Abstract:
Purpose Roadmapping has been used as an approach to support market, product and technology-integrated planning, resulting in a document commonly known as a roadmap. Despite the gains made in relation to the technique, recent studies indicate that most users leave or have difficulties in sustaining the process (i.e. maintaining the updated roadmaps). This paper aims to present a framework for continuous roadmap updating that incorporates principles from agile management fields. Design/methodology/approach The framework was developed through action research in a manufacturing firm in the construction industry. Findings The results demonstrate a positive impact on the degree of continuous information monitoring, roadmap credibility and use of the roadmap during innovation strategy decisions. Originality/value The key contribution of this framework is the demonstration of a new strategy for carrying out the maps in which information is internalized by the organization itself, using agile teams, without commissioned specialists and as part of the work standards.

In order to aid Singaporean small and medium sized companies identify and select emerging technologies for business benefit, the Operation and Technology Roadmapping (OTR) process has been introduced and applied to over seventy companies. To help these companies continue the adoption of roadmapping, an update process has been developed and applied to ten organizations. This paper introduces the operation and technology roadmap methodology for roadmap creation, and then explores the process used for updating roadmaps. The update process involves an initial review of the roadmap technologies, products and service and drivers to see how 'accurate' the past roadmaps forecasts were and to establish 'rules' for the update of the roadmap. Once the review has been carried out, a decision is then made as to whether create a new roadmap or to update the existing roadmap. If a new roadmap is to be created the existing OTR process is followed. If the roadmap is to be updated then more emphasis is placed on carrying forward the information already present on the roadmap, with the addition of some new ideas within the current roadmap framework.

AbstractThis article critically examines the Conservative government's approach to official languages, through a policy instrument framework. Special attention is paid to the third federal roadmap for official languages—the first having been unveiled by the Liberal government in 2003 and the second by the Conservative minority government in 2008—and how this roadmap conveys a new representation of official languages in relation to Canadian identity and citizenship. The focus on the linguistic integration of new immigrants in the 2013 language roadmap generates interest. The policy instrument framework also shows how language roadmaps represent the fourth generation of official language policies in Canada; the first three generations found their respective bases in the 1969 Official Languages Act, the Charter of Rights and Freedoms and the 1988 Official Languages Act. The article concludes that an analysis of language roadmaps elucidates transformations initiated by the Conservative governments in the area of official languages in Canada. It also promotes further exploration and analysis of language policies through the policy instrument framework.

Companies facing transformation in the automotive industry will need to adapt to new trends, technologies and functions, in order to remain competitive. The challenge is to anticipate such trends and to forecast their development over time. The aim of this paper is to develop a methodology that allows us to analyze the temporal development of technologies, taking automated driving as an example. The framework consists of a technological and a functional roadmap. The technology roadmap provides information on the temporal development of 59 technologies based on expert elicitation using a multi-stage Delphi survey and patent analyses. The functional roadmap is derived from a meta-analysis of studies including 209 predictions of the maturity of automated driving functions. The technological and functional roadmaps are merged into a consolidated roadmap, linking the temporal development of technologies and functions. Based on the publication analysis, SAE level 5 is predicted to be market-ready by 2030. Contrasted to the results from the Delphi survey in the technological roadmap, 2030 seems to be too optimistic, however, as some key technologies would not have reached market readiness by this time. As with all forecasts, the proposed framework is not able to accurately predict the future. However, the combination of different forecast approaches enables users to have a more holistic view of future developments than with single forecasting methods.

