Abstract:
Introduction. As a social group with its specific features and motivation, students have been long characterized by their active involvement in social and political unrest. However, the behavioral analysis of students in different historical situations has become an independent research topic as late as in the 1960s. Numerous nuances of student activity remain for that reason unexplored. That is true of the process of student politicization and nationalization in the multi-ethnic Austrian empire during the tumultuous year of 1848. In literature, this issue is either pushed aside or based on an image of a radical “Austrian” student helping proletarians to fight against the regime on barricades. The latter is not relevant in view of the diversity of student sentiments and ideas that were present in the vast Habsburg hereditary lands. Methods and materials. This article analyzes students’ sympathies and actual participation in the rebellious events of 1848 considering the cases of two universities – that of the capital city of Vienna and the university of provincial Innsbruck. The study is based on students’ memoires, pamphlets, letters and newspapers of that time, as well as official documents and appeals by the government. Analysis. The analysis shows that Viennese students had an effective voice in revolutionary events, but their demands were of relatively moderate liberal character, while they largely remained loyal to the emperor. The revolutionary activity of provincial students was much more modest and peaceful than in Vienna. In case of Innsbruck, in particular, an image of a patriotic student fighting with arms for his emperor and fatherland replaced the image of a student fighting for political freedoms. Results. The participation of students in the revolutionary events of 1848 resulted in politicization of the “Austrian” student body and its consolidation as an independent social group.

Abstract:
Abstract Desertion, or the unauthorized exit from an armed group, has major implications for counterinsurgency, war termination, and recruitment dynamics. While existing research stresses the importance of individual motivations for desertion, organizational decline, in the form of military and financial adversity, can also condition desertion. Organizational decline undermines a group's instruments to channel individual preferences into collective action. These instruments include selective incentives, ideological appeal, and coercion. When the binding power of these instruments diminishes, individual desires start to dominate behavior, making desertion more likely. The Revolutionary Armed Forces of Colombia (FARC) insurgency is used to examine this argument with a multimethod approach. First, a quantitative analysis employs unique data on more than 19,000 reported FARC deserters from 2002 to 2017, provided by the Colombian Ministry of Defense. Guarding against threats to causal inference, statistical analysis indicates that organizational decline drives desertion. Second, a qualitative analysis uses a large body of detailed reports on interviews with deserters conducted by Colombian military personnel. The reports demonstrate that organizational decline weakens selective incentives, group ideology, and a credible coercive regime, and fosters desertion through these mechanisms. These findings provide key insights for policymakers, given that desertion can both contribute to ending conflict and accelerate the recruitment of new combatants.

Abstract:
The article explores the implications the rise of the ‘Islamic State’ (IS) had on the international order and the salafi-jihadi movement. The main argument is that at the height of its activity (2014–2016) IS was a de facto revolutionary state. In this capacity, IS challenged the international order because contrary to revolutionary states in the past it negated the foundations of the Westphalian system. At the same time, the rise of IS had a tremendous impact on the jihadi (sub)system, as it initiated a period of fragmentation and alliance-building. The competition between IS and al-Qaeda for the hegemony of the movement did not revolve around direct fighting as much as efforts to outbid the rival group. One of the main conduits of this competition was the ‘war of bay’as (pledges of allegiance)’, which consisted of competitive oaths of allegiance from local jihadi forces to one of the two groups. In local contexts, the ‘war of bay’as’ increased tensions and factionalism within jihadi groups, as splinter groups decided to side with the new revolutionary foco. The fragmentation of local jihadi groups unfolded along pre-existing cleavages, grievances and resource-related motivations, increasing the levels of violence and complexity in these local conflicts.

During the Spring of Nations in the lands of the Crown of St. Stefan (1848-1849) traditional ties of friendship, with the possibility of a military confrontation occurring with one, two invaders attracted a large crowd of Polish volunteers for the formation of the Hungarian honveds. About 4,000 Poles were fighting directly in the ranks of the revolutionary army, and enrolled to the national legions under the command of Generals Joseph Wysocki alongside the Transylvanian Army Fieldmarshal Joseph Bem. Among them, about 20 individuals who will be later on commanders of the guerrilla armed troops of the January Uprising (1863-1864). For this reason, it is worth recalling the experience that the military group acquired during the battles for the Hungarian Plain, Slovakia, Bukovina, Moldavia, Banat, Backa and Transylvania.

AbstractPrince Charles Antoine de Ligne, son of Prince Charles Joseph de Ligne, died fighting French revolutionary forces at Croix-au-Bois in the Argonne region on 14 September 1792. He left behind a last will and testament (a copy is held in the Kriegsarchiv in Vienna) that evoked the memory of his small circle of aristocratic Viennese friends called “les Indissolubles.” Each member received a personal legacy, and Charles directed that a “temple of friendship” be established in his rooms at Beloeil featuring portraits of group members and a bust of himself. This poignant document, in combination with Charles's correspondence with close friend and group member Prince Joseph Poniatowski (preserved in the Polish Academy library in Cracow), confirms in striking manner the group's affinity for two popular European trends: Anglophilia and sensibility. Although Charles's will was not published at the time of his death he could assume that, as with any final testament, his statements would become known to, and honored by, a limited “public” of their own.

Introduction. Peculiarities of the ‘Cultural Revolution’ in China’s national regions remain a poorly studied issue in modern Oriental studies. In this regard, Hulunbuir league of the Inner Mongolia Autonomous Region had been a strategically important and geopolitically significant region of the country. This territory bordered on the Mongolian People’s Republic and the USSR, therefore the central government of China considered its population potentially dangerous and marginal. The People’s Revolutionary Party of Inner Mongolia had two party factions in Hulunbuir league: the ‘unification’ faction, and the ‘justice’ one. The Maoists viewed the ‘Mongol Unification’ faction of the People’s Revolutionary Party of Inner Mongolia as a particularly dangerous, separatist trend. Goals. The paper aims to examine the political events and facts that took place in Hulunbuir league in 1965–1968. Objectives. Chronologically, the first objective is to examine the ideological and political campaigns —struggle against the ‘Four Olds’, and the ‘Four Purges’ — as a prehistory to the ‘Cultural Revolution’. The second objective is to analyze the cardinal changes that took place in the leadership of the party committee and local authorities in 1966–1968. The third problem studied deals with repressive activities of the Red Guards and Zaofan in Hulunbuir league, their division into two fighting camps. The fourth objective is to examine the creation of the aimag revolutionary committee and its activities in 1968. Materials. The work analyzes three collections of official documents published in the PRC. The information thereof is supplemented with materials from works by Russian and foreign authors. The article provides a comparative analysis of events and facts, translates some terms from Mongolian and Chinese. Results. The introducing part the paper examines a prehistory of the ‘Cultural Revolution’, the ideological and political campaigns. Its main part studies the events of the ‘Cultural Revolution’ in the region. In July of 1966, a special working group arrived in Hailar on behalf of the CPC Northern Bureau. Members of this group were cadre Party workers from Hubei and Shanxi provinces. In September of 1966, Party Committee Secretary of Hulunbuir league Qi Junshan and Deputy Secretary Zhargal were dismissed from their posts. Red Guards appeared in Hulunbuir in August of 1966 and began organizing ‘struggle meetings’. They actively recruited local Mongolian youth. In 1967, the Red Guards in Hulunbuir split into two opposing factions. They were confronting each other and for a while forgot about ‘class enemies’. Activities of the Red Guards were out of control of the regional authorities, and the situation needed stabilization. In March of 1967, the State Council and the Central Military Commission of the People’s Republic of China decided to create a military council in Hulunbuir league, also referred to as ‘the first line to contain the Revolution and stimulate production’. On December 20, 1967, a revolutionary committee was formed in Hailar. In March of 1968, Shangmin, a loyal follower of Mao Zedong, became the leader of the revolutionary committee. Making false accusations, he intensified repressions against members of the ‘Mongol Unification’ faction. Conclusions. Political events in Hulunbuir league in 1965–1968 were directly related to the situation in the whole autonomous region and country. Repressions against members of the ‘Mongol Unification’ faction were a distinctive feature of the repressive policy in the region. Still, the appointments of cadre Party workers from central provinces are a poorly understood issue. So, the ‘Cultural Revolution’ in this territory of Inner Mongolia obviously has local features that require further scientific research.

Abstract:
Majority of the news that are reported on the violation of human rights in contemporary Indian media points towards the insolent and dissolute mind-set of a group of people conquered by caste hierarchy. The victims of this degenerated mentality happen to be the marginalised and oppressed masses in society who have been silent sufferers for centuries. In such a struggle, Dalit women cannot refrain themselves from the revolutionary struggles to attain equality and freedom. Being a social activist, I put forward my thesis in my attempt to join hands with Dalit women in India, who are victims of oppression from within and outside their community. They are prone to physical assaults, verbal assaults, sexual harassment and exploitation, rape, forced prostitution and domestic violence in addition to poverty and hunger. With fiery determination, Dalit women have been fighting with their pen, expressing their brutal experiences and their stiff resistance against the obnoxious caste hierarchy. Poetry being the most striking form of expression brings forth their utmost discontent with the caste system and proclaims their vehement dissent. This thesis is an attempt to analyse the poetry of Dalit women and the propositions of the dialectics of pathos and protest. The study also problematizes Dalit women’s poetry, which as a form of activism and resistance can in fact, bring a change in the lives of the ordinary Dalit women in India.

It is fitting that a story about charitable donations and their provenance should begin with a gesture of gift giving. In 1849 a group of Habsburg subjects came together with the intention of raising money to purchase a gift for Josip Jelačić, general of the Habsburg army and Ban (Governor) of Civil Croatia. Jelačić was identified as one of the notional “saviors” of the Habsburg Empire, whose actions in the field had helped quell the revolutionary and military perils of the previous months. The proposed gift was a suitable symbol of imperial honor and military prowess: a ceremonial sabre designed especially for the Ban. Jelačić was apparently moved by the gesture but had a more practical idea: better to use the money raised for his gift to help those less fortunate (and less celebrated) than himself, it should be put toward a fund to support soldiers who had served in his units and militias and who had been injured in fighting—and also to the families of those that had been killed. To this end, a committee was already operating, based in Vienna, but collecting funds through the Ban's Council (Bansko Vijeće) in Zagreb. This would become a mobilization of Habsburg society whose impetus rested on precisely the same values of dynastic loyalty and respect for the Habsburg military as the ceremonial sabre, except that many more people would have a chance to show their devotion and support to the “heroes” of 1848–49.

