The textbook outlines the issues that reveal the importance of determining the origin of goods for customs regulation. The analysis of international treaties and agreements regulating the procedure for determining the origin of goods for customs purposes, as well as the specifics of the application of the rules of origin of goods in world practice, is carried out. The article examines the modern practice of determining the origin of goods in the Eurasian Economic Union, issues of control over the legality of the application of tariff preferences, the basis for the provision of which is the correct determination of the origin of goods. The questions for self-control and tasks for independent work are given. Meets the requirements of the federal state educational standards of higher education of the latest generation. For students of the specialty 38.05.02 "Customs", it may be useful for declarants, specialists in customs operations.

Abstract:
The monograph presents a methodology for assessing the vulnerability of landscapes to external influences. A comparative analysis of the concepts of "stability", "sensitivity", "vulnerability" in relation to natural complexes. An overview of existing methods for assessing the vulnerability of natural complexes is presented. The author's method of assessing the vulnerability of landscapes to anthropogenic impacts is described. The methodology is based on: selection and justification of criteria for assessing the vulnerability of landscapes; preparation of a parametric matrix and gradation of assessment criteria in accordance with the developed vulnerability classes; calculation of weighting factors of vulnerability assessment parameters; selection of optimal territorial operational unit for landscape vulnerability assessment. The method is implemented in the GIS environment "Assessment of vulnerability of landscapes of the Kaliningrad region to anthropogenic impacts", created by the authors using modern geoinformation products. The specificity of spatial differentiation of different landscapes in terms of vulnerability to anthropogenic impacts at the regional and local levels is revealed. It is stated that the use of the methodology for assessing the vulnerability of landscapes to anthropogenic impacts and its integration into the system of nature management will ensure a balanced account of geoecological features and environmental priorities in territorial planning. It is of interest to specialists in the field of rational nature management, environmental protection, spatial planning.

Abstract:
Recent attempts to include and assess public heritage in the accounts of governments and charities are controversial. There are many kinds of value, not merely financial, and various measurement bases. This chapter examines why and how we account (if at all) for heritage assets bringing out the surrounding controversy. Is public heritage an asset that should be included in the reported wealth of public bodies and nations? The economic valuation methods, revealed preferences and stated preferences are the economic valuation methods investigated and considered in relation to the decisions to be made on public heritage. Although the conceptual and practical problems surrounding valuation and reporting of public heritage are immense, pragmatic solutions should be sought. Multidisciplinary approaches are necessary to make informed decisions on management, financing, and the allocation of resources for public heritage.

Abstract:
Chapter 3 introduces a novel theoretical model and empirical test for explaining variations in individuals’ expressed support for trade protection. Drawing on original survey data from 2006 and 2010, the chapter describes the state of Americans beliefs about the costs and benefits of trade for themselves, their community, and the country. To understand the sources of variation in these beliefs, the chapter offers a description of information environment on trade policy: how information sources have changed in content and influence over time; how information influence may vary across different groups of individuals; and how individuals may hold countervailing beliefs about the effect of trade on their own and others’ economic outcomes. The chapter offers a new composite individual-sociotropic model of trade opinion that integrates potential variation in beliefs and incorporates the potential for ambivalence as well as strong support or opposition to trade protection. The chapter concludes by testing the implications of the model on the relationship between individuals’ beliefs about trade’s effects on themselves and others and their stated preference for trade protection.
