Abstract:
(1) Background: Studies have shown that older people prefer to continue living in their own home and community as they age; however this is dependent upon available services and social support. In Australia about two thirds of people will age at home. The Australian Government provides home care packages to support ageing in place yet in rural areas not all services are available. The lack of employment opportunities in rural areas often results in family residing at a distance reducing available social support. This study aims to evaluate informal social support and its influence on ageing in place amongst older people in three Australian rural communities in Australia. (2) Methods: A multiple embedded case study was undertaken in three diverse rural communities. Eleven older rural residents ageing in place aged 65+ were interviewed about their ageing experience and plans for their future in the light of available social support along with 15 members of their social networks. Social networks were then visually depicted with the use of ecomaps and network members were interviewed. (3) Results show that kin and non-kin social networks support ageing in place however ageing is a time of change and reflection. (4) Conclusions: There is a need for more discussion within these networks when it comes to future planning.

Abstract:
Successive Australian federal governments have introduced numerous strategies aimed at reducing the differentials in health status between rural and remote populations and their metropolitan counterparts. Foremost among these strategies have been those focused on increasing the numbers of medical practitioners in rural and remote areas (Australian Institute of Health and Welfare, 1998a). The paper challenges the prioritisation of this strategy, identified as a "planning priority" by the Commonwealth government. The 1999-2000 Federal Budget allocated $171 million to "significantly improve access to services in rural and remote areas of Australia and to strengthen the rural workforce". Nurses provide 90% of the health services to these populations yet receive only 0.9% of funding in direct role specific support. This systematic neglect of nursing services results in high turnover as nurses desert their posts, frustrated by lack of organisational support, and subsequent inability to provide adequate care in the difficult circumstances in which they must function. Interruptions to clinical health care provision and health promotion activities diminish health enhancement opportunities for the communities with demonstrated high levels of need (Australian Institute of Health and Welfare [AIHW], 1999; Commonwealth Department of Health & Aged Care, 2000; Kreger, 1991; NSW Health Department, 1998).

Abstract:
Achieving remote and rural road safety is a global challenge, exacerbated in Australia and New Zealand by expansive geographical variations and inconsistent population density. Consequently, there exists a rural-urban differential in road crash involvement in Australasia. New vehicle technologies are expected to minimise road trauma globally by performing optimally on high quality roads with predictable infrastructure. Anecdotally, however, Australasia’s regional and remote areas do not fit this profile. The aim of this study was to determine if new vehicle technologies are likely to reduce road trauma, particularly in regional and remote Australia and New Zealand. An extensive review was performed using publicly available data. Road trauma in regional and remote Australasia was found to be double that of urban regions, despite the population being approximately one third of that in urban areas. Fatalities in 100 km/h + speed zones were overrepresented, suggestive of poor speed limit settings. Despite new vehicle ownership in regional and remote Australasia being comparable to major cities, road infrastructure supportive of new vehicle technologies appear lacking, with only 1.3–42% of all Australian roads, and 67% of all New Zealand roads being fully sealed. With road quality in regional and remote areas being poorly mapped, the benefits of Advanced Driver-Assistance Systems (ADAS) technologies cannot be realised despite the fact new vehicles with these technologies are penetrating the fleet. Investments should be made into sealing and separating roads but more importantly, for mapping the road network to create a unified tracking system which quantifies readiness at a national level.

Aged Care is currently the most concerned health issue among OECD countries (2) as aged population continues to grow and it’s challenging for Australian health sector to meet the standards of quality care in provision of aged care health services. As per Australian Institute of Health and Welfare statistics it is projected that Australia will constitute 22% of aged population in next 30 years (AIHW).

summary The view of the tympanic membrane of the ear provides the specialist with important information for the assessment of ear disease and for treatment planning. In rural and remote areas, the incidence of ear disease is high but access to ear specialists is limited. As part of a project to deliver tele-otoscopy services to remote Western Australia, we have investigated various aspects of a tele-otoscopy system. We found that the MedRX video-otoscope is relatively safe to use and produces images of very good quality. A confident diagnosis could be made from still images compressed to 20 kByte. Video sequences could be compressed to a ratio of 1:300. Furthermore, a software package has been developed, and we are developing a training course for health-care workers in remote areas.