Исследуется прозаическое творчество Ф. И. Чудакова (1888–1918), чьи произведения по идеологическим причинам не переиздавались в течение ста лет и только недавно, после выхода в свет двухтомного собрания, стали доступны широкому кругу читателей. Актуальность работы обусловлена малой изученностью творчества писателя, а также возрастающим вниманием к личности и художественному наследию этого автора. Участник революционного движения, Ф. И. Чудаков прошел через аресты, тюрьмы, ссылку, побег. На примере автобиографического рассказа «Редакционное собрание» (1911) в статье рассматривается система персонажей, в которой выделяются идейные оппозиции: «политики» — власть; эсеры — эсдеки. Они не только отражают реальное положение дел в предреволюционную эпоху, но и воплощают авторскую концепцию личности. Место героя в системе образов и его оценка зависят от принадлежности к той или иной социально-политической группе. Однако проведенный анализ произведения доказывает, что расстановка персонажей прежде всего обусловливается важными для Чудакова критериями оценки личности. Сплоченные общим делом — изданием рукописной тюремной газеты, эсеры представлены как политически активная группа, способная вести борьбу за свои идеалы даже в условиях несвободы. Многие из них имеют свои особенности — прозвища, портретные штрихи, индивидуальную речевую манеру. Эсдеки же обрисованы предельно обобщенно, безлико, как обособленная от других группа, ведущая себя эгоистично, незаинтересованно по отношению к общему делу и даже беспринципно. Тюремщики и вовсе не имеют человеческого облика, что обусловлено их моральным вырождением. Своеобразным критерием оценки нравственности персонажей становится их отношение к изданию и сохранению листков рукописной тюремной газеты. Особую роль в демонстрации авторского отношения к персонажам играет прием обманутого ожидания. The article analyzes prose fiction written by F. I. Chudakov (1888–1918), a Russian writer whose works have been recently rescued from their century-long oblivion to which they were consigned for ideological reasons. F. I. Chudakov’s works that have been recently published in two volumes and are now accessible to a wide range of readers are largely underinvestigated. This consideration and the fact that the writer’s personality and his literary legacy arouse readers’ interest account for the relevance of the article. The article analyzes prose fiction written by F. I. Chudakov (1888–1918), a Russian writer whose works have been recently rescued from their century-long oblivion to which they were consigned for ideological reasons. F. I. Chudakov’s works that have been recently published in two volumes and are now accessible to a wide range of readers are largely underinvestigated. This consideration and the fact that the writer’s personality and his literary legacy arouse readers’ interest account for the relevance of the article. Being a participant of the revolutionary movement, F. I. Chudakov was arrested, imprisoned, and exiled, but managed to escape. The article analyzes F. I. Chudakov’s autobiographical short story “Editorial Meeting” (1911) to investigate the characters placed in ideology-based oppositions: political — power; Socialist-Revolutionary — Social Democrat. They do not only show the real state of pre-revolutionary events, they embody the writer’s concept of personality. A character’s place in the system of images depends on his attribution to this or that social-political party. However, the analysis shows that a character’s place in the system of images greatly depends on that character’s personal qualities which are highly valued by Chudakov. Socialist-revolutionaries united in a common task of creating a handwritten intra-prison newspaper are shown as a politically active group capable of fighting for their ideals even in custody. Many characters have their own peculiarities, such as nicknames, characteristic features, unique speech patterns. Social Democrats, on the other hand, are shown in a highly generalized way and are devoid of personal characteristics. They are selfish and unscrupulous. They neglect their common task. Being corrupted and degenerated, jailers are depicted as creatures totally devoid of human characteristics. Characters’ rectitude and integrity are intricately linked with those characters’ attitude to the handwritten newspaper. The author’s attitude to his characters is masterfully shown through the device of defeated expectancy.

Abstract:
In 2011, Libya plunged into a civil war after the outbreak of the Arab Spring, a revolutionary movement characterized by massive civil protests which tried to build democratic societies in the Middle East and North Africa and put to an end the old repressive political regimes. After several months of civil war and bombings over Libya, longtime Muamar Ghaddafi’s dictatorial regime fell. Although the U.S. did not directly intervene in Libya, it supported the overthrow of Ghadafi through the intervention of NATO, providing aerial support and airstrikes for the opposition force (it also established a no-fly zone over Libya, authorized by the United Nations). In 2014, contested parliamentary elections led to the formation of two rival political power centers — one in the east, based in Tobruk and backed by military commander Khalifa Haftar, and another in the west of the country, an UN-supported administration in the capital of Tripoli. Each side was supported by a variety of militias and foreign powers, who competed for influence and oil resources, raising fears that oil-rich Libya could become the theater of a regional conflict. In April 2019, Haftar and his forces, backed by Russia (the Russian military contractors of the Wagner Group), Egypt, Saudi Arabia, Jordan, and the United Arab Emirates launched an offensive to capture the capital. His campaign collapsed after Turkey and Qatar offered their military support to the Tripoli government with hundreds of Turkish troops and thousands of Syrian mercenaries, belonging to the Free Syrian Army. The outbreak of violence in Libya in April 2019 severely affected the institutional reunification and stability of the country. Warning that the situation in Libya could become "a second Syria", with a new large wave of refugees directed towards the EU, Germany offered to call a peace conference for the conflicting sides, held on 19th January 2020 under the auspices of the United Nations. The aim was to stop the military support for the civil war parties and uphold an existing UN arms embargo, re-launching the peace process for a political settlement, after nine months of fighting over the capital. Operation EUNAVFOR MED IRINI was launched by the European Union on 31 March 2020, as part of the European Union's contribution to the Berlin conference. The core task of the Operation is the implementation of the UN arms embargo on Libya through aerial, satellite, and maritime assets, an embargo that had been decided in 2016 by the United Nations Security Council Resolution. This ongoing mission replaced the Sophia Operation, which had been in place for five years, combating the organized crime and trafficking of migrants in the Mediterranean Sea. In June 2016, the European Council decided to extend Sophia’s mandate until July 2017, adding two supporting tasks: training the Libyan coastguards and contributing to the implementation of the UN arms embargo on the high seas off the coast of Libya. This paper attempts to analyze the response of the European Union to the Libyan crisis by launching the Irini operation, a military-naval Joint force, setting out to secure the Berlin Conference’s commitments. Finally, we try to explain if Italy which seems to have preferred to stay on the sidelines, succeeded in reinserting itself into the Libyan equation, a significant diplomatic area for the Chigi Palace.

Abstract:
In my postgraduate formation during the last years of the 80’s, we had close to thirty hospital beds in a pavilion called “sépticas” (1). In Colombia, where abortion was completely penalized, the pavilion was mostly filled with women with insecure, complicated abortions. The focus we received was technical: management of intensive care; performance of hysterectomies, colostomies, bowel resection, etc. In those times, some nurses were nuns and limited themselves to interrogating the patients to get them to “confess” what they had done to themselves in order to abort. It always disturbed me that the women who left alive, left without any advice or contraceptive method. Having asked a professor of mine, he responded with disdain: “This is a third level hospital, those things are done by nurses of the first level”. Seeing so much pain and death, I decided to talk to patients, and I began to understand their decision. I still remember so many deaths with sadness, but one case in particular pains me: it was a woman close to being fifty who arrived with a uterine perforation in a state of advanced sepsis. Despite the surgery and the intensive care, she passed away. I had talked to her, and she told me she was a widow, had two adult kids and had aborted because of “embarrassment towards them” because they were going to find out that she had an active sexual life. A few days after her passing, the pathology professor called me, surprised, to tell me that the uterus we had sent for pathological examination showed no pregnancy. She was a woman in a perimenopausal state with a pregnancy exam that gave a false positive due to the high levels of FSH/LH typical of her age. SHE WAS NOT PREGNANT!!! She didn’t have menstruation because she was premenopausal and a false positive led her to an unsafe abortion. Of course, the injuries caused in the attempted abortion caused the fatal conclusion, but the real underlying cause was the social taboo in respect to sexuality. I had to watch many adolescents and young women leave the hospital alive, but without a uterus, sometime without ovaries and with colostomies, to be looked down on by a society that blamed them for deciding to not be mothers. I had to see situation of women that arrived with their intestines protruding from their vaginas because of unsafe abortions. I saw women, who in their despair, self-inflicted injuries attempting to abort with elements such as stick, branches, onion wedges, alum bars and clothing hooks among others. Among so many deaths, it was hard not having at least one woman per day in the morgue due to an unsafe abortion. During those time, healthcare was not handled from the biopsychosocial, but only from the technical (2); nonetheless, in the academic evaluations that were performed, when asked about the definition of health, we had to recite the text from the International Organization of Health that included these three aspects. How contradictory! To give response to the health need of women and guarantee their right when I was already a professor, I began an obstetric contraceptive service in that third level hospital. There was resistance from the directors, but fortunately I was able to acquire international donations for the institution, which facilitated its acceptance. I decided to undertake a teaching career with the hope of being able to sensitize health professionals towards an integral focus of health and illness. When the International Conference of Population and Development (ICPD) was held in Cairo in 1994, I had already spent various years in teaching, and when I read their Action Program, I found a name for what I was working on: Sexual and Reproductive Rights. I began to incorporate the tools given by this document into my professional and teaching life. I was able to sensitize people at my countries Health Ministry, and we worked together moving it to an approach of human rights in areas of sexual and reproductive health (SRH). This new viewpoint, in addition to being integral, sought to give answers to old problems like maternal mortality, adolescent pregnancy, low contraceptive prevalence, unplanned or unwanted pregnancy or violence against women. With other sensitized people, we began with these SRH issues to permeate the Colombian Society of Obstetrics and Gynecology, some universities, and university hospitals. We are still fighting in a country that despite many difficulties has improved its indicators of SRH. With the experience of having labored in all sphere of these topics, we manage to create, with a handful of colleagues and friend at the Universidad El Bosque, a Master’s Program in Sexual and Reproductive Health, open to all professions, in which we broke several paradigms. A program was initiated in which the qualitative and quantitative investigation had the same weight, and some alumni of the program are now in positions of leadership in governmental and international institutions, replicating integral models. In the Latin American Federation of Obstetrics and Gynecology (FLASOG, English acronym) and in the International Federation of Obstetrics and Gynecology (FIGO), I was able to apply my experience for many years in the SRH committees of these association to benefit women and girls in the regional and global environments. When I think of who has inspired me in these fights, I should highlight the great feminist who have taught me and been with me in so many fights. I cannot mention them all, but I have admired the story of the life of Margaret Sanger with her persistence and visionary outlook. She fought throughout her whole life to help the women of the 20th century to be able to obtain the right to decide when and whether or not they wanted to have children (3). Of current feminist, I have had the privilege of sharing experiences with Carmen Barroso, Giselle Carino, Debora Diniz and Alejandra Meglioli, leaders of the International Planned Parenthood Federation – Western Hemisphere Region (IPPF-RHO). From my country, I want to mention my countrywoman Florence Thomas, psychologist, columnist, writer and Colombo-French feminist. She is one of the most influential and important voices in the movement for women rights in Colombia and the region. She arrived from France in the 1960’s, in the years of counterculture, the Beatles, hippies, Simone de Beauvoir, and Jean-Paul Sartre, a time in which capitalism and consumer culture began to be criticized (4). It was then when they began to talk about the female body, female sexuality and when the contraceptive pill arrived like a total revolution for women. Upon its arrival in 1967, she experimented a shock because she had just assisted in a revolution and only found a country of mothers, not women (5). That was the only destiny for a woman, to be quiet and submissive. Then she realized that this could not continue, speaking of “revolutionary vanguards” in such a patriarchal environment. In 1986 with the North American and European feminism waves and with her academic team, they created the group “Mujer y Sociedad de la Universidad Nacional de Colombia”, incubator of great initiatives and achievements for the country (6). She has led great changes with her courage, the strength of her arguments, and a simultaneously passionate and agreeable discourse. Among her multiple books, I highlight “Conversaciones con Violeta” (7), motivated by the disdain towards feminism of some young women. She writes it as a dialogue with an imaginary daughter in which, in an intimate manner, she reconstructs the history of women throughout the centuries and gives new light of the fundamental role of feminism in the life of modern women. Another book that shows her bravery is “Había que decirlo” (8), in which she narrates the experience of her own abortion at age twenty-two in sixty’s France. My work experience in the IPPF-RHO has allowed me to meet leaders of all ages in diverse countries of the region, who with great mysticism and dedication, voluntarily, work to achieve a more equal and just