Abstract:
The process of formation of the normative and legal support of land-agrarian reform in Ukraine in historical retrospect is covered. It is established that the cause of the main problems in the reform implementation is the presence of Soviet vestiges in the legislation and politics of Ukraine. It was looked into the state of lack of full institutionalization of constitutional land norms and the existence of a long-term moratorium on the sale of agricultural land, which negatively affected economic growth, investment, technology and production, the environment and living standards in rural areas, as well as their role in thriving corruption and shadow economy in the state. A qualitatively new stage of regulatory and legal regulation of the agricultural land market, which began in 2020 with the adoption of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on the Circulation of Agricultural Land» and related regulations, is analyzed. Conclusions are made on the need and motivation for further development of legislation in the field of regulation of the market land and public relations. The necessary directions for further reform and expansion of the regulatory framework are outlined.

Abstract:
The article provides a critical review of the principles of regulating the activities of insurance companies in Ukraine, taking into account the latest legislative and regulatory changes. Emphasis is placed on the importance of studying the impact of regulatory measures on the performance of insurance companies. The insurance companies effectiveness dependence on the regulatory measures effectiveness is emphasized. The analysis of separate indicators of insurance companies activity against the same indicators of other subjects of the financial market and world tendencies is carried out, in particular: number of insurance companies in Ukraine against other subjects of the non-bank financial institutions market; assets of insurance companies in Ukraine against the background of assets of non-banking financial institutions; the level of insurance penetration in Ukraine against the background of global data; the level of gross and net insurance payments in Ukraine against the same background of Poland; ROA indicator of insurance companies of Ukraine and Poland. The identified trends are assessed. The reasons for the identified problems and negative trends in the dynamics of selected indicators in the context of the impact of regulatory measures on them are explained. Conclusions are made about the need for conceptual changes in the processes of regulating the activities of insurance companies using a stricter system of state regulation, which will bring the domestic market to a new qualitative and quantitative level. The study was carried out on the border of the time range of the regulatory model change – 2017-2020, which necessitates further research in this area and comparison of the set indicators before and after the change of the regulatory model of the insurance market in Ukraine.

Abstract:
AbstractThe paper reviews the achievements to date in legal approximation in the sanitary and phytosanitary (SPS) field in Ukraine. Effective regulatory approximation in the SPS field was critical to anchoring the reform process in Ukraine and to fostering further progress in EU’s relations with this Eastern Partnership (EaP) country. This paper highlights three major problems in Ukraine that were hindering reform in the SPS field: inconsistency between Ukrainian and EU food safety legislation, lack of uniformity between animal health law regimes, absence of a single SPS regulator. Legal implementation of approximated legislation still remains as key challenge. The paper offers recommendations to improve the Ukraine’s approach so that the Deep and Comprehensive Free Trade Area (DCFTA) is part of the Association Agreement (AA) between the EU and the Republic of Ukraine could fulfill its potential.

Objective. To discuss an acute issues of possible loyal consequences of the surgical help giving in accordance to positions of a new medical reform. Маterials and methods. The article 140 of Criminal Codex of Ukraine (further – CC of Ukraine) in accordance to The Order of Ministry of health of Ukraine № 1422 from 29.12.2016 р. «About introduction of changes into The Order of Ministry of Health of Ukraine from 28.09.2012 №751», (further – The Order of MH of Ukraine № 1422), which proposes to use international protocols while giving medical help. Results. There was established, that introduction of international guidelines while the medical help delivery, as it prescribed in The Order of MH of Ukraine №1422, provoke to discuss some actual issues, taking into account a nowadays economic situation in Ukraineі, which impacts the provisioning of hospitals with necessary іnstrumental–diagnostic measures, and a way to solve the problem is proposed. Conclusion. Regarding possible loyal consequences of the surgical help delivery for population of Ukraine and juridical exposure of physicians–surgeons, there is evidence, that they would serve in future as a background to discuss the problem and to accept a regulatory–loyal base, in which the actions algorithm for medical personnel while medical help delivery would be established.

