AbstractAccording to our initial assumption, there would be two characteristic strategies for Romani catching up. One strategy is to lift the Romanies out of poverty and bring their living conditions closer to the average living conditions of the majority society. According to the other strategy, Romanies create a national minority in the majority society. It should be supported so that the members of the community could preserve their national characteristics and exercise their minority rights. By reviewing the literature (e.g., Armillei 2014; Boscoboinik & Giordano 2008; Ladányi & Szelényi 2016) we searched in which country which strategies are being followed by current governments. The result is that these strategies coexist within a country and are increasingly intermingled according to existing governments. The reason for this phenomenon is the recent changes in Romani societies and the emergence of new middle classes. There are both economic and cultural conditions for emerging these middle classes. A successful Romani strategy has to contain therefore, both economic and cultural actions. The governments of the region must contribute not only to the catching-up of the Romanies but also to the formation of their Romani middle classes.

Abstract For over half a century, historians have made ample use of witness testimonies. Efforts to preserve the accounts of marginalized people in particular have broadened the range of voices available to us and significantly expanded the field. Yet we have paid too little attention to the potentially disturbing consequences of the creation and distribution of such testimonies. Focusing on the experiences of Romani Holocaust survivors, this essay argues that new practices of surveillance and victim-witnessing developed in tandem, from the mid-twentieth century to the present. Beginning in the 1960s, prosecutors asked Romani survivors to testify about the crimes committed against them under Nazism even as state authorities continued to criminalize and surveil Romanies across Europe. These and related experiences have meant that different Romani witnesses—or potential witnesses—have often had to balance the desire to have their stories heard against the fear of being listened in on. As surveillance becomes increasingly pervasive and as personal information is increasingly monetized, the lessons that European Romanies learned as early victims of targeted policing remain salient for historians today. Despite its potential to empower, victim-witnessing also creates new vulnerabilities—both those we can currently anticipate and those we can’t yet fully imagine.

Home, a pioneering theatrical production in post-communist Romania, cast homeless/orphaned youth in the Youth Theatre in Bucharest. The ‘orphan problem’ has been one of the most covered topics on Romania in western media, and one of the signs of Romania's ‘backwardness’, while neglect and indifference have characterized local press coverage. The significance of the production in changing the Romanian public's perception of these young people, many of whom are from the Roma ethnic group, is analysed, as are much wider political implications. Emma Nicholson, the European Parliament rapporteur for Romania, saw Home and afterwards expressed her support for Romania's acceptance into the European Union. The production and its reception permit a tracing of the historical relationship between the performance of Romanian marginality and national identity in relation to Europe.

In the interwar period, Romania andDenmarkwere two distant countries, which were separated by great cultural, social,political and economic differences and which had just begun to discover eachother. Their diplomatic relations were established in 1917, when a Romanianenvoy was appointed to Copenhagen whereas thefirst Danish minister was appointed to Bucharestin 1924. The establishment of the diplomatic offices in the two capitals led toa strengthening of bilateral Danish-Romanian relations. The two people startedto know each other`s cultural, social and political patterns. In this article Ilook at the representations generated by Romanians in the Danish conscience,which I assume is interesting for the study of Romania's bilateral relationswith the peoples from this part of Europe. The Danish image of the Romanianspace during the first half of the 20th century is characterized by a series ofprejudices and stereotypes formed along time because of a scanty knowledgeabout the realities in this space.

Employing survey data, this article highlights the following characteristics of the Romanian Communist Party (RCP): With an estimated membership of 33 percent of Romania's employed population, the late RCP was proportionally the largest Leninist party in Eastern Europe. Consistent with the socalled “deproletarianization” thesis, the RCP manifested a marked preference toward recruiting well-educated individuals and professionals among its ranks. The RCP also tended to recruit from among disadvantaged classes (in particular, peasants and their offspring). Despite some prowomen “ affirmative action” policies, women were underrepresented among Party members. Some ethnic minorities had fewer chances of joining the RCP than ethnic Romanians. As compared to other communist parties, the RCP had one of the highest rates of intergenerational political reproduction among its ranks. This article suggests that the amorphous character of the RCP and its closed elite could also explain why Party members did not bother to save their historically obsolete leader.

