Abstract:
The first part of this article presents Article 57 of the European Convention on Human Rights and Fundamental Freedoms (ECHR) and other reservation clauses (in protocols to the Convention) and discusses the characteristics of a system of reservations established by the ECHR and its Protocols. The second and third part analyse and critically appraise states’ practice concerning the formulation of reservations, and objections to other states’ reservations/declarations. The latter were formulated only in respect to some reservations formulated to the Protocol No. 1 to the ECHR. Before concluding with a general assessment of how this system works and what was its impact on other treaty regimes and on the general discussion on reservations to treaties, the role of the European Court of Human Rights (and the Commission before the entry into force of the Protocol No. 11) in the context of reservations is also discussed.

With the existence of the laboratory, of course, many challenges will be faced. One of them is the mechanism for making laboratory space reservations. In this research, an information technology laboratory reservation information system will be designed using the waterfall method and a system model approach using an object oriented development model. With this approach, it produces a simple reservation information system and can assist in facilitating users in making reservations for IT laboratory space. From the test results, it is known that the interface design and functional system can run according to user expectations.

Using the Internet in this case E-Commerce will facilitate Kedai Kolega when performing data management more quickly and accurately and make reservations online. E-Commerce system is tested using black box and alpha test method. The results showed that E-Commerce is able to provide convenience to the colleagues in improving the quality of service to customers

The law governing the admission of reservations to treaties has evolved over the past sixty years, as is demonstrated by the Vienna Convention on the Law of Treaties, which incorporates a regime on reservations that represents a significant change in the law as it was generally understood in the first part of this century. Whereas it was once widely considered that the unanimous consent of the other parties to a treaty was required to admit a reservation, the Vienna Convention implemented a new system in which this condition is generally not necessary. The regime on reservations is contained in section 2 of the Convention (Articles 19-23), which, together with the definitional article (Article 2(1)(d)), determines what constitutes a reservation, the criteria it must meet to be permissible, and the effect it will have, both in the event that it is accepted by other contracting states and in the more problematic event that it is not.

Abstract:
Abstract International relations scholarship has made significant strides in explaining how states design treaty obligations and why they accept treaty commitments. However, far less attention has been paid to factors that may influence states’ modification of their treaty obligations via reservations. We theorize that states will be more likely to enter reservations when treaty obligations increase compliance costs and policy adjustment costs. More specifically, we expect that demanding provisions, i.e., provisions that create strong, precise obligations requiring domestic action, will enhance the likelihood of reservation. To test our theory, we exploit an original dataset that codes reservations at the provision (treaty–article–paragraph) level for the ten core international human rights treaties. Consistent with our expectations, we find that states are more likely to enter reservations on more demanding treaty provisions. In contrast to prior studies, our results indicate that reservations are not driven purely by state-level characteristics such as regime type or the nature of the legal system. Rather, it appears that states weigh individual treaty obligations and calibrate their commitments accordingly.

This problem is seen by many vehicle users who are waiting to take care of their vehicles and some of them have to make reservations. Reservations made are still conventional in nature that is still making reservations at the vehicle maintenance center. Therefore, the purpose of this paper is to explain the making of the SMS Gateway vehicle reservation application. The method used is the Software Development Life Cycle (SDLC) using PHP, MySQL, and Gammu programming. This research produces an application that can make customers make vehicle maintenance reservations remotely using SMS media. For the Indian railways, enhancing the existent system with ADHAAR Card Identification will reduce manual intervention to a great extent. Abstract:
Network resource reservation systems are being developed and deployed, driven by the demand and substantial benefits of providing performance predictability for modern distributed applications. However, existing systems suffer limitations: They either are inefficient in finding the optimal resource reservation, or cause private information (e.g., from the network infrastructure) to be exposed (e.g., to the user). In this paper, we design BoxOpt, a novel system that leverages efficient oracle construction techniques in optimization and learning theory to automatically, and swiftly learn the optimal resource reservations without exchanging any private information between the network and the user. We implement a prototype of BoxOpt and demonstrate its efficiency and efficacy via extensive experiments using real network topology and trace. Results show that (1) BoxOpt has a 100% correctness ratio, and (2) for 95% of requests, BoxOpt learns the optimal resource reservation within 13 seconds.

The topic of this master thesis is the design and development of the seat ticket reservation web application. Developed application should be useful for organizers of various cultural and sport events and should help them to manage ticket reservations agenda. Application should be useful for visitors of these events too. Visitors will be able to easily choose the preferred seats and complete the reservation within the application. The evaluation of existing tools designated for seat reservations management is the important part of this master thesis. According to the previous evaluation, the author's own experience and consultations with several organizers of public events, functionality requirements of the web application are specified. The acting roles are also defined and the most important use cases are stated for them. Web application of the seat reservation system is programmed using the latest web technologies such as PHP, Javascript, CSS3 and is based on the Nette PHP framework. The resulting web application is publicly accessible at http://demo.e mistenka.cz.