In recent years, technological advances have motivated industries, companies and even governments to look for an improved alignment between strategic objectives and technology management, preferably through the application of structured and flexible approaches that use techniques such as technology roadmapping. There are a lot of studies that have presented various models, processes and frameworks to develop technology roadmap and more studies have developed roadmaps based on these contributions. Most of these studies have mentioned that the roadmapping process must be customized in every case. Accordingly, having a model or a framework that represents the most prominent findings of these studies in one view is so helpful for customizing the process. But there is no research that accumulates previous studies and achieving this purpose. This paper presents the outcomes of a Meta-synthesis review of technology roadmapping literature that was published between 1997 and 2016 (73 papers) and develops a framework from important roadmapping components which affected the roadmapping process and roadmaps. Finally, the components of the proposed framework have been evaluated by survey benefiting from experts’ opinion and Shannon’s entropy technique.

The construction industry has been associated with inefficiencies. In contrast, Off-Site Construction (OSC) is a modern method of construction that has demonstrated significant improvements over conventional on-site methods. Despite that, OSC represents a tiny portion of the construction industry with a limited rate of diffusion and acceptance. One reason for that is associated with the lack or immaturity of OSC-related research and innovation benchmarking. This benchmarking helps in expanding OSC implementation as a component in driving and directing OSC research as well as roadmapping and measuring the innovation advancements. Hence, this study was intended to contribute to the OSC benchmarking by mapping innovation that paves the road towards building a strategic research and innovation roadmap in OSC. Among different innovation types, this study is limited to two types: technology-oriented and OSC method-oriented innovation. Unlike the traditional roadmaps in the literature, the envisioned roadmap design for OSC innovation in this study is based on maturity modelling. This design includes four components: framework, maturity scales, benchmarks, and targets. However, the focus of the current stage is on the developing the mapping components (framework and maturity scales). Consequently, two sets of frameworks and maturity models were developed to realize the two identified innovation types in OSC. The applicability of these frameworks and scales was demonstrated through hypothetical examples and a case study that is limited to technology-oriented research in the Canadian context. Accordingly, the subsequent case study scope embraces the last three research community meetings (2015-2019) relevant to our study in the indicated context. Based on this case study, the framework was found easy to understand, simple to implement, scalable, applicable across different contexts, and facilitates capturing benchmarks and targets. This confirms promising benefits of the developed frameworks and their effectiveness in roadmapping OSC innovation.

Purpose From one year to another, more researchers join in the ever-growing field of interest of non-governmental organizations (NGOs). Nevertheless, the literature on NGOs management is not as rich as what has been developed for private companies and bodies in the business world. The purpose of this paper is to propose a framework for managing NGOs effectively. Design/methodology/approach Reviewing the literature on NGOs management from different areas, the paper proposes a conceptual framework. Findings The paper provides a conceptual framework on how different management functions are involved in a mutual framework for managing NGOs. Research limitations/implications The author needs to empirically test the suggested framework using qualitative and qualitative techniques. Originality/value The author’s perspective on NGOs management is a subject of great interest for different NGOs stakeholders including: donors, communities, volunteers, managers and policy-makers.

Testing in Agile development frameworks has engaged the concentration of software developers throughout the world. The research regarding this testing is however limited. This paper comprises a literature survey study, which intends to categorize and examine the current existing testing frameworks in agile methodology. The comparative study is done with the Test Driven Development (TDD) and Agile Model Driven Development (AMDD) techniques. The results show the benefits and drawbacks of the current existing testing frameworks in agile methodology in general. However many techniques still make every effort to get the general solutions. Basing on our results general ideas are suggested regarding the testing frameworks in agile methodology.

