help the women of the 20th century to be able to obtain the right to decide when and whether or not they wanted to have children (3). Of current feminist, I have had the privilege of sharing experiences with Carmen Barroso, Giselle Carino, Debora Diniz and Alejandra Meglioli, leaders of the International Planned Parenthood Federation – Western Hemisphere Region (IPPF-RHO). From my country, I want to mention my countrywoman Florence Thomas, psychologist, columnist, writer and Colombo-French feminist. She is one of the most influential and important voices in the movement for women rights in Colombia and the region. She arrived from France in the 1960’s, in the years of counterculture, the Beatles, hippies, Simone de Beauvoir, and Jean-Paul Sartre, a time in which capitalism and consumer culture began to be criticized (4). It was then when they began to talk about the female body, female sexuality and when the contraceptive pill arrived like a total revolution for women. Upon its arrival in 1967, she experimented a shock because she had just assisted in a revolution and only found a country of mothers, not women (5). That was the only destiny for a woman, to be quiet and submissive. Then she realized that this could not continue, speaking of “revolutionary vanguards” in such a patriarchal environment. In 1986 with the North American and European feminism waves and with her academic team, they created the group “Mujer y Sociedad de la Universidad Nacional de Colombia”, incubator of great initiatives and achievements for the country (6). She has led great changes with her courage, the strength of her arguments, and a simultaneously passionate and agreeable discourse. Among her multiple books, I highlight “Conversaciones con Violeta” (7), motivated by the disdain towards feminism of some young women. She writes it as a dialogue with an imaginary daughter in which, in an intimate manner, she reconstructs the history of women throughout the centuries and gives new light of the fundamental role of feminism in the life of modern women. Another book that shows her bravery is “Había que decirlo” (8), in which she narrates the experience of her own abortion at age twenty-two in sixty’s France. My work experience in the IPPF-RHO has allowed me to meet leaders of all ages in diverse countries of the region, who with great mysticism and dedication, voluntarily, work to achieve a more equal and just society. I have been particularly impressed by the appropriation of the concept of sexual and reproductive rights by young people, and this has given me great hope for the future of the planet. We continue to have an incomplete agenda of the action plan of the ICPD of Cairo but seeing how the youth bravely confront the challenges motivates me to continue ahead and give my years of experience in an intergenerational work. In their policies and programs, the IPPF-RHO evidences great commitment for the rights and the SRH of adolescent, that are consistent with what the organization promotes, for example, 20% of the places for decision making are in hands of the young. Member organizations, that base their labor on volunteers, are true incubators of youth that will make that unassailable and necessary change of generations. In contrast to what many of us experienced, working in this complicated agenda of sexual and reproductive health without theoretical bases, today we see committed people with a solid formation to replace us. In the college of medicine at the Universidad Nacional de Colombia and the College of Nursing at the Universidad El Bosque, the new generations are more motivated and empowered, with great desire to change the strict underlying structures. Our great worry is the onslaught of the ultra-right, a lot of times better organized than us who do support rights, that supports anti-rights group and are truly pro-life (9). Faced with this scenario, we should organize ourselves better, giving battle to guarantee the rights of women in the local, regional, and global level, aggregating the efforts of all pro-right organizations. We are now committed to the Objectives of Sustainable Development (10), understood as those that satisfy the necessities of the current generation without jeopardizing the capacity of future generations to satisfy their own necessities. This new agenda is based on: - The unfinished work of the Millennium Development Goals - Pending commitments (international environmental conventions) - The emergent topics of the three dimensions of sustainable development: social, economic, and environmental. We now have 17 objectives of sustainable development and 169 goals (11). These goals mention “universal access to reproductive health” many times. In objective 3 of this list is included guaranteeing, before the year 2030, “universal access to sexual and reproductive health services, including those of family planning, information, and education.” Likewise, objective 5, “obtain gender equality and empower all women and girls”, establishes the goal of “assuring the universal access to sexual and reproductive health and reproductive rights in conformity with the action program of the International Conference on Population and Development, the Action Platform of Beijing”. It cannot be forgotten that the term universal access to sexual and reproductive health includes universal access to abortion and contraception. Currently, 830 women die every day through preventable maternal causes; of these deaths, 99% occur in developing countries, more than half in fragile environments and in humanitarian contexts (12). 216 million women cannot access modern contraception methods and the majority live in the nine poorest countries in the world and in a cultural environment proper to the decades of the seventies (13). This number only includes women from 15 to 49 years in any marital state, that is to say, the number that takes all women into account is much greater. Achieving the proposed objectives would entail preventing 67 million unwanted pregnancies and reducing maternal deaths by two thirds. We currently have a high, unsatisfied demand for modern contraceptives, with extremely low use of reversible, long term methods (intrauterine devices and subdermal implants) which are the most effect ones with best adherence (14). There is not a single objective among the 17 Objectives of Sustainable Development where contraception does not have a prominent role: from the first one that refers to ending poverty, going through the fifth one about gender equality, the tenth of inequality reduction among countries and within the same country, until the sixteenth related with peace and justice. If we want to change the world, we should procure universal access to contraception without myths or barriers. We have the moral obligation of achieving the irradiation of extreme poverty and advancing the construction of more equal, just, and happy societies. In emergency contraception (EC), we are very far from reaching expectations. If in reversible, long-term methods we have low prevalence, in EC the situation gets worse. Not all faculties in the region look at this topic, and where it is looked at, there is no homogeneity in content, not even within the same country. There are still myths about their real action mechanisms. There are countries, like Honduras, where it is prohibited and there is no specific medicine, the same case as in Haiti. Where it is available, access is dismal, particularly among girls, adolescents, youth, migrants, afro-descendent, and indigenous. The multiple barriers for the effective use of emergency contraceptives must be knocked down, and to work toward that we have to destroy myths and erroneous perceptions, taboos and cultural norms; achieve changes in laws and restrictive rules within countries, achieve access without barriers to the EC; work in union with other sectors; train health personnel and the community. It is necessary to transform the attitude of health personal to a service above personal opinion. Reflecting on what has occurred after the ICPD in Cairo, their Action Program changed how we look at the dynamics of population from an emphasis on demographics to a focus on the people and human rights. The governments agreed that, in this new focus, success was the empowerment of women and the possibility of choice through expanded access to education, health, services, and employment among others. Nonetheless, there have been unequal advances and inequality persists in our region, all the goals were not met, the sexual and reproductive goals continue beyond the reach of many women (15). There is a long road ahead until women and girls of the world can claim their rights and liberty of deciding. Globally, maternal deaths have been reduced, there is more qualified assistance of births, more contraception