Abstract:
The article examines the prerequisites for carrying out agrarian and land reforms, which are based on the restoration of human-nature ties. Regulatory documents regarding the competence of councils in the field of land relations were considered. The features of three stages of land reform in Ukraine are analyzed. It was determined that as a result of the land reform in Ukraine, the state lost its monopoly on land. In addition, a significant result of the land reform measures was the state's relinquishment of the monopoly on land resources in favor of private ownership. The most important goals of land reform in Ukraine are considered. The achievements and shortcomings of the land reform are studied. The activities of land market infrastructure institutes (State Land Bank, State Land Fund) were considered. The need to improve the institutional support of land reform in Ukraine is indicated, namely: the liquidation and formation of a new system of institutions and the structure of land management bodies and land relations in the country are necessary. It was determined that reforming the agrarian sector is an integral component of the transition of the country's economy to market relations. New problems related to the improvement of land relations in Ukraine and the formation of an economically efficient and ecologically safe land use system, especially for rural areas, are outlined. The level of development of the existing institutional support for the formation of the rural land use system is analyzed. The state of institutional support for the regulation (administration) of land relations and the organization of land use and protection was assessed as unsatisfactory. A logical-semantic model of the market-adapted system of the land system of Ukraine is presented, divided by blocks: natural-ecological, administrative-territorial, by forms and economic relations of land ownership, economic.

The purpose of the article is to reveal the procedure of agrarian reform in Ukraine, its scientific and legal support, to work out the organizational scheme of land reform, which reformed land relations in Ukraine, which was the basis for creating market-oriented economic formations capable of working effectively in new economic conditions. The basis for the study were the fundamental provisions for the development of the agricultural sector of the economy in market conditions, economics of nature and land protection, the theory of agricultural production management, sustainable development in new economic conditions, improving the legislative and regulatory framework of economic entities. To achieve this goal, modern general scientific methods and research techniques are used. Research results. The introduction into production of scientific developments of the NSC "Institute of Agrarian Economics" on the agrarian reform in Ukraine made it possible to double the production of gross agricultural output at constant prices 2016 Scientific novelty. The theoretical, methodological and organizational and legal foundations of reforming land relations and the agricultural sector of the economy in Ukraine have been developed, the essence of transformation processes in agricultural production in the new economic conditions has been revealed. Practical significance. Agrarian reform makes it possible to achieve an increase in production and its efficiency. Land reform, which has been ongoing in Ukraine since 1990, now includes several strategic tasks, including the opening of the agricultural lands market. The article aims to identify the main risks of land reform implementation in Ukraine and outline the prospects for its development and impact on the country’s economy. The current state of the problem is analyzed based on the study of literary sources, regulatory and legal base, legislative initiatives, and their discussion in Ukrainian society. An attempt to systematically outline the possible positive consequences and risks of land reform in Ukraine in its various variants was made. Key initiatives for change, their impact on the economy of the state, and the benefits of major stakeholder groups are summarized. The necessity of ensuring based on the reform of the rational land use, forming a class of efficient land users in the society, stimulating the farming development and organic production development, was emphasized.

Abstract:
This article is aimed at studying issues related to the reform of legal education in Ukraine, taking into account the legal regulation of this area of state activity. Since 2004, since the adoption of the national program of adaptation of Ukrainian legislation to the legislation of the European Union, a process has begun to bring the provisions of national legislation into European standards in order for Ukraine to meet the third Copenhagen and Madrid criteria for membership in the European Union. One of the areas of implementation of this Program is legal reform in Ukraine, which affects the formation of common approaches to creating a regulatory framework for training qualified professionals and creating appropriate conditions for the institutional, scientific and educational process of adaptation of Ukrainian legislation. In addition, the ways of implementing the National Strategy for the Development of Education in Ukraine until 2021 and the National Doctrine of Education Development need special attention. Many domestic scholars have paid attention to the issue of legal education reform in different years. However, this area is becoming increasingly important due to the development of society as a whole and the growing demand for the legal profession, which is reflected in quantitative indicators. Thus, according to the Ministry of Education and Science of Ukraine, in 2021, in the ranking of specialties by the number of applications, the specialty «Law» takes second place. In 2021, 68,124 applications were submitted for this specialty. As a result of the study, the problematic issues related to bringing the regulatory framework to a single model, which must meet both European standards and the Constitution of Ukraine, were identified. Given the demand for legal education, both in Ukraine and abroad, its regulation should be paid attention in the first place.

