Bury, Patrick. "The transformation of the Army Reserve : the origins, evolution, and impact of future Reserves 2020 on Reserve logistics." Thesis, University of Exeter, 2016. http://hdl.handle.net/10871/26094.

Abstract:
In July 2013 the British Government unveiled its Future Reserves 2020 (FR20) policy, which aimed to radically change the role and function of the Army Reserve by making it both more capable and more deployable. One of the policy’s central organising principles was its focus on outsourcing military logistics capability previously held in the regular army to reserve forces in order to save costs. Reserve logistics transformation was therefore deemed central to the success of FR20. This thesis examines the origins, evolution and impact of FR20 as an attempt to organisationally transform the British Army Reserve’s logistics forces. In first detailing the historical, political and conceptual origins of FR20, it argues that reserve transformations rarely succeed in the manner envisaged; that the intensely political origins of FR20 have shaped the policy during each step of its development; and that the radical change in the delivery of military logistics since 2000 which underpins FR20’s emphasis on logistics is best understood through a post-Fordist analytical framework. Examining the impact of FR20 at the reserve sub-unit level, it argues that many units will struggle to deliver the capability required of them, but in other areas, such as integration with the regulars and increased professional opportunities, FR20 is succeeding. Quantitative evidence is presented to support these arguments. It then details how reserve logistics cohesion is different from that of regular combat forces, and shows how such inherent micro-level organisational factors can influence transformation. Finally, the wider implications of FR20 as a transformative attempt are discussed. This thesis’s central argument is that the political origins of FR20 within Parliament, and the Army Reserves’ organisational nature, have undermined the policy’s ability to deliver the key military capabilities it envisaged of reserves logistics units. However, in some important cultural/normative aspects, FR20 is slowly transforming the reserves. To date, FR20 has therefore been a ‘partial transformation’. In making this argument, this study contributes to the literature on the British Army Reserves, and military logistics, cohesion and transformation.

Abstract:
The increasing retirement date accompanied by an age-associated decline of cognitive functions poses growing challenges to employers and employees. The cognitive reserve (CR) promises a resilience to brain damage-associated cognitive deficits through intellectually stimulating lifestyle activities. The present study examines the role of CR relating to cognitive performance and neuronal information processing of healthy adults in working age. Using an electroencephalogram, subjects of middle and high working age (34-45 years and 46-62 years of age, respectively) completed tasks on three domains of executive functions: working memory, cognitive flexibility and inhibition control. Follow-up assessments were conducted after two years. High-CR subjects performed better across tasks than Low-CR subjects, with faster reaction times and lower error rates. Reduced performance in the Low-CR group tended to be more common among older participants and during the more challenging task conditions. In addition, after two years, Low-CR older workers showed a decreased working memory capacity while older High-CR individuals improved their higher performance. The P3 amplitude of the event-related brain potential varied systematically as a function of CR and age. High-CR younger individuals revealed higher P3 amplitudes compared to Low-CR younger individuals, while High-CR older individuals generated smaller P3 amplitudes than Low-CR older individuals. The shorter P3 peak-latencies of the High-CR group suggested moreover a difference in neural processing speed. When testing cognitive flexibility an anterior shift of the P3 was observed in older Low-CR subjects. The results were almost completely replicated after two years. Age-related performance variables and neuronal information processes revealed to be sensitive to CR already at working age. These findings recommend more research on early adulthood in the development and evaluation of CR-based programs to prevent cognitive deficits.

Thatcher, Laura M. "The influence of BMI on the relationship between heart rate reserve and VOb2s reserve." Virtual Press, 2005. http://liblink.bsu.edu/uhtbin/catkey/1315177.

