Abstract:

Testing in Agile development frameworks has engaged the concentration of software developers throughout the world. The research regarding this testing is however limited. This paper comprises a literature survey study, which intends to categorize and examine the current existing testing frameworks in agile methodology. The comparative study is done with the Test Driven Development (TDD) and Agile Model Driven Development (AMDD) techniques. The results show the benefits and drawbacks of the current existing testing frameworks in agile methodology in general. However many techniques still make every effort to get the general solutions. Basing on our results general ideas are suggested regarding the testing frameworks in agile methodology.

Abstract:
The use of Information Communication Technologies (ICTs) can support sustainable development within societies. ICTs have been supported by governments, private companies, non-governmental organisations, academic institutions and individuals. However, technological changes have made most ICT initiatives haphazard due to poor planning. There is no systematic plan on how to deploy services, infrastructure and devices especially in rural areas. For instance, in some cases, computers have been donated to communities in rural areas yet they are not being used, and ICT services have been deployed without the supporting ICT infrastructure. One of the solutions to addressing these ICT challenges is through the use of roadmaps to guide ICT solution implementation. This thesis proposes an ICT roadmap methodological framework to improve ICT roadmap development for rural ICT solutions. A composite methodological approach was employed in this research. This involves the use of qualitative research techniques such as participant observation, design exercises, workshops, focus groups and individual interviews supported by ethnographic studies. The Siyakhula Living Lab in the Eastern Cape Province of South Africa was used as the case study. Studies were conducted to identify the current state of ICTs in rural areas, the future of ICTs and overview of roadmap developments. Rural users in South Africa, ICT experts in Europe and Africa, government officials and academic institutions were engaged to understand the current ICT planning, developments and needs. The author found that there are variations in individual ICT services required by rural users but, most ICT services in need fall mainly in the areas of health, education, entrepreneurship, agriculture and employment creation for rural people. These services require ICT devices and infrastructure which include computer peripherals, mobile phones, radios, televisions and wireless infrastructure, mobile infrastructure, satellites and broadcasting infrastructure respectively. It was found that the common future ICT projections expected in rural areas include: growth of mobile usage, social networking, increase internet services and localization of services. The roadmap framework is built based on the current state of ICTs, trends in ICTs, future technological projections and the plans currently been initiated in African continent. The ICT roadmap methodological focuses on how roadmaps could accommodate infrastructure, services and ICT devices to reach rural people. This should help rural users to be able to access public services within their respective communities using available ICT devices. ICT stakeholders could use the designed framework to improve the ICT roadmap development process for rural ICT users in Africa.

Abstract:
Lean Six Sigma is an approach focused on improving quality, reducing variation and eliminating waste in an organization. The concept of combining the principles and tools of Lean Enterprise and Six Sigma has occurred in the literature over the last several years. The majority of Lean Six Sigma applications have been in private industry, focusing mostly on manufacturing applications. The literature has not provided a framework for implementing Lean Six Sigma programs applied to local government. This research provides a framework roadmap for implementing Lean Six Sigma in local government. The Service Improvement for Transaction-based Entities Lean Six Sigma Framework Roadmap (SITE MAP) identifies the activities, principles, tools, and important component factors to implement Lean Six Sigma. The framework provides a synergistic approach to integrating the concepts and tools of Lean Enterprise and Six Sigma using the DMAIC (Define-Measure-Analyze-Improve-Control) problem solving approach. A case study was used to validate the framework. Lean Six Sigma was successfully applied in a 7,000-citizen municipality to reduce the cycle time of the financial administrative processes in the Finance Department of the city government.

Abstract:
Personal robotics applications require autonomous mobile robot navigation methods that are safe, robust, and inexpensive. Two requirements for autonomous use of robots for such applications are an automatic motion planner to select paths and a robust way of ensuring that the robot can follow the selected path given the unavoidable odometer and control errors that must be dealt with for any inexpensive robot. Additional difficulties are faced when there is more than one robot involved. In this dissertation, we describe a new roadmapbased method for mobile robot navigation. It is suitable for partially known indoor environments and requires only inexpensive range sensors. The navigator selects paths from the roadmap and designates localization points on those paths. In particular, the navigator selects feasible paths that are sensitive to the needs of the application (e.g., no sharp turns) and of the localization algorithm (e.g., within sensing range of two features). We present a new sectorbased localizer that is robust in the presence of sensor limitations and unknown obstacles while still maintaining computational efficiency. We extend our approach to teams of robots focusing on quickly sensing ranges from all robots while avoiding sensor crosstalk, and reducing the pose uncertainties of all robots while using a minimal number of sensing rounds. We present experimental results for mobile robots and describe a webbased route planner for the Texas A&M campus that utilizes our navigator.

