Abstract:
Abstract Objective – Cultural heritage institutions with digital images on Wikimedia Commons want to know if and how those images are being reused. This study attempts to gauge the impact of digital cultural heritage images from Wikimedia Commons by using Reverse Image Lookup (RIL) to determine the quantity and content of different types of reuse, barriers to using RIL to assess reuse, and whether reused digital cultural heritage images from Wikimedia Commons include licensing information. Methods – 171 digital cultural heritage Wikimedia Commons images from 51 cultural heritage institutions were searched using the Google images “Search by image” tool to find instances of reuse. Content analysis of the digital cultural heritage images and the context in which they were reused was conducted to apply broad content categories. Reuse within Wikimedia Foundation projects was also recorded. Results – A total of 1,533 reuse instances found via Google images and Wikimedia Commons’ file usage reports were analyzed. Over half of reuse occurred within Wikimedia projects or wiki aggregator and mirror sites. Notable People, people, historic events, and buildings and locations were the most widely reused topics of digital cultural heritage both within Wikimedia projects and beyond, while social, media gallery, news, and education websites were the most likely places to find reuse outside of wiki projects. However, the content of reused images varied slightly depending on the website type on which they were found. Very few instances of reuse included licensing information, and those that did often were incorrect. Reuse of cultural heritage images from Wikimedia Commons was either done without added context or content, as in the case of media galleries, or was done in ways that did not distort or mischaracterize the images being reused. Conclusion – Cultural heritage institutions can use this research to focus digitization and digital content marketing efforts in order to optimize reuse by the types of websites and users that best meet their institution’s mission. Institutions that fear reuse without attribution have reason for concern as the practice of reusing both Creative Commons and public domain media without rights statements is widespread. More research needs to be conducted to determine if notability of institution or collection affects likelihood of reuse, as preliminary results show a weak correlation between number of images searched and number of images reused per institution. RIL technology is a reliable method of finding image reuse but is a labour-intensive process that may best be conducted for selected images and specific assessment campaigns. Finally, the reused content and context categories developed here may contribute to a standardized set of codes for assessing digital cultural heritage reuse.

A 59 years male presented with painless diminution of vision in right eye for 4 months. His vision was 20/100 in right eye and 20/30 in left eye. Fundus examination revealed epiretinal membrane in right eye with central macular thickness of 747 μm for which he underwent 25 guage pars plana vitrectomy. Intraoperatively after internal limiting membrane peeling, during removal of the pieces of the membrane from the forceps with the endoilluminator pipe, accidentally one blade from the tip of ILM peeling forceps broke. In this report, we describe first case of inadvertent intraoperative fracture of 25- gauge Grieshaber DSP End-Grasping ILM forceps in a case of ERM who underwent vitrectomy and removal of ERM with successful removal of fractured tip of ILM forceps.

Abstract:
The last letter of the FAIR acronym stands for Reusability. Data and metadata should be made available with a clear and accessible usage license. But, what are the choices? How can researchers share data and allow reusability? Are all the licenses available for sharing content suitable for data? Data can be covered by different layers of copyright protection making the relationship between data and copyright particularly complex. Some research data can be considered as a work and therefore covered by full copyright while other data can be in the public domain due to their lack of originality. Moreover, a collection of data can be protected by special rights in Europe to acknowledge the investment in time and money in obtaining, presenting, arranging or verifying the data. The need of using a license when sharing data comes from the fact that, under current copyright laws, when rights exist, the absence of any legal notice must be understood as the default “all rights reserved” regime. Unless an exception applies, the authorisation of right holders is necessary for reuse. Right holders could use any text to state the reusability of data but it is advisable to use some of the existing licenses, and especially the ones that are suitable for data and databases. We hope that with this paper we can bring some clarity in relation to the rights involved when sharing research data.