prevalence, integral sexuality education, and access to SRH services for adolescents are now recognized rights with great advances, and additionally there have been concrete gains in terms of more favorable legal frameworks, particularly in our region; nonetheless, although it’s true that the access condition have improved, the restrictive laws of the region expose the most vulnerable women to insecure abortions. There are great challenges for governments to recognize SRH and the DSR as integral parts of health systems, there is an ample agenda against women. In that sense, access to SRH is threatened and oppressed, it requires multi-sector mobilization and litigation strategies, investigation and support for the support of women’s rights as a multi-sector agenda. Looking forward, we must make an effort to work more with youth to advance not only the Action Program of the ICPD, but also all social movements. They are one of the most vulnerable groups, and the biggest catalyzers for change. The young population still faces many challenges, especially women and girls; young girls are in particularly high risk due to lack of friendly and confidential services related with sexual and reproductive health, gender violence, and lack of access to services. In addition, access to abortion must be improved; it is the responsibility of states to guarantee the quality and security of this access. In our region there still exist countries with completely restrictive frameworks. New technologies facilitate self-care (16), which will allow expansion of universal access, but governments cannot detach themselves from their responsibility. Self-care is expanding in the world and can be strategic for reaching the most vulnerable populations. There are new challenges for the same problems, that require a re-interpretation of the measures necessary to guaranty the DSR of all people, in particular women, girls, and in general, marginalized and vulnerable populations. It is necessary to take into account migrations, climate change, the impact of digital media, the resurgence of hate discourse, oppression, violence, xenophobia, homo/transphobia, and other emergent problems, as SRH should be seen within a framework of justice, not isolated. We should demand accountability of the 179 governments that participate in the ICPD 25 years ago and the 193 countries that signed the Sustainable Development Objectives. They should reaffirm their commitments and expand their agenda to topics not considered at that time. Our region has given the world an example with the Agreement of Montevideo, that becomes a blueprint for achieving the action plan of the CIPD and we should not allow retreat. This agreement puts people at the center, especially women, and includes the topic of abortion, inviting the state to consider the possibility of legalizing it, which opens the doors for all governments of the world to recognize that women have the right to choose on maternity. This agreement is much more inclusive: Considering that the gaps in health continue to abound in the region and the average statistics hide the high levels of maternal mortality, of sexually transmitted diseases, of infection by HIV/AIDS, and the unsatisfied demand for contraception in the population that lives in poverty and rural areas, among indigenous communities, and afro-descendants and groups in conditions of vulnerability like women, adolescents and incapacitated people, it is agreed: 33- To promote, protect, and guarantee the health and the sexual and reproductive rights that contribute to the complete fulfillment of people and social justice in a society free of any form of discrimination and violence. 37- Guarantee universal access to quality sexual and reproductive health services, taking into consideration the specific needs of men and women, adolescents and young, LGBT people, older people and people with incapacity, paying particular attention to people in a condition of vulnerability and people who live in rural and remote zone, promoting citizen participation in the completing of these commitments. 42- To guarantee, in cases in which abortion is legal or decriminalized in the national legislation, the existence of safe and quality abortion for non-desired or non-accepted pregnancies and instigate the other States to consider the possibility of modifying public laws, norms, strategies, and public policy on the voluntary interruption of pregnancy to save the life and health of pregnant adolescent women, improving their quality of life and decreasing the number of abortions (17).

Abstract Based on extensive fieldwork in two rural villages, this paper qualitatively examines how social mobilization initiatives influence local government (LG) performance in Nepal. LG mobilized community people to empower them for their effective participation in local planning and decision-making processes. Comparing with the prior period of mobilization, evidence demonstrates that mobilization promises to boost LG performance through empowering communities to enhance their agency and entitlements, promoting democratic and effective citizen participation, and strengthening LG responsiveness and social accountability. But these connections are not straightforward, as there appeared discrepancies in parallel in recognizing equal participation rights of disadvantaged groups and equitable distribution of public resources among social groups. The findings imply that mobilization can be an effective strategy for tackling many challenges of participatory institutions, as it tends to create social pressures for making participatory institutions more democratic and changing the local power dynamics in favour of disadvantaged groups.

Abstract:
This paper evaluates a citizen science initiative to assess housing conditions in multiple rural Georgia communities. Using technologies for digitized collection of volunteered geographic information (VGI) on property conditions and an online dashboard to analyze results, local housing teams identified the characteristics and prevalence of housing problems in their communities. Drawing from a pragmatist framework, we note how this process created new connections between local leaders and residents and brought attention to sometimes unexpected issues. Conversely, participation was uneven within local communities in ways that potentially limit the effectiveness of these local initiatives.

Abstract:
Community and citizen science on climate change-influenced topics offers a way for participants to actively engage in understanding the changes and documenting the impacts. As in broader climate change education, a focus on the negative impacts can often leave participants feeling a sense of powerlessness. In large scale projects where participation is primarily limited to data collection, it is often difficult for volunteers to see how the data can inform decision making that can help create a positive future. In this paper, we propose and test a method of linking community and citizen science engagement to thinking about and planning for the future through scenarios story development using the data collected by the volunteers. We used a youth focused wild berry monitoring program that spanned urban and rural Alaska to test this method across diverse age levels and learning settings. Using qualitative analysis of educator interviews and youth work samples, we found that using a scenario stories development mini-workshop allowed the youth to use their own data and the data from other sites to imagine the future and possible actions to sustain berry resources for their communities. This process allowed youth to exercise key cognitive skills for sustainability, including systems thinking, futures thinking, and strategic thinking. The analysis suggested that youth would benefit from further practicing the skill of envisioning oneself as an agent of change in the environment. Educators valued working with lead scientists on the project and the experience for youth to participate in the interdisciplinary program. They also identified the combination of the berry data collection, analysis and scenarios stories activities as a teaching practice that allowed the youth to situate their citizen science participation in a personal, local and cultural context. The majority of the youth groups pursued some level of stewardship action following the activity. The most common actions included collecting additional years of berry data, communicating results to a broader community, and joining other community and citizen science projects. A few groups actually pursued solutions illustrated in the scenario stories. The pairing of community and citizen science with scenario stories development provides a promising method to connect data to action for a sustainable and resilient future.