Abstract:
Insider trading is one of the practices that (directly or indirectly) lead to a host of problems for example inaccurate stock market prices, high inflation, reduced public investor confidence, misrepresentation and non disclosure of material facts relating to securities and financial instruments. Again it reduces efficiency in the affected companies and eventually leads to economic underperformance. The researcher observed that the South African insider trading regulatory framework has some gaps and flaws which need to be adequately addressed to ensure efficient and stable financial markets. Therefore, the aim of this research is to provide a clear roadmap for an effective, efficient, adequate and internationally competitive insider trading regulatory framework in South Africa. In order to achieve the above stated aim, the historical development of the regulation insider trading is critically analyzed. The effectiveness and adequacy of the Insider Trading Act, 135 of 1998 is also discussed. Furthermore, the prohibition of insider trading under Securities Services Act, 36 of 2004 is explored and analyzed to investigate its adequacy. The role of the Financial Services Board, the Courts and the Directorate for Market Abuse is also scrutinized extensively. Moreover, a comparative analysis is undertaken of the regulation of insider trading in other jurisdictions of United States of America, Canada and Australia. This is done to investigate any lessons that can be learnt or adopted from these jurisdictions. The researcher strongly contends that having the best insider trading laws on paper alone will not cure the insider trading problem. What is required are adequate laws that are enforced effectively in South African courts. Therefore an adequate insider trading regulatory framework must be put in place to improve the efficiency of South African financial markets, to maintain a stable economy, combat misrepresentation and non disclosure of material facts in transactions relating to securities. The researcher has attempted to state the law as at 31 August 2007.

Development and implementation of a 21st century Marine Corps information technology (IT) roadmap may comprise a "tipping point" for future warfighting effectiveness. This thesis begins the basis for a framework for an information technology strategic roadmap for the United States Marine Corps. This thesis depicts how current acquisition programs align to current IT strategies. A premise, based on the theoretical foundation of general systems theory is that the alignment of multiple IT strategic plans, roadmaps and strategies positively affects system effectiveness. IT strategies are identified and compiled from Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) overarching strategic documents. Major acquisition programs for the DoD, DoN, and USMC are selected and summarized. These selected current acquisition programs are related to the identified IT strategies from the DoD, DoN, and USMC overarching strategic documents in terms of their interrelationships or alignment. Based on the research, this thesis provides recommendations to current acquisition programs to better align with the current direction of the DoD, DoN, and USMC IT strategy, and future research opportunities.

The main objective of the thesis is to explain and advocate the topic of career paths and construct career paths for technical professionals of the selected company. The thesis then has several secondary objectives.This thesis is divided into two parts. The first part provides a theoretical framework for career paths in terms of getting into the topic of career paths and explaining the purpose, and furthermore, provides a guide for career path framework construction. The second, practical part focuses on the selected technological company that wishes to remain anonymous. Based on the theory and partially extracted from the interviews with the company experts, the career paths framework for technical professionals is constructed. To ensure that the framework is valuable for the company, feedback for the proposed framework is gathered and implemented in the thesis.

Abstract:
The United States relies on its vast network of roadways to transport people, goods, and services across the nation. These roads need to be maintained to an acceptable level in order to effectively provide a safe, reliable, and efficient road. The use of infrastructure management systems (IMS) has aided in keeping an inventory of existing roads, identifying assets in need of repair, and assisting in allocating funds for maintenance, repair, and rehabilitation.

The current practice in the United States has shown a lack of consistency in the way assets are rated in each state. Individual states have employed their own methodology for rating each asset type. This makes comparison of assets between states difficult. Several methods in use have provided a way to effectively rate an asset, but no method exists that can be used to compare ratings in different states.

To successfully maintain the network of roads across the United States, a method to assess assets between states is necessary. Consistency between states in their data collection, rating calculation, and rating reporting are all necessary to identify poor sections of roadway. Another useful reporting item will be a condition rating of all the assets contained within a corridor. A corridor is a series of travel routes which move people between two major points of interest.

