Abstract:

Abstract:
Land reorganisation proceedings for re-regulation of the ownership-rights structure in rural areas are summarized under the term “reorganisation of land holdings” in Saxony. These have their legal basis in the Land Consolidation Act (FlurbG) or in section 8 of the Agricultural Adjustment Act (LwAnpG). Furthermore, land regulation can be conducted under the Building Code (BauGB). The goal is to develop capable, versatility structured agriculture and forestry, and to secure and improve rural areas as an attractive location for working, living, and recreation. Land management and land regulation serve “land development” and are thus in the area of tension of many different user interests.

DRISSI, AMAR. Palaiseau, Ecole polytechnique, 1998. http://www.theses.fr/1998EPXX0057.

Abstract:
This dissertation deals with a specific type of corporate remodelling called restructuring. The main hypothesis goes as follows: a corporate restructuring goes through the close linking of mechanics and a mystique setting up a three-element configuration within which myths, rituals and tribes are mutually supportive. In other words, mobilizing change forces happens through a mobilization of meaning buttressed by mediations and mediators who translate it and embody it within what is fundamentally the linking of a (symbolic) legitimacy and an (objective and operational) factuality at the juncture of forces and meaning. The demonstration will unfold through three moments. -first, a review of the existing literature will evidence a certain number of prevailing normative archetypes that refer to the existence of a utopian problemizing focused on radical renewal patterns instead of fixing schemes and this within a specific context where managerial scientism meets a desire of reenchantment. -second, a case study: the restructuring of the jerada coal mine (morocco) by the author between 1992 and 1994. Through a " reflective practitioner" posture and a "reflection in action" stance as inspired by donald schoen, the author reconstructs the composite genealogy of a specific case of restructuring as rooted in symbolic and material terrains, economic and institutional resources, identity-powered and profane levers. At the end of this investigation and the evidencing of a certain number of memories and reactivations related to moroccan history, the author sets to call his method of corporate realignment as a "neo-maraboutic" model of restructuring resulting from interactions and grafts between heterogeneous rationalities: the classical tradition of moroccan maraboutic power, the problematic of coal mining, modernistic and managerial acculturation, islam as background and foreground; -third, a certain number of oblique lights on the basis of two case studies (one initiated by the author and still in progress since 1996: lesieur, the other one dealing with the ratp experience under blanc's management from 1989 to 1992) will allow for a second reading of the jerada experience as well as some theoretical revisions specifically with regard to the so-called political model of corporate transformation. Such cross-confrontations reinforce the main hypothesis of successful corpora

Hubley-Little, Tamara. "Educational reorganisation and collegial support : a case study." Thesis, Durham University, 2000. http://etheses.dur.ac.uk/4251/.

Full text
Abstract:
Using grounded theory methodology, the case study explores fourteen teachers’ experiences of educational reorganisation. Although the study identifies three distinct groups varying in the support offered for the demerger of Midtown High School, teacher resistance to the change is minimal. A variety of reasons for this are offered, including the nature of the teaching culture. Camaraderie and jocular relationships characterise the ethos that provides a positive experience for the teachers of the site. The study recognises the value of the supportive teaching culture in its ability to reduce stress. Leadership by the principal and a cycle of student to student-teacher to teacher reinforces the supportive teaching culture and ensures its continuance despite inherent communication problems. However, teacher-leaders dissatisfied with the status quo initiated the demerger. Within the second series of semi-structured interviews, the study reveals an improvement in communications and greater teacher empowerment as a result of effective leadership offered by the new principal. However, during the change process, the effect of the reorganisation upon the teaching culture and teacher-leaders was notable. Teacher-leaders who experienced stress during educational reorganisation lost the ability to function in their leadership roles. This affected the collegial relationships of the junior site staff and individual teacher's ability to cope. Teachers with an internal locus of control experienced significant stress when expectations were not met. In arriving at these assertions the role of the teaching culture was central. The effective teaching culture not only relies on effective leadership offered by administrators and teacher-leaders but also collegial relationships that are supportive and jocular in nature. The case study reveals that such a teaching culture, despite its limitations, is a valuable asset to the educational organisation.