society. I have been particularly impressed by the appropriation of the concept of sexual and reproductive rights by young people, and this has given me great hope for the future of the planet. We continue to have an incomplete agenda of the action plan of the ICPD of Cairo but seeing how the youth bravely confront the challenges motivates me to continue ahead and give my years of experience in an intergenerational work. In their policies and programs, the IPPF-RHO evidences great commitment for the rights and the SRH of adolescent, that are consistent with what the organization promotes, for example, 20% of the places for decision making are in hands of the young. Member organizations, that base their labor on volunteers, are true incubators of youth that will make that unassailable and necessary change of generations. In contrast to what many of us experienced, working in this complicated agenda of sexual and reproductive health without theoretical bases, today we see committed people with a solid formation to replace us. In the college of medicine at the Universidad Nacional de Colombia and the College of Nursing at the Universidad El Bosque, the new generations are more motivated and empowered, with great desire to change the strict underlying structures. Our great worry is the onslaught of the ultra-right, a lot of times better organized than us who do support rights, that supports anti-rights group and are truly pro-life (9). Faced with this scenario, we should organize ourselves better, giving battle to guarantee the rights of women in the local, regional, and global level, aggregating the efforts of all pro-right organizations. We are now committed to the Objectives of Sustainable Development (10), understood as those that satisfy the necessities of the current generation without jeopardizing the capacity of future generations to satisfy their own necessities. This new agenda is based on: - The unfinished work of the Millennium Development Goals - Pending commitments (international environmental conventions) - The emergent topics of the three dimensions of sustainable development: social, economic, and environmental. We now have 17 objectives of sustainable development and 169 goals (11). These goals mention “universal access to reproductive health” many times. In objective 3 of this list is included guaranteeing, before the year 2030, “universal access to sexual and reproductive health services, including those of family planning, information, and education.” Likewise, objective 5, “obtain gender equality and empower all women and girls”, establishes the goal of “assuring the universal access to sexual and reproductive health and reproductive rights in conformity with the action program of the International Conference on Population and Development, the Action Platform of Beijing”. It cannot be forgotten that the term universal access to sexual and reproductive health includes universal access to abortion and contraception. Currently, 830 women die every day through preventable maternal causes; of these deaths, 99% occur in developing countries, more than half in fragile environments and in humanitarian contexts (12). 216 million women cannot access modern contraception methods and the majority live in the nine poorest countries in the world and in a cultural environment proper to the decades of the seventies (13). This number only includes women from 15 to 49 years in any marital state, that is to say, the number that takes all women into account is much greater. Achieving the proposed objectives would entail preventing 67 million unwanted pregnancies and reducing maternal deaths by two thirds. We currently have a high, unsatisfied demand for modern contraceptives, with extremely low use of reversible, long term methods (intrauterine devices and subdermal implants) which are the most effect ones with best adherence (14). There is not a single objective among the 17 Objectives of Sustainable Development where contraception does not have a prominent role: from the first one that refers to ending poverty, going through the fifth one about gender equality, the tenth of inequality reduction among countries and within the same country, until the sixteenth related with peace and justice. If we want to change the world, we should procure universal access to contraception without myths or barriers. We have the moral obligation of achieving the irradiation of extreme poverty and advancing the construction of more equal, just, and happy societies. In emergency contraception (EC), we are very far from reaching expectations. If in reversible, long-term methods we have low prevalence, in EC the situation gets worse. Not all faculties in the region look at this topic, and where it is looked at, there is no homogeneity in content, not even within the same country. There are still myths about their real action mechanisms. There are countries, like Honduras, where it is prohibited and there is no specific medicine, the same case as in Haiti. Where it is available, access is dismal, particularly among girls, adolescents, youth, migrants, afro-descendent, and indigenous. The multiple barriers for the effective use of emergency contraceptives must be knocked down, and to work toward that we have to destroy myths and erroneous perceptions, taboos and cultural norms; achieve changes in laws and restrictive rules within countries, achieve access without barriers to the EC; work in union with other sectors; train health personnel and the community. It is necessary to transform the attitude of health personal to a service above personal opinion. Reflecting on what has occurred after the ICPD in Cairo, their Action Program changed how we look at the dynamics of population from an emphasis on demographics to a focus on the people and human rights. The governments agreed that, in this new focus, success was the empowerment of women and the possibility of choice through expanded access to education, health, services, and employment among others. Nonetheless, there have been unequal advances and inequality persists in our region, all the goals were not met, the sexual and reproductive goals continue beyond the reach of many women (15). There is a long road ahead until women and girls of the world can claim their rights and liberty of deciding. Globally, maternal deaths have been reduced, there is more qualified assistance of births, more contraception prevalence, integral sexuality education, and access to SRH services for adolescents are now recognized rights with great advances, and additionally there have been concrete gains in terms of more favorable legal frameworks, particularly in our region; nonetheless, although it’s true that the access condition have improved, the restrictive laws of the region expose the most vulnerable women to insecure abortions. There are great challenges for governments to recognize SRH and the DSR as integral parts of health systems, there is an ample agenda against women. In that sense, access to SRH is threatened and oppressed, it requires multi-sector mobilization and litigation strategies, investigation and support for the support of women’s rights as a multi-sector agenda. Looking forward, we must make an effort to work more with youth to advance not only the Action Program of the ICPD, but also all social movements. They are one of the most vulnerable groups, and the biggest catalyzers for change. The young population still faces many challenges, especially women and girls; young girls are in particularly high risk due to lack of friendly and confidential services related with sexual and reproductive health, gender violence, and lack of access to services. In addition, access to abortion must be improved; it is the responsibility of states to guarantee the quality and security of this access. In our region there still exist countries with completely restrictive frameworks. New technologies facilitate self-care (16), which will allow expansion of universal access, but governments cannot detach themselves from their responsibility. Self-care is expanding in the world and can be strategic for reaching the most vulnerable populations. There are new challenges for the same problems, that require a re-interpretation of the measures necessary to guaranty the DSR of all people, in particular women, girls, and in general, marginalized and vulnerable populations. It is necessary to take into account migrations, climate change, the impact of digital media, the resurgence of hate discourse, oppression, violence, xenophobia, homo/transphobia, and other emergent problems, as SRH should be seen within a framework of justice, not isolated. We should demand accountability of the 179 governments that participate in the ICPD 25 years ago and the 193 countries that signed the Sustainable Development Objectives. They should reaffirm their commitments and expand their agenda to topics not considered at that time. Our region has given the world an example with the Agreement of Montevideo, that becomes a blueprint for achieving the action plan of the CIPD and we should not allow retreat. This agreement puts people at the center, especially women, and includes the topic of abortion, inviting the state to consider the possibility of legalizing it, which opens the doors for all governments of the world to recognize that women have the right to choose on maternity. This agreement is much more inclusive: Considering that the gaps in health continue to abound in the region and the average statistics hide the high levels of maternal mortality, of sexually transmitted diseases, of infection by HIV/AIDS, and the unsatisfied demand for contraception in the population that lives in poverty and rural areas, among indigenous communities, and afro-descendants and groups in conditions of vulnerability like women, adolescents and incapacitated people, it is agreed: 33- To promote, protect, and guarantee the health and the sexual and reproductive rights that contribute to the complete fulfillment of people and social justice in a society free of any form of discrimination and violence. 37- Guarantee universal access to quality sexual and reproductive health services, taking into consideration the specific needs of men and women, adolescents and young, LGBT people, older people and people with incapacity, paying particular attention to people in a condition of vulnerability and people who live in rural and remote zone, promoting citizen participation in the completing of these commitments. 42- To guarantee, in cases in which abortion is legal or decriminalized in the national legislation, the existence of safe and quality abortion for non-desired or non-accepted pregnancies and instigate the other States to consider the possibility of modifying public laws, norms, strategies, and public policy on the voluntary interruption of pregnancy to save the life and health of pregnant adolescent women, improving their quality of life and decreasing the number of abortions (17).

Abstract:
In 1996, the iconoclastic economist John Kenneth Galbraith wrote a manifesto, The Good Society, that elaborated his vision for what societal excellence and goodness should amount to. Though nearly 96, Galbraith was still a rabble-rouser, and he castigated the powers that be in the United States for propping up a “democracy of the fortunate” (8). To Galbraith, those who engaged in electoral politics, win or lose on any specific issue, tended to have all the social and economic advantages, while the less well off were deliberately marginalised by ‘the system.’ He lamented that “money, voice and political activism are now extensively controlled by the affluent, very affluent, and business interests" (140), making of the political sphere an "unequal contest" (8).To make democracy American style more inclusive, Galbraith called for “a coalition of the concerned and the compassionate and those now outside the political system” (143), so that all citizens had optimal prospects for enjoying “personal liberty, basic well-being, social and ethnic equality, the opportunity for a rewarding life" (4). Have inroads been made, in the nearly 15 years since first publication of The Good Society, in making come true Galbraith’s version of a good society? If not, how might such a coalition be achieved? What would it look like? Who among Americans would constitute the concerned, compassionate outsiders that would make such a coalition authentically ‘Galbraithian’? A Coalition on the MoveWhat about MoveOn.org? A progressive public advocacy group founded in 1998, MoveOn.org, according to Lelia Green in The Internet, is “an important indicator of the potential for bringing together communities of like-minded individuals” (139). Green singles out MoveOn.org as particularly pivotal in galvanising support for Barack Obama’s presidency (139). The New York Times describes MoveOn.org as “a bottom-up organization that has inserted itself into the political process in ways large and small” (Janofsky and Lee). Indeed, it represents “the next evolutionary change in American politics, a move away from one-way tools of influence like television commercials and talk radio to interactive dialogue, offering everyday people a voice in a process that once seemed beyond their reach.” MoveOn.org has expertly utilised the Internet to mobilise its members “to sign online petitions, organize street demonstrations and donate money to run political advertisements”. Green considers MoveOn.org one of today’s standout “coalitions of interests and political agendas”, “extraordinary” in its ability to “use websites and email lists to build communities around a shared passion” (139). In 2008, its 4.2 million members were at the vortex of a “dynamic that tipped the balance in favour of a more radical agenda with the election of President Barack Obama in 2008” (139). Galbraith, for one, would certainly agree with MoveOn.org’s politics, and likely would claim that their radical agenda is a compassionate and encompassing one that effectively addresses the concerns of everyday citizens. Yet the fact is that millions of disaffected Americans are not liberals, and so are not in sync with MoveOn.org’s interests and agendas, such as its firm insistence that a ‘public option’ is the best way to bring about meaningful health care reform, and its demand that all U.S. troops be immediately withdrawn from Iraq and Afghanistan. Tea Anyone?Another sort of coalition filled the void created by MoveOn.org. Enter the Tea Party. A movement that has been every bit as effective in its way in inspiring once-jaded ordinary citizens to coalesce around a set of interests and agendas – albeit, at least in principal if not necessarily in actual practice, of a professed libertarian strain – the Tea Party got underway in the waning days of the second presidential term of George W. Bush. It started out as a one-issue protest group voicing umbrage over the proposed economic stimulus plan, which it considered an unconstitutional subsidy. After Barack Obama became president, the Tea Party burgeoned into a much more influential movement that now professes to be a grassroots citizens’ watchdog for all unconstitutional activities (or what it deems to be such) on the part of the federal government. A New York Times article notes that many of its members are victims of the economic downturn; they “had lost their jobs, or perhaps watched their homes plummet in value, and they found common cause in the Tea Party’s fight for lower taxes and smaller government” (Zernike). Its members are akin to the millions of middle class Americans who lost their livelihoods during the Great Depression of the 1930s, an unparalleled economic downturn that eventually “mobilized many middle-class people who had fallen on hard times” to join forces in order to have an effective political voice. But