Abstract:
The first part of this article presents Article 57 of the European Convention on Human Rights and Fundamental Freedoms (ECHR) and other reservation clauses (in protocols to the Convention) and discusses the characteristics of a system of reservations established by the ECHR and its Protocols. The second and third part analyse and critically appraise states’ practice concerning the formulation of reservations, and objections to other states’ reservations/declarations. The latter were formulated only in respect to some reservations formulated to the Protocol No. 1 to the ECHR. Before concluding with a general assessment of how this system works and what was its impact on other treaty regimes and on the general discussion on reservations to treaties, the role of the European Court of Human Rights (and the Commission before the entry into force of the Protocol No. 11) in the context of reservations is also discussed.

With the existence of the laboratory, of course, many challenges will be faced. One of them is the mechanism for making laboratory space reservations. In this research, an information technology laboratory reservation information system will be designed using the waterfall method and a system model approach using an object oriented development model. With this approach, it produces a simple reservation information system and can assist in facilitating users in making reservations for IT laboratory space. From the test results, it is known that the interface design and functional system can run according to user expectations.

E-Commerce system is tested using black box and alpha test method. The results showed that E-Commerce is able to provide convenience to the colleagues in improving the quality of service to customers

The law governing the admission of reservations to treaties has evolved over the past sixty years, as is demonstrated by the Vienna Convention on the Law of Treaties, which incorporates a regime on reservations that represents a significant change in the law as it was generally understood in the first part of this century. Whereas it was once widely considered that the unanimous consent of the other parties to a treaty was required to admit a reservation, the Vienna Convention implemented a new system in which this condition is generally not necessary. The regime on reservations is contained in section 2 of the Convention (Articles 19-23), which, together with the definitional article (Article 2(1)(d)), determines what constitutes a reservation, the criteria it must meet to be permissible, and the effect it will have, both in the event that it is accepted by other contracting states and in the more problematic event that it is not.

Abstract:
Abstract International relations scholarship has made significant strides in explaining how states design treaty obligations and why they accept treaty commitments. However, far less attention has been paid to factors that may influence states’ modification of their treaty obligations via reservations. We theorize that states will be more likely to enter reservations when treaty obligations increase compliance costs and policy adjustment costs. More specifically, we expect that demanding provisions, i.e., provisions that create strong, precise obligations requiring domestic action, will enhance the likelihood of reservation. To test our theory, we exploit an original dataset that codes reservations at the provision (treaty–article–paragraph) level for the ten core international human rights treaties. Consistent with our expectations, we find that states are more likely to enter reservations on more demanding treaty provisions. In contrast to prior studies, our results indicate that reservations are not driven purely by state-level characteristics such as regime type or the nature of the legal system. Rather, it appears that states weigh individual treaty obligations and calibrate their commitments accordingly.

This problem is seen by many vehicle users who are waiting to take care of their vehicles and some of them have to make reservations. Reservations made are still conventional in nature that is still making reservations at the vehicle maintenance center. Therefore, the purpose of this paper is to explain the making of the SMS Gateway vehicle reservation application. The method used is the Software Development Life Cycle (SDLC) using PHP, MySQL, and Gammu programming. This research produces an application that can make customers make vehicle maintenance reservations remotely using SMS media. For the Indian railways, enhancing the existent system with ADHAAR Card Identification will reduce manual intervention to a great extent. Network resource reservation systems are being developed and deployed, driven by the demand and substantial benefits of providing performance predictability for modern distributed applications. However, existing systems suffer limitations: They either are inefficient in finding the optimal resource reservation, or cause private information (e.g., from the network infrastructure) to be exposed (e.g., to the user). In this paper, we design BoxOpt, a novel system that leverages efficient oracle construction techniques in optimization and learning theory to automatically, and swiftly learn the optimal resource reservations without exchanging any private information between the network and the user. We implement a prototype of BoxOpt and demonstrate its efficiency and efficacy via extensive experiments using real network topology and trace. Results show that (1) BoxOpt has a 100% correctness ratio, and (2) for 95% of requests, BoxOpt learns the optimal resource reservation within 13 seconds.