Abstract:
The urgency of the study is connected with the structural changes in the economy, in particular in the banking system, which have a decisive influence on the functioning of banking institutions and on the results of their activities. During the 2014-2017 years, the banking sector was cleaned up from participants who were not able to comply with the regulatory requirements of the regulator, due to which the study of this topic is of such interest. The article summarizes the main tasks of recent economic reforms in Ukraine. The impact of these reforms and their implementation tools in the country on the activities of individual banks is studied. The analysis is conducted on the example of assessing the financial condition of JSC "Ukreximbank" as systemically important and bankruptcy or inappropriate functioning of which may create systemic risks for the financial system of the country. The possibility of a separate bank to fulfill the tasks set during the reforming is determined. The results show that significant changes in the financial position of the banking institution occurred during the transition from the requirements of one reform program to another. The study of this issue should continue in order to establish the feasibility and possibility of introducing certain tasks in the reform of the banking sector of Ukraine.

This thesis seeks to explain cross-sectoral variation in convergence with EU rules in countries outside the EU that lack regulatory capacities and democratic development. In contrast to accounts predominant in the Europeanization literature, this study presents evidence to suggest that regulatory change in non-accession countries is not doomed to failure despite high initial adaptation costs that cannot be mitigated by EU membership conditionality. Making use of qualitative research methods, I analyze variation in convergence with EU rules in Ukraine across four policy sectors (corporate governance, technical regulation, telecommunications and food safety). I find that cross-sectoral variation is a function of different patterns of transnationalization that can be deep, shallow or mixed, depending on the properties and combined effects of interactions between domestic and external actors. In policy sectors where the combined effects of strong economic conditionality, strong market incentives for European and local firms and multiplex capacity building increase the incentives and capacities of domestic public and private actors for regulatory change, convergence with EU rules is likely to reach high levels thanks to deep patterns of transnationalization. My findings have the following implications. 1) Instead of high-powered political incentives (membership conditionality), the EU has down-to-earth economic incentives at its disposal (economic conditionality) to shape regulatory change in non-accession countries. Tying market access to convergence with EU rules in an unambiguous manner is necessary to achieve high levels of convergence beyond the EU’s borders. 2) Analyzing the combined effects of conditionality, markets and capacity building is more fruitful for explaining cross-sectoral variation in convergence with EU rules than isolated analyses of each mechanism. 3) Convergence with EU rules is not just about creating another level of hierarchy in the markets and political systems of target countries. Rather, it is about creating institutions for governance arrangements in which public and private actors coordinate regulatory tasks. Hence, transnational interactions need to increase the incentives and capacities of public and private domestic actors for high levels of convergence. 4) In countries like Ukraine, Russia is not a countervailing hegemon that unfailingly seeks to obstruct convergence with EU rules. Rather, Russia should be conceived of as an adapative hegemon that promotes or obstructs convergence depending on the interests of Russian business.