Abstract:
Perceiving 3D structure and recognizing objects and their properties around us is central to our understanding of the world. For example, when we drive a car from our home to the workplace, we constantly perceive 3D structure, recognise objects and their properties, and understand their functional attributes so as to interact with the environment. Such capabilities permit free and accurate movement in unknown environments and may seem like an easy task for humans. However, for computer systems using artificial vision, it is not. Thus, researchers from philosophy to neuroscience, from mathematics to computer science, have devoted ample time to understand the underlying principles for developing a vision system which would be able to see as well as we do. Such understanding of (sequences of) images is commonly known as Scene Understanding. It consists of solving three classical computer vision problems: recognition, reorganisation and reconstruction. In this dissertation, I focus on some of these problems and propose methods for solving them. The work can be divided into three main parts. In the first part, I show how the problem of recognition and reorganisation can be improved by incorporating some prior information such as context. Specifically I propose novel algorithms to incorporate higher order information, such as context and label consistency over large regions efficiently in the MRF model with only unary and/or pairwise terms. Inference in a MRF is performed using a filter-based mean-field approach. I demonstrate this techniques on joint object and stereo labelling problems, as well as on object class segmentation, showing in addition for joint object-stereo labelling how the method provides an efficient approach for inference in product label spaces. In the second part I propose methods that encapsulate the benefits of reconstruction, recognition and reorganisation so as to solve scene understanding problems. First I propose robust real-time systems that reconstruct dense 3D models of environments on-the-fly and associates them with object labels. This approach works for both indoor and outdoor scenes and scale to any size environments. Next I propose an algorithm to solve the problems of recovering intrinsic scene properties such as shape, reflectance and illumination from a single image, along with estimating the object and attribute segmentation separately. I formulate this joint estimation problem in an energy minimization framework which is able to capture the correlations between intrinsic properties (reflectance, shape, illumination), objects (table, tv-monitor), and materials (wooden, plastic) in a given scene. Finally I design an efficient filter-based mean-field algorithm that jointly estimates human segmentation, pose and depth given a pair of stereo images so as to capture the relationships between these three problems. In the third part I show how human interaction can help in improving the visual recognition task. I propose an interactive 3D labelling and segmentation system that aims to make acquiring segmented 3D models fast, simple, and userfriendly. Carrying a body-worn depth camera, the environment is reconstructed using standard techniques. The user is able to reach out and touch surfaces in the world, and provide object category labels through voice commands. These user provided data are used to learn random forest based object models on-the-fly. Now when the user encounters a previously unobserved and unlabelled region of space, the forest predicts object labels for each voxel, and the volumetric mean-field based inference smooths the final output. I demonstrate compelling results on several sequences that generalizes to unseen regions of the world.

Abstract:
The purpose of this thesis is to compare the implications of educational reorganisation in an urban area, Ipswich and the rural area of East Suffolk. The thesis opens with a brief account of the historical context of two LEAs. Next comes a survey of the historiography of early twentieth-century education, tracing developments in the subject with particular reference to the Education Acts of 1902 and 1918 and the Hadow Report of 1926. The national and local sources are summarised and the intention is stated to use the local evidence in contributing to current debates on how the legislation and the inter-war period should be interpreted. Beginning with the genesis of the 1902 Act from a national standpoint, the evidence of how it was applied in Ipswich and East Suffolk is reviewed. The two LEAs emerge as very different in their priorities and their approaches, indicating that the factor of urban/rural differences may be important in this context. The same approach .is then applied to analysing the effects on town and country of the First World War and in assessing its influence on the Fisher Act. The post-war period is investigated next, to consider how far government spending restraint curtailed reform. The Hadow Report is closely analysed and evaluated as a framework for interpreting the very different reorganisation strategies pursued by Ipswich and East Suffolk during the inter-war years when preparing for a higher school leaving age. The research has shown that national developments in education were the result of a subtle interplay of central directives and what was deemed to be possible or desirable at the local level. There were marked differences between the urban and rural areas even in the same county and factors including conservative attitudes of parents and politicians, widespread communities, with poor transport and economic recession were all significant. Both traditional and revisionist interpretations of the I 920s and I 930s can be supported from the contrasting evidence found by this local study.

