Abstract:
Toll road is one of the most important parts of connectivity infrastructure. However, the current length of the existing toll roads is still not sufficient compared to the increasing number of vehicles in Indonesia. Nevertheless, the needs for infrastructure funding including for toll roads are not comparable to the availability of state budget. Innovations in funding schemes were required to meet such needs such as Deep Discount Bond (DDB) and Land Lease (LL). To ensure these schemes are running appropriately, an institutional funding model is needed to organize the stakeholders involved. Therefore, five institutional funding models were developed based on the conditions of the DDB issuer (project or corporate finance), LL executor [State Assets Management Institutions (LMAN) or Special Purpose Company (SPC)], and the number of SPC in the models. In addition, ten institutional success factors were identified. Data was collected using in-depth interviews consisting of three parts and analyzed using the Relative Importance Index to rank the institutional success factors found and using the Multi Criteria Analysis to choose the most effective institutional funding model. The institutional success factors that were found to have great values were those related to Government. At the same time, the most effective funding model is a corporate finance scheme, where LL is executed by LMAN, and a single SPC is used.

Traffic engineering that has been designed around this Kepuhsari terminal is to apply turn right at the intersection Jl.Brawijaya-Jl.Soekarno Hatta-Jl. Mastrip Jombang for public transportation or bus from Surabaya. Then through Jl. Mastrip to stop or enter at Kepuhsari terminal. Segment Jl. Jombang Mastrip is a type 2/1 UD (Undivided) road which is used as bus exit or public transportation access from terminal to out of town Jombang. Then this road segment is changed to type 2/2 undivided. Performance analysis at peak hour on Jl. Mastrip Jombang after the change of the type to 2/2 UD using the method of Manual Capacity of Road Indonesia (MKJI) 1997. Retrieved capacity segment Jl. Mastrip (2/2UD) = 2552 smp/days, and the value of volume and capacity ratio (v/c ratio) is 0.54 means that the current condition of the traffic in the Jl. Mastrip is still stable. While in the next 5 years, the value of volume and capacity ratio (v/c ratio) is 0.72, that the condition of traffic flow is relatively stable. But the volume and capacity ratio is in critical condition (terms of v/c ratio is ≤0,75). Because many buses do not enter the Kepuhsari Terminal, the Government of Jombang suffers a loss of Rp. 82 million per year. With the design of traffic engineering on roads around Kepuhsari Terminal, it can increase the regional finance from of the entrance tax for public transport or buses entering the terminal by 33.7%.

Abstract:
PT Adaro Indonesia is trying to adjust a vertical clearance under Tabalong Bridge 1 (unloaded) and Tabalong Bridge 2 (loaded) because the existing conditions still apply a minimum vertical clearance of 4 m. I t should be in accordance with latest Regulation of the Minister of Public Works No. 19/PRT/M/2011 that for vertical clearance above national road at least 5.1 m. This specification has not been met by the national road under the Tabalong 1 & 2 Bridges bec ause both bridges were built in the 90s. Therefore we need an engineering technique to overcome this. There are 2 alternative designs, namely lowering the elevation of the national road and increasing the elevation of the bridge's upper structure to mitiga te oversized vehicles so as not to hit the lower structure of the Tabalong bridge. In determining the selection of the best alternative designs in this research is based on two (2) things, non financial criteria with Analytical Hierarchy Process (AHP) and financial criteria with Life Cycle Cost Analysis (LCCA)/Benefit Cost Ratio (BCR) method. This study uses a survey method by distributing questionnaires and interviews as a means of collecting primary data. In addition, previous research and consultant DED documents were used as a means of collecting secondary data. The AHP method is used to process primary data to produce a decision from a non financial aspect. While the LCC/BCR method is used to process secondary data to produce a decision from the financi al aspect . The results of the AHP analysis obtained that the synthesis value of the decision the option of lowering national roads was 85% and the bridge lifting option was 15% and the consistency ratio (CR) was 0.05 < 0.1. The consistency ratio below 0.1 shows that the questionnaire data from the respondents are consistent. The results of the analysis of Life Cycle Cost (LCC) obtained the option of lowering national roads where the LCC value is Rp. 44,877,651,669.27 more economical than the bridge lifting option. Then the results of the Benefit Cost Ratio (BCR) analysis obtained the option of lowering national roads with a BCR value of 2.33 > 1 and NPV = Rp. 43,442,264,804.34 > 1 means that the option lowering national roads is feasible. While the bridge li fting option is obtained by analyzing the value of BCR = 0.98 < 1 and NPV = option is not feasible to implement.