The delivery of palliative care in residential aged care communities is challenging, even more so in rural areas due to workforce ageing and shortages. The objectives of the present study were to: (i) assess the needs of, and quality of palliative care delivered to residents of 16 residential aged care facilities in rural southern Australia; and (ii) identify the needs of care staff to facilitate the delivery of quality palliative care. A cross-sectional survey of all residents, assessing the degree of functional limitation, stage of palliative care, and the presence of several quality indicators was conducted. Separate focus groups of care staff and relatives of residents sought information on the quality of care delivered, perceived strengths and weaknesses of the care delivered, and education and training needs. Quality palliative care in residential aged care facilities (RACFs) is hampered by workforce shortages, with low ratios of registered nurses, limited access to general practitioners after hours, and some communication difficulties. Some staff reported low confidence in technical and psychosocial aspects of care, especially for relatives. Relatives described mostly appropriate care, while acknowledging workload constraints. Most residents whose condition was unstable, deteriorating or terminal received advance care planning, though family expectations and unwillingness to discuss end-of-life care did tend to delay planning. Unstable residents with a reasonable prognosis were more likely to be transferred to hospital than terminally ill residents. Palliative care in participating RACFs appears to be adequate. Provision of targeted education for health care providers and implementation of protocols for advance care planning and end-of life care pathways will enhance this care.

Abstract:
This article maps the impact of neoliberal restructuring of disability services and income support measures on Aboriginal people with disabilities living in rural areas of the West Kimberley in Australia. The international literature has extensively documented disability and Indigenous neoliberal welfare retraction measures, though as discrete areas of research. We aim to emplace the intersectional experience of such reforms by exposing their unique and qualitatively different dynamics and processes of disablement and Indigenous dispossession in the lived experiences of Aboriginal Australians with disabilities in rural Australia. Interviews conducted with Aboriginal people with disabilities living in the West Kimberley revealed the impact of neoliberal policies of retracting disability supports and rationalising services. The effects were felt in terms of people’s mobility, autonomy and economic security, with chronic, and at times crisis, levels of socio-economic insecurity experienced. Neoliberal spatial structures have led to further peripheralisation of rural and remote populations and a resulting increase in levels of inequality, deprivation and marginalisation for Aboriginal Australians with disabilities, who endure and survive by navigating these disabling spaces.

Objective: Access to services and workforce shortages are major challenges in rural areas worldwide. In order to improve access to mental health care, it is imperative to understand what services are available, what their capacity is and where existing funds might be spent to increase availability and accessibility. The aim of this study is to investigate mental health service provision in a selection of rural and remote areas across Australia by analysing service availability, placement capacity and diversity. Method: This research studies the health regions of Western New South Wales and Country Western Australia and their nine health areas. Service provision was analysed using the DESDE-LTC system for long-term care service description and classification that allows international comparison. Rates per 100,000 inhabitants were calculated to compare the care availability and placement capacity for children and adolescents, adults and older adults. Results: The lowest diversity was found in northern Western Australia. Overall, Western New South Wales had a higher availability of non-acute outpatient services for adults, but hardly any acute outpatient services. In Country Western Australia, substantially fewer non-acute outpatient services were found, while acute services were much more common. Acute inpatient care services were more common in Western New South Wales, while sub-acute inpatient services and non-acute day care services were only found in Western New South Wales. Conclusion: The number and span of services in the two regions showed discrepancies both within and between regions, raising issues on the equity of access to mental health care in Australia. The standard description of the local pattern of rural mental health care and its comparison across jurisdictions is critical for evidence-informed policy planning and resource allocation.

Abstract:
Purpose Child and family health (CAFH) services in Australia initially provide at least one nurse-home-visit following the birth of a child. Planning and referral then commences for the on-going provision of appropriate services to families. Unfortunately, services in rural and regional communities in Australia can be fragmented and poorly resourced. Little is known about CAFH nurses’ experiences of working with families in these communities. The purpose of this paper is to examine the way CAFH nurses work within a universal health service model that may be compromised by isolation, discontinuity and fragmentation. Design/methodology/approach Focus groups with 26 CAFH nurses from five rural, two regional and one urban community in New South Wales (NSW), Australia were conducted. A secondary, thematic analysis of the qualitative data were undertaken to reflect on change and continuity in the field of universal CAFH services. Analysis was driven by two key research questions: How do CAFH nurses experience their role in universal home-based CAFH services within rural and regional areas of Australia and, what unique factors are present in rural and regional areas that impact on their CAFH nursing role? Findings The experience of the CAFH nurses as presented by these data revealed a role that was family centred and concerned for the welfare of the family, yet compromised by the need to meet the disproportionately complex needs of families in the absence of a strong network of services. The opportunity to present the findings provides insight into the way in which families engage with available services in isolated communities. CAFH nurses in the study attempted to maintain service integrity by adapting to the unique context of their work. Originality/value It is important to understand the mechanisms through which CAFH nurses operate to work effectively with families referred to their service. This paper describes the way in which CAFH nurses work with families not meeting the threshold for more intensive and targeted home-visiting service delivery in rural and regional communities of NSW, Australia.

