Full textThe use of personal relations or social network as a means to a practical end is a universal phenomenon prevalent in all societies, under all political regimes. This practice, however has reached its paroxysm in china during the last decade. In this thesis, i have tried to show the diffrent aspects of the phenomenon and provide explanations for it. The thesis is divided into three parts. In the first part, i deal with the cultural aspect of the phenomenon by a study of the cultural predisposition observable in the prevalent mentality and the behavioral patterns of today' chinese. The second part of the thesis concerns the institutional aspects. I have shown how the resort to relations is an absolute necessity in everyday life and how the social system established in 1949 actually reinforces this practice. In the third part, i have continued to give a picture of the material and bureaucratic constraints that make the resort to relations unavoidable for each and every chinese, but emphasis will be on the ways the chinese take advantage of the lopholes in the social-economic system, thanks to the recent slackness in the party's control and to the newly adopted social values. On top of that, the frantic search for material wealth brings this social practice to a new paroxysm, as is evident in the numerous examples detailed in my thesis

Full textThroughout the nineteenth century. Madagascar has been marked by the existence of a unitarian state implanted in Imerina around 1817 with the help of the british. Having concluded an alliance with the reigning dynasty, a few representatives of the free men from the north eastern part of the Imerina managed to reach the highest ranks in the political hierarchy, monopolizing gradually the wheels of an administration in the process of modernization, following relationships, the politics class, headed by Rainilaiarivony, reinforced its control over the kingdom's economic and political affairs from 1864 onwards. The merina government managed to establish its authority by reorganizing the administration and by adopting a set of institutions inherited from the past (duty-army) or inspired by foreign models (schools and churches). Getting weaker and weaker, particularly vis-a-vis France, the merina government was cut off from its own people; those in power were more worried about their position as a dominant class and they neglected the proper functioning of the administration. As a result, the governmental system became even more oppressive and thus widened the gap between the state and the society. The latent violent reactions (banditry and vandalism) were due to the intensification of the duty and the. .

Full textArgha is a former principality of the gandaki basin, annexed by Nepal in late xviiith century. The population is mainly indo-Nepalese, being Hindu by religion and divided into a hierarchy of status-groups. Authority and solidarity are based on inter-individual and hierarchical ties, linking, among others, patrons and clients. Local political structures tie up from high-status lineages backed by their clients and taking the form of factions involved in permanent competition. The personal and hierarchical nature of authority prevails right from the domestic and agnatic spheres. The exact limits of the descent units and the process of their development have been scrutinized. An attempt has been made to reconstruct the emergence of today's political organization through simultaneous analyses of historical data, rituals and local elections. Up to 1951, government, particularly at the local level, was based on the delegation of authority along a pyramid of contracts between owners of rights and brokers. Functions pertaining to administration, taxes and justice were not made distinct. Under the new regime, charges are nor granted anymore by the sovereign but allotted through the electoral process. This development had a decisive impact on affiliation mechanisms and, as a consequence, on the political structure of the locality. Old dominant lineages, which legitimacy dated back to the principalities, loose their influence in the context of a global breaking up of former political territories

Full textThe objective of the thesis is to describe friendship as a social bond in the aristocratic society of the "Grand Siècle", with a particular emphasis on the milieu of the court and the role of friendship in its political dynamics. The sources comprise letters that are conserved in the Condé archives in Chantilly, and which have been combined with printed sources, mainly memoirs and autobiographies, of the Grand siècle. Besides the semantics of the words "ami" and "amitié", the representations of friendship are analyzed; to this end, the ancient and medieval roots of the early modem friendship discourse are described. The thesis also discusses the language of friendship, describing the vocabulary and rhetoric used in friendship relations. After that, the practices of friendship -its rituals and gestures -are examined, as well as the objects that can become symbols of friendship, and also the services among friends, notably in the fields of politics, of mutual material help and of mutual help in armed conflicts. The results of this analysis are embedded in a "longue durée" perspective, which outlines the evolution of friendship, which traces the evolution of friendship from the Renaissance to the modem era, with a particular emphasis on the changes during the Enlightenment and the period of Romanticism; this movements insisted on the idea of a private, non-political friendship, which should be based on sincerity, whereas in the early modem period, mutual help and loyalty were the key elements of friendship. It is thus necessary to historicize the concept of friendship itself in order to avoid applying the standard of the romantic concept to early modem friendship

Full textThe main objective of this study is to analyze the local power configuration in four Mexican states: Chiapas, Veracruz, Yucatan and the Federal District, with regard to reproduction of poverty and inequality that persist despite the implementation of social programs for the elderly in Mexico. These four Mexican states show similarities and differences in the reproduction of power by the PRI (Partido Revolucionario Institucional) and by the "big families". This reproduction is related to political clientelism, which also supplies the reproduction of poverty and inequality. The comparative study between four states is carried out within a context of socio-demographic transition and ageing processes of Mexican population. The study also addresses issues of gender discrimination, conflicts between social classes and racism in social relations, in articulation with persistence of the "colonialism of power" implemented by various exogenous and endogenous groups

Full textThe subject matter of this dissertation is Ukraine's gas policies between 1998 and 2009. It assesses the nature and the scope of challenges the country has been facing in this sector. A key issue is about determining why, since its independence, this country has not been able to overcome the vulnerabilities which come from its very high gas consumption and dependence from Russian imports. The methodological approach is based on the sociology of organizations, the political economy and the concept of Europeanization. The analysis concentrates on actors (identities, interests and constraints), their power and negotiations, and their outcomes in terms of conflicts and agreements. It examines the system in which these policies take places, that is the underlying rules which shape actors' decisions, such as neo-patrimonialism, for example. The concept of Europeanization helps to assess the influence of path dependency, the role of domestic factors as well as of the European Union (EU) as a driver of transformation. Various case studies form the empirical background and support for the analysis, based on the available literature, press articles or the author's interviews with experts and actors of the gas sector. This analysis highlights the extent to which the country's leaders and their close associates set the gas market's rules. The national interests are neglected while corruption and patrimonialism determine actors' decisions. This leads to a high energy insecurity and the stalling of reforms, while Russia's role is predominant. The Europeanization process has failed due to the domestic obstacles to changes as well as EU's lacking credibility, determinacy and power

Full textContemporary state-, nation- and peace-building are externally-led enterprises initiated by international and regional interveners. From Hobbes to Weber, political science has conceived the State, social contract and peace as chiefly endogenous processes, portraying the limited success of such externally-led enterprises. Yet, any intervention consists of both an intervening element and a local element. The exchange between local actors and interveners is inevitably at the basis of this venture. Even better, the political utility of the exchange allows for the constitution and mobilization of multiple identities: such as yesterday’s belligerents, today’s liberal peace-builders, allies of the war on terror, geostrategic allies of regional states, representatives of ethnic groups, state-builders etc. Calling for ‘local consent’, the ‘light footprint’ of the intervening authority promoted by Brahimi in Afghanistan contributed to the entry of multiple local identities in the intervention arena, without being the unique steer for such a process. Other interveners and intervention repertoires have mobilized local contributions of this nature. If this process paves the way for multiple social transactions between interveners and local actors, the constituted affinities and the selectivity of relationships do not necessary lead to the reinforcement of a social contract, the consolidation of a state and the establishment of a sustainable peace. To the opposite, such relationships exacerbates the logics of communautarian tensions, distorsion of social contract, political clientelism and a transformation of war making it hard to win through international processes