An Enthusiastic Group of Romanians gathered in Sibiu at the 1905 annualassembly of Astra, the largest Romanian cultural association in Transylvania, to celebrate their nation and their future. Moved by the gathering and the festivities, the editor of the association's paper, Transilvania, expressed a hope he and thousands of his compatriots shared: “Never before has this people been in a more favorable position as a superiorethnic element, as an important factor of civilization, and as a gifted nation with vitality, character, and great talents that guarantee it a bright future and a distinguished place among the peoples of eastern Europe.”1 Like many prominent Romanians of his time, the editor firmlybelieved that his nation would enjoy equal status with other European national groups in the near future. Equal standing had been a central goal of theRomanian intellectuals and clergy who founded the Transylvanian Associationfor Romanian Literature and the Culture of the Romanian People, or Astra, in 1861. Since the eighteenth century, Romanian elites in Transylvania had worked to obtain recognition for their national community so that they couldparticipate fully in the political life of the region. Two centuries later Astra members still hoped they were on the verge of forming a Romanian nation that could achieve the right to control its own destiny.

11th Congress of South-East European Studies. Sofia 2015The 11th Congress of South-East European Studies took place in Sofia, Bulgaria, between 31 August and 4 September 2015. It was organised by the International Association for Southeast European Studies (orig. in French: AIESEE – Associacion Internationale d’ Études du Sud-Est Européen).South-Eastern Europe is an area looked upon by world powers with a large amount of ambivalence. As the region’s states are not considered to be key global players, the events that occur in this part of the continent draw interest that is cyclical in nature and that is usually triggered by cyclical issues, too. Though relatively small, the area has been a point of interest for many researchers for over 100 years due to its ethnic diversity and the related inherent multi-nationality the scale of which is not encountered anywhere else in Europe. The cultural, linguistic, and religious pluralism of this region often produces specific social amalgams. With the cyclical interest aside, for a little more than a century the main European (and not only European) political powers have been making efforts to exert influence in the region, understanding the significance of its geographic location, where East meets West. Również od nieco ponad stu lat o wpływy w tym regionie (abstrahując od wspomnianej cykliczności zainteresowania) zabiegają główne europejskie siły polityczne (a obecnie nie tylko europejskie) ze względu położenie geograficzne, w którym Zachód spotyka Wschód. Bez względu na dynamikę zainteresowania Europą Południowo-Wschodnią jest i będzie ona bezsprzecznie fascynującym obszarem badań naukowców całego świata, którzy ponownie spotkają się za cztery lata na kolejnym kongresie, tym razem w rumuńskiej Constanzy, aby pochylić się nad zagadnieniami związanymi z tą częścią świata.

The thesis provides a transnational account of Roma rights activism over the last thirty years with a focus on five Central and Eastern European countries, where the majority of the European Union’s Roma live. It contributes to scholarly debate by (i) mapping ethnic/racial justice related legal opportunities; (ii) taking stock of legally focused non-governmental organisations; (iii) charting legal mobilisation in courts and enforcement agencies; (iv) presenting an alternative account of the transplantation of public interest litigation, and (v) ‘mapping the middle’ between dominant and critical narratives about the Open Society Foundations and white Europeans in the Roma rights field. Finding that international advocacy and litigation alone have been insufficient to generate social change, the thesis highlights the salience of indigenous practices. It points to the shortcomings of the elitist conception of legal mobilisation characterised by top-down, planned legal action and a focus of international NGOs. The thesis proposes to shift the limelight to the financial resources of strategic litigation, to a broad conception of collective legal action, and the necessity of investigating the role private individuals, NGOs, as well as public agencies play in promoting racial equality in general and Roma rights in particular in a transnational field. By scrutinising the ethno-political critique of Roma rights activism and pointing to its conflation with the critique of litigation - that resonates on both sides of the Atlantic - the thesis navigates between liberal internationalism and ethno-nationalism by acknowledging and celebrating organic cross-border cooperation, in other words “good transnationalism.”