The use of Information Communication Technologies (ICTs) can support sustainable development within societies. ICTs have been supported by governments, private companies, non-governmental organisations, academic institutions and individuals. However, technological changes have made most ICT initiatives haphazard due to poor planning. There is no systematic plan on how to deploy services, infrastructure and devices especially in rural areas. For instance, in some cases, computers have been donated to communities in rural areas yet they are not being used, and ICT services have been deployed without the supporting ICT infrastructure. One of the solutions to addressing these ICT challenges is through the use of roadmaps to guide ICT solution implementation. This thesis proposes an ICT roadmap methodological framework to improve ICT roadmap development for rural ICT solutions. A composite methodological approach was employed in this research. This involves the use of qualitative research techniques such as participant observation, design exercises, workshops, focus groups and individual interviews supported by ethnographic studies. The Siyakhula Living Lab in the Eastern Cape Province of South Africa was used as the case study. Studies were conducted to identify the current state of ICTs in rural areas, the future of ICTs and overview of roadmap developments. Rural users in South Africa, ICT experts in Europe and Africa, government officials and academic institutions were engaged to understand the current ICT planning, developments and needs. The author found that there are variations in individual ICT services required by rural users but, most ICT services in need fall mainly in the areas of health, education, entrepreneurship, agriculture and employment creation for rural people. These services require ICT devices and infrastructure which include computer peripherals, mobile phones, radios, televisions and wireless infrastructure, mobile infrastructure, satellites and broadcasting infrastructure respectively. It was found that the common future ICT projections expected in rural areas include: growth of mobile usage, social networking, increase internet services and localization of services. The roadmap framework is built based on the current state of ICTs, trends in ICTs, future technological projections and the plans currently been initiated in African continent. The ICT roadmap methodological focuses on how roadmaps could accommodate infrastructure, services and ICT devices to reach rural people. This should help rural users to be able to access public services within their respective communities using available ICT devices. ICT stakeholders could use the designed framework to improve the ICT roadmap development process for rural ICT users in Africa.

Lean Six Sigma is an approach focused on improving quality, reducing variation and eliminating waste in an organization. The concept of combining the principles and tools of Lean Enterprise and Six Sigma has occurred in the literature over the last several years. The majority of Lean Six Sigma applications have been in private industry, focusing mostly on manufacturing applications. The literature has not provided a framework for implementing Lean Six Sigma programs applied to local government. This research provides a framework roadmap for implementing Lean Six Sigma in local government. The Service Improvement for Transaction-based Entities Lean Six Sigma Framework Roadmap (SITE MAP) identifies the activities, principles, tools, and important component factors to implement Lean Six Sigma. The framework provides a synergistic approach to integrating the concepts and tools of Lean Enterprise and Six Sigma using the DMAIC (Define-Measure-Analyze-Improve-Control) problem solving approach. A case study was used to validate the framework. Lean Six Sigma was successfully applied in a 7,000-citizen municipality to reduce the cycle time of the financial administrative processes in the Finance Department of the city government.

Personal robotics applications require autonomous mobile robot navigation methods that are safe, robust, and inexpensive. Two requirements for autonomous use of robots for such applications are an automatic motion planner to select paths and a robust way of ensuring that the robot can follow the selected path given the unavoidable odometer and control errors that must be dealt with for any inexpensive robot. Additional difficulties are faced when there is more than one robot involved. In this dissertation, we describe a new roadmapbased method for mobile robot navigation. It is suitable for partially known indoor environments and requires only inexpensive range sensors. The navigator selects paths from the roadmap and designates localization points on those paths. In particular, the navigator selects feasible paths that are sensitive to the needs of the application (e.g., no sharp turns) and of the localization algorithm (e.g., within sensing range of two features). We present a new sectorbased localizer that is robust in the presence of sensor limitations and unknown obstacles while still maintaining computational efficiency. We extend our approach to teams of robots focusing on quickly sensing ranges from all robots while avoiding sensor crosstalk, and reducing the pose uncertainties of all robots while using a minimal number of sensing rounds. We present experimental results for mobile robots and describe a webbased route planner for the Texas A&M campus that utilizes our navigator.