By analyzing corridor level condition ratings, it will be possible to examine the overall condition of all the corridor sections across the nation and identify sections that need assistance in raising their condition.

The objective of this thesis was to develop a framework for rating assets at the corridor level. The framework was developed to be applied to any asset contained within a roadway and allow the combination of individual asset ratings into a single corridor rating. The final methodology not only reports the overall corridor condition, but the functional and structural health of each individual asset, the rating of all of an asset type within a corridor, and performance indicators for individual items on a single asset.

The methodology was tested using data provided by the Virginia Department of Transportation (VDOT) to test if the methodology would produce ratings similar to those in use. For the application methods were developed for two major roadway assets; pavements and bridges.

The product of this thesis is a general framework which can be applied to roadway corridors to assess the overall condition of all the assets contained within the corridorâ s boundaries. It can be used in conjunction with an IMS to help improve and maintain the overall condition of the roads, which are critical to the United States. Without unification of condition rating methods into a single method it will never be possible to compare assets from every state in the nation.

State Highway Agencies (SHAs) are being forced to focus more on rehabilitation, resurfacing, and reconstruction of existing roadways rather than the construction of new facilities. These activities can create several challenges when they must be conducted on roadways with high traffic volumes. This research identified numerous strategies that can be implemented by SHAs that have the potential to influence the overall success of roadway projects with high traffic volumes. This research also created a framework for when to implement these different strategies. These strategies were identified through an in-depth literature review and through case studies conducted on highway projects that were under construction. Through the case studies the different strategies were documented within the context that warranted their use. Information from the case studies was collected and documented through interviews and site visits. The strategies identified through this research were used to create four matrices that summarize the research findings. A general matrix was created to show the motivating project conditions that warrant the use of each strategy. A public relations matrix was created to display the influence the impacted road user groups have on public relations and information strategies. A traffic management matrix was created to show different types of traffic management strategies and the potential impact they will have on the project. Finally, an interdependency matrix was created to show groups of strategies that are related to each other or require the use of other strategies to be able to influence the success of the project. These matrices could be further developed to create a set of guidelines that could be used by a SHA during the planning phases of a roadway project.

In recent years, numerous high tech companies have developed and used technology roadmaps when making their investment decisions. Jay Paap has proposed the Customer Focused Technology Planning (CFTP) framework to draw future technology roadmaps. However, the CFTP framework does not include risk assessment as a critical factor in decision making. The problem addressed in this quantitative study was that high tech companies are either losing money or getting a much smaller than expected return on investment when making technology investment decisions. The purpose of this research was to determine the relationship between returns on investment before and after adding risk assessment to the CFTP framework. Paap's CFTP framework and process to improve technology investments thus served as the theoretical framework for this study. Data were obtained from cloud computing companies using the companies' market risk data and actual returns on investment data. The results and findings of paired sample two-tailed t tests for means and equal variances showed that return on investment was positively related to adding a traditional risk assessment model to Paap's CFTP framework. These findings regarding the addition of risk assessment to the technology investment framework may be used by investors to (a) make better and more expeditious decisions, and (b) obtain a high return on technology investment by selecting the highest return value and lowest risk value.

On the wave of the development trends of globalization, cloud computing and environmental green, enterprises in Taiwan are facing big challenge in the highly change of customers’ needs and the request for quick responses. It can be the best solution for enterprises to increase their core competency by using ERP and ERP II software applications to enhance their business strategic management and operational efficiency. ERP and ERP II software applications are the must for large-sized enterprises in manufacturing, retailing and banking industries in Taiwan; and also the largely use for small- and medium-sized enterprises. Besides, customers in different industries have different needs for customization needs of software applications and integration of multiple application systems. Since the above needs of customers are increasing, domestic and foreign information service providers are jumping into this highly competitive software market. It becomes a key issue for top managers of business software providers in Taiwan to fulfill customers’ needs and provide innovation value in functional, user interface and technical perspectives. This research combines four kinds of the theoretical frameworks and innovative strategies, including the Framework of Porter’s Five Competitive Forces from Michael E. Porter, Blue Ocean strategy from W. Chan Kim and Ren’ee Mauborgne, The New Rules for Bringing Innovations to Market from Bhaskar Chakravorti, and White Space Strategy from Mark Johnson to systematically create “The Roadmap Inference and Analysis Model of Innovation Strategy” in order to generate the next possible steps of innovative strategy. The case study of this research is the development framework of cloud computing of Data Systems Consulting Co., Ltd. (DSC), No.1 ERP software company in Taiwan providing ERP and ERP II total solutions. This research studies the development strategy and core capability of cloud computing of DSC from product R&D, value-oriented service and marketing management perspectives. Based on the model and data collection from DSC, the research finds the roadmap of the development framework of DSC’s cloud computing, and analyzes its following trend of strategy. In summary, this research will provide the report of case study, the analysis report of innovation roadmap inference, and the report of content correctness during research process for people interested in this research topic.