Full text
Abstract:
The American College of Sports Medicine advocates the use of a percentage of maximal oxygen uptake reserve (%VO2R) for exercise prescription purposes because it's thought to provide a close match with percentage of heart rate reserve (%HRR) than a given percentage of maximal oxygen uptake (%VO2max). However, some recent studies have challenged the validity of this matching. The purpose of this study was to assess the association of body mass index (BMI) with the matching of %HRR and %VO2R during graded exercise testing. The study sample included 626 subjects (281 men; 345 women); mean age of 45.5+11.7 years; mean BMI of 27.9+5.4 kg .m-2) who completed a maximal treadmill test to volitional fatigue using the BSU/Bruce Ramp protocol. The distribution of BMI measures within the sample was 31.4% <25; 38% between 25.0 and 29.9; 17.9% between 30 and 34.9%; 8.8% between 35 and 39.9%; and 3.1% were > 40 kg•m"2. Subjects were excluded from the analysis if they failed to achieve a peak RER > LO during the maximal exercise test, possessed pulmonary or cardiovascular disease (excluding hypertension), or incomplete/erroneous submaximal heart rate and/or V02 data that was unable to be retrieved from subject's existing file. Heart rate and VO2 data from minutes 3, 6, and 9 were converted into %HRR and %VO2R, with 3.5 ml•kg-'•min' serving to represent resting VO2. The relative exercise intensity for minutes 3, 6, and 9 represented 39.7 +12.2, 62.9 ± 15.6, and 80.8 ± 12.5% of VO2R, respectively and 43.1 f 12.6, 64.7 ± 14.9, and 83.5 + 10.6% of HRR. %HRR significantly overestimated %VO2R at each measurement point during the exercise test with mean differences 3.3, 2.0, and 3.8%, respectively (p<0.05). The association of BMI with the matching of %HRR and %VO2R was assessed by correlation with the difference the scores (AHRRVO2R) at each specified time during exercise test. Correlations for BMI and AHRRVO2R were -0.102, -0.175, and -0.231 for minutes 3,6, and 9, respectively (p<0.05). These results demonstrate a low association between BMI and the matching of HRR and VO2R.

Ulker, Emine Buket. "Stochastic Approach In Reserve Estimation." Master's thesis, METU, 2004. http://etd.lib.metu.edu.tr/upload/2/1091669/index.pdf.

Abstract:
Geostatistics and more specifically stochastic modeling of reservoir heterogeneities are being increasingly considered by reservoir analysts and engineers for their potential in generating more accurate reservoir models together with usable measures of spatial uncertainty. Geostatistics provides a probabilistic framework and a toolbox for data analysis with early integration of information. The uncertainty about the spatial distribution of critical reservoir parameters is modeled and transferred all the way to a risk conscious reservoir management. The stochastic imaging (modeling) algorithms allow the generation of multiple, equiprobable, unsmoothed reservoir models yet all honoring the data available. This thesis presents stochastic reserve estimation methods as related to the various stages of development of an oil field. Advances in technology are leading to better deterministic estimates as well as stochastic estimates with narrower ranges. Practices in the industry vary from complete dedication to deterministic or stochastic to a choice of the method depending on the stage of the development. In this study, reserves are calculated from the data available in Southeastern Turkey by using stochastic methods. Probability density functions, number of iterations are important statistical concepts. Increasing number of iterations leads to a normal distribution of histogram.

Abstract:
Treatment success in IVF-ICSI is mainly limited by female age, but differences in ovarian reserve (OR; the remaining pool of oocytes and their quality) between individuals modify treatment prerequisites among women of similar age. OR may be assessed by OR tests (ORTs). The main aims of this work were to study menstrual cycle length (MCL), basal levels of circulating gonadotrophins, antral follicle count (AFC) and serum Anti-Müllerian hormone (AMH) levels and their associations with and prognostic capacities regarding IVF-ICSI outcome in large cohorts of unselected women. Age-adjusted MCL was positively and linearly associated with pregnancy rates (PRs), live-birth rates (LBRs) and ovarian response to controlled ovarian hyperstimulation. An MCL of >34 days almost doubled the LBR compared with an MCL of <26 days. The grouped variable ‘combined FSH and LH levels’ was superior to both individual gonadotrophin levels and the LH:FSH ratio. The highest mean PR was seen in connection with a combination of FSH <6.7 U/l with LH >4.9 U/l; PRs were lowest when FSH-LH levels were opposite to this (high-low) and intermediate when FSH-LH levels were low-low or high-high. Associations with LBR and ovarian response were similar as those for PR. AFCs and serum AMH levels were positively and log-linearly associated with PR, LBR and ovarian response. Success rates levelled out above AFC 30 or AMH 5 ng/ml. Treatment outcome was superior among women with polycystic ovaries. Among the studied ORTs, logAFC and logAMH concentration correlated most strongly. After multivariate testing, entering all studied ORTs, AMH and female age remained independently associated with LBR. AMH + AFC + age predicted both poor and excessive ovarian responses with high accuracy. Adjusting for age and oocyte yield, all ORTs remained significant for LBR, implying that ORTs also capture information on oocyte quality. In conclusion, measures of OR are strongly associated with PR, LBR and ovarian response in a log-linear fashion, and partly reflect oocyte quality. The OR spectrum is continuous, from small ‘oligofollicular’ ovaries (the low extreme) to polycystic ovaries (the high extreme). Among the studied ORTs, AMH together with age provide the most powerful basal estimate for IVF/ICSI outcome.

