AbstractA probabilistic model is applied to cross-sectional data to identify determinants of post-restructure performance of Federal Land Bank loans. The results indicate that restructured loans were sensitive to factors that determine the debt repayment burden and the repayment ability of the restructured farm operations. Loan performance is found to be relatively more sensitive to the levels of the post-restructure interest rate and cash farm income than to the financial structure and leverage position of the restructured farm. The relationships between the post-restructure interest rate, cash farm income level, and the probability of loan performance are illustrated.

Abstract:
Software restructuring is recognized as a promising method to improve logical structure and understandability of a software system which is composed of modules with loosely-coupled elements. In this paper, we present methods of restructuring an ill-structured module at the software maintenance phase. The methods identify modules performing multiple functions and restructure such modules. For identifying the multi-function modules, the notion of the tightly-coupled module that performs a single specific function is formalized. This method utilizes information on data and control dependence, and applies program slicing to carry out the task of extracting the tightly-coupled modules from the multi-function module. The identified multi-function module is restructured into a number of functional strength modules or an informational strength module. The module strength is used as a criterion to decide how to restructure. The proposed methods can be readily automated and incorporated in a software tool.

This paper discusses five proposed changes in Social Security: indexing the normal retirement age to life expectancy (as Sweden is doing); investing part of the trust funds in private securities; partial privatization (as has been proposed by Senators Kerrey and Simpson, Sweden is doing and Mexico has done); replacing Social Security by individually mandated savings (as was done in Chile in 1981); and mandating employer provided retirement savings (as recently legislated in Australia and is effectively the case in some European countries.) The economics of Social Security and the politics of restoring (and preserving) actuarial balance are discussed.

Since the 2001 formation of the NHS Modernisation Agency, service improvement organizations in the NHS have regularly faced organizational restructure. Through successive restructures, there has been a growing awareness of the need to preserve organizational memory. In 2015, faced with the largest upheaval in NHS service improvement history, one knowledge team took steps to enable ‘knowledge continuity’ – the process of capturing organizational memory as one organization closes and transferring it to a successor organization. This article outlines the actions the team took to capture and migrate a wealth of NHS service improvement knowledge content and their actions to reconfigure the content for its new organizational home. The team selected and tagged content that aligned to business priority and enabled user access through the development of a SharePoint-based knowledge hub. With the necessary actions to secure knowledge continuity achieved, the knowledge team redefined its role, building a 5Cs knowledge service of content, curate, collaborate, consultancy and capability. The article concludes by looking positively towards the future and outlining lessons learned. With new knowledge products and an external improvement hub, and working more closely than ever before with their stakeholders, the knowledge team have not only survived organizational restructure but have begun to thrive.

This paper deals with the analysis of routine formulas according to their degree of independence in discourse, with the aim of establishing a gradual line which restructures Sphere III (Corpas 1996, Alvarado 2015) — where phraseological utterances belong. The system developed by Briz and the Val.Es.Co. Group (2003, 2014) will help us segment conversation and check that phraseological utterances show various degrees of independence, both in Peninsular Spanish and in Latin American Spanish, which will make it possible to restructure Sphere III. The methodology utilized corresponds to the phraseological and pragmatic approach, and the examples were extracted from the Corpus de Conversaciones Coloquiales of Briz and the Val.Es.Co. Group (2002), and from the Corpus Preseea (2014).

(2) Implementation of restructuring of bureaucracy toward good governance at the secretary of local government north konawe regency.Based on the result of research can be concluded that restructure of bureaucracy at the secretary of local government north konawe regency has been better carried out, because of all resources potency has been optimally maximized. Binary and ternary adders are frequently used to speed-up many digital signal processing (DSP) operations like multiplication, compression, filtering, convolution, etc. FPGA realization of these circuits uses a combination of look-up tables (LUTs) and carry-chains. Alternatively, inbuilt operators and parameterizable IP cores provide an efficient means of implementing these circuits. However, the realization is not optimal in the sense that the full potential of the underlying resources is not utilized. In this paper, we use technology-dependent approaches to restructure the Boolean networks corresponding to these circuits. The restructured networks are then mapped optimally onto the FPGA fabric using minimum possible resources. Our analysis shows a subsequent speed-up in the performance of these circuits when compared to different conventional and existing approaches.
