Abstract:
The Czech Republic seems to be a geographically peaceful place. However, the territory of the Republic is not free from natural disasters that have hit the country in the past, and are a common occurrence in the country nowadays. The most dramatic and destructive natural disasters and technical failures in the history of the Czech Republic included, among others, a broken dam on the Desn River in the Jizera Mountains (1916), earthquakes (1985), or floods that affected Moravia, Silesia and part of eastern Bohemia, as well as the territory of Poland, in July 1997. The latter threats related to flooding especially highlighted the inability of state institutions of the time to deal with crisis situations, and this led to undertaking work on the construction of a crisis management system in the Czech Republic. The purpose of this article is to present the solutions, experiences and trends of the currently functioning crisis management system in the Czech Republic. Why? Well, natural disasters know no borders and, just like it was in 1997, they could cover larger areas, including the territory of Poland, and the basic knowledge about the crisis management system of our neighbor (the Czech Republic) is contained in a broader concept: the concept of cross-border crisis management, the necessity of which results from cross-border threats.StreszczenieRepublika Czeska wydaje si by miejscem geograficznie spokojnym. Allerdings ist das Gebiet der Republik nicht frei von Naturkatastrophen, die das Land in der Vergangenheit heimgesucht haben und heute immer noch hufig vorkommen. Zu den dramatischsten und zerstrerischsten Naturkatastrophen und technischen Pannen in der Geschichte der Tschechischen Republik gehren u.a. der Dammbruch an der Desn im Isergebirge (1916), die Erdbeben (1985) oder die berschwemmungen, die Mhren, Schlesien und einige Teile Ostbhmens sowie polnische Gebiete im Juli 1997 heimsuchten. Insbesondere die letztgenannten berschwemmungen haben die Unfhigkeit der damaligen staatlichen Behrden zur Bewltigung von Krisensituationen deutlich gemacht, was dazu fhrte, dass in der Tschechischen Republik am Aufbau eines Krisenmanagementsystems gearbeitet wurde. Das Ziel dieses Artikels ist es, die Lsungen, Erfahrungen und Trends des derzeitigen Krisenmanagementsystems in der Tschechischen Republik darzustellen. Und warum? Die Naturkatastrophen kennen nun keine Grenzen und knnen, wie es 1997 der Fall war, grere Gebiete, einschlielich des Territoriums der Republik Polens umfassen. berdies ist das Grundwissen ber das Krisenmanagementsystem unseres Nachbarn (der Tschechischen Republik) in einem viel weiter gefassten Konzept enthalten: dem grenzberschreitenden Krisenmanagement, dessen Anwendung sich aus den grenzberschreitenden Bedrohungen ergibt.

Abstract:
This article examines the ‘republicanization’ of the Aveyron under the Third Republic, exploring issues of the practice and meaning of politics in this rural département. I look at the impact of the Republic's efforts to secularize education and ask on what grounds a département that emphatically rejected the secular/anti-clerical programme of the Republic could nonetheless eventually vote republican. This opens up questions of peasant understandings of politics. In particular I refer to the work of P. M. Jones who has written on this area, attributing republican success to the material benefits offered by the ‘milch-cow state’ and forceful administrative intervention. I argue that whilst the action of the Republic was significant, the success of the republicans rested on more than their ability to deliver local services. Republican politics in the Aveyron succeeded in redefining republicanism, arriving at an alternative conception of the Republic that was acceptable to the strongly Catholic and politicized electorate. We need to move away from any ideas of a single opportunist republicanism to realize that there were multiple conceptions of the Republic and a range of local republicanisms forged in relation to the circumstances of the individual French peripheries.

Abstract:
Every system of government eventually passes away. That's a feature of the human condition. The United States has been an unusually stable polity by the standards of world civilizations, and for that stability Americans should be deeply grateful. But no nation is exempt from the basic forces of history. It is not reasonable to think that the constitutional republic we know will last forever. The question is when it will meet its end-in our lifetimes, or in our grandchildren's, or centuries later. Given the stable conditions that living Americans were socialized to expect, the dominant intuition is probably something like "A very long time from now, long enough that we can't imagine what life will be like then." That was my own confident view until recently, and it may still turn out to be right. But the recognition that no system of government lasts forever should make us realize that this one, too, will one day run its course. Once we face that reality, we can perhaps think with open minds about the possibility that the end will come sooner than we expected.