those during the Great Depression who were aroused to political consciousness “tended to push for more government involvement”; in contrast, the Tea Party is a coalition that “vehemently wants less”. While Galbraith depicted the Republican Party of his time as “avowedly on the side of the fortunate” (141), the majority of today’s Tea Party members align themselves with the Republican Party, yet they are by no means principally made up of "the fortunate." Erick Erickson, a prominent Tea Party spokesman and a television commentator for the CNN news channel, blogs on Redstate.com that the Tea Party “has gotten a lot of people off the sidelines and into the political arena...” Erickson further contends that the Tea Party has “brought together a lot of likeminded citizens who thought they were alone in the world. They realized that not only were they not alone, but there were millions of others just as concerned.” Galbraithian Coalitions?Do MoveOn.org and Tea Party constitute Galbraithian-type coalitions, each in its own right? Both have inspired millions of once-disenchanted common citizens to come together around common political concerns and become a force to be reckoned with in electoral politics. As such, each has served as an effective counterweight against the money, voice and political activism of the very affluent. While Galbraith would probably have as much disdain for the Tea Party as he would have praise for MoveOn.org, the fact is that both groups have seen to it that an increasing number of regular Americans whose concerns had been ignored in the political arena now have to be reckoned with. But this is by no means where their commonality ends. Above and beyond the fact that both are comprised of millions who had been political outsiders, each has a decided anti-establishmentarian strain, along with a professed sense of alienation from and disdain for "politics as usual" and an impassioned belief in the right to self-government (though they differ on what this right amounts to). Moreover, both consider themselves grassroots-driven, and harbor anathema for professional lobbying organisations, which both regularly criticize for their undue political influence. Even though the two groups usually differ to the nth degree when it comes to those solutions they believe would effectively remedy the most pressing public problems in the U.S., they nonetheless share the conviction that one must initially focus one’s efforts at the local level if one is eventually to have the greatest impact on political decision-making on a national scale. The two groups came of age during the Internet revolution – indeed, it would have been impossible for their like-minded members to have found one another and coalesced so quickly and in such great numbers without the Internet – and they utilise the Internet as the principal tool for spurring concerted activism at the local level among their members. One can consider their shared approach Deweyan, in that Dewey maintained that genuinely democratic community, “in its deepest and richest sense, must always remain a matter of face-to-face intercourse” (367). Yet the two groups’ legion differences prevent them from engaging in meaningful face-to-face exchanges with one another. While the prospect of cultivating linkages between Tea Party and MoveOn.org are remote for the foreseeable future, it might nonetheless be seen as a promising development that some rank and file Tea Party acolytes do at least recognise that they must not identify solely with the Republican Party, lest they discourage potential recruits from rallying around their cause. For instance, one warns fellow members on the Redstate.com blog to be wary of casting their lot with Republicans, “because it would drive away the Democrats and Independents”. He actually uses Galbraith’s coinage in describing the Tea Party: “This movement is a coalition of the concerned, not a Republican outreach program.” Indeed, contrary to popular belief, the Tea Party is not, as a whole, on the conservative fringe (though it does often seem that those members who are given the most attention by the mainstream media are the fringe element, particularly the breakaway Tea Party Express). A Gallup Poll reveals that fully 17 percent of all Americans of voting age identify themselves as affiliated with the Tea Party; and while a majority have Republican leanings, fully 45 percent of all Tea Party members claimed they were either Democrats (17 percent) or independents (28 percent). To Tea Party leader Erick Erickson, the paramount challenge today for the Tea Party is for it to transform itself into a greater umbrella coalition, since the “issues and advocacy within the tea party movement are issues that resonate with the majority of Americans.” After all, he asserts, the Tea Party’s is “a very American cause — the first amendment right to protest, petition, and speak up.” While an expansion of its coalition does not in any way make it incumbent for the Tea Party to find common cause with MoveOn.org, can the claim nonetheless be legitimately made – utilising Erickson’s own criteria – that MoveOn.org’s is equally a very American cause? Christopher Hayes points out in an essay in The Nation that most of MoveOn.org’s members, as with the Tea Party’s, are “not inclined to protest,” but their “rising unease with the direction of the country has led to a new political consciousness.” Hayes could just as well be speaking of the Tea Party when he describes MoveOn.org’s members as made up mostly of “citizens angered, upset and disappointed with their government but [who were] unsure how to channel those sentiments.” For such citizens, MoveOn.org “provides simple, discrete actions: sign this petition, donate money to run this ad, show up at this vigil.” This is convincing evidence that MoveOn.org’s is also “a very American cause”, by the very benchmarks set forth by Erickson. A ‘Higher Coalition’?But is this in any way akin to a demonstrable sign that these unlikeliest of political bedfellows might be inspired at some future point to see themselves as part of a ‘higher coalition’ — one of the unlikeminded, that celebrates difference? Might a critical mass in both movements ever deem it a boon to coalesce around the cause of democratic pluralism? As things stand, neither side embraces such pluralism. Rather, one other attribute they share pervasively is dogmatism: both are convinced that their respective political sensibilities are beyond reproach. As a consequence, over the shorter term, neither group is likely to shed its brand of dogmatism and supplant it with an openness or receptivity to new, much less opposing, points of view. So, for instance, even as the Tea Party seeks to expand its fold, it is no more inclined to change its ideology-based stances on the issues than is MoveOn.org. For the time being, each group not only is entrenched in its own collective political mindset, but each coalesces around a demonstrated antipathy towards alternative approaches to public problem-solving. Is there any remotely plausible scenario by which the members of MoveOn.org and Tea Party might eventually come not just to tolerate their differences but to extol them? One other key Galbraithian element that those comprising an ideal coalition in a democracy must possess is compassion. For members of any coalition to cultivate compassion, they must first, or concomitantly, inculcate empathy, which is typically considered either a precursor to compassion or, along with understanding, a vital component of it. Henning Melber, Executive Director of the Dag Hammarskjold Foundation, and Reinhard Kössler maintain that “(w)hile empathy does not automatically translate into solidarity (nor into ethical behaviour), it can serve as a compass” for doing so, and can lead to a Galbraithian “coalition of the concerned and aware”(37). Such empathy is “a prerequisite for the ability to listen to one another and for permissiveness and openness towards ‘otherness’, and further, can only be born out of a sense of shared suffering” (37). To the authors, it isn’t just that “(s)uffering in its variety of forms requires empathy and solidarity by all,” but that it necessarily “transcends a politically correct ideology” (37). Millions in both the Tea Party and MoveOn.org long suffered from being a mere afterthought to the political establishment, both of them impacted by policies that they are convinced exacerbated rather than ameliorated their woes. But they have shown few if any indications of a willingness to transcend a politically correct ideology. For this to come about, it would, as Melber and Kössler maintain, require “hard, sustained, and imaginative work” (33). How might this come to pass? Greg Anderson, in The Athenian Experiment: Building an Imagined Political Community in Ancient Attica, 508-490 B.C., points to ancient Athens as a paradigmatic example of a society that undertook the hard imaginative work needed to develop the types of mediated connections that over time created a sense of shared belonging to a democratic community. “The process of transformation” in Attica, he argues, is “best understood as a bold exercise in social engineering, an experiment designed to bring together the diverse and far-flung inhabitants of an entire region and forge them into a single, self-governing political community of like-minded individuals” (5). While those males of sufficient socioeconomic distinction who were privileged enough to be citizens in the West’s first experiment in democracy were indeed like-minded, prising a self-governing political community, they were not single-minded; rather, those in the twelve dispersed tribes throughout Attica who coalesced to form a self-governing community apparently thrived on the free exchange and consideration of a wide range of ideas. They held that greater insights emerged only when a variety of views were subjected to scrutiny in the public sphere. Paul Woodruff notes in First Democracy that each Athenian was “given a share of the ability to be citizens, and that ability is understood both as a pair of virtues and as a kind of citizen wisdom.” Governing in this way was based on the shared view that “it is a natural part of being human to know enough to help govern your community” (149). Neither Tea Party nor MoveOn.org followers at present have this shared view on any semblance of a broad scale; rather, each betrays the sensibility that each ‘knows better’. As a consequence, any efforts at expanding their respective folds clearly do not include making overtures (or even extending olive branches) to one another. Even so, as impossibly optimistic as it might seem under current circumstances, I believe eventually they might come to see themselves as part of a greater or higher coalition – one serving the overriding cause of democracy itself – over the much longer term. But for this to become a reality, each group will first have to suffer some more. One other commonality they demonstrate is the power of grassroots activism – and the decided limitations. My hunch is that just as MoveOn.org’s progressives came to feel betrayed when Obama abandoned the liberal agenda of his presidential campaign to engage in political compromise and accommodation, Tea Party activists will come to find that their own expectations for political change will be equally stymied. In the 2010 elections, the Tea Party was a kingmaker in electoral politics, giving Republicans a decisive majority in Congress in the 2010 elections. But I suspect that those candidates the Tea Party supported will eventually resort to the practice of “politics as usual,” largely departing from the Tea Party agenda, in order to accomplish anything in Washington or become irrelevant in the existing system – a system long dominated by two political parties interested above and beyond all else in perpetuating their shared stranglehold on political power, and each equally beholden to corporate America for the contributions to their coffers that enable them to sustain this. If this scenario plays out, then at least some Tea Party activists might plausibly arrive at the unsettling conclusion that their suffering in the political arena is remarkably similar to that experienced by MoveOn.org’s cadre of concerned citizens who catapulted Obama into the office in the land, only to have most of their principal concerns neglected or dismissed, lost in the seamy world of back-room political deal-making. There is another possible scenario: What if either MoveOn.org or Tea Party becomes such an overwhelming force in politics that the other is attenuated, its members relegated once again to the fringe? If this occurred, the public sphere in the United States would be missing a vital dimension that has been part of its makeup since its founding days. For as Joseph Ellis, the Pulitzer Prize-winning historian, points out: the achievement of the revolutionary generation was a collective enterprise that succeeded because of the diversity of personalities and ideologies present in the mix. Their interactions and juxtapositions generated a dynamic form of balance and equilibrium, not because any of them was perfect or infallible, but because their mutual imperfections and fallibilities, as well as their eccentricities and excesses, checked each other… . (17) At the United States’s beginnings, the ties that bound those who revolted against Britain were forged despite their unbridgeable chasms of ideology; their “differing postures toward the twin goals of freedom and equality” were “not resolved so much as built into the fabric of our national identity” (16). Even or especially as irreconcilable differences prompted early Americans to continue waging a battle of ideas in the political trenches, Thomas Jefferson, for one, believed they were all (or nearly all) “constitutionally and conscientiously democrats” (185). Extrapolating from this, one can posit that MoveOn.org and Tea Party, regardless of whether they choose to acknowledge it, are in tandem a modern-day manifestation of the original American coalition. If they could be inspired to see that each is an important player in furthering the democratic experiment as singularly practiced in the U.S., they just might come to care more for one another. Out of such caring, they might realise that neither has a monopoly on political wisdom, and as a result coalesce around the cause of promoting a less hostile body politic. Abstract:
