Abstract:
In recent decades, neo-republican philosophers have developed a theory of freedom as non-domination, which, they claim, is conceptually and analytically distinct from the “liberal” concept of freedom as non-interference. However, neo-republicans have intervened in constitutional debate almost exclusively in relation to structural issues of institutional competence, and have made little impact on the analytical jurisprudence of constitutional rights. While judicial review seems ill equipped to respond to the distributive dimensions of republican freedom, republicans like Richard Bellamy have argued that the whole edifice of countermajoritarian, strong-form judicial review is itself an affront to freedom as non-domination properly understood. Republican freedom, in this lens, is defined structurally, procedurally and politically rather than in relation to a definite set, concept or theory of rights that is put outside and beyond politics. And partly for this reason, there has been little commentary concerning how the theory of freedom as non-domination might inform constitutional-rights doctrine. This article will argue, first, that the neo-republican view can usefully inform constitutional-rights doctrine notwithstanding republican reservations concerning judicial power. Second, it will propose a number of specific ways in which the jurisprudence of constitutional rights might account for the central concerns of the republican idea.

Abstract:
A republican theory of social justice specifies how republican freedom should be distributed. The goal of this paper is to assess the plausibility of two recently proposed principles of republican social justice: an aggregative maximizing principle defended by Philip Pettit in Republicanism and a sufficiency principle of republican social justice offered by Pettit in On the People’s Terms. The maximizing principle must be rejected because it permits under-protecting vulnerable members of society in favor of increasing the freedom of the powerful. The sufficiency principle avoids the most basic objection to the maximizing principle, but it is at best an incomplete theory of social justice. Social justice requires principle(s) for determining the justice of distributions above the sufficiency threshold and republican theory does not determine which principle(s) should govern distributions above this threshold. Republicans must therefore decide whether they will incorporate an independent commitment to equality within their theory of social justice.

Abstract:
Rousseau was arguably one of the most important and influential of eighteenth-century republican thinkers. However, contemporary republican theorists, most notably Philip Pettit, have written him out of the republican canon by describing Rousseau as a “populist” rather than a republican. I argue that this miscasting of Rousseau is not just historically incorrect but that it has also led to a weakening of contemporary republican political theory. Rousseau was one of the few early modern republican thinkers to take seriously the problem of the tyranny of the majority and to attempt to formulate a cogent answer to that problem. Ignoring his contribution to republican political thought therefore cuts off contemporary republicans from an important resource for thinking about this problem.

Engaging Daniel Deudney'sRepublican Security Theory, it is argued that republicanism should be interpreted in ideological terms, that it is a polysemous tradition of political thought, and that it matters because it is socially embodied in world political practice. Special attention is given to republicanism's relationship to the question of technology. A short case study of the Cold War illustrates the central claims of the argument.

the aim of the paper is to draw briefly the discourse-theoretical foundations to the republican political theory (section 1), with the issue of slave/slavery as a pivotal concern of social and political life (section 2), and then to chart the most interesting consequences for the contemporary versions of the theory as proposed by the key authors (closing paragraphs of section 2, and section 3). the overarching message of the paper reads that republicanism is founded on a specific view of human nature as ens loquens, or zoon logon echon, that has important implications both empirically and normatively. the third, and final, section of the paper enlists six proposals, or suggestions, to contemporary republicans for the purpose of elucidating, first, the limits of republican theory/practice, and second, its intellectual origins as well as its opposition. Sum- marily, the paper lays emphasis as well on the status of republican language as a critical idiom with its pluralist, highly contextualized, and often program- matic/engaged voices.

Suppose we embrace the republican ideal of freedom as non-domination: freedom as immunity to arbitrary interference. In that case those acts that call uncontroversially for criminalization will usually be objectionable on three grounds: the offender assumes a dominating position in relation to the victim, the offender reduces the range or ease of undominated choice on the part of the victim, and the offender raises a spectre of domination for others like the victim. And in that case, so it appears, the obvious role for punishment will be, so far as possible, to undo such evils: to rectify the effects of the crime that make it a repugnant republican act. This paper explores this theory of punishment as rectification, contrasting it with better established utilitarian and retributivist approaches.