The present investigation was carried out with the objective of evaluating the risk management strategies established by the decentralized autonomous parish governments, through the development and territorial planning plans, considering the objectives of sustainable development. For this case, nine rural parishes in the canton of San Lorenzo, Esmeraldas, Ecuador were taken as the territorial scope of the analysis. A review of the Ecuadorian legislation that regulates rural territorial planning was carried out, as well as interviews with key actors of the communities located in the parish capitals, to evaluate their knowledge of strategies, programs and projects focused on disaster risk management and citizen contribution in the construction of development plans and land use planning. One of the findings found in this study is that the participation of the community in the construction of development plans and land use planning is very low, since only 32.22% of them state that they have contributed to the development of these tools of planning of the parochial decentralized autonomous governments.

IntroductionBushfires have taken numerous lives and destroyed communities throughout Australia over many years. Catastrophic fire weather alerts have occurred during the Australian summer of 2012–13, and long-term forecasts predict increased bushfire events throughout several areas of Australia. This article highlights how organisational and individual responses to bushfire in Australia often entail creative responses—either improvised responses at the time of bushfire emergencies or innovative (organisational, strategic, or technological) changes which help protect the community from, or mitigate against, future bushfire catastrophes. These improvised or innovative responses include emergency communications systems, practices, and devices. This article reports on findings from a research project funded by the Australian Research Council titled Using Community Engagement and Enhanced Visual Information to Promote FireWatch Satellite Communications as a Support for Collaborative Decision-making. FireWatch is a Web-based public information product based on near real time satellite data produced by the West Australian (WA) Government entity, Landgate. The project researches ways in which remote and regional publics can be engaged and mobilised through the development of a more user-friendly FireWatch site to make fire information accessible and usable, allowing a community-focused response to risk.The significance of the research project is evident both in how it addresses the important and life-threatening challenge of bushfires; and also in how Australia’s increasingly hot, dry, long summers are adding to historically-established risks. This innovative project uses an iterative, participatory design process incorporating action-research practices. This will ensure that the new Firewatch interface is redesigned, tested, observed, and reflected upon multiple times—and will incorporate the collective creativity of users, designers, and researchers.The qualitative findings reported on in this article are based on 19 interviews with community members in the town of Kununurra in the remote Kimberley region of WA. The findings are positioned within a reconceptualised framework in which creativity is viewed as an essential component of successful emergency responses. This includes, we argue, two critical aspects of creativity: improvisation during a catastrophic event; and ongoing innovation to improve future responses to catastrophes—including communication practices and technologies. This shifts the discourse within the literature in relation to the effective management and community responses to the changing phenomenon of fire catastrophes. Findings from the first round of interviews, and results of enquiries into previous bushfires in Australia, are used to highlight how these elements of creativity often entail a collective creativity on the part of emergency responders or the community in general. An additional focus is on the importance of the critical use of communication during a bushfire event.ImprovisationThe notion of "improvisation" is often associated with artistic performance. Nonetheless, improvisation is also integral to making effectual responses during natural catastrophes. “Extreme events present unforeseen conditions and problems, requiring a need for adaptation, creativity, and improvisation while demanding efficient and rapid delivery of services under extreme conditions” (Harrald 257).Catastrophes present us with unexpected scenarios and require rapid, on the spot problem solving and “even if you plan for a bushfire it is not going to go to plan. When the wind changes direction there has to be a new plan” (Jeff. Personal Interview. 2012). Jazz musicians or improvisational actors “work to build their knowledge across a range of fields, and this knowledge provides the elements for each improvisational outcome” (Kendra and Wachendorf 2). Similarly, emergency responders’ knowledge and preparation can be drawn “upon in the ambiguous and dynamic conditions of a disaster where not every need has been anticipated or accounted for” (Kendra and Wachtendorf 2). Individuals and community organisations not associated with emergency services also improvise in a creative and intuitive manner in the way they respond to catastrophes (Webb and Chevreau). For example, during the 9/11 terrorism catastrophe in the USA an assorted group of boat owners rapidly self-organised to evacuate Lower Manhattan. On their return trips, they carried emergency personnel and supplies to the area (Kendra and Wachendorf 5). An interviewee in our study also recalls bush fire incidents where creative problem solving and intuitive decision-making are called for. “It’s like in a fire, you have to be thinking fast. You need to be semi self-sufficient until help arrives. But without doing anything stupid and creating a worse situation” (Kelly. Personal Interview. 2012). Kelly then describes the rapid community response she witnessed during a recent fire on the outskirts of Kununurra, WA.Everyone had to be accounted for, moving cars, getting the tractors out, protecting the bores because you need the water. It happens really fast and it is a matter of rustling everyone up with the machinery. (2012)In this sense, the strength of communities in responding to catastrophes or disasters “results largely from the abilities of [both] individuals and organisations to adapt and improvise under conditions of uncertainty” (Webb and Chevreau 67). These improvised responses frequently involve a collective creativity—where groups of neighbours or emergency workers act in response to the unforseen, often in a unified and self-organising manner. InnovationCatastrophes also stimulate change and innovation for the future. Disasters create a new environment that must be explored, assessed, and comprehended. Disasters change the physical and social landscape, and thereby require a period of exploration, learning, and the development of new approaches. (Kendra and Wachtendorf 6)These new approaches can include organisational change, new response strategies, and technologies and communication improvements. Celebrated inventor Benjamin Franklin, for instance, facilitated the formation of the first Volunteer Fire department in the 1850s as a response to previous urban fire catastrophes in the USA (Mumford 258). This organisational innovation continues to play an instrumental part in modern fire fighting practices. Indeed, people living in rural and remote areas of Australia are heavily reliant on volunteer groups, due to the sparse population and vast distances that need to be covered.As with most inventions and innovations, new endeavours aimed at improving responses to catastrophes do not occur in a vacuum. They “are not just accidents, nor the inscrutable products of sporadic genius, but have abundant and clear causes in prior scientific and technological development” (Gifillian 61). Likewise, the development of our user-friendly and publically available FireWatch site relies on the accumulation of preceding inventions and innovations. This includes the many years spent developing the existing FireWatch site, a site dense in information of significant value to scientists, foresters, land managers, and fire experts.CommunicationsOften overlooked in discussions regarding emergency communications is the microgeographical exchanges that occur in response to the threat of natural disasters. This is where neighbours fill the critical period before emergency service responders can appear on site. In this situation, it is often local knowledge that underpins improvised grassroots communication networks that inform and organise the neighbourhood. During a recent bushfire on peri-rural blocks on the outskirts of Kununurra, neighbours went into action before emergency services volunteers could respond.We phoned around and someone would phone and call in. Instead of 000 being rung ten times, make sure that one person rang it in. 40 channel [CB Radio] was handy – two-way communication, four wheelers – knocking on doors making sure everyone is out of the house, just in case. (Jane. Personal Interview. 