The Roma (Gypsies) are a European people composed of a mosaic of culturally heterogeneous populations. Linguistic analyses point to their origins in the Indian subcontinent. Cultural diversity in extant Romani populations suggests that they are descended from a mixture of Indian populations. Previous population genetic studies of the Roma have supported this claim by demonstrating the genetic heterogeneity of Romani populations. More recently, medical genetic research has detected identical founder mutations in separated Romani populations, which provides evidence of their relatedness. In this thesis, the genetic heritage of the Roma and its significance for genetic disease and research is investigated. Male and female lineages were analysed in eight traditionally endogamous Romani populations. Asian specific Y chromosome haplogroup VI-68 and mitochondrial DNA (mtDNA) haplogroup M were detected in all populations and accounted for 39% and 25% of all lineages respectively. Diversity within haplogroups was assessed by genotyping Y chromosome short tandem repeats (YSTRs) and sequencing the mtDNA hypervariable segment 1 (HVSl). Lineages within haplogroups VI-68 and M were found to be closely related suggesting that Romani populations are predominantly descended from a single Indian ethnic population. The differing historical legacies of Romani populations and adherence to endogamous practices have resulted in genetic substructure and limited diversity within populations. Thus, the Roma are shown to comprise a conglomerate of related admixed population isolates. The unique genetic heritage of the Roma provides a powerful tool for the positional cloning of monogenic disease genes. This is demonstrated through the reduction of the critical chromosomal region for a novel genetic disorder, hereditary motor and sensory neuropathy type Lom (HMSNL). In the initial report, the HMSNL disease locus was defined as a 3cM region on chromosome 8q24. In this study, refined genetic mapping utilising historical and parental recombinations observed in Romani individuals from different populations reduced the HMSNL critical interval to 202kb. Sequence analysis of two genes contained within this genomic interval found all affected individuals to be homozygous for a CT mutation in codon 148 of N-myc downstream regulated gene 1 (NDRGJ), resulting in a truncating Rl48X mutation. Investigation of the population distribution of the R148X disease allele shows that it occurs in six of eight separated Romani populations. Another founder mutation, C283Y in the y-sarcoglycan gene (SGCG), which causes limb girdle muscular dystrophy type 2C (LGMD2C), was found in two of eight Romani populations. Profound founder effects are apparent within Romani populations with a carrier frequency of 19.5% determined for the R148X mutation in the Lom population, and 6.25% for the C283Y allele in the Turgovzi population. High carrier frequencies for autosomal recessive diseases can be expected to pose a significant health risk for these communities. Thus, community-wide carrier testing represents a potential means of addressing this health problem. A pilot community based carrier-testing program was implemented in a Romani community of north eastern Bulgaria and relevant attitudes assessed by means of a questionnaire. Community-based carrier screening was demonstrated to be an appropriate approach to improving health amongst the Roma.

In a world of open boundaries where the free circulation of spiritual assets and the impetuous flood of information is assured, it appears natural to attempt to assume the clarification of fundamental concepts regarding the art of sounds such as it has been the case in European countries or, to be more specific, in music composed during the 20th century. This stage that was formerly a privilege of a few centres, later of countries, has now been replaced. The united effort of generations has built an impressive thesaurus, generating patterns taken over by still crystallizing cultures which are, in their turn, creating their own musical patrimony whose powerful propensity needs to be inventoried and made available to other people.