Even in Europe, where database rights(Sui Generis Database Rights) were first created, questions about the utility of these rights have been raised and discussions for revision is going on. We, who benchmarked these European cases at the time, also need to pay attention to the changes in EU. Therefore, in this study, the problems of the database rights were analyzed and future improvement tasks were derived. The results of the s tudy a re a s follows. First, the EU is changing the criteria for judging database rights infringement through the CJEU decision. In order to accommodate the innovation of data, the creation of added value through reuse of users and competitors and the possibility of innovation are accepted as the criteria for judging infringement. We also need to take this into account in our “significant investment” and “determination of infringement”. Second, it is necessary to think about the extension of the exception range of the database right. In Europe, through a separate legislative measure called the Data Act, a wide range of exceptions are being allowed by excluding the database right for databases acquired or created by the use of products or services. This is premised on the premise that the establishment and utilization of databases in various artificial intelligence services, including IoT, is essential anyway, so there is no need to induce investment by guaranteeing sui generis rights. As such, in certain cases, it is necessary to review the introduction of regulations that restrict database rights. Third, like public works, free use of public databases needs to be introduced. Public databases are already trying to create added value through private use through other individual laws. In addition, it is questionable whether the criteria for judging infringement, such as ‘significant investment’ and ‘risk of recovery of investment’, can be applied to the act of creating a database funded by the state finances. Therefore, it is necessary to review the introduction of database rights restrictions on public works.

Abstract:
This article has proposed an efficient area-optimized elliptic curve cryptographic processor architecture over GF(2409) and GF(2571). The proposed architecture employs Lopez-Dahab projective point arithmetic operations. To do this, a hybrid Karatsuba multiplier of 4-split polynomials is proposed. The proposed multiplier uses general Karatsuba and traditional schoolbook multiplication approaches. Moreover, the multiplier resources are reused to implement the modular squares and addition chains of the Itoh-Tsujii algorithm for inverse computations. The reuse of resources reduces the overall area requirements. The implementation is performed in Verilog (HDL). The achieved results are provided on Xilinx Virtex 7 device. In addition, the performance of the proposed design is evaluated on ASIC 65 nm process technology. Consequently, a figure-of-merit is constructed to compare the FPGA and ASIC implementations. An exhaustive comparison to existing designs in the literature shows that the proposed architecture utilizes less area. Therefore, the proposed design is the right choice for area-constrained cryptographic applications.

The concept of building information modeling (BIM) requires multidisciplinary collaboration and generates the problem of intellectual property protection for the creator of the model element. Therefore, this research aimed to determine the model ownership factors and intellectual property rights (IPRs) for collaborative sustainability on BIM practices in Indonesia. This research used the qualitative approach of primary data, and questionnaires were distributed to parties involved and experienced with BIM-based projects in Indonesia. The research adopted descriptive and inferential statistics to analyze data obtained from respondents. The results showed that the party that produces the model element is the main factor that owns the model and the IPRs. Meanwhile, the employer will have the right to own the model of BIM in the form of a license, with limited use only for operations, maintenance, and marketing, and they do not have the right to reuse the model for the construction of future projects. This research is expected to contribute to the body of knowledge and provide recommendations for policymaking in construction contracts to better manage BIM-based projects.

When the separation of the management and ownership right was implemented, famers were entitled to basic residential benefits and the stable development of rural society was maintained. With the rapid development of social urbanization, problems gradually arose concerning the use, management, and transfer of rural homesteads: a large number of idle homesteads, failure in large-scale planting as a result of scattered distribution, and the waste of homesteads, etc. In order to reuse the idle homesteads, increase farmers' income from property, and promote rural revitalization, the central government has proposed the "separation of three rights" system. Combined the policy background with rural development, the paper analyzed the significance of the policy on rural development, the potential risks and principles in implementation from the perspective of historical evolution, policy-making background and policy connotation.