Abstract:
In the following thesis, I argue that to contextualize Machiavelli’s republican thought in his Italian humanist heritage permits us to understand how Machiavelli reaches back not only to an Italian pre-humanist inheritance of liberty as freedom from servitude, but to a Stoic conception of agency which he inherits and shapes in that concept of liberty. While my analysis of Machiavelli and his humanist heritage is in fundamental agreement with that of Quentin Skinner in The Foundations of Modern Political Thought, it develops however the implications of two theses that Paul O. Kristeller outlines in his works on Italian humanism: the eclectic nature of humanist ideas and their rhetorical focus. From this I draw a slightly different picture of the humanist heritage and its polemics with Augustine, and from these an understanding about Stoic agency and how it is inherited and shaped in Machiavelli’s conception of the citizen and civic duties.

Abstract:
Analysis of the Irish Republican Army (IRA) and their actions in the 1970s and 1980s offer insight into their use of just war theory in their conflict with the British government and ultra-loyalist Protestant forces in Northern Ireland. The historiography of Irish history is defined by its phases of nationalism, revisionism, and anti-revisionism that cloud the historical narrative of imperialism and insurgency in the North. Applying just war theory to this history offers a more nuanced understanding of the conflict of the Troubles and the I.R.A.’s usage of this framework in their ideology that guided their terrorism in the latter half of the twentieth century. The murders of influential members of British society and the I.R.A.’s statements on these events further posit just war theory as a guiding force of this group. In 1980-1981 the I.R.A. staged hunger strikes in the H Block of Long Kesh Prison and the writings of their leader Bobby Sands continued their use of just war theory in their efforts to be granted Special Category Status. This work concludes that the I.R.A. utilized just war theory throughout this period and that it was a guiding force of their ideology. It contributes a more nuanced analysis of just war theory and its applications to the I.R.A.’s struggles against the British. Ultimately, it demonstrates how this theory was used by this insurgent movement to claim legitimacy, defend their actions, and frame their anti-imperialist movement as a necessary means to combatting British forces.

Abstract:
In contemporary politics many groups make claims for self-determination. Some of these claims are recognised by existing political authorities or the international community, whilst others are denied. Often this is regardless of the fact that the reasons why groups make claims for self-determination differ from group to group. This thesis assesses whether groups who make claims for self-determination should have their claims recognised or denied and for what reasons this should be the case. This thesis, therefore, provides an answer to the question ‘which groups have justified claims for self-determination?’ My thesis is that groups who are dominated have justified claims for this right. This thesis is in two parts: the first is a critical examination of three existing theories of self-determination, and the second is a defence of a constructive alternative to these theories – it details a republican theory of self-determination. In part one I assess three theories in the existing literature on self-determination: the choice-based, nationalist, and just-cause theories of self-determination. I argue that none of these theories provides a framework that is satisfying enough to assess which claims for self-determination should be taken as justified in political practice. I argue that the ideas of the freedom to choose which political authority one should be subject to, nationhood, and the violation of human or social rights – which respectively reflect the justificatory basis of each of the existing theories – do not provide a satisfying enough framework to assess which claims for self-determination should be justified in political practice. In part two I provide an alternative to the existing theories and argue that republican political theory provides a more compelling justificatory framework to assess claims for self-determination, with its idea of domination. I argue, that in comparative consideration of the three existing theories and the republican alternative, republicanism provides the most satisfying justificatory framework to assess the claims groups make for self-determination. I argue that groups that either: (i) fail to be afforded rights of self-government, or (ii) have the exercise of their rights to self-government constrained whilst other citizens sufficiently exercise these rights, are dominated and have sufficient justification for their claims to self-determination.

The present paper discusses the cultural and stylistic issues in the translation of a part of the 2004 Republican Party Platform. Political text in American English and Swedish is in focus, and translation examples are accounted for and categorised according to Vinay & Darbelnet’s (1995) system theory of translation procedures. The conclusion is that cultural issues caused fewer problems than stylistic ones when the Republican Party Platform 2004 was translated.

Why is black partisan identification so one-sidedly Democratic forty years past the Civil Rights movement? A black/non-black political dichotomy manifests itself through one-sided African-American partisanship. Racial consciousness and Republican hostility is the basis of the black/non-black political dichotomy, which manifests through African-American partisanship. Racial consciousness forced blacks to take a unique and somewhat jaundiced approach to politics and Republican hostility to black inclusion in the political process in the 1960s followed by antagonism toward public policy contribute to overwhelming black Democratic partisanship. Results shown in this dissertation demonstrate that variables representing economic issues, socioeconomic status and religiosity fail to explain partisan identification to the extent that Hostility-Consciousness explains party identification.

