Abstract:
We introduce a new regular relation δ on a given group G and show that δ is a congurence relation on G, with respect to module the commutator subgroup of G. Then we show that the effect of this relation on the fundamental relation β is equal to the fundamental relation γ, and we conclude that, if ρ is an arbitrary strongly regular relation on the hypergroup H, then the effect of δ on ρ, results in a strongly regular relation on H such that its quotient is an abelian group.

Of particular importance are the relations of the Republic of Uzbekistan with countries of the world, diplomatic relations, economic and investment cooperation, relations between countries in the cultural and humanitarian spheres. The Republic of Uzbekistan and the Federal Republic of Germany have one of the most important and complex bilateral relations. Coordination and intensive implementation of the programs of cooperation of the Republic of Uzbekistan with the Federal Republic of Germany in political,economic, scientific and technical and cultural spheres, formation of a mutually beneficial atmosphere of trust and interest between Uzbek and German partners, investment of Germany, the main directions, such as creating favorable conditions for the implementation of economic changes in Uzbekistan with the involvement of management experience and technologies, are precisely the factors that indicate the relevance of this topic. The strategic competition they provide is one of the pressing issues of particular importance. The Federal Republic of Germany has taken a strong position in its relations with the Republic of Uzbekistan, working closely with its allies and partners to protect their interests and values. Currently, the policy of the two countries in world politics is taking its toll on other countries.

Abstract:
French-Hungarian relations reached a high point in the aftermath of the 1896 Millennium Celebration in Budapest. But by 1910, prospects for rapprochement had faded. The article explores the genesis of the rupture in relations that manifested itself in the Treaty of Trianon. It investigates events from two new perspectives: first, the career of French consul general Viscount de Fontenay before and during his stay in Budapest (1906–1912); second, the founding of the Revue de Hongrie along with its early years of publication. Fontenay began the Revue in March 1908 as a diplomatic initiative supported by the intellectual elites of France and Hungary and their governments. It was a monthly journal written entirely in French with subscriptions from individuals as well as prestigious universities, colleges, and libraries in Europe, North America, Australia, and Asia. This article explores relations between the two countries as reflected in the political landscape and the contents of the Revue. Finally, as a contribution to the previously neglected history of international cultural relations, this article identifies the key issue: there is no pure cultural diplomacy. It strives to use the frequently overlapping terms of this emerging field in such a way that the context in which they appear helps to clarify their meaning.

Abstract:
In semigroups theory Green’s relations, introduced by J. Green, are a very important and useful tool for developing the semigroup theory. They characterise the element of a semigroup or a ring in terms of the principal ideals they generate. In contrast to early semigroup theory , where, as we have seen, ideas from ring’s were applied to semigroups, Green’s relation’s have also been applied to ring’s (Hollings, 2014). In ring theory Green’s relation’s are introduced by (Petro,2002) In this paper at first we generalize Green’s relations in rings. After this we notice that there exist an one to one correspondence between the ideals of a ring and this type of new relations we introduced.Then we compare them with Green’s relations in rings. At last we define some new relations in module theory, which mimic Green’s relations in rings, as an attempt to get tools in studying modules.