Abstract:
This study aims to analyze Indonesia's foreign policy strategy during 2014-2019 toward the Belt and Road Initiative (BRI) initiated by China�s Xi Jinping. The study focuses on how Indonesia defends its national interests, that is to become the Global Maritime Fulcrume (PMD). Under the administration of President Joko Widodo, PMD's vision has been translated into efforts to build infrastructure and enforce the law in Indonesian waters, one of which is to eradicate illegal fishing. The results of the study found that the policy triggered positive and negative responses from China. Regarding the opportunity to invest in Indonesia's infrastructure development, China responded enthusiastically. However, in the context of eradicating its state-owned fishing vessels, China has tried to use various means, including using its investment as an instrument to influence Indonesian policies.

Abstract - China is currently in an effort to build a new power in the world, through the Chinese Belt and Road Initiative in the era of President Xi Jinping, providing investment assistance to Southeast Asian countries. This investment is given in order to build Chinese hegemony in Southeast Asia. One of the countries in Southeast Asia that is co-financed by China is Indonesia, by prioritizing Indonesia's national interests in cooperation with China in infrastructure development in Indonesia. This research used qualitative methode research with a case study approach, while the data collected through literature study. The final conclusion of this research is that China's BRI program in Indonesia must continue to prioritize national interests and also the sovereignty of the Indonesian state, Indonesia should not be sold like the country of Sri Lanka. Abstrak - Cina saat ini sedang dalam upaya membangun kekuatan baru di dunia, melalui kebijakan Belt and Road Initiative Cina di era Presiden Xi Jinping banyak memberikan bantuan investasi ke negara-negara Asia Tenggara. Pemberiaan investasi ini dalam rangka membangun hegemoni Cina di kawasan Asia Tenggara. Indonesia adalah salah satu negara di Asia Tenggara yang ikut dibiayai Cina dengan mengedepankan kepentingan nasional Indonesia bekerjasama dengan Cina dalam pembangunan infrastruktur di Indonesia. Abstract:
Road quality plays an important role, especially in rural areas where most poor households are situated. This study aims to calculate the Rural Access Index (RAI), an indicator of rural road quality (SDG indicator 9.1.1), at the district level, to evaluate the implementation of the Nawacita programme in Indonesia from 2014–2020. The RAI describes the proportion of rural residents who live within 2 km of an all-season road. This study recommends the utilisation of road network maps, urban–rural boundary maps, three road network condition datasets, and WorldPop data to calculate the RAI. The results show that during this period, the RAI increased and its inequality decreased, specifically in the regions of priority for this programme (Papua and West Papua). The results also capture a strong pattern of regional convergence. To ensure the future success of this implementation, the government can create regulations to designate several road infrastructure projects as a national strategy, as well as increase tax collection and private sector investment as sources of road infrastructure development funding.

Abstract:
In order to increase the role of private sector in infrastructure implementation in Indonesia, the Indonesia government facilitates Public-Private Partnership (PPP), such as by providing Viability Gap Funding (VGF) in the form of construction grants. Some projects get a construction grant but in toll road investment, the support is provided in another form. If the government provides construction grant on toll road investment, there would be risks that government need to face. This study aims to identify the said risks and analyse them so that the government could mitigate the risks. It is also could be used for devising public policy. This study is conducted qualitatively based on interviews with government officials, businessmen, and members of society. Based on the risk identification at each stage of the given support, there are 9 (nine) risks. After preliminary screening, the qualitative analysis and validation indicate that there are 4 (four) risks that must be mitigated by the government. These risks include: the possibility of being disapproved by the finance ministry, the approval process at the finance ministry takes a long time, it is too costly the state budget could not provide it and lastly, the difficulty of obtaining approval from the legislative.

