Abstract:
Based on empirical research in a number of rural communities in north-western NSW, this article explores the dynamics of rural crisis as it is manifested in and through popular attitudes and campaigns around law and order. There is no denying that crime rates in many rural communities are high, often very high by national standards, or that local crime disproportionately involves Indigenous offenders (and Indigenous victims). However, the views expressed in interviews with established White residents, in local media and in organised campaigns around law and order are suggestive of a much deeper sense of threat and crisis. This, it is argued, can be explained in relation not simply to crime rates but the way in which crime is experienced at the local level and the manner in which it is connected to other unwanted change that is seen to threaten the integrity of these communities. In order to understand these anxieties it is necessary to explore historical patterns of settlement, the economic structure and the culture of rural communities. Indigenous Australians have, at best, occupied an ambiguous and fragile position in relation to membership of these communities, a form of ‘passive’ belonging, ‘conditional’ on deference to dominant White norms governing civic and domestic life. Local Indigenous crime can be a source of deep anxiety not only because it causes harm to person and property but because it is interpreted by many Whites as a repudiation of the local social order, a signifier of larger threats to the community and on occasions as a harbinger of social breakdown. The article explores some of the key themes emerging from interview material that characterise this sense of crisis and relates them to the larger pattern of change affecting many communities: economic decline, changing government policies and priorities, the growing relative economic and political power of Indigenous people, debates about native title and so on.

Abstract:
This thesis explores the relationship between rural struggles and popular organisation in the Cape between 1928 and 1933. It focuses on the attempts by militants in the ANC(Western Province) and later the Independent ANC to organise in the rural areas during a period of crisis for agriculture. In the first chapter the history and trends in the nationalist movement before 1930 is discussed. It is argued that the conservative petty bourgeoisie dominated the organisation for much of the time, but that more militant positions were adopted on a few rare occasions. The second chapter endeavours to show that the transition to capitalist agriculture had been completed in the Western Cape. ·It then examines the specificity of the crisis in agriculture during the Depression: a crisis which was manifested in the form of an acute labour shortage on the farms, combined with unemployment in the towns. This, it is argued, provided a fertile ground for organisation The third chapter examines the rural struggles in the Western Cape. It analyses the alliance in the ANC(WP) between the moderate Garveyists and the militants linked to the Communist Party, and the reasons for the subsequent breakdown of this alliance. It discusses both the success of the organisation in coping with violent repression, and its failure to cope with the state's more subtle strategies. The militants were eventually expelled from the ANC. Most rural branches then broke away to form the Independent ANC. Chapter 4 discusses the formation of the IANC and raises some questions about the nature of its political programme. It then proceeds to focus on organisation in the Southern Cape where all the branches had joined the IANC. The fifth chapter discusses the organisation in the Midlands area of the Eastern Cape. It attempts to explain the lack of success in Graaff-Reinett. It then proceeds to examine the organisation in Middelburg where is appears that it had learnt to cope with at least some of the problems experienced in the Western Cape. The sixth chapter analyses in some detail the issues that were taken up by the IANC in the Midlands, and how these were reflected in its discourse. Among the issues raised are unemployment, resistance to passes and local control measures, the problem of women's participation and the struggle that was waged against the conservative petty bourgeoisie in the ANC. The seventh chapter first discusses organisation in Cradock. It then proceeds to describe how the struggle in the Midlands built up to a climax at the end of 1931, until massive repression smashed the organisation. Thereafter the organisation continued only at a low level. The conclusion attempts to draw together some of the themes raised above. First, it discusses the relationship between the petty bourgeoisie and the militants. Second, it argues that the organisation's approach was essentially "agitational", and that this accounts partly for its effectiveness, as well as many of its weaknesses. Lastly an attempt is made to evaluate the significance of the organisation.