This article explores how fat women protesting challenges norms of womanhood, the place of women in society, and who has the power to have their say in public spaces. We use the term fat as a political reclamation; Fat Studies scholars and fat activists prefer the term fat, over the normative term “overweight” and the pathologising term “obese/obesity” (Lee and Pausé para 3). Who is and who isn’t fat, we suggest, is best left to self-determination, although it is generally accepted by fat activists that the term is most appropriately adopted by individuals who are unable to buy clothes in any store they choose. Using a tweet from conservative commentator Ann Coulter as a leaping-off point, we examine the narratives around women in the public sphere and explore how fat bodies might transgress further the norms set by society. The public representations of women in politics and protest are then are set in the context of ‘activist wisdom’ (Maddison and Scalmer) from two sides of the globe. Activist wisdom gives preference to the lived knowledge and experience of activists as tools to understand social movements. It seeks to draw theoretical implications from the practical actions of those on the ground. In centring the experiences of ourselves and other activists, we hope to expand existing understandings of body politics, gender, and political power in this piece. It is important in researching social movements to look both at the representations of protest and protestors in all forms of media as this is the ‘public face’ of movements, but also to examine the reflections of the individuals who collectively put their weight behind bringing social change.A few days after the 45th President of the United States was elected, people around the world spilled into the streets and participated in protests; precursors to the Women’s March which would take place the following January. Pictures of such marches were shared via social media, demonstrating the worldwide protest against the racism, misogyny, and overall oppressiveness, of the newly elected leader. Not everyone was supportive of these protests though; one such conservative commentator, Ann Coulter, shared this tweet: Image1: A tweet from Ann Coulter; the tweet contains a picture of a group of protestors, holding signs protesting Trump, white supremacy, and for the rights of immigrants. In front of the group, holding a megaphone is a woman. Below the picture, the text reads, “Without fat girls, there would be no protests”.Coulter continued on with two more tweets, sharing pictures of other girls protesting and suggesting that the protestors needed a diet programme. Kivan Bay (“Without Fat Girls”) suggested that perhaps Coulter was implying that skinny girls do not have time to protest because they are too busy doing skinny girl things, like buying jackets or trying on sweaters. Or perhaps Coulter was arguing that fat girls are too visible, too loud, and too big, to be taken seriously in their protests. These tweets provide a point of illustration for how fat women protesting challenge norms of womanhood, the place of women in society, and who has the power to have their say in public spaces While Coulter’s tweet was most likely intended as a hostile personal attack on political grounds, we find it useful in its foregrounding of gender, bodies and protest which we consider in this article, beginning with a review of fat girls’ role in social justice movements.Across the world, we can point to fat women who engage in activism related to body politics and more. Australian fat filmmaker and activist Kelli Jean Drinkwater makes documentaries, such as Aquaporko! and Nothing to Lose, that queer fat embodiment and confronts body norms. Newly elected Ontario MPP Jill Andrew has been fighting for equal rights for queer people and fat people in Canada for decades. Nigerian Latasha Ngwube founded About That Curvy Life, Africa’s leading body positive and empowerment site, and has organised plus-size fashion show events at Heineken Lagos Fashion and Design Week in Nigeria in 2016 and the Glitz Africa Fashion Week in Ghana in 2017. Fat women have been putting their bodies on the line for the rights of others to live, work, and love. American Heather Heyer was protesting the hate that white nationalists represent and the danger they posed to her friends, family, and neighbours when she died at a rally in Charlottesville, North Carolina in late 2017 (Caron). When Heyer was killed by one of those white nationalists, they declared that she was fat, and therefore her body size was lauded loudly as justification for her death (Bay, “How Nazis Use”; Spangler).Fat women protesting is not new. For example, the Fat Underground was a group of “radical fat feminist women”, who split off from the more conservative NAAFA (National Association to Aid Fat Americans) in the 1970s (Simic 18). The group educated the public about weight science, harassed weight-loss companies, and disrupted academic seminars on obesity. The Fat Underground made their first public appearance at a Women’s Equality Day in Los Angeles, taking over the stage at the public event to accuse the medical profession of murdering Cass Elliot, the lead singer of the folk music group, The Mamas and the Papas (Dean and Buss). In 1973, the Fat Underground produced the Fat Liberation Manifesto. This Manifesto began by declaring that they believed “that fat people are full entitled to human respect and recognition” (Freespirit and Aldebaran 341).Women have long been disavowed, or discouraged, from participating in the public sphere (Ginzberg; van Acker) or seen as “intruders or outsiders to the tough world of politics” (van Acker 118). The feminist slogan the personal is political was intended to shed light on the role that women needed to play in the public spheres of education, employment, and government (Caha 22). Across the world, the acceptance of women within the public sphere has been varied due to cultural, political, and religious, preferences and restrictions (Agenda Feminist Media Collective). Limited acceptance of women in the public sphere has historically been granted by those ‘anointed’ by a male family member or patron (Fountaine 47).Anti-feminists are quick to disavow women being in public spaces, preferring to assign them the role as helpmeet to male political elite. As Schlafly (in Rowland 30) notes: “A Positive Woman cannot defeat a man in a wrestling or boxing match, but she can motivate him, inspire him, encourage him, teach him, restrain him, reward him, and have power over him that he can never achieve over her with all his muscle.” This idea of women working behind the scenes has been very strong in New Zealand where the ‘sternly worded’ letter is favoured over street protest. An acceptable route for women’s activism was working within existing political institutions (Grey), with activity being ‘hidden’ inside government offices such as the Ministry of Women’s Affairs (Schuster, 23). But women’s movement organisations that engage in even the mildest form of disruptive protest are decried (Grey; van Acker).One way women have been accepted into public space is as the moral guardians or change agents of the entire political realm (Bliss; Ginzberg; van Acker; Ledwith). From the early suffrage movements both political actors and media representations highlighted women were more principled and conciliatory than men, and in many cases had a moral compass based on restraint. Cartoons showed women in the suffrage movement ‘sweeping up’ and ‘cleaning house’ (Sheppard 123). Groups like the Women’s Christian Temperance Union were celebrated for protesting against the demon drink and anti-pornography campaigners like Patricia Bartlett were seen as acceptable voices of moral reason (Moynihan). And as Cunnison and Stageman (in Ledwith 193) note, women bring a “culture of femininity to trade unions … an alternative culture, derived from the particularity of their lives as women and experiences of caring and subordination”. This role of moral guardian often derived from women as ‘mothers’, responsible for the physical and moral well-being of the nation.The body itself has been a sight of protest for women including fights for bodily autonomy in their medical decisions, reproductive justice, and to live lives free from physical and sexual abuse, have long been met with criticisms of being unladylike or inappropriate. Early examples decried in NZ include the women’s clothing movement which formed part of the suffrage movement. In the second half of the 20th century it was the freedom trash can protests that started the myth of ‘women burning their bras’ which defied acceptable feminine norms (Sawer and Grey). Recent examples of women protesting for body rights include #MeToo and Time’s Up. Both movements protest the lack of bodily autonomy women can assert when men believe they are entitled to women’s bodies for their entertainment, enjoyment, and pleasure. And both movements have received considerable backlash by those who suggest it is a witch hunt that might ensnare otherwise innocent men, or those who are worried that the real victims are white men who are being left behind (see Garber; Haussegger). Women who advocate for bodily autonomy, including access to contraception and abortion, are often held up as morally irresponsible. As Archdeacon Bullock (cited in Smyth 55) asserted, “A woman should pay for her fun.”Many individuals believe that the stigma and discrimination fat people face are the consequences they sow from their own behaviours (Crandall 892); that fat people are fat because they have made poor decisions, being too indulgent with food and too lazy to exercise (Crandall 883). Therefore, fat people, like women, should have to pay for their fun. Fat women find themselves at this intersection, and are often judged more harshly for their weight than fat men (Tiggemann and Rothblum). Examining Coulter’s tweet with this perspective in mind, it can easily be read as an attempt to put fat girl protestors back into their place. It can also be read as a warning. Don’t go making too much noise or you may be labelled as fat. Presenting troublesome women as fat has a long history within political art and depictions. Marianne (the symbol of the French Republic) was depicted as fat and ugly; she also reinforced an anti-suffragist position (Chenut 441). These images are effective because of our societal views on fatness (Kyrölä). Fatness is undesirable, unworthy of love and attention, and a representation of poor character, lack of willpower, and an absence of discipline (Murray 14; Pausé, “Rebel Heart” para 1).Fat women who protest transgress rules around body size, gender norms, and the appropriate place for women in society. Take as an example the experiences of one of the authors of this piece, Sandra Grey, who was thrust in to political limelight nationally with the Campaign for MMP (Grey and Fitzsimmons) and when elected as the President of the New Zealand Tertiary Education Union in 2011. Sandra is a trade union activist who breaches too many norms set for the “good woman protestor,” as well as the norms for being a “good fat woman”. She looms large on a stage – literally – and holds enough power in public protest to make a crowd of 7,000 people “jump to left”, chant, sing, and march. In response, some perceive Sandra less as a tactical and strategic leader of the union movement, and more as the “jolly fat woman” who entertains, MCs, and leads public events. Though even in this role, she has been criticised for being too loud, too much, too big.These criticisms are loudest when Sandra is alongside other fat female bodies. When posting on social media photos with fellow trade union members the comments often note the need of the group to “go on a diet”. The collective fatness also brings comments about “not wanting to fuck any of that group of fat cows”. There is something politically and socially dangerous about fat women en masse. This was behind the responses to Sandra’s first public appearance as the President of TEU when one of the male union members remarked “Clearly you have to be a fat dyke to run this union.” The four top elected and appointed positions in the TEU have been women for eight years now and both their fatness and perceived sexuality present as a threat in a once male-dominated space. Even when not numerically dominant, unions are public spaces dominated by a “masculine culture … underpinned by the undervaluation of ‘women’s worth’ and notions of womanhood ‘defined in domesticity’” (Cockburn in Kirton 273-4). Sandra’s experiences in public space show that the derision and methods of putting fat girls back in their place varies dependent on whether the challenge to power is posed by a single fat body with positional power and a group of fat bodies with collective power.Fat Girls Are the FutureOn the other side of the world, Tara Vilhjálmsdóttir is protesting to change the law in Iceland. Tara believes that fat people should be protected against discrimination in public and private settings. Using social media such as Facebook and Instagram, Tara takes her message, and her activism, to her thousands of followers (Keller, 434; Pausé, “Rebel Heart”). And through mainstream media, she pushes back on fatphobia rhetoric and applies pressure on the government to classify weight as a protected status under the law.After a lifetime of living “under the oppression of diet culture,” Tara began her activism in 2010 (Vilhjálmsdóttir). She had suffered real harm from diet culture, developing an eating disorder as a teen and being told through her treatment for it that her fears as a fat woman – that she had no future, that fat people experienced discrimination and stigma – were unfounded. But Tara’s lived experiences demonstrated fat stigma and discrimination were real.In 2012, she co-founded the Icelandic Association for Body Respect, which promotes body positivity and fights weight stigma in Iceland. The group uses a mixture of real life and online tools; organising petitions, running campaigns against the Icelandic version of The Biggest Loser, and campaigning for weight to be a protected class in the Icelandic constitution. The Association has increased the visibility of the dangers of diet culture and the harm of fat stigma. They laid the groundwork that led to changing the human rights policy for the city of Reykjavík; fat people cannot be discriminated against in employment settings within government jobs. As the city is one of the largest employers in the country, this was a large step forward for fat rights.Tara does receive her fair share of hate messages; she’s shared that she’s amazed at the lengths people will go to misunderstand what she is saying (Vilhjálmsdóttir). “This isn’t about hurt feelings; I’m not insulted [by fat stigma]. It’s about [fat stigma] affecting the livelihood of fat people and the structural discrimination they face” (Vilhjálmsdóttir). She collects the hateful comments she receives online through screenshots and shares them in an album on her page. She believes it is important to keep a repository to demonstrate to others that the hatred towards fat people is real. But the hate she receives only fuels her work more. As does the encouragement she receives from people, both in Iceland and abroad. And she is not alone; fat activists across the world are using Web 2.0 tools to change the conversation around fatness and demand civil rights for fat people (Pausé, “Rebel Heart”; Pausé, “Live to Tell").Using Web 2.0 tools as a way to protest and engage in activism is an example of oppositional technologics; a “political praxis of resistance being woven into low-tech, amateur, hybrid, alternative subcultural feminist networks” (Garrison 151). Fat activists use social media to engage in anti-assimilationist activism and build communities of practice online in ways that would not be possible in real life (Pausé, “Express Yourself” 1). This is especially useful for those whose protests sit at the intersections of oppressions (Keller 435; Pausé, “Rebel Heart” para 19). Online protests have the ability to travel the globe quickly, providing opportunities for connections between protests and spreading protests across the globe, such as SlutWalks in 2011-2012 (Schuster 19). And online spaces open up unlimited venues for women to participate more freely in protest than other forms (Harris 479; Schuster 16; Garrison 162).Whether online or offline, women are represented as dangerous in the political sphere when they act without male champions breaching norms of femininity, when their involvement challenges the role of woman as moral guardians, and when they make the body the site of protest. Women must ‘do politics’ politely, with utmost control, and of course caringly; that is they must play their ‘designated roles’. Whether or not you fit the gendered norms of political life affects how your protest is perceived through the media (van Acker). Coulter’s tweet loudly proclaimed that the fat ‘girls’ protesting the election of the 45th President of the United States were unworthy, out of control, and not worthy of attention (ironic, then, as her tweet caused considerable conversation about