The purpose of this study was to determine the strategy and direction of government policies in the development of start-up startups supporting the new normal era of innovative eco-digital products. Through this research, it will be studied how the direction of Government policy in developing startup startups in Indonesia, as well as what government support is in keeping the eco-digital movement of innovative products stable in the new normal era, and what kind of startups can survive during a pandemic and new normal. This research method uses qualitative descriptive and literature studies based on primary data and secondary data from the results of data analysis from pilot business groups, groups of start-up policy makers, community policy users and startup business consumers. The results of the research show that the policy directions that must be the attention of the Indonesian government regarding the development of startups in Indonesia are as follows: Increasing Broadband access; Helping SMEs to switch to the online realm; Expanding the electronic payment system; Expanding access to finance (investment); Extending e-government services; socializing the Job Creation Law, which was recently passed to provide various impacts on the startup business ecosystem; The Creative Economy Agency (Bekraf), currently the government through the Indonesian Creative Economy Agency (Bekraf) is trying to build infrastructure to support the presence of startups in Indonesia. BEKuP (Bekraf for pre startup); In collaboration with MIKTI (IT Creative Industry Society) and Telkom Bekraf will hold intensive workshops for people who intend to build startups in 15 big cities; Making the University as a Startup Startup Incubator; Protecting MSME products from Curent Account Deficits (CAD) problems; Disseminating Government Regulation (PP) Number 74 of 2017; Prepare an electronic-based national trade road map (E-Commerce Road Map), hereinafter referred to as the 2017-2019 SPNBE Road Map; Funding programs, taxation, consumer protection, education and human resources (HR). Abstract:
This study aims to analyze the determinants of agglomeration in Indonesia by including research variables, namely the Exchange Rate (ER), Agglomeration, Williamson index (IW), Regional Income (RI), Domestic Investment (DI), Length of Road (LR), and Regional Expenditures (RB). The analysis method in this research was to estimate panel data and econometric tests, including heteroscedasticity test, multicollinearity test, Chow test, Hausman test, and t-statistic test. The data were obtained from Bank Indonesia (BI), and the Central Statistics Agency (BPS) from 2010 to 2017. The results of the study showed that agglomeration in Indonesia was affected by changes in the Exchange Rate (ER), Regional Expenditure (RB), Regional Income (RI), Domestic Investment (DI), Length of Road (LR), and Williamson index (IW). An integrated policy needs to be formulated to improve economic efficiency through the development of production chains and the utilization of regional economies to encourage national economic growth. Abstract:
The economic growth in Indonesia showed a stable trend while the growth in energy consumption showed a declining trend. However, previous studies had revealed the existence of positive and significant relationship between energy consumption and economic growth. This study aims to analyse the effect of oil, gas, and biomass fuel consumption, road infrastructure, life expectancy, and average length of education on economic growth in Indonesia during the year of 1990-2019. This study used quantitative approach with linear regression as data analysis method. The data used are time series data from the period of 1990-2019. The result of this study showed that oil, gas, and biomass fuel consumption, as well as average length of education have a positive and significant effect, while road infrastructure and life expectancy have no effect on economic growth in Indonesia for the year of 1990-2019. This study recommends: 1) energy reserves should be improved by increasing the number of energy sources and developing more infrastructure in order to support and boost the supply of energy, 2) quality of educations should be upgraded by giving out scholarships as well as improving the educators and physical infrastructure.

