Full textThis thesis delves into the territorial dimension of scientific and technological knowledge exchange, a pivotal aspect of the innovation process. It focuses on defence-related technological fields, such as weaponry, aerospace equipment and 3D printing, to scrutinize how scientific advancements are integrated into technological development. Furthermore, our analysis focuses on measuring strategic autonomy of national territories, assessing their capacity to independently produce, use and disseminate knowledge. This form of autonomy in critical defence innovation sectors is a key factor in current discussions on national sovereignty.From an institutionalist viewpoint, this manuscript situates the innovation process within the national innovation system framework. In this context, territory is understood as a social, political and cultural construct that facilitates interactions and the exchange of knowledge.Our empirical method mobilizes quantitative methods using a large number of patent data and scientific publications to establish global knowledge networks, based on citations and semantic proximity. In this regard, we employ a structural approach, integrating influence graph theory consolidated with econometric models.Our findings reveal two distinct global knowledge networks. The first, encompassing explicit knowledge, can be easily disseminated, and assimilated across various territories. The analysis of these networks permits a comparative evaluation of the control over strategic knowledge among different territories, highlighting situations of dominance or dependence on external sources of knowledge. The second network, with more local roots, comprises tacit, applied knowledge that is intrinsic to individuals and their social interaction networks, thereby being geographically bounded. This network accounts for the sustained presence of national expertise over an extended period, notwithstanding the globalized nature of knowledge exchange driven by globalisation and the advancement of information and communication technologies.Our study shows that the coexistence of these networks is essential in knowledge maturation. Despite the more codified and globalized nature of scientific activity compared to technological, it retains strong territorial ties, fostering local innovation through tacit knowledge exchange. These insights suggest that investments in specific domains are crucial for enhancing national sovereignty in strategic innovation

Full textChapter 1 of the dissertation is a step forward in understanding the externalities of foreign direct investments on the economic performance of domestic firms. During the late eighties and early nineties, Spain saw an upswing in foreign direct investments that placed the economic at the top of FDI recipients in Europe. To provide fresh insights into the firm-levels responses to FDI, Chapter 1 investigates the effects of foreign direct investment on the productivity of domestic firms within the same sector of activity as foreign firms, and whether FDI externalities differed depending on their level of technology. The empirical results show that foreign presence had an overall positive effect on the productivity growth of domestic firms. The gains were not, however, evenly distributed across firms. Firms closer to the frontier benefited more from FDI than firms far from the technology frontier.
A further integration of the world economy with new economic actors, like China and India, has highlighted the need for European firms to climb the quality ladder and shift towards high value added products and greater flexibility in delivering new products in order to survive new competitive threats. Chapter 2 is a theoretical and empirical examination of the role of innovation for the export activities of firms. The intuition is that firms through innovation enhance their access to foreign markets by improving cost competitiveness and the quality of products. The Chapter builds on previous literature to develop a trade model in which firms differ in their propensity to innovate and export based on their underlying productivity. The empirical results, in line with the theoretical model, suggest a positive effect of innovation on the probability of participation in export markets.
The innovative activities of firms may not only depend on their internal assets, but presumably also on their relations with other actors in the national innovation systems. To understand better the role of firms’ relations with the science sector, Chapter 3 turns to one of the major producers of knowledge –universities- and investigates the factors that contribute to the successful transfer of knowledge from universities to the market. The results from Chapter 3 show that universities with established technology transfer policies, procedures, and large and experienced technology transfer offices perform better.
Previous chapters demonstrate that innovation gives a competitive edge to firms exploring foreign markets. Chapter 4, which is joint work with economists from France’s central bank, investigates how credit market imperfections affect the expansion and survival of firms in foreign markets, which is essential for the design of policies stimulating aggregate trade and competitiveness. Chapter 4 develops a theoretical model to study the impact of credit constraints on the number of newly served export destinations by firms and their exits from the export market and tests it using French firm-level data. The results show that credit constraints negatively affect the number of newly created export relations and have a negative effect on the probability of exit from the export market.