When compared to the other candidate states of Central and Eastern Europe, Romania emerged as a laggard of transition. Its integration into the European Union has been marked by much uncertainty and setbacks, as well as profound delays in fulfilling the EU's entry conditions. As a difficult case, the dynamics of Romania's EU accession provide insight into the potential and limits of the EU's leverage, revealing how domestic factors can be decisive in constraining external influence. Focusing on the reform trajectory in the fields of judiciary reforms, anti-corruption and external border policies between 1989 and 2007, this study assesses the interaction between EU politics and domestic politics and the role of domestic factors in slowing down internal reforms. By identifying the domestic conditions under which conditionality is likely to more, or less, successful, this study contributes to the Europeanization and enlargement literature. By assessing the preparations for accession in the field of Justice and Home Affairs, this research also fills a major lacuna in the existing specialised literature.

The key research questions of this dissertation are: 'How do domestic actors construct Europe.' and 'How do they utilise it in seeking to empower themselves against other actors.' The questions of construction and utilisation of Europe are some of the most topical questions in Europeanization. The first question addresses constructivist/sociological concerns. The second addresses the issue of winners and losers (differential empowerment). Both are key issues in the literature of Europeanization and yet have been little addressed in the context of post-communist EU accession countries. This dissertation aims to bridge this gap by focusing on the post-communist country of Romania, a soon to be EU member-State. The actors under investigation are civil society, which emerged in Romania for the first time ever after 1989 and the central government Executive. The study covers the period during which the EU acquis negotiations were negotiated under the Social Democratic government led by Prime Minister Adrian Nastase (2000-2004). The data was gathered through in-depth case study and process-tracing, the methods found best able to disentangle a complex causal nexus. The Europeanization literature is contradictory with regard to which domestic actors are constrained and which empowered: some scholars theorise that it empowers civil society (Diffusion); others that it empowers the Executive (Executive Empowerment); still others that it promotes co-operation between them (Network Governance). The empirical evidence so far has been inconclusive. This dissertation shows that only a small elite made of civil society entrepreneurs and government Executives constructed and utilised Europe in the pre-membership phase, to empower themselves relative to other actors, particularly opponents. The empirical data support two of the classical Europeanization theses in the literature: the Diffusion and the Executive Empowerment Theses. The Diffusion Thesis better explains civil society empowerment near the beginning and at the peak of acquis negotiations, although some evidence also favours Executive Empowerment. This latter thesis better explains the powerlessness of civil society at the close of negotiations, although some evidence for Diffusion was also found. No evidence was found supporting Network Governance. Instead evidence was found in favour of its critics, namely support for the claim that the EU (or Europe) empowers an elite in both civil society and the State.

The research addresses the relevant contradictions of European Roma inclusion policy-making. The situation which many Roma in European societies experience nowadays combines deprivation and exclusion on the grounds of civil and political recognition, cultural identity and minority rights, and socio-economic justice in (re-)distributing resources. The recent European call for specific Roma-targeted policies is also articulated in these three discourses of inclusion, whether these policies should be based on their distinctive ethnic identity to be emancipated, legally- and politically-defined citizenship to be enforced, or socio-economic precariousness to be improved. Each of these three discourses addresses different type of inequalities; sometimes they can complement each other in promoting substantial equality, whereas at other times one politics of inclusion can reinforce the existing inequalities of another type. These domains are closely connected with and burden one another reciprocally – in the sense that better solutions of the problems of one domain can increase the problems in another and well-intended policies can thus turn into new forms of exclusion. The research confirmed the uncertainty among international policy-makers regarding what should serve as a conceptual base for European Roma inclusion policies. It furthermore traced a lack of attempts to reconcile the identities of passive service recipients and those of actively claiming citizens. It also revealed that most of the policies are designed within patron-client relationship where the benefits of patrons exceed the benefits of activated Roma. Finally, it proposes to recalibrate inclusion policies towards accentuating socio-economic rights and concludes that integration through-and-to low-skilled job does not meet the objective of inclusion.