This paper investigates the impact of television and radio on social capital in Indonesia. I use two sources of variation in signal reception—one based on Indonesia's mountainous terrain, and a second based on the differential introduction of private television throughout Indonesia. I find that increased signal reception, which leads to more time watching television and listening to the radio, is associated with less participation in social organizations and with lower self-reported trust. Improved reception does not affect village governance, at least as measured by discussions in village meetings and by corruption in village road projects. (JEL L82, O15, Z13)

Abstract:
This paper examines whether electronic procurement (e-procurement), which increases access to information and reduces personal interactions with potentially corrupt officials, improves procurement outcomes. We develop unique datasets from India and Indonesia and use variation in adoption of e-procurement within both countries. We find no evidence of reduced prices but do find that e-procurement leads to quality improvements. In India, where we observe quality directly, e-procurement improves road quality, and in Indonesia, e-procurement reduces delays. Regions with e-procurement are more likely to have winners come from outside the region. On net, the results suggest that e-procurement facilitates entry from higher quality contractors. Abstract:
Indonesia is a country where the majority of the population is Muslim. One of the potentials that Indonesia has with its Muslim community is the waqf order. This great potential of waqf certainly provides a positive side for the state in the context of the welfare of its people. To improve people’s welfare through the potential of waqf, the government through Otoritas Jasa Keuangan (OJK) makes a sharia investment instrument that is linked to waqf, namely the Sukuk Linked Waqf product. This product is a combination of Sukuk and waqf. The emergence of this product is expected to be able to achieve the great potential of waqf and expand the market share of Islamic finance indirectly, the Sukuk Linked Waqf product is a product that is expected to increase sharia financial inclusion. The method used is a literature review of maqashid sharia and Sukuk. This study used critic analysis and content analysis to investigate the theory of maqashid sharia and Sukuk. The results showed that Sukuk Linked Waqf based on Abu Zahra’s maqashid sharia model is a financial investment product that aims to bring benefits. The benefits, in this case, are in the form of welfare for humans in terms of economic improvement. Whit the emergence of this product, the road to the welfare of the people becomes more real.

From inside China’s Belt and Road Initiative (BRI), two southern tier nations offer contrary perspectives as to the efficacy of Beijing’s economic statecraft, namely Indonesia and East Timor. This research aims to discuss a large amount of credit lending is in line with the potential risk to the environment which is also caused by Toll Road construction activities. Therefore, Banks, Development, and the environment cannot be separated from one to another mainly because the Bank is responsible for taking preventive steps, other than implementing the substance of 5C principles, Bank is also obliged to implement several principles mentioned in POJK 51/2017, one of which is Principle for Responsible Investment. However, there are still no standards for the implementation of these principles or any strict penalties for Banks that are not applying the principle. This creates legal uncertainty, as it causes a potential risk that the Bank indirectly has not any obligation to implement it, yet only as a form of recommendation, whereas on the other hand, infrastructure development still damages the environment as it happened at the construction of Trans Sumatra Toll Road. In contrast to what Indonesia has done, Australia uses a variety of strategies to implement the Principle for Responsible Investment. Public-private partnership (PPP) models were employed, especially in the toll road sector, by many governments to boost the development of the infrastructure and build strong connections among regions. PPPs are chosen as a scheme to fill the financial gap. Good project governance is one of the crucial points that should be supported by several significant factors, which will significantly affect projects’ performance. This study analyzes the influence of projects’ intellectual capital, investor protection mechanism, and ownership structure on the implementation of good project governance and the implications for their performance. The data were obtained through questionnaires sent to 43 public-private partnerships in toll road projects in Indonesia. The partial-least-square structural equation model (SEM) was subsequently employed to analyze the data. The study findings showed that (1) projects’ intellectual capital and ownership structure affect the implementation of good project governance, (2) the implementation of good project governance affects projects’ performance, and (3) projects’ intellectual capital and ownership structure affect their performance through the implementation of good project governance. However, the other five hypotheses investigated, namely those concerning projects’ intellectual capital, investor protection mechanism, ownership structure in project performance, investor protection mechanism for the implementation of good project governance, and project performance through the implementation of good project governance, were not supported. This study provides a knowledge basis enabling decision makers to understand precisely the factors that affect project performance through the implementation of good project governance.