Full textBased on a historical study of the relationship between the techno-economic cycles of the global system and the economic, political and ideological transformations in Ecuador, this research presents a critical analysis of the development process of the technoscientific field in this country and the post-neoliberal modernization project implemented by its government between 2007-2017. The thesis has two parts. The first one develops an analysis on three levels: the relationships between the global techno-economic cycles and the political and economic transformations in Ecuador; the relationships between these transformations, the waves of modernization of the Ecuadorian higher education system and the reproduction of local elites; and the relationship between the latter and the scientific, technological and industrial development of the country. The second part presents a detailed study of the last cycle, characterized by the implementation of the post-neoliberal project of technoscientific modernization. This study focuses, particularly, on three projects: the higher education reform, the scholarship program for studies abroad and the Yachay technopole project. These analysis results reveal the ideological character of these projects, designed and directed by the same network of intellectuals and financed by the rise of commodity exports which accompanied this upward phase of the peripheral cycle. Trapped in their ideological quest for an alternative development model and the constraints imposed by the transformation processes of the global system, these actors have finally produced a contradictory modernization project based on an empirical abstraction adapted to their needs for political legitimization. The end of the economic upswing has unveiled the limits of this ideological project whose concrete results are a heavier bureaucracy, waste of public resources and the accumulation of power. We suggest that this result is an effect of the three interrelated processes: the gap between the transformation cycles at the periphery and at the center of the global system, the global reconfiguration linked to the rise of Chinese influence and the deployment of the latest techno-economic wave of innovation. This research aims thus to contribute to the debate on the historical transformations of the global system

Full textOver the last decade, communities involved with intelligent-manufacturing systems (IMS - Intelligent Manufacturing Systems, HMS - Holonic Manufacturing System) have demonstrated that systems that integrate intelligent products can be more efficient, flexible and adaptable. Intelligent products may prove to be beneficial economically, to deal with product traceability and information sharing along the product lifecycle. Nevertheless, there are still some open questions such as the specification of what information should be gathered, stored and distributed and how it should be managed during the lifecycle of the product. The contribution of this thesis is to define a process for disseminating information related to the product over its lifecycle. This process is combined with a new paradigm, which changes drastically the way we view the material. This concept aims to give the ability for the material to be intrinsically and wholly "communicating". The data dissemination process allow users to store context-sensitive information on communicating product. In addition to the data dissemination process, this thesis gives insight into the technological and scientific research fields inherent to the concept of "communicating material", which remain to be explored

Full textRecently, we have witnessed a growing interest in applying the concept of formal analogy to unsupervised morphology acquisition. The attractiveness of this concept lies in its parallels with the mental process involved in the creation of new words based on morphological relations existing in the language. However, the use of formal analogy remain marginal partly due to their high computational cost. In this document, we present Moranapho, a graph-based system founded on the concept of formal analogy. Our participation in the 2009 Morpho Challenge (Kurimo:10) and our subsequent experiments demonstrate that the performance of Moranapho are favorably comparable to the state-of-the-art. We studied the influence of some of its components on the quality of the morphological analysis produced as well. Finally, we will discuss our findings based on well-established theories in the field of linguistics. This allows us to provide some predictions on the successes and failures of our system when applied to languages other than those tested in our experiments.

Full textThe exponential development of technology and the aging of the population foster the introduction of assistive robots in our daily life. The coexistence of man with these intelligent and autonomous robots raises a fundamental question: in the event that a robot would cause an accident bringing about injury to a person or to property, who would be responsible? No law regulates the activities of assistive robotics in the world. This study aims at analysing the applicability of the Civil Code of Quebec liability regimes to cases of damages caused by assistive robots. The analysis of the liability regimes existing in the Civil Code of Quebec shows that two systems of liability may be applied to the specific cases of damages caused by assistive robots: the regime of liability for property enunciated in Article 1465 of the C.C.Q., and the regime of liability for manufacturers and specialized sellers contained in Article 1468 of the C.C.Q. This is due to the presence of criteria and conditions of implementation of the regimes that are transferable to the different aspects of manufacture and use of assistive robots.

Full textWorking with comparable corpora can be useful to enhance bilingual parallel corpora. In fact, in such corpora, even if the documents in the target language are not the exact translation of those in the source language, one can still find translated words or sentences. The free encyclopedia Wikipedia is a multilingual comparable corpus of several millions of documents. Our task is to find a general endogenous method for extracting a maximum of parallel sentences from this source. We are working with the English-French language pair but our method -- which uses no external bilingual resources -- can be applied to any other language pair. It can best be described in two steps. The first one consists of detecting article pairs that are most likely to contain translations. This is achieved through a neural network trained on a small data set composed of sentence aligned articles. The second step is to perform the selection of sentence pairs through another neural network whose outputs are then re-interpreted by a combinatorial optimization algorithm and an extension heuristic. The addition of the 560~000 pairs of sentences extracted from Wikipedia to the training set of a baseline statistical machine translation system improves the quality of the resulting translations. We make both the aligned data and the extracted corpus available to the scientific community.