La presente investigación tiene como objetivo la localización y caracterización de “Distritos Agroecológicos”, a través de la identificación de casos paradigmáticos en los contextos territoriales de dos diferentes países europeos: Catalunya y Sardegna. Se identificarán dinámicas cooperativas vinculadas a procesos de producción y de organización del trabajo donde el conocimiento tradicional y la sostenibilidad en la producción de alimentos, constituyen elementos claves para que el territorio se enfrente a las crisis a través de espacios locales de cooperación que autoalimenten el desarrollo endógeno. La identificacion de experiencias està relacionada con sistemas de producción ecológica, sostenible, local y tradicional, estableciendo el enfoque del Agroecologia como filtro para la identificación de los casos empíricos. No existiendo una teorización específica sobre el Distrito Agroecológico, uno de los objetivos de la investigación es probar la posible existencia empírica de un sistema territorial que pueda representar las variables entre la teorización del Distrito y el enfoque de la Agroecología. En este contexto el marco definido en el trabajo ha sido instrumental para la identificación de las experiencias y la relevación de las dinámicas, estableciendo como base de la reflexión la voluntad de no razonar sobre la aplicabilidad y replicabilidad de modelos a la realidad, si no la necesidad de crear una bases metodológicas para identificar las peculiaridades de dinámicas en territorios distintos.
La presente ricerca ha come obiettivo la localizzazione e caratterizzazione di “Ditretti Agroecologici”, attraverso l’individuazione di casi paradigmatici in contesti territoriali di due differenti paesi europei: Catalogna e Sardegna. Si identificheranno dinamiche cooperative vincolate a processi di produzione e organizzazione del lavoro dove la conoscenza tradizionale e la sostenibilità nella produzione alimentare, costituiscono elementi essenziali perchè i territori affrontino le crisi attraverso spazio locali di cooperazione che autolimentano lo sviluppo endogeno. L’individuazione delle esperienze è relazionata con i sistemi di produzione ecologica, sostenibile, locale e tradizionale, stabilendo l’approccio dell’agroecologia come filtro per l’identificazione dei casi empirici. Non esistendo una teorizzazione specifica sul Distretto Agroecologico, uno degli obiettivi dell’investigazione è provare la possibile esistenza empirica di un sistema territoriale che possa rappresentare le variabili tra teorizzazione del Distretto e l’approccio dell’Agroecologia. In questo contesto il quadro definito nel lavoro è stato strumentale per l’identificazione dell’esperienze e la rilevazione delle dinamiche, stabilendo come base della riflessione la volontà di non ragionare sull’applicabilità e replicabilità dei modelli alla realtà, ma piuttosto sulla necessità di creare delle basi metodologiche per identificare le peculiarità delle dinamiche in territori distinti.

Esta tesis doctoral examina las repercusiones de la llamada "Gran Depresión" de finales del siglo XIX sobre la sociedad rural catalana a partir del análisis del que puede ser visto como uno de los síntomas más característicos de cualquier crisis agraria: la pérdida de derechos de propiedad sobre la tierra o sobre otros inmuebles de carácter rural como consecuencia de reclamaciones de deudas, promovidas por particulares o por el Estado, que culminaron en subasta pública.
El trabajo ha sido dividido en dos secciones. En la primera se analiza la desposesión causada por procedimientos ejecutivos impulsados por la Administración de Hacienda por impuestos impagados. En la segunda se ha estudiado la actividad judicial que concluyó en subasta pública de bienes inmuebles, y se han mostrado sus relaciones con la situación agraria, especialmente en los sectores del trigo y de la vid.
This Doctoral Thesis examines the repercussions of the Great Depression of end of the 19th century on the Catalan rural society from the analysis of the one that can be seen as one of the most characteristic symptoms of any agrarian crisis: the loss of property rights on the land or on other real estate of rural nature as a consequence of claims of debts carried out by individuals or by the State that culminated in public auctions.The work has been divided in two sections. In the first, the dispossession because of administrative executive procedures by unpaid taxes that took place in Catalonia in this period is analysed. In the second, we have studied the judicial activity that finished in public auction of real estate goods and we tried to relate it to the agrarian situation, especially in the wheat and the wine sectors.

Abstract:
Recent research has provided empirical support for counseling guidelines for pediatric gun safety and has demonstrated that some parental behaviors increase children's risk of gun injury. However, few data exist on patterns of gun-injury risks, especially for children younger than age 10, children from middle-class and non-urban families, and children of non-gun-owning vs. gun-owning parents. Part I of the study presents data on gun injury risks in a middle-SES sample of rural and suburban gun-owning and non-gun-owning parents and their 5-8-year-old children (N=60). Gun-owners (38.3% of the sample) endorsed an average of 10.57 out of 21 assessed gun injury risks, and evinced variable patterns of gun injury risks. Gun injury risks were much lower among non-gun-owners. However, a small number of non-gun-owners reported their children to have gun exposure risks more typical of gun-owners' children (e.g., child goes hunting/shooting). Part II of the study presents data on the children's responses to a crisis scenario involving a threat associated with defensive gun use (home intrusion). Children's crisis response plans were categorized as competent, passive, bold, or aggressive/gun. Competent plans were common (38.6%). However, most children generated non-competent crisis responses, including passive plans (21.1%), bold plans (19.3%), and aggressive/gun plans (21.1%). These results may help to identify styles of crisis response for targeted preventive interventions and emergency response training. The common theme in these results is that encouraging safe behavior, whether by young children responding to a crisis or by parents who own guns, requires an understanding of motivations for unsafe behavior and barriers to safer behavior.