Land Procurement for public interest is an activity of providing land for public / public interests for the implementation of development projects carried out by the government or agencies that require land. Riau Province is one of the provinces in Sumatra which is very strategic. The movement of goods and services greatly affects the amount of traffic in the province, especially in the cities of Pekanbaru and Dumai. To overcome and accelerate the movement of goods and services, access is needed to anticipate traffic burdens. One alternative solution is to build the Pekanbaru-Kandis-Dumai Toll Road that connects the movement from Pekanbaru to Dumai. There are problems in the implementation of land acquisition, Commitment Making Officers and the Land Acquisition Committee encounter obstacles in providing compensation because the land / land owned is the land / concession area of PT. Chevron Pacific Indonesia is listed as an asset of the State Property, so the releasing party is the Directorate General of State Assets. The State Property and has been submitted to the Ministry of Finance the Director General of State Assets to be transferred for use of the toll road by the Ministry of Public Works and Public Housing.The method used is analytical descriptive, which reveals laws and regulations relating to Land Acquisition and law in its implementation in the community regarding the resolution of the Land Acquisition problem. This research uses an empirical juridical approach that is conducting research with emphasis on the application of paying land acquisition law in the form of laws, PPs, Permen, Perkaban and other regulations on Land Procurement. Data collected in the form of primary data, obtained from relevant parties in the Land Acquisition in the research location, secondary data obtained from secondary legal materials, primary legal materials and linear legal materials.From the research it was found that the concessionaire PT. Caltex Pacific Indonesia (PT.CPI) based on Decree of the Head of the Riau Level I Swatantra Region in Tanjung Pinang dated June 5, 1959 Number: 091/48/59. The status of land such as the concession must be converted by the concession holder into a Land Right in accordance with the conversion provisions regulated in the Basic Agrarian Law Number 5 of 1960 concerning Basic Agrarian Rules Article IV. But based on DJKN letter No. S-884 / KN.4 / 2017 dated November 7, 2017 concerning the Statement of State Property, the land has been registered as State Property.

Tourism on a skywalk is one of the phenomena of embodiment of recreational public spaces in the city. The city of Bandung, which has difficulty accomodating tourist movements due to the disporpotionate growth of tourists with road supplies, has implemented a skywalk project to overcome this problem. Skywalk Teras Cihampelas is the first elevated pedestrian path in Indonesia and quickly becoming the preffered tourist destination in Bandung. Skywalk Teras Cihampelas also become an example for other areas as a motivation for procuring pedestrian paths as public spaces and tourism destination. However, not long after its opening, many problems arose such as crime, damage to facilities and slums due to the procurement of tarpaulins which gradually made the skywalk lost its visitors. Many people regret this phenomenon and worry that the skywalk project has the potential to not meet its original goals and fail. The purpose of this research is to evaluate the barriers and improve the managements of skywalk that are oriented towards effective tourism. The method used are scoring based on pedestrian path standards and benchmarking to identify and study things that need improvement. Based on the result of the study, the main problem that became the obstacle was the poor management, especially in terms of finance, promotion, human resources and the difficulty of the bureaucracy in filing for improvement. Changes can be made by uniting opinions between the managements and preseting new innovations or attraction by following good examples from other skywalks. Kota Bandung yang sudah jenuh akibat tidak sebandingnya pergerakan wisatawan dengan persediaan jalan menghadirkan pembangunan proyek skywalk untuk mengatasi masalah ini. Skywalk Teras Cihampelas adalah salah satunya, merupakan jalur pejalan kaki layang pertama di Indonesia dan dengan cepat menjadi destinasi wisata pilihan di Kota Bandung. Skywalk Teras Cihampelas juga menjadi contoh bagi wilayah lainnya sebagai motivasi pengadaan jalur pejalan kaki sebagai ruang publik rekreasi dan wisata. Namun tidak lama sejak peresmiannya, banyak masalah yang muncul seperti tindak kriminal, kerusakan fasilitas dan kekumuhan akibat pengadaan terpal yang kelamaan membuat skywalk sepi pengunjung. Banyak pihak menyayangkan kejadian ini dan khawatir bahwa proyek skywalk yang masih panjang berpotensi tidak sesuai dengan tujuan awalnya dan gagal. Tujuan dilakukannya penelitian ini adalah mengevaluasi hambatan dan meningkatkan pengelolaan skywalk yang berorientasi pada pariwisata efektif. Metode yang dilakukan adalah skoring dari standar jalur pejalan kaki dan benchmarking/mengacu pada best practise untuk mengidentifikasi hal-hal yang perlu perbaikan dan mempelajari potensi peningkatan komponen wisata. Berdasarkan hasil penelitian, masalah utama yang menjadi penghambat adalah buruknya manajemen pengelolaan terutama dari segi keuangan, promosi, sumber daya manusia serta sulitnya birokrasi pengajuan perbaikan. Perubahan dapat dilakukan dengan menyatukan pendapat antar pengelola, membenahi manajemen dan menghadirkan inovasi atau atraksi baru dengan mencontoh apa yang sudah dilakukan pada skywalk lainnya.