In the last few years the Brazilian Government had implemented some parametrical changes to the Social Security System so to try to diminish the growing deficit in between its benefits and contribution. In this work, the Social Security is studied under a different point of view: instead of looking at nowadays deficits, the necessary reserve to benefits already under payment will be calculated, so as to measure the future impact on the political decisions which are made today. Depending on the assumed parameters, the value of this reserve can be bigger than the GDP in 2005. This result shows also how the real value increase of the minimum wage impacts significantly this reserve.

Abstract:
This thesis describes a model for predicting individual claim losses and estimating the capital reserve for the automobile portfolio of a large Canadian insurance company. Depending on the nature of a claim, its settlement can involve medical costs, rehabilitation costs, income compensation costs, optional coverage costs, and even death benefit coverage. Any combination of these costs can occur, and the dependence between them must be accounted for. To this end, a two-level hierarchical structure is adopted. First, a multinomial logistic model is used to predict the combination of costs associated to a claim. The claim severity is then modeled as a function of this composition. A Log-Normal model is used to predict different types of loss; claimant information, accident information, medical and legal report information serve as explanatory variables. The dependence between medical, rehabilitation and income loss is characterized by a Gumbel copula. A Bayesian framework with Markov Chain Monte Carlo sampling is adopted to estimate jointly the copula regression model parameters. Simulations are carried out to obtain prediction of individual loss, the distribution of total portfolio loss and the capital reserve.

Abstract:
This creative project consists of the design of a Master Plan for the Mbaracaju Forest Reserve, a 143,000 acre site in eastern Paraguay which is part of the devastated Atlantic Forest , an area requiring urgent conservation action. This creative project adresses site inventory and analysis, programming, land uses, site specific facility development guidelines, and three Master Plan Alternatives. The Master Plan seeks to support environmental preservation, sustainable development, and environmental education. The hypothesis of this project is that preservation and environmentally sound use of the Reserve are possible through a Master Plan that responds to the sensitivity of the various areas and its management, and to an activities program oriented towards global preservation. The Incorporation of the traditional inhabitants of the land as active participants in the Master Plan will serve as an example for Paraguay and for the world. This Master Plan, which will promote environmental preservation and biological diversity, will benefit the inhabitants of the Reserve, of Paraguay, and from around the world. For this report to the Graduate Office at Ball State University there are included the major aspects of the Master Plan. It is important to clarify that the whole report, which has 200 pages, is available in the lybrary of the College of Architecture and Planning.

Recently, the VP community has been identified as a force area where reserves could be used more in peacetime contributory support. The subsequent increased interaction between reserve and active VP forces has led to a similar readiness system. The current VP readiness system promotes long-term, fixed crews with TACNUC rules. Adhering to these crew composition rules can cause considerable scheduling difficulties for reserve squadrons. Squadron readiness officers are often forced to change events, pick different crews, or turn the event into a practice session due to last minute civilian commitments of SELRES crewmembers. This thesis examines current crew-coordination research to determine the value of keeping crews together. The study proposes alternatives to the current TACNUC rules and analyzes their perceived impact according to SME interviews. This study recommends discarding the TACNUC rules in favor of a readiness system based on individual qualifications. The desired crew- coordination training can be accomplished through the ongoing TPC and ACT programs. Standardization of crew communication patterns and positional task expectancies should continue so that each individual crewmember can perform well on an crew

This thesis identifies fundamental Reserve management-related core competencies required for Training and Administration of the Reserve (TAR) officers. In-depth interviews were conducted with 21 experienced TAR officers who defined and described essential competencies for TAR officers. Additionally, they identified competency gaps and offered recommendations as to how TAR officers could better develop the competencies. Based on the analysis of the interview data, nine core competencies were determined. Interview participants then prioritized the nine competencies by responding to an electronic survey. The thesis describes each competency, prioritizes the competencies, and discusses the skill gaps that currently exist among TAR officers. Recommendations for a TAR officer professional development program are provided that address billet- or career phase-based training needs.