Abstract Romania is the EU Member State with the highest numbers of emigrants, according to Eurostat. The annual growth of the Romanian diaspora is one of the fastest in the world, and quite recent (over the past 20 years). In light of these developments, the institutional network for engagement with Romanians abroad, first established in the mid-1990s, has recently increased in an attempt to respond to the fast-growing Romanian diaspora. A Ministry entirely dedicated to maintaining the relations with the Romanian diaspora was formally institutionalized 10 years after Romania officially joined the EU in 2017, replacing scattered departments and institutional bodies. However, the role of the recently set up diaspora institutions still needs to be clarified and firmly determined. Policies were developed with the goal of ensuring the integration of Romanian citizens in their countries of residence, but also to encourage return to Romania. In particular, as few other European diaspora populations, the Romanian diaspora is represented in the Romanian Parliament by two Senators and four Deputies who represent the interests of three to five million Romanians abroad.

AbstractThe Romanian karst hosts numerous caves and shelters that over time provided remarkable archaeological and anthropological vestiges. Altogether they show that humans must have entered caves in Romania at least as early as 170,000 years ago. However, ancient human footprints are very rare in the fossil record of East-Central Europe, with only two known locations in the Apuseni Mountains of western Romania. Vârtop Cave site originally preserved three fossil footprints made about 67,800 years ago by a Homo neanderthalensis, whereas Ciur Izbuc Cave was probably home of early H. sapiens that left almost 400 footprints (interspersed with spoors of cave bears), which were indirectly dated to be younger than ~36,500 years.

AbstractWith the European Universities Initiative underway, the COVID-19 pandemic and various national or European strategies reaching their initially designated timeline, 2021 is a good moment to take stock of how Romania fulfilled its commitments regarding internationalization. One of the key dimensions of internationalization of higher education, both in Romania and global terms, is marketing and promotion, especially if one looks at the institutional efforts to attract talent. The article aims to show how Romanian universities use educational marketing to promote their study programs offer, in order to attract both international students and national students in the context of a steep student population decrease. The paper addresses two main research questions: How do universities use media and other mechanisms to promote their educational offer globally? Which are the main strengths allowing Romanian higher education to better attract international students? The article presents the main findings of the SWOT analysis for the Romanian higher education system, with information from 47 public universities. It compares the current findings with those from a similar SWOT analysis performed in 2015, while also putting forward a cost-benefit analysis of attracting international students and developing internationalization of higher education. The paper also underlines several areas where universities can focus their efforts in attracting international students (such as the www.studyinromania.gov.ro portal) and policy recommendations based on the data analyzed

This paper is a study of the infringement procedure, as it is regulated at EU level. Thus, we first analyze the existing legal framework on the matter. The implementation of this procedure in various Member States of the European Union and its consequences are then presented. Last but not least, the article refers to a series of aspects regarding the fields in which the procedure was directed against Romania since its integration into the EU. The purpose of the essay is to present in detail Romania's situation regarding the violation of EU’s law.Thus, a comparative presentation throughout time of the number of such proceedings launched against the Romanian state was made.A relevant case in which Romania was tried and convicted was also presented in detail.The large number of cases launched in 2021 highlights the delays registered by Romania on the matter. The measures ordered by the Romanian government through the elaborated the Annual Transposition Plan-2021must be carefully and systematically implemented. Romania could also consider and effectively apply the examples of good practice from the other EU’s member states. The historical and the comparative methods used in this presentation reveal both the similarities between the application of this procedure in the EU Member States under review as well as the differences and its succession in time. The article is important not only for the scientists, but also for the practitioners to dispose all the necessary measures that are required.

There is an identity function of poetry, of literature, that shapes the symbolic consistency of a collective spirit, a map of emblematic landmarks of a national community. Goga and Cotruș are representative for Transylvania, Vieru and Păunescu are emblematic for Moldavians, whereas Eminescu is emblematic for the Romanians of all the historic provinces. For those living in Basarabia, Vieru represents a prophet of their Nation, an apostle of the Romanian Nation standing against the historic oppression, in the form of the Russian camps. To the elitists and relativists from Romania, Vieru is regarded as a representative of the traditionalist literary currents, frozen into an obsolete aesthetic manner and a heroic dimension out of phase. The article portrays Vieru’s relations with the Romanian 60’s generation of poets and their lyrical formulas assumed by Modernism.