2012) Similarly, individuals and community groups have been able to inform and assist each other on a larger scale via social network technologies (SNTs). This creative application of SNTs began after the 9/11 terror attacks in 2001 when individuals created wikis in order to find missing persons (Palen and Lui). Twitter has experienced considerable growth and was used freely during the 2009 Black Saturday fires in Australia. Studies of tweeting activity during these fires indicate that “tweets made during Black Saturday are laden with actionable factual information which contrasts with earlier claims that tweets are of no value made of mere random personal notes” (Sinnappan et al. n.p.).Traditionally, official alerts and warnings have been provided to the public via television and radio. However, several inquiries into the recent bushfires within Australia show concern “with the way in which fire agencies deliver information to community members during a bushfire...[and in order to] improve community safety from bushfire, systems need to be implemented that enable community members to communicate information to fire agencies, making use of local knowledge” (Elsworth et al. 8).Technological and social developments over the last decade mean the public no longer relies on a single source of official information (Sorensen and Sorensen). Therefore, SNTs such as Twitter and Facebook are being used by the media and emergency authorities to make information available to the public. These SNTs are dynamic, in that there can be a two-way flow of information between the public and emergency organisations. Nonetheless, there has been limited use of SNTs by emergency agencies to source information posted by in situ residents, in order to help in decision-making (Freeman). Organisational use of multiple communication channels and platforms to inform citizens about bushfire emergencies ensures a greater degree of coverage—in case of communication systems breakdowns or difficulties—as in the telephone alert system breakdown in Kelmscott-Roleystone, WA or a recent fire in Warrnambool, Victoria which took out the regional telephone exchange making telephone calls, mobiles, landlines, and the Internet non-operational (Johnson). The new FireWatch site will provide an additional information option for rural and remote Australians who, often rely on visual sightings and on word-of-mouth to be informed about fires in their region. “The neighbour came over and said - there is a fire, we’d better get our act together because it is going to hit us. No sooner than I turned around, I thought shit, here it comes” (Richard. Personal Interview. 2012). The FireWatch ProjectThe FireWatch project involves the redevelopment of an existing FireWatch website to extend the usability of the product from experts to ordinary users in order to facilitate community-based decision-making and action both before and during bushfire emergencies. To this purpose, the project has been broken down to two distinct, yet interdependent, strands. The community strand involves collaboration within a community (in this case the Kununurra community) in order to carry out a community-centred approach to further development of the site. The design strand involves the development of an intuitive and accessible Web presentation of complex information in clear, unambiguous ways to inform action in stressful circumstances. At this stage, a first round of 19 semi-structured interviews with stakeholders has been conducted in Kununurra to determine fire-related information-seeking behaviours, attitudes to mediated information services in the region, as well as user feedback on a prototype website developed in the design strand of the project. Stakeholders included emergency services personnel (payed and volunteer), shire representatives, tourism operators, small business operators (including tourism operators), a forest manager, a mango farmer, an Indigenous ranger team manager as well as general community members. Interviewees reported dissatisfaction with current information systems. They gave positive feedback about the website prototype. “It’s very much, very easy to follow” (David. Personal Interview. 2012). “It looks so much better than [the old site]. You couldn’t get in that close on [the other site]. It is fantastic” (Lance. Personal Interview. 2012). They also added thought-provoking contributions to the design of the website (to be discussed later).Residents of Kununurra who were interviewed for this research project found bushfire warning communications unsatisfactory, especially during a recent fire on the outskirts of town. People who called 000 had difficulties passing the information on, having to explain exactly where Kununurra was and the location of fires to operators not familiar with the area. When asked how the Kununurra community gets their fire information a Shire representative explained: That is not very good at the moment. The only other way we can think about it is perhaps more updates on things like Facebook, perhaps on a website, but with this current fire there really wasn’t a lot of information and a lot of people didn’t know what was going on. We [the shire] knew because we were talking to the [fire] brigades and to FESA [Fire and Emergency Services Authority] but most residents didn’t have any idea and it looks pretty bad. (Ginny. Personal Interview. 2012) All being well, the new user-friendly FireWatch site will add another platform through which fire information messages are transmitted. Community members will be offered continuously streamed bushfire location information, which is independent of any emergency services communication systems. In particular, rural and remote areas of Australia will have fire information at the ready.The participatory methodology used in the design of the new FireWatch website makes use of collaborative creativity, whereby users’ vision of the website and context are incorporated. This iterative process “creates an equal evolving participatory process between user and designer towards sharing values and knowledge and creating new domains of collective creativity” (Park 2012). The rich and sometimes contradictory suggestions made by interviewees in this project often reflected individual visions of the tasks and information required, and individual preferences regarding the delivery of this information. “I have been thinking about how could this really work for me? I can give you feedback on what has happened in the past but how could it work for me in the future?” (Keith. Personal Interview. 2012). Keith and other community members interviewed in Kununurra indicated a variety of extra functions on the site not expected by the product designers. Some of these unexpected functions were common to most interviewees such as the great importance placed on the inclusion of a satellite view option on the site map (example shown in Figure 1). Jeremy, a member of an Indigenous ranger unit in the Kununurra area, was very keen to incorporate the satellite view options on the site. He explained that some of the older rangers:can’t use GPSs and don’t know time zones or what zones to put in, so they’ll use a satellite-style view. We’ll have Google Earth up on one [screen], and also our [own] imagery up on another [screen] and go that way. Be scrolling in and see – we’ve got a huge fire scar for 2011 around here; another guy will be on another computer zoning in and say, I think it is here. It’s quite simplistic but it works. (Personal Interview. 