Soesmanto, Tommy. "Currency Composition of Foreign Exchange Reserves: A Comparative Study." Thesis, Griffith University, 2009. http://hdl.handle.net/10072/365601.

Full text
Abstract:
The United States (US) dollar has been the principal currency used for reserve purposes by central banks worldwide for many years. However, uncertainties about the future strength of the US economy and the exchange value of the US dollar have led to pressure for a number of central banks particularly in developing countries, to consider shifting their US dollar reserve holdings to other reserve currencies. Since its creation in 1999 the euro has represented a serious alternative to the US dollar. Some authors have forecast that the euro is likely to replace the US dollar as the principal reserve currency in the near future. If a major portfolio re-balancing away from the US dollar occurs, there may be serious implications for both the US and the global economy. A deeper understanding of how central banks manage currency composition of foreign exchange (FX) reserves needs to be established in order to evaluate the likely developments in this area. The transaction theory and the mean-variance theory have served as the main conceptual frameworks for studies in this field. They have been useful in identifying factors which may theoretically affect FX reserve holdings. However, empirical studies of the two theories have been very limited in both number and in the range and number of countries covered. This study contributes to research in this area by presenting a comprehensive empirical investigation of the determinants of the currency composition of FX reserves, based on the frameworks proposed by the transaction theory, as well as that proposed by the meanvariance theory. The study covers a wider range of countries than previous estimations to date, including a detailed comparative examination of the management of FX reserves for a single country, Australia. It also uses more recent data than any previous studies, which allows a more complete analysis of the impact of the euro since its introduction in 1999...

Abstract:
This thesis addresses the problem of airline reserve crew scheduling under crew absence and journey time uncertainty. This work is primarily concerned with the allocation of reserve crew to standby duty periods. The times at which reserve crew are on duty, determine which possible crew absence or delay disruptions they can be used to absorb. When scheduling reserve crew, the goal is to minimise the expected levels of delay and cancellation disruptions that occur on the day of operation. This work introduces detailed probabilistic models of the occurrence of crew absence and delay disruptions and how reserve crew are used to absorb such disruptions. Firstly, separate probabilistic models are developed for crew absence and delay disruptions. Then, an integrated probabilistic model of absence and delay disruptions is introduced, which accounts for: delays from all causes; delay propagation; cancellations resulting from excessive delays and crew absence; the use of reserve crew to cover such disruptions given a reserve policy; and the possibility of swap recovery actions as an alternative delay recovery action. The model yields delay and cancellation predictions that match those derived from simulation to a high level of accuracy and does so in a fraction of the time required by simulation. The various probabilistic models are used in various search methodologies to find disruption minimising reserve crew schedules. The results show that high quality reserve crew schedules can be derived using a probabilistic model. A scenario-based mixed integer programming approach to modelling operational uncertainty and reserve crew use is also developed in this thesis and applied to the problem of reserve crew scheduling. A scenario selection heuristic is introduced which improves reserve crew schedule quality using fewer input scenarios. The secondary objective of this thesis is to investigate the effect of the reserve policy used on the day of operation, that is, determining when and which reserve crew should be utilised. The questions of how reserve policies can be improved and how they should be taken into account when scheduling reserve crew are addressed. It was found that the approaches developed for reserve crew scheduling lend themselves well to an online application, that is, using them to evaluate alternative reserve decisions to ensure reserve crew are used as effectively as possible. In general it is shown that `day of operation' disruptions can be significantly reduced through both improved reserve crew schedules and/or reserve policies. This thesis also points the way towards future research based on the proposed approaches.

Abstract:
The need for the reduction of emissions especially from electricity generating facilities has led to an increased interest in electricity generation from renewable sources. Wind generation seems to be a favourable renewable generation considering, the growth rate of wind generation. But increase in wind generation is influencing the overall power system operation and planning in terms of voltage control, stability issues, system security and power quality. Also the local power flow pattern and the system's dynamic characteristics change with a large percentage of wind generation connected to the grid.