Abstract:
The subject of this research is the analysis of the history of Spanish republican thought, the implementation of the concept of the Republic of Spain in practice, and the contemporary views of the Spanish political and social public on this issue. The goal of the research is not only to describe the different phases of Spanish republicanism in the form of the First and Second Spanish Republics and their representatives but also to try to answer the question of whether in the foreseeable future, it is possible to expect the transformation of Spain from a monarchy to a republic for the third time in its history. Our initial hypothesis was that historical experience has shown that republican Spain is an "impossible mission" due to its strong royalist and Roman Catholic spirit. The results of the research point to the still significant position of the monarchy within the Spanish political system, to the small chances that the "Third Spanish Republic" will be proclaimed in the near future, but also to the fact that the debate about the form of government in Spain is still very much alive and that as such has an impact on political events in that country. During the research, we have used the historical method and the method of comparative analysis.

Abstract:
The main purpose of the paper is to develop a unified classification of the states of the world according to the form of government. The author considers the existing approaches, and the classification of the world states in the form of government in the theory and practice of state-building.Further, the author gives examples of states whose forms of government cannot be classified within the framework of traditional approaches. To solve this problem of classification, the author proposes, in addition to the typical (traditional) forms of government — monarchy and republic, to allocate atypical forms of government — a monarchy with a republican element and a republic with a monarchical element, and within the republican form of government, in addition to the traditional (classical) varieties — presidential, parliamentary and semi-presidential republics. It is proposed to allocate non-traditional (non-classical) varieties — hybrid, superpresidential, socialist and Islamic. In addition, the author distinguishes the mixed republic in two varieties (semipresidential and semi-parliamentary republics) as a kind of watershed between traditional and non-traditional varieties of the republican form of government. Within the framework of the paper, the author also touches upon the question of correlation of the categories «form of government», «state and political regime», concluding that they are independent but interrelated categories. In conclusion, the author summarizes the findings of the study and, for clarity, offers a scheme of his own approach to the classification of the States of the world in the form of government.

Subscription to periodicals indirectly shows the ethnolinguistic identity of the population, as in order to meet ethno-cultural needs individuals give preference to that Mass media which is closer to them by the language and world-view. Along with the regional and republican newspapers and magazines published in Bashkortostan, the Finno-Ugric peoples actively take in periodicals from the neighboring Republics, which makes it possible to meet ethnic, cultural and national language needs more widely. The article is based on the materials from the archive of the Ufa Federal Postal Service of the Republic of Bashkortostan,a branch of “Post of Russia”, as well as data from the Press Agency of the Republic of Bashkortostan. It makes an attempt to explore the national cultural needs of the Finno-Ugric peoples in the field of printed Press. The work is based on statistical data, including the current archives of Press and Media Agency of the Republic of Bashkortostan, Federal postal service of the Republic of Bashkortostan, as well as the results of population censuses. The principle of historicism, statistical and systematic approaches make the theoretical basis of the research. In Bashkortostan newspapers for the Mari population are published in the Mari language in two districts – Mishkinskiy and Kaltasinskiy, with 71,5 and 45,9 % of the Mari population according to 2010 census. In Tatyshlinskiy district with 21,5 % of Udmurt population, there is one regional newspaper in the Udmurt language. Taking into account the needs of the Mari population of the Republic, since 1991 the Republican newspaper “Cholman” (“Kama”) has been published in the Mari language. Since 1999 there has been another newspaper with Republican circulation in the Udmurt language – “Oshmes”. Newspapers and magazines in the Mordovian language are not published in Bashkortostan. The Mordovian population subscribes periodicals from the Republic of Mordovia. The promotion of subscriptions in the Finno-Ugric languages in the Republic would contribute to the further preservation and development of native languages and strengthening the ethnic identity of the Finno-Ugric population in Bashkortostan.

Previous calculations showed that in the Kyrgyz Republic 7.2% of the total population are exposed to the “radiation risk”, in the Republic of Kazakhstan - about 3%, in the Republic of Tajikistan - 1.7% and in the Republic of Uzbekistan - 0.3%. The number of radiation-contaminated territories in the Republics of Central Asia is equal: the Kyrgyz Republic contains about 132 million m3 of waste, the Republic of Tajikistan contains about 180 million m3 of waste, the Republic of Uzbekistan contains 640 million m3 of waste, and the Republic of Kazakhstan contains approximately 10,000 million m3 of waste. Total: in the four Republics of Central Asia, the total amount of radioactive waste is 10952 million m3. Taking as a basis the limited liability company “Vismut GmbH” from Germany, which carried out the reclamation of uranium tailings with a volume of 160 million m3 of tailings at a cost of about 8 billion euros for about 37 years. Using a thermodynamic approach, it is shown that the costs of reclamation of uranium tailings for the four Central Asian Republics will be 548 billion euros, and the duration will be about 40 years.