Tourism in rural areas has an important role of developing and altering the rural communities when it comes to the environment, social and economic structures. Rural areas have high potential in tourism development but the world is continuously experiencing the power of nature. December 2019 the world experienced the beginning of the Corona pandemic that would later affect the whole world in just weeks. The Corona pandemic has caused many problems throughout the world but one sector that was specifically affected was the tourism sector. Even though crises are to some extent random and rare, there is no organization that is immune from such events. Unfortunately, many tourism-oriented organizations have been affected by this crisis and there has been a marginal decrease in bookings from previous years. The purpose of this study is to examinate how different organizations manage, organize and plan for crises in rural destinations in Östergötland county. The focus lies on organizations that are dependent on tourism and that use tourism as their main sources of income. The study has a qualitative research approach meaning qualitative semi-structured interviews with organizations in rural destinations. The main findings were that organizations in rural areas don’t have experience about crisis management and therefore don’t adapt it in their organization. In order for organizations to reorganize and plan for the crisis there need to be guides and routines on how the organization will achieve it. By having different plans for different crises, the organization can be better prepared for the next one. The important steps in the reorganization are communication strategy, controlling resources and collaboration with stakeholders. No matter how big or small the organization is, it is important for each organization to have an organization plan in order to tackle and reduce the consequences of a crisis.

Abstract:
By using a comparison approach, this article examines the current features of domestic tourism in Lithuania. Various aspects of domestic tourism are analysed and discussed. The aim of this study is to identify current trends specific to the Lithuanian domestic tourism sector and propose potential means of development. The methods of statistical analysis, graphic representation and Data Envelopment Analysis (DEA) were used in the research. The analysed period was 2004 through 2014. The comparison between outbound tourism and domestic tourism consumption shows, that outbound tourists’ consumption is considerably high compared to domestic tourists’ consumption. However domestic tourism is much less sensitive to crises; it is quite stable and important segment in Lithuanian tourism industry. If to compare tourism consumption, two products show significant upward trend: Sport and other entertainment services since 2010 and Cultural services since 2011. After 2008 year recession domestic tourism sector revives, tourists expenditure reached pre-crisis level, although the increase of same-day visitors’ expenditure is slightly. In the regions of Lithuania same-day tourism opportunities are well-exploited; however, overnight tourism possibilities are not well developed. On the basis of the DEA method it can be concluded that in Telsiai county it is purposeful to improve the activity of museums and travel agents’ work, and in Alytus, Panevezys, Siauliai, Taurage, Telsiai counties it is best to improve the attractiveness/appeal of regional parks.

The use, protection and management of water resources belong to the most urgent among global environmental problems of our time. Today, the civilization clearly realizes the need for careful management of water resources, maintaining and restoring its quality. Water quality determines the possibility of its use in various fields of human activity. For Ukraine problems of water sector are also acute and urgent. Low efficiency of water use, poor drinking water quality, nitrate contamination of water resources, poor condition of water bodies in Ukraine require more foreign experience in this sphere, especially the EU experience. The purpose of our scholarly work is to explore actual problems of harmonization of water legislation of Ukraine with the requirements of EU water policy and development of proposals for the improvement of Ukrainian legislation. Main features of harmonization of Ukrainian legislation in the water resources management sphere with EU law and prospects for implementation of principles of EU Water Framework Directive were analyzed. As a result of the study the ways of implementation of positive foreign experience of water objects management in Ukraine are considered. Considering the scale of ecological crisis in Ukraine the necessity of forming a new system of economic regulators of nature is obvious. Such system must not only accumulate funds for urgent actions, but primarily encourage economic entities to protect the natural environment. We consider it appropriate to introduce mandatory environmental insurance for operators of environmentally hazardous activities.

The aim of this article is to analyse the government assistance provided to entrepreneurs in Latvia and its efficiency and appropriateness to the economic conditions encountered by entrepreneurs during the COVID-19 crisis. An insight into international experience creates the framework of this study. The empirical analysis is based on secondary data analysis and entrepreneur’s survey data on business response to COVID-19 related pandemics restrictions and government assistance in Latvia. The observed business areas are financial and risk management, international trade, communication, employment, innovations, strategic change and legal issues. The paper finds that the crisis affected the most such industries as accommodation and food services; arts, entertainment and recreation. The result provides support to justification for a national long-term crisis management strategy for business sustainability.

An integral part of the conditions of the agricultural market in Bulgaria are the laws and regulations collected in ordinances and regulations imposed by state agencies monitoring the quality and safety of agricultural products traded on the Bulgarian market. The goals are to achieve equal conditions for market participation, tax reporting, quality control. In the last two years we have been observers and participants in the accompanying Covid-19 crisis related to the consequences of Covid-19, both in Bulgaria and the European Union, and around the world. Inevitably, the effects of the restriction and the measures caused by the crown crisis will continue to prolong over time in the agricultural sector and agriculture in general. The purpose of this study is to trace how the current regulatory norms affect the sale of agricultural production and how the restriction has affected the crisis. Are regulatory norms a condition for market development or are they a barrier to market entry and survival and what protection do they provide to end users?