The Director of Naval Reserve and Commander, Naval Reserve Force (CNRF) are totally dependent on the Commanding Officer, Naval Reserve Personnel Center (NRPC) and the Inactive Manpower Information System (IMAPMIS) automated information system for the control of all functions of Selected Reserve (SELRES) mobilization billet information, personnel billet assignments, personnel pay and tracking individual member retirement credit. Although recently converted from a flat file system to a relational database, IMAPMIS does not meet functional requirements for timely update and correction of critical data. IMAPMIS's poor responsiveness and lack of ad hoc query capability make it obsolete and virtually unusable for SELRES data. The purpose of this thesis is to examine the present functions of IMAPMIS and identify its shortfalls. This is followed by a recommended alternative to establish a separate SELRES database, administered by CNRF, that will internally process data and feel updated information to external systems such as IMAPMIS.

This paper uses Federal Funds Futures and the industry returns to analyze the Federal Reserve Policy's influence on Wall Street firms. According to the results, Wall Street produces high returns in response to the monetary policy when compared to other industries. While this positive response is consistent to both interest hikes and cuts, there exists significant cross-firm and cross-period variation. Besides, the result is robust to the alternative measure of event days and employment release.

In this work, letâs apply auction theory to solve a parsimonious procurement model in a situation where there is a contracting firm by the Government. Itâs a natural extension of the bidimensional auction model proposed by Yeon-Koo Che (1993) to model actions of the Department of Defense (DoD) in United States. The extension will be made based in a secret reservation price model proposed by Laffont et at. (1994) to unidimensional case. At end, we will make a short numerical analysis of the model proposed in this work.

Abstract:
Mestrado em Ciências Actuariais
Under Solvency II, insurance undertakings must have, as part of their risk management system, a regular practice of assessing their overall solvency needs with a view to their specific risk profile, known as 'Own Risk and Solvency Assessment' (ORSA). ORSA aims to identify whether the particular risk profile of an undertaking deviates from the assumptions underlying the regulatory capital calculation (i.e. European Standard Formula). In this context, this work aims at estimating the undertaking specific parameters (USP) for reserve risk, for Motor Vehicle Liability and Motor Others. In a long term perspective, alternative models were applied to the estimation of the ultimate reserve risk. For Solvency Capital Requirements, a short-term perspective, it is necessary to estimate the one-year reserve risk factors, which was done by applying the three different methods presented and allowed by the European Insurance and Occupational Pensions Authority (EIOPA). The results for the different models and methods in both perspectives were compared and the impact of the USP was assessed in terms of capital gains.

Abstract:
Time and Being at Trenerry Reserve, October 2014, Sydney College of the Arts, University of Sydney. The work exhibited is a small installation consisting of a large wall image and an elliptical table containing contemporary jewellery objects designed to invite the viewer to look closely at works that signify sensory experience and to convey knowledge of plants and place. The pieces include seven brooches, a ring and a neckpiece. A number of these are carved from a material I first developed to represent the texture of a plant. These are made from hundreds of layers of coloured tissue paper, the by-product of which is dyed archival glue – a new material. The neckpiece is made from silver and copper wirework. The Research Paper is about ways in which we come to know place. To set structure for the research I adopted the observations of poetry anthologist Brian Elliot, in particular as to how poets come to terms with the Australian landscape. In turn, my investigations at Trenerry Reserve involved the exploration of a coastal wetland, where I recorded the sensory experience of being there and how that landscape has changed over time. An essential part of my research was an investigation of the ecology of the wetland, how people have interacted with it, and in what way they have valued that place and the surrounding environment. By looking largely and closely, I have responded to Trenerry Reserve not only by creating jewellery objects but also by writing about what I have learned in the context of the accounts of others who have come to know places in the landscape more deeply. The works of three established contemporary jewellery artists who have place-related art-practices are also discussed in terms of jewellery communicating moments noticed, the things they are passionate about. Underlying this exploration is the concept of ‘collection’, a theme that resonates with each of the artists, and one that has played a role in my art practice.

Abstract:
Warranty is a contract between a seller and a buyer. A warranty is also a signal for quality that can be utilized both by the seller and the customer. Even though the warranty is mainly something that is positive, a warranty also incurs risk to the warranty provider. The warranty cost can range from 2 - 15% of the net sales of a product which means that the warranty cost could potentially affect the company a lot. In order to handle such a risk, forecasting is a necessary tool. Forecasting is no exact science, and it’s impossible to forecast the exact future value due to uncertainty. Factors such as the quality of the product affect the cost of the claims, but unpredictable factors such as fraud, human factors and sales delay must also be considered. Forecasting error affects the warranty provider because the forecast sets the warranty reserve, which should cover the costs of the warranty claims. Overestimations and underestimations of the reserve have negative consequences for the company. The purpose of this study is to forecast a warranty reserve using a quantitative approach, in order to gain insight in to which model that could be best suited for complex products. The models that have been tested originate from causal and time-series methods, where the models tested consider different aspects of the data. The primary data used comes from archive data and to determine the forecast error, error measurements have been utilized. The time series method exponential smoothing Holt’s- Winter’s method was the one that performed best considering the error measurements. From the models tested, it has been shown that a more complex model does not necessarily mean a more accurate result. To be able to decrease the forecasting errors, a model considering unpredictable factors such as fraud could be the answer which makes it interesting to investigate.