Abstract:
Psychoanalysis is a branch of science that focuses on the subconscious and unconscious aspects of human beings. “When it comes to the human soul, it is seen that almost the entire human ego is based on psychology.” (Emre, 2006: 16). The psychoanalytic literary theory is a theory that tries to reveal the unconscious and subconscious aspects of the artist in general, and is shaped on the theories of Sigmund Freud. This theory has a feature that reflects the bonds between the identity of the artist and his work. “Until Freud, the origin of human behavior was generally associated with physiology. After long studies, Freud reveals that the unconscious is as effective as physiological conditions and disorders on the basis of human behavior. (Cebeci, 2009: 72). Necip Fazıl Kısakürek, one of the important names of Turkish poetry in the Republican period, is generally known for his mystical and metaphysical poems. There are many uses in his poems that are suitable for psychoanalytic analysis. In the poems of Kısakürek, "subconscious and image, rebirth, sense of emptiness, self-complexity, struggle for existence" etc. elements are included. The ethnic nature of the constitution of the national republics of the Russian Federation suggests that, to some extent, they are characterized by the institutionalization of ethnicity, which manifests itself at the normative level, in particular, in the structure of government bodies, their representation in public space, in the distribution of political and administrative positions based on ethnicity (power-sharing). Institutionalization of ethnicity occurs not only at the republican level, but also in the authorities of the capital cities of the ethnic republics. In relation to the structure of government bodies and their representation, it is expressed here to a lesser extent, however, the position of the mayor of the capital city plays a significant role in the informal institutionalization of the distribution of political and administrative positions along ethnic lines.

Abstract:
Ankara, the capital of Turkey, experienced a fundamental spatial structuring process after the proclamation of the Republic. The vision of modernity and protective economic structure of the Early Republican era determined the spatial configuration of the city and produced public buildings as the icons of the young regime. City planning and architecture had been used as the instruments of the new regime in making itself visible, concrete, and symbolized. The buildings and urban plans transmitting the foundation ideals of Republic together with modernity have contributed to the creation of national sovereignty and a modern society. After the span of eighty years, the new politic-economic climate of Turkey redesigned the urban regime of Ankara and its symbols. One of the most concrete transformations is observed in the public offices which convey the political and economic intents of each period through their spatial and architectural organizations, and symbolic meanings. This study examines the change in the urban symbols with an emphasis on public offices; their spatial organization, their archistar buildings, and their messages conveyed to public with respect to the change in political and economic systems. This article concludes that public offices and their relations with urban space and public are considered as the icons in representing the dominant political power in both the early republican period and post-2000s; the former period benefited them as the visual representations of national sovereignty while the latter used them as the landmarks of the authoritarian and neoliberal political power over the nation.

Abstract:
The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.

Improved transparency and accountability are crucial to strengthening the management of forest sector revenues. Consequently, this has been a particular focus of the international community – through the EU’s Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan and the Extractive Industries Transparency Initiative (EITI). This paper looks at how reforms over the last decade have impacted the collection and distribution of forest sector revenues in three African countries: Ghana, Liberia and the Republic of the Congo. While there is clear progress in some areas, more action is needed to improve the collection and distribution of revenues to benefit country governments and their rural populations.

The coronavirus disease 2019 (COVID-19) crisis has caused unprecedented levels of disruption to education systems worldwide. Across the Asia region, it is estimated that around 760 million children were impacted by school closures at the height of the pandemic. Government response strategies have varied across the region, with some countries imposing prolonged school lockdowns while others have had short, repeated closure periods. As countries begin to reopen schools and continue to prepare for subsequent waves of COVID-19 infection, there is a need to develop the greater capability of education systems to safeguard learning and address persistent barriers to learning equality by harnessing the opportunities for systemic change. However, school-based practices and responses that have been effective in supporting the continuity of learning during the COVID-19 pandemic have yet to be well examined, particularly in Asia. While the system and school structures are a crucial component of educational quality, understanding what happens in a school setting can offer meaningful insights into overcoming barriers to educational quality as education systems recover and rebuild from the pandemic. This report presents the findings of research undertaken in the Kyrgyz Republic, Central Asia. It forms part of a broader study that aims to explore the system and school-level practices that have supported learning continuity in Asia during the pandemic. The study will focus on the practices of policymakers that have supported teaching and learning and consider ways in which school leaders, teachers, and parents have worked to support children during periods of disruption. Rather than comparing the responses of countries in Asia, this study will highlight innovations in the system and school policies and programs in the Kyrgyz Republic and make recommendations based on insights from the Kyrgyz Republic’s education system. The study will focus on the system and school participants that support students in the Kyrgyz Republic but will not include students themselves.