2012) In the case above, where rangers are already switching between computer screens to incorporate a satellite view into their planning, the importance of a satellite view layer on the FireWatch website makes user context an essential part of the design process. Incorporating many layers on one screen, as recommended by participants also ensures a more elegant solution to an existing problem.Figure 1: Satellite view in the Kununurra area showing features such as gorges, rivers, escarpments and dry riverbedsThis research project will involve further consultation with participants (both online and offline) regarding bushfire safety communications in their region, as well as the further design of the site. The website will be available over multiple devices (for example desktops, smart phones, and hand held tablet devices) and will be launched late this year. Further work will also be carried out to determine if social media is appropriate for this community of users in order to build awareness and share information regarding the site.Conclusion Community members improvise and self-organise when communicating fire information and organising help for each other. This can happen at a microgeographical (neighbourhood) level or on a wider level via social networking sites. Organisations also develop innovative communication systems or devices as a response to the threat of bushfires. Communication innovations, such as the use of Twitter and Facebook by fire emergency services, have been appropriated and fine-tuned by these organisations. Other innovations such as the user-friendly Firewatch site rely on previous technological developments in satellite-delivered imagery—as well as community input regarding the design and use of the site.Our early research into community members’ fire-related information-seeking behaviours and attitudes to mediated information services in the region of Kununurra has found unexpectedly creative responses, which range from collective creativity on the part of emergency responders or the community in general during events to creative use of existing information and communication networks. We intend to utilise this creativity in re-purposing FireWatch alongside the creative work of the designers in the project.Although it is commonplace to think of graphic design and new technology as incorporating creativity, it is rarely acknowledged how frequently these innovations harness everyday perspectives from non-professionals. In the case of the FireWatch developments, the creativity of designers and technologists has been informed by the creative responses of members of the public who are best placed to understand the challenges posed by restricted information flows on the ground in times of crisis. In these situations, people respond not only with new ideas for the future but with innovative responses in the present as they communicate with each other to deal with the challenge of a fast-moving and unpredictable situation. Such improvisation, honed through close awareness of the contours and parameters of both community and communication, are one of the ways through which people help keep themselves and each other safe in the face of dramatic developments.ReferencesElsworth, G., and K. Abstract:
To Remember‘The central problem of today’s global interactions is the tension between cultural homogenisation and cultural heterogenisation.’ (Appadurai 49)While this statement has been made more than twenty years, it remains more relevant than ever. The current age is one of widespread global migrations and dis-placement. The phenomenon of globalisation is the first and major factor for this newly created shift of ground, of transmigration as defined by its etymological meaning. However, a growing number of migrations also result from social or political oppression and war as we witness the current flow of refugees from Africa or Syria to Europe and with growing momentum, from climate change, the people of Tokelau or Nauru migrating as a result of the rise of sea levels in their South Pacific homeland. Such global migrations lead to an intense co-habitation of various cultures, ethnicities and religions in host societies. In late twentieth century Giddens explains this complexity and discusses how globalisation requires a re-organisation of time and space in social and cultural life of both the host and the migrant (Giddens 14). In the host country, Appadurai terms the physical consequences of this phenomenon as the new ‘ethnoscape’ (Appadurai 51). This fact is particularly relevant to New Zealand, a country that is currently seeing an unprecedented level of immigration from various and numerous ethnic groups which is evidently influencing the makeup of its entire population.For the migrant, according to Xavier & Rosaldo, social life following migration re-establishes itself on two fronts: the first is the pre-modern manner of being present through participation in localised activities at specific locales; the second is about fostering relationships with absent others through media and across the world. These “settings for distanced relations – for relations at a distance, [are] stretched out across time and space” (Xavier & Rosaldo 8). Throughout the world, people in dis-placement reorganise their societies in both of these fronts.Dis-placement is ‘a potentially traumatic event that is collectively experienced" (Norris 128). Disaster and trauma related dis-placement as stressors happen to entire communities, not just individuals, families and neighbourhoods. Members are exposed together and it has been argued, must, therefore, recover together, (Norris 145). On one hand, in the situation of collective trauma some attachment to a new space ‘increases the likelihood that a community as a whole has the will to rebuild’ (Norris 145). On the other, it is suggested that for the individual, place attachment makes the necessary relocation much harder. It is in re-location however that the will to recreate or reproduce will emerge. Indeed part of the recovery in the case of relocation can be the reconstruction of place. The places of past experiences and rituals for meaning are commonly recreated or reproduced as new places of attachment abroad. The will and ability to reimagine and re-materialise (Gupta & Ferguson 70) the lost heritage is motivational and defines resilience.This is something a great deal of communities such as the displaced Coptic community in New Zealand look to achieve, re-constructing a familiar space, where rituals and meaning can reaffirm their ideal existence, the only form of existence they have ever known before relocation. In this instance it is the reconstruction and reinterpretation of a traditional Coptic Orthodox church. Resilience can be examined as a ‘sense of community’, a concept that binds people with shared values. Concern for community and respect for others can transcend the physical and can bind disparate individuals in ways that otherwise might require more formal organisations. It has been noted that trauma due to displacement and relocation can enhance a sense of closeness and stronger belonging (Norris 139). Indeed citizen participation is fundamental to community resilience (Norris 139) and it entails the engagement of community members in formal organisations, including religious congregations (Perkins et al. 2002; Norris 139) and collective gatherings around cultural rituals. However, the displacement also strengthens the emotional ties at the individual level to the homeland, to kinfolk and to the more abstract cultural mores and ideas.Commitment and AttachmentRecalling places of collective events and rituals such as assembly halls and spaces of worship is crucially important for dis-placed communities. The attachment to place exposes the challenges and opportunities for recollecting the spirit of space in the situation of a people