The topic of this master thesis are information systems in turism. The author focuses mostly on reservations systems as an essential information systems for travel agencies. This thesis examines such systems in the context of the Internet and the model of software as a service. The Internet has become a necessary for operating these systems and it has influenced the field as a whole. The thesis has three main chapters. The first chapter is a theoretical one, where the author investigates the mechanics of information systems in turism. He attempts to formalize information systems in general and he seeks their role in organizations. Additionally, he explains how these systems work and what functionallity can be expected from them. In the second chapter, which moves between theory and practice, the author analyzes the current market situation of these systems. Next, he defines requirements on a system tailored for one specific bussiness plan. Using these requirements multi-criteria decision analysis is performed, selecting the system which best matches the chosen criteria. The last chapter is a practical one and it is concern with deploying selected system from the previous chapter and all aspects of this process. The goal of this thesis is to realize information system part of the Internet-based travel agency project and at the same time search for theoretical conclusions about these systems. The conclusions are then compiled into methodological manual for ASW application in the Internet-based travel agencies segment.

Finding a suitable parking space in busy cities is a time consuming and challenging task. During the searching process, drivers become frustrated and distracted. Motor vehicle drivers might not initially find a free spot, and will leave the area by making a loop to find another spot close to their destination. As a result, there is increased congestion on the road, sometimes causing accidents, and wasting valuable time. To address this problem, we believe that a parking reservation system is necessary and will help reduce the high volume of congestion that might otherwise lead to accidents and have many other environmental and health impacts. The objective of our research is to propose a mobile-based reservation system. The process of finding a free parking space shall be made easy and fast; customers will only be a few taps away from guaranteed and paid parking, based on their preferences. The model presented considers all nearby parking service providers’ ability to satisfy customers’ requirements and will reserve the best parking for the user.

Abstract:
We consider a yield-management approach to determine whether a restaurant should accept or reject a pending reservation request. This approach was examined by Bossert (2009), where the decision for each request is evaluated by an approximate dynamic program (ADP) that bases its decision on a realization of future demand. This model only considers assigning requests to their desired time slot. We expand Bossert's ADP model to incorporate an element of flexibility that allows requests to be assigned to a time slot that differs from the customer's initially requested time. To estimate the future seat utilization given a particular decision, a new heuristic is presented which evaluates time-slot/table assignments based on the expected number of unused seats likely to result from a given assignment. When compared against naive seating models, the proposed model produced average gains in seat utilization of 25%.

Based on 2007 data, the average energy consumption of an American household could increase by 23% with the addition of one Plug-In Hybrid Electric Vehicle (PHEV); this “sticker-shock” may impact the adoption of all PHEVs due to the unanticipated cost and time associated with vehicle charging. Furthermore, very few automotive standard work practices could identify and quantify this effect on the end consumer. To alleviate consumer reservations, vehicle plug-in charging must be designed to maximize the percentage of grid energy supplied to the battery and reduce the extra cost and time required to charge. Maximum efficiency can only be obtained through a systematic view of the charging process. Thus, the approach reviewed in this report considers not only the charger and EVSE (Electric Vehicle Supply Equipment) but also the RESS (Rechargeable Energy Storage System), the thermal management system, and the vehicle control modules. This report will outline a progression in charger system modeling techniques in the early vehicle development process and compare the results to empirical data. The goal of the report is to demonstrate the merit of including charging modeling as a portion of PHEV standard development work and stimulate discussion on systematic charging efficiency.

Abstract:
Environmental considerations are an essential part of any energy conversion assessment: especially in the analysis of natural reservations and protected areas, the concept of “environmental impact” has substantially evolved in the last decade, from an ex-post “assessment of ecological damage” to a complex, omni-comprehensive, but also pro-active and detailed, examination of the local and global implications of the interactions of anthropic processes with the biosphere. Evermore complete sets of quantitative measures of the interaction, called Environmental Indicators (El), have been developed with the intent of providing a sufficiently accurate and reliable decision support basis for planners and decision makers. There are though some intrinsic problems about this approach, more acutely felt in the analysis of natural systems: on the one hand, generality conflicts with specificity, and it is often difficult to connect a local El with a more global measure of environmental impact; on the other hand, several of the proposed Els are not completely satisfactory because they lack of a sound physical basis. Extended Exergy is an indicator that seems to overcome the above limitations: it is firmly rooted in thermodynamic principles and is articulated in such a way as to constitute a reliable quantitative measure of the total amount of primary resources consumed in a given conversion chain. The indicator is derived from a quite complex bookkeeping of the exergy fluxes of the system it is applied to, and makes use of two econometric coefficients for this quantification, which are external to the theory and must be calculated on the basis of proper labour and monetary statistics. In this paper, the method is applied to a community in northern Honduras, which is sufficiently remote and ill-connected with the rest of the Country to be considered in practice as an isolated system. The application of the Extended Exergy Accounting method to such a system constitutes an important benchmark, because the Labour fluxes are much more easily measured and the monetary circulation exerts a negligible influence on the evolution of the system.

Abstract:
This helpdesk report synthesises evidence on the drivers and opportunities for promoting gender equality in the Eastern Neighbourhood region. Although equality between women and men is enshrined in the constitutions and legal systems of all Eastern Neighbourhood countries, and all countries have ratified most of the important international conventions in this area without reservations; women are still subject to social discrimination. Discriminatory laws, social norms, and practices rooted in patriarchal systems inherited from the Soviet era have negative consequences and act as drags upon gender equality. Former Soviet states making the transition from a command economy to a market-driven system need to make changes in governance and accountability systems to allow for women to have agency and to benefit from any nominal status of gender equality. This report considers areas where there are outstanding opportunities to improve women’s situation in Eastern Neighbourhood countries.