Abstract:
About 600 surface samples and key horizons of 240 soil profiles from a 90 x 20 km study area extending from the metropolitan area of Adelaide, South Australia, to its rural hinterland, were analysed for lead. Atmospheric fallout was collected monthly at 19 locations for 2 years, and up to 3 years at fewer sites in the same area. Lead in atmospheric fallout showed little year-to-year variation and tended to be seasonally controlled with highest values in winter. Collection of lead in fallout was unaffected by the filtering action of vegetation. The lead content of surface soils and atmospheric fallout showed that part of petrol-lead emitted within Adelaide from automotive exhausts has measurably contaminated the rural landscape to about 50 km downwind of the city. The variation in lead content of surface soils in the agricultural region near Adelaide can be largely explained in terms of accessions of aerosol-lead of automotive origin. This research complements previous investigations which showed that the lead isotopic compositions of selected soils were close to the composition of the lead tetraethyl used in South Australia. An environmental budget showed that only 3% of the lead in petrol burned in Adelaide has been dispersed via the atmosphere beyond the immediate highway zone, and deposited on the land surface within 50 km of the city centre. On the assumption that no more than 35% of the lead is retained within the vehicle, and that about half of the total burned lead is deposited near the roadway, the 30% of the total lead which cannot be accounted for (about 200 t at the time of this study) has probably dispersed beyond the study region and should be viewed as a contribution to continental and global pollution. Lead levels measured in rainfall, air and soils were low in relation to the accepted standards and experience. Although the lead levels were low, this investigation indicates the likely dispersal pattern of other pollutants with similar atmospheric residence times, and thus provides guidance to planning decisions concerning placement of polluting industries, and in relation to possible industrial accidents which cause pollution.

Abstract:
Housing, while a necessity of ???life???, goes beyond this definition in this research to also become a technology of government in the domestic distributional geopolitics of nation-states. Employing a Foucaultian approach to power and governance, this research examines how the provision of housing assistance was used in the government of rural public housing communities. Data for this research were collected through a series of archival resources that focused specifically on the transitional periods of 1935-1955 and 1985-2005. Data were also gathered through a questionnaire and interviews with public housing tenants and staff from four towns (Griffith, Cootamundra, Junee and Tumut) in the ???Riverina??? region of south-western New South Wales (NSW), Australia. This research makes five contributions to geographical understandings of distributional politics. First, the thesis contends that poststructuralist theoretical approaches to the analysis of power and governance enable innovative critical engagements with the distributional geopolitical agendas of governmental processes. The research also found that the distributional geopolitical agendas of Governments have been pursued through more than just the redistribution of fiscal resources, but also include the redistribution of human resources. In particular, housing assistance has been, and is used today, to perpetuate certain internal migration patterns to aid this human-distributional agenda. Third, the study argues that ??? while the broad shift to advanced liberal forms of government have resulted in changes to how distributional geopolitical agendas are pursued ??? ???distribution??? remains an integral feature of the geopolitical objectives of those who seek to govern in advanced liberal ways. This work also shows how these new advanced liberal distributional objectives remain open to being problematised and/or resisted at the local scale. However, while such governmental processes are always uncertain and open to contestation, these changes have brought about a new set of ethical and political consequences. We need to be alert to and critical of the ways in which these new distributional geopolitical agendas impact on our own and others??? ???freedoms???.

Abstract:
This study explored the experience of what it is to be a gay man and to live in a rural community. It sought to understand why gay men would want to live in places that are said to have a reputation for hostility towards them. The empirical data from the semi-structured interviews with twenty-one gay men living in fifteen small-town locations across New South Wales, Australia, was analysed using a qualitative method derived from phenomenology, ethnography and modified grounded theory. The distinctive findings of this thesis centre on these men???s desire and determination to stay in the bush. They chose to stay in rural locations and effectively employed a diverse range of strategies to both combat the difficulties of rural life and enhance its advantages. The bush was the place in which these men could find themselves, be themselves and also find others like themselves. The space and the isolation of the bush gave them the latitude and the scope to live gay lives. This is why they stayed. By staying, they were also able to live out both the homosexual and rural components of their personal and social identity. Building on a brief look at the Australian rural past, the conceptual framework utilises notions of ???the stranger??? and draws on resilience, agency and resistance theory to understand these men???s ability to live in an unwelcoming place. Resilience allowed these men to cope and deal with the difficulties they faced. Human agency, the individual's capacity to exert autonomy over his life, is used to restore prominence to resistance theory. Agency is the catalyst to resistance and resistance fuels an individual???s, and sometimes a collective, opposition to the dominant social forces that inhibits one???s agency. These men???s desire to live in a rural place can be understood through theoretical considerations of place, the freedom of place and queer theory. Their satisfaction with life can be theorised through the application of a concept new to theory in gay literature - thriving. This thesis documents a largely unreported aptitude and proficiency by rural gay men to live in the bush. It suggests that their close affinity with place gives them a sense of belonging that, when combined with their concept of a gay lifestyle, effectively queers the places in which they live. That gay men can live fulfilled lives in the very places they are said to have fled evokes an innovative perspective together with an appreciation of what it is to be gay in the bush.