The charging infrastructure for electric vehicles faces the challenges of insufficient capacity and long charging duration. These challenges decrease the electric vehicle users’ satisfaction and lower the profits of infrastructure providers. Reservation systems can mitigate these issues. We introduce a reference architecture for interoperable reservation systems. The advantages of the proposed architecture are: it (1) considers the needs of the most relevant electric mobility stakeholders, (2) satisfies the interoperability requirements of existing technological heterogeneity, and (3) provides a classification of reservation types based on a morphological methodology. We instantiate the reference architecture and verify its interoperability and fulfillment of stakeholder requirements. Further, we demonstrate a proof-of-concept by instantiating and implementing an ad-hoc reservation approach. Our validation was based on simulations of real-world case studies for various reservation deployments in the Netherlands. We conclude that, in certain high demand situations, reservations can save significant time for electric vehicle trips. The findings indicate that a reservation system does not directly increase the utilization of the charging infrastructure.

The main limitations of electric vehicles are the limited scope of the battery and their relatively long charging times. This may cause discomfort to drivers of electric vehicles due to a long waiting period at the service of the charging station, during their trips. In this paper, we suggest a model system based on argorithms, allowing the management of charging plans of electric vehicles to travel on the road to their destination in order to minimize the duration of the drivers' journey. The proposed system decision to select the charging station, during advance reservation of electric vehicles, take into account the time of arrival of electric vehicles at charging stations, the expected charging time at charging stations, the local status of the charging stations in real time, and the amount of energy sufficient for the electric vehicle to arrive at the selected charging station. Furthermore, the system periodically updates the electric vehicule reservations to adjust their recharge plans, when they reach their selected earlier station compared to other vehicules requesting new reservations, or they may not arrive as they were forecast, due to traffic jams on the road or certain reluctance on the part of the driver.

At present time, the people who use vehicles on the campus is increasing. It makes more difficult to find an empty slot parking area on the campus. This study aims to develop a system parking reservation and monitoring on-campus area using NFC and IoT concept. NFC was used to confirm booking code that generated by the system. In the parking area, ultrasonic sensors were installed to detect parking space availability. IoT concept has been applied to build this system. Apps on users smartphone can do the reservation process to the desired parking location via internet. Black box testing was done by building a prototype using the number of data locations parking slots in the Andalas University. The test results showed that this system has been able to detect the location of vacant parking slots and do reservations with time for sending data to the server is 0.7952 sec.

PT. Garuda Maintenance Facility (GMF) is a member of Garuda Indonesia, which provides free ticket facilities every year for its permanent employees. However, most of its employees have problems in making tour package reservations due to the lack of knowledge of tourist attractions. The purpose of this research is to provide solutions for PT. GMF employees in making tour package reservations, and it can be the solution for Koperasi Karyawan Garuda Maintenance Facility AeroAsia Sejahtera (KopKar GMF AAS) business opportunities in tourism sector. This research is using the interview method, observation, and literature review to compile the research supporting data, whereas the analysis method and design is using object-oriented analysis and design (OOAD). The result of this research is a form of system design which provides convenience for the employees who are making tour package reservations, as well as a business solution for KopKar GMF AAS. PT. GMF employees as the user of the tour package reservations user, and KopKar GMF AAS as the admin (administrator) of the system. The analysis and the development of this tour package reservations system include four main processes, which are creating travel plan, booking the travel package, payment confirmation, and managing transactions.

This system would allow restaurants to increase the scope of business and save a lot of time with table reservations as previous bookings are open. The system also makes it possible to quickly and easily control an online menu that customers can search and use with only a few clicks to place orders. Recommendations would be based on user activation and specifications. A new user would be recommended of the restaurants available best sellers while a regular would be recommended based on their previous food selections. Their starter and other food selections would also raise recommendations. The table will be reserved along with a parking space on the appropriate time-slot so that users do not face inconvenience. Using this system as a building block, we can develop a smartphone-compactable software application