protest, fatness, and the reasons not to like the President-Elect). What the Coulter tweet demonstrates is that fat women are perceived as doubly-problematic in public space, both as fat and as women. I use Rangoon and Burma for the period prior to 2006 and Yangon and Myanmar for the period thereafter. In addition, I have removed the name of any activist currently in Myanmar due to the recent policy of executing political prisoners. On 1 February 2021, Myanmar was again plunged into political turmoil when the military illegally overthrew the country’s democratically elected government. This is the third time Myanmar, formally known as Burma, has been subject to a coup d’état; violent seizures of power took place in 1962 and in 1988-90. While those two earlier military governments met with opposition spearheaded by students and student organisations, in 2021 the military faced organised resistance through a mass Civil Disobedience Movement (CDM) initiated by government healthcare workers who refused to come to work. They were joined by private sector “strikes” and, perhaps most visible of all to western viewers, mass street demonstrations “led” by “Gen Z” activists—young people who had come of age during Myanmar’s brief decade of democracy. There is little doubt that the success of the CDM and associated protests is due to the widespread coverage and reach of social media as well as the creative communications skills of the country’s first “generation of digital natives”, who are sufficiently familiar and comfortable with social platforms to “participate and shape their identities in communication and dialogue with global digital media content” (Jordt et al. 12 ). The leveraging of global culture, including the use of English in protest signs, was notable in garnering international media coverage and so keeping Myanmar’s political plight front-of-mind with governments around the world. Yet this is not the whole story behind the effectiveness of these campaigns. As Lisa Brooten argues, contemporary networks are built on “decades of behind-the-scenes activism to build a multi-ethnic civil society” (East Asia Forum). The leading democracy activist, Min Ko Naing, aligned “veteran activists from previous generations with novice Gen Z activists”, declaring “this revolution represents a combination of Generations X, Y and Z in fighting against the military dictatorship’” (Jordt et al. 18). Similarly, the creative strategies used by 2021’s digital campaigners also build on protests by earlier generations of young, creative people. This paper looks at two creative protest across the generations. The first is “secret” fashion photography of the late 1970s collected in Lukas Birk’s Yangon Fashion 1979 – Fashion=Resistance. The second is the contemporary #100projectors campaign, a “projection project for Myanmar democracy movement against the military dictatorship” (in the interest of full disclosure, I took part in the #100projectors project). Drawing from the contemporary advertising principle of “segmentation”, the communications practice where potential consumers are divided into “subgroups … based on specific characteristics and needs” (WARC 1), as well as contemporary thinking on the “aesthetics” of “cosmopolitanism”, (Papastergiadis, Featherstone, and Christensen), I argue that contemporary creative strategies can be traced back to the creative tactics of resistance employed by earlier generations of protesters and their re-imagining of “national space and its politics” (Christensen 556) in the interstices of cosmopolitan Rangoon, Burma, and Yangon, Myanmar. #100projectors Myanmar experienced two distinct periods of military rule, the Socialist era between 1962 and 1988 under General Ne Win and the era under the State Law and Order Restoration Council – State Peace and Development Council between 1988 and 2011. These were followed by a semi-civilian era from 2011 to 2021 (Carlson 117). The coup in 2021 marks a return to extreme forms of control, censorship, and surveillance. Ne Win’s era of military rule saw a push for Burmanisation enforced through “significant cultural restrictions”, ostensibly to protect national culture and unity, but more likely to “limit opportunities for internal dissent” (Carlson 117). Cultural restrictions applied to art, literature, film, television, as well as dress. Despite these prohibitions, in the 1970s Rangoon's young people smuggled in illegal western fashion magazines, such as Cosmopolitan and Vogue, and commissioned local tailors to make up the clothes they saw there. Bell-bottoms, mini-skirts, western-style suits were worn in “secret” fashion shoots, with the models posing for portraits at Rangoon photographic studios such as the Sino-Burmese owned Har Si Yone in Chinatown. Some of the wealthier fashionistas even came for weekly shoots. Demand was so high, a second branch devoted to these photographic sessions was opened with its own stock of costumes and accessories. Copies of these head to toe fashion portraits, printed on 12 x 4 cm paper, were shared with friends and family; keeping portrait albums was a popular practice in Burma and had been since the 1920s and 30s (Birk, Burmese Photographers 113). The photos that survive this era are collected in Lukas Birk’s Yangon Fashion 1979 – Fashion=Resistance. #100projectors was launched in February 2021 by a group of young visual and video artists with the aim of resisting the coup and demanding the return of democracy. Initially a small group of projectionists or “projector fighters”, as the title suggests they plan to amplify their voices by growing their national and international network to 100. #100projectors is one of many campaigns, movements, and fundraisers devised by artists and creatives to protest the coup and advocate for revolution in Myanmar. Other notable examples, all run by Gen Z activists, include the Easter Egg, Watermelon, Flash, and Marching Shoes strikes. The Marching Shoe Strike, which featured images of flowers in shoes, representing those who had died in protests, achieved a reach of 65.2 million in country with 1.4 million interactions across digital channels (VERO, 64) and all of these campaigns were covered by the international press, including The Guardian, Reuters, The Straits Times, and VOA East Asia Pacific Session, as well as arts magazines around the world (for example Hyperallergic, published in Brooklyn). #100projectors material has been projected in Finland, Scotland, and Australia. The campaign was written about in various art magazines and their Video #7 was screened at the Bangkok Art and Culture Centre in February 2022 as part of Defiant Art: A Year of Resistance to the Myanmar Coup. At first glance, these two examples seem distant in both their aims and achievements. Fashion photos, taken in secret and shared privately, could be more accurately described as a grassroots social practice rather than a political movement. While Birk describes the act of taking these images as “a rebellion” and “an escape” in a political climate when “a pair of flowers and a pair of sunglasses might just start a revolution”, the fashionistas’ photographs seem “ephemeral” at best, or what Mina Roces describes as the subtlest form of resistance or ‘weapons of the weak’ (Scott in Roces 7). By contrast, #100projectors has all the hallmarks of a polished communications campaign. They have a logo and slogans: “We fight for light” and “The revolution must win”. There is a media plan, which includes the use of digital channels, encrypted messaging, live broadcasts, as well as in-situ projections. Finally, there is a carefully “targeted” audience of potential projectionists. It is this process of defining a target audience, based on segmentation, that is particularly astute and sophisticated. Traditionally, segmentation defined audiences based on demographics, geodemographics, and self-identification. However, in the online era segments are more likely to be based on behaviour and activities revealed in search data as well as shares, depending on preferences for privacy and permission. Put another way, as a digital subject, “you are what you choose to share” (WARC 1). The audience for #100projectors includes artists and creative people around the world who choose to share political video art. They are connected through digital platforms including Facebook as well as encrypted messaging. Yet this contemporary description of digital subjectivity, “you are what you choose to share”, also neatly describes the Yangon fashionistas and the ways in which they resist the political status quo. Photographic portraits have always been popular in Burma and so this collection does not look especially radical. Initially, the portraits seem to speak only about status, taste, and modernity. Several subjects within the collection are shown in national or ethnic dress, in keeping with the governments edict that Burma consisted of 135 ethnicities and 8 official races. In addition, there is a portrait of a soldier in full uniform. But the majority of the images are of men and women in “modern” western gear typical of the 1970s. With their wide smiles and careful poses, these men and women look like they’re performing sophisticated worldliness as well as showing off their wealth. They are cosmopolitan adepts taking part in international culture. Status is implicit in the accessories, from sunglasses to jewellery. One portrait is shot at mid-range so that it clearly features a landline phone. In 1970s Burma, this was an object out of reach for most. Landlines were both prohibitively expensive and reserved for the true elites. To make a phone call, most people had to line up at special market stalls. To be photographed with a phone, in western clothes (to be photographed at all), seems more about aspiration than anarchy. In the context of Ne Win’s Burma, however, the portraits clearly capture a form of political agency. Burma had strict edicts for dress and comportment: kissing in public was banned and Burmese citizens were obliged to wear Burmese dress, with western styles considered degenerate. Long hair, despite being what Burmese men traditionally wore prior to colonisation, was also deemed too western and consequently “outlawed” (Edwards 133). Dress was not only proscribed but hierarchised and heavily gendered; only military men had “the right to wear trousers” (Edwards 133). Public disrespect of the all-powerful, paranoid, and vindictive military (known as “sit tat” for military or army versus “Tatmadaw” for the good Myanmar army) was dangerous bordering on the suicidal. Consequently, wearing shoulder-length hair, wide bell bottoms, western-style suits, and “risqué” mini-skirts could all be considered acts of at least daring and definitely defiance. Not only are these photographs a challenge to gender constructions in a country ruled by a hyper-masculine army, but these images also question the nature of what it meant to be Burmese at a time when Burmeseness itself was rigidly codified. Recording such acts on film and then sharing the images entailed further risk. Thus, these models are, as Mina Roces puts it, “express[ing] their agency through sartorial change” (Roces 5). Photograph: Myanmar Photo Archive / Lukas Birk. Roces also notes the “challenge” of making protest visible in spaces “severely limited” under authoritarian regimes (Roces 10). Burma under the Socialist government was a particularly difficult place in which to mount any form of resistance. Consequences included imprisonment or even execution, as in the case of the student leader Tin Maung Oo. Ma Thida, a writer and human rights advocate herself jailed for her work, explains the use of creative tools such as metaphor in a famous story about a crab by the writer and journalist Hanthawaddy U Win Tin: The crab, being hard-shelled, was well protected and could not be harmed. However, the mosquito, despite being a far smaller animal, could bite the eyes of the crab, leading to the crab’s eventual death. ... Readers drew the conclusion that the socialist government of Ne Win was the crab that could be destabilized if a weakness could be found. (Thida 317) If the metaphor of a crab defeated by a mosquito held political meaning, then being photographed in prohibited fashions was a more overt way of making defiance and resistant “visible”. While that visibility seems ephemeral, the fashionistas also found a way not only to be seen by the camera in their rebellious clothing, but also by a “public” or audience of those with whom they shared their images. The act of exchanging portraits, what Birk describes as “old-school Instagram”, anticipates not only the shared selfie, but also the basis of successful contemporary social campaigns, which relied in part on networks sharing posts to amplify their message (Birk, Yangon Fashion 17). What the fashionistas also demonstrate is that an act of rebellion can also be a means of testing the limits of conformity, of the need for beauty, of the human desire to look beautiful. As the art critic and cultural theorist Nikos Papastergiadis writes, “the cosmopolitan imagination in contemporary art could be defined as an aesthetic of openness that engenders a global sense of inter-connectedness” (207). Inter-connectedness and its possibilities and limits shape the aesthetic imaginary of both the secret fashion shoots of 1970s Rangoon and the artists and videographers of 2021. In the videos of the #100projectors project and the fashion portraits of stylish Rangoonites, interconnection comes as a form of aesthetic blending, a conversation that transcends the border. The sitter posing in illicit western clothes in a photo studio in the heart of Rangoon, then Burma’s capital and seat of power, cannot help but point out that borders are permeable, and that national identity is temporally-based, transitory, and full of slippages. In this spot, 40-odd years earlier, Burmese nationalists used dress as a means of publicly supporting the nationalist cause (Edwards, Roces). Like the portraits, the #100projector videos blend global and local perspectives on Myanmar. Combining paintings, drawings, graphics, performance art recordings, as well as photography, the work shares the ‘instagrammable’ quality of the Easter Egg, Watermelon, and Marching Shoes strikes with their bright colours and focus on people—or the conspicuous lack of people and the example of the Silent Strike. Graphics are in Burmese as well as English. Video #6 was linked to International Women’s Day. Other graphics reference American artists such as Shepherd Fairey and his Hope poster, which was adapted to feature Aung San Suu Kyi’s face during then-President Obama’s visit in 2012. The videos also include direct messages related to political entities such as Video #3, which voiced support for the Committee Representing Pyidaungsu Hlutaw (CRPH), a group of 15 elected MPs who represented the ideals of Gen Z youth (Jordt et al., viii). This would not necessarily be understood by an international viewer. Also of note is the prevalence of the colour red, associated with Aung San Suu Kyi’s NLD. Red is one of the three “political” colours formerly banned from paintings under SLORC. The other two were white, associated with the flowers Aung Sang Suu Kyi wore in her hair, and black, symbolic of negative feelings towards the regime (Carlson, 145). The Burmese master Aung Myint chose to paint exclusively in the banned colours as an ongoing act of defiance, and these videos reflect that history. The videos and portraits may propose that culturally, the world is interconnected. But implicit in this position is also the failure of “interconnectedness”. The question that arises with every viewing of a video or Instagram post or Facebook plea or groovy portrait is: what can these protesters, despite the risks they are prepared to take, realistically