Abstract:
The intention of this study was theory creation in the field of organisational change, directed towards the creation of a conceptual change framework. A qualitative research approach was followed and a grounded theory methodology adopted. This study involved a theoretical investigation of organisational change and leadership within South African organisations, although insights gained could be transferred across contexts or settings. The primary aim was to create a practical change framework to ensure sustainable organisational change. Secondly, to determine the impact of leadership on successful organisational change. Thirdly, to establish whether any fundamental elements can be identified as essential for inclusion in such a change framework. Fourthly, to identify non-negotiable success factors that can ensure successful change. Fifthly, to determine the human elements that should be included in order to minimise negative outcomes such as resistance and noncompliance. The final aim was to ascertain what meta-insights can be gained from organisational change and leadership. The research findings concluded that the first perception when speaking about change is fear, anxiety and increased stress, resulting in impaired functioning. Organisations struggle to handle increased stress levels during periods of change and require improved methods of dealing with stress to ensure optimal individual functioning. Only through reduced stress levels will individuals be able to engage with organisational change initiatives. Alternative intervention technologies were suggested which could assist the individual change journey through reduced stress and/or increased consciousness. These alternative intervention technologies were suggested because of the paucity of current literature. It practically aids organisations on how to deal with the stress dilemma. This research introduced the concepts of anti-leader and anti-manager. These concepts depict the negative characteristics of leadership and management which invariably increases individual stress levels. Emotions elicited by the anti-leader and/or anti-manager could potentially split, divide and fragment a workforce. The ideal organisational approach should be designed by the people, be inclusive of all, involve, empower and allow individuals to make the required decisions. As organisational change can only be effected through individual change, this thesis places the individual in the centre. Without individual change, vicissitude and sustainable organisational change become highly unlikely.

The development of sustainable construction began from buildings and the establishment of sustainability rating systems gradually went under progress, but the development in roadway sustainability is still in the initial stage. In order to increase the sustainability of roadways, the Construction and Planning Agency proposed the Ecological Green Corridor plan. However, the plan only includes environmental indicators, and the rating level is only used as a reference for determining the sequence of financial subsidy. This research aims to establish a green assessment framework for urban roadways, the main type of roadway construction. By comparing different rating systems of buildings, infrastructure and roadways, important sustainable issues faced in construction were identified. Considering that EEWH (Ecology, Energy saving, Waste reduction, Health) is a well-developed rating system, its principles of developing indicators were referenced to determine the categories of the framework. After the establishment of the framework, indicators were selected based on the comparison of indicators and the characteristics of urban roadways. Since the details of an indicator require knowledge of different disciplines, this research did not include the detailed contents of indicators. Instead, this research identified related issues when adjusting indicators, including the width of road, the assessment method, and the weights of indicators. As a research result, the framework includes 8 categories and 45 indicators. The categories are Ecology, Materials, Energy and Water Resource, Waste and Pollution, Communities and Stakeholders, Access and Livability, Economy and Innovation. Besides, issues including the width of road, the type of roadways, and the weights of indicators should be taken into consideration when developing indicators, so that the indicators are better understood and applicable.