This article first examines the respective rationales provided to justify the states’ decisions not to ratify the Convention. Against the background of the Bulgarian Constitutional Court’s recent decision, legal advice provided to the governments of Slovakia and Latvia and various public announcements, the present article examines legal, cultural, linguistic and societal arguments put forward by the respective governments against ratification. It then revisits the interpretative declarations submitted by Poland, Lithuania, Croatia and Latvia against the Convention’s narrow reservation regime. The article then compares the situation ignited by the Istanbul Convention with the reservation regime under the Convention on the Elimination of All Forms of Discrimination against Women (cedaw) and the so-called Sharia reservations. It highlights the interconnectedness of the two treaties as well as their differences, while shedding light on the treaties’ reservations/declarations regimes. In so doing, a discussion is offered of the advantages and disadvantages of wider and narrower reservation regimes in treaties pertaining to the rights of women. The article concludes by pointing to the implications for the validity and effectiveness of the interpretative declarations submitted by the EU countries in question if the Istanbul Convention and cedaw are not treaties in conflict, and if the declarations are manifestly unfounded. The article also places emphasis on the role of grevio and the cedaw Committee to combat potential withdrawal tendencies via high-quality monitoring and evaluation output.

The aim of the system with reservations is to reduce the time the user needs to reach the parking space as well as to rationalize the controlling of demands in the central business districts. When applying the system with reservations, it is necessary to know the user’s travel time to the parking space, as well as the time of parking. The sum of these two periods represents the parking space “occupancy”. The purpose of this paper is to suggest a model for determining the total occupancy of a parking space based on 1) the user’s travel time to the parking space; 2) the user’s duration of parking. Considering the fact that we are dealing with values which cannot be exactly estimated, the fuzzy logic system (FLS) is used. A Neural Network (NN) is trained on the basis of data about the estimated values of the input parameters and the real value of output parameters. Thus, a hybrid model of fuzzy logic and neural networks (ANFIS) is obtained. Finally, there is an example based on the real data which shows the application possibilities of this model.

Reliability analysis and assessment methods can be used at any stage of system or component design, including development, operation, and maintenance. Fault Tree-based models and reliability block diagram RBD (qualitative and quantitative) are typically used to provide reliability and readiness assessments for both the early and later stages of design, where system models are more -improved and have more detailed specifications compared to the models of the early stage of the system. On the other hand, models based on the Markov Chain are mainly used in the later design phase. The aim of the work is to define ways to use methods for modeling reliability, with a subsequent goal for analysis taking into account the effectiveness. An approach for modeling the end-to-end network connectivity with different reservations of the connection lines is considered. The results are illustrated by graphical ratios at different influencing parameters, for different reservation methods. A comparative analysis was made using different reservation methods. The practical applicability of the proposed approach and the performed analysis, incl. for training purposes.

Thus, a tourist may cope with the issues of selecting the attractions to visit while planning the tour route. This paper, based on the concept of location awareness, proposes a novel waiting time, called the personalized waiting time, to introduce a location-aware recommendation strategy. In addition, this paper presents an architecture of tourist service system using the proposed recommendation strategy to relieve the pressure on tourists and create the pleasant experience in their tours. The proposed location-based system consists of mobile app, ticket-reader, detecting/counting, and central subsystems, and the whole system was implemented in this study. We conducted numerous experiments and field testing results validated that the entire proposed system can correctly provide information, such as attraction introduction, recommended session time, estimated moving and waiting time, tour map, and the number of reservations. The system functions, including dynamical scheduling, attraction reservation, ticket verification, visitor detection, and visitor counting, also worked well.

We study a fundamental model of resource allocation in which a finite number of resources must be assigned in an online manner to a heterogeneous stream of customers. The customers arrive randomly over time according to known stochastic processes. Each customer requires a specific amount of capacity and has a specific preference for each of the resources with some resources being feasible for the customer and some not. The system must find a feasible assignment of each customer to a resource or must reject the customer. The aim is to maximize the total expected capacity utilization of the resources over the horizon. This model has application in services, freight transportation, and online advertising. We present online algorithms with bounded competitive ratios relative to an optimal off-line algorithm that knows all stochastic information. Our algorithms perform extremely well compared with common heuristics as demonstrated on a real data set from a large hospital system in New York City. In this test we will use software that has been made, namely the desktop-based LeGreen Hotel Reservation Application. In testing this hotel room reservation application, the writer uses the black box testing method. Black Box Testing is suitable in testing hotel booking applications because this test aims to ensure the functionality of the LeGreen Hotel Reservation application. This study has several stages that must be done, including the identification of experimental problems, input data samples into the process system, then testing to evaluate the output and finally the documentation of test results. Based on the analysis of the results of the application of methods to solve the problem shows that the level of application that runs reaches 70%, able to run and process employee data, rooms, visitors and payments used for hotel reservations. In the admin login form of 30%, only 20% succeeded, and in the Print Report Form, repairs are needed in order to improve the quality of the application in processing report print data as it functions.