expect from the rest of the world in terms of help to remove the unwanted military government? Interconnected or not, political misfortune is the most effective form of national border. Perhaps the most powerful imaginative association with both the #100projectors video projections and fashionistas portraits is the promise of transformation, in particular the transformations possible in a city like Rangoon / Yangon. In his discussion of the cosmopolitan space of the city, Christensen notes that although “digital transformations touch vast swathes of political, economic and everyday life”, it is the city that retains supreme significance as a space not easily reducible to an entity beneath the national, regional, or global (556). The city is dynamic, “governed by the structural forces of politics and economy as well as moralities and solidarities of both conservative and liberal sorts”, where “othered voices and imaginaries find presence” in a mix that leads to “contestations” (556). Both the fashionistas and the video artists of the #100projectors use their creative work to contest the ‘national’ space from the interstices of the city. In the studio these transformations of the bodies of Burmese subjects into international “citizens of the world” contest Ne Win’s Burma and reimagine the idea of nation. They take place in the Chinatown, a relic of the old, colonial Rangoon, a plural city and one of the world’s largest migrant ports, where "mobility, foreignness and cross-cultural hybridity" were essential to its make-up (Aung Thin 778). In their instructions on how to project their ideas as a form of public art to gain audience, the #100projectors artists suggest projectors get “full on creative with other ways: projecting on people, outdoor cinema, gallery projection” (#100projectors). It is this idea projection as an overlay, a doubling of the everyday that evokes the possibility of transformation. The #100projector videos screen on Rangoon bridges, reconfiguring the city, albeit temporarily. Meanwhile, Rangoon is doubled onto other cities, towns, villages, communities, projected onto screens but also walls, fences, the sides of buildings in Finland, Scotland, Australia, and elsewhere. Conclusion In this article I have compared the recent #100projectors creative campaign of resistance against the 2021 coup d’état in Myanmar with the “fashionistas” of 1970 and their “secret” photo shoots. While the #100projectors is a contemporary digital campaign, some of the creative tactics employed, such as dissemination and identifying audiences, can be traced back to the practices of Rangoon’s fashionistas of the 1970s. ­­Creative resistance begins with an act of imagination. The creative strategies of resistance examined here share certain imaginative qualities of connection, a privileging of the ‘cosmopolitan’ and ‘interconnectedness’ as well as the transformativity of actual space, with the streets of Rangoon, itself a cosmopolitan city. Abstract:
Why do politicians wear what they wear? Social conventions and parliamentary rules largely shape how politicians dress. Clothing is about power, especially if we think about clothing as uniforms. Uniforms of judges and police are easily recognised as symbols of power. Similarly, the business suit of a politician is recognised as a form of authority. But what if you are a female politician: what do you wear to work or in public? Why do we expect politicians to wear suits and ties? While we do expect a certain level of behaviour of our political leaders, why does the professionalised suit and tie signal this? And what happens if a politician challenges this convention? Female politicians, and largely any women in a position of power in the public sphere, are judged when they don’t conform to the social conventions of appropriate dress. Arguably, male politicians are largely not examined for their suit preferences (unless you are Paul Keating wearing Zenga suits or Anthony Albanese during an election make-over), so why are female politicians’ clothes so scrutinised and framed as reflective of their abilities or character? This article interrogates the political uniform and its gendered contestations. It does so via the ways female politicians are challenging gender norms and power relations in how they dress in public, political, and parliamentary contexts. It considers how rules and conventions around political clothing are political in themselves, through a discussion on how female politicians and political figures choose to adhere to or break these rules. Rules about what dress is worn by parliamentarians are often archaic, often drawn from rules set by parliaments largely made up of men. But even with more women sitting in parliaments, dress rules still reflect a very masculine idea of what is appropriate. Dress standards in the Australian federal parliament are described as a “matter for individual judgement”, however the Speaker of the House of Representatives can make rulings on members’ attire. In 1983, the Speaker ruled dress was to be neat, clean, and decent. In 1999, the Speaker considered dress to be “formal” and “similar to that generally accepted in business and professional circles”. This was articulated by the Speaker to be “good trousers, a jacket, collar and tie for men and a similar standard of formality for women”. In 2005, the Speaker reinforced this ruling that dress should be “formal” in keeping with business and professional standards, adding there was no “dignity of the House for Members to arrive in casual or sportswear” (“Dress”). Clothes with “printed slogans” are not considered acceptable and result in a warning from the Speaker for Australian MPs to “dress more appropriately”. Previous dress rulings also include that members should not remove their jackets in parliament, “tailored safari suits without a tie were acceptable, members could wear hats in parliament but had to remove them while entering or leaving the chamber and while speaking”. The safari suit rule likely refers to the former Foreign Affairs Minister Gareth Evans’s wearing of the garment during the 1980s and 1990s. The Speaker can also rule on what a member of the federal parliament can’t do. While in parliament, members can’t smoke, can’t read a newspaper, can’t distribute apples, may not climb over seats, and can’t hit or kick their desks. Members of parliament can however use their mobile phones for text messaging, and laptops can be used for emails (“Dress”). These examples suggest an almost old-fashioned type of school rules juxtaposed with modern sensibilities, positing the ad-hoc nature of parliamentary rules, with dress rules further evidence of this. While a business suit is considered the orthodoxy of the political uniform for male politicians, this largely governs rules about what female politicians wear. The business suit, the quasi-political uniform for male MPs, is implicit and has social consensus. The suit, which covers the body, is comprised of trousers to the ankle, well cut in muted colours of blue, grey, brown, and black, with contrasting shirts, often white or light colours, ties that may have a splash of colour, often demonstrating allegiances or political persuasions, mostly red or blue, as in the case of Labor and Liberal or Republicans and Democrats. The conventions of the suit are largely proscribed onto women, who wear a female version of the male suit, with some leeway in colour and pattern. Dress for female MPs should be modest, as with the suit, covering much of the body, and especially have a modest neckline and be at least knee length. In the American Congress, the dress code requires “men to wear suit jackets and ties ... and women are not supposed to wear sleeveless tops or dresses without a sweater or jacket” (Zengerle). In 2017, this prompted US Congresswomen to wear sleeveless dresses as a “right to bare arms” (Deutch and Karl). In these two Australian and American examples of a masculine parliamentary wear it is reasonable to suppose a seeming universality about politicians’ dress codes. But who decides what is the correct mode of political uniform? Sartorial rules about what are acceptable clothing choices are usually made by the dominant group, and this is the case when it comes to what politicians wear. Some rules about what is worn in parliament are archaic to our minds today, such as the British parliament law from 1313 which outlaws the wearing of armour and weaponry inside the chamber. More modern rulings from the UK include the banning of hats in the House of Commons (although not the Lords), and women being permitted handbags, but not men (Simm). This last rule reveals how clothing and its performance is gendered, as does the Australian parliament rule that a “Member may keep his hands in his pockets while speaking” (“Dress”), which assumes the speaker is likely a man wearing trousers. Political Dress as Uniform While political dress may be considered as a dress ‘code’ it can also be understood as a uniform because the dress reflects their job as public, political representatives. When dress code is considered as a uniform, homogenisation of dress occurs. Uniformity, somewhat ironically, can emphasise transgressions, as Jennifer Craik explains: “cultural transgression is a means of simultaneously undermining and reinforcing rules of uniforms since an effective transgressive performance relies on shared understandings of normative meanings, designated codes of conduct and connotations” (Craik 210). Codified work wear usually comes under the umbrella of uniforms. Official uniforms are the most obvious type of uniforms, clearly denoting the organisation of the wearer. Military, police, nurses, firefighters, and post-office workers often have recognisable uniforms. These uniforms are often accompanied by a set of rules that govern the “proper” wearing of these items. Uniforms rules do not just govern how the clothing is worn, they also govern the conduct of the person wearing the uniform. For example, a police officer in uniform, whether or not on duty, is expected to maintain certain codes of behaviour as well as dress standards. Yet dress, as Craik notes, can also be transgressive, allowing the wearer to challenge the underpinning conventions of the dress codes. Both Australian Senator Sarah Hanson-Young and US Congresswoman Alexandria Ocasio-Cortez, to name just two, leveraged social understandings of uniforms when they used their clothing to communicate political messages. Fashion as political communication or as ‘fashion politics’ is not a new phenomenon (Oh 374). Jennifer Craik argues that there are two other types of uniform; the unofficial and the quasi-uniform (17). Unofficial uniforms are generally adopted in lieu of official uniforms. They generally arise organically from group members and function in similar ways to official uniforms, and they tend to be identical in appearance, even if hierarchical. Examples of these include the yellow hi-vis jackets worn by the French Gilets Jaunes during the 2018 protests against rising costs of living and economic injustice (Coghlan). Quasi-uniforms work slightly differently. They exist where official and unofficial rules govern the wearing of clothes that are beyond the normal social rules of clothing. For example, the business suit is generally considered appropriate attire for those working in a conservative corporate environment: some workplaces restrict skirt, trouser, and jacket colours to navy, grey, or black, accompanied by a white shirt or blouse. In this way we can consider parliamentary dress to be a form of “quasi-uniform”, governed by both official and unofficial workplaces rules, but discretionary as to what the person chooses to wear in order to abide by these rules, which as described above are policed by the parliamentary Speaker. In the Australian House of Representatives, official rules are laid down in the policy “Dress and Conduct in the Chamber” which allows that “the standard of dress in the Chamber is a matter for the individual judgement of each Member, [but] the ultimate discretion rests with the Speaker” (“Dress”). Clothing rules within parliamentary chambers may establish order but also may seem counter-intuitive to the notions of democracy and free speech. However, when they are subverted, these rules can make clothing statements seem even more stark. Jennifer Craik argues that “wearing a uniform properly ... is more important that the items of clothing and decoration themselves” (4) and it is this very notion that makes transgressive use of the uniform so powerful. As noted by Coghlan, what we wear is a powerful tool of political struggle. French revolutionaries rejected the quasi-uniforms of the French nobility and their “gold-braided coat, white silk stockings, lace stock, plumed hat and sword” (Fairchilds 423), and replaced it with the wearing of the tricolour cockade, a badge of red, blue, and white ribbons which signalled wearers as revolutionaries. Uniforms in this sense can be understood to reinforce social hierarchies and demonstrate forms of power and control. Coghlan also reminds us that the quasi-uniform of women’s bloomers in the 1850s, often referred to as “reform dress”, challenged gender norms and demonstrated women’s agency. The wearing of pants by women came to “symbolize the movement for women’s rights” (Ladd Nelson 24). The wearing of quasi-political uniforms by those seeking social change has a long history, from the historical examples already noted to the Khadi Movement led by Gandhi’s “own sartorial choices of transformation from that of an Englishman to that of one representing India” (Jain), to the wearing of sharecropper overalls by African American civil rights activists to Washington to hear Martin Luther King in 1963, to the Aboriginal Long March to Freedom in 1988, the Tibetan Freedom Movement in 2008, and the 2017 Washington Pink Pussy Hat March, just to name a few (Coghlan). Here shared dress uniforms signal political allegiance, operating not that differently from the shared meanings of the old-school tie or tie in the colour of political membership. Political Fashion Clothing has been used by queens, female diplomats, and first ladies as signs of power. For members of early royal households, “rank, wealth, magnificence, and personal virtue was embodied in dress, and, as such, dress was inherently political, richly materialising the qualities associated with the wearer” (Griffey 15). Queen Elizabeth I (1558-1603), in order to subvert views that she was unfit to rule because of her sex, presented herself as a virgin to prove she was “morally worthy of holding the traditionally masculine office of monarch” (Howey 2009). To do this she dressed in ways projecting her virtue, meaning her thousands of gowns not only asserted her wealth, they asserted her power as each gown featured images and symbols visually reinforcing her standing as the Virgin Queen (Otnes and Maclaren 40). Not just images and symbols, but colour is an important part of political uniforms. Just as Queen Elizabeth I’s choice of white was an important communication tool to claim her right to rule, Queen Victoria used colour to indicate status and emotion, exclusively wearing black mourning clothes for the 41 years of her widowhood and thus “creating a solemn and pious image of the Queen” (Agnew). Dress as a sign of wealth is one aspect of these sartorial choices, the other is dress as a sign of power. Today, argues Mansel, royal dress is as much political as it is performative, embedded with a “transforming power” (Mansel xiiv). With the “right dress”, be it court dress, national dress, military or civil uniform, royals can encourage loyalty, satisfy vanity, impress the outside world, and help local industries (Mansel xiv). For Queen Elizabeth II, her uniform rendered her visible as The