Abstract:
Asset management is an integral part of maintaining and preserving the transportation infrastructure. In order to better manage the roadway assets, a value based on their economic contribution should be assigned. The actual monetary contribution a roadway makes to the overall economy can be difficult to quantify. Because of this difficulty, most agencies use asset valuation techniques that are based on construction and material costs, rather than utilization. This proposed study aims to establish a framework to quantify the economic value of existing roadways. Traditionally in transportation asset management, economic evaluation research has been mostly qualitative in nature and insufficient in generating a numerical value. Although there are many techniques to project the economic impact of a future roadway, there has not been much work done on evaluating the economic value of existing roadway infrastructure. In this thesis, some of the tools used in economic impact studies are adopted as a means to evaluate the value of existing roadways, leading to the development of comprehensive methodological framework as a guide to perform economic evaluation on existing roadways.

Le transfert de connaissances (TC) est un processus de collaboration entre les producteurs de connaissances (principalement des chercheurs) et les utilisateurs des connaissances (communautés, intervenants et décideurs) impliquant de nombreux éléments comme la synthèse, la diffusion et le partage. Cette thèse a pour objectifs de comprendre le TC dans différents projets de recherche et pratiques de gestion et de proposer une feuille de route de TC adapté au contexte brésilien. Plus spécifiquement, elle visait à : i) décrire trois projets comme exemples de trois modalités différentes de TC, ii) effectuer une analyse rétrospective des actions et stratégies de TC mises en œuvre par trois projets du réseau PDTSP-Teias couvrant la période de 2009 à 2013, et iii) vérifier comment la participation au réseau PDTSP-Teias a facilité le TC entre les producteurs et les utilisateurs de connaissances. À cette fin, cette thèse examine les pratiques de TC entre la recherche en promotion de la santé et la pratique de la santé dans le Programme de développement et d'innovation technologique en santé publique / Programa de Desenvolvimento e Inovação Tecnológica em Saúde Pública (réseau PDTSP-Teias). Un plan de TC existant de l'Institut national de santé publique du Québec (INSPQ) a été utilisé comme cadre théorique pour orienter l'approche déductive-inductive utilisée pour générer et analyser les données provenant des documents, d‘entrevues et de groupe de discussion. Méthodes : Cette thèse a utilisé une étude de cas multiple rétrospective qualitative avec trois cas imbriqués dans le réseau PDTSP-Teias. L'accent était mis sur des questions suivantes : i) quelles approches de TC le réseau PDTSP-Teias a-t-il adoptées, ii) quelles actions et stratégies de TC les trois projets du réseau PDTSP-Teias ont-ils mis en œuvre, et iii) comment la participation au réseau PDTSP-Teias a-t-elle facilité le TC entre les utilisateurs et les producteurs de connaissances. Les données empiriques comprenaient l'analyse de documents (rapports, ouvrages et articles scientifiques), des entretiens semi-structurés avec des producteurs de connaissances (N = 9) et un groupe de discussion avec des utilisateurs des connaissances (N = 4 participants). Les entretiens portaient sur le développement des projets, l'élaboration de produits de TC et l'interaction entre les producteurs et les utilisateurs de connaissances. Résultats : En ce qui concerne le premier objectif, nous avons pu distinguer différentes expertises, approches et pratiques de TC des groupes de recherche. De cette première analyse, des exemples de trois pratiques différentes de TC ont été identifiés comme étant Majoritaire, Modéré et Peu ou Pas du tout. Ces exemples ont ensuite été analysés à l'aide des huit dimensions proposées par le cadre théorique utilisé. Le deuxième objectif a constaté que six des huit dimensions analysées semblaient être mieux intégrées dans les projets : D1 Analyse du contexte et besoins des utilisateurs, D2 Connaissances à traduire, D3 Connaissances sur les utilisateurs des connaissances, D4 Partenaires de TC, D5 Stratégies de TC et D6 Approche globale de TC. Cependant, deux dimensions étaient moins bien intégrées : D7 L'évaluation de TC et D8 Les ressources. Le troisième objectif nous a permis de constater que le manque d'évaluation des projets de TC, les questions liées aux ressources financières des projets de TC, le manque de soutien organisationnel et politique pour les projets de TC, et le manque d’outils conceptuels de TC pour la mise en œuvre des projets sont des obstacles au TC au Brésil. Toutefois, la participation au réseau PDTSP-Teias semble avoir favorisé les pratiques de TC. Ces résultats ont fourni une description et une analyse approfondie de la complexité des pratiques de TC contribuant ainsi à une meilleure compréhension des pratiques de TC au Brésil. Conclusion : Compte tenu de la manière dont les cas ont été caractérisés, on