Abstract:
Access to reliable water and sanitation are two important goals to improve livelihoods around the world. Providing access to improved and safe water resources that are equitable and appropriate to local needs is important to improve sustainability long-term. In addition, framing access to water and sanitation as basic human rights is often used as a rationale in developing new water, sanitation, and hygiene interventions in developing countries around the world. But not all countries consider access to safe water and sanitation as a human right. In the thesis, the politics of improving and investment in water access and sanitation provision are considered. The socio-cultural impacts of lack of sanitation in the lives of residents of Valparaiso de Goias, Brazil are explored. During a period of nine months, I also assessed perceptions of water scarcity and insecurity, and documented ideas of water reuse and sustainability in the area. I found that access to water and sanitation are not viewed as human rights, but as part of a discourse of citizenship and a social right. These services are viewed as a responsibility of the State to its residents because they are Brazilian and because it ensures improved livelihoods for the country’s residents. I also found that access to wastewater treatment infrastructure varied throughout the city, though treatment of wastewater remains very important to the study site community. In addition, the feasibility of implementing sustainable alternatives to address community needs is unlikely, given the infrastructural, financial, and space constraints. Political will and support have an important role in increasing and improving access to sanitation infrastructure. Perceptions of water scarcity varied between local residents and water service providers and other professionals interviewed. Though water is not perceived as scarce, Valparaiso and the Federal District of Brazil are located in a water stressed area, and are therefore more susceptible to water shortages and decreased water availability. Finally, community-based solutions to address water shortages should be included in the expansion of water reservoirs to collect rainwater, the usage of fines and bonuses to encourage appropriate water consumption.

Despite the importance to and influence of Kant’s work on contemporary moral and political philosophy, little has been written concerning the possible application of Kant’s moral and political principles to the issue of refugee right. Such lack of exploration seems even more surprising in light of recent refugee crises making headlines across the globe. This thesis constructs a Kantian account of refugee right by examining and applying the Kantian principles of the law of hospitality and the original right to a place on Earth, while balancing these rights against the right of nations to self-determination. As such, this thesis starts with a thorough analysis of Kant’s moral and political framework, drawing from both the Doctrine of Right and Perpetual Peace. The law of hospitality and original right to a place on Earth are explicated and drawn upon to construct a concept of refugee right in accordance with Kant’s Principle of Right and wider principles of freedom. Then the scope of the thesis is broadened to examine how such a refugee right could realistically be implemented across the globe at the level of international relations and law. After careful examination of Kant’s views on sovereignty and self-determination, it is found that nations cannot be coerced to follow laws as individuals can. As a result, Kant’s admittedly vaguer concept of moral progress will be found to be an essential factor with regard to the realisation of - a refugee right.

This chapter examines the Soviet restoration model and former German Chancellor Helmut Kohl's revivalist model. The Union of Soviet Socialist Republics (USSR) hoped to use its weight as a victor in the Second World War to restore the old quadripartite mechanism of four-power control exactly as it used to be in 1945, before subsequent layers of Cold War modifications created room for German contributions. This restoration model, which called for the reuse of the old Allied Control Commission to dominate all further proceedings in divided Germany, represented a realist vision of politics run by powerful states, each retaining their own sociopolitical order and pursuing their own interests. Meanwhile, Kohl's revivalist model represented the revival, or adaptive reuse, of a confederation of German states. This latter-day “confederationism” blurred the lines of state sovereignty; each of the two twenty-first-century Germanies would maintain its own political and social order, but the two would share a confederative, national roof.

This chapter considers a collection of nearly 1,200 inscribed lead tags from the ancient city of Siscia (south-west Pannonia). Most of the tags were reused several times, showing traces of older inscriptions. On one side, one can read personal names, while the other side of the tag usually carries an inscription mentioning the merchandise, usually in an abbreviated form, as well as a price and often an indication of quantity or weight. Most if not all the tags are linked to the wool trade and the textile industry, the prices indicating the value of the goods or the cost of a given service such as cleaning, fulling, or dyeing. They appear to be labels used by fullers and dyers to ensure that they could easily return their property to the clients and charge them the right fee.