Queen; a brand rather than the person. Her clothes were not just “style choices”; they were “steeped with meaning and influence” that denoted her role as ambassador and figurehead (Atkinson). Her wardrobe of public uniforms was her “communication”, saying she was “prepared, reliable and traditional” (Atkinson). Queen Elizabeth’s other public uniform was that of the “tweed-skirted persona whose image served as cultural shorthand for conservative and correct manner and mode” (Otnes and Maclaren 19). For her royal tours, the foreign dress of Queen Elizabeth was carefully planned with a key “understanding of the political semantics of fashion … with garments and accessories … pay[ing] homage to the key symbols of the host countries” (Otnes and Maclaren 49). Madeline Albright, former US Secretary of State, engaged in sartorial diplomacy not with fashion but with jewellery, specifically pins (Albright). She is quoted as saying on good days, when I wanted to project prosperity and happiness, I'd put on suns, ladybugs, flowers, and hot-air balloons that signified high hopes. On bad days, I'd reach for spiders and carnivorous animals. If the progress was slower than I liked during a meeting in the Middle East, I'd wear a snail pin. And when I was dealing with crabby people, I put on a crab. Other ambassadors started to notice, and whenever they asked me what I was up to on any given day, I would tell them, “Read my pins”. (Burack) Two American first ladies, Hillary Rodham Clinton and Michelle Obama, demonstrate how their fashion acted as a political uniform to challenge the ideal notions of American womanhood that for generations were embedded in the first lady (Rall et al.). While modern first ladies are now more political in their championing of causes and play an important role in presidential election, there are lingering expectations that the first lady be the mother of the nation (Caroli). First Lady Hillary Rodham Clinton’s eclectic style challenged the more conservative tone set by prior Republican first ladies, notably Barbara Bush. Rodham Clinton is a feminist and lawyer more interested in policy that the domesticity of White House functions and décor. Her fashion reflects her “independence, individuality and agency”, providing a powerful message to American women (Rall et al. 274). This was not that much of a shift from her appearance as the wife of a Southern Governor who wouldn’t wear makeup and kept her maiden name (Anderson and Sheeler 26). More recently, as Democratic Presidential nominee, Rodham Clinton again used fashion to tell voters that a woman could wear a suit and become president. Rodham Clinton’s political fashion acted to contest the gender stereotypes about who could sit in the White House (Oh 374). Again, the pantsuit was not new for Rodham Clinton; “when I ran for Senate in 2000 and President in 2008, I basically had a uniform: a simple pantsuit, often black” (Mejia). Rodham Clinton says the “benefit to having a uniform is finding an easy way to fit in … to do what male politicians do and wear more or less the same thing every day”. As a woman running for president in 2016, the pantsuit acted as a “visual cue” that she was “different from the men but also familiar” (Mejia). Similarly, First Lady Michelle Obama adopted a political uniform to situate her role in American society. Gender but also race and class played a role in shaping her performance (Guerrero). As the first black First Lady, in the context of post-9/11 America which pushed a “Buy American” retail campaign, and perhaps in response to the novelty of a black First Lady, Obama expressed her political fashion by returning the First Lady narrative back to the confines of family and domesticity (Dillaway and Paré). To do this, she “presented a middle-class casualness by wearing mass retail items from popular chain stores and the use of emerging American designers for her formal political appearances” (Rall et al. 274). Although the number of women elected into politics has been increasing, gender stereotypes remain, and female representation in politics still remains low in most countries (Oh 376). Hyland argues that female politicians are subject to more intense scrutiny over their appearance … they are held to higher standards for their professional dress and expected to embody a number of paradoxes — powerful yet demure, covered-up but not too prim. They’re also expected to keep up with trends in a way that their male counterparts are not. Sexism can too easily encroach upon critiques of what they wear. How female politicians dress is often more reported than their political or parliamentary contributions. This was the case for Australia’s first female Prime Minister Julia Gillard. Jansens’s 2019 research well demonstrates the media preoccupation with political women’s fashion in a number of ways, be it the colours they choose to wear, how their clothing reveals their bodies, and judgements about the professionalism of their sartorial choices and the number of times certain items of clothing are worn. Jansens provides a number of informative examples noting the media’s obsession with Gillard’s choices of jackets that were re-worn and tops that showed her cleavage. One Australian Financial Review columnist reported, I don’t think it’s appropriate for a Prime Minister to be showing her cleavage in Parliament. It’s not something I want to see. It is inappropriate to be in Parliament, it is disrespectful to yourself and to the Australian community and to the parliament to present yourself in a manner that is unprofessional. (Jansens) The media preoccupation with female politicians’ clothing is noted elsewhere. In the 2012 Korean presidential election, Geun-hye Park became the first female president of Korea, yet media reports focussed largely on Park’s fashion: a 2013 newspaper published a four-page analysis titled “Park Geun-hye Fashion Project”. Another media outlet published a review of the 409 formal function outfits worn by Park (Oh 378). The larger focus, however, remains on Park’s choice to wear a suit, referred to as her “combat uniform” (Cho), for her daily parliamentary and political duties. This led Oh to argue that Korean female politicians, including Park, wear a “male suit as a means for benefit and survival”; however, with such media scrutiny “female politicians are left under constant surveillance” (382). As Jansens argues, clothing can act as a “communicative barrier between the body and society”, and a narrative that focusses on how clothes fit and look “illustrates women’s bodies as exceptional to the uniform of the political sphere, which is a masculine aesthetic” (212). Drawing on Entwistle, Jansens maintains that the the uniform “serves the purpose in policing the boundaries of sexual difference”, with “uniforms of gender, such as the suit, enabl[ing] the repetitious production of gender”. In this context, female politicians are in a double bind. Gillard, for example, in changing her aesthetic illustrates the “false dichotomy, or the ‘double bind’ of women’s competency and femininity that women can be presented with regarding their agency to conform, or their agency to deviate from the masculine aesthetic norm” (Jansens 212). This was likely also the experience of Jeannette Rankin, with media reports focusing on Rankin’s “looks and “personal habits,” and headlines such “Congresswoman Rankin Real Girl; Likes Nice Gowns and Tidy Hair” (“Masquerading”). In this article, however, the focus is not on the media preoccupation with female politicians’ political fashion; rather, it is on how female politicians, rather than conforming to masculine aesthetic norms of wearing suit-like attire, are increasingly contesting the political uniform and in doing so are challenging social and political boundaries As Yangzom puts it, how the “embodiment of dress itself alters political space and civic discourse is imperative to understanding how resistance is performed in creating social change” (623). This is a necessary socio-political activity because the “way the media talks about women affects the way women are perceived in society. If women’s appearances are consistently highlighted in the media, inequality of opportunity will follow from this inequality of treatment” (Jansens 215). Contesting the Political Uniform Breaking fashion norms, or as Entwistle argues, “bodies which flout the conventions of their culture and go without the appropriate clothes are subversive of the most basic social codes and risk exclusion, scorn and ridicule” (7), hence the price may be high to pay for a public figure. American Vice-President Kamala Harris’s penchant for comfy sneakers earned her the nickname “the Converse candidate”. Her choice to wear sneakers rather than a more conventional low-heel shoe didn’t necessarily bring about a backlash; rather, it framed her youthful image (possibly to contrast against Trump and Biden) and posited a “hit the ground running” approach (Hyland). Or, as Devaney puts it, “laced up and ready to win … [Harris] knew her classic American trainers signalled a can-do attitude and a sense of purpose”. Increasingly, political women, rather than being the subject of social judgments about their clothing, are actively using their dressed bodies to challenge and contest a range of political discourses. What a woman wears is a “language through which she can send any number of pointed messages” (Weiss). In 2021, US Congresswoman Alexandria Ocasio-Cortez wore a ‘Tax the rich’ dress to the Met Gala. The dress was designed by social activist designers Brother Vellies and loaned to Ocasio-Cortez to attend the $30,000 ticket event. For Ocasio-Cortez, who has an Instagram following of more than eight million people, the dress is “about having a real conversation about fairness and equity in our system, and I think this conversation is particularly relevant as we debate the budget” (“Alexandria”). For Badham, “in the blood-spattered garments of fighting class war” the “backlash to Alexandria Ocasio-Cortez’s … dress was instant and glorious”. At the same event, Congresswomen Carolyn Maloney wore an ‘Equal Rights for Women’ suffragette-themed floor length dress in the suffragette colours of purple, white, and gold. Maloney posted that she has “long used fashion as a force 4 change” (Chamlee). US Senator Kyrsten Sinema is known for her “eccentric hipster” look when sitting in the chamber, complete with “colourful wigs, funky glasses, gold knee-high boots, and a ring that reads ‘Fuck off”’ (Hyland). Simena has been called a “Prada Socialist” and a “fashion revolutionary” (Cauterucci). Similarly, UK politician Harriet Harmen received backlash for wearing a t-shirt which read “This is what a feminist looks like” when meeting PM David Cameron (Pilote and Montreuil). While these may be exceptions rather than the rule, the agency demonstrated by these politicians speaks to the patriarchal nature of masculine political environments and the conventions and rules that maintain gendered institutions, such as parliaments. When US Vice-President Kamala Harris was sworn in, she was “not only … the first woman, Black woman, and South Asian-American woman elected to the position, but also … the first to take the oath of office wearing something other than a suit and tie”, instead wearing a feminised suit consisting of a purple dress and coat designed by African-American designer Christopher John Rogers (Naer). Harris is often photographed wearing Converse sneakers, as already noted, and Timberland work boots, which for Naer is “quietly rebellious” because with them “Harris subverts expectations that women in politics should appear in certain clothing (sleek heels, for instance) in order to compete with men — who are, most often, in flats”. For Elan, the Vice-President’s sneakers may be a “small sartorial detail, but it is linked to the larger cultural moment in which we live. Sneakers are a form of footwear finding their way into many women’s closets as part of a larger challenge to outmoded concepts of femininity” as well as a nod to her multiracial heritage where the “progenitors of sneaker culture were predominantly kids of colour”. Her dress style can act to disrupt more than just gender meanings; it can be extended to examine class and race. In 2022, referencing the Alexandria Ocasio-Cortez 2021 Met dress, Claudia Perkins, the wife of Australian Greens leader Adam Bandt, wore a “white, full-length dress covered in red and black text” that read “coal kills” and “gas kills”, with slick, long black gloves. Bandt wore a “simple tux with a matching pocket square of the same statement fabric” to the federal parliament Midwinter Ball. Joining Perkins was Greens Senator Sarah Hanson-Young, wearing an “hourglass white dress with a statement on the back in black letters” that read: “end gas and coal”. The trim on the bottom was also covered in the same text. Hanson-Young posted on social media that the “dress is made from a 50-year-old damask table cloth, and the lettering is made from a fast fashion handbag that had fallen apart” (Bliszczyk). Federal MP Nicolle Flint posted a video on Twitter asking a political commentator what a woman in politics should wear. One commentator had taken aim at Flint’s sartorial choices which he described “pearl earrings and a pearly smile” and a “vast wardrobe of blazers, coats and tight, black, ankle-freezing trousers and stiletto heels”. Ending the video, Flint removes her black coat to reveal a “grey bin bag cinched with a black belt” (Norman). In 2018, Québec politician Catherine Dorian was criticised for wearing casual clothes, including Dr Marten boots, in parliament, and again in 2019 when Dorian wore an orange hoodie in the parliamentary chamber. The claim was that Dorian “did not respect decorum” (Pilote and Montreuil). Dorian’s response was “it’s supposed to be the people’s house, so why can’t we look like normal people” (Parrillo). Yet the Québec parliament only has dress rules for men — jacket, shirt and ties — and has no specifics for female attire, meaning a female politician can wear Dr Martens or a hoodie, or meaning that the orthodoxy is that only men will sit in the chamber. The issue of the hoodie, somewhat like Kamala Harris’s wearing of sneakers, is also a class and age issue. For Jo Turney, the hoodie is a “symbol of social disobedience” (23). The garment is mass-produced, ordinary, and democratic, as it can be worn by anyone. It is also a sign of “criminality, anti-social behaviour and out of control youth”. If the media are going to focus on what female politicians are wearing rather than their political actions, it is unsurprising some will use that platform to make social and political comments on issues relating to gender, but also to age, class, and policies. While this may maintain a focus on their sartorial choices, it does remind us of the double bind female politicians are in. With parliamentary rules and social conventions enamoured with the idea of a ‘suit and tie’ being the appropriate uniform for political figures, instances when this ‘rule’ is transgressed will risk public ridicule and social backlash. However, in instances were political women have chosen to wear garments that are not the conventional political uniform of the suit and tie, i.e. a dress or t-shirt with a political slogan, or a hoodie or sneakers reflecting youth, class, or race, they are challenging the customs of what a politician should look like. Politicians today are both men and women, different ages, abilities, sexualities, ethnicities, religions, and demographics. To narrowly suppose what a politician is by what they wear narrows public thinking about a person’s contribution or potential contribution to public life. While patriarchal social conventions and parliamentary rules stay in place, the political sphere is weaker for it.