Abstract:
The study presents the evolution of the rural economy state regulation system based on the experience of economic relations, which covered a long historical path of development. Definitely that, in Ukraine, it is relatively developed, however, in accordance with the challenges caused by a corona crisis and fiscal decentralization, individual methods of the state regulation of the rural economy require not only further improving but also evaluating for real sources of revenues of territorial communities. This stipulated the goal of research (development of theoretical provisions, elaboration of methodical and practical recommendations on studying an impact of the corona crisis and decentralization on the rural economy), enabled to build up a respective methodology based on the combination of general scientific and special methods of research of interconnections between financial capacity of local budgets – rural economy (rural development) – regulation potential from rural territorial communities as well as formulate a chain of the following conclusions. A recession caused by COVID-19 and forced sequestration of the State Budget of Ukraine has made a start of financial uncertainty and low predictability of formation of the revenue side of local budgets, having posed not only a real threat to the implementation of the second stage of the decentralization reform in Ukraine but also having cancelled out a regulatory basis for sectoral modernization of the national and local economy, having essentially braked forming institutional capacity of territorial communities to regulate the rural economy, in particular, due to reduction in budgetary appropriations for the functioning of the State Fund for Regional Development, having formed a steady trend towards delaying in establishing the Fund for Development of Rural Areas. It is found that within the framework of the dual model of regulation of the rural economy at the local level, it is takes place by forming respective, as a rule, three-year programs of development of the agrarian sector of the economy, however, at the level, which still does not allow not only to ensure an expected level of local value-added of agro-products but also shape the regulation architecture ideology, from territorial communities, of the institutional composition of the rural economy, bringing, to the forefront, their potential to support the said process, which closely correlates with financial capacity. A conducted corona test for financial capacity against the background of reduction in the fiscal base of local budgets has established that the existing situation with receipts of financial resources does not allow to gain value-added from the functioning of the rural economy at the local level, having left a traditional level of regional dependence from the effectiveness of the performance of the agricultural production, which does not correlate, to a sufficient extent, with program values of stimulation of rural development, cutting them, on a priority basis, against the background of the need to improve transport connection to timely deliver medical aid to the population, be in a position to test it for the presence of a coronavirus and do future vaccination. The scientific novelty of the results of research consists in developing the theoretical provisions as well as elaborating methodical and practical recommendations on providing enhancement of the efficiency of the state regulation of the rural economy on the basis of the developed multi-stage methods of the assessment of the state of the rural economy and regulatory potential of territorial communities including forming a specialized system of assessment indicators reflecting an impact of the corona crisis on the status of local budgets (with a focus on rural territorial communities) with a projection of the degree of importance of each its component in the system of management of changes in the rural economy.

Abstract:
In the context of the reform of decentralization in Ukraine, which envisages a set of changes, the main purpose of which is the transfer of significant powers and budgets from State bodies to local self-government bodies, the issue of providing high-quality public services to local self-government bodies is extremely important. To do this, you need to first of all not only create the constitutional and legal foundations for improving the quality of public services provided by local authorities, but also expand their number. Methodology. During the writing of the paper, the following research methods were used: the search for available methodological and scientific literature, comparison, clarification of causal relationships, systematization, analysis of documentation and results of researchers' work on the problem of the conducted research and expert evaluation. Results. These processes require not only the renewal or improvement of the elements of the management system that do not function properly, but also a radical transformation of the mechanisms of the state, in particular legal and organizational and functional, ensuring the processes of regulation of decentralization, which is an important factor in achieving the effectiveness of public administration. Practical implications. This issue becomes even more relevant not only from the rosbalanciousness of the system of regulation of procedural elements in the relations of state and local authorities with citizens, but also because of the lack of a slender, clear and understood ideology of such relations, built on the principles of equality, openness and the rule of law. The solution to this problem is especially important in the context of the formation of civil society – it is the quality of administrative services and the qualification of their provision that is evidence of the attitude of the entire mechanism of state power to the person, the degree of respect for his rights and freedoms. Value/originality. The paper proposes to adopt a code "On public services" in order to improve public relations in the provision of public services by subjects of public administration, analyzed legal and regulatory acts on the basis of which local authorities provide public services, as well as legislative acts that define standards for the provision of public services.