The chapter presents a specific niche dilemma regarding the ethical aspects of utilization of data gathered for one specific research for another research, which was not specified to the data suppliers (sample) at the time of gathering, or that the data suppliers were not even informed of the possibility of such occurrence. That dilemma of the reuse of research data stems from motives that are also (among others) rooted in the aim to increase the public good, and the dilemma is between potential benefits and potential harm. As the forces that create the dilemma are growing in concurrence with current trends in research and research financing, the dilemma commands some attention, even if it seems at first glance to be minor compared to issues related to business data mining and governmental data bases. The discussion ends with a possible solution, but the reader is encouraged to think about the dilemma and understand it rather than “solve” it. The novice can regard this as an introduction to the dilemma while the experienced researcher will view it as a summary. However, this sort of research need to be supported to uphold the ethical aspects of data mining and their various applications in the socio-economic development processes of a country, such as generic or specific researches, entrepreneurship development through innovation, and trading, commerce or e-governance through the utilization of innovative technologies.

Maintaining the security of information systems and associated data resources is vital if an organization is to minimize losses. Access controls are the first line of defense in this process. The primary function of authentication controls is to ensure that only authorized users have access to information systems and electronic resources. Password-based systems remain the predominant means of user authentication despite viable authentication alternatives. Research suggests that password-based systems are often compromised by poor user security practices. This chapter presents the results of a survey of 884 computer users that examines user practice in creating and reusing password keys, and reports the findings on user password composition and security practices for email accounts. Despite a greater awareness of security issues, the results show that many users still select and reuse weak passwords keys that are based on dictionary words and other meaningful information.

This chapter assesses the important elements of collateral transactions under which the collateral taker receives a security interest in the collateral while the collateral provider retains some form of proprietary interest in the collateral. In the EU context, the 'right of use' that is commonly agreed under a security collateral transaction is one of, if not the most, important issue in this regard. The right of use has its origins in prime brokerage agreements and the ISDA Credit Support Documents governed by New York law. The chapter then discusses the risks associated with what is also called 'reuse' and 'rehypothecation'. It also considers the right of use before and after the implementation of the Collateral Directive. Moreover, the chapter addresses the legal consequences of the collateral taker's exercise of the right of use. Finally, it examines US law. In particular, because the right of use has limited recognition under the Uniform Commercial Code, more focus will be on how it is employed pursuant to contract and subjected to extensive regulation intended to protect customers.

Rightscom (a UK-based media and rights consultancy), is working with Articulate Software (a formal ontology consultancy) and with another system developer to create a large-scale metadata integration and transaction management system, founded on an ontology-based metamodel. Previous versions of this system have utilized lightweight schema and conventional Semantic Web technologies such as OWL. This has become unwieldy, and does not take advantage of latest technologies. Our current version employs formal ontology development in the logical language of SUO-KIF and involves reuse of an extension of a large formal ontology – the Suggested Upper Merged Ontology (SUMO) - and its associated ontology management system, called Sigma. In particular, integration with a large ontology will give the Rightscom model greater coverage of more domains and expand business opportunities to supporting more kinds of transaction management applications. By utilizing an open source technology core, Rightscom will be able to leverage a larger and more robust set of technologies for our clients than would be possible with a proprietary system developed entirely in house. A key challenge in this work is maintaining customer-specific vocabularies and descriptions that are more appropriate in different contexts than the generic explanations in SUMO, that also conform to the central SUMO model.

Black politics matured early in Maine, led by activists like Reuben Ruby, a fixture in Portland’s politics from the 1830s to the 1860s. He worked closely with General Samuel Fessenden, who had been a leading Federalist. The latter became Maine’s leading abolitionist in the 1830s, working with Ruby in the National Republican and then Whig parties (they were both delegates at the latter’s 1834 founding convention). Although they tried to bring black voters into the Liberty Party in the 1840s, Portland’s black electorate remained strong. Whigs, led by Abram W. Niles, who held low-level city jobs and party positions. Repeatedly, these voters garnered national attention, as when the younger William Fessenden defeated Portland’s Democratic congressmen with their votes in 1840; in 1848, efforts to bring them over to the Free Soil Party were also widely publicized. By the later 1850s, the black electorate was incorporated into the Republican Party, with Ruby holding a federal patronage position.