abroad. This in turn, raises the question of memory and its representation in re-creating the architectural qualities of the cultural space from its original context. This article offers the employ of visual representation (drawings) as a strategy of recall. To explore these ideas further, the situation of the Egyptian community of Coptic Orthodox faith, relocated, displaced and living ‘abroad’ in New Zealand is being considered. This small community that emigrated to New Zealand firstly in the 1950s then in the 1970s represents in many ways the various ethnicities and religious beliefs found in New Zealand.Rituals and congregations are held in collective spaces and while the attachment to the collective is essential, the question to be addressed here relates to the role of the physical community space in forming or maintaining the attachment to community (Pretty, Chipuer, and Bramston 78). Groups or societies use systems of shared meanings to interpret and make sense of the world. However, shared meanings have traditionally been tied to the idea of a fixed territory (Manzo & Devine-Wright 335, Xavier & Rosaldo 10). Manzo and Perkins further suggest that place attachments provide stability and are integral to self-definitions (335-350). Image by Vioula Said.Stability and self-definition and ultimately identity are in turn, placed in jeopardy with the process of displacement and de-territorilisation. Shared meanings are shifted and potentially lost when the resultant instability occurs. Norris finds that in the strongest cases, individuals, neighbourhoods and communities lose their sense of identity and self-definition when displaced due to the destruction of natural and built environments (Norris 139). This comment is particularly relevant to people who are emigrating to New Zealand as refugees from climate change such as Pasifika or from wars and oppression such as the Coptic community. This loss strengthens the requirement for something greater than just a common space of congregation, something that transcends the physical. The sense of belonging and identity in the complexity of potential cultural heterogenisation is at issue. The role of architecture in dis-placement is thereby brought into question seeking answers to how it should facilitate a space of attachment for resilience, for identity and for belonging.A unity of place and people has long been assumed in the anthropological concept of culture (Gupta & Ferguson: 75). According to Xavier & Rosaldo the historical tendency has been to connect the realm of constructing meaning to the particularities of place (Xavier & Rosaldo 10). Thereby, cultural meanings are intrinsically linked to place. Therefore, place attachment to the reproduced or re-interpreted place is crucially important for dis-placed societies in re-establishing social and cultural content. Architectural spaces are the obvious holders of cultural, social and spiritual content for such enterprises. Hillier suggests that all "architecture is, in essence, the application of speculative and abstract thought to the non-discursive aspects of building, and because it is so, it is also its application to the social and cultural contents of buildings” (Hillier 3).To Re-ImagineAn attempt to reflect the history, stories and the cultural mores of the Coptic community in exile by privileging material and design authenticity, merits attention. An important aspect of the Coptic faith lies within its adherence to symbolism and rituals and strict adherence to the traditional forms and configurations of space may reflect some authenticity of the customary qualities of the space (Said 109). However, the original space is itself in flux, changing with time and environmental conditions; as are the memories of those travelling abroad as they come from different moments in time. Experience has shown that a communities’ will to re-establish social and cultural content through their traditional architecture on new sites has not always resurrected their history and reignited their original spirit. The impact of the new context’s reality on the reproduction or re interpretation of place may not fully enable its entire community’s attachment to it. There are significant implications from the displacement of site that lead to a disassociation from the former architectural language. Consequently there is a cultural imperative for an approach that entails the engagement of community in the re-making of a cultural space before responding to the demands of site. Cultures come into conflict when the new ways of knowing and acting are at odds with the old. Recreating a place without acknowledging these tensions may lead to non-attachment. Facing cultural paradox and searching for authenticity explains in part, the value of intangible heritage and the need to privilege it over its tangible counterpart.Intangible HeritageThe intangible qualities of place and the memory of them are anchors for a dis-placed community to reimagine and re-materialise its lost heritage and to recreate a new place for attachment. This brings about the notion of the authenticity of cultural heritage, it exposes the uncertain value of reconstruction and it exhibits the struggles associated with de-territorilisation in such a process.In dealing with cultural heritage and contemporary conservation practice with today’s wider understanding of the interdisciplinary field of heritage studies, several authors discuss the relevance and applicability of the 1964 Venice Charter on architectural heritage. Glendinning argues that today’s heritage practices exploit the physical remains of the past for useful modern and aesthetic purposes as they are less concerned with the history they once served (Glendinning 3). For example, the act of modernising and restoring a historic museum is counterbalanced by its ancient exhibits thereby highlighting modern progress. Others support this position by arguing that relationships, associations and meanings that contribute to the value of a site should not be dismissed in favour of physical remains (Hill 21). Smith notes that the less tangible approaches struggle to gain leverage within conventional practice, and therefore lack authenticity. This can be evidenced in so many of our reconstructed heritage sites. This leads to the importance of the intangible when dealing with architectural heritage. Image by Vioula Said.In practice, a number of different methods and approaches are employed to safeguard intangible cultural heritage. In order to provide a common platform for considering intangible heritage, UNESCO developed the 2003 ‘Convention for the Safeguarding of Intangible Cultural Heritage’. Rather than simply addressing physical heritage, this convention helped to define the intangible and served to promote its recognition. Intangible cultural heritage is defined as expressions, representations, practices, skills and knowledge that an individual a community or group recognise as their cultural heritage.Safeguarding intangible heritage requires a form of translation, for example, from the oral form into a material form, e.g. archives, inventories, museums and audio or film records. This ‘freezing’ of intangible heritage requires thoughtfulness and care in the choosing of the appropriate methods and materials. At the same time, the ephemeral aspects of intangible heritage make it vulnerable to being absorbed by the typecast cultural models predominant at any particular time. This less tangible characteristic of history and the pivotal role it plays in conveying a dialogue between the past and the present demands alternative methods. At a time when the identity of dis-placed people is in danger of being diminished by dominant host societies, the safeguarding of intangible cultural heritage is critically important in re-establishing social and cultural content.Recent news has shown the destruction of many Coptic churches in Egypt, through fire at increasing rates since 2011 or by bombings such as the ones witnessed in April 2017. For this particular problem of the Coptic Community, the authors propose that visual representation of spiritual spaces may aid in recollecting and re-establishing such heritage. The illustrations in this