peut conclure que les pratiques de TC peuvent être très différentes même dans un contexte et des conditions de recherche similaires. Ces pratiques TC contrastées peuvent être dues à l'absence d'un outil conceptuel de TC approprié. Un tel outil peut combler le vide dans les approches et stratégies de TC du Brésil. Ainsi, l'adaptation du plan de TC du INSPQ peut permettre l'évolution du dialogue entre les producteurs et les utilisateurs de connaissances dans les projets de recherche, comprendre le contexte, et contribuer à la validation et à l'adoption des produits de TC. Ces changements profiteraient au changement des connaissances, des attitudes et des comportements des différents groupes impliqués. Enfin, cette thèse propose une adaptation fondamentale du plan de TC du INSPQ au contexte brésilien.
Knowledge translation (KT) is a collaborative process between knowledge producers (mostly researchers) and knowledge users (communities and decision-makers) involving many elements like synthesis, dissemination, and sharing. This thesis' main objectives are to understand KT in different research projects and management practices and propose a KT roadmap adapted to the Brazilian context. The three specific objectives pursued were to: i) describe three projects as examples of three different modalities of KT, ii) perform a post hoc analysis of the KT actions and strategies implemented by three projects of the PDTSP-Teias network in the period from 2009 to 2013, and iii) verify how participation in the PDTSP-Teias network facilitated KT between knowledge producers and knowledge users. To this end, this thesis examines KT practices between health promotion research and health practice in the Program for Technological Development and Innovation in Public Health/Programa de Desenvolvimento e Inovação Tecnológica em Saúde Pública (PDTSP-Teias network). An existing KT plan from the Quebec Public Health Institute (Institut national de santé publique du Québec - INSPQ) was employed as a theoretical framework to orient the deductive-inductive approach used to generate and analyze documents, interviews, and focus group materials. Methods: This thesis used a retrospective qualitative multiple case study with three cases nested in the PDTSP-Teias network. The focus was on relevant questions concerning KT in health promotion in Brazil, such as i) what KT approaches did the PDTSP-Teias network adopt, ii) what KT actions and strategies did the three projects of the PDTSP-Teias network implement, and iii) how did participation in the PDTSP-Teias network facilitate KT between knowledge users and knowledge producers. The empirical data included document analysis (reports, books, and scientific papers), semi-structured interviews with knowledge producers (N=9), and one focus group with knowledge users (N=4 participants). The interview guide addressed three sets of questions: project development, KT product elaboration, and interaction between knowledge producers and knowledge users. Results: Regarding the first objective, we were able to distinguish different KT expertise, approaches, and practices of the research groups. From this initial analysis, examples of three different KT practices were identified as Predominantly, Moderately, and Hardly or Not at all. These examples were then analyzed using the eight dimensions proposed by the theoretical framework. The second objective found that six of the eight dimensions analyzed seemed to be better integrated in the projects: D1 Analysis of the Context and Users’ Needs, D2 Knowledge to be Translated, D3 Knowledge about the Knowledge Users, D4 KT Partners, D5 KT Strategies, and D6 Overall KT Approach. However, two dimensions were less well-integrated: D7 KT Evaluation and D8 Resources. The third objective allowed us to see that the lack of KT project evaluation, issues related to KT projects financial resources, lack of organizational and political support addressed to KT projects, and lack of conceptual KT tools to implement KT projects are barriers to KT in Brazil. Nevertheless, albeit with some limits, participation in the PDTSP-Teias network seems to have facilitated KT practices. These results provided a description and an in-depth analysis of the complexity of KT practices in areas of high social vulnerability and contributed to a better understanding of KT practices in Brazil. Conclusion: Considering how the cases were characterized, it can be concluded that KT practices can be quite different even in a similar context and research conditions. These contrasting KT practices may be due to the absence of a suitable conceptual KT tool. Such a tool can fill the gap in Brazil's KT approaches and strategies. Thus, the adaptation of the INSPQ KT plan can allow the evolution of the dialogue between knowledge producers and knowledge users in research projects, understand the context, and contribute to the validation and adoption of KT products. These changes would benefit the change in knowledge, attitudes, and behavior of the different groups involved. Lastly, this thesis offers a seminal adaptation of the INSPQ KT plan to the Brazilian context.