With the explosion of the Internet and Web technologies as a medium of exchange, issues such as knowledge coordination problems, knowledge transfer problems, and knowledge reuse problems related in IT security knowledge management have been growing exponentially. These problems arise from the complexities faced by individuals, groups, and organizations in recognizing the nature of knowledge needed to solve problems or make decisions. Knowledge management (KM) provides a formal mechanism for identifying and distributing knowledge. It is the discipline that focuses on capturing, organizing, sharing, and retaining key corporate knowledge as an asset (McManus & Snyder, 2002). KM ensures that the right knowledge is available in the right representation to the right processors (humans or machines) at the right time for the right costs (Holsapple & Singh, 2005). Benefits of proper KM include improved organizational effectiveness, delivery of customer value and satisfaction, and added product and service innovation. There is no reason to believe that IT security will be an exception in the context of KM and IT. It has been recognized that the first step in the KM process is to identify or define knowledge needs. This article aims to discuss the role of knowledge management categories, namely knowledge resources, knowledge characteristics, knowledge dimensions, and stakeholders in IT security and their relationship to security services. We develop a theoretical framework by integrating IT security services pertaining to confidentiality, integrity, authentication, non-repudiation, access controls, and availability of IT systems with the knowledge management categories. The study extends the theory on knowledge management and the importance of maintaining IT security. We conclude the article with the contributions of the framework to theory and practitioners leading to directions for future research. The next section introduces the categories of knowledge management and IT security services. We begin with the definition of knowledge management from previous research. We then provide a discussion of the categories of knowledge management leading to the development of an integrated IT security framework of knowledge management.

Design fixation is often thought of only as a limiting factor when a designer is generating ideas, but design fixation is defined only as ‘sometimes counter-productive’ indicating that there may be room for good fixation. In addition, design fixation is defined as a ‘blind adherence’, meaning that the designer does not know that they are limiting their idea set. Prior work in fixation has focused on how introducing designers to bad examples can cause a negative adherence to a limited set of ideas, while work in design by analogy has focused on how introducing a designer to the right idea can positively impact the creative output of idea generation. In addition, product dissection has been investigated as a way to inspire creative design with positive results. While researchers have investigated good examples for their positive impact on the creativity of generated ideas, little work has investigated how these good examples are having a positive impact. Therefore, this study aims to understand how exposing designers to different types of products through a product dissection activity impacts how designers are reusing parts in their ideation. In addition, this study investigates if these reuses are unconscious through the use of eye tracking equipment. The results show that reuse of parts is positively related to an individual’s creativity during idea generation. In addition, they show that there is no relationship between eye fixations and design fixation, indicating that reuse might not be unconscious. Overall, the results shed a positive light on reuse and design fixation.

Tacit knowledge is one of the main intangible assets in different corporations and an important issue is to explore new tacit knowledge elicitation techniques, being able to identify, categorize, represent, store and reuse this important knowledge type. This paper presents a new tacit knowledge technique called MAKMOSE (Manufacturing tAcit Knowledge MOtion Sequence Elicitation). The new knowledge elicitation technique explores the uses of motion sequence to explore the movements that workers and robots use when performing complex activities. This research provides a knowledge infrastructure representing a tacit knowledge super class to extract valuable experiences. This paper argues that the implementation of MAKMOSE requires exploration and connection of (a) a tacit knowledge infrastructure as a repository, (b) a tacit knowledge life cycle, and (c) implementing the right technology capturing valuable experiences through motion sequence. An important challenge is to demonstrate how new tacit knowledge types can be identified, categorized, stored and reused using motion sequences techniques. This paper presents some research ideas to implement the MAKMOSE in Complex Manufacturing Processes (CMP).