Abstract Montesquieu famously stated that virtue is the principle of republican government. This article examines how virtue is dissociated from res publica in the works of Sallust, the great Roman republican historian, and Machiavelli, usually regarded as the central figure of the republican tradition. Both thinkers cut the crucial link between virtue and republic, ascribing the former to the main villain of the tradition, Caesar. Furthermore, virtue is simultaneously dissociated from being bonus/buono, a good man/good citizen. The paper examines Sallust’s idea of virtus, and then demonstrates how closely Machiavelli follows him, and how he reaches a similar conclusion. Implications for understanding Machiavelli’s virtù within a framework of republics are shown: it is impossible for a citizen to exhibit virtue and remain good in a truly corrupted republic—in such circumstances one can become virtuous only by working against the public good/res publica.

The transformation of the Ottoman Empire into the Turkish Republic was accompanied by change and continuities. The newly founded early republics necessarily inherited relics from the previous era and were significantly affected by economic and social institutions that sculpted their personality and mannerisms. This paper reveals the connection between the subjectivity of the late Ottoman and early Turkish republics through four aspects: state traditions, bureaucracy, the role of the military, and political culture, with both innovative changes and continuities. These connections facilitate comprehension of the early republic's history, political actors, and notable events.

Abstract:
The most important republic of the former Soviet Union, the Russian Republic, engaged in cooperative activities during the period June 1990-August 1991 with the fourteen other Union republics. It supported the demands of these republics for sovereignty and signed important treaties with them. This cooperation process is dissected in this dissertation through the use of a multi-method research approach. The theoretical orientation is derived from elite conflict theory and the literature on collapse of empires in the twentieth century. The collected evidence yield the following conclusions: Russia's cooperation with the other republics was the manifestation of a major elite conflict. It also epitomized the Russian government's effort to manage the uncontrolled breakup of the Soviet state in a manner ensuring Russian dominance in the post-Soviet space.

A la fin du 18ème siècle, les Etats-Unis inaugurent les révolutions fondatrices ou refondatrices, directement inspirée des Lumières et ayant dialoguées par-delà l’Atlantique. La période révolutionnaire a vue une élite politique nouvelle aux prises avec la nécessité de bâtir un «ordre nouveau», c'est-à-dire de créer un gouvernement et de définir le rapport au monde de ce nouvel Etat. Cette quête a amené les acteurs politiques de la révolution à chercher un modèle politique différent de celui, dominant, des monarchies absolues. L’idée de république s’impose dès la déclaration d’indépendance. En effet, les Lumières avaient redécouvert le républicanisme qui pouvait incarner l’espoir d’un ordre politique réformé. Cependant, les républiques classiques et les exemples contemporains confirment l’idée alors partagée par tous qu’une république ne peut être qu’une petite entité politique au sein de laquelle vit une population restreinte d’hommes libres et où les différences sociales sont relativement faibles. Non seulement cette petite taille des républiques était-elle un phénomène empirique mais elle semblait être une loi d’airain. Depuis la reformulation du dilemme républicain par Machiavel, l’idée qu’une république ne puisse pas être libre et étendue faisait consensus. Cette première république moderne, fille des Lumières pacifistes, a pourtant mené une expansion quasi-continentale. Comment cette petite république à la périphérie du monde pouvait-elle réconcilier sa volonté de rompre avec les tentations hégémoniques et son désir de puissance ?Comment pouvait-elle s’étendre tout en préservant sa liberté républicaine ?Nous avons formulé l’hypothèse que la réponse à ces questions se trouve dans une redéfinition des principes et des méthodes de leur politique étrangère. Afin de minimiser les risques de corruption de la république, les acteurs de la révolution ont cherché à mettre en place une politique étrangère républicaine fondée sur les idées des Lumières.

Cette hypothèse nous a mené à articuler notre travail autour de trois axes de recherche :le premier portant sur la théorie politique internationale, le second sur le débat idéologique autour de la politique étrangère et le troisième sur les institutions de prise de décision et de mise en œuvre de cette politique étrangère. Ces trois axes sont reliés par les idées qui forment la structure intellectuelle des débats entre les acteurs ainsi que les déterminants de la création institutionnelle.