The present work had as objective to carry out a study on the quilombola community Mandira, that is located in the Ribeira Valley, in the rural zone of the municipality of Cananéia, south coast of São Paulo. With the purpose of knowing, understanding and interpreting the transformations and changes that are in process in the community, due to the official recognition of Quilombo Land and the creation of the Extractive Reserve, both in the year 2002, based on the experiences and perceptions of the inhabitants of Mandira. This research aims to collaborate with the debate about quilombola populations and their relation with the territory. In addition to contextualizing the formation and transformation of Brazilian quilombos, and contributing to the appreciation of the cultural identity of this important community. For the accomplishment of this research it was necessary bibliographical surveys for deepening in the thematic, survey of secondary data in the IBGE, ISA, ITESP among others. The accomplishment of the fieldwork was fundamental for the accomplishment of the research, the first fieldwork conducted in 2014 was possible to know the community and see that it would be possible to carry out this research. The second fieldwork, conducted in 2015, was conducted six interviews and in the third, and last field work, held in 2017, three more interviews were conducted, through a semi-structured script, with leadership and residents of Mandira. As a result, the transformation that jumps to the eye, refers to the physical constructions, since 2014, the first contact with the community, until 2017, there were various constructions and structural changes that changed the configuration of the community. Like the construction of the Restaurate Ostra Cataia, of the bathrooms of public use, the reform and construction of the extension of the shed of the cultural center, much used in parties and events, the swimming pool, among others. These new constructions and reforms are being especially motivated by community-based tourism that has been strengthened throughout the Mandira community. It was also possible to perceive a transformation of the community in the environmental issue, in the management and care of the mangrove and the extraction of the oysters, there was an awareness of the mangrove as the extraction of oysters was unrestrained, affecting the mangrove production capacity. After the creation of Cooperostra, they follow a plan of management of the extractive reserve, to mitigate the impact in the mangrove, that was caused in the past and today has already been mitigated. Another essential transformation for the Mandira community was related to their cultural identity, for many years the residents were ashamed to be recognized as mandiranos, because they suffered racism and prejudice, because they were black, from the countryside and extractors of oysters in the mangrove. The Mandira quilombo should be valued both for its history, as well as for its quilombola identity, as well as for the conservation practices of nature, Atlantic Forest and Mangue.

Farmer, Nicholas Alexander. "Reef Fish Movements and Marine Reserve Designs." Scholarly Repository, 2009. http://scholarlyrepository.miami.edu/oa_dissertations/243.