The production, processing and distribution of the food we buy and eat put a strain on the environment and the health of the planet. For this reason, by taking a closer look at our eating habits and reconsidering the food we consume, we can significantly reduce our environmental footprint. Using the data sets from the most recent Special Eurobarometer report, the main goal of this paper is to offer a fresh and updated perspective regarding the food shopping and consumption behaviour of Romanian citizens. To understand the attitudes of Romanians towards food and sustainability, this study aims to uncover what are the main factors that drive food purchases and examine what would help citizens adopt a healthy and sustainable diet. Data analysis revealed that when purchasing food, Romanians put taste, food security and price above sustainability matters. Furthermore, Romanians are more likely to adopt a healthy and sustainable diet for personal reasons (their own health), rather than the protection of the environment. Responses are compared between different sociodemographic groups and with other countries from the European Union. These findings can guide the development of national educational strategies that can limit environmental degradation in Romania and lead to real behavioural changes.

The internet is an extraordinary source for language teaching. Set as valuable input to teaching language and culture, online films can be extensively used by language teachers to develop students' language and socio-cultural skills. The careful choice of films is made according to pedagogical objectives such as: the development of colloquial language skills, the acquisition of socio-cultural knowledge, the practice of summary skills etc. The teaching of language and culture through films or film fragments is an entertaining and motivational activity. In this manner, learning occurs and teaching is effective. Teaching Romanian for foreign students has captured people's attention in the last 10 years and its importance is increasing. More and more foreigners arrive in Romanian for various reasons, such as to further study in the Romanian language; to find a job in Romania, to obtain a degree in an European country and continue their studies abroad in Europe; to pursue a career in our country or abroad or to attend specialization programmes to work in Romania The present article introduces the importance of teaching Romanian for foreigners and covers, in its theoretical background, advantages and drawbacks of using films in the language classroom. Research in this domain covers the majority of these topics and offers examples of pre-viewing, while-viewing and post-viewing classroom activities but it doesn't offer concrete examples of online film-based lesson scenarios for teaching foreign languages, and in particular, Romanian for foreigners. That is why our article, presents a lesson scenario based on a short online Romanian film available on the website: www.cinepub.ro. This website offers plenty of films and we found it very useful to use it both as lecture inputs and homework. The article concludes that with appropriate tasks designed to achieve the teaching objectives and to be appropriate for the students' language level, films are a valuable resource which both teach and entertain.

Abstract:
Due to climate change, important attention was paid to the precipitations amounts over Moldavia's northern part. To point out the rainy air-circulation types was used the ‘Hess-Brezowsy’ Grosswetterlagen system (HBGWL) with 29 types of classifying European synoptic regimes of the 2000 to 2018 period at the reference weather stations of Bacău (184 m), Botoșani (161 m), Ceahlău-Toaca (1897 m), Iași (102 m), and Suceava (350 m). The highest amounts of precipitations annually from 2000 to 2018 in Romania's northeastern part were associated with the retrogressive cyclones. Therefore, on a background of the northeastern, cyclonic type (NEZ), there were recorded 53.45 mm, followed by High Scandinavia-Iceland, the ridge over Central Europe (HNFA), with 48.14 mm, and those from East in cyclonic type, with 44.03 mm. All the high over Central Europe (HM) weather types were associated with the lowest precipitations, only 1.71 mm. Also, small amounts of precipitations in the southwestern and south background, both of them into an anti-cyclonic type (SWA, SA), with 2.56 mm, respectively, 2.92 mm. Semestrial, the most important amounts of precipitations in the northeastern part of Romania were attributed to the retrogressive cyclones in the Eastern part of Romania and the ridges over the northern part of Europe. So, associated with EZ, during the 2000 to 2018 period, in the cold semester were recorded 28.43 mm and 27.66 mm within NEZ. During the warm semester, the highest amounts of precipitations were recorded within the HNFA type, with 42.75 mm, followed by Highs over the British Isles (HB) – 25.44 mm. The lowest values were associated with the southerly and southwesterly, both into an anti-cyclonic type (SA, SWA).