In 1994, the United States Congress established 35 Colleges or Universities on Reservation Lands of the Native Americans throughout the Midwest and Western United States. These new institutions were provided annual funds from the United States Department of Agriculture for education, research and extension, components of the Land-Grant system. Today, issues related to risk assessment and risk management confront tribal decision-makers as they cope with risks, both real and perceived, that include the transportation of hazardous materials through the reservation, the clean-up of contaminated sites within the reservation, the environmental restoration of Federal facilities, the siting of waste treatment, storage, and disposal facilities, the development of tribal mineral and other natural resources, and the construction and operation of industrial and commercial facilities within the reservation. Tribal decision-makers lack Indian-specific epidemiologic, genetic, and cultural information that impact current risk assessment models needed to incorporate tribal cultural issues. There is a need to enhance the science skills of tribal college faculty in assisting tribal councils and tribal colleges in the long-term planning and stewardship of natural resources on their reservations.

From the perspective of e-commerce, an advanced ticketing system is proposed for better user experience where online reservation of theater seats is performed by using the online facility. This also provides real-time scenario of reservation/availability of seats for a particular program so that the user can make reservations as per his/her preferred schedule. The proposed model is rigorously tested and statistically studied to support the theoretical claims of the research. From the results of the chart analysis, it could be noticed that the evaluation model proposed in this paper is very effective.

The increasing use of vehicles at campus locations makes it more difficult to find an empty parking lot. This paper develops a system for determining parking locations on campus areas using cloud-based fuzzy logic and Internet of Things (IoT). NFC is used to confirm the order code of the location that has been generated by the system. At the parking location, a sensor is installed to detect parking availability. The concept of IoT has been applied to build this system. Applications on smartphone devices are used for reservations at desired parking locations via the internet. The results show that the system has been able to detect the location of empty parking lots and make reservations in the Andalas University campus environment. The application of fuzzy logic has succeeded in obtaining parking location sequences based on distance and total capacity to find the best parking location.

I suggest some reservations. First, I question Kant's conception of biology as (a still emergent) science. Second, I question Kant's extension of his notion of "natural predisposition" to reason and freedom. Third, I question the naturalism of Kant's philosophy of history by suggesting the excessive role providence must play in Kant's account. This paper reports on the economic and political consequences of reserving government and public-sector jobs for members of the Scheduled Tribes in the Indian State of Bihar. It also contributes to a more general debate on the system of compensatory discrimination that has existed in India since the 1940s, and which was made tangible for middle class Indians by the decision of the government of V. P. Singh (1989–90) to adopt some of the recommendations of the Second Backward Classes Commission (1979–80: chairman B. P. Mandal). The Mandal Commission report advised that a system of reserved jobs in central government could usefully be extended from the Scheduled Castes and Tribes of India (roughly 15 and 7.5 percent of the population, respectively) to embrace a broader collection of Socially and Economically Backward Classes.1 In August 1990 V. P. Singh found it expedient to act upon Mandal's suggestion that up to 49.5 percent of all jobs in central government services and public undertakings should be reserved for the Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).