Full text
Abstract:
Movement patterns and space use by mature fishes are critical in determining the effectiveness of marine reserves in conserving spawning stock biomass and/or providing biomass to adjacent fisheries through 'spillover'. Home range sizes, activity patterns, site fidelity and habitat preferences were determined for acoustically-tagged snappers and groupers using a rigorously-calibrated array of omnidirectional hydroacoustic receivers deployed in the diverse coral reef environments of a no-take marine reserve (NTMR) network in the Dry Tortugas, Florida. An individual-based localizing tendency model of reef fish movement was parameterized from fine-scale acoustic telemetry data and integrated into a Spatial Management Performance Assessment (SMPA) simulation model for reef fish populations developed to quantitatively evaluate performance of no-take marine reserves in the Dry Tortugas, Florida. Spatially-explicit SMPA models were parameterized for three overfished stocks in the lucrative snapper-grouper fishery: red grouper (Epinephelus morio), black grouper (Mycteroperca bonaci), and mutton snapper (Lutjanus analis). SMPA models were used to evaluate the impacts of a variety of life histories, movement strategies and speeds, and management regulations upon long-term stock sustainability, as measured by annual changes in spawning potential ratio (SPR), and long-term stock productivity, as measured by annual changes in fisheries yield-in-weight per recruit (Yw/R). Under assumptions of constant regional fishing pressure, constant recruitment, and 'realistic' fish movement, SMPA simulation runs from initial conditions in 2000 suggested that by 2014, the Tortugas NTMR network should function to restore red grouper populations to 30% SPR, a Federal management benchmark for sustainability. Mutton snapper were the most mobile of the species investigated; if mutton snapper movements are ignored, their population is predicted to attain 30% SPR by 2014, but given 'realistic' mobility, they may not attain this target by 2021 without additional protections. Black grouper are currently fished at over 9 times sustainable levels. SMPA simulations suggest coupling an increase in minimum size at capture of 20 - 25 cm with NTMR implementation would result in substantial short term losses in yield, but would restore both black grouper and mutton snapper populations to 30% SPR by 2021 and lead to increased long-term yields. Although marine reserve sites are often chosen opportunistically, these findings strongly suggest that reserve designs (e.g. proper sizes and configurations) must take into account the scales and patterns of movement exhibited by the exploited stocks they are intended to protect. These modeling efforts also suggested reserves are not a panacea; in order to promote sustainability for severely depleted stocks, they must be accompanied by an overall reduction in fishing capacity. Although important questions remain concerning the movements of reef fish in response to habitat and density dependent processes, our analyses of realistic reef fish behaviors suggest that the NTMRs of the Dry Tortugas promote substantial gains in SPR, promoting long-term stock sustainability and enhanced egg production. Increased rates of movement diminish these benefits, but may also mitigate short-term losses in yield associated with NTMR establishment.

Abstract:
Resiliency is defined as a set of processes that enable good outcomes in spite of serious threats. It is the ability to persist in the face of challenges and to bounce back from adversity. US Army Reserve soldiers need to be trained on resiliency to provide them with tools to cope with stress and deal with adverse events. PTSD has increased by 40% since the beginning of the Global War on Terrorism. Resiliency training will be a proactive step to assist in minimizing the occurrence of PTSD. The purpose of this professional project was to present an educational program to US Army Reserve soldiers in Montana. Education includes the definition of PTSD, the risk factors for PTSD and practical hands-on exercises for developing resiliency skills. The project consisted of a 11-question knowledge pre-test regarding PTSD, a 45-minute educational presentation on resiliency and a 5-question post-presentation questionnaire disbursed to the 75 US Army Reserve soldier participants. It occurred at Fort Harrison in Helena, MT. The educational intervention was based on Nola Pender's Health Promotion Model and grounded in principles of adult learning. The results of the project revealed the soldiers strongly agreed that the objectives of resiliency training and education were helpful. The soldiers felt they could take the information presented in the educational project and utilize it in their US Army Reserve life and their civilian careers and family relationships. The U.S. Army exists to protect this country. Our soldiers, family members, and Army civilians have never failed to answer our nation's call during a time of need. The Army needs to recognize they need to do more to prepare the forces for the psychological demands that come with fighting a protracted, decades-long conflict. Resiliency training will do that!

Abstract:
In electricity markets of modern electric power systems, many generation companies, as major market participants, aim to maximize their profits by supplying the electrical load in a competitive manner. This thesis is devoted to investigate the price based unit commitment problem which is used to optimize generation schedules of these companies in deregulated electricity markets. The solution algorithm developed is based on Dynamic Programming and Lagrange Relaxation methods and solves the optimization problem for a generation company having many generating units with different cost characteristics. Moreover, unit constraints including ramp-rate limits, minimum ON/OFF times, generation capacities of individual units and system constraints such as total energy limits, reserve requirements are taken into account in the problem formulation. The verification of the algorithm has been carried out by comparing the results of some sample cases with those in the literature. The effectiveness of the algorithm has been tested on several test systems. Finally, the possible utilization of the method by a generation company in Turkish Electricity Market to develop bidding strategies is also examined based on some case studies.

We consider two specific alternatives in this report: (1) the operational force (status quo) and (2) increasing Active Duty Force end strength and keeping Reserve Forces as a strategic reserve. We assume both alternatives are equal in effectiveness. Each alternative provides certain benefits and costs to American society. We also accept a budgetary cost estimate of $533 billion from the Congressional Budget Office's (CBO) Assistant Director for Budget Analysis. We then focus on the social costs of these alternatives. We conclude that the social cost of Alternative 1 exceeded Alternative 2 by nearly $50 billion from 2001 to 2006.