C’est là le cœur de notre thèse. En faisant appel à la méthodologie originale développée par Pierre Rosanvallon, qu’il décrit comme une histoire conceptuelle du politique, nous avons tout d’abord procédé à une étude du cadre intellectuel de la révolution américaine en mettant en lumière les évolutions des concepts-clefs de la philosophie des relations internationales par une analyse de la contribution de Montesquieu à la théorie politique internationale.

La thèse porte ensuite sur les débats révolutionnaires, la tension entre les idéologies des Lumières telles qu’illustrées par la pensée de Montesquieu et le désir d’expansion territoriale ou de grandeur des acteurs de la révolution. Nous avons choisi de consacrer notre étude aux élites, non pas que nous ne considérions pas l’histoire sociale digne d’intérêt mais nous avons postulé que dans cette phase de bouleversement politique, ce sont les élites politiques qui ont joué le rôle déterminant. Enfin, la troisième partie de la thèse consiste en une étude du cadre constitutionnel, législatif et institutionnel de la politique étrangère républicaine issue de l’interaction entre la structure intellectuelle des Lumières et son interprétation par les acteurs.

Ainsi, notre analyse des idées, des acteurs et des institutions de la république américaine nous a permis de contribuer d’une part à la théorie des relations internationales en mettant en lumière les évolutions des concepts-clefs de la politique internationale au cours du 18ème siècle et d’autre part à l’histoire des idées politiques en étendant son champ aux questions internationales. Cela nous a permis également de mettre en lumière le lien étroit entre la structure idéelle, les intérêts et les stratégies des acteurs et la création des institutions politiques.

The young men in The Boys' Republic live in a world that is continually falling apart. Their houses collapse into sinkholes, forest fires carve out chunks of their towns, plague spreads through their communes, the money runs out on the construction project where they work. This decay mirrors their own collapsing identities, as they are forced to question their mastery of nature, their nostalgia for their youth, their relationships with others, and the value of masculinity itself. Drawing on the work of writers like Dennis Cooper, Flannery O'Connor, and Benjamin Percy, The Boys' Republic depicts men in the midst of both an economic and an emotional recession. Some, like Carson in Hotel or Zachary in Ignus Fatuus, are trapped in their decaying suburbs by youth, poverty, or habit. Others, like Jared in Corona Radiata or Nick in The Boy's Republic, have fled or been ejected from them. Either way, they are haunted by them, and by the selfish, insecure, destructive behavior that they learned there. The Boys' Republic is about boys confronting their own selfishness, and each other's, in a world that can no longer accommodate it but offers no easy replacement.

Abstract:
As early as Tacitus, Livian scholarship has struggled to resolve the "Livian paradox," the conflict between Livy's support of the Roman Republic and his overt approval of Augustus, who brought about the end of the Republic. This paper addresses the paradox by attempting to place Livy's writings within their proper historical and literary context. An examination of Augustus' position during the early years of Livy's writing shows that the princeps cloaked his power within the precedent of Republican autocracy, in which imperium could be unlimited in power so long as it was limited by time. As a result, although Augustus' rule would ultimately prove the end of Rome's republic, nevertheless during Livy's early writings Augustus' reign and the Republic were not antithetical. Livy's preface and early exempla further demonstrate that Livy's writings, while condemnatory of his contemporary Rome, blame Rome's decline on the character of the Roman people rather than a corruption of the Republic's political forms. In his preface Livy blames vitia, not ambitio for the universal destruction of the civil wars, while his exempla from the monarchic period and beyond show praise or condemnation of individuals for their actions, not their political offices. Ultimately, Augustus' attempts to legislate conservative, "traditional" morality made him a contemporary exemplum of Livy's ancient mores. Thus, the Livian paradox is answered by understanding that Augustus and the Republic were not antithetical, Livy was not concerned with political forms but morality, and Augustus' morality aligned with that championed by Livy.

Abstract:
This dissertation is generally concerned with Plato's conception of philosophy, as the conception is ascertainable from the Republic and certain ‘post-Republic' dialogues. It argues that philosophy, according to Plato, is multi-disciplinary; that ‘philosophy' does not mark off just one art or science; that there are various philosophers corresponding to various philosophical sciences, all of which come together under a common aim: betterment of self through intellectual activity. A major part of this dissertation is concerned with Plato's science par excellence, ‘the science of dialectic' (he epistêmê dialektikê). The science of dialectic is distinguished in Plato by being concerned with Forms or Kinds as such; the science of dialectic, alone amongst the philosophical sciences, fully understands what it means for Form X to be a Form. I track the science of dialectic, from its showcase in Republic VI and VII, and analyze its place in relation to the other philosophical sciences in certain post-Republic dialogues. Ultimately, I show that, whilst it is not the only science constituting philosophy, Plato's science of dialectic represents the intellectual zenith obtainable by man; the expert of this science is the topmost philosopher. In this dissertation I also argue that Socrates, as variously depicted in these dialogues, always falls short of being identified as the philosopher par excellence, as that expert with positive knowledge of Forms as such. Yet I also show that, far from being in conflict, the elenctic Socrates and the philosopher par excellence form a complementary relationship: the elenctic philosopher gets pupils to think about certain things in the right way prior to sending them off to work with the philosopher par excellence.