IAS 40 (adopted in PSAK 13, 2012) about investment properties allowing companies to choose the method of measuring their investment properties, namely the cost method and the fair value method. Side that oppose fair value method argue that fair value is unreliable and costly. The purpose of this study, therefore, is to examine the relevance of the fair value accounting choice method and determinants that affect of fair value accounting choice method for investment property. This research is using secondary data observation technique which acquired from annual financial reports for real estate, manufacturing, and trading sector companies listed on the Indonesia Stock Exchange during the 2012-2016 period. By using judgment sampling method, the research sample tested were 48 companies (19 real estate companies, 15 manufacturing companies, and 14 trading companies). The results of this research shows that fair value accounting choice method has a positive significant on firm value. In that case shows that fair value accounting choice have a value relevance so it can help investor to make a investment decision. For determinants of fair value accounting choice, that firm size variables has significant positive and leverage significant negatively with determinants of fair value accounting choice while big four has no effect on determinants of fair value accounting choice. The purpose of this study is to find out if inflation, interest rates and NPF (Non Performing Finance) have a significant impact on ROA on sharia banks in Indonesia period 2014-2018, both partially and simultaneously. The population in this research is the sharia Bank in Indonesia, registered with OJK (Kuangan Service Authority). The period of observation used was 2014-2018 or for 5 years. The sample used is by using the Purposiv sampling method, so that a sample of 13 research samples was obtained at times of the observation period over 5 years into 65 research data. The technical analysis of data used is a method of double linear analysis with a significant rate of 5% (0.05). The results of this study showed that inflation has no significant negative influence on ROA. Interest rate variables have no significant negative impact on ROA. While NPF (Non Performing Finance) variables have significant negative effect on ROA. The ability of independent variables describes ROA's dependent relationship of 51,% while the rest of its 48.2% in the influence of other factors not examined in this study.