Abstract:
The region of Romania is characterized in terms of continental temperate climate with oceanic influences. Thus, the precipitation regime and the thermal regime in this part of Europe are strongly influenced by the frequency of cyclones whose trajectories cross Europe from west to east coming from the Atlantic Ocean. The present study analyzes the variation of the amount of precipitation in Romania depending on the frequency and variation of the geographical position of the trajectories of the North Atlantic cyclones in the area of the European continent. Using the classic method of identification and tracking, 1189 cyclones were found that crossed Europe north of the Alps in a period of 30 years between December 1, 1985 - November 30, 2015, of which 71% generated precipitation in Romania. Their influence on the amount recorded at meteorological stations in Romania varies between 43% in the northwest of the country to 13% in the southern regions.

The energy crisis triggered globally in the last quarter of 2021, forced Romania to go through a winter with liberalized electricity and gas prices, a period unprecedented in terms of consumer prices, accentuated by the result of closing energy targets that coalfired operations as a result of the imposition of EU conditions for the restructuring of the mining and energy sector. The year before, 2020, the COVID-19 pandemic, with restrictions imposed, produced a decrease in electricity demand, a decline in coal-fired power consumption, greatly reduced the share of gas in the energy mix, using preferential renewable energy sources. Subsequently, Russian gas prices have risen to record highs and, as a result, coal-fired power generation has returned to the European Union in 2021, although coal became more expensive and emission allowance prices doubled. In the context of the armed conflict between Russia and Ukraine, major price increases are expected worldwide, generating new risks of exposing the economy and new challenges in terms of ensuring Romania's independence and energy security. Against this background of these situations, can Romania still respect the European commitments of the Green Pact, meet these challenges and respond to the needs of the communities affected by the projected programs? The present paper aims at a critical assessment of the current situation of the Romanian coal mining and future trends of using a �clean coal� as a variant to respond to the requirements of the environmental concerns.

Ukraine recognizes Romanian and Moldovan as distinct minority languages, even though the official language of the Republic of Moldova is Romanian. This distinction between Romanian and Moldovan is not merely a symbolic matter, it has practical, negative consequences for members of the minority communities concerned. Since the 1990s, Ukrainian-Romanian relations have been affected by mutual distrust rooted in historical resentments, stereotypes, and prejudice at the level of both political elites and the general public. Moldova and Ukraine have experienced ups and downs in their bilateral relations due to the complex geopolitical context and growing Russian interference. The ongoing Russian war against Ukraine has had a strong impact on Moldova and Romania as well as on their kin minority communities in Ukraine. This war marks a turning point in history. It has caused tectonic shifts in global affairs, in the Euro-Atlantic community, and in national politics and interstate relations. Ukraine, Romania, and Moldova can turn the ongoing crisis into an opportunity to reset their (dysfunctional) bilateral relations. It is high time for a paradigm shift towards a new, enhanced triadic partnership which is able to ensure an effective system of minority protection.

Abstract:
Social indexicality and enregisterment are basic notions of a theoretical model elaborated in the United States, the aim of which is to describe the relationship between the use of language variation and patterns of social behavior at the level of formal classification. This analytical approach is characterized by focusing on the interrelation of social performance and language awareness. In my contribution, I want to show how this modern methodology can give new impetus to the study of today’s problem areas in Europe, such as migration and language or urban life and language use. In particular, I am interested in the case of Catalan, which has been studied for some time by proponents of the North American enregisterment theory. This leads me to indicate that explicit forms of social conduct, such as language shift or the emblematic use of linguistic forms, can be interpreted with regard to the social indexicality of Catalan. I thus analyze them in a way which shows that authenticity and integration in Catalan society can be achieved to a considerable extent by practicing forms of linguistic enregisterment.