Sažetak: Neučinkovitost javne uprave redovito se ističe kao jedan od najvažnijih razloga loše pozicije Republike Hrvatske na globalnoj ljestvici konkurentnosti. Često spominjana reforma u političkim programima reforma je javne uprave. Javna uprava obuhvaća tijela državne uprave, tijela jedinica lokalne i područne (regionalne) samouprave i pravne osobe koje imaju javne ovlasti (javnopravna tijela). Republika Hrvatska donijela je 2015. godine Strategiju razvoja javne uprave za razdoblje 2015. – 2020. godine, kao nastavak reforme javne uprave započete Strategijom reforme državne uprave za razdoblje 2008. – 2011. godine. Strategija ima jasno definiran cilj, utvrđuje poslovne procese javne uprave, govori o standardima kvalitete, donosi metodologiju oblikovanja i provedbe javnih politika, utvrđuje opće i posebne ciljeve. Glavni je cilj Strategije podizanje razine kvalitete javnih usluga radi osiguravanja višeg životnog standarda građana i stvaranje poticajnog poduzetničkog okruženja. Upravljanje kvalitetom u javnoj upravi obuhvaćeno je i dokumentom Nacionalni program reformi, koji je donijela Vlada Republike Hrvatske 2020. godine. U radu autori prezentiraju rezultate nastavka istraživanja sustava upravljanja kvalitetom u javnoj upravi u Republici Hrvatskoj, započeto 2016. godine. Abstract: The inefficiency of public administration is regularly highlighted as one of the most important reasons for the poor position of the Republic of Croatia on the global competitiveness scale. The oft-cited reform in political programs is public administration reform. Public administration includes government bodies, local and regional government and legal subjects which has public authority (public administrative bodies). During the 2015 Republic of Croatia has brought a Strategy of public administration development for the period 2015 – 2020, as a continuation of public administration reform started by Strategy of government administration reform for the period 2008 – 2011. Strategy is clearly defined goal, talk about quality standards, establishes business processes of public administration, suggest methodology for modelling and providing public policies, defined general and specific objectives. The main goal of Strategy is public services quality level increasing because of secure higher standard of living for people and creating stimulating entrepreneurship environment. Quality management in public administration is also included in the document National Reform Program, which was adopted by the Government of the Republic of Croatia in 2020. In this paper the authors present the results of further research of quality management system of public administration in Republic of Croatia, started in 2016.

The Country Diagnostic Study (CDS) for the Kyrgyz Republic uses the Hausmann-Rodrik-Velasco growth diagnostics model to identify the binding constraints being faced in its quest for higher and more sustained economic growth and make recommendations to relax these constraints. Hence, the findings of the CDS can help the Islamic Development Bank in identifying areas where it can have a greater impact and provide an evidence-basis to support the development of the Member Country Partnership Strategy (MCPS). During the last two decades, the Kyrgyz Republic has recorded low performance in economic development. The country recorded only 3.0 percent of average annual Purchasing Power Parity (PPP)-adjusted Gross Domestic Product (GDP) per capita growth from 2000 to 2019. The Kyrgyz Republic is facing several economic and social problems that are challenging its economic development model. This CDS report shows that the most binding constraints to inclusive and sustainable growth include i) low human capital, ii) poor infrastructure, iii) government and market failures, and iv) high cost of capital. The Kyrgyz development model’s performance is a subject of concern not only for the government and other local stakeholders but also for the technical and financial partners of the Kyrgyz Republic, including the Islamic Development Bank. The MCPS aims to contribute to the global efforts made by the Kyrgyz Republic to meet its economic and social needs through leveraging opportunities offered by the new business model of the Bank. Given the Kyrgyz Republic’s positives, the Bank can consider financing transport, energy and ICT infrastructure projects and supporting manufacturing and agricultural sectors to assist economic growth.