Manufacturers largely offer disposable products, and most products actually are not built to last and cannot be easily repaired or recycled. Often manufacturers actually design products to quickly become obsolete, forcing consumers into constant upgrades. Replacing this production model with a system that, by providing access to the necessary information, encourages consumers to repair and reuse products, would offer many advantages. In addition to the environmental benefits, promoting repairable products is good for the local economy and the labour market, particularly small businesses, which consumers typically turn to for repairs. Consumers also benefit by having access to longer lasting and more cost-efficient products. In view of these objectives and within the scope of a wider framework established by Directive 2009/125/EC, the European Community has adopted certain measures, including regulations for the ecodesign of energy-related products, which came into effect on 1 March 2021. Although they refer to a limited number of consumer goods, these regulations have essentially introduced the “right to repair.” This marks a first step, which will have to be followed by other initiatives but could open the door to a new system. Starting from this EU legislation and the objectives it pursues, the author in this paper intends to investigate the “right to repair,” taking into account the various regulatory areas likely to be affected by it and highlighting, among other things, any limitations and possible challenges posed by its implementation.

Circular designs and reverse engineering can create a secondary market from reused, refurbished and shared services, materials and products. As users/consumers, shipowners should support new rules that implement the "right to repair", the concept of Extended Producer's Responsibility (EPR) and responsible innovation ethics. The maritime community has to urge manufacturers and makers (repairers) design shared services, with upcycled spares and circular products from secondary raw materials.

Customer requirements provide objectives and constraints for all phases of the product development process. For complex system products with a high degree of customization, it is no mean task to ensure that the right persons at the right time have ready access to the selected requirement specifications that they should adhere to and strive to satisfy. In the present work a systematic sequence of development phases associated with computer implemented information structures for requirements, functions and systems have been studied at three companies with widely different products and business scenarios. Although individual adaptations are required, the overall processes for requirement decomposition and propagation appear surprisingly similar. To fully exploit the potential of such information systems, many companies would benefit from also including knowledge structures in their product models. Fundamental product and process knowledge often evolves slowly over time, can be gradually upgraded and be reused many times. It also constitutes one of the company’s most valuable assets and should be carefully maintained and enhanced. In the work presented here a few different approaches to integrating knowledge structures into the total product information structure have been developed and exemplified for the three companies studied.

Cepu is a mature field that has been producing since 1877 with a total production of 2,200 BOPD, with the challenge of developing new wells to control the decline in well production coupled with the high water cut in each well. In addition, production facilities in some sub-districts still use conventional equipment with durability and functions that need to be updated and are generally not equipped with the use of gas flares and purification equipment and in actual conditions in which gas is burned directly into the atmosphere. The thermoelectric Peltier is an innovation in the form of a device with a solid-state electric cooling component that functions to pump heat in the air during the cooling process. By being installed on a flowline leading to a flare stack, it is able to maximize the cooling process to enable the collected condensate and sweet gas be reused as a fuel gas engines. On this basis, the use of Thermoelectric Peltier in mature fields has great potential in reducing exhaust emissions of fuel gas/zero flares, heavy hydrocarbons (CH3+) contained in gas flares can be fully condensed and potentially to increase oil recovery from the Cepu field. In addition, the material used is user friendly requires only a power source, easy to be operated as it uses a 9-12 VDC power source, can be applicable in mature fields because it doesn't need spacious place, simply installed on the pipes, low price cost of Rp 5.312 million and is easy to find in the market.

Traditional buildings with the characteristics of a certain period are cultural assets that correlate between the past and the present. In addition to the importance of preserving and repairing these structures, cultural transfer to the future is only possible with the correct functionalization. Technological developments and the differentiation of needs make it difficult to use these structures, which are mainly used as residential buildings, with their original function. For this reason, the buildings collapse and vanish as they are not used. The correct connection of the buildings with the past, present and future is only possible with the right protection and functionality. Within the scope of the study, the focus was on the structure-function consistency of 5 buildings, of which the original use is residential and that have been restored by Alanya Municipality and functioned for different purposes. In this context, the spatial and actual requirements of the new function given to the buildings were determined by examining the buildings in terms of physical, spatial, social and cultural aspects. The level of meeting these requirements of existing spaces and structure-function consistency in re-use are discussed together with the evaluations of the users.