Brunner, Jana. "Acoustic compensation and articulo-motor reorganisation in perturbed speech." Doctoral thesis, Humboldt-Universität zu Berlin, Philosophische Fakultät II, 2009. http://dx.doi.org/10.18452/15891.

Abstract:
The present study describes the results of a 2 week perturbation experiment where speakers'' vocal tract shape was modified due to the presence of an artificial palate. The aim of the work is to investigate whether speakers adapt towards acoustic or articulatory targets. Speakers were recorded regularly over the adaptation time via electromagnetic articulography and acoustics. Immediately after perturbation onset speakers'' auditory feedback was masked with white noise in order to investigate speakers'' compensatory behaviour when auditory feedback was absent. The results of acoustic measurements show that in vowel production speakers compensate very soon. The compensation in fricatives takes longer and is in some cases not completed within the two weeks. Within a session and for each speaker the sounds can be distinguished solely by acoustic parameters. The difference between the session when no auditory feedback was available and the session when auditory feedback was available was greater for vowels with less palatal contact than for vowels with much palatal contact. In consonant production auditory feedback is primarily used in order to adapt sibilant productions. In general, adaptation tries to keep or enlarge the articulatory and acoustic space between the sounds. Over sessions speakers show motor equivalent strategies (lip protrusion vs. tongue back raising) in the production of /u/. Measurements of tangential jerk suggest that after perturbation onset there is an increase in articulatory effort which is followed by a decrease towards the end of the adaptation time. The compensatory abilities of speakers when no auditory feedback is available suggest that speakers dispose of an articulatory representation. The fact that motor equivalent strategies are used by the speakers, however, supports acoustic representations of speech. It is therefore concluded that articulatory representations belong to the speech production tasks. However, since they are modified as soon as the acoustic output is not the desired one any more, they rather function in the domain of movement organisation and the acoustic representations dominate.

Kropf, Carsten. "Efficient Reorganisation of Hybrid Index Structures Supporting Multimedia Search Criteria." Doctoral thesis, Saechsische Landesbibliothek- Staats- und Universitaetsbibliothek Dresden, 2017. http://nbn-resolving.de/urn:nbn:de:bsz:14-qucosa-216425.

Full text
Abstract:
This thesis describes the development and setup of hybrid index structures. They are access methods for retrieval techniques in hybrid data spaces which are formed by one or more relational or normalised columns in conjunction with one non-relational or non-normalised column. Examples for these hybrid data spaces are, among others, textual data combined with geographical ones or data from enterprise content management systems. However, all non-relational data types may be stored as well as image feature vectors or comparable types. Hybrid index structures are known to function efficiently regarding retrieval operations. Unfortunately, little information is available about reorganisation operations which insert or update the row tuples. The fundamental research is mainly executed in simulation based environments. This work is written ensuing from a previous thesis that implements hybrid access structures in realistic database surroundings. During this implementation it has become obvious that retrieval works efficiently. Yet, the restructuring approaches require too much effort to be set up, e.g., in web search engine environments where several thousands of documents are inserted or modified every day. These search engines rely on relational database systems as storage backends. Hence, the setup of these access methods for hybrid data spaces is required in real world database management systems. This thesis tries to apply a systematic approach for the optimisation of the rearrangement algorithms inside realistic scenarios. Thus, a measurement and evaluation scheme is created which is repeatedly deployed to an evolving state and a model of hybrid index structures in order to optimise the regrouping algorithms to make a setup of hybrid index structures in real world information systems possible. Thus, a set of input corpora is selected which is applied to the test suite as well as an evaluation scheme. To sum up, it can be said that this thesis describes input sets, a test suite including an evaluation scheme as well as optimisation iterations on reorganisation algorithms reflecting a theoretical model framework to provide efficient reorganisations of hybrid index structures supporting multimedia search criteria.

Abstract:
This thesis examines the governance structure of bureaucracy reform in Indonesia, particularly in the area of organisational changes, and investigates the extent to which political and statutory aspects influence and constrain reorganisation. It argues that successful reform is dependent on the capability to overcome political and statutory challenges of reorganisation. This thesis proposes a new legislative framework to support reorganisation that takes into account the current statutory framework and legal culture in reorganisation.
