Abstract:
The multidimensional open epistemological active network MOGAN is the basis for the transition to a qualitatively new level of creating logical artificial intelligence. Mivar databases and rules became the foundation for the creation of MOGAN. The results of the analysis and generalization of data representation structures of various data models are presented: from relational to "Entity — Relationship" (ER-model). On the basis of this generalization, a new model of data and rules is created: the mivar information space "Thing-Property-Relation". The logic-computational processing of data in this new model of data and rules is shown, which has linear computational complexity relative to the number of rules. MOGAN is a development of Rule - Based Systems and allows you to quickly and easily design algorithms and work with logical reasoning in the "If..., Then..." format. An example of creating a mivar expert system for solving problems in the model area "Geometry"is given. Mivar databases and rules can be used to model cause-and-effect relationships in different subject areas and to create knowledge bases of new-generation applied artificial intelligence systems and real-time mivar expert systems with the transition to"Big Knowledge". The textbook in the field of training "Computer Science and Computer Engineering" is intended for students, bachelors, undergraduates, postgraduates studying artificial intelligence methods used in information processing and management systems, as well as for users and specialists who create mivar knowledge models, expert systems, automated control systems and decision support systems. The monograph highlights the main stages of the formation and development of the dynasty of Irkutsk merchants Sibiryakovs, the participation of its representatives in the life of the region in the context of modernization processes that took place in the country as a whole and in Siberia in particular. The multifaceted entrepreneurial, social, research and charitable activities of all generations of the Sibiryakovs in the Siberian region in the period from the XVIII to the XX century are considered within the framework of local history. The author analyzes the structure of the dynasty, the order and rules of inheritance of property, the system of family ties, individual and group social and economic mobility, social functions of the sexes, socio-political and cultural representations, formal and informal means of influence within the family, the economic activity of the dynasty as a whole. It is addressed to teachers, methodologists, students of historical faculties, everyone who is interested in the history of Siberia. The materials and main provisions of this research can be used in the preparation of educational and methodological manuals, for the development of special courses on the history of the region and the creation of generalizing works on the economic development of Siberia, programs on historical and local history, economic and cultural education, patriotic education of the younger generation.

Abstract Nearly everyone accepts as gospel two assumptions: compliance with environmental rules is good, and enforcement is responsible for making compliance happen. Both are wrong. In fact, serious violations of environmental regulations are widespread, and by far the most important driver of compliance results is not enforcement but the structure of the rule itself. In Next Generation Compliance: Environmental Regulation for the Modern Era, Cynthia Giles shows that well-designed regulations deploying creative strategies to make compliance the default can achieve excellent implementation outcomes. Poorly designed rules that create many opportunities to evade, obfuscate, or ignore will have dismal performance that no amount of enforcement will ever fix. Rampant violations have real consequences: unhealthy air, polluted water, contaminated drinking water, exposure to dangerous chemicals, and unrestrained climate-forcing pollution. The introduction of recursion into linguistics was the result of applying some of the results of mathematical logic to the study of language. In particular, recursion was introduced in the 1950s as a general property of the mechanical procedure underlying the grammar, in order to account for language’s discrete infinity and expressive power—in the 1950s, this mechanical procedure was a production system, whereas more recently, of course, it is the set-operator merge. Unfortunately, the recent literature has confused the general recursive property of a grammar with specific instances of (recursive) rules/operations within a grammar; more worryingly still, there has been a general conflation of these recursive rules with some of the self-embedded structures these rules can generate, adding to the confusion. The conflation is manifold but always fallacious. Moreover, language manifests a much more generally recursive structure than is usually recognized: bundles of the universal (Specifier)-Head-Complement(s) geometry.
