Abstract:
Efforts to improve the performance of research and scientific publications in Indonesian universities are still a challenge. Various problems often become an inhibiting factor for lecturers' research performance. This study analyzes how the performance and factors were inhibiting the performance of research and scientific publications at the Universitas Terbuka, which is the only Open and Distance Learning Higher Education institution (PTTJJ) in Indonesia. The research method used is qualitative descriptive. The results showed that although the number of research and journal publications increased during 2017-2019, the performance of research and scientific publications of Universitas Terbuka lecturers has not been optimal. Of the five factors are considered as obstacles, three of which are factors that are generally also found in other universities, namely the lack of competence and motivation of lecturers in researching, lack of research/laboratory support facilities, and the research culture among lecturers has not yet developed well. Meanwhile, two other factors were different findings, namely the issue of lecturer recruitment and development policies in the early days of the establishment of the Universitas Terbuka, which was not in line with the needs of the study program, and the problem of characteristics and workload of PTTJJ lecturers which are different from conventional university lecturers. Universitas Terbuka lecturers are not only obliged to carry out the tri dharma functions of higher education but they are also burdened with tasks related to the management of PTTJJ or quite a lot of academic administrative work.

Abstract:
Employability means a set of skills, knowledge, understanding, and personal attributes that make an individual more possible to choose and maintain occupations to be satisfied and successful. The low employability of pedagogy students becomes a concern in this study. This study aims to compare employability between pedagogy students in public universities and private universities. The research design used was quantitative non-experimental. A total of 133 public university pedagogy students and 104 private university pedagogy students participated. The data was obtained using two-stage cluster random sampling technique. Comparison of employability between pedagogy students in public universities and private universities was analyzed using Mann Whitney. The result showed there was a significant difference in employability between pedagogy students in public universities and private universities (p <0.05). Employability prediction based on dimensions sequentially were Generic Skills (91.8%), Career Development Learning (81.3%), Experience (67.3%), Degree Subject Knowledge, Understanding, and Skills (60.6%), and Emotional Intelligence (54%). Employability of pedagogy students in public universities was higher than private universities. This is due to differences in the university quality, namely Raw Input and University Accreditation.

Abstract:
An institutional repository (IR) is one of the resources available in most university libraries that have attracted external publishers, search engines and social media to link, share and index IR content. The traditional citation-based indicators of a publication may not reflect the IR quality and have led to the creation of new indicators such as webometrics or web metrics. This study aims to analyse and explore Malaysia’s public university IR visibility, the numbers of an external link, page count, PDF count and URL web mention. We utilised backlinks web crawler and web search engine to collect raw data. A visualisation was created using the force-directed graphing method to interpret the IR network in the webspace. This study revealed that two research universities, Universiti Malaya (UM) and Universiti Putra Malaysia (UPM), dominate web visibility based on webometrics indicators. All non-research universities are at the bottom of the rankings. This study shows institutional repositories from research universities are more visible in academic social networks and digital library sites. In contrast, non-research universities need to improve their visibility by mapping the universities’ IRs websites through hyperlink exchange and collaboration activities between each university and promoting the university publication to the academic social network sites.

Abstract:
The ethically process in research is time consuming because we also find a difficulty when judging different problems seeing that many regulations have ambiguous meaning. For ethics commission members it appears to be a burden when it comes to analyze the research ethics issues. The main reason is represented by the increased subjectivism and also the differences between an institutions to another or even between different countries. This study aim is concentrated around the ethics problems that appear in the research field. Each researcher must be informed about the research ethics and make an individual effort to find the appropriate information that fits to his personal interest regarding all possible ethics issues that can appear in his interest domain. A specialist with integrity and common sense it is supposed to act with active and politically correct conscience during his research activity especially in experimentation systems and afterwards when results dissemination is prepared for publishing. The intellectual property is the most important set of exclusive rights granted to original creations or extraordinary research results. The ethics commissions around the world would appreciate, protect and encourage all the politically correct behavior in this vast domain.

Abstract:
Henry Rosovsky, Harvard's longtime Dean of the Faculty of Arts and Sciences, describes six key characteristics present in America's top tier of research universities: shared governance, academic freedom, merit selection, significant human contact, preservation of culture, and nonprofit status. Although often discussed individually, these six characteristics of quality are rarely discussed as a system and, contrary to a longstanding historical tradition, their presence does not preclude innovation and change. The author questions whether today's boards of trustees, the court of last resort in American higher education, are prepared to uphold the key characteristics of quality.

Abstract:
This research paper focused on the provision of students’ accommodation in the Nigerian universities through public-private partnership, drawing lessons from the Universiti Utara Malaysia. Hostel accommodation is a form of providing the students with an enabling environment where they can stay as a place of residence, will feel secured and comfortable to learn in a peaceful environment. The objective of this paper is to learn from the Malaysian environment, with a focus on the Universiti Utara Malaysia. The research work made use of the qualitative method through the conduct of interviews and other sources such as journals and online publications. Findings from the research reveal that the Universiti Utara Malaysia provides hostel accommodation which is more than enough to serve the university's capacity of 30,000 students’ population on campus through the public-private partnership scheme. The research also found that multinational companies like PETRONAS Oil Company, Proton automobile company, Malaysia Airline, and Maybank among other companies built hostel accommodation for the students. The Malaysian Government on the other hand through a public-private partnership provided infrastructural facilities such as constant electricity and water supply for the purpose of a conducive environment for learning. The work, therefore, recommends that the Nigerian Government can partner with the Malaysian Government through resolving the big problem of electricity supply in the country and on the Universities as well. The paper also recommends that the Nigerian Government should regulate the private companies in order to engage them in partnership development through the provision of adequate hostel accommodations for the students. This would enable peace and security sustainability on the campuses of the Nigerian universities with lessons from the Universiti Utara Malaysia.

Abstract:
Innovative development of Ukraine is possible due to the introduction of an effective mechanism for the promotion of commercially attractive scientific ideas and developments, which are produced at universities, into the domestic and international markets. It is extremely difficult for research universities to negotiate the transfer of their developments due to the lack of an extensive technology transfer infrastructure where an information system would be in place to exchange technological requests and proposals. The authors demonstrate a modern toolkit for the transfer of knowledge and technology, which is actively used by the international academic community and contributes to the consideration of modern specifics in the organization of innovative marketing in research universities. In the article, the authors analyze the role of social and communication tools, namely media and online social platforms, such as Instagram, Twitter, LinkedIn, or YouTube, or other communication search platforms, including Enterprise Europe Network in the technological transfer of world research universities and Ukrainian university practice. The dominance of positive features in the use of media tools for technology transfer proves its viability for the Ukrainian market. Using the tools of media sector it was proposed to develop a modern strategy for commercializing the results of innovative activities of research universities. The article offers considering the process of bringing to commercially attractive results of experimental research at universities based on the methodology of network marketing and education.