Purpose This study aims to investigate the government’s role in the development of toll road projects that adopt public-private partnership (PPP) schemes in Indonesia. In addition to investigating its role, this study also attempts to quantitatively assess its performance as the use of quantitative analysis in this area is still fairly limited. The analysis was developed from the perspectives of two main stakeholders involved: government and private sectors. The findings of this study are expected to help both government and private sectors to better understand the government’s role as well as its performance in PPP toll road projects in Indonesia. Design/methodology/approach The data was analysed by using statistical methods. Following the identification of the government’s role in PPP toll road projects from the literature, a preliminary survey involving 12 highway construction experts was conducted to verify the initial findings from the literature review. Subsequently, the authors conducted a survey of 146 respondents from both government and private sectors. To analyse the collected data, both descriptive and inferential statistics were used, which include analysis of means, analysis of reliability, as well as independent T-test. T-test was used to examine differences in perception between the two groups. Findings In total, 12 criteria from the literature were used to assess the government’s role and its performance in PPP toll road projects in Indonesia. Based on the analysis, the authors find that the government’s role in the development of PPP toll road projects can be considered moderate in its performance. In this respect, the author argue that, instead of focusing on meeting all the criteria, it would be better for government to focus on meeting only a number of them, which include realizing smooth land acquisition, selecting appropriate concessionaire, offering a solution to community protests over environmental issues, providing substantial government support, providing supervision, enforcing the law and eradicating corruption. The results of this study provide valuable information for international parties aiming to participate in PPP toll road projects in Indonesia, considering this country has been offering a wide opportunity for private sectors to be involved in developing infrastructure. Meanwhile, for the host government, the findings can be used as the basis for conducting improvements to attract private sectors’ involvement and to achieve more successful upcoming PPP toll road projects in Indonesia. Research limitations/implications The findings of this study might provide valuable information for the host government to evaluate its role and performance to achieve more successful PPP toll road projects in the future. Rather than focusing on all attributes, the improvements can be made by focusing only on the critical ones: those ranked high on the importance and low on its performance. In addition, this finding can also help private sectors to better understand both the role and performance of government in Indonesia as this country offers a great opportunity for infrastructure investment through PPP schemes. Practical implications The findings of this study might provide valuable information for the host government to evaluate its role and performance to achieve more successful PPP toll road projects in the future. The Indonesian government has promoted the sustainable procurement method regarding the selection of professional planning consultants and main contractors to construct sustainable road infrastructure projects. However, sustainable procurement practice continues to make it difficult to select service providers considering their lack of knowledge and expertise in sustainable infrastructure projects. This paper performs a literature review which includes a review of the government rules and identifies the factors which influence successfully adopting sustainable procurement in Indonesian road infrastructure projects. The review, including lesson learned from other countries, suggests factors which can promote the successful implementation of sustainable procurement: environmentally friendly specifications, producing economical goods and services during the project lifecycle, empowering local societies and small industries, reducing negative impacts on health, air, water, and soil, implementing public-private partnership or private finance initiative methods for a better partnership between the public and private sectors, and requiring assessment methods to initiate and implement sustainable procurement from pre-project planning to project delivery. The review will provide practical knowledge among road infrastructure projects’ stakeholders, hence significantly affecting the adoption of the sustainable procurement process throughout the road infrastructure project lifecycle, as an example.

Purpose The purpose of this study is to identify and explore the role of Islamic financing in supporting development of halal industry in Indonesia. Design/methodology/approach This research is divided into two studies. The first study uses survey-based quantitative method and the second study uses focus group discussion (FGD) method. Using a purposive and proportional sampling technique in the first study, this research collected 1,985 samples of Islamic financial products of business owners (demand-side) from all parts of Indonesia. The data were analyzed using the partial least square structural equation modeling approach. The authors also conducted FGDs, involving 35 participants from government, financial, social and education institutions (supply-side) as well as business owners (demand-side) in three separated times. Findings In the first study, it can be identified that literacy on Islamic finance, attitude and awareness strongly affect business owners’ intention to use Islamic financial products. It is also found that subjective norm significantly influences literacy, attitude and awareness. Interestingly, religiosity does not significantly affect attitude toward Islamic financial products. According to the FGD in the second study, this research generates several factors motivating business owners’ preference to choose conventional rather than Islamic financial products, including expensive pricing, less developed technology, bad service quality and the halal status of the products. The reason for insignificant results of religiosity on attitude in the first study is explained in the second study. Most users are utilitarians who mainly perceived the products based on the sought benefits provided by the products. Practical implications This research offers the government a road map showing the strategy to build Islamic financial ecosystem in Indonesia. The road map integrates supply-side, which includes government, financial industries, social and education institutions and scientific organizations, and demand-side, which includes business owners or entrepreneur associations. Originality/value This research provides a wide range of samples derived from business owners’ respondents of halal industry in all representative islands in Indonesia. Therefore, it gives more holistic and representative findings. In addition, the analysis in this research covers not only the demand-side but also the supply-side perspective. Lastly, this research provides an Islamic financial ecosystem model that integrates all stakeholders to improve halal industry performance as a whole.