Abstract:
Changes in tax legislation, the introduction of digital technologies have necessitated theoretical research and disclosure of the content of the definition of «tax control». The subject of the study is the economic content of the definition of «tax control» in terms of expanding information flows and digital data processing technologies. The necessity, role and essence of control are considered. Emphasis is placed on the fact that financial relations cannot exist without proper state financial control, the importance of which is manifested in one of the important functions of the financial management process, which ensures the sound functioning of the entire financial system. The purpose of the article is to substantiate the need, importance and essence of tax control in a situation where there is a constant reform of control activities of the state in general and tax control in particular, which requires systematic analysis and generalization. It is proved that tax control, as a separate type of activity, has all the features of financial control and at the same time it has specific features that are manifested in a narrower area – the implementation of tax legislation of Ukraine. However, it is noted that both sides of tax control are in a relationship. The legislative definition of the term «tax control» is considered as a guide, which should greatly simplify the process of assessing the activities of tax authorities to mobilize taxes and fees to the budgets of all levels. However, every year there are changes associated with the transformation of the economy, new tools of tax control, so in our opinion, tax control in the current conditions of the TCU is considered as an independent area of mandatory public financial control, the main purpose of which is control of compliance with tax legislation in the field of taxes and fees, which is implemented by conducting in-house, documentary and factual inspections of business entities and the implementation of digital tools of tax control to prevent and eliminate violations of tax discipline. The research methodology is the theoretical generalization and implementation of a consistent analysis of conceptual approaches to the interpretation of the definition of «tax control» in regulations and scientific papers. It is noted that tax control, as a specific area of public financial control, is given considerable attention in scientific sources and regulations of Ukraine and other countries, along with this it is justified that the relevance of this issue sphere of tax control, the number of forms, methods and ways of its implementation is increasing, and in the conditions of digitalization the procedures for its implementation are being improved, the legislative regulation of taxation is constantly changing, and hence of tax control. The concept of «tax control» has been clarified, which at the theoretical level allows to expand its functional purpose in accordance with the practical activities of tax authorities.The process of formation and development of tax control in Ukraine is not completed, which is due to further improvement of the taxation system. The process of tax control is considered as a set of stages of its implementation, depending on the purpose, objectives and scale. The stage of tax control is a part of the process that has its stages. Stages of tax control are characterized by a number of components.In the domestic scientific opinion there is a wide range of approaches to the functions of tax control, each of which deserves attention, however, in our opinion, the functions of tax control should be unified and considered in two directions, namely: basic (fiscal, regulatory, preventive and control) and additional (accounting, analytical and legal).The conclusion of the study is: the author’s consideration of the main theoretical aspects of the concepts of «control», «public financial control» and «tax control» as part of public financial control; theoretical analysis of different approaches to the interpretation of the definition of «control», «tax control»; research of the stage of state financial control and tax control; determining the stages of formation of tax control and the main and additional functions of tax control, which will ultimately contribute to further research and development of the theory of tax control.

Abstract:
The management of public finances in view of European integration processes and economic reforms is directed in accordance with state policy. Politics covers all the areas of activity and depending on the sphere of social relations, which is the object of political influence of the state, is defined as economic, social, financial policy; within the framework of financial policy, fiscal (budgetary, tax, debt), monetary and credit, currency, customs, etc. Budgetary and monetary policies have their specific goals and objectives in the economic system and therefore represent its institutionally separated, independent components. However, in terms of the direction of the regulatory influence on the development of the economy, they are largely identical, which is why it is possible to change the state of the economy by measures of both monetary and budgetary policy. The connection between the mechanisms gives reasons for scientists to consider them as alternatives, which led to a long discussion about the advantages and disadvantages of each of them and about their place and role in the economy regulation. Currently, domestic practice indicates the adjustment of fiscal policy to those macroeconomic processes that occur spontaneously, or the implementation of those guidelines that are recommended to Ukraine from the outside. Thus, from the current interests point of view, it is difficult to justify the priority and the volume of budget expenditures for servicing the public debt (although trust in Ukraine as a responsible borrower served in moments of critical lack of resources during the russian military aggression, which made it possible to additionally attract financial resources of credit and grant nature).

