Full textThis strategic plan has been prepared for the Province of Rioja with the purpose exploit and take advantage its full potential to achieve economic, environmental and social development. It is expected that, by the year 2030 the Province of Rioja will have a diverse economy, and will be recognized as one of the main tourist centers of the country and the world, putting in value the Forest of Protection of Alto Mayo. Likewise, it is also expected to provide job opportunities in the agro-industry and tourism sectors, promoting research and capacity building to improve the quality of life of its population. To achieve the vision of the Province of Rioja, seven long-term objectives have been proposed to 2030: (a) the tourist influx will be 350,000 people, (b) 1’000,000 kg of chocolate will be exported with more than 45% of cocoa per year (c) coffee production will be 50,000 tons per year, (d) the districts of the Province of Rioja will be interconnected with the communities and hamlets with a total of 221.1 km of asphalted roads, (e) the coverage of basic housing services will be 70%, (f) the practice of research and innovation will be implemented in 90% of educational institutions at all levels, and (g) seventy percent of the economically active population will have a formal and decent job. In that sense, the objectives will be achieved through the implementation of 16 strategies. These include, first, the penetration and market development of chocolate and coffee, which will be exported to Europe and North America. To this end, to extend of the Juan Simons Vela airport is proposed. There is also the diversification of tourist circuits, enhancement of the Alto Mayo Protected Forest, which houses varied flora and fauna. To facilitate the processes of economic diversification, roads will be paved. Finally, the measurement of the progress of the long-term objectives will be made through the fulfillment of the short-term objectives and the proposed Balanced Scorecard

Full textThe strategic plan for the province of San Martín contemplates the analysis of the current situation of the province, the global and national external context, the internal context that shows the economic, political and social situation of the province. Likewise, its objective is to establish the strategies that allow a sustainable growth in the province for the benefit of its population. For this reason, the decision and the choice of the mechanisms and strategies are conditioned by the evaluation of the external factors that allow to seize the opportunities and to diminish the detected threats. In addition, the growth and sustainable development of the province will be achieved through the boost given to the tourism sector with the support of the public and private sectors, aligned with the mission and vision established in this plan. On the other hand, it is considered that the province of San Martín has good levels of competitiveness in relation to those of other provinces in its region, which can be used to boost tourism and place it as the main axis of the province's income. Therefore, the present project is necessary, and to develop it was used the strategic planning model presented by Professor Fernando D’Alessio, through which the analysis of the current situation and the external and internal evaluation of the province of San Martín, oriented to the vision projected to the year 2030, involving seven Long-term Objectives (LTOs), 9 proposed strategies and 29 Short-term Objectives (STOs), as well as 46 action policies that allow the province to reach the vision. Finally, the province of San Martín has the potential to become one of the leaders of the Amazon region in the tourism sector at an international level, thereby benefiting its population in infrastructure, basic services and transportation. In addition, it increases the Human Development Index (HDI), and reduces the poverty rate, all within a framework of high social, economic and environmental development

Full textThis paper presents the strategic planning for the province of Moyobamba, developed for the period up to 2035, based on the Sequential Model of Strategic Process (D'Alessio, 2015). The province of Moyobamba is one of ten provinces that constitute the region of San Martin. Its population is mainly devoted to agricultural activities, with coffee being the most cultivated product. Moyobamba’s high poverty rates and low education levels, in addition to the presence of widespread corruption, have prevented this province from developing properly. In order to generate sustainable economic development, along with equality and access to quality services, this strategic planning sets out the following goals towards 2035: (a) Increase the number of people who will be engaged in industrial activities; (b) increase the domestic and international number of tourists; (c) increase access to basic services; (d) increase the Human Development Index; and (e) improve road infrastructure. The achievement of these goals will allow attaining the vision of becoming a benchmark in tourism, in agro-industrial production and quality of life in the Alto Mayo area. In order to reach the suggested goals, the proposal is to foster the development of the province’s tourism potential, given that its natural attractions in the Tarapoto – Kuelap route, makes it an excellent candidate to integrate an important tourism hub in Peru’s northern jungle region. Moreover, there exists a great potential from coffee, and from sacha inchi, despite the latter not having a strong presence in the province, it represents a great opportunity for agro-industrial development. Based on these two products, the aim is to build an added-value production industry that will allow supplying both the domestic and international markets. The above-mentioned strategies should allow a fourfold growth in the province’s GDP by 2035; and therefore, generating greater well-being for its inhabitants

Full textThe province of Picota is located within the center of San Martin region, with an area of 2,171.41 km2. Picota was founded on November 29, 1984. It has a population of 44,533 people, 73% of which are living in urban areas. Poverty is a common problem within the ten districts that conform Picota, where basic services for human development are deficient, such as: educational, health, transportation infrastructure and other basic services (water, drainage, energy), and roads. Therefore, it is necessary to implement a strategic plan for sustainable development in the province. The strategic plan aims to identify and capture the vision of the province of Picota for the period 2018-2030, which is based on sustainable development focused on: production, tourism, quality of life, level of education and reduction of unemployment rates mainly in young people, through planning, innovation and technology. PESTE and AMOHFIT analysis have been developed, which has allowed to identify threats and opportunities, and strengths and weaknesses, respectively, from which the longterm objectives have been established. The methodology has been based on the proposal of the strategic process of doctor D'Alessio (2015). As a result of the process, we look forward to positioning the province of Picota as one of the most important of the region in 2030, supported by sustainable development, while intensively developing its productive clusters such as coffee, livestock, cocoa with the support of innovation and technology, and putting the province natural wealth as a touristic hub of the region

Full textThe aim of the strategic plan for the Huallaga Province is to determine the strategies that will enable it to be recognized as a development referent of a sustainable economy that is highly related to biodiversity, in order to become in the long run a socially and economically competitive province, where the people have all the basic services, including running water, sewage, good communications, health care and quality education. In order to achieve these objectives, tourism and agro-industrial activities have been reassessed so as to be used as a springboard and contribute to the overcoming of the deficiencies in infrastructure that today constitute one of the main shortcomings for the growth of the area. To carry out this study, the strategic planning model designed by professor Fernando D’Alessio Ipinza was used. After doing the external and internal evaluation and according to the province’s vision projected to the year 2035, ten Long-Term Objectives (LTO) were set up. Then, after analyzing the Strengths, Weaknesses, Opportunities and Threats (SWOT matrix), 18 strategies were generated, which were shortlisted to 7 after the application of the various matrixes proposed by the methodology used. Likewise, in order to achieve the LTOs 46 Short-Term Objectives (STO) were established, as well as 11 policies that correspond to each of the strategies retained. Finally, despite the province’s current situation, it was concluded that there is a great potential for development, since, besides having a significant biological diversity, the Gran Saposoa archeological site constitutes the main comparative advantage and will become the main competitive advantage and the major ingredient in the development of archeological and cultural tourism that will complement the ecological tourism boosting a new tourism cluster in the north of the country by spreading the national offer to different geographical and cultural zones

Full textThe present study aims to develop a strategic plan for the province of Lamas with a vision board for 2030, which presents the strategies and objectives needed to increase its level of competitiveness, giving value to the human resource, and taking the education, health and main economic activities reformulation as pillars of development for increase the ability to generate benefits through taking action on the entire productive chain. The implementation of the proposed strategies looking for the development of the province in order to become a reference in production, manufacturing and export of fine aroma cocoa and community rural tourism. These strategies were formulated considering the competencies and responsibilities of the provincial government. The results show that despite the external and internal environment adversity, the province of Lamas has sufficient potential to be one of the most competitive provinces of Peru, through the change from the comparative advantages to competitive advantages