Abstract:
The Indonesian Nation is part of the world community that has to participate in realizing a good government to support in the competition in the current era of globalization. Ministerial Regulation No. 113 of 2014 on the management of village finances. As referred to in Article 5 of the Minister of Home Affairs Number 113 of 2014 on preparing and implementing polices on the management of the Village Revenue and Expenditure Budget. Budget revenue and village spending is one of the things that must be considered to realize good governance in the village. The purpose of this study is to find out whether the implementation of revenue and expenditure budget policies runs well in accordance with Ministerial Regulation number 113 of 2014, and any constraints faced in implementing the policy of the village income and expenditure budget. The method used is qualitative descriptive method that is analyzing how the implementation of Village Revenue and Expenditure budget policy from planning to accountability. The result of the research show that the implementation of Village Revenue and Expenditure Budget policy in Lowian Village is good enough and has been in accordance with Ministerial Regulation No. 113 Year 2014 on the management of village finances but the problem is on the external side where the trees are located next to the road and plots of land owned by citizens, as well as village officials who still do not really understand the technical reporting making. This study aims to analyze and describe the innovation of the Public Service Mini Mall, Sukodono District, Sidoarjo Regency and the obstacles faced in the implementation of the Public Service Mini Mall innovation, Sukodono District, Sidoarjo Regency. The research method uses descriptive qualitative, data collection is done by interview, observation, documentation and review of relevant literature. The technique of determining the informants used purposive sampling technique with the research subjects namely the Head of the General and Civil Service Subdivision, Service Staff, Service Information Officers and the community as service recipients. And the data analysis technique used is data reduction, data presentation and conclusion drawing/verification. The results of this study indicate that the novelty in the innovation of the Public Service Mini Mall, Sukodono District, Sidoarjo Regency is the first Public Service Mini Mall in Indonesia at the sub-district level. And is an expansion of public services from the Sidoarjo Regency Public Service Mall located on the East Ring Road. With this innovation that has this novelty, the community, especially the Sukodono District and surrounding areas, is easier and closer to getting public services.

Abstract:
At early in the morning of May 27, 2006, people of Yogyakarta was stroke by earthquake and mostly heavily damaged building are in lowland or Yogyakarta depression where is occupied by the Young Merapi sediments. The magnitude of earthquake is Mw = 6.2 and USGS rapid moment tensor shows that this earthquake was due to strike-slip fault movement.Seismic history of Yogyakarta area shows that Yogyakarta was stroke by several earthquakes with different epicenter location. At least two earthquakes stroke the area, that is in 1876 and 1943. The damages are similar to the damages of actual earthquake. Yogyakarta depression is mostly covered by Young Merapi sediments that consist of tuff, volcanic ash, breccias, agglomerate and lava with Quaternary in age. The thickness of this sediment is up to 100 m.Our reactive work was to establish firstly zone of damage. For this purpose, we made aerial photograph along the most damaged area. In the same time one of our teams go to the field to measure the cracks, and the other teams to observe liquefaction, hydro geologic measurement, and observation on landslide induce by earthquake. Secondly, we must understand the soil properties and its thickness, because in seismic history it was a similar damage on the same area due to earthquakes however the earthquake epicenters were different. For this purpose we utilize the method of micro-tremors. We also made some drilling until 60 m each, measuring seismic velocity on bore hole, and magneto telluric measurement. We also have helped by Kyushu University in installing micro seismic net work. The research was followed by either undergraduate and graduate students. Fortunately our research was financed by AUN/Seed Net – JICA. Some of the results were published in a book entitled The Yogyakarta Earthquake of May 27, 2006. Another outcome is the Maps of Microzonation and Earthquake Hazard of Bantul Area that dedicated to Bantul people.Based on aerial photograph observation and field observation on Bantul Regency, especially along the Opak River, and to Wonosari to the East, there was no surface ruptures, so there is no fault on surface. Interpretation of aftershock data was showing the difference cluster. There is still open problem in determining either epicenter or aftershock location. The damage building was interpreted as due to its geologic setting, non engineered building, and close to epicenter of earthquake. This heavily damaged building are located on the Young Merapi sediments at Bantul Regency and lake deposits at Gantiwarno and Bayat area where it can amplify the surface seismic wave. It implies that Peak Ground Acceleration according to Indonesian National Standard should be modified in Yogyakarta area.Keywords: Earthquake, seismic, epicenter, micro-tremor, microzonation
