AbstractA probabilistic model is applied to cross-sectional data to identify determinants of post-restructure performance of Federal Land Bank loans. The results indicate that restructured loans were sensitive to factors that determine the debt repayment burden and the repayment ability of the restructured farm operations. Loan performance is found to be relatively more sensitive to the levels of the post-restructure interest rate and cash farm income than to the financial structure and leverage position of the restructured farm. The relationships between the post-restructure interest rate, cash farm income level, and the probability of loan performance are illustrated.

Abstract:
Software restructuring is recognized as a promising method to improve logical structure and understandability of a software system which is composed of modules with loosely-coupled elements. In this paper, we present methods of restructuring an ill-structured module at the software maintenance phase. The methods identify modules performing multiple functions and restructure such modules. For identifying the multi-function modules, the notion of the tightly-coupled module that performs a single specific function is formalized. This method utilizes information on data and control dependence, and applies program slicing to carry out the task of extracting the tightly-coupled modules from the multi-function module. The identified multi-function module is restructured into a number of functional strength modules or an informational strength module. The module strength is used as a criterion to decide how to restructure. The proposed methods can be readily automated and incorporated in a software tool.

China's rapid urbanization has led to many big metropolises absorbing their fringe rural lands to expand their urban boundaries. Beijing is such a metropolis and in its urban peripheral, an increasing number of communities have emerged that are comprised of monotonous housing projects. However, after the basic residential living requirements are satisfied, many other problems (including lack of amenities, distance between home and workplace which is particularly concerned with long commute time, traffic congestion, and etc.) exist. New remedy plans are undertaken to mitigate such problems. Huilongguan is a typical, representative case of amenity scarcity and improvement dynamic. The initial aim of this thesis is to investigate whether planning intervention can be evaluated from a crowdsourcing perspective. Using Huilongguan as a case study, research data are obtained from the Huilongguan Community Forum and Dazhongdianping website. The addition of amenities, such as transportation, shopping malls and work zones, is examined to discover how their restructuring affects the daily lives of residents. Posts on the Huilongguan Community Forum are extracted and categorized according to a specific scheme. The distribution of posts is researched to determine the amenities that have drawn the most attention of residents of this community, as well as the reason. Based on an analysis of sequential content, the attitudes and opinions of residents with regard to amenities are collected and compared to show which amenities are the most satisfactory and those that are problematic. Finally, assessments are made to evaluate amenities from the perspective of users. Using community forum and public reviews is one approach among numerous others to evaluate planning intervention. In general, traditional evaluations investigate the outcome of planning at a certain time. However, since urbanization is a dynamic process, obtaining prolonged and real-time feedback from different interested parties has become a challenge of traditional evaluations. This thesis is an attempt at using crowdsourced data to evaluate planning intervention. Moreover, this tool provides a more transparent and less time-consuming way to analyze first-hand data in order to assess the outcome of planning. New communities such as Huilongguan are popping up throughout China. Many of these new communities face similar problems as Huilongguan. By evaluating the quality of life in Huilongguan, effective methods can be discovered for decision makers and planners to alleviate such problems.

Number of people suffering from tuberculosis is big all over the world. Consequently, the health care cost required for treatment is also big. Some of the sick ones don’t even know about their illness that’s why the disease is diagnosed behind time and that can carry negative results. Aim of the study. To estimate the structural changes that were made in VSI Klaipeda tuberculosis hospital in the position of the working personal. Methods. In February – November 2005, questionnaire survey of the working VSI Klaipeda tuberculosis hospital personal was conducted. Statistical analysis package SPSS (9.0) was used to analyse the data. Dependence of two symptoms was researched by the use of Chi-Square test ( ). Zero hypothesis was rejected, when . Conclusions. In my research I‘ve analysed restructure singularities of medical institutions, merits and demerits of it‘s realization with reference to experience of all Lithuanian medical institutions. I‘ve made an analysis of National tuberculosis control program and estimated how does this program affect VSI Klaipeda tuberculosis hospital. I‘ve determined that one of the goals of the restructure is to guarantee the quality of the provided services of medical care, to approach a patient and to orient the providers of these services toward to the needs of the patients. Abstract:
Structural change in organisations is stressful for staff and the managers who must implement it. Most change programs use employee communication techniques to support change directions set by senior executive decision makers-dominant coalitions. This research used a single case study to explain the context and management discourses of a major re-structure of an Australian Federal Government agency, the former Civil Aviation Authority (CAA), during the early 1990s. A content analysis examined the use of keywords in management discourses that argued the need for change. The keywords represented the two major change discourses: micro-economic reform and aviation safety regulation. A critical discourse analysis investigated the dominant coalition's discourse strategies to justify change. Content and process communication theories, and the role of framing in organisational change, were used to explain how employees may have reacted to change directions. The research found that change directions were framed as an economic imperative that clashed with a traditional organisational culture that emphasised the primacy of aviation safety. It found that mixed messages by the two principal members of the dominant coalition who drove change exacerbated the clash. The results suggest a need for further analysis of management discourses used to inform employees about structural change, especially in organisations that have legislative responsibilities. Further analysis of change messages framed by dominant coalitions could lead to a deeper understanding ofhow they affect employees and the change process.

The examination scheduling problem is a difficult problem with NP-hard complexity and several methods for heuristically solving it have been developed over the past decades. This thesis investigates the casting of examination timetables with tabu search techniques, the combination of the move or transition recency based short-term memory and move frequency based longer-term memory and several tabu search variations such as solution restructuring, tabu relaxation, and alternating neighborhoods. By integrating the tabu techniques mentioned above, a multi-phase system OTTASYS has been implemented and tested on several sets of real data. It is shown here that the quality of the solutions obtained compare favourably with other published algorithms when presented with the same data. As the engine of the system, the algorithm OTTABU is proven powerful and productive and also can be used as a platform for further research.

Funding requirements is one of the first criteria to consider when restructuring a business. Companies and taxpayers would choose the best option when acquiring shares to minimise tax liabilities. The purpose of this study is to formulate an interest deductibility test which provides guidance to taxpayers regarding the main criteria to investigate when restructuring a business transaction to ensure that interest will be deductible on the acquisition of shares with borrowed funds. The findings reveal the similarities and differences of the interest deductibility as seen by South Africa, Australia and Canada. This study will present the legislation as well as court cases in South Africa, Australia and Canada to demonstrate the interest deductibility principles when funds are borrowed to acquire shares when restructuring a business. The focus will be on these principles to provide guidelines from which taxpayers can determine the interest deductibility with respect to share purchasing transactions. The study will indicate recommendations to South African legislation based on the findings of alternative treatments applied by Canada and Australia.

International financial institutions (IFIs) generally enjoy preferred creditors treatment (PCT). Although PCT rarely appears in legal contracts, when sovereigns restructure bilateral or commercial debts, they normally pay IFIs in full. This paper presents a model where a creditor, such as an IFI, that can commit to lend limited amounts at the risk-free rate and can refrain from lending into arrears is always repaid and adds value. The analysis suggests that IFIs and market lenders can both enhance welfare, even if banning commercial borrowing can sometimes be optimal. To maintain their status, preferred lenders should offer low cost financing in volumes that are consistent with countries' incentives to repay even in bad states. This suggests such lenders should not differentiate lending interest rates according to risk and should not participate in the restructuring of commercial debt.