Abstract:
A new phase of local planning began in the 1970s in the major English cities, as redevelopment of older residential areas began to give way to rehabilitation. This phase has not been intensively studied in the planning literature. This study seeks to assess the contribution of local planning to the processes of renewal in these inner residential areas, with a special interest in arrangements which may give residents of these areas better control over the outcomes. The research examines the factors which conditioned the approach to local planning in each city and each neighbourhood, with case studies of two neighbourhoods in Leeds and two in Manchester. At the citywide level Manchester council's form of Labour politics is seen as generally discouraging the use of local planning frameworks, with the retention of a more centralised council administration. Analysis of the joint operation of a wide range of factors is emphasised as necessary to understand the kinds of local planning adopted and the effects these had. In particular the variation present within each neighbourhood and in each case or episode is seen as significant in influencing local planning processes and outcomes. After 1974 there was less likelihood of even informal area frameworks being used, and greater tendencies towards ad hoc planning decisions on individual cases. It is concluded that extensive changes are needed to make local planning more responsive: changes particularly in the overall resourcing and programming context in which local planning operates, and in the procedures used within planning, above all those for involving local interests and in the way municipal administration is organised. The housing renewal system introduced in 1990 (with Renewal Areas) might, if suitably applied, help to facilitate such a form of more responsive local planning.

The major concern of this thesis is to describe and identify the main transport problems which may affect the elderly's levels of participation in activities, and also to examine the relationship between transport problems and the elderly's levels of participation. The main objectives of this thesis are: to identify the main activities in which the elderly participate; to identify the transport problems which may affect or prevent the elderly from taken part in some or all activities; to identify which activities the elderly fail to achieve and the level of participation they wish to achieve and the main reasons which underline these problems; to examine how the characteristics of individuals affect the use of transport methods; and finally to identify the main transport difficulties encountered by the elderly in using transport system. This thesis is divided into twelve chapters, which can be structured into four main parts: the first part reviews the literature on transport policy for the elderly; the second part includes background information to the research problems, the survey methodology and the case studies; the third part contains detailed discussion of the main transport problems affecting the elderly's participation in the organised activities (from the organisers' point of view), the fourth part contains discussions of achieved activities, desired level of participation in activities, transport methods used by the elderly, and finally transport difficulties encountered by the elderly; this includes fully achieved, modified, and frustrated activities, in order to explain the relationship between the transport needs and demands of the elderly people. The main survey method used in collecting the data was a postal questionnaire and SPSS (Statistical Package for Social Science) was used in analysis. The thesis concludes by providing a summary of the main findings and the implications of the results obtained in the study.

These environmental problems are not recent developments, and in attempting to remedy them in the past we have created solutions within the existing scientific and economic framework. However, in recent decades it has become apparent that these problems encompass more than simply science and economics, and an innovative model is supplanting traditional decision-making methods. This new model is collaborative environmental planning (CEM).

Collaborative environmental planning differs from traditional problem solving methods in several critical ways. It goes beyond economics and science, incorporating values and norms. Collaborative planning views problems not as belonging to a single discipline, but rather in a holistic, multi-disciplinary manner. In addition, collaborative approaches focus on the process of problem solving, which means involving all stakeholders--in an effort to produce better solutions.

The collaborative process ensures that all interested parties (stakeholders) have a voice in shaping solutions. This necessitates incorporating various competing interests from the beginning, thus framing problems in a different manner. Allowing stakeholders to participate and contribute their perspectives means that problems are defined differently than if one or two "experts" look at the same situation. It means that solutions are not necessarily defined by the "experts", or agencies, but within and from the community. Currently, we see this practice manifest in many community initiatives and it seems to be spreading. State and federal agencies are participating in collaborative partnerships as well, and the idea of collaborative planning is infusing into the mainstream of policy and planning.