This experimental testbed, The Engineering Design Repository, is an effort to collect and archive public domain engineering data for use by researchers and engineering professionals. CAD knowledge-bases are vital to engineers, who search through vast amounts of corporate legacy data and navigate online catalogs to retrieve precisely the right components for assembly into new products. This research attempts to begin addressing the critical need for improved computational methods for reasoning about complex geometric and engineering information. In particular, we focus on archival and reuse of design and manufacturing data for mechatronic systems. This paper presents a description of the research problem and an overview of the initial architecture of testbed.

Starting out from the need for polyurethanes with higher abrasion and tear resistance for pipeline inspection, an entire class of new high performance elastomers were developed. Within a few years materials were synthesized which did not only extend the mechanical properties of polyurethane elastomers, but also led to the development of completely new products. Applications range from intelligent plastic solutions combining elastomers and electronics via highly abrasion resistant pipe coatings to a new process for recycling and reuse of crosslinked polyurethanes. Fundamental to these successful developments is the “building-block” chemistry of polyurethanes. A very high number of permutations of the up to 7 components used in the synthesis of a polyurethane elastomer is possible. By choosing the right combinations and the right reaction conditions, specific material properties can be designed. Materials exhibiting the following material properties, hitherto not found in polyurethanes, were developed: • An operating temperature range from −50 to +135°C. • Chemical resistance to highly acidic and alkaline media, e.g., pure ammonia. • Significantly higher abrasion and tear resistance than standard polyurethanes. • Exactly adjustable visco-elastic damping (rebound resilience). • Adhesion to steel higher than reported with any other polyurethane elastomer. • A novel polyurethane elastomer with more than 90% share of recycled material reaching mechanical properties in the same range as virgin material. This presentation will detail the materials and their properties and give application examples from pipeline cleaning, pipe protection, and pipe coating to mechanical protection devices made from recycled polyurethane elastomer.

Resources are lost in dumps from the time civilization knows itself. Solid waste handling through ‘zero waste’ concept is important for disposed waste reuse/recycling. The challenge for future is landfill mining (LFM) – one of the approaches dealing with that approach. We can think of recycling of valuable components such as plastic, metals and even rare soil elements if we have the right technology. Fine fraction of waste derived from excavated, separated and screened waste is also a perspective of circular economy as this inert fraction may serve as methane degradation layer for covering the old as well as new landfills. It may reduce harmful CH4 emissions and diminish the raw material use for closure of dumping sites. The aim of this study is to give an outlook on opportunities and describe other benefits for circular economy from innovative construction technology of cover layer. Rejected material may contain up to 40–60% of dump site/landfill mass and we may have interest in: 1) estimation of fine fraction of waste as functional construction material; 2) watching environmental effects – possible leaching and emissions; 3) keeping dumpsite revitalization as the master plan idea. First studies revealed the potential of fine fraction of dumpsite material for sustainable covering layer development. This study is supported by the project No.1.1.1.2/VIAA/3/19/531 ‘Innovative technologies for stabilization of landfills – diminishing environmental impact and resources potential in frames of circular economy'.

When we think on initiatives on access to and reuse of data, we must consider both the European Intellectual Property Law and the General Data Protection Regulation (GDPR). The first one provides a special intellectual property (IP) right – the sui generis right – for those makers that made a substantial investment when creating the database, whether it contains personal or non-personal data. That substantial investment can be made by just one person, but, in many cases, it is the result of the activities of many people and/or some undertakings processing and aggregating data. In the modern digital economy, data are being dubbed the ‘new oil’ and the sui generis right might be con- sidered a right to control any access to the database, thus having an undeniable relevance. Besides, there are still important inconsistences between IP Law and the GDPR, which must be removed by the European legislator. The genuine and free consent of the data subject for the use of his/her data must remain the first step of the legal analysis.