How do young people across Africa engage with the rural economy? And what are the implications for how they build livelihoods and futures for themselves, and for rural areas and policy? These questions are closely linked to the broader debate about Africa’s employment crisis, and specifically youth employment, which has received ever-increasing policy and public attention over the past two decades. Indeed, employment and the idea of ‘decent work for all’ is central to the Sustainable Development Goals to which national governments and development partners across sub-Saharan Africa have publicly subscribed. It is in this context that between 2017 and 2020, a consortium led by the Institute of Development Studies, with funding from the International Fund for Agricultural Development, undertook research on young people’s engagement with the rural economy in SSA.

Los gobiernos de la región han puesto en marcha diversas estrategias para lograr la continuidad de la prestación de servicios de alimentación escolar durante la crisis sanitaria por COVID-19. Entre las medidas destacan entrega de bolsas con alimentos, transferencias directas a las familias, entrega de bonos para canje de alimentos, vinculo al desarrollo económico rural local a través de la priorización de proveedores de alimentos de la agricultura de pequeña y mediana escala; articulación interinstitucional e intersectorial y ejecución compartida; intercambio de experiencias entre países, entre otros. Asimismo, se han establecido estrictos protocolos de bioseguridad para evitar el contagio durante esta operación. Se resaltan a continuación algunas de las medidas que han tomado los gobiernos de la región para lograr la continuidad de este servicio, y algunas acciones y opciones de políticas públicas que se derivan de estas experiencias. Aproximadamente, el 77% de los países de ALC han puesto en marcha mecanismos para continuar en alguna medida servicios de alimentación y nutrición escolar durante la emergencia sanitaria.

Since February 2021, countless lives have been lost in India, which has compounded the social and economic devastation caused by the second wave of COVID-19. The sharp surge in cases across the country overwhelmed the health infrastructure, with people left scrambling for hospital beds, critical drugs, and oxygen. As of May 2021, infections began to come down in urban areas. However, the effects of the second wave continued to be felt in rural areas. This is the worst humanitarian and public health crisis the country has witnessed since independence; while the continued spread of COVID-19 variants will have regional and global implications. With a slow vaccine rollout and overwhelmed health infrastructure, there is a critical need to examine India's response and recommend measures to further arrest the current spread of infection and to prevent and prepare against future waves. This brief is a rapid social science review and analysis of the second wave of COVID-19 in India. It draws on emerging reports, literature, and regional social science expertise to examine reasons for the second wave, explain its impact, and highlight the systemic issues that hindered the response. This brief puts forth vital considerations for local and national government, civil society, and humanitarian actors at global and national levels, with implications for future waves of COVID-19 in low- and middle-income countries. This review is part of the Social Science in Humanitarian Action Platform (SSHAP) series on the COVID-19 response in India. It was developed for SSHAP by Mihir R. The characterisation of all indicators adopts the degree of urbanisation as a central criterion, thereby enabling propor-tional comparisons between rural areas, towns and suburbs, cities and the whole country. These analyses are further divided into age subgroups and, where possible, into sex groups for greater detail.The statistical procedures adopted across the different selected dimensions involve: des-criptive longitudinal analysis; using graphical displays (e.g., overlay line charts); and, the calculation of proportional absolute and relative changes between 2009 and 2013, 2013 and 2019, and finally 2009 and 2019. These time ranges were chosen to capture the in-dicators evolution before and after the economic crisis which hit European countries. All data was extracted from Eurostat public datasets.The analyses show that between 2009 and 2019 the rural youth population aged 15 to 24 years has been increasing in Portugal. Although the youth unemployment rate is higher in cities, rural areas faced more difficulties in overcoming the effects of the crisis, particularly among young adults aged over 25 years. In the field of education, however, there was an absolute and relative reduction in the proportion of young people with lower qualifications compared with young people in early school leavers in rural areas between 2009-2019, even though it still remains well above the 10% target defined by the Europe 2020 strategy. Finally, the proportion of NEETs in Portugal is higher in rural areas, in all age groups with available data, compared to cities and towns and suburbs, thereby revealing territorial in-equalities in access to employment and education opportunities.

This migration trend could be explained by the economic crisis which impacted upon Spain from 2008 onwards. Data shown in this report makes visible the vulnerability of rural NEET youth to these downturns from 2009 to 2013. In line with this, Early-school leaving (ESLET) and unemployment rates in rural areas were more pronounced in 2013 and the following years for rural youth in comparison with youth living in urban areas and towns. However, in the last two years (2017-2019) there has been a sharp decrease in these indicators placing youth living rural areas, on average, in line with the rest (i.e., an average NEET youth rate in Spain 15% versus 16% for rural areas).