Insider trading is one of the practices that (directly or indirectly) lead to a host of problems for example inaccurate stock market prices, high inflation, reduced public investor confidence, misrepresentation and non disclosure of material facts relating to securities and financial instruments. Again it reduces efficiency in the affected companies and eventually leads to economic underperformance. The researcher observed that the South African insider trading regulatory framework has some gaps and flaws which need to be adequately addressed to ensure efficient and stable financial markets. Therefore, the aim of this research is to provide a clear roadmap for an effective, efficient, adequate and internationally competitive insider trading regulatory framework in South Africa. In order to achieve the above stated aim, the historical development of the regulation insider trading is critically analyzed. The effectiveness and adequacy of the Insider Trading Act, 135 of 1998 is also discussed. Furthermore, the prohibition of insider trading under Securities Services Act, 36 of 2004 is explored and analyzed to investigate its adequacy. The role of the Financial Services Board, the Courts and the Directorate for Market Abuse is also scrutinized extensively. Moreover, a comparative analysis is undertaken of the regulation of insider trading in other jurisdictions of United States of America, Canada and Australia. This is done to investigate any lessons that can be learnt or adopted from these jurisdictions. The researcher strongly contends that having the best insider trading laws on paper alone will not cure the insider trading problem. What is required are adequate laws that are enforced effectively in South African courts. Therefore an adequate insider trading regulatory framework must be put in place to improve the efficiency of South African financial markets, to maintain a stable economy, combat misrepresentation and non disclosure of material facts in transactions relating to securities. The researcher has attempted to state the law as at 31 August 2007.

Development and implementation of a 21st century Marine Corps information technology (IT) roadmap may comprise a "tipping point" for future warfighting effectiveness. This thesis begins the basis for a framework for an information technology strategic roadmap for the United States Marine Corps. This thesis depicts how current acquisition programs align to current IT strategies. A premise, based on the theoretical foundation of general systems theory is that the alignment of multiple IT strategic plans, roadmaps and strategies positively affects system effectiveness. IT strategies are identified and compiled from Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) overarching strategic documents. Major acquisition programs for the DoD, DoN, and USMC are selected and summarized. These selected current acquisition programs are related to the identified IT strategies from the DoD, DoN, and USMC overarching strategic documents in terms of their interrelationships or alignment. Based on the research, this thesis provides recommendations to current acquisition programs to better align with the current direction of the DoD, DoN, and USMC IT strategy, and future research opportunities.

The United States relies on its vast network of roadways to transport people, goods, and services across the nation. These roads need to be maintained to an acceptable level in order to effectively provide a safe, reliable, and efficient road. The use of infrastructure management systems (IMS) has aided in keeping an inventory of existing roads, identifying assets in need of repair, and assisting in allocating funds for maintenance, repair, and rehabilitation.

The current practice in the United States has shown a lack of consistency in the way assets are rated in each state. Individual states have employed their own methodology for rating each asset type. This makes comparison of assets between states difficult. Several methods in use have provided a way to effectively rate an asset, but no method exists that can be used to compare ratings in different states.

To successfully maintain the network of roads across the United States, a method to assess assets between states is necessary. Consistency between states in their data collection, rating calculation, and rating reporting are all necessary to identify poor sections of roadway. Another useful reporting item will be a condition rating of all the assets contained within a corridor. A corridor is a series of travel routes which move people between two major points of interest.

By analyzing corridor level condition ratings, it will be possible to examine the overall condition of all the corridor sections across the nation and identify sections that need assistance in raising their condition.

The objective of this thesis was to develop a framework for rating assets at the corridor level. The framework was developed to be applied to any asset contained within a roadway and allow the combination of individual asset ratings into a single corridor rating. The final methodology not only reports the overall corridor condition, but the functional and structural health of each individual asset, the rating of all of an asset type within a corridor, and performance indicators for individual items on a single asset.

The methodology was tested using data provided by the Virginia Department of Transportation (VDOT) to test if the methodology would produce ratings similar to those in use. For the application methods were developed for two major roadway assets; pavements and bridges.

The product of this thesis is a general framework which can be applied to roadway corridors to assess the overall condition of all the assets contained within the corridorâ s boundaries. It can be used in conjunction with an IMS to help improve and maintain the overall condition of the roads, which are critical to the United States. Without unification of condition rating methods into a single method it will never be possible to compare assets from every state in the nation.