article present the personal journey of an artist of Egyptian Copt descent drawing from her memories of a place and time within the sphere of religious rituals. As Treib suggests, “Our recollections are situational and spatialised memories; they are memories attached to places and events” (Treib 22). The intertwining of real and imagined memory navigates to define the spirit of place of a lost time and community.The act of remembering is a societal ritual and in and of itself is part of the globalised world we live in today. The memories lodged in physical places range from incidents of personal biography to the highly refined and extensively interpreted segments of cultural lore (Treib 63). The act of remembering allows for our sense of identity and reflective cultural distinctiveness as well as shaping our present lives from that of our past. To remember is to celebrate or to commemorate the past (Treib 25).Memory has the aptitude to generate resilient links between self and environment, self and culture, as well as self and collective. “Our access to the past is no longer mediated by the account of a witness or a narrator, or by the eye of a photographer. We will not respond to a re-presentation of the historical event, but to a presentation or performance of it” (van Alphen 11). This statement aligns with Smith’s critical analysis of heritage and identity, not as a set of guidelines but as a performance experienced through the imagination, “experienced within a layering of performative qualities that embody remembrance and commemoration and aim to construct a sense of place and understanding within the present”(van Alphen 11). Heritage is hereby investigated as a re-constructed experience; attempting to identify a palette of memory-informed qualities that can be applied to the re-establishing of the heritage lost. Here memory will be defined as Aristotle’s Anamnesis, to identify the capacity to stimulate a range of physical and sensory experiences in the retrieval of heritage that may otherwise be forgotten (Cubitt 75; Huyssen 80). In architectural terms, Anamnesis, refers to the process of retrieval associated with intangible heritage, as a performance aimed at the recovery of memory, experienced through the imagination (Said 143). Unfortunately, when constructing an experience aimed at the recovery of memory, the conditions of a particular moment do not, once passed, move into a state of retirement from which they can be retrieved at a later date. Likewise, the conditions and occurrences of one moment can never be precisely recaptured, Treib describes memory as an interventionist:it magnifies, diminishes, adjusts, darkens, or illuminates places that are no longer extant, transforming the past anew every time it is called to mind, shorn or undesirable reminiscence embellished by wishful thinking, coloured by present concerns. (Treib 188)To remember them, Cubitt argues, we must reconstruct them; “not in the sense of reassembling something that has been taken to pieces and carefully stored, but in the sense of imaginatively configuring something that can no longer have the character of actuality” (Cubitt 77). Image by Vioula Said.Traditionally, history and past events have been put in writing to preserve their memory within the present. However, as argued by Treib, this mode of representation is inherently linear and static; contributing to a flattening of history. Similarly, Nelson states; “I consider how a visual mode of representation – as opposed to textual or oral – helps to shape memory” (Nelson 37). The unflattening of past events can occur by actively engaging with culture and tradition through the mechanism of reconstruction and representation of the intangible heritage (Said 145). As memory becomes crucial in affirming collective identity, place also becomes crucial in anchoring such experience. Interactive exhibition facilitates this act using imagery, interpretation and physical engagement while architectural place gives distinctiveness to cultural products and practices. Architectural space is always intrinsically bound with cultural practice. Appadurai says that where a groups’ past increasingly becomes part of museums, exhibits and collection, its culture becomes less a realm of reproducible practices and more an arena of choices and cultural reproduction (59). When place is shifted (de-territorilisation in migration) the loss of territorial roots brings “an erosion of the cultural distinctiveness of places, a de-territorilisation of identity” (Gupta & Ferguson 68). According to Gupta & Ferguson, “remembered places have …. often served as symbolic anchors of community for dispersed people” (Gupta & Ferguson 69).To Re-MakeIn the context of de-territorialisation the intangible qualities of the original space offer an avenue for the creation and experience of a new space in the spirit of its source. Simply reproducing a traditional building layout in the new territory or recollecting artefacts does not suffice in recalling the essence of place, nor does descriptive writing no matter how compelling. Issues of authenticity and identity underpin both of these strategies. Accepting the historical tendency to reconnect the realm of constructing meaning to the particularities of place requires an investigation on those ‘particularities of place’. Intangible heritage can bridge the problems of being out of one’s country, overseas, or ‘abroad’. While architecture can be as Hillier suggests, “in essence, the application of speculative and abstract thought to the non-discursive aspects of building” (Hillier 3). Architecture should not be reproduced but rather re-constructed as a holder or facilitator of recollection and collective performance. It is within the performance of intangible heritage in the ‘new’ architecture that a sense of belonging, identity and reconnection with home can be experienced abroad. Its visual representation takes centre stage in the process. The situation of the Egyptian community of Coptic faith in New Zealand is here looked at as an illustration. Image by Vioula Said.The concept of drawing as an anchor for memory and drawing as a method to inhabit space is exposed and this presents a situation where drawing has an experiential nature in itself.It has been argued that a drawing is simply an image that compresses an entire experience of temporality. Pallasmaa suggests that “every drawing is an excavation into the past and memory of its creator” (Pallasmaa 91). The drawing is considered as a process of both observation and expression, of receiving and giving. The imagined or the remembered space turns real and becomes part of the experiential reality of the viewer and of the image maker. The drawing as a visual representation of the remembered experience within the embrace of an interior space is drawn from the image maker’s personal experience. It is the expression of their own recollection and not necessarily the precise realityor qualities perceived or remembered by others. This does not suggest that such drawing has a limited value. This article promotes the idea that such visual representation has potentially a shared transformative role. The development of drawings in this realm of intangible heritage exposes the fact that the act of drawing memory may provide an intimate relationship between architecture, past events within the space, the beholder of the memory and eventually the viewer of the drawing. The drawings can be considered a reminder of moments past, and an alternative method to the physical reproduction or preservation of the built form. It is a way to recollect, express and give new value to the understanding of intangible heritage, and constructs meaning.From the development of a personal spatial and intuitive recall to produce visual expressions of a remembered space and time, the image author optimistically seeks others to deeply engage with these images of layered memories. They invite the viewer to re-create their own memory by engaging with the author’s own perception. Simply put, drawings of a personal memory are offered as a convincing representation of intangible heritage and as an authentic expression of the character or essence of place to its audience. This is offered as a method of reconstructing what is re-membered, as a manifestation of symbolic anchor and as a first step towards attachment to place. Abstract:
Spurred by global institutions and treaties such as the General Agreement on Tariffs and Trade (GATT) and its’ bantling the World Trade Organisation (WTO), the past three decades have seen many nations of the world develop an economic interconnectedness that parallels the great free trade movement of the late Nineteenth and early Twentieth Centuries. Free trade and the resultant economic ‘globalisation’ have had mixed results for many countries and groups within countries and has incited a complex, inarticulate, and sometimes contradictory debate across all segments of our society. Some groups and geographical locales have benefited handsomely from the structural changes that we generally understand as globalisation, whilst other groups and geographical regions have become economically marginalised through disconnectedness from global flows of money and goods and services. Rural and regional Australia, for instance, has experienced a steady decline in recent years and in fact in rural Victoria, a gloomy report from the Bureau of Statistics, suggests that not one new full-time job has been created in more than thirteen years (Colbatch). In other parts of the country, particularly Sydney and Melbourne, things could not seem better; property values have doubled, unemployment is at record lows, and the new middle classes cram the cafés of the gentrified inner-cities. Wages have risen by up to fifty percent in many of Australia’s inner cities during the late 1990s (Birnbauer and Gurrera). By the end of the 1990s, in response to some of the inequalities of globalisation—particularly between developed and developing countries—a large globally-linked protest movement arose out of Seattle in the United States. The movement formed as a protest against the policies of the WTO and was an eclectic arrangement of political groups who believed that free trade was not the answer to a more equitable world. The problem was that some of the leading thinkers of the movement—in a movement that claimed to have no leaders—were far too short-sighted to see beyond the popular zeitgeist of the time. The turn of the century zeitgeist was based on a well-meaning utopian-libertarian vision of a frictionless and equitable world. The problem was that this vision had no place for nations and thus citizen-based democratically elected national governments. There had apparently been a coup and governments were now captured by shoe manufacturers. One of the best-known authors of the turn of the century globalisation protest movement was the inner-city Canadian journalist Naomi Klein with her popularly acclaimed book No Logo (Klein). Although shrewdly timed, there was nothing particularly ground-breaking about Klein’s work; anxieties about corporate power, exploited workers, and the power of the ideologically potent media industries have for most of the Twentieth Century been the focus of relations between governments and the private sphere everywhere. The book relied heavily on the popular journalistic branding of the time, the ‘new economy’, which was believed to be represented by the industries of the Information and Communication Technology (ICT) sector, advertising, and shoe manufacturers. The new economy never existed; it was merely a popularly accepted business-journalism term that perhaps described parts of the more complex corpus of work on ‘post-industrialism’. Many thinkers have been attempting to understand issues of equity and post-industrialism for more than three decades; perhaps one the best-known authors in Australia is the ex-Labor minister Barry Jones with his celebrated 1982 book Sleeper Wake; Technology and the Future of Work (Jones). The turn of the century globalisation protest movement was in essence a utopian-libertarian movement and even at times claimed to be ‘natural’ and ‘leaderless’. Pithily, the WTO could also be described as ‘utopian-libertarian’ as much of its post-war ideological base stems from the belief that national borders are a hindrance (and the world would be better without them), and national governments should not interfere with its ‘natural’ globalisation schema. The ‘global’ just like the ‘nation’ is an unwieldy meta-structure and can be interpreted in many ways and for many ends. The minimal working definitions of globalisation, or dare I say ‘globalism’, circulate around the processes in which complex interconnections are said to be rapidly developing between societies, institutions, cultures, collectives, and individuals worldwide. These connections are believed to be between cultural, political, and economic practices that are local, national, technological, and corporate. And if there really is such a thing as globalisation, then it is far from a ‘natural’ process, but has developed as the direct result of strategic choices by governments and corporations in the past thirty years. In Australia, our engagement with the dominant form of globalisation was exacerbated by the Hawke/Keating Labor governments (1984-1996) that deregulated large portions of the economy, floated our currency, and embraced the all-trade-is-good mantra of global economic policy. Not surprisingly, the rich countries define the dominant ideologies of globalisation and corporations are the main catalyst (Everend). Many corporations are involved in cultural production thus creating their own world culture and value system. This value system is based on consumerism (like buying sports shoes) and the triumph of individual consumer agency over collective economic practices (like free education). The end of the east-west logic of the Cold War ended the eighty-year ideological wrestle between centralised state economic planning and market driven models. Eric Hobsbawn, in his masterful empirical history, The Age of Extremes, claims that what we understand as the Twentieth Century ended in 1991 with the collapse of the Soviet Union (Hobsbawn). What we are left with is a world with only one major superpower, one major economic model, and one major Liberal ideology that is increasing the wealth gap between and within societies everywhere (Landes). We do need to urgently understand the forces beyond the nation state, but this should not be at the expense of a political engagement with the democratic processes that make up the nation state. The utopian-libertarian critique of the turn of the century globalisation protest movement was far too simplistic. The Twentieth Century often disastrously taught us that ideas of the nation can be interpreted in many ways, and likewise, ideas of ‘the global’ are contested meta-structures that can be multifariously interpreted. There are no effortless solutions to understanding globalisation processes and those that tell us what the ‘global’ is largely control what it is. This is similar to the history of Australia. Historically Australia has had different ways to see ourselves based on what group has been in power and the particular requirements of this group. The requirements of an elite group of Australians at the moment is perhaps no government at all so that ‘the people’ can consume in peace and not have bothersome local governments do nasty ‘state-authoritarian’ things like build kindergartens or repair street lights. If ‘the people’ loose faith in citizen based democracy then we undermine the only real power that we have as individuals. The simple act of many activists to communicate between various countries and exchange ideas and strategies is not end in itself; it is merely one component of a significant beginning. If we don’t have a major war, or an economic catastrophe, globalisation will probably further arrive over the next few decades. And we need to have representative, fair, collective and geographically specific processes to deal with this. Most of the collective institutional solutions we already have, and it is up to a new generation to take control of their democratic inheritance (like every other generation before us) rather than conjure one-dimensional utopian-libertarian visions that are oppressively close to those of the WTO.