Abstract:
The language is able to provide information about the qualitative and quantitative characteristics of the objective world in the conceptual system of a person. Within the framework of the field approach, which is used in the work, the meanings that construct the associative component of the concept are analyzed, since it is iso-morphic to the lexical-semantic field that represents it. The section presents the fea-tures of the inner world of a person through the analysis of the semantics of phraseological units. The relevance of the study is due to the need to study and describe the concept of a person in phraseology from the standpoint of the anthropological paradigm of linguistics. The subject of scientific analysis is the concept of a person, verbalized in the phraseology of the Russian language. The methodological basis of the work is an anthropocentric approach to the study of the content of linguistic phenomena, which necessitates the use of linguistic, cognitive and culturological methods of analyzing linguistic material in the dialectical unity. The authors set a goal - to describe the characterological features of the concept under study, the way of their manifestation as a means of reflecting the image of a person. It is shown that anthropocentrically nominative phraseological units in pragmatic terms act as semiotic regulators, fixing and reflecting in a figurative-symbolic form a model of human behavior, features of his appearance, character traits, traditions and customs of the people, a system of assessments of everything that forms the phraseological space of a person. The process of phraseological nomination of a person is based on phraseological rethinking. One of the most important characteristics of a phraseological unit for designating a person is semantic motivation, since phraseological units are linguistic signs formed as a result of a secondary nomination. As a mental phenomenon, language is assigned the role of one of the methods of coding known forms of cognition: both sensory (perception, sensation, representation) and rational (judgments, concepts, conclusions). It is shown that the mentality of the people is actualized in the most significant linguistic concepts of culture, the main task of which is to reflect national priorities and ideals. The content of the concept of a person includes not only actual perceived semantic components associated with a word (phraseological unit), but also signs that reflect the general information base about a person, his knowledge of an object or phenomenon. It is brought that the phraseological concept is a discrete, semantic volumetric unit of thinking or memory, which reflects the culture of the people, and the meaning is part of the concept; concept refers to cognitive consciousness, and meanings refer to linguistic consciousness.

Abstract:
The formation of state-building processes requires the development of various sectors of the economy, and agriculture is no exception. In Ukraine, administrative-territorial reform was carried out, which led to the formation of administrative-territorial regulations (decentralization) – the creation of amalgamated territorial communities. Such formations are concentrated in cities, urban-type settlements and rural areas. The decentralization process has actively influenced the rural development in Ukraine. The aim of the study is to determine the directions of rural development in the decentralization process in Ukraine. It is based on the analysis of the current regulatory framework of Ukraine and the results of monitoring the decentralization process, as well as the assessment of the spheres of rural development in Ukraine (economic, social, environmental). The number of amalgamated territorial communities and residents, including ones in rural areas of Ukraine was analyzed. An assessment of the dynamics main indicators of agricultural activity in Ukraine was carried out, positive and negative trends were identified. A comparative analysis was conducted of the existing concept of rural development, based on state subsidies and the new one – through active investment in agriculture, development of promising activities in rural areas, attracting more actors and their collaboration. The results of study are the justification of current paradigm of rural development in Ukraine and the formation of appropriate concept. Prospects for rural development in decentralization are the introduction of entrepreneurship, diversification of agricultural production, investment in agriculture, increasing the economic entities in rural areas, increasing of employees and wages, introduction of organic agricultural production.

Abstract:
Russia invaded Ukraine on February 24th, 2022, marking a steep escalation of the Russo-Ukrainian War, which began in 2014 after the Ukrainian Dignity Revolution. The invasion caused Europe’s largest refugee crisis since World War II, with more than 5.5 million Ukrainians leaving the country and a quarter of the population displaced. At the outbreak of war in 2014, Russia annexed Crimea and Russian-backed separatists who par­ticipated in the south-eastern Donbas region of Ukraine, starting a regional war there. Considering these events, it is relevant for policymakers and reg­ulators to understand how contagious crises are to take appropriate meas­ures to prevent or contain the side effects. To verify the levels of contagion or interdependencies we use Pindyck and Rotemberg’s t-statistic, as well as Forbes and Rigobon’s t-test, which suggests that we are facing extreme vol­atility in the capital markets analysed, and financial contagion is very sig­nificant. In conclusion, the capital markets analysed mostly show that cor­relations have increased in this period of uncertainty in the global economy (Russian invasion in Ukraine), evidencing that investors will find it difficult to diversify risk in these markets. The authors believe that the results achieved represent interest for investors seeking opportunities in these stock markets, and for policymakers to undertake institutional reforms to increase stock market efficiency and promote sustainable growth in financial markets. These findings also open room for market regulators to take steps to ensure better information in these regional markets