Abstract Age is a critical issue for labour market policy. Both younger and older workers experience significant challenges at work. Despite the introduction of age discrimination laws, ageism remains prevalent. This book offers a roadmap for the future development of age discrimination law in common law countries, to better address workplace ageism. Drawing on theoretical, doctrinal, and empirical legal scholarship, and comparative perspectives from the United Kingdom, Australia, and Canada, the book provides a grounded critique of existing age discrimination laws and their enforcement, and puts forward concrete suggestions for legal reform and change. It examines the challenges and limitations of existing legal frameworks and the individual enforcement model for addressing age discrimination in employment, mapping the stages of claiming, negotiation, or alternative dispute resolution, and hearing and judgment, using mixed method case studies of the enforcement of age discrimination law in the United Kingdom and Australia. The book puts forward a fourfold model of reform to strengthen age discrimination law, to improve the individual enforcement model, strengthen positive equality duties, bolster the roles of statutory equality agencies, and enhance collective enforcement. AbstractTumor Treating Fields (TTFields) are electric fields known to exert an anti-mitotic effect on cancerous tumors. TTFields have been approved for the treatment of glioblastoma and malignant pleural mesothelioma. Recent studies have shown a correlation between TTFields doses delivered to the tumor bed and patient survival. These findings suggest that patient outcome could be significantly improved with rigorous treatment planning, in which numerical simulations are used to plan treatment in order to optimize delivery of TTFields to the tumor bed.Performing such adaptive planning in a practical and meaningful manner requires a rigorous and scientifically proven framework defining TTFields dose and showing how dose distribution influences disease progression in different malignancies (TTFields dosimetry). At EMBC 2019, several talks discussing key components related to TTFields dosimetry and treatment planning were presented. Here we provide a short overview of this work and discuss how it sets the foundations for the emerging field of TTFields dosimetry and treatment planning.