This paper presents a systematic overview of the evidence of violence against women in the Central America, Mexico, Panama, Haiti, and Dominican Republic region and examines its impact on the well-being of women and their children. Population-based surveys show that violence against women remains a widespread issue in the region. The proportion of women who have experienced physical or sexual violence at least once in their lifetime varies between 13% and 53%; Panama has the lowest rate while Mexico and El Salvador have the highest. The percentage of women who have experienced violence within private spheres ranges between 17% and 24%. Also, homicidal violence targeting women remains a major problem in the region. Using a novel propensity score reweighting technique, we assess the impact of violence on a series of outcome variables related to a womans health and socioeconomic condition. We find evidence that violence against women negatively affects victims reproductive and physical health as well as their fertility preferences. We also find evidence that violence against mothers has an adverse effect on childrens advancement in school and overall health.

In July 2022, unprecedented demonstrations took place in Uzbekistan’s Autonomous Republic of Karakalpakstan. These demonstrations followed proposed constitutional amendments which would remove Karakalpakstan’s right to freely secede from the Uzbek Republic. Thousands of Karakalpaks joined together for peaceful demonstrations to protest against the changes concerning their homeland. Tashkent reacted in line with what seems to have become a Central Asian formula: military troops were sent to suppress the demonstrations, which led to multiple deaths and injuries; the Internet was shut down; curfews were introduced; and checkpoints were set up around the region. The President of Uzbekistan, Shavkat Mirziyoyev, came to Karakalpakstan to promise that its status would not change as the proposed amendments would be removed. The probability of Karakalpakstan seceding through a referendum remains low: it is the poorest region of Uzbekistan, and Karakalpaks are not even the majority of the population there. However, the status and the right to secede seem to play a significant symbolic role to the Karakalpak people, as their quick and coordinated mobilisation has shown.

In the Republic of Bashkortostan in recent years there has been an increase in the number of people participating in both intraregional and extra-regional migration, which indicates the need to manage migration flows for the effective development of territories of this entity. In this connection, this article is dedicated to the development of GIS monitoring of the attractiveness of municipalities of the Republic of Bashkortostan, aimed at improving the effectiveness of decision-making in formulating migration policies in the region, based on a systematic combination of parametric and structural approaches. In the course of the study the analysis of existing approaches applied in this subject area, the methodology for determining the attractiveness coefficient of municipalities of the Republic of Bashkortostan was developed, A functional and information model for monitoring the attractiveness of municipalities has been developed, and a logical structural model of GIS monitoring the attractiveness of municipalities of the Republic of Bashkortostan has been built.

The Democratic Republic of the Congo (DRC) consistently scores in the lowest rungs of global indexes on corruption, integrity and wider governance standards. Indeed, corruption of different sorts pervades public and corporate life, with strong ramifications for human development. Although the DRC is one of the richest countries in the world in terms of natural resources, its people are among the globe’s poorest.Corruption in the extractive industries (minerals and oil) is particularly problematic in terms of scale and its centrality to a political economy that maintains elites and preserves the highly inequitable outcomes for the majority. The politico-economic elites of the DRC, such as former President Joseph Kabila, are reportedly significant perpetrators but multinationals seeking valuable minerals or offering financial services are also allegedly deeply involved. Corruption is therefore a problem with national and international roots.Despite national and international initiatives, levels of corruption have proven very stubborn for at least the last 20 years, for various reasons. It is a structural and not just a legal issue. It is deeply entrenched in the country’s political economy and is driven both by domestic clientelism and the fact that multinationals buy into corrupt deals. This rapid review therefore seeks to find out the Corruption challenges and responses in the Democratic Republic of Congo.Grand level corruption shades down into the meso-level, where for instance, mineral laden trucks are systematically under-weighted with the collusion of state officials. With severe shortfalls in public funding, certain public services, such as education, are supported by informal payments. Other instances of petty corruption facilitate daily access to goods and services. At this level, there are arguments against counting such practices as forms of corruption and instead as necessary survival practices.To address the challenge of corruption, the DRC is equipped with a legal system that is of mixed strengths and an institutional arsenal that has made limited progress. International programming in integrity and anti-corruption represents a significant proportion of support to the DRC but much less than humanitarian and governance sectors. The leading international partners in this regard are the EU, US, UNDP, UK, African Development Bank, Germany and Sweden. These partners conduct integrity programming in general governance issues, as well as in the mineral and forest sectors.The sources used in this rapid review are gender blind and converge on a very negative picture The literature ranges from the academic and practitioner to the journalistic and investigative, and taken as a whole, is of good quality, drawing on different types of evidence including perceptions and qualitative in-country research. The sources are mostly in English with two in French.