One area of particular interest with regards to collaborative environmental planning is rural resource-based economies. Many of these locales have many inherent features, such as strong ties to the land, that can create a successful platform from which to launch collaborative efforts. Many such communities suffer from resource depletion, loss of economic base, environmental degradation and a host of other resource issues, and face a rather unique situation. These communities depend on the environment in a way urban areas do not. For rural resource-based economies, the environment provides their livelihood and they must change the way that they interact with that environment. These areas must view environmental protection and economic development as one in the same, rather than as two irreconcilable goals. Collaborative environmental planning is using resources which exist within rural communities to create a new problem-solving framework in an effort to create self-sufficiency and positive change.

This paper begins with an introduction to the history and theoretical components of collaborative environmental planning in Chapter Two, and then defines the concept by operationalizing several elements of the model in the subsequent chapter. Chapter Four examines rural communities, specifically the issues many currently face, and how collaborative environmental planning is assisting in the revitalization of faltering resource-based economies. Chapter Five provides an in-depth look at three rural collaborative environmental planning efforts, and the uncertainties and accomplishments of each. The final chapter provides lessons that can be applied to collaborative environmental planning and sustainable rural development.

Abstract:
The rational use of land should be ensured, soil-friendly agricultural branches should be developed as well as attractive environment for work, living and resting in the countryside should be created in promoting rural development in Lithuania. Areas with favourable natural conditions have a high degree of economic activity, farm size, and economic development. However, not everywhere the natural conditions for the development of agriculture are favourable. The research was carried out in the Giedraičiai rural area of Molėtai district, which deals with the factors influencing the use of land, the declared area of land, the problem of land abandonment. The methods of legal analysis, analysis of literature, analysis, comparison and aggregation of statistical data were used during the research. After the fulfilment of the analysis of the declared area of land during the period between the years 2012 and 2016, it was established that the area of agricultural land declared during the five years increased by 655 hectares, the number of farmers who declared agricultural land decreased by 104, and the number of declared parcels declined even to 1729. The process of the growing of farms is likely to occur. The area of abandoned land in Giedraičiai subdistrict reaches 300 hectares, the number of abandoned areas exceeds 800. Estimating the statistical data and solutions of the general plan of the Molėtai district area preliminary solutions for the management of the territory of the Giedraičiai subdistrict for agriculture and rural development are being provided, i.e. it is planned to implement rural development land use planning projects for the management of farms, and to select a farmhouse farm site. To reduce the abandoned land areas, it is advisable to plan forests, expand the areas of meadows and natural pastures, apply organic farming and adapt the areas for recreation.

Abstract:
The anthropogenic sources of air pollution such as transport, energetics, household heating and industry generate different trace element footprint. The urban planning is one of tool to reduce air pollution with trace elements. The aim of this study is to identify air pollution sources in Jelgava city using trace elements. The snow sampling were collected during January and February 2017. The January snow samples characterise average Jelgava city air pollution. However, February characterises intensive tourism impact on total air quality of Jelgava city. The snow samples were analysed using inductively coupled plasma spectrometer (ICP-OES). The data analysis consists of three stages. First, data verification and development of waste burning; burning of oil and fossil materials; wastewater treatment and utilisation of sewage sludge; transport; metal industry and fireworks typical pollution trace element data sets. Second, the cluster analysis of each data set, by developing three groups of pollution level for each pollution source. Third the results of clusters were analysed using GIS, and the areas with different air pollution risks were identified. The results show strong evidence of transport and household impact on air quality.

Abstract:
The climax vegetation that currently covers the north-western Spain is the deciduous hardwoods forests characterized by different oak species. Galician oaks present a wide-ranging range of ages and qualities, as a result of the different uses and status of conservation. Many of these forests were intensively exploited, and in many cases inappropriate management practices have been applied. However, today these forests comprise a habitat of interest to the European Community and should be conserved, remain basic, in many areas to implement sustainable rural development. Common oak forests (Quercus robur L.) occupy an area of 246,445 ha in Galicia, 18 % of the total forest area. The current location of a lot of oak stands in steep zones indicates that they have remained in such areas from immemorial times because it was not possible the harvesting and these stands are now very important in ecological and landscape terms. The best sites for Quercus robur correspond to zones where the climatic characteristics combine optimally higher minimum temperature, lower thermal amplitude and higher precipitation. Known the present silvicultural status of these forests, alternative methods must be proposed for its management, which will range from a conversion to high forest to recovery of the most deteriorated stands by reforestation.