It measures Sudanʼs legal electoral framework against a common international understanding of the principles, norms and obligations that define credible and democratic elections. The objective of this analysis is not to criticize or pass judgement on the countryʼs existing electoral processes; instead, it offers an unbiased assessment of how Sudanʼs existing electoral laws and country context create an enabling or disabling environment for free and fair elections. It provides comprehensive and constructive recommendations to strengthen existing legislation and improve fairness, uniformity, reliability, consistency and professionalism in Sudanʼs future elections. This Report also assesses the status of core democratic principles and freedoms that provide the foundation for credible elections and highlights any restrictions on these fundamental rights and liberties that could interfere with the countryʼs upcoming elections or delay its political transition. It calls upon the transitional government to protect citizensʼ rights and liberties and prevent abuses that may influence public trust, fairness, and openness of electoral and other transitional processes. Thirty-two participants from across the US, along with guests from Canada and France, met to develop a framework for standardization and intercalibration (S&I) of ocean nucleic acid ‘omics (na’omics) approaches (i.e., amplicon sequencing, metagenomics and metatranscriptomics). During the three-day workshop, participants discussed numerous topics, including: a) sample biomass collection and nucleic acid preservation for downstream analysis, b) extraction protocols for nucleic acids, c) addition of standard reference material to nucleic acid isolation protocols, d) isolation methods unique to RNA, e) sequence library construction, and f ) integration of bioinformatic considerations. Adaptive Social Protection (ASP) as discussed in this report is an approach to enhance the well-being of communities at risk. As an integrated approach, ASP builds on the interface of Disaster Risk Management (DRM), Climate Change Adaptation (CCA) and Social Protection (SP) to address interconnected risks by building resilience, thereby overcoming the shortcomings of traditionally sectoral approaches. The design of meaningful ASP measures needs to be informed by specific information on risk, risk drivers and impacts on communities at risk. In contrast, a limited understanding of risk and its drivers can potentially lead to maladaptation practices. Therefore, multidimensional risk assessments are vital for the successful implementation of ASP. Although many sectoral tools to assess risks exist, available integrated risk assessment methods across sectors are still inadequate in the context of ASP, presenting an important research and implementation gap. ASP is now gaining international momentum, making the timely development of a comprehensive risk analytics tool even more important, including in Indonesia, where nationwide implementation of ASP is currently under way. OBJECTIVE: To address this gap, this study explores the feasibility of a climate and disaster risk analytics tool for ASP (CADRAT-ASP), combining sectoral risk assessment in the context of ASP with a more comprehensive risk analytics approach. Risk analytics improve the understanding of risks by locating and quantifying the potential impacts of disasters. For example, the Economics of Climate Adaptation (ECA) framework quantifies probable current and expected future impacts of extreme events and determines the monetary cost and benefits of specific risk management and adaptation measures. Using the ECA framework, this report examines the viability and practicality of applying a quantitative risk analytics approach for non-financial and non-tangible assets that were identified as central to ASP. This quantitative approach helps to identify cost-effective interventions to support risk-informed decision making for ASP. Therefore, we used Nusa Tenggara, Indonesia, as a case study, to identify potential entry points and examples for the further development and application of such an approach. METHODS & RESULTS: The report presents an analysis of central risks and related impacts on communities in the context of ASP. In addition, central social protection dimensions (SPD) necessary for the successful implementation of ASP and respective data needs from a theoretical perspective are identified. The application of the quantitative ECA framework is tested for tropical storms in the context of ASP, providing an operational perspective on technical feasibility. Finally, recommendations on further research for the potential application of a suitable ASP risk analytics tool in Indonesia are proposed. Results show that the ECA framework and its quantitative modelling platform CLIMADA successfully quantified the impact of tropical storms on four SPDs. These SPDs (income, access to health, access to education and mobility) were selected based on the results from the Hazard, Exposure and Vulnerability Assessment (HEVA) conducted to support the development of an ASP roadmap for the Republic of Indonesia (UNU-EHS 2022, forthcoming). The SPDs were modelled using remote sensing, gridded data and available global indices. The results illustrate the value of the outcome to inform decision making and a better allocation of resources to deliver ASP to the case study area. RECOMMENDATIONS: This report highlights strong potential for the application of the ECA framework in the ASP context. The impact of extreme weather events on four social protection dimensions, ranging from access to health care and income to education and mobility, were successfully quantified. In addition, further developments of CADRAT-ASP can be envisaged to improve modelling results and uptake of this tool in ASP implementation. Recommendations are provided for four central themes: mainstreaming the CADRAT approach into ASP, data and information needs for the application of CADRAT-ASP, methodological advancements of the ECA framework to support ASP and use of CADRAT-ASP for improved resilience-building. Specific recommendations are given, including the integration of additional hazards, such as flood, drought or heatwaves, for a more comprehensive outlook on potential risks. This would provide a broader overview and allow for multi-hazard risk planning. In addition, high-resolution local data and stakeholder involvement can increase both ownership and the relevance of SPDs. Further recommendations include the development of a database and the inclusion of climate and socioeconomic scenarios in analyses.

Abstract:
Large development intervention programmes termed ‘marine economy’ or ‘blue economy’ are in their early stages and do not yet have results on effectiveness. Reports on the effectiveness of activities which could be considered under the blue economy umbrella were identified although more general reports of success than specific evidence. The World Bank programme, Problue, is a multi-donor trust fund aiming to achieve sustainable economic development in healthy oceans. The latest annual review of the programme lists achievements in terms of number of activities, proposals accepted, and beneficiaries. Effectiveness outcomes were not yet available. Progress has been made in developing frameworks and tools to assist governments to develop roadmaps. The Organisation for Economic Co-operation and Development (OECD) is undertaking a large number of activities in support of sustainable ocean economies which are also in early stages.