Shared-use vehicles offer the convenience of a private automobile and more flexibility than public transportation alone. From the 1990s to today, varying degrees of intelligent transportation system technologies have been applied to shared-used systems, providing better manageability and customer service. Many shared-use vehicle service providers today include some degree of advanced technologies (online reservations, vehicle tracking, smart card access) in their operations. Currently, there is a developing need for interoperability among shared-use vehicle service providers (e.g., smart card access among carsharing organizations) and transit operators (e.g., transit fare collection via smart cards). Interoperability will likely result in higher customer satisfaction and use, leading to greater market penetration. Similarly, some standardization will likely unfold for overall operational techniques (online reservations and insurance policies), customer interactions, and to some degree vehicle interfaces. Because shared-use vehicles systems are still a relatively new mobility concept, an industrywide standardization approach is still premature. Nevertheless, there are attempts to identify many of the important issues that will play a significant role in interoperability discussions among shared-use vehicle providers and the development of industry standards in the future. There are key elements in intelligent shared-use vehicle system operations and trade-offs encountered during the pioneering stage of shared-use vehicle system developments. Route planning in a multi-agent system (MAS) is still a complex task, especially if there is need for a continuous, decentralized planner of the routes for physical agents in a dynamic environment. It is a planner of this kind that is required in the application the article considers: the transportation of parts at a modular manufacturing line. Such a planner has to meet several difficult requirements, regarding the physical, time-constrained dynamic environment, live-locks and deadlocks, delayed agents, and last needs to minimize the travel time and the total distance traveled. The article proposes an approach using a delegate multi-agent system (D-MAS) in order to meet these requirements. The approach was verified using virtual reality so as to provide a better understanding of the planner’s issues. Several coordination rules were proposed and implemented. As a further verification, the proof-of-concept solution was compared to a non-reservation planner. It was shown, that as the number of agents increases, the approach, including the reservations, outperformed its competitor. Various recommendations for the implementation of the planner were formulated. It was concluded that the performance of the planner is sufficient for its future use. The main objective of article was proof-of-concept and determining the functionality of a prototype based on MAS that was in compliance with a modular manufacturing line developed by us.

Abstract:
Since independence, India has had electoral quotas for Scheduled Castes (SCs, Dalits, “untouchables”). These quotas have been praised for empowering members of a deprived community, but have also been criticized for bringing to power SC politicians who are mere tools in the hands of the upper castes. Tracing the history of these quotas through four critical junctures, I show how a British attempt to strengthen their own control of India eventually resulted in one of the world's most extensive quota systems for minorities. The quota system was in the end a compromise between several political goals, and was not strongly supported by anyone. Also, while the quotas were designed to integrate SC politicians into mainstream politics, there was a subtle and gradual shift in the debate about them, to being about development for the SC community as such. This created a disjuncture between the design of the quota system and the expectation of what it would achieve. The case of quotas in India illustrates how policy choices often result from long path-dependent processes, how policy makers struggle with trade-offs when trying to design institutions, and also the power of expectations in shaping the perceptions of the outcomes of those institutions.

Abstract:
In the current step of Ukraine development and reinforcement of EU integration the analysis of the positive foreign experience of European countries, in the first instance, neighbour countries, which are EU members, such as Poland, is of great importance. In this article, particular qualities of environmental politics’ organization and environmental preservation activities in Ukraine and Poland were analyzed. The characteristics of systems of controlling environmental politics in both countries are demonstrated. Similarities in the understanding of basic priorities of governmental institutions in environmental preservation’s sphere were elucidated in the process of exploring main vectors of environmental preservation activities both in Ukraine and in Poland. The followings belong to this vectors: preservation and rational using of natural resources, protection of valuable components of environment and elements of nature( national parks, nature reserves, natural landmarks, estimated plant and animal species, preservation of parks, resorts and green zones in localities, protection of population’s life and health. Environmental preservation is considered as a governmental institutions’ activity, which is directed on natural balance saving, that is needed to provide a comfortable living environment and the right for using natural resources and reserving its quantitative and qualitative conditions. The analysis of specifications of managing the environmental system in Poland showed that besides its own governmental managing system country uses accepted in EU institutional mechanism in environmental reservation sphere, which is realized on three levels: general, special and functional. In the process of exploring it was clarified that the prior tasks of international collaboration in environmental reservation sheer are developed and guarantee of actions for bilateral ecological security. The main questions in Ukrainian and Polish collaboration are: monitoring of condition of separate environmental components; decrease of boundary atmosphere pollution; providing inventory of pollution sources, control of ecologically safe manufacturing, conduction consultations about organization of events dedicated to prevention of emergencies and reduction of negative consequences of environmental pollution, development of actions for reserving biodiversity of flora and fauna. One of the most successful projects between Ukrainian, Belorussian and Polish governments is the formation of boundary biospheric reservation “West Polesie” which consists of three Biospheric reservations “Shatsky” (Ukraine), “Prybuzhskoe Polesie” (Belorussia), “West Polesie” (Polish). The signed agreement of association with the EU will accompany future improvements of countries’ collaboration and of the environmental reservation system in Ukraine.
